Yet another month passed with encouraging results for immigration candidates.

Closely adhering to its immigration levels plan for 2021-2023, the federal and provincial governments have issued nearly 15,000 invitations to apply for permanent residence in Canada were issued to eligible candidates in March 2021.

 

This can be seen as a sign of relief and more new aspirants can be expected to immigrate to Canada very soon.

ITAs For Canada PR Under Express Entry

 

Canada Express Entry is a long-drawn two-step process.

 

As it manages the application database for three federal immigration programs – the Federal Skilled Worker (FSW), the Federal Skills Trades (FSTP), and the Canadian Experience Class (CEC) – aspirants are first required to qualify for individual program requirements. Such eligible profiles are assessed and ranked on a Comprehensive Ranking System (CRS). Core human factors such as age, education, language skills, and work experience are used to calculate a CRS profile score.

 

The second step will involve the fortnightly nomination draws held by IRCC. The high-ranking candidates based on the CRS score get invitations to apply (ITA) for permanent residence (PR).

Provincial Nominations To Qualify For Canada PR

Yet another month passed by and Canada immigration remained upbeat with provincial programs issuing nominations to eligible candidates to apply for permanent residence in Canada.

 

The unique arrangement between the federal and provincial/territorial governments in Canada allows the nomination of foreign candidates separately based on the unique labor demand of each province. Later on, these provincial nominations allow eligible candidates to apply for permanent residence.

 

Canadian provinces such as Alberta, British Columbia, Manitoba, Nova Scotia, Saskatchewan, Ontario, and Prince Edward Island had remained active by conducting nomination draws to invite eligible candidates to apply for a provincial nomination. Thereon, getting a permanent residence in Canada becomes easier.

 

Further, candidates with an active Express Entry and a provincial nomination are at an extreme advantage. Under their nomination, they are awarded an additional 600 points towards their overall CRS score. This would effectively guarantee them an ITA for Canada PR in a subsequent Express Entry draw.

There was also a separate draw conducted for retail and wholesale trade managers (NOC 0621) and restaurant and food service managers (NOC 0631), where 26 invitations were issued to candidates with scores of at least 118.

March 09 – Tech Pilot Draw 95 Skilled worker and international graduate subcategories needed a qualifying provincial nomination score of 80, in addition to qualifying for one of 29 in-demand tech occupations
March 16 506 428 invitations to apply for provincial nominations were issued to candidates in the Skilled Worker, International Graduate as well as Entry Level and Semi-Skilled sub-categories of SI and EEBC streams in the first draws.

 

The remaining 78 invitations went to candidates having work experience as retail and wholesale trade managers, restaurant and foodservice managers in another draw.

March 23 – Tech Pilot Draw 95 Candidates with a provincial score of 75 points under Express Entry British Columbia (EEBC) and Skills Immigration (SI) categories.

 

British Columbia also announced the extension of its Entrepreneur Pilot program.

March 30 374 330 invitations to apply for provincial nominations were issued to candidates in the Skilled Worker, International Graduate as well as Entry Level and Semi-Skilled sub-categories of SI and EEBC streams in the first draws.

 

There was also a separate draw conducted for retail and wholesale trade managers (NOC 0621) and restaurant and food service managers (NOC 0631), where 44 invitations were issued to candidates with scores of at least 113.

Saskatchewan – March 11 248 International Skilled Worker category through two subcategories: Express Entry, and Occupations In-Demand.

Ontario – March 02 754 Express Entry candidates whose Comprehensive Ranking System scores ranged between 463 and 467.

 

Further, candidates with at least one year of work experience and only in the 10 selected jobs qualified for this draw including nurses, investment managers, and accountants.

March 03 271 Invitations to Express Entry candidates were issued under the Human Capital Priorities stream and having CRS scores between 455 and 467.

 

All the invited candidates went through the Express Entry French-Speaking Skilled Worker Stream.

Manitoba – March 11 299
  • Skilled Workers in Manitoba— 261 invitations with a minimum score of 459;
  • Skilled Workers Overseas — 3 invitations with a minimum score of 728; and
  • International Education Stream— 35 invitations.

 

Further, a total of 20 LAAs went to Express Entry candidates.

  • Skilled Workers in Manitoba— 285 invitations with a minimum EOI score of 423;
  • Skilled Workers Overseas— 9 invitations with a minimum EOI score of 711; and
  • International Education Stream— 41 invitations with no EOI score requirement.

 

A total of 49 invitations, also known as Letters of Advice to Apply (LAAs), went to Express Entry candidates.

Prince Edward Island – March 18 150 Eligible candidates were invited under Express Entry, Labour Impact and

Business Impact categories.

 

Canada will target at least 200,000 ITAs for Canada PR every year through various economic-class pathways – Express Entry, Provincial Nominee Programs, various Business Immigration streams. Going by the present trend, we expect the country to surpass its target well before time.

 

In fact, new studies have found improved retention rates for immigrants in Atlantic Canada, which otherwise was not much popular among immigrants until now.

ANALYSIS: How Pandemic Is Shaping The Future Of Canadian Immigration

It was ironic in the history of Canadian immigration that days after announcing a record immigration plan in March 2020, Canada closed its border as a public safety measure to prevent the spread of coronavirus.

One year has passed since the first public travel restrictions and Canada’s immigration levels had taken a huge hit. As per the official stat, only 184,000 new permanent residents had landed in Canada, the lowest level since 1998.  

Canadian Immigration Bounces Back Hard

Canada’s answer to the lowest level of immigration in 2020 is its new immigration levels plan for 2021-2023. The country is now targeting nearly 1.2 million new immigrants in the next three years to immigrate and settle in Canada. 

Increased Immigration to smaller Canadian cities:

Canadian cities such as Toronto, Montreal, Calgary, and Vancouver are popularly known for their significant immigrant population base. However, a recent study by Ryerson University outlines the prospects for immigration in small and mid-sized Canadian cities. 

The paper identified a total of 14 smaller urban centers with immigration rates of over 100 per 10,000 residents. They are regions of Regina and Saskatoon in Saskatchewan, Halifax, Charlottetown, Fredericton, Moncton, Swift Current, Winkler, Steinbach, Brandon, Thompson, Brooks, High River, and Wood Buffalo.  

Studies have also found median entry wages for new immigrants increasing in Canada. 

Record-breaking Express Entry Draws:

During the pandemic, IRCC innovated the Express Entry system by switching program-specific draws. Eventually, IRCC was able to send out invitations to apply for permanent residence to more than 100,000 candidates in 2020.   

Following its success, IRCC has only held program-specific Express Entry draws in 2021. That is, candidates who qualify for Canada Experience Class (CEC) and those with prior provincial nominations are only invited for permanent residence. The Federal Skilled Worker Program (FSWP) which happens to be the most preferred pathway for foriegn skilled workers without work experience inside Canada has not been considered yet in recent draws.  

However, one cannot ignore the unpredictable nature of IRCC Express Entry draws. It was very recently that it held a historic draw issuing nearly 26,000 ITAs for Canada PR. Best Options For Engineers To Immigrate To Canada

As already mentioned, the provinces of Ontario, British Columbia, and Quebec have positive momentum in employment markets currently. However, working in Quebec can be a challenge if you do not speak fluent French.

Family Sponsorship From Within vs Outside Canada

IRCC allows citizens or permanent residents to apply to sponsor their spouses, common-law partners, dependent children, and conjugal partners from abroad. This would depend on their proof of submission that they will move back to Canada when their sponsored family member becomes a permanent resident.

 

This proof of submission could be a confirmation of employment for the sponsored member, or a land title, etc. Every case will be different, and the final outcome depends on the visa officer who is reviewing the file.

 

If you are applying with your partner who is living with you in Canada, the process has slightly different steps than if you were applying from abroad. 

 

The Spouse or Common-Law Partner in-Canada class is for Canadian citizens and permanent residents who are already living together in Canada and want to obtain permanent residence. However, under the Outland Spousal or Common-Law Partner Sponsorship, Canadians or permanent residents may sponsor their spouse or common-law partner for permanent residence in Canada, regardless of their place of residence.

 

Eligibility Requirements For Sponsors

  • You can be a permanent residence or a Canadian citizen, over the age of 18.
  • You will also have to prove that you can support them financially and make sure that they don’t need social assistance from the government.
  • Factors that could render you ineligible are like if you were ever convicted of a violent crime for example.

 

Eligibility Requirement For Spouse To Be Sponsored

They must be over the age of 18 and pass the necessary security, and medical checks. Also, the federal government specified that your relationship must be “genuine”. This leads to the quantification of relationship based on: 

 

  • Your spouse must be legally married to you and be at least 18 years of age. 
  • Common-law partners must be at least 18 years old and have lived with you for a minimum of 12 consecutive months. 
  • Conjugal partners must be 18 years old at least, have been in a relationship with you for a minimum of 12 consecutive months, reside outside of Canada, and are unable to live with you in their country or marry you due to significant obstacles. For example, if same-sex marriage is not allowed in your home country.

 

After establishing your eligibility for family sponsorship, you may have to submit two different applications to IRCC: 

 

  • a sponsorship application, and 
  • a permanent residence application.

 

Apply For Canada PR With Your Spouse

 

Step 1: Obtain an application package from IRCC.

 

Step 2: Pay your application fees to IRCC which tend to include processing fees, right of permanent residence fee, and biometrics fee. You need to pay these fees on IRCC’s website.

 

Step 3: Mail or submit online your completed application to IRCC.

 

The standard processing time is 12 months

 

During the processing period, IRCC may ask the applicant to submit and verify their biometrics or ask for an in-person interview. Those being sponsored will also be given 30 days to have a medical exam.

Entering The Express Entry Pool With Low CRS – Good or Bad?

 

Are you intimidated by the results of the last few Express Entry draws? 

 

Most Express Entry draws in 2020 followed by recent rounds of invitations saw most candidates above 460 on the Comprehensive Ranking System (CRS) receive an invitation to apply (ITA) for permanent residence in Canada.

 

The results might be overwhelming for some and discouraging for many as new applicants look to enter the Express Entry pool in hope of receiving nominations for Canada PR. 

 

However, we are here to explore the reasons why having a low projected CRS score should not discourage you from entering the Express Entry pool.

 

The federal Express Entry pool primarily manages the applicants qualifying for three federal skilled worker immigration programs: the Federal Skilled Worker Program, Federal Skilled Trades Program, and Canadian Experience Class.

 

Any applicant entering the federal pool will be awarded a score under the CRS based on factors that include age, education, skilled work experience, and proficiency in English or French. This score is calculated out of a total of 1200 points while determining your rank in the Express Entry pool and by virtue, the chances of getting a Canada PR.

Note: Towards the end of October 2020, IRCC introduced an addition to the CRS scoring pattern. Now candidates with bilingual abilities may fetch upto additional 10 points on their overall CRS score. Connect with our consultants to know more.

 

While there is no threshold CRS score required for any applicant in the federal Express Entry pool, there is a program-specific qualification, i.e., for the Federal Skills Worker Program, a qualifying score of 67 points out of 100 points is required to enter the pool. 

 

This goes on to say that even if you are scoring less than the current qualifying CRS scores, there’s always a chance of improvement even while entering the pool. For instance, 

 

  • Express Entry qualifying CRS thresholds are unique to each nomination draw, i.e. they vary and thus remain unpredictable. Thus, an applicant with a low CRS score may eventually allow you to obtain an Invitation to Apply (ITA) for permanent resident status.

 

  • Applicants with low CRS may choose to wait for the score to drop or look for ways to improve it, even while remaining registered in the pool.

You may retake your language test, gaining work experience, pursuing additional training, or working and studying in Canada to improve your existing CRS score. And if you are offered a job in Canada while you are in the pool, your CRS score may also increase. 

 

Hang On, There’s a PNP option too! 

Canada Express Entry is part of a broad national and provincial system that provides many other pathways to permanent residence for foreign skilled workers with work experience outside Canada as well as international graduates with work experience inside Canada. 

 

If you have already tried several ways to improve your CRS, then consider getting a provincial nomination. 

 

Provincial Nominee Programs, or PNP, allow 11 Canadian provinces and territories to choose and nominate eligible foreign workers and international graduates already registered in the federal pool to apply for a provincial nomination. 

 

Upon receiving a “Notification of Interest” from a province, you will have to apply to the province within 60 days (may vary depending on the province). A successful provincial nomination will automatically fetch you upto 600 points towards your CRS score. It is enough to guarantee an ITA for Canada PR in a subsequent Express Entry draw. 

 

Current Express Entry Draws Trend

IRCC started off with a PNP-specific Express Entry draws on January 6. It ended up inviting 250 eligible candidates having a minimum CRS score of 813. Effectively, it meant scoring over 213 points in core human capital factors and 600 points from a successful provincial nomination. 

 

Canada returned to the period where it held back-to-back Express Entry draws with alternative nominations for Provincial Nominee Program (PNP) candidates and those qualifying only under Canada Experience Class (CEC) on January 7.

How does Express Entry work?

Express Entry consists of two main stages and is very easy to use. The first significant step involves individuals who meet the requirements for Express Entry expressing to the Canadian government their desire to become permanent residents of Canada. During the second phase of immigration, the Canadian government organizes “draws” or rounds of invitations, wherein the top-scoring individuals are invited to apply for immigration to Canada.

Step 1: Determine if you qualify for Express Entry. You must meet the eligibility criteria for at least one of the Express Entry programs: the Federal Skilled Worker Program (FSWP), the Canadian Experience Class (CEC), or the Federal Skilled Trades Program (FSTP).

Step 2: Undertake language testing and, if necessary, obtain an Educational Credential Assessment (ECA).

Step 3: Complete and submit your profile on the Immigration, Refugees and Citizenship Canada (IRCC) website.

Step 4: Await an invitation to apply (ITA) for permanent residence from the IRCC.

Step 5: Submit your completed Application for Permanent Residence (APR) to IRCC along with the required fees within the specified timeframe. This step includes providing your medical exam and police certificates. Upon submission, IRCC will issue an Acknowledgement of Receipt (AOR).

Step 6: Provide your biometrics when requested by the IRCC.

Step 7: Await the IRCC’s final decision on your APR. IRCC aims to process applications within 6 months or less. Upon approval, you will receive a Confirmation of Permanent Residence (COPR) and, if applicable, a permanent resident visa (for citizens of countries requiring one) to facilitate travel to Canada for your landing process.

2020 Canada PNP Highlights
Ontario Surpassed total provincial nominations with 8,050 nominations to apply for Canada PR in 2020 across all streams.
Alberta  The immigration intake in 2020 was at 4,000 nominations. The province would also launch two new immigration streams for international graduates. 
British Columbia The province performed exceedingly well by inviting about 9,000 candidates across all streams to apply for provincial nominations and eventually qualify for Canada PR. 

The province introduced a new regional pilot to attract business entrepreneurs with lower net worth and language proficiency requirements. 

Saskatchewan The province invited about 8,000 candidates across all streams to apply for Canada PR. 
Manitoba The province nominated 5,000 candidates across all streams to apply for Canada PR. 
Nova Scotia The province approved 3,517 applications for provincial nominations in excess of the allocated number.
