Immigration in Canada means obtaining Canadian permanent residency (PR). 

Immigration, Refugees, and Citizenship Canada (IRCC) uses the Express Entry system to manage applicants for three distinct immigration programs: the Federal Skilled Worker Program (FSWP), the Federal Skilled Trades Program (FSTP), and the Canadian Experience Class (CEC).

An international student who wishes to stay in Canada after graduating may do so by completing an extra step: applying for a Post-Graduation Work Permit (PGWP). 

PGWP is an open work permit allowing you to work for a Canadian employer for up to three years and no requirement to have a job offer to apply for it. Graduates can use this permit to get the required skilled work experience before applying for the CEC.

How To Apply for Canada PR Under Express Entry? 

Qualifying for PR via Canada Express Entry is a two-step process. 

  • Step1: Here the interested candidates confirm their eligibility for at least one of the three Express Entry programs – FSWP, CEC, or FSTP. 
  • Step2: Candidates can upload their Express Entry profile onto IRCC’s website. All the registered profiles are then assessed and ranked based on the CRS score. 

The qualifying score based on the Comprehensive Ranking System (CRS) is used to identify skilled worker candidates who will be the most successful in Canada’s job market. 

Such profiles are evaluated on a total of 1200 points. The human capital criteria like 

  • age, 
  • education, 
  • work experience outside Canada, 
  • language proficiency in English/French, 
  • spouse adaptability, 
  • Canadian study experience, etc. are considered for evaluation purposes.

The Costs of Creating an Express Entry Profile

Note: All prices mentioned here are in Canadian dollars.

IRCC has an Express Entry application processing fee for a single application is $850

If you’re applying with a spouse/partner, the application processing fee is doubled to $1,700. Every dependent child will incur a charge of $230.

Further, if the candidates qualify in their bid for Canadian permanent residency, every adult in the application will have to pay an additional Right of Permanent Residence Fee (RPRF) of $515.  

Therefore, the total application and qualifying fee under Express Entry is between $1365 (single person applicant) to $2,960 (for a family of three)

Further, there are associated fees to assembling an application (with a myriad number of required documents and official papers).

Documents required to register a Canada Express Entry Profile: 

  • Passport copy/copy of travel document
  • English or French Language proficiency tests
  • Proof of Canadian Education or an Education Credential Assessment (ECA)
  • A Provincial Nomination Letter (if obtained)
  • A written job offer letter from a Canadian employer or proof of work experience or certificate of qualification in a trade occupation (is applicable); and
  • Proof of settlement funds (only for FSWP & FSTP candidates who do not have a valid job offer in Canada)

Among the mandatory documents, collecting few will attract additional cost: 

  1. Language proficiency testing 

Canadian immigrants accepts two languages: English and French as their official language. 

Any candidate is expected to score a minimum proficiency score in order to qualify for immigration. 

For pursuing accreditation in English, the following tests can be taken: 

  • IELTS (International English Language Testing System) testing costs between $302-$311 + tax, depending on what location one is testing in. and
  • CELPIP (Canadian English Language Proficiency Index Program) testing costs $280 + tax.

For pursuing accreditation in French, the following tests can be taken: 

  • TEF (Test d’Évaluation de Français pour le Canada) testing costs $440 with an additional $75 non-refundable charge if the applicant needs to cancel or reschedule before the testing day, and
  • TCF (Test de Connaissance du Français) testing costs $460 and features the same $75 non-refundable charge.
  1. Education credential assessment

An ECA (Education Credential Assessment) becomes mandatory if you had your graduation from outside Canada. The assessment is to determine how your education may compare to an equivalent Canadian education.

The average cost of receiving an ECA is roughly $200, in addition to courier fees. 

Additionally, ECA may incur translation charges into English or French. Costs here can vary from $0.06 to $0.20 per word of translation

Preferably, translations should be done by registered providers with the appropriate board authorities. 

Some examples of board authorities are The Association of Translators and Interpreters of Ontario (ATIO); the Society of Translators and Interpreters of British Columbia (STIBC); and le Ordre des Traducteurs, Terminologies et Interprètes agréés du Québec (OTTIAQ). Each province has its own board authority for translators.

  1. Proof of settlement funds

Canada requires proof of financial stability from prospective immigrants who apply for immigration without a job offer. It applies to candidates under Federal Skilled Worker Program (FSWP) and Federal Skilled Trades Program (FSTP). 

The major requirement here is that these funds must be readily available at the time of immigration and not be kept in form of equity, property, or any form of other immovable assets. An official letter from the bank acts as proof. 

Depending on the size of your family these costs will vary. 

The official guidelines listed on the IRCC website are: 

  • 1 person = $13,310
  • 2 people = $16,570
  • 3 people = $20,371

Recent Changes to Canada Express Entry

Since its inception in 2015, Canada Express Entry has remained the number one pathway for permanent residency. However, the provincial nominee programs are receiving more preference in recent times. 

Canada is expected to welcome over 400,000 newcomers consistently each year. We could see more nomination draws giving priority to immigrants with Canadian experience in the near future.

Eligibility for FSWP 

If you’re a skilled foreign worker with foreign work experience, you can directly apply for Canadian permanent residency. 

The following are the minimum requirements that you must meet to be eligible for the Federal Skilled Workers Program:

  1. One year of continuous full-time or equivalent paid work experience in the past 10 years.
  2. The work experience must be in a skilled occupation classified under TEER levels 0, 1, 2, or 3 only. 
  3. Language proficiency in English or French and equivalent to Canadian Language Benchmark (CLB) 7. 
  4. Canadian educational credential (certificate, diploma, or degree) or foreign credential and an Educational Credential Assessment (ECA) report.
  5. Proof of financial stability using the settlement fund criteria.

Candidates must also score at least 67 out of 100 on the FWSP grid, which takes into account a variety of variables like age, education, work experience, and so forth.

Eligibility for CEC 

International students and temporary foreign employees are still considered Canadians by CEC. 

To be an eligible candidate for the CEC, you must meet the following requirements:

  1. one year of professional, technical, or skilled labour employment in Canada during the previous three years.
  2. For jobs falling under the Teer 1 or 2 Category, language proficiency in either English or French that is equivalent to Canadian Language Benchmark (CLB) 7
  3. State an intention to live and work outside of Quebec.

If you’re an international student who wants to stay in Canada after graduating, you must apply for a Post-Graduation Work Permit (PGWP), which is an additional step. 

With a PGWP, you can work for a Canadian company for a maximum of three years as an open work permit holder. Applying for it does not require that you have a job offer. Before submitting an application for the CEC, you can use this permit to obtain the necessary skilled work experience.

Eligibility for FSTP 

The Federal Skilled Trades Program immigration pathway to Canada is similar to FSWP but suits candidates with no proven education level. 

You need to have two years of work experience in a skilled trade, a full-time job offer from a Canadian employer, or a certificate of qualification from a Canadian authority in order to be eligible to immigrate to Canada in the future through this option.

Which Express Entry Immigration Program is the best?

Which Canada Express Entry program is best for you depends on your educational and professional background. A lot more depends on your language proficiency in English or French and your age. If you are in the 25–32 age range, you should ideally receive the most points.

Canada Permanent Residency Under Express Entry in May 2022

Last month, Canada Express Entry only invited registered candidates with successful provincial nominations to apply for permanent residence.

Canada Express Entry is a long-drawn (maximum one-year validity) two-step process.

All registered profiles are assessed and ranked on a Comprehensive Ranking System (CRS). Core human factors such as age, education, language skills, and work experience are used to calculate a CRS profile score.

The second step will involve the fortnightly nomination draws held by IRCC. The high-ranking candidates based on the CRS score get invitations to apply (ITA) for Canada permanent residency.

Further, candidates with an active Express Entry were extremely benefitted as provincial nomination will give them a chance to gain an additional 600 points towards their overall CRS score. This would effectively guarantee them an ITA for Canada PR in a subsequent Express Entry draw.

Somewhere in the whole nomination draw in 2021, the preference for candidates under the Federal Skilled Worker Program (FSWP) is still being sidelined. The recent Express Entry draws are also not considering qualified profiles under Canada Experience Class (CEC).

However, Immigration, Refugees, Citizenship Canada (IRCC) will resume FSWP & CEC invitations in July.

FSWP Express Entry provides a direct immigration pathway for skilled foreign workers even without a job offer or work experience in Canada to obtain permanent residence (PR).

Canada PR via Provincial Nominee Programs in May 2022

Since its launch in 1998, the Provincial Nominee Programs have become the second main route to permanent residence in Canada.

The unique arrangement between the federal and provincial/territorial governments in Canada, except in Quebec & Nunavut, allows the nomination of foreign candidates separately based on the unique labor demand of each province.

By 2024, more than 93,000 immigrants per year are expected to be admitted as permanent residents through various Provincial Nominee Programs.

ALBERTA

A total of 100 candidates were invited to apply for a provincial nomination on May 19 under the Alberta Express Entry stream. Invited candidates needed a CRS score of at least 382 in order to be invited.

BRITISH COLUMBIA

The British Columbia Provincial Nominee Program (BC PNP) continued to hold its weekly draws. The province invited 636 immigration candidates to apply for a provincial nomination under various streams like Express Entry British Columbia, Skills Immigration, and the Tech stream. Few profiles were also invited under Entrepreneur Regional Pilot streams.

MANITOBA

The province of Manitoba held a draw under Skilled Workers in Manitoba, International Education Stream, and Skilled Workers Overseas streams, issuing a total of 315 Letters of Advice to Apply issued of which 48 were issued to candidates who declared a valid Express Entry profile.

PRINCE EDWARD ISLAND

PEI PNP went as per its pre-scheduled draws on May 20. A total of 137 eligible candidates are under Express Entry, Labour, and Business Impact candidates.

SASKATCHEWAN

Saskatchewan invites a total of 251 profiles to apply for provincial nominations under various streams. Some 106 invitations went to Express Entry candidates and 91 invitations went to Occupations In-Demand candidates in that invitation round. The remaining 54 invitations went to its Entrepreneurs stream.

QUEBEC

On May 5, the Ministère de l’Immigration, de la Francisation et de l’Intégration (MIFI) invited 30 candidates to apply for a permanent selection under the Quebec Regular Skilled Worker Program (QSWP). Candidates had to have profiles in the Arrima Expression of Interest system and to have a valid job offer outside of the Montreal Metropolitan area.

Job vacancies in Quebec will boost the immigration of qualified professionals in the coming months. Those who wish to settle in Quebec are assessed under a different system than those who want to settle elsewhere in Canada.

All the registered profiles are then assessed and ranked based on a Comprehensive Ranking System (CRS).

Such profiles are evaluated on a total of 1200 points. The human capital criteria like

  • language proficiency in English/French,
  • spouse adaptability,
  • Canadian study experience, etc. are considered for evaluation purposes.

Tech workers qualify for any of the two federal programs: the Federal Skilled Worker Program (FSWP), and the Canadian Experience Class (CEC) under Canada Express Entry. However, Canada has not invited any profiles to apply for Canadian immigration under these programs since 2021.

FSWP was the main source of foreign skilled immigrants to Canada without a job offer until recently when IRCC decided to focus on inviting only CEC & PNP candidates. CEC profiles mostly consisted of international student graduates who had gained at least one year of work experience and were eligible to apply for permanent residency.

Canada is expected to resume Express Entry draws for FSWP & CEC profiles in “early July”. 

Provincial Immigration Pathways for Canadian Permanent Residency

After receiving provincial nominations from any of the below provincial streams, you can apply to the Immigration, Refugees, and Citizenship Canada (IRCC) to qualify for permanent residency. Among various Canada PR options, provincial pathways are in most demand.

Between 2021 and now, Canada Express Entry draws have relied majorly on Provincial Nominee Programs (PNP). All the recent Express Entry nominees had a successful provincial nomination and were already registered in the Express Entry pool. For instance, in the latest Express Entry draws, Canada invited 787 PNP candidates to apply with CRS scores of at least 782.

Provincial nominees with active Express Entry profiles got 600 points over and above their usual Comprehensive Ranking System (CRS) score. This may guarantee an invitation to apply for Canada permanent residency in upcoming PNP-specific Express Entry draws.

Alberta Accelerated Tech Pathway

The newly launched Alberta Advantage Immigration Program (AAIP) dedicated an expedited provincial nomination to eligible Express Entry candidates under the name Accelerated Tech Pathway.

Interested candidates needs to to meet the following eligibility criteria:

  • Candidates need to meet the eligibility criteria for the Alberta Express Entry Stream.
  • They need to either be currently working in Alberta or have a job offer in one of 23 eligible occupations.

Some eligible occupations include graphic designers and illustrators, mechanical engineers, and user support technicians.

British Columbia Tech

The British Columbia Tech stream is a priority pathway under BC Provincial Nominee Program. This PNP targets candidates who have job offers in one of 29 tech occupations.

To get an invitation in a BC Tech draw, candidates must be eligible for one of BC’s immigration programs and have a job offer of at least one year.

Ontario Tech Draws

Ontario conducts Tech Draws for tech workers who are eligible for the Human Capital Priorities (HCP) stream.

Interested candidates needs to to meet the following eligibility criteria:

  • Eligible for either the Federal Skilled Worker Program or the Canadian Experience Class.
  • They also need to have work experience in one of the following six tech occupations.

Six eligible occupations include software engineers and designers; computer engineers; computer programmers and interactive media developers; web designers and developers; database analysts, and data administrators; computer and information systems managers.

Saskatchewan Tech Talent Pathway

The newly launched Saskatchewan’s Tech Talent Pathway is an exclusive provincial pathway for Canada PR for tech talents.

Eligible candidates require at least one year of work experience in that occupation within the past five years or six months of work experience in the province. Language proficiency may vary between Canadian Language Benchmark (CLB) 5 to 7, depending on the case basis.

Work Experience

Eligible profiles to qualify for Canada PR under RNIP must have gained a minimum of 1,560 hours of experience either in Canada or outside Canada. However, the occupation must be listed in the National Occupational Classification (NOC). There is no restriction on having worked with multiple employers.

Internation students who have graduated from a post-secondary program in the community that is recommending them are exempt from the work experience requirement.

RNIP does not consider self-employed work experience.

Settlement Funds

Canadian immigration authorities ask for compulsory proof of funds from eligible candidates applying under RNIP to settle in the community. These funds must be their own and cannot be borrowed from anyone.

The following documents can be used as proof of funds:

  • bank account statements
