Monthly Review: Canada Immigration Nomination Draws in March 2022

Canada revised its immigration levels plan for 2022-2024 and now targets welcome about 1.7 million new immigrants in the next three years. The new plan promises more Canada immigration nomination draws for Provincial Nominee Program candidates to qualify for Canada permanent residency.

Canada-immigration-news

With Canada showing potential to improve immigrant outcomes in essential sectors, planning your skilled-based immigration to Canada should be your number one priority in current times.

In this edition of Canada immigration nomination draws, we are discussing around 5000 invitations to apply for provincial nominations and another 2,890 ITAs for Canada permanent residency during the month of March 2022.

Immigration experts view these developments as a sign of relief as more new aspirants can be expected to immigrate to Canada in near future.

Canada Permanent Residency Under Express Entry in March 2022

The preference for Federal Skilled Worker Program (FSWP) candidates is still being sidelined. Candidates qualifying under Canada Experience Class (CEC) are also not targeted for any of the recent Express Entry draws.

FSWP Express Entry provides a direct immigration pathway for skilled foreign workers even without a job offer or work experience in Canada to obtain permanent residence (PR).

Last month, Canada Express Entry only invited registered candidates with successful provincial nominations to apply for permanent residence.

Express Entry Draws – March 2022
Draw Number Canada Immigration Nomination Draws  Qualifying CRS ITAs issued
#219 March 30 PNP-specific: 785 points 919
#218 March 16 PNP-specific: 761 points 1,047
#217 March 02 PNP-specific: 754 points 924

Canada Express Entry is a long-drawn (maximum one-year validity) two-step process.

All registered profiles are assessed and ranked on a Comprehensive Ranking System (CRS). Core human factors such as age, education, language skills, and work experience are used to calculate a CRS profile score.

The second step will involve the fortnightly nomination draws held by IRCC. The high-ranking candidates based on the CRS score get invitations to apply (ITA) for Canada permanent residency.

Further, candidates with an active Express Entry were extremely benefitted as provincial nomination will give them a chance to gain an additional 600 points towards their overall CRS score. This would effectively guarantee them an ITA for Canada PR in a subsequent Express Entry draw.

Canada PR via Provincial Nominee Programs in March 2022

Since its launch in 1998, the Provincial Nominee Programs have become the second main route to permanent residence in Canada.

The unique arrangement between the federal and provincial/territorial governments in Canada, except in Quebec & Nunavut, allows the nomination of foreign candidates separately based on the unique labor demand of each province.

By 2024, more than 93,000 immigrants per year are expected to be admitted as permanent residents through various Provincial Nominee Programs.

ONTARIO

Ontario alone let out multiple Canada immigration nomination draws in February. The most immigration-friendly province invited 2,430 candidates to apply for a provincial nomination, more than any other province.

All draws came under one of the following streams: Ontario’s French-Speaking Skilled Worker, Express Entry Human Capital Priorities, Employer Job Offer: Foreign Worker and In-Demand Skills, Entrepreneur Stream, or Express Entry Skilled Trades.

ALBERTA

A total of 700 candidates were invited to apply for a provincial nomination on March 04 and March 24 under the Alberta Express Entry stream. Additionally, Alberta announced a name change for the department and the launch of two new streams under its Provincial Nominee Program to boost immigration to rural areas of the province.

BRITISH COLUMBIA

The British Columbia Provincial Nominee Program (BC PNP) continued to hold its weekly draws.

The province invited 900 immigration candidates to apply for a provincial nomination under various streams like Express Entry British Columbia, Skills Immigration, and the Tech stream. A special draws inviting candidates under the Entrepreneur Immigration – Regional Pilot was also held.

With the turning of the tech pilot program into a permanent immigration program, aspirants can expect more nominations of specific foreign tech workers to immigrate to Canada.

MANITOBA

The province of Manitoba held a draw under Skilled Workers in Manitoba, International Education Stream, and Skilled Workers Overseas streams, issuing a total of 311 Letters of Advice to Apply issued of which 76 were issued to candidates who declared a valid Express Entry profile.

PRINCE EDWARD ISLAND

PEI PNP went as per its pre-scheduled draws, rather with a larger draw size in November. A total of 141 eligible candidates are under Express Entry, Labour Impact, and 11 candidates under Business Impact.

SASKATCHEWAN

Saskatchewan released details of a draw held through its Entrepreneur EOI system on  March 3 that resulted in 58 invitations. On March 8, the Saskatchewan Immigrant Nominee Program (SINP) invited a total of 85 candidates to apply for a provincial nomination. A total of 39 invitations went to Express Entry candidates and 43 invitations went to Occupations In-Demand candidates in that invitation round.

Saskatchewan also launched the new Tech Talent Pathway to attract tech workers in 11 targeted technology occupations. If you’re an engineer, now is a great scope for getting nominated and obtaining Canada permanent residency along with your family.

study-abroad

Planning for Canada Immigration may start more than a year in advance. Depending on the immigration pathway you chose, your requirements to oblige may vary. We have made an honest attempt to focus on the most desired requirements and here is our 16-Point Canada Immigration Checklist to use before moving to Canada.

Over 3 Months Before Immigration to Canada: Checklist

It is better to sweat more in practice than in the battle. Likewise, planning your immigration well-in advance and following this Canada immigration checklist can help you.

  • Check for suitable Visa/Work Permit/Immigration Pathway:   Canada is currently pursuing its ambitious immigration target of welcoming over 1.7 million new permanent residents in the next three years. Over 60 per cent of the target will be invited under economic-class programs like Express Entry, Provincial Nominee Program, Quebec immigration, etc. Some 20 per cent of the target will be invited under the family class immigration programs.
  • Explore your new Canadian city online: Visit its official website to learn about the area, job and housing markets, schools, recreation, and more. Popular online forums like Quora offer great first-person perspectives & insights.
  • Get your employment credentials evaluated: The way provinces in Canada recognize career and employment credentials can vary. You may need to arrange for accreditation courses/tests before you leave. Find more information by contacting our consultants.
  • Keep your school documents ready: Include degrees, diplomas and certificates, transcripts, program descriptions, detailed course information, language skills test results, and accreditation. Official translations of your documents may be required in some cases.
  • Calculate your estimated living expenses: Consider the type of housing you want, and necessities, such as transportation, schooling, food, clothing, utilities, and entertainment in estimating your monthly expenses in Canada.
International student? Get in touch with our overseas education counsellors to learn more.
  • Goods that you can take with you to Canada: You’re allowed to bring your personal and household goods with you when moving to Canada from another country. However, Canada may charge certain duty fees on some goods. Review the list of items you are allowed to bring into Canada.
  • Open a Canadian bank account: Having a Canadian bank account ready can make things easier. For instance, you may be asked to show proof of funds if you rent an apartment. Transferring funds to your Canadian bank account is a cost-effective and secure way to bring money into the country.

Less Than 3 Months Before Moving to Canada: Checklist

As you move closer to your date of arrival to Canada, keep an eye on the following checklist.

  • Get your passport ready for travel: Make sure that your passport (and those belonging to family members coming with you) is valid and up-to-date.
  • Arrange travel tickets: Typically the earlier you book your travel arrangements, the better the price deal you get.
  • Collect official health documents: These include vaccination and dental records. Children need vaccination records to enroll in school in Canada. You may need to get official translations of these documents.
  • Collect work-related documents: Gather reference letters and evaluations from employers, and training and job descriptions.
  • Prepare a resumé for job applications: Canada allows you to immigrate without a job offer. You can plan your job search now. Start with a job resume: the Canadian style is two pages or less plus a cover letter.

Few Weeks Before Arriving in Canada: Checklist

Just before the actual date of arrival, you may need to keep the following ready.

  • Arrange for medical insurance: Your provincial government-sponsored health insurance plan will not be active for the first 90 days you’re in Canada. To cover yourself until then, consider purchasing Visitors to Canada Insurance.
  • Fill out any prescriptions: Medicine brands may be different in Canada and prices could be more expensive if you’re paying out-of-pocket. You may want to bring a six-month supply of medications.

Once again, please review the list of items you are allowed to bring into Canada.

  • Check the amount of money you will be bringing: If you are bringing in $10,000 CDN or more, you must report it to Canada Border Services Agency – whether it’s in Canadian dollars (cash, cheques, etc.) or the equivalent in your country’s currency.
  • Gather essential documents: To enter Canada, these are some of the documents you’ll need to present. Keep the copies in a safe place, separate from the originals.
  • A Canadian immigrant visa (if applicable) and Confirmation of Permanent Residence for you and each family member travelling with you
  • Two (2) copies of a detailed list of all the personal or household items you are bringing with you, along with Two (2) copies of a list of items that are arriving later and their monetary value

Consult with us about the full list of documents you will need.

Find a Job in Canada as Immigration Keeps Unemployment Rates To A Record-Low Last Month

Canada’s employment levels made a full recovery as labor market performance peaked in February 2022. The country added about 337,000 jobs last month, enabling Canada immigration to push unemployment rates to a record low. The record unemployment rate in Canada was 5.4 per cent in May 2019, the pre-COVID-19 times.

Canada-immigration-news

Statistics Canada has released its monthly Labour Force Survey that examines the present labor market condition in Canada. It noted employment gains in the month of February across the provinces, with the largest increases in immigration-friendly regions of Ontario, Alberta, British Columbia, and Quebec. The recovery is evident in hard-hit industries like retail trade, accommodation and food services, information, culture, and recreation services.

With unemployment in Canada dropping to 5.5 per cent, lower than in February 2020, there are even more avenues for off-shore immigrants now open to finding a job in Canada.

A shrinking pool of available workers is making it difficult for businesses to hire across industries…” wrote Nathan Janzen, an economist at RBC.

“Given the pressing need to address labor scarcity, it is important that the government works to increase immigrant landings from outside Canada.

Finding a Job in Canada

Amid pandemic disruption to international mobility, Canada immigration kept unemployment rates low by increasingly converting the status of temporary residents located in Canada to permanent residents.

However, many temporary workers are already employed in Canada. With increased economic activity, eligible immigrants from outside Canada will now be targeted to fulfil the increased job vacancies.

Depending on your academic background and relevant work experience elsewhere, the Canadian job market is wide open to foreign skilled workers.

Working in Canada Just Got Better as More Jobs Open for Foreigners & Qualify for Immigration

There are more than 100 different legal pathways to start working in Canada and qualify to apply for Canada immigration after just about a year. Canadian employers hire hundreds of thousands of international workers every year through more than 100 different work permit pathways. With a high number of job vacancies and a relatively low unemployment rate in Canada, there are more jobs open than there are qualified workers to fill them.

study-abroad

According to Statistics Canada, for every 100 positions in December, Canadian employers sought to fill an average of 5.2 vacancies, up from 3 in the fourth quarter of 2019.

Recruiting foreign talent is the most effective way for Canadian employers to fill these increased vacancies.

In this blog, we will discuss the difference between the two biggest categories of Canada work permit programs, and how to qualify for Canada immigration via work permits.

Qualify for Apply for Canada Immigration via Work Permits

Canada immigration is about qualifying for permanent residency. You can make a stronger case for yourself to immigrate by securing a work permit in Canada. After gaining at least one year of full-time work experience, you can qualify for permanent residency via Express Entry under Canada Experience Class (CEC) program.

LMIA and LMIA-Exempt Permits for Working in Canada

Any foreigner who is a student or professional needs a legal permit in order to work in Canada. In most cases, a Labour Market Impact Assessment (LMIA), or a labor market test, is conducted in order to hire a foreign worker. This shows that native Canadians are not competent to fulfil the vacancy.

Keeping in mind the impact of the pandemic, Canada has exempted the LMIA requirement for the majority of work permits issued in a given year. Currently, legal permits for working in Canada can be grouped under two major categories:

  • the Temporary Foreign Worker Program (TFWP), and
  • the International Mobility Program (IMP).

The major difference between the two is that the TFWP requires employers to get an LMIA, whereas IMP work permits are LMIA-exempt.

Here’s an interesting blog post on How To Find a Job in Your Profession in Canada?

Work Permits Options in Canada

After securing a copy of LMIA conducted by the Canadian employers, the foreign workers can submit their work permit application under TFWP to Immigration, Refugees, and Citizenship Canada (IRCC).

Whereas all open work permits fall under the IMP. Here are some popular IMP permit options:

  • Post-Graduation Work Permit: The PGWP is the most common work permit under the IMP. Eligible international graduates of Canadian designated learning institutions (e.g., colleges and universities) can get this open work permit for up to three years.
  • International Experience Canada: Canada has bilateral agreements with more than 30 countries that allow international youth to gain work experience in Canada.
  • Bridging Open Work Permit: Eligible skilled worker candidates living in Canada can apply for a BOWP while their permanent residence application is being processed. Eligible spouses and common-law partners of Canadian citizens and permanent residents can get a BOWP if they are living in Canada.
  • Business Visitors: Foreign workers who will be in Canada for less than six months and who will not be entering the labor market, can be eligible to work in Canada without needing a work permit.

Immigrate to Canada from Dubai: What, Why & How to Apply for Canada Immigration

The United Arab of Emirates (UAE) comes fifth in the list of countries of residence of Canadian immigration candidates via Express Entry. For one, it busts a popular myth that Canada only attracts skilled workers from third-world countries. It is, thereby, opening new opportunities to immigrate to Canada from Dubai. However, the point in contention is while the UAE is itself in the pursuit of attracting highly skilled immigrants, why should its residents look elsewhere and apply for Canada immigration.

Canada-immigration-news

Backed by the views of immigration experts, we suggest that the tiered visa system in UAE mostly favors temporary residence only. Whereas Canada permanent residency is always on offer for any eligible skilled worker including Nurses, Engineers, Architects, Software Developers, Management Professionals, etc. with suitable work experience. They necessarily need not have a prior work experience in Canada. Many Emirati citizens and foreign ex-pats may choose to settle in Canada for a chance of qualifying for citizenship eventually.

The following sections will give you an overview of Why Canada is an attractive destination for UAE immigrants and how you can immigrate to Canada from Dubai and what you need to apply for Canada immigration.

Official Language of Canada is English

Canada makes use of English and French as its official languages. English language teaching in UAE starts from middle school and continues until the end of high school. Also, English language courses for students are easily available. UAE immigrants’ good English language skills allow them to adapt and integrate more quickly.

Increased Immigration Reception Capacity in Canada

Canada is pursuing the most ambitious plan to welcome 431,645 permanent resident admissions this year. Last year alone, it succeeded in admitting more than 405,000 new permanent residents. The increased immigrant reception capacity in Canada may result in more than 1.7 million new Canadian permanent residents in the next three years.

The fact that Canada is experiencing ageing demography and a low birth rate among the Canadian population makes the intent of the government to achieve these targets even more genuine.

Safe Learning Institutions and Immigration Pathways for Students

One of the many benefits of Canada immigration is its public education system called K-12. It provides high-quality and equal educational chances for all people, regardless of their ethnicity, race, and background. Immigrant students in Canada reported higher reading levels than non-immigrant students.

Aspirants from all over the Middle East can pursue their higher education in some of the top 100 universities in the world which are based in Canada. These institutions include the University of British Columbia, McMaster University, University of Toronto, and McGill University,

You will be amazed by the fact that Canada also has the highest retention rate with over 60% of international student graduates qualifying for Canada permanent residency within 10 years. International graduates who complete an eligible full-time program of at least eight months in duration may be eligible to get a Post-Graduation Work Permit (PGWP), which allows them to gain Canadian work experience. This opens up their pathway to apply for Canada immigration and qualify for Canada permanent residency.

Cultural Diversity in Canada that Suits UAE Immigrants

Canada is home to immigrants with different nationalities, religions, languages, and races. Successive governments at the federal and provincial levels have embraced it with pride since the modern immigration system begin in Canada in the 1970s.

To top that all, Canada ranks above average in parameters like housing, subjective well-being, personal security, health status, social connections, environmental quality, jobs and earnings, work-life balance, education and skills, civic engagement, income, and wealth, as per the OECD’s Better Life Index.

Now that the WHY part of immigrating to Canada from Dubai is answered, let’s move on to the WHAT & HOW part of applying for Canadian immigration.

Documents Required to Immigrate to Canada from Dubai

The eligibility and applicable documents depend on the nature of the immigration program you are applying under and may also vary on a case basis.

Secure Your Future with Canada Family Sponsorship Visa Programs

Canada has achieved excellent success in the past with its economic-class immigration programs. Canada Express Entry and Provincial Nominee Programs have been the major source of skilled immigrants aspiring for permanent residence in Canada. In more recent years, the policy is shifting course to explore ways to improve intakes under the Canada family sponsorship visa programs.

Canada immigration news
For instance, the
new mandate letter from Prime Minister Justin Trudeau to Immigration Minister Sean Fraser asked to explore programs for temporary residence to spouses and children abroad while they await the processing of their permanent residence applications.

As the country is in pursuit to achieve another ambitious annual target of 411,000 landings in 2022, it is equally dependent on family immigration programs. In this blog, we will discuss various sponsorship visa programs to settle with your family in Canada.

Immigrant Children Earn More than Canadian average: Statistics Canada

A new study by Statistics Canada shows most immigrant children enrol themselves for postsecondary education and by virtue of it, make more money after their mid-20s than the overall Canadian population.

To show it in numbers, at age 25, immigrants admitted as children of economic immigrants had about 11% higher median wages ($33,700) than the overall Canadian population ($30,290) of the same age. At age 30, economic immigrant children immigrants had median wages of $55,500, about 29% higher than the overall Canadian population at $42,940.

The findings undoubtedly open a new chapter for aspiring immigrants to settle in the country under Canada family sponsorship visa programs.

Sponsor your Spouse to Canada from the UAE under Canada Family Visa Program 2022

To be eligible to sponsor your spouse to Canada from the UAE including any dependent children, you need to be:

  • over the age of 18,
  • a Canadian citizen or permanent resident, and
  • be able to financially support you and your family.

It is possible for Canadian citizens to live in the UAE throughout the spousal immigration to Canada process. However, Permanent residents must apply for spousal sponsorship from inside Canada.

Your spouse may be eligible for an Open Work Permit in Canada while applying for spousal immigration from the UAE.

There is no minimum income cut off for spousal immigration to Canada from the UAE. The threshold on minimum income is decided on a case-by-case basis. It will generally apply to cases where the partner you’re sponsoring has a dependent child. And who also has a dependent child of their own.

Go through our previous blog for documents required and learn more about the factors for the rejection of spousal immigration to Canada from the UAE.

About the Parents and Grandparents Program (PGP) Canada Family Sponsorship Visa 2022

Canadian citizens and permanent residents can sponsor their parents and grandparents to immigrate to Canada. Approved parents and grandparents under this program may obtain permanent residency. Further, doors to apply for Canadian citizenship will also open.

IRCC will process PGP applications in between 20-24 months, even in 2022.

Additionally, IRCC will assess a Sponsor’s Minimum Necessary Income (MNI) to ascertain that they have sufficient income. This is to support all family members for whom they will be financially responsible, including themselves, once they become sponsors.

A signed undertaking for the period of up to 20 years will be required from interested sponsors. This undertaking sets out how long the sponsor will be financially responsible for the family members. And they are sponsoring from the time they become permanent residents of Canada.

Other Canada Family Sponsorship Visa Option

Canada Super Visa is another significant option to consider for family reunification in Canada. The Super Visa allows your parents and grandparents to enter Canada multiple times over a 10 year period.

Canada Immigration: More than One Way To Apply for Canada PR in 2022 & Beyond

The million-dollar question still remains, ‘when will IRCC resume regular Canada Express Entry draws?’ Since December 2020, Immigration, Refugees, and Citizenship Canada (IRCC) have not issued Express Entry invitations to Federal Skilled Worker Program (FSWP) candidates. Canadian Experience Class (CEC) candidates have not received invitations to apply for Canada PR since September 2021.

Canada immigration news

To give you some perspective, Canada Express Entry is the single largest source of foreign immigrants in Canada since its launch in 2015. FSWP is the most preferred economic-class immigration program under the Express Entry. Off-shore candidates with no prior Canadian experience can apply for Canada PR via FSWP. A recent study estimates that nearly 80 per cent of Canada Express Entry candidates fall under the FSWP category. On the other hand, on-shore applicants with at least one year of work experience in Canada qualify for Canada PR through the CEC program. Mostly, recent international graduates qualify for this economic-class program.

So an internal IRCC memo released last week caused speculation and confusion on how the department will manage Canada Immigration in 2022, more specifically Express Entry in 2022 and beyond. IRCC hints at a possible reduction in Express Entry admissions to accommodate other ministerial and departmental priorities.

While we wait for the new Immigration levels plan to be announced by February 14, 2022, this blog aims to leave you with the best possible way to apply for Canada PR in 2022 & beyond.

Canada Express Entry Draws After the Pandemic

Express Entry draws for Canada PR reinvented itself right after the pandemic. IRCC is now focussing on inviting temporary residents to apply for Canada PR. Such candidates either qualified under Canada Experience Class or under any one of the Provincial Nominee Programs.

A departure from the previous Canada Express Entry draws is noticed. IRCC says 42% of invitations in 2020 went to candidates who had Canadian education, up from 28% in 2019.

So, should you plan your higher studies in Canada to easily qualify for Canada PR?

Click here to read our analysis.

All the invited candidates in Canada Express Entry PNP-draw have demonstrated their connection to a province or territory. It is through familial ties, work experience, or study experience in that province or territory. In order to qualify for the CEC program, temporary skilled workers or recent international graduates must have had at least one year of work experience in Canada.

Off-late, IRCC is giving undue preference to PNP candidates even as major Express Entry programs are still suspended. It is mainly to support and realize the immigration goals of the provinces and territories that otherwise would fail. Canada Express Entry draws in 2021 invited nearly 114,431 immigration candidates to apply for Canada PR.

Current Express Entry Backlogs

Canada Express Entry backlogs have grown due to reasons such as previous travel restrictions. IRCC’s focus to transition those already present in Canada to permanent residence has also added to the backlogs.

An estimated 76,000 Express Entry persons will be on inventory at the start of 2022. The number is significantly high and in principle, IRCC may require no new Express Entry “intake” for at least the first half of 2022.

Apply for Canada PR in 2022 & Beyond

Options like Quebec immigration, Provincial Nominee Program (PNP) surfaces as the best alternative for permanent residence in Canada.

Quebec has returned to the target of welcoming over 50,000 immigrants in 2022 after four years of cutting immigration by 20 percent. About 65 percent will arrive through economic-class immigration programs. The major advantage here is that Quebec runs its own immigration program independently of the federal government. However, the final say on who gets permanent residency lies with the federal government.

PNPs are a two-step immigration process to Canada. First, you apply to the province or territory, then if you get a nomination you can use it to apply for permanent residence. Get in touch with CanApprove to learn more about your prospects to apply for Canada PR via PNP.

Canada Immigration Made Simple with CanApprove

However, IRCC will not necessarily stop inviting more Express Entry candidates this year since “intakes” and “invitations” are two different metrics. Due to the prolonged nature of this process, IRCC will continue to issue more Express Entry “invitations” in the meantime.

As a certified immigration consultant, CanApprove will not discourage you to enter the federal Express Entry pool now but offer suggestions to apply for Canada PR in 2022.

The famous lines of Ken Blanchard, “None of us is as smart as all of us“, blends perfectly well with our topic in the discussion. Canada immigration news

  1. Suggest suitable alternatives:

Sometimes you can be unlucky to not get selected even after meeting all the eligibility requirements.

In scenarios like these, a certified immigration consultant can add genuine hopes with alternative options that help you migrate to Canada through other visa programs. They can even suggest measuring to increase the scope of the current visa process to improve your chances of selection.

  1. Noting even the finest of details in your application to avoid rejection:

Aspirants applying for Canada immigration on their own often miss accounting for dynamic factors in their life. While it may take more than a year in the waiting period, accounts of marriage, job change, or having a new kid, etc. must be timely update in your immigration application.
