Immigration ministers from across Canada came together at the Forum of Ministers Responsible (FMRI) for Immigration earlier this July in Saint John, New Brunswick. 

The meeting of Immigration Ministers focussed around increasing Canada’s Immigration Levels Plan alongside agreeing on multi-year PNP levels plan. The current plan is targeting to welcome over 400,000 new immigrants annually till 2024. Over 60% of the target is to  meet through economic-class and family-class immigration programs. 

Specifically, PNP is targeting 80,000 intakes in 2022 and would increase to 90,000 intakes next year.  With the latest agreement between the Immigration ministers, PNP allocation targets will also be set on a three-year basis. 

The ministers agreed to determine the multi-year PNP plan by March 31, 2023.

Returning back to processing standards

Canadian immigration trends suggest more investment to digitize immigration services. 

Immigration, Refugees, Citizenship and Canada (IRCC) will begin transitioning to 100% digital applications for most permanent residence programs on September 23.

Canada is also promising new exemptions, and more application status trackers to improve client experience and reduce immigration backlogs. IRCC is targeting to process 80 percent of new applications within their service standards.

Earlier, Immigration Minister Sean Fraser promised to process new Express Entry applications for Canadian permanent residency within standard 6 months, the standard pre-pandemic levels.

How do I apply for Express Entry to Canada?

Step 2: On the Canada IRCC website, you can upload your Express Entry profile. Based on the CRS score, your registered profile will be evaluated and ranked. However, CRS helps identify skilled worker candidates who will be most successful in Canada’s job market. 

These profiles receive a total of 1200 points for evaluation. The human capital criteria, like 

  1. Age
  2. Education
  3. Work experience outside Canada 
  4. Language proficiency in English/French 
  5. Spouse adaptability
  6. Canadian study experience, etc. are considered for evaluation purposes.

Eligibility for FSWP 

If you’re a skilled foreign worker with foreign work experience, you can directly apply for Canadian permanent residency. 

The following are the minimum requirements that you must meet to be eligible for the Federal Skilled Workers Program:

  1. One year of continuous full-time or equivalent paid work experience in the past 10 years.
  2. The work experience must be in a skilled occupation classified under TEER levels 0, 1, 2, or 3 only. 
  3. Language proficiency in English or French and equivalent to Canadian Language Benchmark (CLB) 7. 
  4. Canadian educational credential (certificate, diploma, or degree) or foreign credential and an Educational Credential Assessment (ECA) report.
  5. Proof of financial stability using the settlement fund criteria.

Candidates must also score at least 67 out of 100 on the FWSP grid, which takes into account a variety of variables like age, education, work experience, and so forth.

Eligibility for CEC 

International students and temporary foreign employees are still considered Canadians by CEC. 

To be an eligible candidate for the CEC, you must meet the following requirements:

  1. one year of professional, technical, or skilled labour employment in Canada during the previous three years.
  2. For jobs falling under the Teer 1 or 2 Category, language proficiency in either English or French that is equivalent to Canadian Language Benchmark (CLB) 7
  3. State an intention to live and work outside of Quebec.

If you’re an international student who wants to stay in Canada after graduating, you must apply for a Post-Graduation Work Permit (PGWP), which is an additional step. 

With a PGWP, you can work for a Canadian company for a maximum of three years as an open work permit holder. Applying for it does not require that you have a job offer. Before submitting an application for the CEC, you can use this permit to obtain the necessary skilled work experience.

Eligibility for FSTP 

The Federal Skilled Trades Program immigration pathway to Canada is similar to FSWP but suits candidates with no proven education level. 

You need to have two years of work experience in a skilled trade, a full-time job offer from a Canadian employer, or a certificate of qualification from a Canadian authority in order to be eligible to immigrate to Canada in the future through this option.

Which Express Entry Immigration Program is the best?

Qualifying for Canada Permanent Residency via PNP

Canada allows its provinces and territories to run their own Provincial Nominee Program (PNP) which attracts immigrants with specific skills and experience to support local labor force needs.

Such nominated candidates are qualified to apply for Canada permanent residency by virtue of gaining Canadian experience. Now they can settle in any part of the country, even outside the province that nominated them.

Immigration Categories Under Ontario PNP

Ontario invites eligible candidates under four immigration categories and within most categories are sub-streams.

  • Human Capital Priority Steams
  • Master and Ph.D. Categories
  • Employer Job Offer Category
  • Entrepreneur Category

Those who wish to qualify for Canada permanent residency through provincial nominations have nine pathways to choose from under Ontario PNP.

Express Entry Categories

Ever since the introduction of the Express Entry system in 2015, all provincial nominee programs have at least one stream that nominates candidates directly from its federal pool of foreign skilled talent.

  • Human Capital Priority Streams: Those who are eligible for the Federal Skilled Worker Program (FSWP) or Canadian Experience Class (CEC), are also eligible for a provincial nomination in Ontario.
  • French Speaking Skilled Worker Class: For those who are highly skilled in both official languages- English and French, Ontario PNP will favor them for provincial nominations. This stream is identical to FSWP but with a mandatory Canadian Language Benchmark (CLB) of 7 in French and a 6 in English.
  • Skilled Trades Stream: Candidates who are eligible for Express Entry under the Federal Skilled Trades Program (FSTP) are eligible for provincial nomination through the Skilled Trades stream. This means candidates must have a minimum of one year’s work experience within their trade, and it must fall into National Occupational Classification (NOC) codes Minor Group 633 or Major Groups 72, 73, or 82.

Master and Ph.D. Categories

There are exclusive immigration programs designed for master’s students and Ph.D. students who graduate from Ontario universities and plan to stay in the province.

  • The Masters Graduate stream requires at least one year of study at an eligible Ontario university and graduation from the program.
  • The Ph.D. Students stream must complete at least two years of their Ph.D. in Ontario.

In order to qualify under both streams, candidates must have lived in Ontario for at least one year over the past two years.

Employer Job Offer Category

This category is for those aspirants with a job offer from a local employer in Ontario.

  • Employer Job Offer: Foreign Worker Stream: Foreign workers who are abroad and have a job offer from an Ontario employer may qualify under this stream. The job must fall under NOC codes 0, A, or B and you must be able to demonstrate an appropriate license (where needed) or a cumulation of two years’ work experience in the same occupation.
  • Employer Job Offer: International Graduates: Candidates who are graduating from colleges or universities in foreign countries and have received job offers from an employer in Ontario may apply.
  • Employer Job Offer: In-demand occupations: Skilled workers either in Canada or abroad with experience that falls under NOC C or D may apply.

Entrepreneur Category

The Ontario PNP also invites foreigners to start their own businesses in the province and contribute to the economy.

Candidates for this category must also submit an Expression Of Interest (EOI). If they are invited to apply, they are required to attend a mandatory interview and sign a performance agreement.

Initially, they will be issued a temporary work permit to move to Canada and implement their proposed business plan in the next 20 months. Upon final review, they are eligible for Canada permanent residency.

Anyone who is planning their immigration to Canada will across the Comprehensive Ranking System (CRS). It is a system for profile assessment and ranking under the Express Entry system for Canada PR.

Canada started using CRS to assess Express Entry profiles in 2015.

The Express Entry CRS is a detailed and evidence-based approach designed to identify immigrants who have the best chance of succeeding in the Canadian labor market.

It is done by awarding points to all the registered Express Entry profiles based on core human capital criteria such as age, education, language skills, and work experience. Candidates are then ranked against each other based on their CRS scores.

What is the Comprehensive Ranking System?

Canada has its unique Comprehensive Ranking System for evaluating the federal Express Entry candidates for immigration under federal immigration programs as well as Express entry linked provincial nominee programs.

Eligible candidates may submit a profile into the Express Entry pool and they are awarded points based on factors including age, education, skilled work experience, and proficiency in English or French.

The highest-ranked candidates are regularly issued Invitations to Apply (ITAs) for Canadian permanent residence (PR) through regular draws from the Express Entry pool. As Canada gears up to resume all-program Express Entry draws, the Express Entry applications for Canada PR will be processed within six months.

How to Improve Express Entry CRS score?

The biggest advantage of the federal Express Entry system for candidates is the fact that the candidates can improve their Comprehensive Ranking System score anytime. This may result in an increased probability of getting an invitation to apply to Canada PR.

Areas to improve the Express Entry CRS score include:

  • Improving proficiency in a language – English or French
  • Documenting their education and work experience correctly
  • Stay updated with active provincial nominee programs
  • Obtain a Canadian job or any other new credentials
  • Any candidate can boost a CRS score by proving they have completed secondary or post-secondary education in Canada.

Additionally, all candidates in the Express Entry pool who want to be assessed for their foreign education and/or that of their spouse or common-law partner under the Comprehensive Ranking System will need to get an Education Credential Assessment (ECA).

An ECA is used to determine the Canadian equivalent of an education degree obtained outside Canada. It is not required in order to enter the Express Entry pool as a Federal Skilled Trades Class and Canadian Experience Class candidate. However, under the Federal Skilled Worker Class, you will need an ECA.

How are Points Awarded Under the Comprehensive Ranking System?

A candidate may be eligible to get up to 1200 points under the Comprehensive Ranking System. There are four factors under which you can gain CRS points:

  • Core/Human Captial (age, skilled work experience in Canada, education, and language)
  • Spouse or common-law partner (education, language, work experience)
  • Skill Transferability (combinations of language, education, and work experience)
  • Additional factors (Provincial nomination, sibling in Canada, proficiency in English and French)
  1. Core/human capital

Core/human capital factors can add up to a maximum of 500 points with language the highest number of points at 150 for a single applicant, followed by education at 140, age at 100, and Canadian work experience at 70 points.

  • Age:
  • Maximum points are awarded to those in the prime of their working life.
  • Candidates in their 20s score 100 points. Points progressively decline beginning from age 30, until it reaches 0 points for those aged 45 and older.
  • Work experience in Canada:
  • All Express Entry programs require a minimum amount of skilled work experience in an occupation that falls under skill levels 0, A, or B of Canada’s National Occupation Classification (NOC) system.
  • The CRS awards additional points to those with Canadian experience.
  • A single candidate with more than five years of Canadian work experience can score up to 80 points, while the minimum requirement of one year is 40.
  • Education:
  • More years of education will result in more points.
  • If a candidate with a bachelor’s degree or a three or more year program at a university, college, trade or technical school, or another institute can score up to 120 points.
  • Longer programs, such as a PhD, will score 150 while candidates who have only completed secondary school will receive 30 points.
  • Spouse or common-law partner

If you are planning to immigrate with a spouse or common-law partner, you should have them estimate their CRS score using a Comprehensive Ranking System calculator.

To account for your partner, the CRS reduces the number of points the Principal Applicant (PA) can get for various factors by a total of 40 points. However, at the same time, the CRS also allows the PA to earn up to 40 points through their partner’s profile.

If they have a higher score than you, it may be a good idea to have them apply as the principal applicant to maximize your overall CRS score.

  • Skill Transferability

The CRS also ranks based on skill transferability factors. Candidates can get an additional 100 Express Entry CRS points if they can show a combination of work experience and education both inside and outside of Canada, or a combination of post-secondary education and a high CLB score.

  • Additional factors

For example, a candidate who has a sibling in Canada will score higher, as well as a candidate who has a minimum CLB score of seven in both English and French.

Another example can be that the highest number of additional points comes from the Provincial Nominee Program (PNP).

Candidates who receive a notification of interest from a province can apply for nomination to immigrate to a specific province. If they are successful in their provincial nomination, 600 CRS points get added to their Express Entry profile, which is higher than most candidates’ scores and is likely to result in an invitation to apply for permanent residency from Immigration Refugees and Citizenship Canada (IRCC).

For instance, in the latest Express Entry draws, 932 provincial nominees received invitations to apply for Canada PR. The automatic addition of 600 points to their base human capital score meant candidates effectively required only 196 Express Entry CRS points to qualify.

How to Qualify for Canadian Permanent Residency with Provincial Nomination?

Once the candidates have received a provincial nomination, they can apply for Canadian permanent residency. For candidates with enhanced PNP, an additional 600 Comprehensive Ranking System (CRS) points are added to their Express Entry profile.

These additional points may effectively guarantee an invitation to apply (ITA) for Canadian permanent residency from IRCC. The next step is to pass a medical exam and get a police check.

Once the candidate is approved by IRCC, they can complete their permanent residence landing in Canada.

For instance, in the latest Express Entry draws on June 08, 932 candidates with provincial nominations and a CRS score of 796 got ITAs for Canada PR.

Fees for Canadian Immigration via Provincial Nominee Program

The application fees for most PNPs range from $250 to $1,500, depending on the program. However, there are four jurisdictions that do not charge fees to apply for provincial nominations: Newfoundland and Labrador, Nova Scotia, Northwest Territories, and the Yukon.

While the fees for applying through Express Entry with IRCC start at $1,365 CAD. This does not include the cost of biometrics, language tests, educational credential assessments, or spousal/dependent requirements.

Separate fees are to be paid to process your PNP application and then for IRCC to process your permanent residence application.

ANALYSIS: How Pandemic Is Shaping The Future Of Canadian Immigration

It was ironic in the history of Canadian immigration that days after announcing a record immigration plan in March 2020, Canada closed its border as a public safety measure to prevent the spread of coronavirus.

Canadian Immigration Bounces Back Hard

Canada’s answer to the lowest level of immigration in 2020 is its new immigration levels plan for 2021-2023. The country is now targeting nearly 1.2 million new immigrants in the next three years to immigrate and settle in Canada. 

Increased Immigration to smaller Canadian cities:

Canadian cities such as Toronto, Montreal, Calgary, and Vancouver are popularly known for their significant immigrant population base. However, a recent study by Ryerson University outlines the prospects for immigration in small and mid-sized Canadian cities. 

The paper identified a total of 14 smaller urban centers with immigration rates of over 100 per 10,000 residents. They are regions of Regina and Saskatoon in Saskatchewan, Halifax, Charlottetown, Fredericton, Moncton, Swift Current, Winkler, Steinbach, Brandon, Thompson, Brooks, High River, and Wood Buffalo.  

Studies have also found median entry wages for new immigrants increasing in Canada. 

Record-breaking Express Entry Draws:

During the pandemic, IRCC innovated the Express Entry system by switching program-specific draws. Eventually, IRCC was able to send out invitations to apply for permanent residence to more than 100,000 candidates in 2020.   

Following its success, IRCC has only held program-specific Express Entry draws in 2021. That is, candidates who qualify for Canada Experience Class (CEC) and those with prior provincial nominations are only invited for permanent residence. The Federal Skilled Worker Program (FSWP) which happens to be the most preferred pathway for foriegn skilled workers without work experience inside Canada has not been considered yet in recent draws.  

However, one cannot ignore the unpredictable nature of IRCC Express Entry draws. It was very recently that it held a historic draw issuing nearly 26,000 ITAs for Canada PR. Canada Immigration Pathways For Tech Talent: Express Entry, PNPs, Work Permits & More

Canadian governments at all levels have been facilitating the setup of tech talent businesses to propel the economy forward. Businesses & the Government have been investing billions of dollars into groundbreaking research in fields such as quantum computing and artificial intelligence and supporting the creation of superclusters across the country.

Following this, the demand for tech workers & foreign talents is becoming critical to the success of such industries. From aerospace engineers to video game designers, to metallurgical engineers, tech workers are employed in firms of all shapes and sizes and

they encompass a wide array of skills and outputs.

Who Are Tech Workers?

Defining tech workers can be tricky. However, the US Bureau of Labour Statistics (BLS) to Canada’s National Occupational Classification (NOC) has broadly defined tech talents by relating to the production or use of technology such as:  

  • Interacting with Computers,
  • Computers and Electronics, 
  • Engineering Design
  • Engineering and Technology, 
  • Programming, and Telecommunications. 

 

Canada is home to a large, growing, and diverse tech workforce; ensuring its continued growth is vital for Canada’s economy. However, there are gaps in terms of pay and participation along with gender, race, and ethnic lines. Canada has a significant opportunity to more fully engage its diverse labor market to contribute to an already vibrant tech workforce.

The top five cities in Canada by tech worker employment are: 

  • Toronto, Ontario
  • Montréal, Quebec 
  • Vancouver, British Columbia 
  • Ottawa, Ontario

In 2016, tech workers were paid considerably more than non-tech workers. 

High-tech occupations earned the most, earning on average $45,000 more than non-tech occupations. 

Digital occupations earned on average nearly $21,000 more than non-tech occupations.

Pay in tech occupations is the highest amongst engineers, in particular, those working in the resource sector. 

Petroleum engineers earned the highest salary at $175,292, followed by engineering managers at $132,409, and mining engineers at $126,190.

Immigration Pathways For Tech Workers

The federal government has developed innovative and specific programs to attract and retain tech workers, such as the Federal Skilled Worker Program (FSWP), along with provincial programs, such as the Alberta Opportunity Stream (AOS).

Federal: The importance of tech workers is clearly seen in the way how Express Entry draws are held. However, there is no explicit preference for technology workers, the ‘enhanced’ provincial streams which are linked to the Express Entry pool nominated specific tech talents regularly. 

Even according to the Express Entry Annual Report, the three most common occupations of individuals who received invitations to apply for permanent residency under Express Entry were all technology occupations.

Intra-Company Transfer: This work permit program is for workers who are employed with a company in Canada. Employers do not need a Labour Market Impact Assessment (LMIA) to secure foreign talents.

The foreign worker must satisfy the following conditions to be eligible for this permit: 

  • Employed at that company in home location for at least one year. 
  • Workers must hold a managerial position, or else demonstrate that they have specialized and proprietary knowledge of the company or its products. 
  • Programmers and Developers who have designed a company’s software products or computer engineers who have designed specific programs for the company’s internal use are eligible. 

 

British Columbia: Tech Pilot launched by British Columbia in May 2017 has now become one of the preferred choices for nominating tech talents for permanent residence. The pilot program is an expedited system for processing applications submitted made to existing streams of BC PNP. 

Essentially, it makes the BC Tech Pilot quite similar to the federal Express Entry system. The difference lies in the processes that only tech workers are specifically allowed in the BC PNP pilot. 

A candidate must qualify one of the five allied existing streams, and have a job offer in one of the 29 identified fields.

Saskatchewan: Unlike British Columbia, Saskatchewan does not have a dedicated tech worker immigration stream as such. 

However, the province, sometimes, restricts a specific round of invitations to apply for a provincial nomination to a specific occupation or group thereof. Saskatchewan nominates eligible candidates to either the Occupations-in-Demand or Express Entry streams of the province’s International Skilled Worker category. 

Ontario: Ontario has a dedicated Tech Talent pathway that nominated Express Entry candidates to apply for provincial nomination. Further, the provincial nomination can be used to apply for permanent residence. 

The Ontario Immigrant Nominee Program (OINP) has identified work experience in specific technology occupations as being eligible for periodic tech-only draws. Applications selected in such tech draws benefit from fast treatment and enhanced service. 

Last year alone, Ontario issued no fewer than 4,385 invitations through this program.

Just as technology grows and evolves, no doubt, will Canada’s means of identifying, selecting, and integrating foreign tech workers. The developments of the recent past years are exciting, but the best may be yet to come.

Closely adhering to its immigration levels plan for 2021-2023, the federal and provincial governments have issued nearly 27,000 invitations to apply for permanent residence in Canada were issued to eligible candidates in the month of February 2021. 

 

This can be seen as a sign of relief and more new aspirants can be expected to immigrate to Canada very soon.

ITAs For Canada PR Under Express Entry 

 

Canada Express Entry is a long-drawn two-step process. 

 

As it manages the application database for three federal immigration programs – the Federal Skilled Worker (FSW), the Federal Skills Trades (FSTP), and the Canadian Experience Class (CEC) – aspirants are first required to qualify for individual program requirements. Such eligible profiles are assessed and ranked on a Comprehensive Ranking System (CRS). Core human factors such as age, education, language skills, and work experience are used to calculate a CRS profile score. 

 

The second step will involve the fortnightly nomination draws held by IRCC. The high-ranking candidates based on the CRS score get invitations to apply (ITA) for permanent residence (PR).

Provincial Nominations To Qualify For Canada PR

Yet another month passed by and Canada immigration remained upbeat with provincial programs issuing nominations to eligible candidates to apply for permanent residence in Canada. 

 

The unique arrangement between the federal and provincial/territorial governments in Canada allows the nomination of foreign candidates separately based on the unique labor demand of each province. Later on, these provincial nominations allow eligible candidates to apply for permanent residence. 

 

Canadian provinces such as Alberta, British Columbia, Manitoba, Prince Edward Islands, Saskatchewan had remained active by conducting nomination draws to invite eligible candidates to apply for a provincial nomination. Thereon, getting a permanent residence in Canada becomes easier.

 

Further, candidates with an active Express Entry and a provincial nomination are at an extreme advantage. By virtue of their nomination, they are awarded an additional 600 points towards their overall CRS score. This would effectively guarantee them an ITA for Canada PR in a subsequent Express Entry draw.

February 10 200 Candidates invited under the Alberta Express Entry stream needed a CRS score of at least 301. Further, they were also required to have work experience in any occupation that supports the province’s economic development and diversification priorities.
British Columbia – February 02 216  Select candidates that include Entrepreneurs, Skilled Workers & International Graduates under the Express Entry BC (EEBC) and Skills Immigration streams.

The cut-off scores for Express Entry BC subcategories were:

  • Skilled Worker: 104
  • International Graduate: 100

The cut-off scores for the three Skills Immigration subcategories were:

  • Skilled Worker: 98
  • International Graduate: 98
  • Entry Level and Semi-Skilled: 79
February 09 – Tech Pilot Draw 74 Skilled worker and international graduate subcategories needed a qualifying provincial nomination score of 80, in addition to qualifying for one of 29 in-demand tech occupations
February 16 494 459 invitations to apply for provincial nominations were issued to candidates in the Skilled Worker, International Graduate as well as Entry Level and Semi-Skilled sub-categories of SI and EEBC streams in the first draws. 

The remaining 35 invitations went to candidates having work experience as retail and wholesale trade managers, restaurant and foodservice managers in another draw. 

February 23 – Tech Pilot Draw 87 Candidates with a provincial score of 75 points under Express Entry British Columbia (EEBC) and Skills Immigration (SI) categories.  
Saskatchewan – February 11  541 International Skilled Worker category through two subcategories: Express Entry, and Occupations In-Demand.

Ontario – February 02 484 Express Entry candidates whose Comprehensive Ranking System scores ranged between 466 and 467.

Further, candidates with at least one year of work experience and only in the 10 selected jobs qualified for this draw.

February 16 – Tech Pilot Draw 1,186 Invitations to Express Entry candidates were issued under the Human Capital Priorities stream and having CRS scores between 453 and 467. 

Additionally, such candidates needed to have word experience in selected 6 tech occupations. 

Manitoba – February 12 296
  • Skilled Workers in Manitoba: 240 LAAs and a minimum score of 514;
  • Skilled Workers Overseas: 23 LAAs and a minimum score of 676; and
  • International Education Stream: 33 LAAs (no EOI score requirement).

Further, a total of 20 LAAs went to Express Entry candidates.

  • Skilled Workers in Manitoba: 158 LAAs and a minimum score of 457;
  • Skilled Workers Overseas: 21 LAAs and a minimum score of 698; and
  • International Education Stream: 28 LAAs (no EOI score requirement).

Further, five LAAs went to Express Entry candidates.

Business Impact categories.
