Statistics Canada has released its monthly Labour Force Survey that examines the present labor market condition in Canada. Monthly Review: Canada Immigration Nomination Draws in February 2022

Canada revised its immigration levels plan for 2022-2024 and now targets to welcome about 1.7 million new immigrants in the next three years. The new plan also promises an advantage to the Provincial Nominee Programs (PNP) to issue eligible nominees the Canada permanent residency.  Immigration, Refugees and Citizenship Canada (IRCC) is said to let Canada PNP take the center stage in inviting more than 83,500 immigrants to apply for Canadian immigration in 2022. In fact, Canada is more dependent on the Provincial Nominee Programs to meet its annual immigration targets ever since the pandemic.

FSWP Express Entry provides a direct immigration pathway for skilled foreign workers even without a job offer or work experience in Canada to obtain permanent residence (PR).

Last month, Canada Express Entry only invited registered candidates with successful provincial nominations to apply for permanent residence.

Canada Express Entry is a long-drawn (maximum one-year validity) two-step process.

All registered profiles are assessed and ranked on a Comprehensive Ranking System (CRS). Core human factors such as age, education, language skills, and work experience are used to calculate a CRS profile score.

The second step will involve the fortnightly nomination draws held by IRCC. The high-ranking candidates based on the CRS score get invitations to apply (ITA) for Canada permanent residency.

Further, candidates with an active Express Entry were extremely benefitted as provincial nomination will give them a chance to gain an additional 600 points towards their overall CRS score. This would effectively guarantee them an ITA for Canada PR in a subsequent Express Entry draw.

Canada PR via Provincial Nominee Programs in February 2022

Since its launch in 1998, the Provincial Nominee Programs have become the second main route to permanent residence in Canada.

The unique arrangement between the federal and provincial/territorial governments in Canada, except in Quebec & Nunavut, allows the nomination of foreign candidates separately based on the unique labor demand of each province.

By 2024, more than 93,000 immigrants per year are expected to be admitted as permanent residents through various Provincial Nominee Programs.

ALBERTA

A total of 750 candidates were invited to apply for a provincial nomination on January 18 and February 1 under the Alberta Express Entry stream. Additionally, Alberta announced a name change for the department and the launch of two new streams under its Provincial Nominee Program to boost immigration to rural areas of the province.

BRITISH COLUMBIA

The British Columbia Provincial Nominee Program (BC PNP) continued to hold its weekly draws. The province invited 624 immigration candidates to apply for a provincial nomination under various streams like Express Entry British Columbia, Skills Immigration, the Tech stream.

With the turning of the tech pilot program into a permanent immigration program, aspirants can expect more nominations of specific foreign tech workers to immigrate to Canada.

MANITOBA

The province of Manitoba held a draw under Skilled Workers in Manitoba, International Education Stream, and Skilled Workers Overseas streams, issuing a total of 551 Letters of Advice to Apply issued of which 134 were issued to candidates who declared a valid Express Entry profile.

NOVA SCOTIA

278 Nurses whose occupation falls under NOC 3012 and already have active Express Entry profiles got invitations to apply for provincial nominations.

ONTARIO

Ontario alone let out multiple Canada immigration nomination draws in February. The most immigration-friendly province invited 3,176 candidates to apply for a provincial nomination, more than any other province.

All draws came under one of the following streams: Ontario’s French-Speaking Skilled Worker, Express Entry Human Capital Priorities, Employer Job Offer: Foreign Worker and In-Demand Skills, Entrepreneur Stream, or Express Entry Skilled Trades.

PRINCE EDWARD ISLAND

PEI PNP went as per its pre-scheduled draws, rather with a larger draw size in November. A total of 123 eligible candidates are under Express Entry, Labour, and Business Impact candidates.

Canada Immigration: More than One Way To Apply for Canada PR in 2022 & Beyond

The million-dollar question still remains, ‘when will IRCC resume regular Canada Express Entry draws?’ Since December 2020, Immigration, Refugees, and Citizenship Canada (IRCC) have not issued Express Entry invitations to Federal Skilled Worker Program (FSWP) candidates. Canadian Experience Class (CEC) candidates have not received invitations to apply for Canada PR since September 2021.

To give you some perspective, Canada Express Entry is the single largest source of foreign immigrants in Canada since its launch in 2015. FSWP is the most preferred economic-class immigration program under the Express Entry. Off-shore candidates with no prior Canadian experience can apply for Canada PR via FSWP. A recent study estimates that nearly 80 per cent of Canada Express Entry candidates fall under the FSWP category. On the other hand, on-shore applicants with at least one year of work experience in Canada qualify for Canada PR through the CEC program. Mostly, recent international graduates qualify for this economic-class program.

So an internal IRCC memo released last week caused speculation and confusion on how the department will manage Canada Immigration in 2022, more specifically Express Entry in 2022 and beyond. IRCC hints at a possible reduction in Express Entry admissions to accommodate other ministerial and departmental priorities.

Canada Express Entry Draws After the Pandemic

Express Entry draws for Canada PR reinvented itself right after the pandemic. IRCC is now focussing on inviting temporary residents to apply for Canada PR. Such candidates either qualified under Canada Experience Class or under any one of the Provincial Nominee Programs.

A departure from the previous Canada Express Entry draws is noticed. IRCC says 42% of invitations in 2020 went to candidates who had Canadian education, up from 28% in 2019.

All the invited candidates in Canada Express Entry PNP-draw have demonstrated their connection to a province or territory. It is through familial ties, work experience, or study experience in that province or territory. In order to qualify for the CEC program, temporary skilled workers or recent international graduates must have had at least one year of work experience in Canada.

Off-late, IRCC is giving undue preference to PNP candidates even as major Express Entry programs are still suspended. It is mainly to support and realize the immigration goals of the provinces and territories that otherwise would fail. Canada Express Entry draws in 2021 invited nearly 114,431 immigration candidates to apply for Canada PR.

Current Express Entry Backlogs

Canada Express Entry backlogs have grown due to reasons such as previous travel restrictions. IRCC’s focus to transition those already present in Canada to permanent residence has also added to the backlogs.

An estimated 76,000 Express Entry persons will be on inventory at the start of 2022. The number is significantly high and in principle, IRCC may require no new Express Entry “intake” for at least the first half of 2022.

Apply for Canada PR in 2022 & Beyond

Options like Quebec immigration, Provincial Nominee Program (PNP) surfaces as the best alternative for permanent residence in Canada.

Quebec has returned to the target of welcoming over 50,000 immigrants in 2022 after four years of cutting immigration by 20 percent. About 65 percent will arrive through economic-class immigration programs. The major advantage here is that Quebec runs its own immigration program independently of the federal government. However, the final say on who gets permanent residency lies with the federal government.

As we bid farewell to 2021, Immigration to Canada brings you new beginnings & possibilities in 2022. Immigration, Refugees, and Citizenship Canada (IRCC) confirmed that it has landed 401,000 new permanent residents in 2021. This is happening for just the second time since 1867 when Canada was founded as a country.

A successful “landing in Canada” translates to foreign nationals in Canada legally transitioning their status to permanent residents. While Canadian permanent residency is given to individuals physically present in Canada on temporary visas, any foreigner without Canadian experience can too qualify.

However, the pandemic forced IRCC to favour more temporary residents in Canada for permanent residency. The case was different before the pandemic, as many new permanent resident landings came to Canada directly from abroad.

Apart from federal immigration programs, Provincial Nominee Programs also performed well. Both British Columbia and Manitoba issued over 10,000 invitations to apply for provincial nominations throughout 2021. Other provinces like Prince Edward Island, Ontario remained active throughout, however, offered limited draw size.

With Atlantic Immigration Pilot becoming a permanent program and Saskatchewan opening a new EOI pool for International Healthcare Workers, the prospects to apply for Canada immigration seems bright.

Canada landed just over 46,000 new immigrants in October 2021, inching closer to fulfilling its annual target of 401,000 new immigrants.

Immigration Minister, in a recent interview, seemed confident and prepared to increase Canada’s immigration levels. Fraser sought support from local businesses and communities to increase the immigration levels. He is “very much open to” even higher levels to accommodate more foreign migrants in Canada.

Canada Permanent Residence Under Express Entry in November 2021

Somewhere in the whole nomination draw in 2021, the preference for candidates under the Federal Skilled Worker Program (FSWP) is still not the favourite. Off-late, for the last six Express Entry draws, candidates qualifying under Canada Experience Class (CEC) are also not targeted.

Now it is believed that Immigration, Refugees, Citizenship Canada (IRCC) will resume FSWP & CEC invitations after clearing backlogs.

FSWP Express Entry provides a direct immigration pathway for skilled foreign workers even without a job offer or work experience in Canada to obtain permanent residence (PR).

Last month, Express Entry only preferred Express Entry candidates under PNP categories for permanent residence.

Active Provincial Nominations for Canada PR in November 2021

Since its launch in 1998, the Provincial Nominee Programs have become the second main route to permanent residence in Canada.

The unique arrangement between the federal and provincial/territorial governments in Canada, except in Quebec & Nunavut, allows the nomination of foreign candidates separately based on the unique labor demand of each province. These provincial nominations allow eligible candidates to apply for permanent residence.

Between now and 2023, PNPs alone are expected to result in more than 80,000 immigrants per year being admitted as permanent residents.

Further, candidates with an active Express Entry were extremely benefitted as provincial nomination will give them a chance to gain an additional 600 points towards their overall CRS score. This would effectively guarantee them an ITA for Canada PR in a subsequent Express Entry draw.

SASKATCHEWAN

The Saskatchewan Immigrant Nominee Program (SINP) has a busy month. It held the largest invitation round of the year through the Express Entry and Occupations In-Demand sub-categories of the International Skilled Worker Category issuing a total of 633 invitations to apply for a provincial nomination.

The province also announced the launch of a new pilot program to help employers recruit international talent for certain in-demand occupations including healthcare, manufacturing, agriculture, agricultural technology, construction, hospitality, and retail.

BRITISH COLUMBIA

The British Columbia Provincial Nominee Program (BC PNP) has nearly invited 11,000 immigration candidates to apply for a provincial nomination in 2021.

During November, the province held six draws and invited 861 candidates to apply for a provincial nomination.

With the turning of the tech pilot program into a permanent immigration program, aspirants can expect more nominations of specific foreign tech workers to immigrate to Canada.

MANITOBA

The province of Manitoba held a draw under Skilled Workers in Manitoba, International Education Stream, and Skilled Workers Overseas streams, issuing a total of 849 Letters of Advice to Apply issued of which 143 were issued to candidates who declared a valid Express Entry profile.

ALBERTA

The province issued only one draw that invited 200 candidates with CRS scores of at least 343.

PRINCE EDWARD ISLAND

The province held 11 draws in 2021, bringing the total number of invitations issued to 1,729.

PEI PNP went as per its pre-scheduled draws, rather with a larger draw size in November. A total of 188 eligible candidates under Express Entry, Labour, and Business Impact candidates.

NEWFOUNDLAND and LABRADOR

The Newfoundland and Labrador Provincial Nominee Program (NLPNP) is said to have invited a total of 663 candidates to apply for a provincial nomination.

Ontario Immigrant Nominee Program (OINP) did not issue invitations. The province might have reached its annual allocation quota for 2021.

As the fourth largest province in Canada, Alberta is a top choice for newcomers. The cities of Edmonton and Calgary are the two most popular cities in Alberta for new immigrants.

According to the province’s population estimates, the province welcomes approximately 40,000 new immigrants per year.

Alberta’s total share of immigrants in Canada is approximately 13 per cent, the third-highest in the country, after Ontario (44.7 per cent) and British Columbia (15.8 per cent).

Alberta’s population is about 4.5 million. The province plays an important role in Canada’s oil, mining, and natural gas industries.

The Canadian province of Alberta is known to accept foreign skilled immigrants, international students who wish to study, work & settle in Canada permanently. Such immigration aspirants need not necessarily have a job offer to immigrate to Canada. The province offers better employment opportunities and higher wages.

Alberta Express Entry Stream

To be eligible for the Alberta Express Entry Stream you will need to:

  • Have an active Express Entry profile;
  • Have a minimum Comprehensive Ranking System (CRS) score of 300;
  • Meet the eligibility requirements for one of the Federal Skilled Worker Program (FSWP) or Canadian Experience Class (CEC);
  • Work in an occupation that supports Alberta’s economic development;
  • Demonstrate a language proficiency level
  • Intend to reside in Alberta;
  • Have sufficient funds to cover settlement costs in Alberta.

In 2021 alone, Alberta has invited nearly 5,910 candidates who had active Express Entry profiles to apply for permanent residence.

Additionally, Quebec released its new immigration levels plan for 2022 and will invite up to 52,500 new immigrants.

During the month of October’21, Immigration, Refugees, and Citizenship Canada (IRCC) held just two program-specific Express Entry draws resulting in about 1,569 invitations to apply (ITAs) for Canada PR. Meanwhile, the Provincial Nominee Programs (PNPs) invited a total of 4,002 eligible candidates to apply for provincial nominations.

Immigration experts view these developments as a sign of relief as more new aspirants can be expected to immigrate to Canada in near future.

The province seemed busy as it held a total of seven draws last month. The Ontario Immigrant Nominee Program (OINP) invited about 2,620 eligible candidates throughout the month.

Typically, foreign workers with Canadian work experience in various occupations fitting the categories under the National Occupational Classification (NOC) skill level 0, A, B may qualify for such streams.

MANITOBA:

The province of Manitoba held a draw under Skilled Workers in Manitoba, International Education Stream, and Skilled Workers Overseas streams. A total of 885 Letters of Advice to Apply were issued of which 179 were issued to candidates who declared a valid Express Entry profile.

ALBERTA:

The province issued only one draw that invited 293 candidates with CRS scores of at least 300.

PRINCE EDWARD ISLAND:

The province went as per its pre-scheduled draws, rather with a larger draw size. A total of 204 eligible candidates under Express Entry, Labour, and Business Impact candidates.
