Monthly Review: Canada PR Nomination Draws in April 2021

Canada is expected to welcome over 401,000 new immigrants in 2021. About 80,000 invitations will be sent out to eligible candidates through PNP and over 108,800 ITAs for Canada PR through Express Entry programs. Canada PR Nomination Draw.

Adhering to its immigration targets for 2021-2023, the federal & provincial governments have issued nearly 20,000 invitations to apply for permanent residence in Canada in the month of April 2021. Here’s a quick review of nomination draws in the month of January 2021, February 2021, March 2021

Pnp-finder-1

It can be read as a sign of relief and more new aspirants can be expected to immigrate to Canada very soon.

ITAs For Canada PR Under Express Entry

Canada Express Entry is a long-drawn two-step process.

As it manages the application database for three federal immigration programs – the Federal Skilled Worker (FSW), the Federal Skills Trades (FSTP), and the Canadian Experience Class (CEC) – aspirants are first required to qualify for individual program requirements. Such eligible profiles are assessed and ranked on a Comprehensive Ranking System (CRS). Core human factors such as age, education, language skills, and work experience are used to calculate a CRS profile score.

The second step will involve the fortnightly nomination draws held by IRCC. The high-ranking candidates based on the CRS score get invitations to apply (ITA) for permanent residence (PR).

Express Entry has already issued over 60,000 ITAs for Canada PR so far in 2021. In fact, it is almost half of the expected annual target of 108,800 ITAs in 2021.

Express Entry Draws – April 2021
Draw Number Nomination Draw Date Qualifying CRS ITAs issued
#181 April 01 CEC-specific: 432 points 5,000
#182 April 14 PNP-specific: 753 points 266
#183 April 16 CEC-specific: 417 points 6,000
#184 April 28 PNP-specific: 717 points 381
#185 April 29 CEC-specific: 400 6,000

Observing the Express Entry draw trends in April 2021, one may witness an increasing preference for candidates having a prior work experience inside Canada. Otherwise said, the IRCC is pushing more temporary workers, international graduates, recent graduates present in Canada to apply for permanent residence. Canada PR Nomination Draw

Somewhere in the whole nomination draws in 2021, the preference for candidates under Federal Skilled Worker Program (FSWP) is still being sidelined. Usually, foreign skilled workers who have adequate work experience but outside Canada are considered under the FSWP category.

In the year 2019, before the current pandemic exploded the scenes, Canada created a record nomination through Express Entry draws by inviting over 1 million foreign skilled workers for the first time in its history. Data from Statistics Canada reveal that more candidates from the FSWP category were preferred. Canada repeated the same feat in 2020, however, more candidates qualified under CEC & PNP categories.

Provincial Nominations To Qualify For Canada PR

The unique arrangement between the federal and provincial/territorial governments in Canada allows the nomination of foreign candidates separately based on the unique labor demand of each province. Later on, these provincial nominations allow eligible candidates to apply for permanent residence

Canadian provinces such as Alberta, British Columbia, Manitoba, Saskatchewan, Ontario, and Prince Edward Island had remained active this month.

Further, candidates with an active Express Entry were extremely benefitted as provincial nomination will give them a chance to gain an additional 600 points towards their overall CRS score. This would effectively guarantee them an ITA for Canada PR in a subsequent Express Entry draw.

Canada has set itself an ambitious target to welcome over 1.2 million new immigrants in the next three years. The country will target at least 401,000 each year. About 60% of the total invitations to apply for permanent residence will be issued under economic-class programs. They include Express Entry, Provincial Nominee Program, and other business immigration programs.

Pnp-finder-1

Nurses fall into two categories that make them prime candidates for economic-class immigration. Firstly, they are in high demand, and secondly, they are working in a skilled occupation.

You may also find our previous blog on Registered Nurses in Canada much more informative.

New Limited-Time PR for Health workers

Canada introduced 6 new pathways for permanent residence which would favor international student graduates and essential workers in Canada.

Two of these streams are dedicated to healthcare professionals, such as nurses. It also includes a separate stream for French speakers. Additionally, Nursing student graduates are expected to take full advantage of the other streams dedicated to international students.

About 20,000 spots are open for temporary residents working in healthcare positions in Canada to apply for permanent residents. The application window will close when the intake cap is full. However, the stream for French speakers is open to accept an unlimited number of permanent residents.

Healthcare professionals need at least one year of work experience inside Canada and it should be in one of 40 eligible healthcare professions. Mandatory language requirements follow as they need a CLB or NCLC of at least 4 in order to be eligible.

Express Entry for Professional Nurses

Healthcare professionals can qualify to receive permanent residency through Express Entry under two immigration programs: the Federal Skilled Worker Program (FSWP) and the Canada Experience Class (CEC).

For Nurses having work experience outside Canada in the last then nurses may apply under the FSWP. Applicants are required to have at least one year of continuous work experience in occupations like Registered nurses and registered psychiatric nurses (NOC 3012), and licensed practical nurses (NOC 3233). The applicants must also score a CLB 7 in English or NCLC 7 in French on all four language competencies: reading, writing, speaking, and listening. Additionally, they are required to obtain at least 67/100 on the six-factor test that assesses candidates’ education level, language skills, and whether they have a job in Canada.

Foreign Nursing professionals who have work experience in Canada within the last three years may apply under the CEC. For nursing occupations such as Registered nurses and registered psychiatric nurses (NOC 3012), language proficiency may be above CLB or NCLC 7. Whereas for occupations like licensed practical nurses (NOC 3233), the applicant can have language proficiency of CLB/NCLC 5.

None of the programs requires a person to have a job offer. However, having one can significantly increase one’s likelihood to receive an ITA for Canada PR.

How Express Entry Operates

Consider Express Entry as an application database to operate FSWP and CEC. All the applications submitted to Express Entry are evaluated and ranked based on a unique Comprehensive Ranking System (CRS). It is dependent on the candidate’s age, work experience, education, and language proficiency among other factors.

CRS helps Immigration, Refugees, and Citizenship Canada (IRCC) to nominate the highest-scoring candidates in its regular Express Entry draws. Upon which the IRCC sends them ITAs for Canada PR.

The entire process is designed to process 80% of completed applications in six months or less.

Canada PNP for Professional Nurses

Although PNPs cannot directly issue permanent residency to eligible candidates, they can issue provincial nominations to desirable candidates and push them one step closer to applying for permanent residency

All PNP streams are classified with respect to Express Entry into ‘enhanced’ or ‘base’ nomination streams.

‘Base’ streams are those that are not linked to the Express Entry system. They include New Brunswick Internationally Educated Nurses (IEN), British Columbia’s Healthcare Professional (Skills Immigration pathway), Quebec’s Regular Skilled Worker Program, and the Quebec Experience Program are all avenues nurses can pursue. professional nurses

‘Enhanced’ streams are linked to the Express Entry system and this allows provinces to directly nominate an eligible candidate who is registered in the federal pool. The advantage for Express Entry candidates to get the provincial nomination through such ‘enhanced’ streams is that they gain 600 points on their CRS score. It will effectively ensure their ITA for Canada PR.

Eligible List of Occupations

A NOC code is a unique four digit code assigned to each occupation in the Canadian labour market. NOC codes mostly follow a formula:

  • The first digit in a NOC code identifies the Skill Type. (0-9)
  • The second digit in a NOC code identifies the Skill Level. A (0 and 1), B (2 and 3), C (4 and 5), and D (6 and 7)

While Skill Type refers to broad areas of work, the Skill Level refers to what kind of education and training is generally necessary for an occupation.

Additionally, as a rule of thumb, when an immigration program requires experience in an occupation classified as Skill Level 0, A, or B, it means that either:

Latest Canada Immigration Options For Human Resource & Admin Managers

Harsh truth needs to be told first.

Pnp-finder-1

No Canadian company will simply hire a foreign individual as their HR manager unless the aspirants can demonstrate a thorough understanding of Canadian labor laws and related provisions.

However, this should not serve as a deterrent for foreign talents to prevent them from applying for Canadian immigration. Canada selects immigrants based on economic contribution and humanitarian needs, as well as for family reunification. The country’s ageing demography and low birth rate coupled with losses due to pandemic have made it rely on foreign immigration even more today.

Here are some reasons why any foreign talent, in our case Human Resources (HR) Managers, should consider migrating to Canada for their career growth and better life chances.

  1. Historic Immigration Levels Target: Canada sets targets for the number of immigrants it receives in each immigration category. These targets are set in consultation with the general public, various community and business organizations, provinces and territories, and settlement support groups.

Over 1.2 million new immigrants are expected to be welcomed in the next three years. The target for 2021 is to admit 401,000 immigrants. Of these, approximately 60 per cent will come to Canada as economic immigrants, helping to support Canada’s economic recovery from the COVID-19 pandemic.

  1. Easy Option for Permanent Residence: Canada remains to be one of the fewest advanced economies to offer permanent residence certificates to foreign immigrants even without a job offer. This is why several economic class aspirants including skilled professionals, entrepreneurs, international students prefer to work & settle in Canada. Even so, Canadian PR holders may qualify for citizenship after fulfilling residence criteria.

Get in touch with our experts to suggest you an immigration plan based on your work profile.

  1. Opportunities in Regional Areas of Canada: Even a recent study has outlined an increased level of immigration to regional areas of Canada in recent years. Many of Canada’s export industries including agriculture and fish processing regularly hire international workers for short-term or longer periods. There’s also a prominently growing tech sector in the country that demands skilled talent in the field of engineering, software/IT, finance & business management.

Other regional destinations apart from major cities like Toronto, Montreal, Quebec is the regions of Regina and Saskatoon in Saskatchewan, Halifax, Charlottetown, Fredericton, Moncton, Swift Current, Winkler, Steinbach, Brandon, Thompson, Brooks, High River, and Wood Buffalo. Further, recent studies have indicated increased retention rates among immigrants in various such areas in Canada.

  1. Canadian Economy is Built on Immigration: Canada’s recognition of the contribution of migrants as part of a new global campaign, “It Takes a Community”, highlights the many positive ways that migrants can impact local communities.

The global campaign to include sharing of their stories and speaking up about how Canada has played a role in migrants’ lives tells a lot about how the country’s economy is dependent on immigration.

Best Canada PR Immigration Options For Human Resources & Admin Managers

  1. Fastest Option- Express Entry System:

Express Entry that began in 2015 is a federal database of immigration candidates that handle applications for three federal immigration programs: the Federal Skilled Worker Program (FSWP), the Federal Skilled Trades Program (FSTP), and the Canada Experience Class (CEC).

Candidates are evaluated on human capital factors such as age, work experience, education, language proficiency, spouse adaptability (if applicable) and are scored based on the Comprehensive Ranking System (CRS). Anyone need not have a valid job offer before applying for Canada PR under FSWP.

Only the highest-scoring candidates are issued invitations to apply (ITAs) for permanent residence through the fortnightly Express Entry draws conducted by IRCC. However, you may still immigrate to Canada even with low CRS. Read this blog to know more.

  1. Provincial Nominee Programs:

Only the federal government can issue permanent residency certificates, however, Canadian provinces can aid this process by issuing provincial nominations.

Human Resource Managers are featured on the target occupation list in a few provinces such as British Columbia, New Brunswick, Manitoba.

Upon receiving successful provincial nominations, candidates receive an additional 600 points towards their overall CRS score. Thereby, candidates registered in the Express Entry pool with a prior provincial nomination are effectively guaranteed an invitation to apply for permanent residence.

  1. Study in Canada: Most colleges and universities offer post-graduate programs in Management studies. Aspirants with graduate-level degrees in any related field of Human Resources and minimum work experience can opt for this study program. Provincial Nominations To Qualify For Canada PR

Yet another month passed by and Canada immigration remained upbeat with provincial programs issuing nominations to eligible candidates to apply for permanent residence in Canada.

How To Build Your GTI Application For Australia Immigration?

Australian Government has recently established its intention to rebuild its economy through immigration. It will triple the visa quota to be issued under the Global Talent Independent Program (GTI) for the upcoming program year.

Australia immigration

Going by the previous trend, foreign skilled workers in the tech sector received the highest number of visas through the Global Talent Independent program between July 1 and December 21, 2020. Further, the department of Home Affairs revealed that a total of 11013 visas were granted to skilled workers belonging to future-focused sectors of Australia such as quantum information, data science and IT. More invitations were issued to foreigners in the medtech industry, followed by energy and mining technology, agtech, space and advanced manufacturing, fintech and cyber security.

What Is Global Talent Independent (GTI) Program?

The Global Talent Independent Visa Program of Australia was launched in November 2019 with an aim to attract global tech talent permanently in Australia. It was launched with an intention to fulfil labour demand and opportunities in very new occupations and new sectors as existing occupation visa based models were proven inadequate.

Earlier, the Department of Home Affairs explained, “when a new occupation emerges, it is a challenge to fit them under the Australian and New Zealand Standard Classification of Occupations (ANZSCO) list of classification. This list primarily provides information on the skill levels, qualifications and experience required to be eligible for a skilled working visa. But when it comes to new occupations belonging to future-focus industries, this classification can be a bit difficult in terms of skilled migration context. For such occupations, GTI program proves to be effective.”

Four Key Considerations To Improve Your Chances

Consider the following four points to make a successful GTI application:

  1. Future-focussed Sectors:

Under the GTI program, candidates must have an internationally recognised record of exceptional and outstanding achievement in one of the following areas:

  • AgTech;
  • Space and Advanced Manufacturing;
  • FinTech;
  • Energy and Mining Technology;
  • MedTech;
  • Cyber Security; or
  • Quantum Information, Advanced Digital, Data Science and ICT.

International Students in this cohort can start the GTI process as soon as they know that they will submit their thesis in the next 6 months.

Please note: Effective from 20 January 2021, Masters and Bachelor with Honours graduates are no longer eligible for invitation to the GTI program on the basis of their qualifications alone.

  1. Exception and Outstanding Requirements

A GTI applicant need to demonstrate a strong record of outstanding achievements, and that they are still prominent in their field of expertise such as:

  • evidence of awards,
  • patents,
  • publications,
  • memberships, and
  • Senior roles in the nominated field. Details of projects, research, and other professional recognition should also be provided.

Nomination from individuals in any university of Australia is an added advantage.

  1. Proving Your Worth To Australia

GTI applicants need to show how their skills and achievements would be an asset to Australia. They may start by demonstrating:

  • how their knowledge and experience will positively impact Australia’s economy,
  • add to project development and research,
  • give Australia a competitive advantage, or
  • introduce new skills to the Australian community.
  • Ability to secure employment
  • Evidence of job opportunities in the nominated field may be provided.
  1. How is your Application Prioritized

The Minister for Immigration has made a formal direction to give highest priority to applicants who is related to one of the following sectors:

  • Resources;
  • Agri-food and AgTech;
  • Energy;
  • Health industries;
  • Defence, advanced manufacturing and space;
  • Circular economy;
  • Digitech;
  • Infrastructure and tourism;
  • Financial services and FinTech;
  • Education;

However, applicants who do not fall into one of the higher priority categories will still be processed.

It is recently that Australian immigration is more focussed on welcoming qualified immigrants to smaller cities and regional areas in Australia. Some of these areas include Broome and Geraldton in Western Australia, smaller cities in provinces like Queensland, New South Wales, Victoria offer excellent work opportunities for immigrants in Manufacturing, Construction, Food & Beverages & also Education.

Through this blog, we intend to give you an outlook of how good your chances are to immigrate to Australia in 2021. For more specific advice relating to your case, you can take this assessment online. One of our senior consultants will contact you shortly.

Major Pathways For Australia Immigration in 2021:

It is predicted that the migration program level would remain at 16000 in the 2020-2021 program year too. Any foreigner could work & settle in Australia in three ways:

  1. Workstream permanent visa
  2. Family stream permanent visa
  3. Business/ investor stream permanent visa

The General Skilled Migration (GSM) program is most preferred by skilled workers without any work experience inside Australia to apply for permanent residence. The major visa types under this workstream permanent visa program are:

  • Skilled Independent visa (subclass 189)
  • Skilled Nominated visa (subclass 190) – provincial visa
  • Skilled Regional (Provisional) visa (subclass 489) – temporary visa option

While subclass 190 attracts immigrants to lesser-known provinces like Victoria, Queensland, South Australia, subclass 489 allows recent international graduates who studied in Australian institutions or foreign entrepreneurs for upto 4 years and then apply for permanent residence.

Australia is set to encourage migration to Australia’s regional areas. However, some changes may take place in the distribution of quotas in 2021.

  • We could see the quota for the family stream will increase from 47732 to 77300.
  • Priority will be given to immigrants under Employer-Sponsored, Global Talent, Business Innovation and Investment Program visas as the country is planning to recruit more foreign skilled workers
  • The places for business, investment, and innovation program have been raised to 13500. The applicants will be required to hold business and personal assets worth $1.25 million (up from $800,000) and have an annual turnover of $750,000 (up from $500,000).
  • Australia is planning to establish a Global Business and Talent Attraction Taskforce. The taskforce will attract international businesses and exceptional international talents who can contribute towards the post-pandemic economic recovery of Australia.
  • Priority will also be given to Australian visa applicants who are already on temporary visas inside Australia. In this way, Partner visa applications will benefit the most.
  • There are plenty of universities and colleges open to international students. Australia is the best place to gain study exposure.
