Canadian province of Quebec released its immigration target plan for 2023 on December 8. It will admit up to 52,500 new permanent residents in 2023, the majority will be admitted under the Quebec Skilled Worker Program (QSWP) and the Québec experience program (PEQ).
The province’s economic immigration streams will target a maximum target of 33,900 newcomers, categorized as
- 29,500 skilled workers
- up to 4,300 business immigrants, which would include investors, entrepreneurs, and the self-employed.
The 2023 Quebec immigration plan closely follows the 2022 plan set out under the leadership of current premier François Legault. The Ministry of Immigration, Francization, and Integration expect that 79% of economic immigrants in 2023 will have knowledge of the French language, as well as 66% of immigrants across all categories.

Canadian Permanent Residency via Quebec Immigration
Arrima system is a dedicated online portal to submit EOI for Quebec immigration under the Skilled Worker Program. It is modeled after the federal Express Entry system.
Equivalent to the Comprehensive Ranking System (CRS) in the federal Express Entry system, candidates are ranked in Arrima based on score which is dependent on factors such as their age, education, proficiency in French, area of training, and work experience.
Eligible candidates are invited to apply for a Quebec Selection Certificate (Certificat de sélection du Québec, or CSQ) based on either their scores or other factors such as labor shortages in the province’s outlying regions. Those who apply for and receive a CSQ are required to apply for Canadian permanent residency through the federal Immigration Ministry which verifies medical and criminal admissibility.
