Express Entry: PNP Class Targeted for Fifth Consecutive Time in Latest Draw for Canada PR

Canada held its fifth PNP-specific Express Entry draw targeting domestic temporary workers or skilled foreign workers with prior provincial nominations.

The 22nd PNP-only Express Entry draws in 2021 resulted in a total of 775 Invitations to Apply (ITAs) for Canadian Permanent Residence (PR). Immigration, Refugees, Citizenship Canada (IRCC) also lowered the qualifying CRS score to just 685 points, making the 209th Express Entry draw the second-lowest CRS for a PNP draw during the pandemic.

IRCC had already invited a total of 112,040 candidates to apply for permanent residence in 2021. Since the start of the year, Canada has been inviting PNP-only Express Entry candidates alongside CEC-only candidates that target temporary skilled workers or recent international graduates with a minimum of one year of work experience in Canada.

Decreased Draw Size 775 ITAs for permanent residence which is about 113 ITAs less than the previous PNP-only draws.
Lowest CRS Qualifying Score Invited candidates had a minimum CRS of 685 points which is 59 points lower than the previous qualifying score of 744 points.
Tie-break rule applied? IRCC applies the tie-break rule to avoid disputes in the rankings in case two or more candidates in the pool end up with the same CRS score.

Details on the tie-break rule for this draw were not released.

All the invited candidates in this Express Entry draw have already demonstrated their connection to a province or territory and experience to succeed in the labour market by securing a provincial nomination. With the qualifying score falling down to 685 points, the lowest-scoring candidate would have had just 85 points by virtue of securing a provincial nomination and 600 additional points.

They may now qualify to receive invitations for permanent residency through the Federal Skilled Worker Program, Federal Skilled Trades Program, or Canadian Experience Class.

Any prospective candidate who seeks to register their profile for consideration under the Express Entry system shall be assessed and ranked based on a Comprehensive Ranking System (CRS).

Such profiles are evaluated on a total of 1200 points and consider human capital factors like age, education, work experience outside Canada, language proficiency in English/French, spouse adaptability, Canadian study experience, etc.

Qualify for Canada PR with Provincial Nomination

IRCC is giving undue preference to PNP candidates to support and realize the immigration goals of the provinces and territories that otherwise would have failed.

Shreya is a working health professional with more than 6 years of experience. She entered the Express Entry pool with a CRS score of just 200 and also submitted a profile to the Canadian province of Manitoba. She has never worked or studied in Canada. 

Shreya was soon invited for provincial nominations, raising her CRS score to 800. 

This is sufficient to receive ITA in this Express Entry draw. 

Many immigration aspirants are known to choose Canada because of its direct permanent residence pathway. A PR invitation through the provincial nomination route is not a direct pathway, however, can guarantee your permanent residency through the addition of 600 points towards their Express Entry profile CRS score.

Applicants are asked to submit their biometrics or attend an interview or submit more supporting documents after receiving an ITA for Canada PR. The invited Express Entry candidates now have 60 days to apply for permanent residence. Upon completion, IRCC issues a Confirmation of Permanent Residence (COPR).

Applicants with COPR can now plan their travel to Canada.

In a response to the access to information request by CIC News, all CEC invitations issued after July would most likely not be processed before the year’s end. Also with uncertainty over nomination draws for Federal Skills Worker Program candidates, many aspirants are still uncertain about planning for their Canadian immigration.

However, experts believe that Canada is aiming to admit more than 110,500 Express Entry candidates in 2022. This target could only increase once the official immigration targets are out.
