Job Vacancies in Quebec to Boost Immigration of Qualified Professionals in Coming Months

Job Vacancies in Quebec

The Eastern Canadian province has begun 2022 with one of the lowest unemployment rates in years and a record number of job vacancies in Quebec. While this serves as a healthy indicator of the labor market in Quebec, the French-speaking province has a limited supply of skilled workers to support its thriving economy.

The report titled Bilan 2021 de l’emploi au Québec: Transformations sectorielles et déficit de compétences en vue poses key questions to the present approach of human resources management in the province. This indicates businesses, unions, schools, and governments to embrace more Quebec immigration of skilled professionals in the coming months.

Interestingly, Quebec has returned to the target of welcoming about 52,500 immigrants in 2022 after four years of cutting immigration by 20 percent. About 65 percent will arrive through economic-class immigration programs including the Quebec Skilled Worker Program (QSWP) and the Québec Experience Program (PEQ).

Increased Job Vacancies in Quebec

The pandemic has had a long-lasting effect on the Canadian labor market, resulting in increased job vacancies in Quebec. In addition to it, Quebec’s ageing population will continue to result in a lean labor supply.

On the other hand, the provincial government is taking measures to address labor shortages by increasing Quebec immigration levels. Additionally, the eastern province is making it easier for employers to hire more temporary foreign workers. Given the retention rate in Canada, these temporary foreign workers may qualify for Canadian permanent residency in a couple of years.

The need for qualified workers in Quebec will continue to grow, especially in health care, social assistance, educational services, information technology, and construction industries.

Canadian Permanent Residency via Quebec Immigration

Arrima system is a dedicated online portal to submit EOI for Quebec immigration under the Skilled Worker Program. It is modeled after the federal Express Entry system.

Under the new Expression of Interest (EOI) system for Quebec immigration, Quebec invites nurses or any other eligible skilled worker to create a profile in Arrima. Equivalent to the Comprehensive Ranking System (CRS) in the federal Express Entry system, candidates are ranked in Arrima based on score which is dependent on factors such as their age, education, proficiency in French, area of training, and work experience.

Eligible candidates are invited to apply for a Quebec Selection Certificate (Certificat de sélection du Québec, or CSQ) based on either their scores or other factors such as labor shortages in the province’s outlying regions. Those who apply for and receive a CSQ are required to apply for Canadian permanent residency through the federal Immigration Ministry which verifies medical and criminal admissibility.

Quebec aims to process complete applications within 6 months.
