Invitations issued to 190/491 visa candidates in June 3 Canberra Matrix round

On June 3rd, 2020, Canberra Matrix revealed the results of its invitations issued to 190 and 491 visa candidates. A total of 81 invitations were issued to candidates applied for 190 Visa. The matrices which received invitations had a point range between 110-70. At the same time, no new invitations were issued for Subclass 491 visa, as there were sufficient 491 applications for meeting the annual allocations for the year 2019/2020.

Canberra Matrix is an Expression of Interest system, used by the Australian Capital Territory(ACT) of Canberra to identify and invite eligible candidates who are interested in living and working in the ACT.

Upon submitting an Expression of Interest under Canberra Matrix system, points are allocated to each candidate on the basis of various eligibility factors. The candidates can choose their preference to be considered under either ACT 190 or ACT 491.

The highest scoring candidates are invited to apply for a nomination in the Canberra Matrix rounds that are conducted regularly. Upon receiving the nomination, the candidates may apply for permanent residence in Australia to the Department of Home Affairs (DHA).

181 candidates invited in June 19 Manitoba PNP draw

In the 92nd Manitoba Provincial Nominee Program(MPNP) draw held on June 19, a total of 181 immigration candidates received Letters of Advice to Apply(LAAs) for provincial nomination. The Manitoba LAAs were issued to candidates belonging to the following Manitoba PNP streams:

  • Skilled Workers in Manitoba
  • Skilled Workers Overseas
  • International Education stream

Of the total 181 LAAs issued, 111 went to Skilled Workers in Manitoba candidates and 58 to Skilled Workers Overseas candidates. The remaining 12 invites were issued to International Education stream candidates. The number of Express Entry candidates who received invitations in the draw is 10. With the latest draw, the total number of LAAs issued by Manitoba so far this year has reached 2335.

Manitoba Expression of Interest

In order to receive an LAA from Manitoba to apply for a provincial nomination, a candidate must first register an Expression of Interest with the MPNP. Each profile is assessed on the basis of various human capital factors including education, work experience, language skills etc., and awarded a score out of 1000. In the latest draw, the minimum score required for candidates to receive an LAA under the Skilled Workers in Manitoba stream was 504. At the same time, Skilled Workers Overseas candidates were required to score at least 686 points.

 

Manitoba PNP streams

The Skilled Workers Overseas and Skilled Workers in Manitoba categories of MPNP allow the province to nominate candidates, who are capable of supporting the labour market needs of Manitoba, for permanent residence in Canada. To be eligible under the Skilled Workers Overseas Stream, the candidates must have a previous connection to Manitoba, which can be close family members or friends residing in the province, work or education experience or an invitation received under one of the Strategic Recruitment Initiatives of MPNP. The candidate need not be present in Manitoba at the time of submitting the application. At the same time, to be eligible under Skilled Workers in Manitoba category, the candidates must meet certain criteria including having a full-time permanent job offer from a Manitoba employer. The International Education stream aims to nominate international graduates from the post-secondary institutions of Manitoba, who have in-demand skills.

Former Canada immigration Minister calls for lifting travel restrictions

Jason Kenney, the former Immigration Minister of Canada has urged the Canadian government to find out safe solutions for opening its borders. He is also the premiere of the Canadian province of Alberta. He said that lifting travel restrictions was crucial for speeding up the economic recovery of Alberta.

Kenney urged the Canadian government to look into the strategies adopted by countries such as Iceland, Austria and New Zealand for re-opening their borders. Iceland offers COVID-19 tests to all incoming travellers and those who test negative are exempt from the mandatory two-week quarantine. Kenney fears that prolonging the travel restrictions would affect the economic interests of Canada.

The airline, hotel and tourism industries of Canada are also suggesting solutions on safely welcoming foreign travellers.  At present, foreign travellers to Canada, including Canadian citizens and permanent residents, are required to undergo quarantine for two weeks. Canadian airline companies are of the view that this requirement is deterring foreigners from travelling to the country. In place of quarantine, they are suggesting measures such as mandatory mask-wearing, temperature checks and rapid testing to prevent the spread of COVID-19. It is expected that Canada would be making an announcement regarding the loosening of travel restrictions by the end of this month.

Canada immigration application process on path to modernization

Canada is gearing up for a ‘significant surge’ in the number of immigration applications once the restrictions imposed in the wake of the COVID-19 pandemic eases, which is likely to put a ‘tremendous demand’ on government resources. In order to handle this increase in the number of applications, the Immigration, Refugees and Citizenship Canada(IRCC) is planning to overhaul the immigration application process.

As part of the efforts, IRCC has issued a tender request seeking support for the modernization of the immigration application processing system, including the processing of paper applications, immigration interviews and computer system overhaul. The tender request reads: “IRCC needs to act quickly to develop (i) updated and new strategies, and (ii) processes and digital systems to cope with the rapid change it is undergoing.”It further says: “When travel restrictions begin to ease, a significant surge of applications and support requirements is anticipated, putting tremendous demand on our global operations and supporting branches.”

The IRCC is planning to completely overhaul its policies, procedures, and digital solutions for handling the expected post-coronavirus spike in applications. Simultaneously, it is developing new strategies, processes and digital systems for meeting the increasing demand. In the wake of the pandemic, IRCC is planning to rely more on digital processes, replacing in-person and paper processes. These are expected to make the application processing faster and more efficient, even while ensuring the safety of IRCC staff as well as the public.

As per the Immigration Levels Plan of Canada for 2020-2022, the country was expecting to welcome over one million immigrants in the next three years. Alberta invites 148 Express Entry candidates with CRS cut-off score of 300

Alberta Immigrant Nominee Program(AINP) invited 148 Express Entry candidates with a minimum Comprehensive Ranking System(CRS) score of 300. The Alberta Express Entry draw was held on May 27 and the results were announced recently.

Canada Express Entry

The federal Express Entry system of Canada manages applications for immigration under the three major federal economic immigration programs of Canada, which are: Federal Skilled Worker Program, Federal Skilled Trades Program, and Canadian Experience Class. The candidates who wish to receive a provincial nomination under the Express Entry stream of Alberta must first create an Express Entry profile. Each profile is assessed and ranked under the Comprehensive Ranking System. A CRS score out of 1200 is awarded to each profile and the highest-scoring candidates are invited to apply for permanent residence in Canada.

The candidates who are nominated by a province have 600 additional points added to their total CRS score. It increases their chances of received in Invitation to Apply for permanent residence in the federal Express Entry draw.

Alberta Express Entry stream

To receive an invitation under the Alberta Express Entry stream, the candidate must have work experience in an occupation that supports the economic development and diversification priorities of Alberta. Though Alberta does not maintain a list of eligible occupations, they do have a list of ineligible occupations. These occupations include the high-wage and low wage government jobs as well as those included in the Alberta Opportunity Stream Ineligible Occupations list. In the context of special restrictive measures introduced in the wake of COVID-19, the Alberta Express Entry stream is giving priority to those candidates who are already in Alberta. The province has issued a total of 1746 Invitations to Express Entry candidates so far this year. In 2019, Alberta issued a total of 6884 invitations.

CRS score drops to the lowest at 437 in Express Entry draw

The Comprehensive Ranking System (CRS) cut-off score dropped to 437 in the June 11 Express Entry draw that exclusively targeted Canada Experience Class(CEC) candidates. This is the lowest CRS requirement in any CEC-specific Express Entry draw held since 2017. It also marked a decrease by three points compared to the previous CEC-specific draw held on May 28.  A total of 3559 candidates received Invitations to Apply for permanent residence in the latest draw, which makes the second largest draw to have held after Canada introduced certain restrictive measures in the wake of COVID-19 outbreak.

In the PNP-specific Express Entry draw held the previous day on June 10, a total of 341 provincial nominees with a CRS score of 743 had received Invitations to Apply for permanent residence from the Immigration, Refugees and Citizenship Canada(IRCC). The tie-break date and time applied in the draw were May 25, 2020, at 00:31:43 UTC. It means not all candidates who have a minimum CRS score of 437 received invitations in the draw, but only those who had submitted their profiles before the said date and time.

With the latest draw, the total number of ITAs issued so far this year 46000. This number is higher compared to the number of ITAs issued during the same period last year and the year before. It shows that the Express Entry system of Canada remains active despite the restrictions introduced in the wake of the COVID-19 outbreak in the country. In the past two months alone, the IRCC conducted 13 Express Entry draws, though they alternately targeted provincial nominees and CEC candidates.

This is mainly because a vast majority of CEC candidates are already there in Canada and they do not have to travel from abroad. Similarly, PNPs are also allowed to meet their annual allocations.

Canada has also given some relaxations regarding the documents that have to be submitted along with the application for permanent residence. The candidates may submit the application along with missing documents, provided they include a letter of explanation as to why they could not submit all the documents. These candidates will be given a relaxation of 90 days to submit all the required documents.

June 10 Express Entry draw targets 341 provincial nominees

In the Express Entry draw held on June 10 that exclusively targeted provincial nominees, the Immigration, Refugees and Citizenship Canada (IRCC) issued 341 Invitations to Apply for provincial nomination. The Comprehensive Ranking System (CRS) cut-off score set for the draw was 743.

This is the seventh Express Entry draw to exclusively target provincial nominees, after Canada introduced special restrictive measures in the wake of coronavirus outbreak on March 18. Ever since the Express Entry draws have been alternatively targeting provincial nominees and Canadian Experience Class (CEC) candidates.

Those who have received a provincial nomination have 600 additional CRS score points added to their total score. It means candidates with a basic human capital score of at least 143 have received invitations in the draw.

The tie-break rule was applied in the June 10 draw too as in the previous draws, the timestamp given being April 14, 2020, at 13:25:51 UTC. It means not all candidates with a minimum CRS score of 743 received invitations in the draw, but only those who had submitted their Express Entry profiles before the said date and time.

The Provincial Nominee Programs of Canada has been active in the past few months despite the slowdown in immigration caused by the COVID-19 crisis. In the month of May alone, the PNPs issued close to 2000 Invitations to Apply for provincial nomination. June too appears to be yet another busy month with the provinces of Ontario, Manitoba and British Columbia have already held PNP draws.

With the latest draw, the total number of invitations issued by Canada to apply for permanent residence so far this year has reached 42,441(principal applicants alone). It is expected that Canada would be exceeding its immigration targets this year, despite the restrictions imposed in the wake of COVID-19 outbreak. The total number of ITAs issued so far this year is more than the number of invitations issued during the same period last year.

Immediate family members allowed to enter Canada

Canada has opened its borders for the immediate family members of Canadian citizens and permanent residents. This was announced by Prime Minister Justin Trudeau last day, during his daily coronavirus briefing. Canada, being a country that gives high priority to family reunification, took the measure in order to alleviate the difficulties caused for families as a result of travel restrictions imposed in the wake of COVID-19.

An immediate family member is defined by the Canada government as:

  • Spouse or common-law partner
  • Dependent child
  • Dependent child of a dependent child
  • Parent or step-parent
  • Guardian or tutor

The immediate family members flying to Canada must do the following before boarding the flight:

  • Have your health checked by airline officials and ensure that you do not have any symptoms of COVID-19, including fever, cough or breathing difficulty
  • Inform the airline that you are exempt from travel restrictions
  • Prove that you are travelling to Canada for an essential reason and not for non-essential reasons such as tourism, recreation or entertainment.
  • Submit proof that you are an immediate family member of a Canadian citizen or permanent resident.
  • Have valid travel documents and passport.

Family members of Canadian citizens, permanent residents

The immediate family members of Canadian citizens and permanent residents do not require written authorization from the Government of Canada to prove that you are exempt from travel restrictions.

Documents required

Documents to prove the family member’s status as a Canadian citizen or permanent resident:

  • A Canadian passport
  • Proof of Canadian citizenship that can be a citizenship certificate, citizenship card or provincial or territorial birth certificate
  • A Canadian permanent resident card
  • A Canadian permanent resident travel document
  • A visa-exempt foreign passport and an IRCC Special Authorization for Canadian Citizens

Document to prove your relationship with the immediate family member:

  • A marriage certificate or certificate to prove your status as a common-law partner
  • A birth certificate
  • Confirmation of Permanent Residence (COPR) for the family class
  • Other documents that prove an immediate family connection

 

 

Family members of temporary residents

If you want to reunite with a family member who is in Canada temporarily, you must have a written authorization from the Government of Canada to fly to Canada. You must also need:

  • A valid visitor visa
  • A valid passport
  • Inform the airline that you are exempt from travel restrictions
  • To show a consular or immigration officer that you are coming to Canada for an essential purpose, which may include living with your spouse, partner or parent
  • Have your health checked by airline officials to prove that you do not have any COVID-19 symptoms

Mandatory quarantine

The health condition of international travellers will be assessed at the port of entry. All of them must come to Canada with a plan to go on quarantine for 14 days.

The penalties for not following your quarantine plan may include:

  • Fine of up to $750,000
  • Jail term of six months
  • Being found inadmissible, removed from Canada and banned from entering the country for one year

124 invited in Manitoba Expression of Interest draw

In the Manitoba Expression of Interest draw held on June 4, a total of 124 immigration candidates received Letters of Advice to Apply(LAAs) for provincial nomination. Of these, 84 LAAs went to Skilled Workers in Manitoba candidates, 21 to Skilled Workers Overseas candidates and 19 LAAs to International Education stream candidates. With the latest draw, the total number of LAAs issued by Manitoba Provincial Nominee Program(MPNP) in the draws held so far this year has touched 2154.

Of the total 124 LAAs issued this year, 9 went to Express Entry candidates. These candidates, if successfully apply for and obtain a provincial nomination from Manitoba, will have 600 additional Comprehensive Ranking System(CRS) score points added to their total score and that guarantees them an Invitation to Apply for permanent residence in Canada in the federal Express Entry draw.

 

Manitoba Expression of Interest system

Those who wish to receive an invitation to apply for provincial nomination under either the Skilled Workers in Manitoba or Skilled Workers Overseas categories must first register an Expression of Interest(EoI) with the MPNP. Based on various eligibility factors such as education, work experience, previous connections to the province, official language proficiency etc., each profile is assessed and awarded a score out of 1000. The highest-scoring candidates are invited to apply for a provincial nomination in the subsequent Manitoba EoI draws.

 

Under the Skilled Workers Overseas category, foreign workers who can support Manitoba’s labour market may apply for a provincial nomination. To be eligible under this category, the candidate must have a previous connection to the province or an invitation received through one of the Strategic Recruitment Initiatives of MPNP. They must also meet other eligibility requirements. It is not necessary for these candidates to be in Manitoba at the time of application. At the same time, candidates must have a full-time, permanent job offer from a Manitoba employer in order to receive an invitation under the Skilled Workers in Manitoba. The International Education stream targets international graduates from Manitoba institutions of higher education with certain in-demand skills.

699 invites issued to Express Entry candidates in Ontario PNP draw

In the latest Express Entry Human Capital Priorities(HCP) Stream draw held on June 3, Ontario invited 699 candidates to apply for a provincial nomination. Candidates with work experience in the following nine target occupations received Notifications of Interest(NoIs) in the draw:

Of the total number of NoIs issued, 167 NoIs were issued to candidates with at least one year of work experience in Canada. The Comprehensive Ranking System(CRS) score of these candidates ranged between 358 and 439.

The remaining 532 invitations were issued to candidates with international work experience. The CRS score of these candidates ranged between 471 and 500.

The first step for a candidate to be invited by Ontario under the Human Capital Priorities Stream is to create an Express Entry profile. Candidates cannot apply directly for provincial nomination under this stream. Instead, they would receive a Notification of Interest if selected by the OINP on the basis of their Express Entry profile. They must also have the minimum CRS score determined by the OINP.

 

 

The other requirements include:

  • Required level of official language proficiency
  • Intend to reside in Ontario
  • Legal status in Canada, if applying from inside the country
  • Sufficient settlement funds

 

The candidates who have received the NoIs, if successfully apply for and obtain a provincial nomination from Ontario, will have 600 additional points added to their CRS score. It guarantees them an Invitation to Apply for permanent residence in Canada in the subsequent Express Entry draw.
