Ontario remained to be one of the very few Canadian provinces that facilitated the immigration of a high number of candidates despite the pandemic.
As per the recent data released by the province, the Ontario Immigrant Nominee Program (OINP) nominated 8,054 principal applicants in 2020, who came with their spouses and children for a total of 15,303 nominations.
About 20% of all nominations went to people with work experience or a job offer in a high-tech occupation, such as:
- Software engineers and designers;
- Computer programmers;
- Interactive media developers;
- IT systems analysts; and
- Technology consultants.
Nearly 48% of provincial nominations went to 3,499 Express Entry candidates through OINP’s three enhanced PNPs including Human Capital Priorities Stream, Skilled Trades Stream, and French-Speaking Skilled Worker Stream.
Additionally, Ontario even focused on giving special priority in nominating french-speaking candidates, regional immigration as well as foreign entrepreneurs.
“We anticipate that these 18 Entrepreneur stream candidates will invest over $22.4 million dollars and hire 92 Ontarians as a result of establishing their businesses in Ontario,” read the official note from the OINP. “We are processing another 64 applications that we received in 2020.”

OINP is designed to address labor market needs by providing pathways to permanent residency to foreign workers who are willing to study, work and settle in Ontario.
Under the enhanced PNP streams, OINP can directly nominate interested candidates directly from the federal Express Entry pool. The federal pool is an application management database for three Express Entry-managed programs: Federal Skilled Worker Program, Federal Skilled Trades Program, or the Canadian Experience Class. Such candidates may receive provincial nominations upon prior notification to desirable provincial programs.
Additionally, there are base programs such as Tech Pilot draw and Skilled Trade stream which nominate desirable candidates outside the Express Entry fold. These candidates are required to have established provincial ties such as familial ties, graduation from any institute in Ontario, or a full-time work experience in Ontario.
Upon receiving a provincial nomination, candidates a just one step away from receiving an invitation to apply for permanent residence in Canada.
Canada aims to issue over 80,800 provincial nominations in 2021 alone. Following this, the process for immigration to Ontario will soon be simplified by the launch of a new Expression of Interest (EOI) system for its Employer Job Offer and International Graduate student streams. Until then, interested candidates can weigh in their chances of qualifying for a provincial nomination.
