BC PNP Draw Issues 360 Nominations For Canada PR

British Columbia Provincial Nominee Program (BC PNP) held its usual weekly draw on November 25. The results of the same were encouraging as 360 foreign skilled workers received an invitation to apply for a provincial nomination for Canada PR. 

All the invited candidates belonged to its Express Entry (EEBC) and Skills Immigration (SI) streams. 

 

Express Entry BC and Skills Immigration Streams

EEBC is aligned with the federal Express Entry immigration selection system. It enables the province to nominate eligible candidates from the federal Express Entry pool, thereby significantly reducing application processing times.

SI program is composed of a number of categories including Skilled Worker, Healthcare Professions, International Graduate, each with their own unique eligibility requirements.

For any candidate to receive a provincial nomination from British Columbia, registration under the Skills Immigration Registration System (SIRS) is mandatory. 

SIRS is a provincial database of interested people willing to migrate to British Columbia for permanent residence in Canada. All the applicants’ profiles are evaluated and ranked based on the level of education, work experience, proficiency in English, and location of employment. The evaluation is scored out of 200 points. 

 

November 25 issued nominations under the following subcategories: 

Skilled Worker, International Graduate, and Entry-Level and Semi-Skilled subcategories. 

Below tabulated is the qualifying score required for receiving an invitation to apply for a provincial nomination.

Latest Express Entry Draw Pulls Qualifying CRS To 469

The Immigration, Refugees, and Citizenship Canada (IRCC) held yet another record-breaking 168th Express Entry draws on November 25, only a week after the previous draw. Back-to-back Express Entry draws came at the backdrop of the newly announced Immigration Levels Plan for 2021-2023

Any willing foreign skilled workers with/without a job offer or without any work experience in Canada before is eligible to apply for permanent residence through the Express Entry pathway.

Quick Highlights on 168th Express Entry Draw

#1 Draw Size Remained The Same: Continuing the draw size from its previous Express Entry draws, IRCC issued 5,000 invitations to apply (ITAs) for permanent residence in Canada. 

This is the fifth instance in 2020 where IRCC issued over 4,500 ITAs in a single draw. 

We are anticipating the draw sizes to remain more or less the same in near future since:

  • The exuberant target of welcoming over 200,000 new immigrants each year through economic-class programs.
  • The reduced refugees intake temporarily is replaced with more number of immigrants intakes under the economic class immigration
  • With Provincial Nominee Programs falling short of its demand, Express Entry nominations may remain high. 

 

#2 Minimum CRS decreases: Express Entry is merely an application management system for federal immigration programs and specific provincial nominee programs. 

Every registered profile in the Express Entry pool is evaluated using a Comprehensive Ranking System (CRS). This ranking system factors in the core human capital like age, work experience, education, and skills in English or French. 

The profiles are scored upon a maximum of 1200 points. 

November 25 draw saw a 3-point decline in qualifying CRS to 469 from the previous high at 472 for selection. 

Following an update in the Comprehensive Ranking System (CRS) evaluation: French-speaking candidates are now eligible for additional CRS points over their English-only speaking counterparts.

#3 Tie-break rule: Often there arises a situation where candidates end up having the same CRS score. Here is where IRCC uses its tie-break rule to rank a particular candidate higher. 

The timestamp used in the latest draw was October 15, 2020, at 08:50:10 UTC

This meant that all candidates with a CRS score above 469 before the selected date and time were eligible to receive an ITA in this invitation round. The previous draw had a timestamp before October 27 at 06:18:11 UTC. It meant candidates who failed to get invitations earlier had a good chance of getting invited in the November 25 draw.

Express Entry Draws in 2020

Canada has now issued a total of 97, 350 ITAs for permanent residence so far in 2020. It is en route to surpassing the 100,000 ITAs milestone as against the 2020 annual allocation target of 91,800 ITAs. 

Despite the negative consequence of pandemic on immigration levels, WES Canada noted a rise in interest for Canadian immigration. Economic-class programs like Express Entry have served it well with record-breaking nominations for a permanent residence this year.

After initial lockdowns in March, IRCC innovated with the regular fortnightly Express Entry to prioritize foreign skilled workers already present in the country. In a press release last week, Newfoundland & Labrador announced a new immigration pathway to attract skilled and experienced newcomers. Here a newcomer is one who has already established residential ties and is present in the province. 

Through the new Priority Skills Newfoundland and Labrador, under the Newfoundland and Labrador Provincial Nominee Program (NLPNP), highly educated and highly skilled candidates with work experience in specific industries (say, technology) are expected to be retained in the province.

Other Ways For Foreign Workers To Migrate

WES Report Notes Interest In Canadian Immigration Increased Despite The Pandemic

World Education Services (WES) released its recent survey report on how the coronavirus pandemic has changed intentions to immigrate. Evidently, most respondents showed interest in immigrating to Canada

WES conducted surveys in April, June, and August 2020 with applicants for a WES academic credential evaluation for immigration purposes. An educational credential assessment (ECA) is to verify your foreign degree, diploma, or certificate is valid against the Canadian standards.

The survey reported 3 key findings as summarised below: 

  • interest in immigration to Canada increased between April and August among prospective immigrants; 
  • the number of respondents planning to delay immigration dropped considerably; and
  • prospective immigrants expect economic conditions in their home country to be worse than in Canada.

Prospective immigrants more interested in moving to Canada: The proportion of respondents who are more interested in immigrating to Canada increased to 46% in August from 38% in April. The amount who reported being less interested remained the same at 6%.

Decrease of jobs in immigrant occupations not a deterrent for more than half: About 42% of respondents said a decrease in the number of jobs in their home country would make them more interested in immigrating to Canada. Such respondents worked in finance, professional, scientific, and technical services.

Fewer respondents consider delaying immigration to Canada: The number of respondents who reported they were unlikely to delay immigration increased from 35% in April to 62% in August and would increase further.

The expectation of recession in Canada not a deterrent for most: Nearly 48% of the respondents said that an economic recession in Canada would have no impact on their immigration plans.

British Columbia BC PNP invites 76 in the new tech draw.

Candidates were invited through the Express Entry BC and Skills Immigration streams.

Manitoba Manitoba held its second PNP draw in two weeks. 

Manitoba invited 196 hopeful immigrants to apply for a provincial nomination for permanent residence. It invited candidates under three immigration streams:

Prince Edward Island PEI invites 254 immigration candidates to the PNP draw. 

Eligible candidates under Express Entry, Labour Impact, and Business Impact candidates received invitations to apply for a provincial nomination. 

Saskatchewan Saskatchewan invites 551 in the new PNP draw. 

Candidates were invited through the Express Entry and Occupations In-Demand candidates.

Last week’s PNP draws had candidates from the federal Express Entry pool. The federal pool is the most in-demand database to select eligible foreign skilled workers to welcome themselves to Canada.

Interest in Canadian Immigration Increased Between April and August 2020

Word Education Services (WES) has released its latest survey on how the coronavirus pandemic has changed intentions to immigrate. The report could be summarized into three key findings: 

  • Interest in immigration to Canada increased between April and August among prospective immigrants; 
  • The number of respondents planning to delay immigration dropped considerably; and 
  • Prospective immigrants expect economic conditions in their home country to be worse than in Canada.

About 71% of respondents who were from the Philippines reported an increased interest in Canadian immigration. The Philippines also form one of the top source countries of Canadian permanent residents.

Latest Ontario PNP Draw Nominates 443 Express Entry Candidates

The Ontario Immigrant Nominee Program (OINP) held its nomination draws on November 12 to invite 443 candidates registered in the federal Express Entry pool. 

A federal Express Entry pool is a database of interested candidates with adequate human capital factors like age, education, work experience, and language proficiency in English or French. Such candidates are eligible to qualify for permanent residence under three programs –

  • Federal Skilled Worker Program, 
  • Federal Skills Trades Program, and 
  • Canadian Experience Class. 

 

Furthermore, candidates can volunteer to qualify under any of the dedicated immigration programs under any Provincial Nominee Program. In this case, it is the Ontario Express Entry: Human Capital Priorities Stream. 

Hundreds of Express Entry candidates who received a chance to apply for a provincial nomination from Ontario in the latest draw had work experience in nine occupations: 

  • Financial managers (NOC 0111);
  • Advertising, marketing, and public relations managers (NOC 0124);
  • Corporate sales managers (NOC 0601);
  • Financial auditors and accountants (NOC 1111);

Candidates must meet the eligibility criteria for one of three federal programs in order to be eligible under the Human Capital Priorities Stream.  

Any foreign skilled worker without a job offer in Canada, but adequate work experience may apply. This can be an international work experience or Canadian work experience.

#1 Record-breaking Draw Size: Never in the history of Express Entry draws had IRCC issued as many as 5,000 invitations to apply (ITAs) for Canada PR in a single draw. It meant that the draw size is 500 ITAs more than the previous Express Entry draws at 4,500 invitations to apply (ITAs) for permanent residence. 

This is the fourth instance in 2020 where IRCC issued over 4,500 ITAs in a single draw. 

 

CanApprove anticipates increased draw size in near future Express Entry draws based on the following factors: 

  • The exuberant target of welcoming over 200,000 new immigrants every year until 2023 through economic-class programs
  • Those who receive invitations now will be able to enter Canada only in 2021. It takes upto six months or beyond to process the application 
  • The reduced refugees intake temporarily is replaced with more number of immigrants intakes under the economic class immigration
  • With Provincial Nominee Programs falling short of its demand, Express Entry nominations may remain high. 


#2 Qualifying CRS increases: Express Entry is merely an application management system for federal immigration programs and specific provincial nominee programs. 

Every registered profile in the Express Entry pool is evaluated using a Comprehensive Ranking System (CRS). This ranking system factors in the core human capital like age, work experience, education, and skills in English or French. 

The profiles are scored upon a maximum of 1200 points. 

November 18 draw saw a decrease in qualifying CRS to 472 from the previous high at 478 for selection.

#3 Tie-break rule: Often there arises a situation where candidates end up having the same CRS score. Here is where IRCC uses its tie-break rule to rank a particular candidate higher. 

The timestamp used in the latest draw was October 27 at 06:18:11 UTC. 

The previous draw had a timestamp before October 26, 2020 at 22:44:19 UTC. It meant candidates who failed to get invitations earlier had a good chance of getting invited in the November 18 draw. 

This meant that all candidates with a CRS score above 478 before the selected date and time were eligible to receive an ITA in this invitation round.

  • Case2: With a CRS of 478, the subject was readily eligible to qualify for November 18 draw.

Canada has now issued a total of 92, 350 ITAs for permanent residence so far in 2020. It is further expected to cross the 100,000 ITA landmark, exceeding the 2020 annual allocation target of 91,800 ITAs. 

Despite the negative consequence of pandemic on immigration levels, Express Entry has created record-breaking nominations for permanent residence.

Canada has achieved tremendous success in welcoming more immigrants than any other program in Canada. Since its launch in 2015, Express Entry invitations to apply (ITAs) for Canada PR have leap-frogged from 23542 to 87,350 nominations in a single year.

Canada PNP is a dedicated arrangement between the federal and provincial/territorial governments. It allows provincial/territorial governments to issue provincial nominations to eligible foreign skilled workers/entrepreneurs to meet the specific labor needs. 

Express Entry system favor candidates with a provincial nomination and an additional 600 CRS points that would guarantee their invitation to apply for permanent residence in Canada

Here are three Canadian provinces that recently held nomination draws inviting eligible candidates from the federal Express Entry pool.  

British Columbia Provincial Nominee Program 

British Columbia invited a total of 358 foreign skilled workers to apply for a provincial nomination through its Express Entry and Skills Immigration streams. 

For any candidate to receive a provincial nomination from British Columbia, registration under the Skills Immigration Registration System (SIRS) is mandatory. 

Under the SIRS, the applicants’ profiles are evaluated and issued a score based on the level of education, work experience, proficiency in English, and location of employment. The maximum scoring is done out of 200 points. 

November 10 issued nominations under the Skilled Worker, International Graduate, and Entry-Level and Semi-Skilled subcategories. 

Manitoba Provincial Nominee Program 

Manitoba issued 205 invitations to eligible candidates including the candidates from the federal Express Entry pool to apply for provincial nominations. In order to be eligible for the draw, candidates must have a full-time permanent job offer from an employer in Manitoba. Candidates who graduated from universities/colleges in Manitoba can easily apply for provincial nomination under the MPNP. 

Under the province’s ranking system, registered candidates are ranked out of 1,000 points for human capital characteristics such as their English or French language skills, education, work experience, Manitoba connections, and other factors. The highest-ranking candidates get invitations to apply for provincial nominations. 

Ontario Immigrant Nominee Program 

Ontario invited 443 Express Entry candidates in its latest PNP draw. Along with mandatory work experience in nine targeted occupations, candidates had Comprehensive Ranking System scores between 469 and 477. 

Such nine targeted occupations were: 

  • Financial managers (NOC 0111);
  • Advertising, marketing, and public relations managers (NOC 0124);
  • Corporate sales managers (NOC 0601);
  • Financial auditors and accountants (NOC 1111);
  • Other financial officers (NOC 1114);
  • Professional occupations in business management consulting (NOC 122);
  • Registered nurses and registered psychiatric nurses (NOC 3012);
  • Allied primary health practitioners (NOC 3124); or
  • Dieticians and nutritionists (NOC 3132).
