A recent report from Statistics Canada outlines the performance of international students in Canadian Institutions in the period before forced online learning became the temporary alternative. It pegged the past enrolment rate in post-secondaries in Canada at three times the rate of domestic students.

1)International student enrolments more than triple within a decade: If the figures were to be true, in a span of ten academic years from 2008 to 2018, enrolments for international students tripled from 101,000 to more than 318,000.

2)STEM enrolments at an all-time high: Popularity among international students to take up courses in Science, Technology, Engineering, Mathematics (STEM) like computer and information sciences saw nearly 24.2% of more enrolments. A Standing Committee of Canadian Parliament recently convened a meeting with Immigration Minister Merco Mendicino as part of a study on the effect Coronavirus has had on Canada’s Immigration System. 

 

They took questions from members of parliament on the Standing Committee, reaffirming the recovery of the immigration system.

Minister Mendicino exclaimed a 232% year-on-year increase in the processing of applications under the Provincial Nominee Program (PNPs) which saw a 232% year-over-year increase.

The minister responding to a question on the future of immigration said that the government will continue to apply policy flexibilities to minimize the disruptions caused by the pandemic, including those that affect the Caregiver Program. Positions in healthcare and other essential services are being prioritized over other areas, which does not necessarily mean that hospitality sector positions are being ignored.

 

He also assured the members of the committee that Canada is validating the feasibility of offering a pathway to permanent residence for workers who are contributing to essential parts of the economy. Occupations like doctors, pharmacists, nurses, and other support workers will be prioritized. 

 

Canada has already opened up an immigration option for asylum seekers working in healthcare. The government would look to temporary workers and students next.

 

Responding to a question on the expiry of a post-graduate work permit visa, Mendicino said, “No international student is going to be removed by virtue alone of having an expired visa. We will allow for a period of time for them to restore that status.”

Canada Introduces Online Citizenship Test

After eight months of cancelling the offline citizenship test due to forcible lockdowns, Canada will soon conduct the test online. 

According to data from the IRCC, close to 85,000 eligible candidates are awaiting to take the test, as on September 7. Candidates who had their citizenship tests cancelled owing to the pandemic as well as those who are on the waiting list will be given preference. 

The proposal for the online citizenship test is being implemented on an experimental basis. Only after proofing its efficacy will Canada look to offer the online services to more citizenship applicants.

Canada Citizenship Test Format

The candidates need to confirm their identity through submission of personal information. Once done, the applicants have at least 21 days to complete the test at a convenient time. The system will monitor the response of candidates using a webcam throughout the duration of the test. 

 

Eligible candidates can take the Canada Citizenship test online in any of the two official languages: English or French. Just like the offline exam pattern, the online Canada Citizenship test will have 20 choice-based questions, which need to be answered within 30 minutes. 

 

A total of 75% marks are needed to qualify for the test, i.e., the candidates must answer at least 15 questions correctly out of the total of 20 questions. All the questions are expected out of topics like the history of Canada, Politics, Economy, Geography, Laws, rights, and responsibilities of a Canadian citizen. 

 

Note: There is no test for English or French proficiency to obtain Citizenship.

Provincial Nominee Programs Now The Second-Largest Pathway For Canada PR

Canada is looking forward to admitting over 80,000 new permanent residents every year through Provincial Nominee Programs (PNPs). These programs have come a long way since its inception in 1995, issuing just 200 nominations annually. 

Now, with more than 80 PNP streams in 11 Canadian provinces and territories, Canada PNP is the second-largest economic-class immigration program for Canada PR. The federal Express Entry pathway holds the No.1 spot.

The unveiling of the new Immigration Levels Plan for 2021-2023 has further expanded the scope of economic-class immigration programs. Each provincial stream is designed to target immigrants who meet the specific labor market and economic needs of those regions.

Here are some of the recent changes in such provincial streams:

Bilingual Speakers Will Be Given Extra-Provincial Points

The Canadian province of Saskatchewan introduced a new change under its provincial nominee program. Those who are proficient in both English and French will now receive additional provincial points. Eligible candidates under the International Skilled Worker-Express Entry category would receive an additional 10 points, depending on the language proficiency of the candidate. 

 

The change came into effect on November 24 and will be considered in subsequent draws. 

 

Earlier in October PNP, Canada made similar changes in the evaluation of the Comprehensive Ranking System (CRS) to favor bilingual Express Entry candidates to obtain permanent residence.

Preference For Express Entry Profiles 

The federal Express Entry pool consists of profiles ranked based on their age, education, work experience, language proficiency among other skills. “Enhanced” Canada PNP are ones that select candidates from the federal Express Entry pool for a provincial nomination. Further, such candidates are awarded an additional 600 points toward their CRS score, thereby, guaranteeing an invitation to apply for permanent residence in subsequent Express Entry draws. 

PNPs run by provinces like British Columbia, Manitoba, Saskatchewan, Ontario, Nova Scotia have regularly made use of the federal pool in fulfilling their labor demands.

A candidate is assessed out of a maximum of 1200 points. November 25 draw saw a decrease in qualifying CRS to 469 from the previous high at 472 for selection.

What to look out in Canadian Immigration before the end of 2020?

The immigration system in Canada is closing in 2020 with a busy schedule of its own. Here are five major immigration stories left to follow before the end of this year. 

 

First: Express Entry May Surpass 100,000 ITAs

Despite the negative effect on immigration due to the coronavirus pandemic, Express Entry is said to have emerged as a show-stopper for Canadian Immigration in 2020. Canada has already invited 92,350 eligible foreign skilled workers to apply for permanent residents as against its annual allocation of 91, 000 ITAs. 

With two more Express Entry draws anticipated in December, Express Entry could be creating a record by crossing 100,000 invitations to apply for Canada PR in a single year.

Second: PNP Draws to Continue Throughout the Holiday Season

For a long time now, Canada PNP has been touted as the best alternate pathway for Canada PR. And rightly so, the Canadian provinces are expected to conduct PNP draws throughout the holiday season. 

 

The following provinces have scheduled their nomination draws for the month of December: 

  • Prince Edward Island is likely to invite candidates through the Labour Impact, Express Entry, and Business impact streams.
  • British Columbia is expected to invite candidates with tech occupations through its Tech Pilot.
  • Ontario has about 386 nominations left to meet its annual allocation demands. 
  • Manitoba, Saskatchewan, and Nova Scotia may also hold draws in December.

Third: More PR pathways to Temporary Residents

Following recent comments made by Mendicino in an interview with Bloomberg, Canada may look into more ways to allow temporary residents to become permanent residents soon. 

Such a move is suggested to cover up for the lost time in welcoming new immigrants in Canada due to the coronavirus pandemic. 

In order to do so, the federal government has several options at their disposal, say bring about changes in CRS points, hold more Canadian Experience Class-specific draws, increase PNP allocations, etc.

Fourth: Parents and Grandparents Program Draw

Canada opened the Parents and Grandparents Program interest to sponsor in October. Now it will likely hold a draw in the month of December, inviting eligible sponsors to financially support the selected candidates to move to Canada.  

While Canada has a target of inviting 10,000 sponsors in 2020, the same is expected to jump up to 30,000 sponsors.

Fifth: New Mandate Letter for Minister Marco Mendicino

Issuing mandate letters is a convention to outline the policy objectives that each minister in the cabinet will work to accomplish. In this unprecedented situation in which the pandemic has altered our social, economic, political choices, Canada’s prime minister Justin Trudeau is set to issue new mandate letters to his ministers before the holiday season begins.
