Canada has achieved tremendous success in welcoming more immigrants than any other program in Canada. Since its launch in 2015, Express Entry invitations to apply (ITAs) for Canada PR have leap-frogged from 23542 to 87,350 nominations in a single year.
The Express Entry system is not a visa type but an application management system. It stores information of interested candidates for them to qualify under the immigration programs in fortnightly nomination draws.
Any interested candidate can register their profile online. Upon registration, the profiles are evaluated and assessed based on the Comprehensive Ranking System (CRS). It scores the profiles on factors like age, work experience, education, language proficiency in English or French. The highest scoring profile will be automatically issued ITAs for Canada PR in the subsequent nomination draws.
Immigration programs that make use of the federal Express Entry pool are Federal Skilled Worker Program, Federal Skilled Trades Program, the Canadian Experience Class, and various Provincial Nominee Programs (PNPs).
Canada PNP is a dedicated arrangement between the federal and provincial/territorial governments. It allows provincial/territorial governments to issue provincial nominations to eligible foreign skilled workers/entrepreneurs to meet the specific labor needs.
Express Entry system favor candidates with a provincial nomination and an additional 600 CRS points that would guarantee their invitation to apply for permanent residence in Canada.
Here are three Canadian provinces that recently held nomination draws inviting eligible candidates from the federal Express Entry pool.
British Columbia Provincial Nominee Program
British Columbia invited a total of 358 foreign skilled workers to apply for a provincial nomination through its Express Entry and Skills Immigration streams.
For any candidate to receive a provincial nomination from British Columbia, registration under the Skills Immigration Registration System (SIRS) is mandatory.
Under the SIRS, the applicants’ profiles are evaluated and issued a score based on the level of education, work experience, proficiency in English, and location of employment. The maximum scoring is done out of 200 points.
November 10 issued nominations under the Skilled Worker, International Graduate, and Entry-Level and Semi-Skilled subcategories.
Manitoba Provincial Nominee Program
Manitoba issued 205 invitations to eligible candidates including the candidates from the federal Express Entry pool to apply for provincial nominations. In order to be eligible for the draw, candidates must have a full-time permanent job offer from an employer in Manitoba. Candidates who graduated from universities/colleges in Manitoba can easily apply for provincial nomination under the MPNP.
Under the province’s ranking system, registered candidates are ranked out of 1,000 points for human capital characteristics such as their English or French language skills, education, work experience, Manitoba connections, and other factors. The highest-ranking candidates get invitations to apply for provincial nominations.
Ontario Immigrant Nominee Program
Ontario invited 443 Express Entry candidates in its latest PNP draw. Along with mandatory work experience in nine targeted occupations, candidates had Comprehensive Ranking System scores between 469 and 477.
Such nine targeted occupations were:
- Financial managers (NOC 0111);

Canada is Open to Immigration More Than Ever
Canada could have not chosen a better time than the present to announce its new Immigration Levels Plan for 2021-2023. Canada will now welcome over 400,000 eligible immigrants annually until 2023.
Under the plan, economic-class programs such as Federal programs for Skilled Workers, Businesses, Caregivers, and various other family immigration programs will be given a boost. Together, these programs will be accounting over 80% of new immigrants in the next three years.
Canada has wide acceptance for offering permanent residence to foreign skilled workers even without working in Canada prior to applying. Aspirants with occupation as Computer Engineers, Software Developers, IT Experts, Electronics, Mechanical, Civil Engineers, Database Analysts, Graphics Designers, Audio & Video Recording Technicians, Finance Managers, Accountants, etc. have an excellent scope of work-life in Canada.
Apart from a few dedicated Tech pilots like Ontario Tech Draw and British Columbia Tech Pilot, the federal Express Entry system is best suited for such aspirants to obtain permanent residence.
Canada is also aiming to favor more French-speaking or bilingual Express Entry candidates by increasing their immigration to 4.4% outside the Quebec region. It is made possible through changes in the Comprehensive Ranking System (CRS) score evaluation. Click here for complete details.
Ultimately, Canada is majorly dependent on immigration to strengthen its economy. On the social front, Canada is giving equal impetus to family immigration to support its aging population and improve its problem of low birth rate.
