New Tech Draw from British Columbia Invites 87 Immigration Candidates

The British Columbia Provincial Nominee Program (BC PNP) held a new tech draw on November 16 to specifically target immigration candidates working in key tech occupations.

The new Tech draw held by British Columbia Provincial Nominee Program (BC PNP) is an employer-driven, fast-track immigration program that targets international students and in-demand tech workers.

November 16 PNP Tech draw nominated such 87 tech workers.

All the invited immigration candidates under BC PNP Tech Draw are required to have work experience and a valid job offer in one of 29 eligible occupations including Web designers & developers, Graphic designers, and illustrators, Software engineers and designers, Civil Engineers, Mechanical Engineers, Chemical Engineers, Software Engineers, Tech Managers, Media technicians, Writers/Editors etc.

The invited candidates were required to qualify for either Express Entry or Skills Immigration categories, managed by the Skills & Immigration Registration System (SIRS). They were required to have a provincial score of 75 points to qualify in this draw. This is five points less than the previous qualifying score of 80 points.

Qualify for Upcoming BC PNP Tech Program

Earlier this year, British Columbia upgraded this pilot Tech program into a permanent residence program. This was done in-line to boost the immigration for in-demand tech workers and international students in the province.

In order to qualify for the program, candidates need to be registered in one of B.C.’s existing provincial immigration streams and have a valid job offer of at least 12 months in one of 29 eligible occupations to qualify for this stream.

Candidates who are invited to apply for a provincial nomination will need to submit a complete application within the next 30 days. Once this is done, most tech applications will be processed within two to three months.

After receiving a nomination confirmation from the province, they can apply for permanent residence from Immigration, Refugees, and Citizenship Canada (IRCC) under the Provincial Nominee Program Class.

British Columbia had now issued over 10,500 invitations to apply (ITAs) for provincial nominations, so far in 2021. A successful provincial nomination will guarantee an ITA for permanent residence in subsequent federal nomination draws.

Applying for a temporary work permit in Canada under the International Mobility Program exempts employers to conduct Labour Market Impact Assessment (LIMA). This is beneficial for essential workers, mainly in the healthcare field.

The report suggests making IMP more data-driven. This would help researchers understand which groups work in which occupations and sectors, under what conditions, through which immigration pathways, and where the change is needed. These efforts could help inform immigration policy, and targeted policies for sectors and occupations.

Co-ordinated Approach for Credential Recognition

The report has highlighted the ill-effects of poor Credential recognition of newcomers in Canada.

It is linked to overqualification and underemployment among new immigrants. The credential recognition process is complex, lengthy, and costly. It prevents immigrants from working in jobs they might be otherwise qualified for, such as the qualified nurse who is working as a nurse’s aide.

“The government needs a coordinated response to this intricate web of challenges that requires close collaboration with employers, regulators, and other relevant bodies”, as mentioned in the report.

New Survey Finds Majority of Local Canadians Support Current Immigration Levels

The standing testimony to Canada’s increasing immigration levels has always been the support from the local population since the beginning of the 21st century. Barring a few exceptions, a new survey conducted by Environics Institute has found that the majority of Canadians continue to hold positive views on key aspects of immigration.

It is now true that the majority of Canadians want their government to increase immigration levels as they believe that immigrants play a significant role in the economy and in the growth of the country’s population.

The public opinion survey is titled Fall 2021 Focus Canada and noted Canadians’ views on immigration, through telephonic responses with 2,000 Canadians between September 7 and 23, 2021.

“A clear majority supports current levels of immigration, views immigrants as good for the Canadian economy, and believes they are important for building the country’s population,” as per the survey findings.

All views from respondents remained “mostly stable” over the past 12 months.

Immigration is Necessary for Population Growth

Most Canadian have rejected the idea that there is too much immigration to Canada. Nearly two-thirds (65 per cent) of respondents disagreed with the idea that immigration levels in Canada are too high.

In fact, more than half (57 per cent) of respondents wanted the Canadian government to welcome more immigrants to help in population growth. At the same, 37 per cent of those surveyed disagreed, and 6 per cent have no clear opinion on the matter.

This finding is highly significant as it “reflects a sea change in perspective from the 1980s and 1990s when most Canadians firmly rejected the premise.”, as mentioned in the survey.

Healthy Support for Immigration Across Party Lines

Across the lines of federal political parties in Canada, the attitude to maintain healthy immigration levels in Canada found support.

Three-quarters (75 per cent) of Liberal Party supporters, agree with current immigration levels. Among New Democratic Party supporters, the figure is 81 per cent. Just over half (54 per cent) of Conservative Party of Canada supporters think that immigration levels are adequate. Bloc Québécois supporters are more likely than last year to endorse current immigration levels, at 70 per cent.

The current Canadian immigration level stands at 401,000 new immigration each year by 2023. The new government is further expected to increase the immigration levels to boost the post-pandemic recovery.

Immigration is Good for Canadian Economy

Nearly 80 per cent of Canadians hold high regard for the contribution of immigration to the economy. They agree with the premise of the economic impact of immigration is positive and is need of the hour post-pandemic.

76 per cent of Canadians, with 39 per cent strongly supporting, want the government to encourage more entrepreneurs to immigrate to the country and start new businesses. The regions of Atlantic Canada and Ontario is expected to attract more immigrants in the coming years.

Latest British Columbia PNP Draws Invites 340 Candidates for Provincial Nominations

The British Columbia Provincial Nominee Program (BC PNP) held a new set of nomination draws on November 09, resulting in 340 new invitations to apply for provincial nominations.

The eligible candidates included foreign workers and international students who already registered under the Skills Immigration (SI) and Express Entry BC (EEBC) streams of BC PNP.

British Columbia continued its practice of holding two draws simultaneously: one general draw and another occupation-specific draw, which first began in the month of February this year.

In the first draw, the province invited a total of 287 candidates with the minimum provincial scores between 69 and 94 points. A mix of candidates belonging to Skilled Worker, International Graduate as well as Entry Level and Semi-Skilled sub-categories of Skills Immigration and Express Entry British Columbia streams were nominated.

The second specialist draw was also conducted under SI and EEBC categories and targeted candidates whose occupation falls under retail and wholesale trade managers (NOC 0621) as well as restaurant and foodservice managers (NOC 0631). The draw resulted in 53 invitations to apply for provincial nominations with scores of 104.

British Columbia’s Skills Immigration Registration System (SIRS) manages the two skilled immigration programs of the province. Any aspirants willing to get nominations must first register an account and get their profile assessed on factors such as education, work experience, and language skills.

Permanent Residency in Canada through BC PNP

The “two-step migration” process is now the most preferable pathway for economic-class immigrants. Under this process, eligible candidates are required to apply for a temporary resident visa and gain work experience in Canada. Based on their Canadian experience, they are invited to apply for permanent residence by the federal government.

Over the past decade, nearly 50 per cent of the number of economic class immigrants receiving permanent residence in Canada came under provincial programs (PNPs and Quebec admissions) or the federal Canada Experience Class program.

The provincial nomination from British Columbia is valid for approximately six months from the date of confirmation. During this time period, you can apply with IRCC under the Provincial Nominee Class and receive an invitation to apply for permanent residence through fortnightly Express Entry nomination draws.

As a provincial nominee, you may receive an additional 600 points under the Comprehensive Ranking System (CRS) of the Express Entry system. The high score will effectively guarantee an Invitation to Apply (ITA) during a subsequent federal Express Entry draw.

In its recent Express Entry draw, IRCC invited about 775 candidates with prior provincial nominations. All the invites had a minimum CRS score of 685, ie. they required only 85 points to score on CRS, and the remaining 600 points were to be added automatically.

British Columbia has issued more than 10,000 invitations since the start of the year, by conducting weekly draws. The province is only expected to increase its intake levels next year.

Alberta invites Express Entry candidates

Alberta PNP Invites Express Entry Candidates with Low CRS For The Sixth Consecutive Time

More Express Entry candidates were targeted in the latest round of invitations from the Alberta Provincial Nominee Program (PNP).

The Alberta Immigrant Nominee Program (AINP) issued a new round of invitations to nominate 248 Express Entry candidates for provincial nominations.

The province held the round on October 26, targeting Express Entry candidates with a low CRS score of 300 points for the sixth time in a row. All the invited candidates were registered in the federal pool with an Expression of Interest already submitted to AINP.

All the invited candidates are now one step closer to applying for permanent residence (PR) in Canada through the federal Express Entry system.

During the start of the year, the federal government allocated 6,250 nomination certificates to Alberta PNP in 2021. With the latest provincial draws, the province has invited 6,158 Express Entry candidates.

This is to suggest that more Alberta PNP rounds of nominations can be expected before the end of this year.

Canada PR Through AINP Express Entry Stream

The federal Express Entry system is an application management database to streamline federal immigration programs for permanent residency to foreign applicants. It manages applicants under four federal programs – the Federal Skilled Worker Program (FSWP), the Canadian Experience Class (CEC), the Provincial Nominee Program (PNP), and the Federal Skilled Trades Program (FSTP).

Alberta is attracting Chemical Engineers, Metallurgical & Material Engineers, Petroleum Engineers for Canada PR through Canada PNP.

There are two significant advantages of receiving a provincial nomination under AlNP:

Qualifying CRS score remains as low as 300, unlike any other provincial draws,
Those who receive the provincial nomination will automatically get an additional 600 CRS points added to their overall score.

All the registered profiles receive a score based on the Comprehensive Ranking System (CRS). Candidates get points for factors including their age, education, work experience, language ability in English or French, and others. The varying degree of scores will help the government determine a prospective immigrant to succeed in Canada’s labour market.

It means that candidates are effectively guaranteed an invitation to apply for permanent residence in the upcoming federal Express Entry draw. As a matter of fact, the previous Express Entry draw targeted 775 candidates with prior provincial nominations to apply for permanent residency.

Major requirements to receive provincial nominations under this stream include strong ties to Alberta. It includes family ties or graduation from any University or College in Alberta, or those who can support the government’s economic development and diversification priorities.

Candidates are also required to have adequate work experience in an eligible occupation. The AINP only provides a list of occupations that are ineligible for the stream’s requirements.

Express Entry: PNP Class Targeted for Fifth Consecutive Time in Latest Draw for Canada PR

Canada held its fifth PNP-specific Express Entry draw targeting domestic temporary workers or skilled foreign workers with prior provincial nominations.

The 22nd PNP-only Express Entry draws in 2021 resulted in a total of 775 Invitations to Apply (ITAs) for Canadian Permanent Residence (PR). Immigration, Refugees, Citizenship Canada (IRCC) also lowered the qualifying CRS score to just 685 points, making the 209th Express Entry draw the second-lowest CRS for a PNP draw during the pandemic.

IRCC had already invited a total of 112,040 candidates to apply for permanent residence in 2021. Since the start of the year, Canada has been inviting PNP-only Express Entry candidates alongside CEC-only candidates that target temporary skilled workers or recent international graduates with a minimum of one year of work experience in Canada.

OVERVIEW OF 209th EXPRESS ENTRY DRAWS
Decreased Draw Size	775 ITAs for permanent residence which is about 113 ITAs less than the previous PNP-only draws.
Lowest CRS Qualifying Score	Invited candidates had a minimum CRS of 685 points which is 59 points lower than the previous qualifying score of 744 points.
Tie-break rule applied?	IRCC applies the tie-break rule to avoid disputes in the rankings in case two or more candidates in the pool end up with the same CRS score. Details on the tie-break rule for this draw were not released.

All the invited candidates in this Express Entry draw have already demonstrated their connection to a province or territory and experience to succeed in the labour market by securing a provincial nomination. With the qualifying score falling down to 685 points, the lowest-scoring candidate would have had just 85 points by virtue of securing a provincial nomination and 600 additional points.

They may now qualify to receive invitations for permanent residency through the Federal Skilled Worker Program, Federal Skilled Trades Program, or Canadian Experience Class.

Any prospective candidate who seeks to register their profile for consideration under the Express Entry system shall be assessed and ranked based on a Comprehensive Ranking System (CRS).

Such profiles are evaluated on a total of 1200 points and consider human capital factors like age, education, work experience outside Canada, language proficiency in English/French, spouse adaptability, Canadian study experience, etc.

Qualify for Canada PR with Provincial Nomination

IRCC is giving undue preference to PNP candidates to support and realize the immigration goals of the provinces and territories that otherwise would have failed.

Shreya is a working health professional with more than 6 years of experience. She entered the Express Entry pool with a CRS score of just 200 and also submitted a profile to the Canadian province of Manitoba. She has never worked or studied in Canada.

Shreya was soon invited for provincial nominations, raising her CRS score to 800.

This is sufficient to receive ITA in this Express Entry draw.

Many immigration aspirants are known to choose Canada because of its direct permanent residence pathway. A PR invitation through the provincial nomination route is not a direct pathway, however, can guarantee your permanent residency through the addition of 600 points towards their Express Entry profile CRS score.

Applicants are asked to submit their biometrics or attend an interview or submit more supporting documents after receiving an ITA for Canada PR. The invited Express Entry candidates now have 60 days to apply for permanent residence. Upon completion, IRCC issues a Confirmation of Permanent Residence (COPR).

Applicants with COPR can now plan their travel to Canada.

In a response to the access to information request by CIC News, all CEC invitations issued after July would most likely not be processed before the year’s end. Also with uncertainty over nomination draws for Federal Skills Worker Program candidates, many aspirants are still uncertain about planning for their Canadian immigration.

However, experts believe that Canada is aiming to admit more than 110,500 Express Entry candidates in 2022. This target could only increase once the official immigration targets are out.

Fall in Unemployment for the Fifth Consecutive Month in Canada

Canada witnessed a fall in unemployment rates for the fifth consecutive month this year. The economy added a total of 31,000 jobs this past October, keeping the employment rate steady in Canada.

The latest Labour Force Survey for October released by Statistics Canada examined Canada’s labour market conditions during the week of October 10 to 16 as public health restrictions across Canada were significantly reduced due to low case counts and high rates of vaccination.

Unemployment in Canada fell down to 6.7 per cent in October. Although it was the lowest in the last 20 months, it is not quite down to the pre-pandemic rate of 5.7 per cent in February 2020.

Very Recent Immigrants Continues to Enjoy High Employment Rate

“Very recent immigrants” are defined by Statistics Canada as those who have lived in Canada for five years or less.

By October, the employment rate among very recent immigrants stood at 71 per cent, which is nearly six percentage points higher than in October 2019.

The number of very recent immigrants participating in the labour force has returned to 2019 levels, making up almost 4 per cent of the total labour force between January and July.

The employment rate for Immigrants who had been in Canada for more than five years stood at nearly 60 per cent in October. The Canadian-born population had an employment rate of 61 per cent.

The report refers to immigrants who have landed within the past five years as “very recent” immigrants.

The Canadian province of Manitoba held a new round of nomination draw on November 01.

The provincial nomination draw resulted in a total of 421 Letters of Advice to Apply (LAAs) to eligible candidates.

All the invited immigration applicants are now one step closer to obtaining permanent residency from Immigration, Refugees, and Citizenship Canada (IRCC).

Here are the results from the latest draw:

Skilled Workers in Manitoba – 350 invitations with a minimum EOI score of 460;
Skilled Workers Overseas – 38 invitations with a minimum EOI score of 713; and
International Education Stream – 33 invitations with no EOI score requirement.
Additionally, about 75 invitations went to Express Entry candidates.

Manitoba invited eligible immigrants to apply through one of the following three Provincial Nominee Program (PNP) streams: Skilled Workers in Manitoba, International Education Stream, and Skilled Workers Overseas.

The province also picked eligible candidates directly from the federal pool.

Manitoba has now issued 9,571 candidates in 2021 to apply for provincial nominations. With an annual target of about 401,000 new immigrants for the next three years, the time is now ripe to start your Canadian immigration process.

Canadian immigration has created a new record of its own by issuing more invitations to apply (ITAs) for permanent residence on a year-over-year basis. The Express Entry system has already achieved its annual target of 108,500 permanent residence nominations. Meanwhile, the Provincial Nominee Program (PNP) continues to nominate a high number of immigrants.

Among the nominated immigrants, a more domestic pool of temporary workers and international graduates are being favoured for permanent residency. However, with the opening up of its borders for international travel and foreign travellers, we may soon see more individuals from overseas enter Canada to study, work or settle permanently.

Canada Opens 8 More Airports To Welcome International Flights

In a bid to welcome more foreign travellers in the post-pandemic era, Canada is opening eight more airports for international flights. The selected regional airports will resume normal operations to international flights from November 30.

The eight airports that are reopening include:

St. John’s International
John C. Munro Hamilton International
Region of Waterloo International
Regina International
Saskatoon John G. Diefenbaker International
Kelowna International
Abbotsford International
Victoria International

Some major airports in Canada are already open for international travel since the first phase of travel relaxations.

“This measure will help ensure that travellers are able to access more regional airports for their international travels this winter while continuing to support the Government of Canada’s measured approach to re-opening our border,” said Transport Minister Omar Alghabra in a recent media release.

Things to Note Before Travelling to Canada

Canada is allowing fully vaccinated tourists from all over the world to travel to the country. As of November 3, 2021, Canada is open to fully vaccinated international travellers.

Fully vaccinated travellers are those who need to have received two doses of either the Pfizer vaccine, the Moderna vaccine or the AstraZeneca vaccine, or one dose of the Janssen vaccine. Currently, Canada has not approved any other vaccine that may have been in use elsewhere in the world.

Prospective travellers to Canada may still need to follow certain guidelines before they could land in Canada.

Foremost, Travellers coming to Canada are required to be fully vaccinated at least 14 days prior to their landing in Canada. All the required personal & travel documents must be submitted through the ArriveCAN mobile or web application.

Travellers are exempted from quarantine, however, may still be expected to prepare a quarantine plan, if selected at random by the border patrol. Unvaccinated individuals under 12 years old will be allowed to enter Canada without needing to quarantine if their parent or guardian is fully vaccinated and is accompanying them.

Quebec To Invite Upto 52,500 New Immigrants in 2022

Quebec released its new immigration levels plan for 2022 on October 28.

It is said that the province will invite up to 52,500 new immigrants in 2022. Additionally, 18,000 admissions will be considered that were left out by the federal government in 2020 due to the COVID-19 pandemic. In actuality, Quebec could admit more than 70,000 newcomers in 2022.

Quebec is the only Canadian province to set its own admission levels target, following a special immigration agreement signed between the federal government and the province in 1991.

The new immigration levels plan presented by the Quebec Immigration Department indicated the number of new permanent residents the province intends to admit, as well as the categories in which it will admit them.

Quebec has returned to the target of welcoming over 50,000 immigrants in 2022 after four years of cutting immigration by 20 per cent.

The province’s current governing party, the Coalition Avenir Québec (CAQ) has kept its promise of increasing the immigration target. It is also focusing on the integration and francization of new permanent residents.

About 65 per cent will Arrive through Economic Immigration Program

Quebec had also announced that most of the new admissions in 2022 will come through the province’s economic immigration programs, including the Quebec Skilled Worker Program (QSWP) and the Québec experience program (PEQ).

About 65 per cent of the total target, which is about 33,900, would represent the economic category of immigrants. In this category, the province expects to welcome up to:

28,800 skilled workers and
4,300 business immigrants, including investors, entrepreneurs, and the self-employed.

The rest of the remaining 18,600 new permanent residents are expected to arrive through family reunification and other immigration programs.

Statistics Canada notes that Quebec is seeing among the highest increases in job vacancies in the country. With an increased annual immigration target in 2022, now can be a good time to plan for your Canadian immigration.
