Engineering technologists no longer need Canadian experience in Alberta

The requirement for Canadian education and work experience has been abolished for engineering technologists and technicians in Alberta. The move by the Association of Science & Engineering Technology Professionals of Alberta (ASET), the industry regulator for engineering technologists and technicians in Alberta, has made it easier for foreign engineering technologists and technicians to become certified in the province. As both Canadian and overseas education/experience will be treated equally, they need not possess Canadian education or work experience to quality. So they can find a job in the province without much delay.

The jobs of engineering technologists and technicians come under National Occupation Classification (NOC) 2232 and are different from engineering occupations. Alberta still demands some level of Canadian work experience for engineering occupations.  Data from Statistics Canada shows that in Canada, only half of the immigrants with an Engineering degree are able to build a career in their area of expertise. 153 invites issued in February 20 PEI PNP Expression of Interest draw

In the latest PEI PNP Expression of Interest draw held on February 20, a total of 153 candidates received invitations to apply for provincial nomination. The invitations were issued to candidates belonging to Express Entry, Labour Impact and Business Impact categories of Prince Edward Island Provincial Nominee Program (PEI PNP). Of the total 153 invitations issued in the draw, 143 went to Express Entry and Labour Impact category candidates. The remaining 10 invitations were issued to Business Impact category candidates.

PEI PNP Express Entry category

The PEI PNP’s Express Entry category is aligned to the federal Express Entry system. The first step for an Express Entry candidate to be considered for provincial nomination from Prince Edward Island is to submit an Expression of Interest profile to the PEI PNP. Each of these profiles is assessed and awarded a score based on the unique points   grid of the PEI PNP. The highest scoring candidates are invited to apply for a provincial nomination in the PEI PNP Expression of Interest draws. The candidates who successfully obtain a provincial nomination from PEI PNP will also receive 600 additional CRS score points that guarantee them an Invitation to Apply for permanent residence in Canada in the subsequent federal Express Entry draw.

PEI Labour Impact Category

The Labour Impact category allows candidates with a valid job offer from a PEI employer to apply for a provincial nomination with the support of their employer. Under this category too, the candidates need to submit an Expression of Interest first.

The PEI PNP authorities have not revealed a breakdown of invitations issued to Express Entry and Labour Impact category candidates. The minimum EoI score of selected candidates in each category has not also been revealed.

PEI Business Impact category

The latest PEI PNP Expression of Interest draw invited 10 Business Impact category candidates through the Work Permit Stream. The candidates were required to score a minimum EoI score of 122. The Work Permit Stream is exclusively for foreign entrepreneurs who wish to own and operate a business in PEI.

General Skilled Migration (GSM)

Skilled Independent visa (subclass 189)

The benefits enjoyed by the holders of subclass 189 visa include the right to permanently stay, work and study anywhere in Australia. They can also enroll in Medicare, sponsor their relatives and travel to and from Australia for five years. Later, they may apply for Australian citizenship as well.  Almost 90% of applications for Subclass 189 visa are processed within 20 months and 75% of applications only take maximum 12 months to complete the processing.

Skilled Nominated visa (subclass 190)

The candidate must possess work experience in an eligible occupation and undergo a skills assessment in order to become eligible to obtain this permanent visa. They also need to obtain an invitation to apply for this visa and score enough points. The holders can live permanently and work or study anywhere in Australia, enroll in Medicare, sponsor their relatives and travel to and from Australia for five years. Later they may also apply for Australian citizenship. 90% of applications for this visa are processed within 10 months while 75% of applications have completed processing within 9 months.

Skilled Regional (Provisional) visa (subclass 489)

Skilled workers who wish to live and work in regional Australia may apply for Subclass 489 visa and they may also apply for the Skilled Regional (Permanent) visa (subclass 887) later. The following are the three major pathways under Subclass 489 visa are:

  • Invited Pathway
  • Extended Stay Pathway
  • Subsequent Entry Pathway

Under the Extended stay pathway of subclass 489 visa allows the holders to stay in Australia for four years. But they are required to stay in the specified region.The Subsequent Entry pathway to allows the holders to live, work and study in a specified region of Australia. 23 candidates in the latest Arrima draw held on January 16

In the latest Arrima draw held on January 16, the details of which were released recently, 23 candidates of Quebec’s Regular Skilled Worker Program were invited to apply for Quebec Selection Certificate (CSQ). The candidates invited in the draw are among the 16000 applicants, whose earlier applications had been quashed as part of the immigration reforms introduced by Quebec in June 2019, which are known as Bill 9. k Earlier draws too have given priority to these candidates. But Quebec Government had earlier informed that these candidates will enjoy priority in draws only till January 16, 2020. So the latest draw is assumed to be the last draw where such candidates are prioritized.

The candidates invited in the latest Arrima draw had also submitted Expressions of Interest to MIFI before December 17, 2019. They were also supposed to have held a temporary resident status or a work/study permit in Quebec at the time of application.

Quebec Immigration Assessment

The Arrima system, which is the Expression of Interest system for Quebec Regular Skilled Worker Program, was introduced in 2018 replacing the “first come, first served” system that existed earlier. The first step for candidates who wish to settle in Quebec through the Regular Skilled Worker Program is to submit an Expression of Interest (EoI) through Arrima. Then each of these EoI profiles are assessed and ranked on the basis of a few eligibility factors. The highest scoring candidates receive invitations from Quebec to apply for a Quebec selection certificate. The candidates who are invited may submit the application for CSQ within six months. With a CSQ, they may apply for permanent residence in Canada with the immigration ministry of Canada.

Canada invites 4500 candidates in largest Express Entry draw ever

In the largest Express Entry draw ever held on February 19, a total of 4500 candidates received invitations to apply for permanent residence in Canada from the Immigration, Refugees and Citizenship Canada (IRCC). Compared to the previous draw held on February 5, the draw has issued 1000 more invitations. The Comprehensive Ranking System (CRS) cut-off score has also come down from 472 to 470 in the latest Express Entry draw. Tie-break rule was applied in the February 19 Express Entry draw and priority was given to candidates who had submitted their Express Entry profiles before January 13, 2020 at 10:52:52 UTC.

Every year, thousands of immigrants from different parts of the world move to Canada permanently through Canada Express Entry. As per the three-year Immigration Levels Plan of Canada for 2019-2021, Canada will be admitting around 90,000 through Express Entry alone.

The first step for a candidate to migrate to Canada through Express Entry is to create an Express Entry profile. To enter the Express Entry pool, the candidate must prove their eligibility under one of the three federal economic immigration programs, which are Federal Skilled Worker Class, Canadian Experience Class, or Federal Skilled Trades Class. The Express Entry candidates, who have received provincial nomination through one of the streams/categories aligned to the federal Express Entry system, will have 600 additional CRS score points added to their total score. So they surely receive an invitation from IRCC to apply for Canada PR in the subsequent Express Entry draw.

Australia Skill Select January 2020 round sets expectations high for coming year

In the first Australia Skill Select round of 2020 held in January, the Department of Home Affairs issued 1300 skilled visa invitations. In the opinion of Australian immigration experts, this is a great start and gives a positive sign for those who are eagerly waiting to obtain their Australian visa. The experts predict that the Department would issue the same number of invites every month this program year.

For the current program year, Australia has set a target of 16652. Of this, around 4000 have been set aside for New Zealand citizens and 12652 seats are remaining. So far, the Department has issued 5000 invites and 30 per cent of the invitees have secondary applicants.

Of the total 1300 invites issued in January 2020 Skill Select round, 1000 invitations were issued to candidates from Skilled-Independent (189) visa streams and 300 invites to 491 family-sponsored streams. Among the Skilled-Independent (189) visa applicants who received invitations, the score of 646 candidates was 90 points, while 285 applicants had 95 points and around 70 applicants had more than 100 points. Immigration experts predict that if this trend continues, points cut off are likely to come down by almost five points, especially with non-pro-rata occupations.

The increase in the number of invitations in January 2020 is preceded by a slowdown of almost two months and this has made immigration aspirants hopeful. Besides, the round also had a high number of 491 family-sponsored invitees.

IT occupations are most in-demand

In the January 2020 invitation round, the highest number of invites was issued to Software and Application Programmers, a total of 298 invitations across 189 and 491 visa programs. Database and Systems Administrators and ICT Security Specialists with 121 invitations and ICT Business and Systems Analysts with 93 invitations are the other IT occupations that have received the highest number of invites.

Other than IT professionals, accountants and Civil Engineering professionals have also received a high number of invites.

CFIB report demands better options for low-skilled labourers to obtain Canada PR

The small business owners in Canada are struggling to find suitable candidates to fill their vacancies, especially those which demand low-skilled labourers, observes a recent report released by the Canadian Federation of Independent Business (CFIB). As a solution to this crisis, small business owners are demanding necessary changes to the Canada immigration system, according to the report.

In the report, the small business owners of Canada point out the mismatch of jobs they need to fill and the skill level of foreign workers who come to the country through Canada Immigration system as the major reason for the labour crisis they face. For them, it is especially difficult to fill the jobs that demand education qualification of a college diploma or apprenticeship for the candidates. It is equally difficult to find a suitable candidate for job vacancies that require a high school diploma or on the job training. But the minimum education qualification of majority of immigrant workers who come to Canada through the country’s immigration system is a university degree. So the small business owners want the Canada immigration authorities to ensure that the skills of new immigrants match with the skill levels needed by employers of all sizes including skilled traded, lower skilled and entry level occupations.

Manitoba issues another 242 invites in second EoI draw in two weeks

In the second Manitoba Expression of Interest draw held after a gap of just two weeks, Manitoba invited 242 candidates to apply for provincial nomination. The draw held on February 13 invited candidates belonging to the following immigration categories under Manitoba Provincial Nominee Program (MPNP):

  • Skilled Workers in Manitoba: 182
  • Skilled Workers Overseas: 27
  • International Education Stream: 33

Of the total 242 invitations issued, 15 went to Express Entry candidates.

Manitoba Express Entry

For an Express Entry candidate to be considered for a provincial nomination from Manitoba, they must first submit an Expression of Interest to the Manitoba Provincial Nominee Program (MPNP). They also need to demonstrate work experience in one of the in-demand occupations of Manitoba and meet other requirements.

The Express Entry candidates who receive a provincial nomination from Manitoba will have 600 additional Comprehensive Ranking System (CRS) score points added to their total CRS score. It guarantees them an Invitation to Apply for permanent residence in Canada in the subsequent federal Express Entry draw.

Manitoba Expression of Interest

The candidates who wish to be nominated by Manitoba under the Skilled Workers in Manitoba or the Skilled Workers Overseas categories must submit an Expression of Interest to the MPNP. Each of these Expression of Interest profiles are awarded a score out of 1000 based on various eligibility factors including age, education, work experience, language proficiency, previous connections to the province etc. In the Manitoba Expression of Interest draws, the province invites candidates with the highest scores to apply for nomination. In the latest draw, Skilled Workers in Manitoba were required score at least 525 and Skilled Workers Overseas candidates were required score minimum 611 points to be selected.

The Skilled Worker Overseas category allows Manitoba to nominate foreign workers who are capable of supporting Manitoba’s labour market for Canada PR. To be eligible, candidates must have a previous connection to Manitoba in the form of close family members or friends residing in the province, previous education or work experience here or an invitation received through one of the Strategic Recruitment Initiatives of Manitoba. Candidates need not be present in Manitoba at the time of submitting the application. All the Skilled Worker Overseas category candidates who received invites in the latest draw had been invited directly under a Strategic Recruitment Initiative.

To be eligible under the Skilled Workers in the Manitoba category, the candidate must be working in Manitoba at the time of submitting the application. They must also have a full-time, permanent job offer from their employer and meet other eligibility requirements.

Graduates with in-demand skills are invited by Manitoba to apply for provincial nomination through the International Education Stream.

Ontario Human Capital Priorities draw invites 486 EE candidates

The Ontario Human Capital Priorities (HCP) Stream draw held on February 13 invited 486 Express Entry candidates to apply for provincial nomination. The draw targeted candidates with work experience in 10 different skilled occupations or National Occupation Classifications (NOCs). The Comprehensive Ranking System (CRS) score of the selected candidates ranged between 467 and 471.

Those who have received invitations, also called Notifications of Interest, from the Ontario Immigrant Nominee Program (OINP) in the February 13 draw have 45 days to submit the application for provincial nomination. The applications submitted after that will not be entertained.

The latest Human Capital Priorities Stream draw, candidates with work experience in any one of the following occupations received invitations:

  • Financial managers(NOC 0111)
  • Other administrative services managers(NOC 0114)
  • Advertising, marketing and public relations managers(NOC 0124)
  • Corporate sales managers(NOC 0601)
  • Retail and wholesale trade managers(NOC 0621)
  • Managers in customer and personal services, n.e.c. (NOC 0651)
  • Financial auditors and accountants(NOC 1111)
  • Other financial officers(NOC 1114)
  • Professional occupations in business management consulting (NOC 1122)
  • Registered nurses and registered psychiatric nurses(NOC 3012)

If the invited candidates successfully apply for and obtain a provincial nomination from Ontario, they will receive an additional 600 Comprehensive Ranking System score points, which guarantee them an invitation to apply for permanent residence in the subsequent federal Express Entry draw.

New Brunswick to hold information sessions for nurses in the UAE

The Canadian province of New Brunswick will be conducting information sessions on immigration for nurses and their families. The sessions, which will be conducted in Abu Dhabi and Dubai, will help nurses and their families learn more about the province’s economic immigration programs and the professional pathways to move to New Brunswick.

Interested nurses will have to register online in order to attend these sessions. They need to furnish details regarding their professional experience and work experience of their spouses in the registration form and upload necessary documents.

New Brunswick plans to increase immigration limit to 10000 per year by 2027

The Atlantic Canada province of New Brunswick is planning to increase the number of new permanent residents it admits to a maximum of 10000 by 2027. In 2019, the total number of permanent residents welcomed by the province, till November, was 5660. In the previous year(2018), the number was 4610. New Brunswick wants to continue increasing these numbers and attain the target of 10000 per year by 2027.

Immigration is the cornerstone of the plan for boosting New Brunswick’s economy, which was laid out by the province’s Premier Blaine Higgs in his recent State of the Province Address. By increasing the immigration levels, the province wants to bring down its dependency on incentives, expand the tax base, reach one million population and lower the median age. According to the Premier, New Brunswick would become a natural magnet of investment by ensuring the right infrastructure, tax and policy investment.

The new immigration policy of New Brunswick also aims to improve the credential recognition of newcomers. As part of its efforts to improve the retention rates of newcomers, the province will make it easier for them to find a new job or start a new business.

When it comes to the pathways for admitting new immigrants, New Brunswick does not depend much on the federal Express Entry system. Canada exceeded its immigration intake target in 2019, set another record

Canada admitted a total of 341000 immigrants from various countries in 2019, which is a new record. The number of immigrants admitted by Canada exceeded the target which had been set for the year as per the Immigration Levels Plan for 2019-2021 by more than 10000. This is the fifth time in the whole immigration history of Canada that the country is welcoming more than 300000 immigrants in a single year.  Around 58 percent of the total number of immigrants admitted in 2019 obtained Canada PR through the economic class immigration programs while 27 percent arrived in Canada through family sponsorship programs. Canada welcomed the rest of the immigrants through refugee programs.

In 2019, Indians constituted almost 25 percent of the total people migrated to Canada. With a total of 86000 Indians making Canada their permanent home, India continues to remain the main source country for Canada immigration. The Chinese came second and their percentage share was around 9 percent. The Philippines was the third major source country with 8 percent of the total number of Canada immigrants hailing from the country. The other major source countries were Nigeria, USA, Pakistan, Syria, Eritrea, South Korea and Iran.

In 2019, almost 45 percent of the newcomers chose to settle in Ontario. It is two percentage points higher compared to the previous year. Quebec slashing its immigration intake by 20 percent in 2019 is pointed out as a reason for the increased preference for Ontario. British Columbia is the second most preferred destination for immigrants and it welcomed 50,000 immigrants in 2019. Alberta came third, followed by Quebec. The other major provinces that witnessed a significant increase in immigration intake are Manitoba, Nova Scotia and New Brunswick and the territory of Yukon.

Canadian cities attract more immigrants

One in every three newcomers who moved to Canada in 2019 preferred to settle in the Greater Toronto Area(GTA) of Ontario. GTA attracted more immigrants (118,000 in total) than all immigrants settled in the Atlantic provinces, Quebec, Manitoba, Saskatchewan and the territories of Canada combined together. Vancouver was the second leading city, which welcomed 40,000 immigrants. In the third place was Montreal (35,000), followed by Calgary (around 20,000). Around 62 percent of the newcomers to Canada settled in the four largest cities of Canada–Toronto, Montreal, Vancouver, and Calgary.

As per the Immigration Levels Plan of Canada for 2019-2021, the immigration target for the year 2020 is 341000.
