Canada commits high immigration levels as Express Entry issues 4200 ITAs for Canada PR

The month of September began on a positive note with the Immigration, Refugee and Citizenship Canada (IRCC) conducting its all-program Express Entry draw for issuing permanent residence to foreign skilled workers. . 

An all-program draw takes into account the entire pool of candidates registered under the federal Express Entry system. It includes various profiles qualifying for any one of the three federal immigration programs – Federal Skilled Workers Program (FSWP), Canadian Experience Class (CEC), Federal Skilled Trades Program (FSTP), apart from the candidates with a provincial nomination.

Ever since the lockdown was imposed from March 18, IRCC had held specific Express Entry draws targeting candidates either with provincial nominations or canadian work experience.  The 162nd Express Entry draw is also noteworthy because it considered candidates belonging to the FSWP category. 

September 02nd draw is only the third draw since March that considered foreign skilled workers who had not previously lived or worked in Canada, i.e. FSWP category, to apply for permanent residence

Increase in Overall Draw Size

IRCC issued 4,200 invitations to apply (ITAs) for Canadian permanent residence in the latest Express Entry draw. This shows an increase of humble 300 ITAs over previous Express Entry draws in 2020. 

Earlier in the month of February, IRCC had conducted the largest ever Express Entry draw with 4500 ITAs for Canada PR. 

Decrease in qualifying CRS by 1 point

Any profile to be registered in the Express Entry pool is assessed and ranked on a Comprehensive Ranking System (CRS) that considers core human capital factors like age, work experience, education and skills in English or French. 

Following the declining trend in the CRS cut-off score, the latest draw required candidates to have their CRS scores above 475 for selection. This is a decrease of 1 point from the previously held all-program draw

Often there arises a situation where candidates end up having the same CRS score. Here is where IRCC uses its tie-break rule to rank a particular candidate higher. The timestamp used in the latest draw was September 2, 2020, at 14:17:32  UTC. 

This meant that all candidates with a CRS score above 475 before the selected date and time were eligible to receive an ITA in this invitation round.

Express Entry Draws in 2020

This is just the 29th draw of 2020 and the overall tally of ITAs issued has almost touched the 70k mark. The exact count of 69,950 ITAs issued thus far in 2020 is a new record in itself since the start of Express Entry draws in 2015.

Manitoba crosses the landmark 3000 ITAs for Canada PR in 2020 with its latest PNP draw

Affirming to the resolution of the Canada Immigration system to sustain a higher immigration level, Manitoba Provincial Nominee Program (MPNP) invited 213 skilled workers and international graduates to apply for provincial nominations. 

Getting a provincial nomination effectively provides a direct means of obtaining a permanent residence via Express Entry. The latest draw held August 28 issued invitations, also known as Letters of Advice to Apply (LAAs) under three immigration streams- Skilled Workers in Manitoba, Skilled Workers Overseas, and International Education Stream apart from Express Entry pool.

About Manitoba EOI system

Candidates wanting to apply under the Skilled Workers in Manitoba and Skilled Workers Overseas streams need to register an Expression of Interest with the MPNP. Such profiles are scored and ranked out of 1,000 points based on factors like English or French language proficiency, education, work experience, provincial connections. 

August 28 draw required selected candidates to have a minimum Expression of Interest (EOI) score as follows:

About Manitoba Provincial Nominee Program

Skilled workers living overseas need to establish a prior connection to Manitoba to qualify for Skilled Workers Overseas Category. Such a connection could be demonstrated through close family ties or friends in the province, previous experience in Manitoba, or an invitation under one of the MPNP’s Strategic Recruitment Initiatives. 

Whereas skilled workers already in Manitoba can also receive provincial nominations for Canada PR provided they have a full-time permanent job offer from a local employer. 

Third popular category is for International students. Such candidates are recent graduates from any Manitoba institution and are seeking provincial nominations. 

23 candidates registered in the federal Express Entry pool were also included among the 213 LAAs issued for Canada PR. The federal pool consists of profiles based on a Comprehensive Ranking System (CRS) that considers core human capital factors like age, education, work experience, and language proficiency. 

These 23 candidates who received provincial nominations are awarded an additional 600 CRS points and scored on the basis of maximum 1200 points. Additionally, Manitoba issues Express Entry ID and provides a job seeker validation code for these candidates. This will effectively guarantee a permanent residence in Canada.

Manitoba held its 97th draw since its launch in 2014. With it, Manitoba reached a landmark issuance of 3,299 LAAs for Canada PR in 2020 alone. This is to suggest the growing popularity of PNP nominations among future immigrants to Canada.

August Week-in-Review: Canada Immigration Highlights between 24 August – 29 August

Here is a quick overview of how well the scenes at Canadian Immigration went by in the last one week. From the new Provincial Nominee Program draws to Immigration sentiment survey, your prospect of a pathway to permanent residency is bright.   

Provincial Nomination Program draws

It seemed like Ontario’s week as the province held back-to-back nomination draws for skilled workers and entrepreneurs. Each draw conducted under Human Capital Priorities Stream and Entrepreneur Stream issued a total of 724 Invitations to Apply (ITAs) for permanent residence.

All candidates require to be evaluated under the province’s Expression of Interest system. A total of 21 candidates qualified for entrepreneur stream had EOI scores ranging between 144 and 200 whereas 703 Express Entry candidates had a varying EOI score from 466 to 475. Foreign skilled workers with occupation in Finance, Health and Business Management secure the latest provincial nominations. 

Foreign Tech Workers are experiencing increased demands in Canada and British Columbia is fulfilling its demand through its Tech Pilot program by conducting four draws in August alone. It resulted in inviting 863 candidates to apply for a provincial nomination. In order for skilled workers and international graduates to get provincial nominations under the BC PNP Tech Pilot, they are required to have a valid job offer of at least 12 months in one of the Tech Pilot’s eligible occupations. 

The latest Tech pilot from BC PNP issued 72 nominations for those candidates with job offers and within 29 eligible occupations. The selected candidates under Express Entry and Skills Immigration streams had a minimum provincial score of 80. 

Saskatchewan Immigrant Nominee Program (SINP) issued 570 invitations to foreign skilled workers qualifying for one of 50 occupations and an EOI score 68 including those without a federal Express Entry profile. In 2020 alone, the SINP has nominated 3,256 immigration candidates for Canada PR. 

Meanwhile, Prince Edward Island held its largest PNP draw ever last week. It invited 305 candidates under all streams- Express Entry, Labour Impact, and Business Impact. 

 

Interest in immigration increased during pandemic 

An interesting finding from the recent survey conducted by the World Education Services (WES) revealed that many respondents are actively seeking to immigrate to Canada amidst the pandemic. They believe that economic opportunities in Canada are more sustainable than in their home countries. 

Following this popular belief, the Immigration, Refugee and the Citizenship (IRCC) have maintained regular conduct of nomination draws to apply for Canada PR. In fact, more number of ITAs were issued through Express Entry nominations now than any other period. Even active provincial programs from Ontario, British Columbia, Saskatchewan, Prince Edward Island, Manitoba held the spirits of Canadian immigration high during the ongoing travel restrictions.

The survey further added that the overall stance of the federal government and Canada citizens has been quite liberal & receptive to increasing levels of immigration. Canada is accepting immigrants amid the extension of travel restrictions

The ongoing travel restrictions on incoming foreign travellers and mandatory quarantine requirements on the exempted category have been extended for another 30 days. It was announced in the view of slowing down the spread of coronavirus infection and averting a threat to public health. 

Extending it until September 30, this is Canada’s third extension of the travel ban that was originally put in place from March 18 to June 30. The exempted category are allowed to travel to Canada but such individuals are required to observe a mandatory self-isolation period of 14 days.

  • Canadian citizens;
  • Permanent residents;
  • Immediate family members of Canadian citizens and Permanent Residents.

Interest in moving to Canada increases amid pandemic

IRCC held regular nomination draws even during the ongoing restrictions. In the month of August alone, four Express Entry draws were held. Candidates qualifying from every federal program like the Federal Skilled Worker Program, the Federal Skilled Trades Program, and the Canadian Experience Class were invited to apply for permanent residence

 

Regular conduct of individual Provincial Nominee Programs (PNPs) by the provinces of Ontario, British Columbia, Saskatchewan, Prince Edward Island, Manitoba kept the Canadian immigration scene active. In fact, Prince Edward Island held its largest nomination draw ever this month. Ontario & British Columbia also held Tech-specific draws.

PEI PNP issued 305 nominations in all streams

In what has almost become a weekly constant, several Provincial Nominee Programs (PNPs) are actively inviting eligible candidates to apply for permanent residence in Canada. One such PNP by Prince Edward Island (PEI) held one of its largest nomination draws on August 20. 

 

August 20 provincial draws resulted in issuing 305 invitations in all streams including candidates under Express Entry, Labour Impact and Business Impact category. According to provincial sources, all the invited candidates were currently living and working in Prince Edward Island. Only those who had filed their Expression of Interest (EOI) profiles before June 2020 were found to be eligible for consideration in this draw. However, it is not to suggest that any candidate not living and working in the province cannot be considered for a provincial nomination.

PEI Express Entry & Labour Impact Category

The federal Express Entry is an application management system to maintain a candidate pool. Such applications are considered for Canada PR under any one of the three federal immigration programs – Federal Skilled Worker Program, Canada Experience Class and Federal Skills Trades. In addition, any PNP with a dedicated Express Entry stream can nominate interested candidates registered in the pool. 

Interested candidates can create an Expression of Interest (EOI) profile with PEI PNP after creating an Express Entry profile. This would enable themselves to be considered for a provincial nomination. 

The EOI profile is evaluated and scored based on six selection factors: age, language proficiency, education, work experience, employment, and adaptability for a maximum of 100 points. 

From here on, a successful provincial nomination gives Express Entry profiles an additional 600 points towards their overall Comprehensive Ranking System score. This will effectively guarantee their permanent residency in a subsequent Express Entry draw. 

While Express Entry is mostly limited to Skilled Workers with work experience, the Labour Impact Category includes Critical Worker, International Graduate. In order to be considered under the Labour Impact Category, candidates must need a valid job offer in PEI, and their employer support. 

Among the nominated 305 candidates, about 277 candidates were chosen under the Express Entry & Labour Impact category. Further, the province failed to provide category-wise breakdown as well the required CRS score for qualification.

Business Impact Category

Business entrepreneurs who wish to run and operate a business in PEI are whole heartily welcomed. These invitations are issued under the Work Permit Stream of the province. 

Candidates willing to qualify under the Business Impact Category are evaluated on six selection factors like Age, Language, Education, Business Ownership or Senior Management Experience, Community Endorsement and Adaptability for a maximum of 200 points. 

The latest nomination draw invited 28 candidates through the Business Impact Category. They were required to have a minimum EOI score of 112. 

 

 

August 20 PEI PNP is also its largest nomination draw ever.

In what is said to be one of the largest Provincial Nominee Program (PNP) since Canada shut its borders in March, the Ontario Immigrant Nominee Program (OINP) invited 703 candidates registered in the Express Entry pool to apply for a provincial nomination.

Since nominated candidates were registered in the Express Entry pool, they are subjected to be awarded an additional 600 points under a Comprehensive Ranking System (CRS). Subsequently, an Invitation to Apply (ITA) for permanent residence in upcoming Express Entry draws is guaranteed.

How to get a provincial nomination from Ontario? 

OINP’s Human Capital Priorities Stream is the best chance for any foreign skilled worker with at least one year of work experience to get a provincial nomination. The work experience can be gained in Canada or even in one’s home country and it must be in a full-time job experience. 

Usually, International students who graduate from any Canadian institution and later gain over one year of work experience on a Post-Graduation Work Permit register themselves under Express Entry system qualify for Canadian Experience Class (CEC). Economic Recovery in Canada means brighter prospects for Immigration

Canada is one of the few countries that is recording a faster economic recovery since the coronavirus pandemic was first declared in March. 

Good news is that nearly 55% of jobs lost due to worldwide travel restrictions have been recovered as of June. The latest Canada Jobs Labour Force Survey shows a rise in employment by 418500 in the month of July while the unemployment rate dropped to 10. 9%. Two Program-specific Express Entry draw for Canada PR:

The Immigration, Refugees, and Citizenship Canada (IRCC) held an exclusive PNP-draw where candidates with provincial nominations were issued ITAs for Canada PR. The 160th Express Entry draw issued 600 ITAs to candidates with minimum CRS score of 771. Following the trend set during the lockdown, IRCC held another exclusive CEC-draw the next day, inviting candidates with prior work experience to apply for permanent residency. The 161st Express Entry draw issued a staggering 3,300 ITAs to eligible candidates with qualifying CRS score of 454. 

British Columbia issued over 6,000 nominations in 2020 

The Canadian province of British Columbia targeted 302 candidates belonging to Skilled Workers and International Graduates class. Such candidates were nominated from profiles registered in the province’s Skills Immigration Registration System (SIRS) as well as the federal Express Entry pool. The minimum score requirements in the latest BC PNP draws ranged between 76 and 98, the highest for International Graduates under both streams: Express Entry and Skills Immigration.

Canada continues to holding a CEC-specific Express Entry draw after a PNP draw

On the predicted lines, the Immigration, Refugees, and Citizenship Canada (IRCC) conducted the second Express Entry draw in two days with an exuberant draw size of 3,300 invitations for Canada PR

The 161st draw held yesterday selected 3,300 candidates with prior work experience in Canada from the Express Entry pool. The Express Entry pool consists of applications qualifying for three immigration programs- the Federal Skilled Worker Program (FSWP), the Canadian Experience Class (CEC), and the Federal Skills Trades Program (FSTP). Each application is evaluated based on a Comprehensive Ranking System (CRS). A CRS score is dependent on mainly human capital factors like age, work experience, education, language proficiency in English or French. The highest-ranking candidates above a minimum qualifying score which is uniquely determined in each draw receive ITAs for permanent residency.

August 20 CEC-specific draw invited 3,300 candidates having a cut-off CRS score of 454. The increase of nine points over the previously held CEC-specific draw is attributed to more candidates being entered into the pool over the past month after the all-program draw on August 5

More often, candidates end-up with same CRS score and this confusion is avoided by using a tie-break rule. The tie-breaking rule for August 20 draw recorded timestamp of July 27, 2020, at 11:10:05 UTC. This meant that candidates having a CRS score of 454 and above were considered for issuing ITAs if their profile was submitted before the said due date and time.

Program-specific Express Entry draws held in 2020

In order to qualify for the PNP-specific draws, candidates must have already held a provincial nomination from any Canadian province running their own Provincial Nominee Program (PNP). Additionally, IRCC conducts specific nomination draws for Federal Skills Trades candidates. Such draws target semi-skilled workers having low CRS score and usually do not qualify for other draws.

All-program Express Entry draws held in 2020

All-program Express Entry was a regularity before the current pandemic situation. Although IRCC resumed its popular all-program Express Entry draws after a gap of four months, the frequency of program-specific draws has increased sharply. All-program draws meant that skilled workers without a job offer have a fair chance to apply for Canada PR.

Exclusive PNP-specific Express Entry: 600 invitations to apply for permanent residence on offer

Upholding the spirits of Canada Immigration, the Immigration, Refugees, and Citizenship Canada (IRCC) held this year’s 160th Express Entry draw. The focus in these nomination draws shifted to candidates who have already held a provincial nomination and registered in the Express Entry pool. 

A provincial nomination certificate is issued by Provincial Nominee Programs (PNPs) which is run independently by 13 provinces and territories in Canada. The unique federal-provincial-territorial arrangement allows these provinces and territories to nominate economic-class immigrants including skilled workers, entrepreneurs, student graduates. Such class of immigrants are selected based on eligibility criteria determined uniquely by different Provincial Nominee Programs.

August 19 PNP-specific draw selected 600 candidates with a provincial nomination and issued them invitations to apply (ITAs) for permanent residence in Canada. Such nominated candidates had a cut-off score of 771. This minimum qualifying Comprehensive Ranking System (CRS) score of 771 is 86-points higher than the previous PNP-specific draw held July 22. While the reason for a spike in CRS score is not revealed in the official press release, it could be partially due to a large number of candidates in the Express Entry pool.   

The Express Entry pool record applications of those candidates who had qualified for one of the three federal immigration programs- the Federal Skilled Workers Program (FSWP), the Federal Skills Trades Program (FSTP) and the Canadian Experience Class (CEC). Each registered profile in the Express Entry pool is assessed and evaluated according to a Comprehensive Ranking System. A CRS score is mainly based on factors such as age, education, work experience, proficiency in English/French. 

Additionally, each PNP has a dedicated immigration stream that allows them to issue provincial nominations to candidates registered in the Express Entry pool. This provincial nomination can fetch an addition of 600 points to the candidates’ overall CRS score, thereby, guaranteeing them a permanent residency in subsequent Express Entry draws. 

Often there occurs a situation where two or more candidates end up with same CRS score. In such cases, IRCC applies its tie-break rule in every draw to rank these candidates accordingly. The tie-break rule for this draw recorded the timestamp as July 24, 2020, at 11:29:33 UTC. Therefore, any candidate with a CRS score above 771 and have registered their profiles before the given due date and time is eligible to receive an ITA in this invitation round.

In order to qualify for the CEC program, candidates are required to have prior one-year work experience in Canada. Whereas those with a provincial nomination be will be considered for PNP-specific Express Entry draws such as the present draw.

All-program Express Entry draws held in 2020

IRCC resumed its popular all-program Express Entry draws after a gap of four months. It meant that candidates under the Federal Skilled Worker Program (FSWP) were also considered for Canada PR. As experienced from the earlier program-specific draws, such candidates did not receive ITAs from such draws. 

 

Candidates need not have a job offer to apply for Canada PR under the Express Entry. However, candidates having one may be awarded additional points under CRS.

The federal Express Entry program proved to be a game-changer since its inception in 2015. It has become the most prefered pathway for economic-class immigrants looking to obtain Canada PR. British Columbia crosses 6,000 nominations for Canada PR in 2020

In its third nomination draw in the month of August, British Columbia nominates 302 eligible candidates to apply for permanent residence. August 18 draw is a classic way of receiving a provincial nomination for obtaining permanent residency in Canada. In other words, close to 6,000 eligible applicants have already obtained Canada PR in 2020 through the B.C. provincial draws. 

As the case with other provincial nomination draws be, the latest British Columbia Provincial Nominee Program (BC PNP) draws targeted Skilled Workers and International Graduates under two immigration streams: Skills Immigration and Express Entry BC. 

The Skills Immigration (S.I.) caters to the aspirations of skilled and semi-skilled workers whose occupations are in high demand in the province. Any interested candidate for being considered for Canada PR through B.C. nominations must also be registered under the province’s Skills Immigration Registration System (SIRS). Similarly, the Express Entry BC (EEBC) stream is open for candidates who are already registered in the federal Express Entry pool.

Candidates registered under the Skills Immigration and BC Express Entry streams may also be considered for immigration under the BC PNP Tech Pilot. Such candidates will have to showcase their eligibility in one of the program’s 29 in-demand tech occupations. 

 

 

Tech Pilot candidates are not mandated to have a job offer unlike qualifying criteria for other immigration programs under the BC PNP. However, such candidates must demonstrate a work experience of at least one year in duration in one of the 29 in-demand tech occupations. Tech Pilot is expected to run until June 2021.
