Canada Express Entry: Biggest PNP Draw Ever for PR

Yet another Canada Express Entry draw targets PNP-only immigration candidates to apply for Canada PR. Immigration, Refugees, and Citizenship Canada (IRCC) held its seventh PNP-specific Canada Express Entry draw on December 10. It targeted only domestic temporary workers or skilled foreign workers with prior provincial nominations.

The 24th PNP-specific Canada Express Entry draw this year resulted in 1,032 invitations to apply for Canada PR. IRCC also lowered the Express Entry cut-off score to less than 700 points, only the second time this year.

Canada Express Entry draws have already resulted in 113,685 invitations to apply for Canada PR in 2021.

Express Entry draws for Canada PR reinvented itself right after the pandemic. IRCC is focussing on inviting temporary residents to apply for Canada PR. Such candidates either qualified under Canada Experience Class or under any one of the Provincial Nominee Programs.

All the invited candidates in Canada Express Entry PNP-draw have demonstrated their connection to a province or territory. It is through familial ties, work experience, or study experience in that province or territory. In order to qualify for the CEC program, temporary skilled workers or recent international graduates must have had at least one year of work experience in Canada.

History of Canada Express Entry Draws

Canada Express Entry has held only 38 PNP-only draws since its launch in 2015.

Generally, the draw size is limited to less than a thousand invitations to apply for Canada PR. However, this draw became an exception.

OVERVIEW OF 211th EXPRESS ENTRY DRAWS

Biggest Draw Size 1,032 invitations to apply for Canada PR. This is the biggest draw in the history of Canada Express Entry PNP-only draws.
Lower Express Entry Cut-off The minimum CRS score required was 698.

Adding 600 points to their base human capital score, candidates effectively required only 98 points to qualify.

Tie-break rule applied? IRCC applies the tie-break rule to avoid disputes in the rankings. This is particularly helpful in cases where two or more candidates end up with the same CRS score.

No tie-break rule was applied.

Off-late, IRCC is giving undue preference to PNP candidates. It is aiming to support and realize the immigration goals of the provinces and territories that otherwise would have failed.

Immigration aspirants choose Canada because of its direct permanent residence pathway. A PR invitation through the provincial nomination route is not a direct pathway, however, will secure your chances of Canada PR. It is through the addition of 600 points for provincial nomination towards their Express Entry profile CRS score.

Apply for Canada PR with Provincial Nomination

Any prospective candidate who seeks to obtain permanent residence in Canada must register on Canada Express Entry online portal.

All the registered profiles are then assessed and ranked based on a Comprehensive Ranking System (CRS).

Such profiles are evaluated on a total of 1200 points. Their human capital like

  • age,
  • education,
  • work experience outside Canada,
  • language proficiency in English/French,
  • spouse adaptability,
  • Canadian study experience, etc. are the metrics for evaluation purposes.
Pavithra is a working health professional with more than 6 years of experience. She entered the Express Entry pool with a CRS score of just 150 points. She had also submitted her profile to the Canadian province of Manitoba. 

Also, Pavithra never worked or studied in Canada. 

Pavithra was soon invited to apply for a provincial nomination. This made her CRS score rise to 750. This is sufficient to receive ITA in this Express Entry draw. 

It is also being discussed that IRCC is looking to clear previous Express Entry backlogs. This is being expedited to include fresh Canada PR applications under FSWP and CEC programs.

However, experts are of the view that the immigration levels in Canada will only increase in the coming years. Canada is aiming to admit more than 110,500 Express Entry candidates in 2022.

The analysis judged the top 15 business cities for the quality of life it offers to women pursuing their careers. The analysis report ranked the capital city of Ontario province number one. It assessed the city on the quality of life metrics for women pursuing their careers.

The analysis surveyed over 3,000 career-oriented women aged between 18 to 60 years. It asked questions relating to broader areas like safety, mobility, maternity, equality, and wealth.

Toronto came out on top, followed by other global cities like Sydney, Singapore, Paris, and London. This analysis is important for valuable insights into Canadian immigration and its push for gender equality.

Latest British Columbia PNP Draw Issues 318 Invitations to Apply for Canada Immigration

The British Columbia Provincial Nominee Program held a new set of provincial nomination draws on December 07. As a result, 318 new invitations to apply for Canada immigration were issued.

The eligible candidates include foreign workers and international students. They are already registered under the Skills Immigration (SI) and Express Entry BC (EEBC) provincial nominee program streams.

The provincial nominee program of British Columbia held two draws simultaneously on December 07: one general draw and another occupation-specific draw. This has been in practice since February this year.

The first general draw issued a total of 267 invitations to apply for Canada immigration.  Candidates with the minimum provincial scores between 71 and 100 points only received invitations. They include Skilled Workers, recent International Graduates or Entry Level and Semi-Skilled workers.

Active profiles in the federal Express Entry pool also received invitations to apply for Canada immigration under this Provincial Nominee Program draw.

The second specialist provincial draws targeted two in-demand occupations:

  • retail and wholesale trade managers (NOC 0621), and
  • restaurant and food service managers (NOC 0631)

About 51 invitees are eligible to apply for Canada immigration with scores of 103 and above.

The provincial nominee program’s Skills Immigration Registration System (SIRS) manages applications under the two skilled immigration programs. Registration and profile assessment based on education, work experience, and language skills form the core selection criteria.

Permanent Residency in Canada through Provincial Nominee Program

The “two-step migration” process is now the most preferable pathway for economic-class immigrants to apply for Canada immigration.

Eligible candidates may qualify for a temporary resident visa and gain work experience in Canada. Based on their Canadian work experience, they may apply for permanent residence either through the provincial nominee program or Canada Experience Class (CEC).

Recent statistics show that the share of those admitted within the provincial nominee program is at 46% and the share of those landing via CEC increased from 8% to 19%, since 2015.

The provincial nomination from British Columbia is valid for approximately six months from the date of confirmation.

During this time period, you can apply with IRCC under the Provincial Nominee Class and receive an invitation to apply for permanent residence through fortnightly Express Entry nomination draws. You may receive an additional 600 points under the Comprehensive Ranking System (CRS) of the Express Entry system.

In fact, the recent Express Entry draws targeted about 613 candidates with prior provincial nominations. All the invites had a minimum CRS score of 737. It meant that they required only 137 points to score on CRS to qualify. The remaining 600 points will be added automatically for receiving provincial nominations.

British Columbia has issued over 11,000 invitations to apply for Canada immigration. The province is only expectingto increase its intake levels next year.

Manitoba Issues 438 invitations to Apply for Canada PR via Provincial Nominee Program

The Canadian province of Manitoba held a new round of nomination draw on December 02. The Manitoba PNP draw issued a total of 438 Letters of Advice to Apply (LAAs) to eligible candidates. All the invited immigration applicants are now one step closer to applying for Canada PR via Provincial Nominee Program.

Summary of latest Manitoba PNP nomination draw:

  • Skilled Workers in Manitoba – 358 invitations with a minimum EOI score of 449;
  • Skilled Workers Overseas – 51 invitations with a minimum EOI score of 726; and
  • International Education Stream – 29 invitations with no EOI score requirement.
  • Additionally, about 71 invitations went to Express Entry candidates.

Manitoba invited eligible immigrants to apply through one of the following three Provincial Nominee Program (PNP) streams – Skilled Workers in Manitoba, International Education Stream, and Skilled Workers Overseas.

The province also picked eligible candidates directly from the federal pool, making them eligible for Canada PR Express Entry.

With an annual target of about 401,000 new immigrants for the next three years, the time is now ripe to start planning to apply for Canada PR via Provincial Nominee Program.

Manitoba Issued 10,437 Invitations to Apply for Canada PR via Provincial Nominee Program so far in 2021

Canada Added Record 154,000 jobs in November Yet Labor Shortage Persists

The latest employment data from Statistics Canada shows that the country added 154,000 jobs to the economy in the month of November, exceeding the predicted levels.

The new labor force data suggest that Canada is on its way to a full economic recovery. The gains pushed employment in Canada higher than pre-pandemic levels. It was combined with a drop in unemployment levels up to 6%. 

The rise in employment levels may have come due to the end of government COVID-19 financial assistance measures in late October, for instance, the Canadian Recovery Benefit for individuals. Analysts believe that it may have pushed people to return to work and accept job offers.

Labor Shortage in Healthcare, Hospitality & Retail Sectors

Data shows that hiring in November was driven by the private sector both in full-time and part-time positions. Even so, Canada is still experiencing labor shortages across sectors like hospitality, retail, and health care. 

RBC economist Nathan Janzen noted “exceptionally low” levels of workers in the service sectors, despite the surge in employment. She writes that employment in accommodation & food services edged up 5k from October but is still more than 200k below pre-shock levels. With the overall spending’s in Travel and hospitality is rebounding combined with a low unemployment rate, it is increasingly clear that there are not enough remaining unemployed workers out there to re-fill all of the remaining jobs any time soon.

Whether this opens up newer opportunities for Canadian immigration and jobs for foreign immigrants in the Travel and hospitality industry and in many other industries are yet to be determined.  

Another economist Laim Daly noted that the job growth is still not sufficient to address the significant labor shortages affecting several industries.

However, going by the current immigration policies and the intent of Immigration Minister Sean Fraser to be “very much open to” even higher levels to accommodate more foreign migrants in Canada is reassuring in planning for Canadian immigration in 2022. 

Canada is Open to Travel

Full-vaccinated travelers are allowed to enter Canada. 

Currently, Canada accepts the following vaccine manufacturers: AstraZeneca, Pfizer, Moderna, Janssen (Johnson & Johnson), and Bharat Biotech’s Covaxin. 

Such individuals are required to submit their proof of vaccination and travel documents to government officials through the ArriveCAN application, before arriving in Canada. These documents must be in French or English, otherwise, a certified translation copy is also accepted.

Year-End Review: Express Entry Nominations Favoured More CEC Candidates for Canada PR

Another successful year for Canadian Immigration is about to end.

The year 2021 will be recorded as the historic year for Canada Immigration as the world remained still skeptical about the free movement of human capital. 

As governments plot a path back to economic recovery, developed nations from Canada to Australia are trying to determine how to better regulate immigration. 

Border closures that still continue in Australia have made it from filling its land with immigrants to asking a million of them to leave during the pandemic. Their immigration policy is signaling a tilt towards welcoming more temporary skilled workers to meet their immediate economic demand. The promise of awarding permanent residency is quickly receding and many have been caught in a policy shift that saw the intake of skilled independent workers drastically reduced. Smaller countries like Singapore, UAE have their tiered visa systems to focus more on temporary migrants. 

But in contrast with Australia, Canada persuaded tens of thousands of temporary foreign workers to continue assisting local businesses, farms, and long-term care facilities by making it easier for them to get permanent resident status. Furthermore, Canada plans to increase immigration once the pandemic recedes.

In light of this, we thought it would be nice to discuss the new data realized by Immigration, Refugees, and Citizenship Canada (IRCC) that gives valuable insights into the number of permanent residence applications submitted and approved under Express Entry in 2021. 

IRCC Currently Prioritizing Express Entry Applications

IRCC data which was first reported and analyzed by CIC News shows that the CEC candidates accounted for nearly 85 percent of all finalized Express Entry applications this year. 

In absolute figures, IRCC issued COPRs to 108,860 CEC applicants in the first 10 months. Some 12,514 COPRs were issued to PNP candidates (about 10 percent of all COPRs issued to Express Entry candidates in 2021) 

While FSWP candidates only accounted for 6,795 COPRs this year (only 5 percent). It is about 9 times less than what it was prior to the pandemic.

Express Entry is the major pathway for awarding economic class skilled immigrants to apply for permanent residency even without a job offer or prior work experience in Canada. 

Eligible candidates are nominated to apply for Canada PR on the basis of their Comprehensive Ranking System (CRS) score. The score depends upon their core human capital such as age, education, language skills, and work experience. They get 60 days to apply for Canada PR after getting nominated. 

Upon approval of the application, a candidate receives a Confirmation of Permanent Residence (COPR). The landing process can entail a COPR holder that was residing in Canada as a temporary resident converting their legal status to permanent residence. It can also entail an individual arriving from abroad with their COPR to become a permanent resident.

Canada made innovative changes to its Express Entry policies amid the pandemic. Since the start of 2021, IRCC focussed more on transitioning existing temporary residents to permanent residence to give it a better shot of achieving its annual 401,000 immigrant targets. 

IRCC only invited Canadian Experience Class (CEC) and Provincial Nominee Program (PNP) candidates under Express Entry this year. Canada’s decision to invite only existing temporary residents for Canada PR is justified based on the following factors: 

  • About 90 percent of CEC candidates currently reside in Canada during the pandemic and they are less likely to face COVID-related disruptions. 
  • Inviting PNP candidates will help provinces across the country address their labor market needs.

This is a major departure from precedent since the Federal Skilled Worker Program (FSWP) accounted for nearly 45 percent of successful Express Entry candidates before the pandemic. FSWP candidates are those who may directly become eligible for Canadian Permanent Residency without a prior job offer or work experience. 

Earlier in February 2021, IRCC sprung a surprise draw inviting 27,332 CEC candidates to apply for permanent residence. The qualifying score fell down to just 75. This draw was almost six times larger than the previous record, and the cut-off score was nearly 400 points lower than what it usually was prior to the pandemic. 

Better Prospects for FSWP Express Entry Candidates in 2022

With a backlog of over 1.8 million permanent and temporary residence applications, IRCC is most likely to resume FSWP invitations after clearing backlogs. However, only under 100,000 backlogs are under Express Entry applications as of October 27. 

Assuming IRCC maintains its current pace, it will have processed all of the 48,000 CEC applications remaining by January 2022. The department has indicated it would like to cut its Express Entry inventory by more than half before considering resuming invitations to CEC and FSWP candidates. 

Another positive development is that Canada has already landed nearly 314,000 permanent residents up to October. A successful landing is said to take place when the legal status of temporary residents convert into permanent residents 

We are also looking forward to unveiling Canada’s Immigration Levels Plan 2022-2024 by February 10th. The prospects of Canadian Immigration are only to be bright in 2022.

New $10-per-day Child Care Policy To Positively Impact Canada’s immigrants

Following the announcement of the affordable daycare program across Canada earlier this year, the federal government led by Justin Trudeau has committed to investing $30 billion over the next five years and then a minimum of $9.2 billion annually after that.

As per the statement put out by the Prime Minister’s office in April 2021. the new $10-per-day child care for Canadian families could reduce daycare fees by 50 per cent on average everywhere outside of Quebec by the end of 2022.

The federal government has so far reached agreements with seven provinces and one territory for implementing this new early learning and child care system. Part of the agreements entails determining how much money the federal government will provide each jurisdiction to make child care more affordable, and accessible.

The major intention behind rolling out this initiative is to spur economic growth and social prosperity across the country. This will particularly work in favour of immigrant women who may be forced to stay at home to look after their kids due to a lack of affordable daycare options.

According to the federal budget 2021, in Toronto, which is the leading destination of new immigrants to Canada, the average monthly toddler fee is $1,600. That is over $3,000 a month for the typical family with two kids!

Canada Extends Travel Ban In Response To Omicron Variant

The world is on close watch as a new COVID-19 variant named Omicron has surfaced. Two days following the discovery of the new variant, the Canadian government on November 26h announced fresh border restrictions for travellers from select African countries including South Africa, Eswatini, Lesotho, Botswana, Zimbabwe, Mozambique and Namibia.

The early afternoon of November 30 saw Canada add more countries: Nigeria, Egypt, and Malawi, subject to stricter border measures.

All air travellers (except those coming from the U.S.), irrespective of their Canadian immigration and vaccination status, will need to undergo testing at the airport in which they land in Canada. They will need to self isolate until a negative test has been confirmed.

This is in addition to the PCR tests that they need to get within 72 hours of travel to Canada.

These new measures apply to Canadian citizens and permanent residents, even those that are fully vaccinated. Canadian citizens and permanent residents that have been in any of these ten countries over the last 14 days will need to receive a negative PCR test before being allowed to travel to Canada.

Upon arriving in Canada, they will face more testing and quarantine measures.

The World Health Organization describes the Omicron variant of the coronavirus as “very high risk” globally and the likelihood of it spreading around the world as significant.

As of today, five cases of the Omicron COVID-19 variant have been confirmed in Canada and several other possible cases are under investigation.

Canadian Immigration Continues Strong 

Immigration to Canada is not affected yet. The Canadian government continues to accept immigration visas, issue study and work permits to eligible foreign candidates.

In a recent interview, the new Canadian immigration minister, Sean Fraser, opened up on the opportunities and challenges in his new role in politics. The minister is confident and prepared to increase Canada’s immigration levels if it is necessary to address labour shortages.

Alberta PNP Invites 200 Express Entry Candidates with CRS 343 For Provincial Nomination

Immigration candidates registered in the federal Express Entry pool were targeted in the latest round of invitations from the Alberta Provincial Nominee Program (PNP) held on November 09.

The Alberta Immigrant Nominee Program (AINP) issued a new round of invitations to nominate 200 Express Entry candidates for provincial nominations.

The province targeted Express Entry candidates with an increased Comprehensive Ranking System (CRS) score of 343 points. The previous draw had a qualifying score of 300.

All the invited candidates are now one step closer to applying for permanent residence (PR) in Canada through the federal Express Entry system.

During the start of the year, the federal government allocated 6,250 nomination certificates to Alberta PNP in 2021. With the latest provincial draws, the province has invited 6,359 Express Entry candidates, overachieving the annual targets.

Canada PR Through AINP Express Entry Stream

The federal Express Entry system is an application management database to streamline federal immigration programs for permanent residency to foreign applicants. It manages applicants under four federal programs – the Federal Skilled Worker Program (FSWP),  the Canadian Experience Class (CEC), the Provincial Nominee Program (PNP), and the Federal Skilled Trades Program (FSTP).

Alberta is attracting Chemical Engineers, Metallurgical & Material Engineers, Petroleum Engineers for Canada PR through Canada PNP.

There are two significant advantages of receiving a provincial nomination under AlNP:

  • Qualifying CRS score remains as low as 300, unlike any other provincial draws,
  • Those who receive the provincial nomination will automatically get an additional 600 CRS points added to their overall score.

All the registered profiles receive a score based on the Comprehensive Ranking System (CRS). Candidates get points for factors including their age, education, work experience, language ability in English or French, and others. The varying degree of scores will help the government determine a prospective immigrant to succeed in Canada’s labour market.

It means that candidates are effectively guaranteed an invitation to apply for permanent residence in the upcoming federal Express Entry draw. As a matter of fact, the previous Express Entry draw targeted 613 candidates with prior provincial nominations to apply for permanent residency.

Major requirements to receive provincial nominations under this stream include strong ties to Alberta. It includes family ties or graduation from any University or College in Alberta, or those who can support the government’s economic development and diversification priorities.

Candidates are also required to have adequate work experience in an eligible occupation. The AINP only provides a list of occupations that are ineligible for the stream’s requirements.

The province named its new immigration program, Hard-to-Fill Skills Pilot that will be an employer-driven program. It is targeted to fulfil vacancies in entry-level positions that may require on-the-job training across key sectors like

  • Health,
  • Manufacturing,
  • Agriculture,

  • Hospitality, and Retail.

Saskatchewan Yet to Specify Eligible Occupations

The media release is yet to specify which occupations are eligible, the minimum education requirement, or the exact language proficiency level required.

However, basic eligibility criteria for candidates remain the same, including:

  • Full-time, permanent offer of employment and SINP job approval letter for an eligible occupation from a registered Saskatchewan employer;
  • Minimum Canadian official language proficiency level; and
  • Minimum educational and at least one year of work experience in same occupation requirements

Addressing the media, Hospitality Saskatchewan President and CEO Jim Bence said, “This pilot project is designed to attract talent and a great program for all sectors currently experiencing labour recruitment challenges in the province. While we always work hard to exhaust every opportunity to hire locally, we have to be creative to ensure we have the right labour supply to help our business and communities grow and thrive in Saskatchewan, something this very unique program will be especially helpful with post-COVID.”
