Express Entry: 381 PNP-only Candidates Receive ITAs for Canada PR

Immigration, Refugees, and Citizenship Canada (IRCC) pulled off yet another PNP-specific Express Entry draws on April 28.

Pnp-finder-1

The 184th Express Entry draws invited 381 candidates who already had a provincial nomination and were registered in the federal pool to receive permanent residency (PR). The CRS requirement for qualification in the new invitation round was 36 points lower than the previous PNP-only draw.

With this, Canada has already issued 55,771 invitations in 2021 to eligible Express Entry candidates to apply for PR.

Since the start of 2021, IRCC has been following a distinct trend of conducting only alternative program-specific nomination draws which either include Provincial Nominee Program (PNP) and Canadian Experience Class (CEC). Experts believe that without the provincially-managed PNP, local labor shortages may be overlooked at the federal level, where the focus is more nationwide.

This has led to the exclusion of candidates who qualify under the Federal Skilled Worker Program (FSWP). FSWP is one of the largest immigration programs in Canada which attracts talented skilled workers who have had no work experience in Canada yet can qualify for PR based on factors like age, education, language proficiency, and relevant work experience in their home country.

However, Canada will resume all-program Express Entry draws once the pandemic is subdued globally. Until then you may check for your eligibility for other programs using our free assessment tool

One other way would be also to work on your skill improvement to improve your chances of qualifying under FSWP once it resumes in near future. Contact CanApprove to know which skills should you prioritize to multiple your chances of selection.

Top Highlights From April 28 PNP-only Express Entry Draws

  1. Draw-size

IRCC ended up inviting 381 immigration candidates who already had a provincial nomination and were registered in the federal pool. The draw is increased by 125 ITAs from the previous PNP-only draw.

All candidates with provincial nominations have already demonstrated their connection to a province or territory and experience to succeed in the labor market that nominated them.

Further, they may qualify to receive invitations for Canada PR the Federal Skilled Worker Program, Federal Skilled Trades Program, or Canadian Experience Class.

  1. Qualifying CRS score

Any profile that is registered in the federal Express Entry pool will be evaluated and ranked out of a total of 1200 points based on a Comprehensive Ranking System (CRS). It considers human capital factors like age, education, work experience outside Canada, language proficiency in English/French, spouse adaptability, Canadian study experience, etc.

Candidates who receive provincial nominations through ‘enhanced’ PNP streams will get an additional 600 points towards their CRS score.

April 28 draw selected candidates having a minimum CRS score of 717 which is 36 points lower than the previous PNP-specific draw held on April 15.

  1. Tie-break rule

Usually, IRCC applies a tie-break rule to avoid confusion in the rankings due to the same CRS score awarded to two or more candidates. This draw invited candidates who had the minimum score of 717 and only if they submitted their Express Entry profile before March 16, 2021, at 21:20:50 UTC

Canada is expected to welcome over 401,000 new immigrants in 2021. About 80,000 invitations will be sent out to eligible candidates through PNP and over 108,800 ITAs for Canada PR through Express Entry programs.

CRS Requirement Drops To 301 In Latest Alberta PNP Draw

An exclusive provincial draw was held by the Alberta Immigrant Nominee Program (AINP) on April 20.

Pnp-finder-1

It resulted in a total of 200 invitations for a provincial nomination to eligible Express Entry candidates registered in the federal pool. These candidates are now one step closer to obtaining permanent residence (PR) in Canada.

The major advantage of receiving provincial nomination under AINP draws on April 20 include:

  • The qualifying score remains as low as 301 CRS points which are based on core human capital factors like age, education, work experience, and language proficiency in English or French,
  • Those Express Entry candidates who receive nominations from AINP will automatically add 600 points to their overall CRS score. This will effectively guarantee them an invitation to apply for permanent residence in upcoming Express Entry draws held fortnightly by IRCC.

‘Enhanced’ Alberta Express Entry Stream

The Express Entry system is a database of all eligible candidates who qualify for federal programs like the Federal Skilled Worker Program, the Federal Skilled Trades Program, and the Canadian Experience Class.

These registered profiles are assessed and ranked based on the Comprehensive Ranking System (CRS). Candidates receive points for factors including their age, education, work experience, language ability in English or French. The varying degree of scores will help the government determine a prospective immigrant to succeed in Canada’s labor market.

Ever since the launch of the Express Entry system in 2015, all provincial streams are aligned with it for selecting eligible candidates. All immigration streams under Canada Provincial Nominee Program (PNP) are classified into two: ‘enhanced’ provincial streams & ‘base’ provincial streams.

Alberta Express Entry comes under the ‘enhanced’ provincial stream, which means AINP can directly nominate eligible candidates from the federal Express Entry pool.

Additional requirements to receive provincial nominations under the Alberta Express Entry stream include:

  • Strong provincial ties which can be family ties or graduation from any University or College in Alberta, or those who can support the government’s economic development and diversification priorities.
  • Adequate work experience in an eligible occupation. Contact our consultants to the eligible list of occupations.

Canada is keen on achieving its immigration target of 1.2 new immigrants by 2023. It has planned to achieve more than 60% of the said target through various economic-class programs including Express Entry, Provincial Nominee Programs, Business Immigration.

So far in 2021, Alberta has invited about 1,000 Express Entry candidates to apply for a provincial nomination. The prospects of receiving more invitations look bright.

So, why wait any further?

Saskatchewan Held New Provincial Draws Giving 269 Invites For Canada PR

Saskatchewan Immigrant Nominee Program (SINP) invited 269 eligible immigration candidates through a new PNP draw on April 22.

Pnp-finder-1

All the invited candidates received an invitation to apply for provincial nominations for permanent residence in Canada under SINP’s International Skilled Worker category.

Further, the results were divided as:

  • 130 invites to the SINP’s Express Entry subcategory, and
  • 139 through the Occupations In-Demand sub-category.

The April 22 SINP draw invited candidates with an Expression of Interest (EOI) score of at least 70 out of 100 points. All the 269 candidates were even required to submit Educational Credential Assessments to demonstrate their foreign education was comparable to the Canadian standard.

Qualify for Upcoming SINP draws

Granting permanent residency certificates comes under the exclusive jurisdiction of Immigration, Refugees, and Citizenship Canada (IRCC). Canadian provinces can only fasten the process by issuing provincial nominations to desirable candidates through any of its PNP streams.

Canada PNP streams are further aligned with the federal Expres Entry system. They are classified into the ‘enhanced’ provincial category and ‘base’ provincial stream.

‘Enhanced’ Express Entry sub-category

The Express Entry sub-category is an enhanced PNP under the scheme of SINP.

As the stream is linked to the federal Express Entry system, it can directly pick eligible candidates to invite them to apply for provincial nominations.

The federal Express Entry manages the pool of candidates for three of Canada’s main economic-class immigration programs: Federal Skilled Worker Program, Federal Skilled Trades Program, and Canadian Experience Class. A separate Expression of Interest (EOI) must be submitted by candidates willing to be considered for a provincial nomination by SINP.

Any profile registered in the pool is evaluated and ranked according to the Comprehensive Ranking System (CRS). The scoring criteria involve the consideration of candidates’ age, education, work experience, language proficiency in English or French,

Additionally, those who receive a provincial nomination are awarded an additional 600 CRS points at the federal level. This is sufficient to receive an invitation to apply for Canadian permanent residence in the subsequent Express Entry draws

‘Base’ Occupation In-Demand sub-category

Under it is a ‘base’ provincial stream, the Occupations In-Demand sub-category is open to immigration candidates who do not have an Express Entry profile.

Usually, highly skilled workers with experience and without a job offer in the province, in occupations like utility managers, medical laboratory technicians, and miners, among 61 in-demand occupations qualify under this sub-category.

Any eligible candidates must create an EOI profile through the SINP’s online application system to be considered for provincial nomination. Candidates will be assessed on how their work experience, education, language ability, age, and connections to the province demonstrate their ability to settle in Saskatchewan. They receive a score out of 100 and the highest-scoring individuals may receive an invitation to apply for a provincial nomination for Canadian permanent residence.

Saskatchewan had a great run since the PNP draws resumed after the initial travel restrictions imposed due to curb the spread of pandemics. The province has regularly conducted its provincial draws inviting eligible foreign workers to come a step closer to permanent residency.

Canada to Invest $1 Million in Northern Ontario to Boost Immigration & Tourism

Canada is taking all possible steps to revive its regional economy after the onslaught caused by the pandemic.

Pnp-finder-1

The federal government will now focus on attracting new immigrants as well as boost tourism under its new $1 million investment plan in Northern Ontario.

The million-dollar funding will go into boosting municipalities and indigenous communities to create well-paying jobs for newcomers. A newcomer in Canada can be anyone who has recently immigrated to Canada as an International student, temporary worker, skilled professional, experienced entrepreneur, and more. They may soon qualify to obtain permanent residency in Canada.

The government is expected to first focus on the Thunder Bay-Superior North region by matching skilled workers to what employers need, revealed Patty Hajdu and Marcus Powlowski, who are Members of Parliament for the Thunder Bay area, while announcing the initiative on April 7.

They went on to say, “Our government’s focus on economic diversification and immigration will support a strong economic recovery that is inclusive, sustainable, and creates good jobs for families throughout Thunder Bay-Superior North.

Rural & Northern Immigration Pilot (RNIP)

Canada is investing about $490,500 in the Thunder Bay Community Economic Development Commission to support Canada’s Rural and Northern Immigration Pilot (RNIP).

The RNIP is a community-driven immigration program. It takes help from the participating municipalities that attract and retain foreign workers.

Thunder Bay is one of 11 participating communities, which also include:

  • North Bay, Ontario;
  • Sudbury, Ontario;
  • Timmins, Ontario;
  • Sault Ste. Marie, Ontario;
  • Brandon, Manitoba;
  • Altona/Rhineland, Manitoba;
  • Moose Jaw, Saskatchewan;
  • Claresholm, Alberta;
  • Vernon, British Columbia; and
  • West Kootenay, British Columba.

According to a report funded by the federal government of Canada, Northern Ontario needs 162,000 new immigrants to support its economy. Individuals with specific professions and trades under Health & Medical, Skilled Trades, Engineering, ICT, Mining can easily find a prospective job opportunity in the region.

Candidates willing to apply for immigration under RNIP will be required to have a recommendation from one of these communities. The recommendation can be obtained by demonstrating at least one year of work experience or a post-secondary credential from a local institution. Adequate language requirements and enough financial stability to support yourself and your family will also be required.

With the recent announcement, the government is aiming at helping employers in the region better understand the immigration pathways and also promote jobs to newcomers, and provide employer diversity training.

Additionally, Canada is set to fulfil its annual obligation to welcome more than 401,000 newcomers through various economic-class programs and family programs. This is under a larger scheme of things to welcome over 1.2 million new permanent residents by 2023

Canada To Remain Appealing To Global Talent For Easy Immigration

Canada welcomed hundreds and thousands of skilled immigrants, international students, and business entrepreneurs prior to the current pandemic.

To bring things into perspective, over one million new permanent residents, temporary foreign workers, and international students arrive in Canada each year.

Pnp-finder-1

Typically, immigrants coming from various countries are attracted to Canada’s open immigration system, and local attitude towards immigration. Moreover, International students have comprised an even larger share of Canada’s newcomers. This is primarily because such students are often younger than experienced professionals. They can be skilled and retained in Canada after their graduation to help build the economy.

Canada Will Sustain Higher Immigration Levels Even After The Pandemic

Even though the pandemic has significantly impacted the chances of welcoming new immigrants, the interest among future immigrants choosing Canada has increased. This stems from the positive hopes and grand measures that the Canadian government has been rolling out from time to time since the border closure and travel restrictions were first announced in March 2020.

For instance, World Education Services (WES) in 2020 surveyed a handful of prospective immigrants and noted heightened interest among them to relocate to Canada despite the pandemic. Further, its findings are summarized as follows:

  • interest in immigration to Canada increased between April and August among prospective immigrants;
  • the number of respondents planning to delay immigration dropped considerably;
  • prospective immigrants expect economic conditions in their home country to be worse than in Canada.

Canada wants to welcome immigrants from all corners of the globe and currently has exemptions in place for groups such as temporary foreign workers, international students, family members of Canadian citizens, and permanent residents, among others. They are being welcomed to apply for immigration through regular conduct of nomination draws both under Express Entry as well as Provincial Nominee Programs.

Additionally, Canada and its mighty neighbour the USA have higher rates of vaccinations. It would then enable the two countries to seriously consider lifting the border restrictions that have blunted growth in the Canadian economy. This may lead to newer work opportunities for prospective immigrants as they should then be able to enjoy the fruits of a stronger Canadian economy.

With the incoming waves of pandemics here to stay longer, the future of immigration seems stranded. However, Canada & Australia remains to be the two most prominent destinations that will always strive to maintain a healthy intake of skilled workers, alongside providing them better career and life opportunities.

Australia Can Become A ‘Safe Haven’ For Skilled Migrants

Australia has tackled the coronavirus pandemic better than most other countries. The country is ranked No.2 in the world, only next to New Zealand in Bloomberg’s COVID Resilience Ranking.

Australia immigration

However, the success of Australia in preventing a major health crisis has come at a cost of border closures and travel restrictions, which may continue till the end of the year. It has a significant impact on immigration which is a lifeline to Australia’s strong economy.

According to one estimate on population projections, Australia’s population will most likely be 1.11 million less than it could have otherwise been without COVID-19. This in turn creates a unique opportunity for Australia to become a ‘haven’ for skilled migrants looking to relocate or study, which will start to fill the gap left by the 1.11 million fewer people living in Australia in June 2030.

Focus on Welcoming International Students

Leveraging the international student sector to contribute to economic recovery is not a new tool for Australia’s policymakers. International students are younger than the Australian population as a whole and can be expected to be retained in the country and contribute to the national economy as a result of their educational attainment after completing their studies.

Experts believe that Australia will resort to focus more on attracting international students in a post-COVID-19 world.

KPMG Australia’s report Pathways to recovery: International students will boost our living standards projected Australia’s population could be in the order of 1.08 million less than it could have been without COVID by June 2030, which is broadly consistent with the projections released in December 2020. This leaves ample space for Australia to work on increased intake targets, once the travel restrictions are lifted.

Attracting Immigration To Regional Australia

Australian businesses are feeling acute labor shortages in areas historically filled by temporary visa holders that have been restricted from entry due to border closures. Shortages have been more pronounced in agriculture, tourism, and hospitality sectors, and especially in regional Australia.

The shortages are being reported even after opening Priority Migration Skilled Occupation List, which identifies 18 occupations that fill critical skills needs to support Australia’s economic recovery from COVID-19.

The Skilled Work Regional (Provisional) visa (subclass 491) permits state or territory-sponsored overseas workers to reside and work in a designated regional location for a period of five years.

Further, the holders of this visa can apply for permanent residency after living and working in a designated regional location for at least three years.

In near future, we expect the Australian government to relax Labour Market Testing for the employer-sponsored streams and lower English language requirements in regional areas temporarily to welcome more and more workers for economic recovery.

Global Talent Stream & Business Immigration

The Federal 2020-21 Budget committed nearly $29.8 million over two years for a Global Business and Talent Attraction Taskforce. This will enhance Australia’s ability to attract and retain highly skilled workers in key growth sectors.

Read our previous blog on how to apply for Global Talent Independent (GTI) Program.

As an experienced immigration consultant for more than two decades, CanApprove is inclined to interpret the present economic modellings/statistics as a golden opportunity for international students, skilled professionals, and other talented foreign workers to try their chances at qualifying for Australian immigration. However, travel exemptions and visa processing are still restrictive, you can utilize this period to improve work & language skills to better your chances of immigration.

Five Canadian Provinces Invite Express Entry Candidates For Canada PR

Issuing permanent residency (PR) certificates in Canada is under the exclusive authority of the federal government. Provincial Nominee Programs (PNPs) in Canada issue provincial nominations to eligible candidates who can apply for Canada PR with the Immigration, Refugees, and Citizenship Canada (IRCC).

Pnp-finder-1

Following the process, last week was crucial for immigration aspirants as five Canada PNP invited eligible Express Entry candidates to apply for provincial nominations.

British Columbia Holds Tech Pilot Draw

British Columbia held its popular Tech Pilot on April 20. It resulted in inviting 90 immigration candidates to apply for provincial nomination. All the invited candidates belonged to Express Entry BC and Skills Immigration category.

Further, all these candidates required a minimum provincial score of 80, calculated under its Skills Immigration Registration System (SIRS).

BC PNP started a weekly Tech Pilot draw in 2017 to attract foreign talent in the growing BC’s tech sector. The pilot is now available to nominate skilled workers for 29 occupations. The Tech pilot is open until June 2021 and may extend beyond.

Manitoba Holds Unusual Draws

The Manitoba Provincial Nominee Program (MPNP) invited 399 candidates who may be eligible for the Skilled Workers Overseas stream on April 19.

Usually, MPNP conducts three draws for each of its PNP streams – Skilled Worker in Manitoba, Skilled Workers Overseas, and International Education Stream along with ‘enhanced’ Express Entry stream. However, the April 19 MPNP draw invited provincial nominations only under Skilled Workers Overseas and Express Entry streams.

The results of the new MPNP draw are as follows:

  • 30 candidates invited under a strategic recruitment initiative with an EOI score of at least 703; and
  • 369 candidates were invited under a strategic recruitment initiative with an EOI score of at least 708.

Ontario Holds Tech Pilot Draw

Ontario invited 528 Express Entry candidates with work experience in one of six tech occupations to apply for a provincial nomination on April 13. It includes:

  • Software engineers and designers (NOC 2173)
  • Database analysts and data administrators (NOC 2172)
  • Computer programmers and interactive media developers (NOC 2174)
  • Computer and information systems managers (NOC 0213)
  • Web designers and developers (NOC 2175)
  • Computer engineers (NOC 2147)

All the invited candidates needed to have a profile in the Express Entry System with a Comprehensive Ranking System score between 456 and 467.

Prince Edward Island Invites 156 Candidates

Prince Edward Island has released the details of its scheduled April 15 draw. Most of the invitations, 140, went to Express Entry and Labour Impact candidates. The remaining 16 invitations went to Business Impact candidates who had a minimum point threshold of 75.

Alberta Invites Candidates With Low CRS of 302

In a nomination draw held on April 06, Alberta invited up to 200 Express Entry candidates with a CRS score as low as 302. However, it is one point higher than the previous two draws

Qualify For Canada PR With Express Entry

Express Entry is the main way through which Canada manages skilled worker applications for permanent residency. Although, one can skip the PNP process and receive permanent residency directly, having a provincial nomination effectively guarantees that IRCC will invite you immediately, subject to qualification.

Express Entry is an application management system for three federal immigration programs. Any profile submitted in the system is ranked based on the Comprehensive Ranking System (CRS), which considers factors like your age, work experience, education, and language skills.

The highest-scoring candidates receive invitations to apply for permanent residence through regular Express Entry draws.

Additionally, candidates with provincial nominations gain an additional 600 CRS points and this is enough to score above the required minimum CRS points which are determined in each Express Entry draw.

Immigration Priorities Outlined in Canada’s Budget 2021

The minority government of the ruling Liberal Party in Canada had recently tabled its first federal budget since 2019.

Pnp-finder-1

The Canadian federal budget contains the policy priorities that the government will pursue, the government’s spending, and revenue projections, as well as an overview of the state of the Canadian economy.

Interestingly, Budget 2021 explicitly contains some announcements that will immensely benefit the prospectus of immigration in Canada. Experts around the globe welcome it as a positive push towards achieving the government’s immigration target of 1.2 million new immigrants by 2023.

Canada Proposes $430 Million To Modernize IT

The federal government has pledged to make about $430 million investment to modernize its information technology (IT) infrastructure. Under it, the government will replace the Global Case Management System (GCMS), which is used to manage immigration applications. This will allow the federal government to respond to higher levels of foreign national arrivals in the future, better security, and improved application processing.

Express Entry Reforms

Since its launch in 2015, Express Entry has been the major pathway for economic class immigrants to attain permanent residency in Canada. The total number of immigrants in Canada through Express Entry accounts for about one-quarter annually.

In a bid to improve the system further, the government would like to give the immigration minister more authority to “select those candidates who best meet Canada’s labor market needs.” However, exact provisions as to how it would be implemented are not specified in the Budget.

New Permanent Residency Pathways

Budget 2021 makes sharp references to the 6 new Canada PR pathways launched by Immigration, Refugees, and Citizenship Canada (IRCC). It will start operating on May 06, 2021. Some 90,000 international students and temporary workers with at least one year of work experience inside Canada will be benefitted. Additionally, candidates with excellent proficiency in French have a separate pathway to apply for permanent residence ending November 06, 2021.

Canada will also invest some $110 million in additional spending over the next three years on the Temporary Foreign Worker Program (TFWP).

If you are looking to immigrate for better work opportunities and higher life chances, Canada should be on your top priority list. Canada Holds Second-Largest Express Entry Draws Inviting CEC-only Candidates

Immigration, Refugees, and Citizenship Canada (IRCC) held a surprise nomination draw for permanent residence (PR) on April 16, just before the weekend.

Pnp-finder-1

With this, Canada remains committed to fulfilling its annual target of welcoming at least 108,000 eligible candidates through Express Entry programs in 2021. In fact, IRCC has managed to issue nearly 55,390 ITAs for Canada PR through program-specific Express Entry draws, thus far.

The latest draw targeted only those candidates who qualified for the Canada Experience Class (CEC) program. Such candidates include recent graduates or temporary work permit holders having at least one year of work experience inside Canada.

All the selected candidates will receive a Confirmation of Permanent Residence (COPR) if their application for Canada PR is successful. Hereon, candidates need to plan for their travel to Canada and later, apply for their PR card. Further, they can even think of securing citizenship after 3 years of stay in Canada.

Highlights of April 16 Express Entry Draws

IRCC invited only CEC candidates contrary to the regular all-program draw that includes candidates qualifying under either the Federal Skilled Worker Program (FSWP) or the Federal Skilled Trades Program (FSTP) or those with a prior provincial nomination, in addition to Canada Experience Class (CEC).

April 16 Express Entry draws included:

  1. Large Nomination Draw Size: Unlike the previous PNP-specific draws where only 266 candidates were invited, the CEC-specific draw expanded the draw size to 6,000 invitations to apply (ITAs) for Canada PR. It is known to be the second-largest draw size in Express Entry’s history.

Any foreign skilled workers, preferably graduating in Canada, and with at least one year of work experience inside Canada may qualify for a CEC-specific draw.

  1. Qualifying CRS points: Any profile that is registered in the federal Express Entry pool will be ranked and evaluated out of a total of 1200 points based on a Comprehensive Ranking System (CRS). It considered human capital factors like age, education, work experience outside Canada, language proficiency in English/French, spouse adaptability, Canadian study experience, etc.

Candidates who receive provincial nominations through ‘enhanced’ PNP streams will get an additional 600 points towards their CRS score. However, this is not applicable in this case.

April 16 draw selected candidates having a minimum CRS score of 417 which is 15 points lower than the previous CEC-specific draw held on April 03.

  1. Tie-break Rule: Usually, IRCC applies a tie-break rule to avoid confusion in the rankings due to the same CRS score awarded to two or more candidates. This draw invited candidates who had a minimum score of 417 and only if they submitted their Express Entry profile before March 1, 2021, at 19:53:46 UTC.

Candidates with prior provincial nominations are considered for alternative Express Entry draws held by IRCC.

Recently, IRCC reported that about 50% of new permanent residents who came to Canada between 2005 and 2015  (2.8 million) were able to secure their citizenship by December 31, 2018.

B.C. Invites Express Entry, Entrepreneurs, International Graduates To Apply For Canada PR

The British Columbia Provincial Nominee Program (BC PNP) held its third-largest nomination draw in 2021 on April 13.

Pnp-finder-1

The BC PNP issued 452 invitations to eligible immigration candidates in four subsequent draws to apply for provincial nomination.

A provincial nomination is considered as an alternate pathway to qualify for permanent residency as it remains under the exclusive discretion of the federal government, implemented viz. the Immigration, Refugees, and Citizenship Canada (IRCC).

April 13 BC PNP draws invited a mixed group of candidates including 420 invitations to highly skilled workers, foreign graduates from any university in B.C., 11 invitations to entrepreneurs, and 21 invitations to specific professionals having work experience as retail and wholesale trade managers (NOC 0621) and restaurant and food service managers (NOC 0631).

About BC PNP

BC PNP has conducted 23 rounds of invitations, so far in 2021, to nominate about 3,441 eligible candidates to apply for provincial nominations.

It aims to attract foreign workers who are in high demand in the province and who wish to become permanent residents in Canada through two immigration streams: Skills Immigration and Express Entry. But before that, candidates must register themselves under the Skills Immigration Registration System (SIRS) to be considered for nominations under the BC PNP draws.

Any registered candidates under SIRS are evaluated and assigned a score based on factors such as education, work experience, and language skills. Further, the highest-scoring candidates receive invitations to apply for a provincial nomination in subsequent BC PNP draws.

April 13 BC PNP draws required invited candidates to score between 79 and 95 points for selection. Those nominated under specific occupations had to score a minimum of 113 scores for qualification.

Additionally, the ‘enhanced’ provincial stream under BC PNP nominates eligible candidates directly from the federal Express Entry pool. The Express Entry British Columbia (EEBC) stream selects candidates who have qualified for any one of the three federal immigration programs namely, the Federal Skilled Worker Program (FSWP), the Federal Skilled Trades Program (FSTP), and the Canadian Experience Class (CEC).

Further, on receiving a successful provincial nomination, these candidates are awarded an additional 600 points to their overall profile score. This score is based on a unique Comprehensive Ranking System (CRS) which also includes core human capital factors like age, education, work experience, language proficiency in English or French.

This will effectively guarantee an invitation to apply (ITA) for permanent residence in subsequent Express Entry draws. Take a cue from the regular PNP-specific Express Entry draws being held by IRCC.

Even though the province has tightened travel restrictions in anticipation of the third wave of the pandemic, the federal government has ensured that they remain well on track to meet its ambitious immigration targets of 80,000 new arrivals through the PNPs.

Canada Held New Express Entry Draws And Announced Six New PR Pathways

The Immigration, Refugees and Citizenship Canada (IRCC) began another day with a positive note to invite more foreign immigrants to Canada and support its economy.

Pnp-finder-1

In an official release on April 14, Canada introduced 6 new pathways for permanent residence which would favor international student graduates and essential workers in Canada. Further, candidates with proficiency in French are at an exclusive advantage with new immigration pathways.

Additionally, IRCC also held a program-specific Express Entry draw inviting eligible candidates to apply for permanent residence in Canada.

Three of the new programs will pave the way for 90,000 new immigrants to get permanent residency status this year. The other three streams are reserved for French-speaking immigrants and will have no intake cap.

Immigration Minister Marco Mendicino said in the media release, “These new policies will help those with a temporary status to plan their future in Canada, play a key role in our economic recovery and help us build back better,”

As of May 6, IRCC will begin accepting applications under the following three streams:

  • 20,000 applications for temporary workers in health care
  • 30,000 applications for temporary workers in other selected essential occupations
  • 40,000 applications for international students who graduated from a Canadian educational institution

The streams will remain open until November 5, 2021, or until they have reached their limit. The government gave out a clear message to aspirants willing to immigrate, “Our message to them is simple: your status may be temporary, but your contributions are lasting—and we want you to stay.

Express Entry Draw#182 – Candidates with Provincial Nominations Invited

Soon after announcing the launch of six new immigration pathways for permanent residency, IRCC held a new Express Entry draw this April 14.

IRCC ended up inviting 266 immigration candidates who already had a provincial nomination and were registered in the federal pool.

All PNP candidates are eligible for one other Express Entry-managed program including Federal Skilled Worker Program, Federal Skilled Trades Program, Canadian Experience Class. These candidates have demonstrated to a province or territory that they have the connections and experience to succeed in the labor market that nominated them.

Invited candidates in the April 14 draw required to have a score of 753 points.

The mandatory minimum qualifying score for PNP-specific draws may seem higher than other Express Entry draws. However, these candidates may automatically get 600 points just for receiving the provincial nomination, effectively requiring them to score only 153 points.

The criteria for scoring is based on a unique Comprehensive Ranking System (CRS) and it significantly includes candidates’ age, education qualification, work experience, language proficiency in English or French.

IRCC has also included a provision of having a tie-break rule in the event of selecting between candidates having the same CRS points. April 14 PNP-specific Express Entry draws required candidates who had the minimum score of 753 points and had submitted their Express Entry profile before March 01, 2021, at 15:22:18 UTC

It has been a record-breaking first quarter for the Express Entry system,” said  David Cohen, Senior Attorney of Campbell Cohen. “If all goes well for the rest of the year, Canada might just meet its ambitious immigration targets for 2021.”

Canada’s Economic Recovery Depends More On Immigration

Even before the onset of the COVID-19 pandemic, Canada has been seeking higher immigration of foreign workers. It is majorly targeting young and skilled foreign individuals along with their families to offset Canada’s economic and social losses due to aging demography and low birth rate.

Staying on course with its new Immigration Levels Plan for 2021-2023, Canada looks to meet its target of inviting 108,000 new permanent residents in 2021 through Express Entry alone. Another 80,800 new immigrants are expected to be invited to Canada through various Provincial Nominee Programs (PNP).

Data compiled by IRCC shows Canada has welcomed nearly 50,000 new permanent residents through the first two months of 2021. This is enough to prove Canada’s dependence on immigration for its economic recovery.

Statistics Canada’s Labour Force Survey Shows Fast Economic Growth In Canada

Canada added 303,000 jobs in March.

Statistics Canada has released its monthly Labour Force Survey that examines the present labor market condition in Canada. It noted employment gains in March across the provinces, with the largest increases in immigration-friendly regions of Ontario, Alberta, and British Columbia.

Further, recovery was evident in hard-hit industries like retail trade, and accommodation and food services. Significant improvement was seen in employment in information, culture, and recreation services for the first time since the beginning of pandemic-related shutdowns.

Recent Immigrants See Stable Employment Rate For Themselves

There’s no doubt that immigration in Canada was disproportionately affected due to pandemics. However, the good news is that employment levels are up in industries with a high number of immigrants.

The survey report showed full recovery in the Retail Trade industry by comparing the levels of immigrants employed. For example, some 450,000 immigrants were employed in this industry as per the 2016 census. Canada has achieved the same employment level by end of March, thereby promising economic recovery.

Another industry such as Accommodation and Food Services employs about 346,000 immigrants. Canada was able to show a 2% increase by adding 21,000 more people to this industry.

The survey report also mentioned an increase in opportunities and employment in industries such as Construction which employs about 238,000 immigrants, Healthcare and Social Assistance which is usually supported by 523,000 Immigrants, and Educational Services where more than 264,000 immigrants work.

Further, the employment rate for “very recent immigrants” was about 65%, seeing a minor change from last year’s average during the same time. The survey defines “very recent immigrants” to be people who have been in Canada for less than five years.

Statistics Canada has also cautioned all the stakeholders about the potential loss in employment gains next month following the third wave of pandemic and related closure of non-essential services.

Restrictions in Quebec, British Columbia, and Alberta have already been tightened.

Despite this, Canada is still keen on fulfilling its annual target of welcoming over 1.2 million new immigrants in the next three years.

About 60% of the said target will be achieved through nominations for Canada PR under economic-class programs. These will include the Express Entry system and Provincial Nominee Programs. Thousands of foreign skilled workers, entrepreneurs, international students are said to be benefited from these immigration-friendly measures.
