Saskatchewan Issues 279 Provincial Nominations For Canada PR

Saskatchewan Immigrant Nominee Program (SINP) held a new draw on April 08, resulting in the issuance of 279 provincial nominations.

A provincial nomination is considered as an alternate pathway to obtain permanent residence in Canada as issuing PR certificates is under the exclusive domain of Immigration, Refugees, and the Citizenship Canada (IRCC). 

All the invited candidates belonged to the ‘enhanced’ Express Entry & ‘base’ Occupations In-Demand Saskatchewan PNP streams.  

The ‘enhanced’ provincial stream is linked to the federal Express Entry system. The federal Express Entry pool is a database of interested applicants willing to obtain permanent residence in Canada. Originally, the federal pool of candidates manages three of Canada’s main economic-class immigration programs: Federal Skilled Worker Program, Federal Skilled Trades Program, and Canadian Experience Class. 

Out of the total 279 invitations, 146 invitations went to candidates who already had their profiles in the federal Express Entry pool. SINP’s Express Entry subcategory can directly select candidates who are registered in the federal pool. Additionally, they are required to practice any one of the province’s 58 in-demand occupations and must have submitted an Expression of Interest (EOI) for nomination. 

Some of the eligible occupations include medical laboratory technicians, social workers, and educational counselors, among others.

The remaining 133 invitations went to candidates who had specific work skills that are in demand in Saskatchewan. Those candidates who barely qualify to register a federal Express Entry profile may be nominated under the ‘base’ Occupations In-Demand sub-category

How To Get Nominated In Future Saskatchewan PNP Draws? 

Regardless of which stream your profile qualifies for, you must register your Expression of Interest (EOI) profile with the provincial authority before being considered for provincial nominations. 

Candidates need to demonstrate their commitment to meaningfully settle in Saskatchewan by demonstrating their work experience, education, language ability, age, and connections to the province.

Saskatchewan gives candidates a score out of 100 according to the International Skilled Worker Points Assessment Grid. The province favors candidates with bilingual capability in both English and French. The highest-scoring candidates are then invited to apply for a provincial nomination from Saskatchewan.

All the invited candidates need an EOI score of at least 70 to be considered for provincial nomination. They must also possess valid Educational Credentials Assessments.

Those in the federal Express Entry pool have an inherent advantage of receiving an additional 600 points toward their Comprehensive Ranking System (CRS) score. It will effectively guarantee an ITA for Canada PR in the subsequent Express Entry draw conducted by IRCC.  

Canada has set itself an achievable target of inviting over 80,000 new permanent residents in 2021 through various PNP streams. It is likely to benefit business entrepreneurs, international student graduates in a particular province, foreign skilled workers, specifically skilled tech workers, critical workers, etc.

Canada Relaxes Medical Inadmissibility Rules To Make Immigration More Inclusive

Canada is known to offer universal healthcare among other economic, social benefits to all the holders of permanent residence. Thousands of aspirants worldwide apply for permanent residence (PR) in Canada annually to enjoy its obvious advantage.

Following this, Canada is making its 2018 pilot on medical inadmissible rules into a permanent, inclusive immigration policy. It shall result in relaxing the restrictions on certain foreign nationals with disabilities from getting permanent residence (PR). Further, it will strengthen Canada’s resolute to welcome over 1.2 million new immigrants in the next three years. 

Until now, the Immigration, Refugees, and Citizenship Canada (IRCC) could deny entry to Canada to someone whose personal care would cost the government more than the Canadian average of about $7,000 annually. Immigration officers would often issue medical inadmissibility under the ‘excessive demand’ clause. The legal definition is very broad as it covers any physical or mental conditions that place ‘excessive’ demand on public health and social services. 

However, with the rollout of the new policy, immigration to Canada has become more inclusive ad dignified. Canada has now tripled this threshold to about $21,000 annually. In other words, it is more difficult for people who need medical and social supports to be denied for Canadian immigration.

Canada Immigration Case Study

Sometimes, if a principal applicant applying for economic-class immigration has an accompanying dependent who is found medically inadmissible, that principal applicant is also inadmissible.

It can be understood by this decade-old case study. 

A South African family sought immigration to Canada through the investor program. The Hilewitz family was accompanied by their son who had serious intellectual disabilities. Following this, the then immigration officer ruled the entire family inadmissible for immigration. 

Later, the family challenged the decision in the Supreme Court. They demonstrated that they had always paid from their own pockets for their son’s treatment in South Africa and would continue to meet all the expenses if allowed to settle in Canada. 

The judgment passed in 2005 overturned the immigration officer’s decision and asked IRCC to consider the Hilewitz family’s willingness to assist Gavin, allowing them to settle in Canada. 

This is to suggest the inclusive nature of Canadian immigration. Canada is known to prefer young skilled professionals/entrepreneurs/international students who can positively contribute to the national economy.  

Anyone applying for immigration to Canada will have to undergo a mandatory medical test. All permanent resident applicants, including accompanying spouses, partners, and dependent children are required to undergo a medical exam. It includes a Physical Examination, Chest X-rays, Blood Test, Urine Test.  Moreover, the doctor conducting these tests must be included in the list as a designated panel physician approved by IRCC.

The government of Canada recently launched a new global campaign called “It Takes a Community” to recognize the contributions and many other positive ways that migrants can impact the local community.

The goal of the campaign is to counter misinformation and anti-immigrant sentiment, combat the rise of discrimination, hate speech, and xenophobia around the world. It envisions spreading stories about how migration can enrich lives over the next 12 months. 

Together with various national and local governments, businesses, civil society, Canada aims to focus on migrants and other community members who contribute to building stronger societies, especially during the current pandemic.

The campaign website goes on to say, “Recent times have seen inaccurate and harmful narratives about migrants rise worldwide, a challenge that has become even more urgent in the face of the COVID-19 pandemic.” 

Now more than ever, it is important for us to come together to ensure that everyone receives the support and protection they need for communities to build back better from COVID-19.

People anywhere in the world can join the campaign by sharing their experience on immigration through social media along with the hashtag #ItTakesACommunity

They can access a digital toolkit with templates, customizable content, and sample messages for raising awareness about the positive effects of migration on their communities. Currently, the toolkit is available only in English and French. 

Why Canada Needs Immigrants? 

Canada is caught in a strange situation where ageing demography, low birth rate, and pandemic-related travel restrictions have impacted the immigration of foreign workers to a varying extent.

Immigration To Play A Huge Role In Ontario’s Future Economic Growth

A new report predicts immigration of foreign workers to drive long-term economic prosperity in Ontario despite the adversities caused by the pandemic.

The report was prepared by Scotiabank which sees an influx of up to $2.9 billion in Ontario’s economy through the rise in newcomers as per the current immigration plans

Beyond 2022, immigrants are expected to make up half of the economic growth generated in the province. Without newcomers, Ontario’s GDP could be 20% lower than the present year, about $157 billion. 

The Ontario Immigration Nominee Program (OINP) allows immigration of foreign workers through Express Entry streams, Tech Pilot streams, Human Capital Priorities Stream. 

Canada PR Nominations From Ontario in 2020

Since permanent residency certificates come under the sole authority of the federal government, Ontario Immigration Nominee Program (OINP) aids in the process by issuing provincial nominations to eligible immigration candidates. Further, candidates with successful provincial nominations can apply for permanent residence with Immigration, Refugees, and Citizenship Canada (IRCC).  

In 2020, Ontario issued a high number of nominations to foreign skilled workers with experience in technology-related and skilled trades occupations. Some of the most demanding occupations among the invited workers include:

Latest British Columbia Tech Pilot Invites 80 Immigration Candidates

The British Columbia Provincial Nominee Program (BC PNP) conducted its Tech Pilot nomination draw on April 06, 2021. It resulted in 80 invitations to apply for permanent residence (PR) through the provincial nominations.

All the invitations were issued under two provincial streams namely Express Entry British Columbia (EEBC) and Skills Immigration (SI). The minimum qualifying score remained the same as that in the previous BC PNP Tech Pilot draws.  

British Columbia is the only Canadian province that has been actively nominating immigration candidates under its provincial streams since the start of 2021. The province has now held 19 draws, thereby bringing the total number of invitations issued to date to around 3,000 provincial nominations.  

Immigrate To Canada Through BC PNP Tech Pilot

Since its launch in 2017, the BC PNP Tech Pilot has benefited thousands of in-demand tech workers and international students. 

In order to be considered eligible for this program, candidates need to be registered in one of B.C.’s existing provincial immigration streams and have a valid job offer of at least 12 months in one of the Tech Pilot’s 29 eligible occupations.

One may apply under the Skills Immigration or Express Entry BC (EEBC) categories in order to fulfil the existing provincial stream condition. 

A prior registration under the province’s Skills Immigration Registration System (SIRS) is mandatory to initiate the nomination process. All the applicants are invited to apply for provincial nomination based on a pre-determined score which evaluated the level of education, years of direct work experience, and validity of a B.C. employment offer.

This qualifying provincial score in April 06 BC PNP Tech Pilot draw was 80 points. 

The major difference between SI & EEBC categories is the way eligible immigration candidates are nominated. EEBC category makes use of the federal Express Entry pool. It consists of applicants qualifying for either one of the three federal programs: Federal Skilled Worker Program (FSWP), Federal Skills Trades Program (FSTP), and Canada Experience Class (CEC). Additionally, such candidates are willing to obtain permanent residence through a provincial nominee program. 

Further, those who had received provincial nominations receive an additional 600 points towards their Comprehensive Ranking System (CRS) score. This is more than enough to guarantee them an invitation to apply for Canada PR in the subsequent federal Express Entry draw

Increased Demand For Canadian Immigration In Light Of Decreased Population Growth

A recent report by Statistics Canada titled ‘Canada’s Population Estimates, Fourth Quarter 2020’ shows that international migration accounted for more than three-quarters (about 85.7%) of the total population growth of Canada since 2016. However, in the wake of COVID-19 related border and travel restrictions since March 2020, the percentage fell to 58.

In another report from Statistics Canada, the population growth rate of the country in 2020 was recorded lowest since 1945. Among the Canadian provinces and territories, Saskatchewan and Northwest Territories witnessed zero population growth rate last year. In Newfoundland and Labrador, the population was reduced by .6 percent. The increase in the death rate owing to COVID-19 is also a reason for the dismal rate of population growth in Canada.

Express Entry: 5,000 Candidates With Prior Work Experience in Canada Invited

Continuing its nomination streak of alternate program-specific Express Entry draws, the Immigration, Refugees, and Citizenship Canada (IRCC) conducted a new draw on April 01.

The Express Entry system is nothing but an application database that manages profiles qualifying for three federal immigration programs: the Federal Skilled Worker Program (FSWP), the Federal Skilled Trades Program (FSTP), and the Canadian Experience Class (CEC). In addition to these, specific Canada Provincial Nominee Program (PNP) may also nominate candidates directly from the same database. 

April 01 Express Entry nomination draws issued Invitations To Apply (ITA) for permanent residence (PR) to candidates with prior work experience in Canada, i.e. for Canadian Experience Class candidates only. 

Typically, international students who are retained after their graduation in Canada qualify for Canadian Experience Class (CEC) under the Express Entry system. Certain other foreign talents who migrate to Canada on temporary work permits may also qualify for permanent residence under the CEC program. All such candidates need at least one year of full-time work experience in a skilled occupation. 

181th Express Entry Draw- at a glance

  1. Constant Draw Size: About 5,000 invitations to apply (ITAs) for Canada PR and thus the draw size remained the same as that of the previous CEC-specific draw size. Also, the number of ITAs that IRCC issued so far in 2021 far exceeds last year’s levels. Canada has issued 49,124 invitations to Express Entry candidates in 2021 compared to 22,600 ITAs on this date last year.
  1. Decreased Cut-off Score: Each Express Entry profile is evaluated and ranked based on a Comprehensive Ranking System (CRS). It considers core human capital factors such as age, language proficiency, work experience, education. 

The total score is given out of 1200 points. 

Invited candidates needed to be eligible for the Canadian Experience Class (CEC) and have a score of at least 432 to receive an Invitation to Apply (ITA), 17 points less than the previous CEC-only draw

  1. Tie-Break Rule: IRCC employs its tie-break rule when two or more candidates end up with the same CRS scores. April 01 draws included candidates who had the minimum score of 432 and had their Express Entry profile registered before February 16, 2021, at 09:51:22 UTC

IRCC Focusses Those Within Canada For PR

Even though Canada has still kept its borders closed for non-essential travel, it is allowing immigration for economic reasons. Besides, Canada also has an ambitious target of welcoming 401,000 new immigrants in 2021. It aims to invite up to 108,000 candidates to apply for permanent residency through the Express Entry system alone. 

IRCC has been holding alternate PNP-specific & CEC-specific Express Entry draws since the start of the new year 2021. It also includes a historic Express Entry draws which resulted in 27,332 ITAs for Canada PR. 

However, it is not to suggest candidates qualifying for Federal Skilled Worker Program (FSWP) to lose their hopes. In fact, before the pandemic, FSWP was prolific in welcoming foreign skilled workers to apply for permanent residence. 

Today marked the third-lowest CRS cut-off for a CEC draw during the pandemic,” said David Cohen, Senior Attorney of Campbell Cohen. “Only the historic February 13, 2021 draw and June 25, 2020, CEC draw have had lower CRS requirements over the past year.”

Express Entry: Those With Provincial Nominations Receive ITAs for Canada PR

Soon before March 2021 ended, the Immigration, Refugees, and Citizenship Canada (IRCC) held its 10th program-specific Express Entry draws this year.

March 31 Express Entry draws resulted in 284 Invitations To Apply (ITA) for permanent residence (PR) in Canada to candidates with prior provincial nominations. 

Issuing permanent residency certificates in Canada come under the exclusive authority of the federal government. However, provincial governments may open an alternate pathway for Canada PR through provincial nominations

Candidates receive provincial nominations based on their factors including their age, education, in-demand occupations work experience, language ability in English or French. Other important criteria for selection include provincial ties like familial ties, graduation history in that province, proof of financial stability, job offer by a local employer.  

Express Entry Draw#180 – at a glance 

  1. Draw Size: A total of 284 ITAs were issued compared to previous CEC-specific Express Entry draws where 5,000 ITAs were sent out. However, as total annual allocations for provincial nominations from 11 Canadian provinces is restricted to 80,800 this year, lower ITAs per PNP-specific draw is to be considered normal. 

Going by the stats, the number of ITAs that IRCC issued so far in 2021 far exceeds last year’s levels. Canada has issued 44,124 invitations to Express Entry candidates in 2021 compared to 22,600 ITAs on this date last year. 

  1. Increased Qualifying Score: Each Express Entry profile is evaluated and ranked based on a Comprehensive Ranking System (CRS). It considers core human capital factors such as age, language proficiency, work experience, education. Candidates with prior provincial nominations get 600 additional points. The total score is given out of 1200 points. 

March 31 draws considered candidates who had a minimum CRS score of 778 points. 

The new score may seem high, especially compared to the previous CEC-specific draw where the cutoff score was 449. However, PNP candidates automatically get an additional 600 points added to their score once they receive a provincial nomination. In other words, the lowest-scoring candidate would have had 178 CRS points without the PNP!

  1. Tie-Break Rule: IRCC employs its tie-break rule when two or more candidates end up with the same CRS scores. March 31 draws included candidates who had the minimum score of 778 and those who had submitted their Express Entry profile before March 16, 2021, at 16:09:32 UTC. 

Candidates Within Canada Targeted For Immigration

Even though Canada has still kept its borders closed for non-essential travel, it is allowing immigration for economic reasons. Besides, Canada also has an ambitious target of welcoming 401,000 new immigrants in 2021. It aims to invite up to 108,000 candidates to apply for permanent residency through the Express Entry system alone.

We cannot predict when IRCC will once again hold draws that allow Federal Skilled Worker Program candidates, for example, to apply for permanent residence,” said Attorney David Cohen, Senior Partner of Campbell Cohen, “But based on precedent, we can be optimistic about seeing more all-program draws later on in 2021.”

Alberta Offers Canada PR Pathway for Express Entry Candidates With Low CRS

The Alberta Immigrant Nominee Program (AINP) held another nomination draw on March 26 that issued 300 invitations to apply for a provincial nomination.

All these invitations were issued to candidates having an active Express Entry profile. They are now one step closer to applying for permanent residence (PR) in Canada. 

The Express Entry system is an application management database for Canadian immigration. It handles applications for three federal programs such as the Federal Skilled Worker Program, the Federal Skilled Trades Program, and the Canadian Experience Class.

All the registered profiles receive a score based on the Comprehensive Ranking System (CRS). Candidates get points for factors including their age, education, work experience, language ability in English or French, and others. The varying degree of scores will help the government determine a prospective immigrant to succeed in Canada’s labor market. 

There are two significant advantages of receiving a provincial nomination under AlNP: 

  • Qualifying CRS score remains as low as 301, as in the case of the latest March 26 AINP draw, and
  • Those who receive the provincial nomination will automatically get an additional 600 CRS points added to their overall score. 

It means that candidates are effectively guaranteed an invitation to apply for permanent residence in the upcoming federal Express Entry draw. In fact, the recent Express Entry invitation round invited 671 candidates who had prior provincial nominations.

‘Enhanced’ Alberta Express Entry Stream

Issuing a permanent residency certificate is the exclusive domain of the federal government.

However, provincial governments provide an alternate pathway for obtaining Canada PR through Canada PNP, one particular case in point is Alberta Express Entry Stream.  

Alberta Express Entry stream is classified as enhanced PNP under the AINP. It is exclusively for Express Entry candidates who had already submitted their Expression of Interest (EOI) to Alberta. 

Major requirements to receive provincial nominations under this stream include strong ties to Alberta. It includes family ties or graduation from any University or College in Alberta, or those who can support the government’s economic development and diversification priorities.

Nova Scotia Invites Express Entry Candidates To Apply For Provincial Nominations

Nova Scotia Nominee Program (NSNP) released the details of its Labour Market Priorities Stream nomination draws held on March 29.

The province issued Letters of Interest to Express Entry candidates who had selected French as their first official language. These candidates were expected to have a Canadian Language Benchmark (CLB) score of 9 or higher in all French language abilities (reading, writing, listening, and speaking). 

They were also supposed to have a CLB score of at least 7 or higher in English in all four language abilities. Additionally, they were required to have either a bachelor’s degree or completed a program of three years or more at a university, college, trade, or technical school.

These candidates have 60 calendar days to submit a complete application along with proof of claimed proficiencies to NSNP for successfully getting their provincial nomination certificate.

‘Enhanced’ Nova Scotia Nomination Program

Earlier, foreign individuals willing to obtain permanent residence in Canada would have limited options but to only apply with Immigration, Refugees, and Citizenship Canada (IRCC).

Ever since the launch of the Express Entry system in 2015, the scope of obtaining permanent residency for foreign skilled workers, entrepreneurs have significantly widened, by virtue of provincial immigration streams aligning into ‘base’ and ‘enhanced’ streams. 

The ‘enhanced’ immigration streams are aligned with the Express Entry pool. Now, Nova Scotia under its Labor Market Priorities stream can search the federal pool for eligible candidates who match the province’s labor demand.  

Express Entry system is an application database management system for three federal immigration programs: Federal Skilled Worker Program (FSWP), Federal Skilled Trades Program (FSTP); and Canadian Experience Class (CEC). 

Registered candidates in the Express Entry system are assessed based on multiple factors such as their age, education, work experience, and official language ability. Further, they are given a ranking score according to the Comprehensive Ranking System (CRS).

NSNP has held 16 such ‘enhanced’ draws since its launch in 2018. The most targeted professions/occupations include:

  • Early Childhood Education Workers, 
  • Financial Auditors, 
  • Accountants, 
  • Social Workers and Nurses, 
  • Programmers, 
  • Carpenters among other Professionals.​

All the nominated candidates get to apply for a provincial nomination issued by NSNP. After successfully receiving a provincial nomination certificate, such candidates may receive an additional 600 points towards their CRS score. This is sufficient to guarantee them an invitation to apply for permanent residence in the upcoming federal Express Entry draws.

PNP Draws: Manitoba Invites Another 335 Canadian Immigration Candidates

The Canadian province of Manitoba held another provincial draw on March 25 resulting in the issuance of 335 invitations to apply for provincial nominations.

All the invited Canadian Immigration candidates are one step closer to obtain permanent residency from Immigration, Refugees, and Citizenship Canada (IRCC). 

Following the previous trends, Manitoba invited hopeful immigrants to apply through one of the following three Provincial Nominee Program (PNP) streams: Skilled Workers in Manitoba, International Education Stream, and Skilled Workers Overseas. 

Here are the results from the latest draw:

  • Skilled Workers in Manitoba— 285 invitations with a minimum EOI score of 423;
  • Skilled Workers Overseas— 9 invitations with a minimum EOI score of 711; and
  • International Education Stream— 41 invitations with no EOI score requirement.
  • Additionally, about 49 invitations went to Express Entry candidates.

Manitoba has so far invited nearly 1,627 candidates in 2021 to apply for provincial nominations. With an annual target of about 80,000 invitations across all PNPs, the time is ripe to start your Canadian immigration process. 

Qualify For Upcoming Manitoba PNP Draws

The provincial government in agreement with the federal government manages the immigration of foreign talent into the province through the MPNP. Although Canadian provinces do not have the authority to issue permanent residency status, they can help the applicant by issuing provincial nominations.

Interested applicants are required to register their Expression of Interest (EOI) with the province. Further, the registered profile is evaluated and ranked out of 1,000 points for their human capital factors such as age, education, work experience, language proficiency, as well as their connections to the province. 

This will potentially qualify them for receiving a Letter of Advice to Apply (LAA), other invitations, through the Skilled Workers in Manitoba and Skilled Workers Overseas streams. 

In order to be considered under the Skilled Workers Overseas stream, candidates must demonstrate their connections to Manitoba such as close family ties, previous experience in the province, or an invitation through one of Manitoba’s Strategic Recruitment Initiatives.

The major requirement for Skilled Worker in the Manitoba stream is a full-time job offer from any employer situated in the province.

International students who graduated from any institute in Manitoba can apply for provincial nomination under MPNP’s International Education Stream.

New Immigration Tool From IRCC To Determine Where To Live In Canada

Canada is expected to test out a new algorithm that makes recommendations to immigrants on where they may enjoy the greatest economic success.

As per the immigration data available with Statistics Canada, most immigrants end up living in one of Canada’s major cities. In fact, more than half of all immigrants and recent immigrants to Canada currently live in Toronto, Montreal, or Vancouver.

Another report published by IPL suggests immigrant’s initial arrival location plays a key role in shaping their economic success in Canada. For instance, many economic immigrants choose Toronto simply because that is all they know of Canada. However, they may be in “the wrong place” for their skillset. 

Since 2018, Immigration, Refugees and Citizenship Canada (IRCC) have been working on a research project alongside the Immigration Policy Lab (IPL) at Stanford University that may pave the way for a new immigration tool, named GeoMatch. 

Further, the IRCC has identified several regional areas in Canada that can offer excellent economic opportunities for new immigrants. Moreover, Canada’s ambitious target of welcoming 1.2 million new immigrants over the next three years implicitly encourages regional immigration.

GeoMatch aims to develop an algorithm that will automate suggestions for resettlement efforts for new immigrants in Canada. 

“It uses historical data to help immigrants choose where they might thrive the most”, IRCC spokesperson Isabelle Dubois told CIC News. “The study suggested that prospective economic immigrants who followed the GeoMatch recommendation would be more likely to find a well-paying job after they arrived.” 

GeoMatch considers factors such as previous immigrants’ work history, education as well as personal characteristics to be able to predict an immigrant’s likelihood of success in various locations across Canada.
