954 Express Entry candidates invited in the first OINP Tech Draw of 2020

In the OINP Tech Draw held on January 15, the first one to be held in 2020, Ontario invited 954 candidates to apply for provincial nomination. The Ontario Immigrant Nominee Program launched the OINP Tech Draw in 2019 with an aim to meet the increasing demand for tech workers in the booming tech sector of the province.

OINP Tech Draws are conducted through the Human Capital Priorities Stream of OINP. The candidates invited in the latest OINP Tech Draw had a Comprehensive Ranking System(CRS) score ranging between 460 and 472. The selected candidates also had relevant work experience in one of the following six occupations:

Software engineers and designers (NOC 2173)
Computer programmers and interactive media developers (NOC 2174)
Computer engineers (NOC 2147)
Web designers and developers (NOC 2175)
Database analysts and data administrators (NOC 2172)
Computer and information systems managers (NOC 0213)

The candidates selected in the OINP Tech Draw of January 15 had submitted their Express Entry profiles between January 15, 2019 and January 15, 2020.

OINP Tech Draw

Most of the major tech hubs of Canada such as Toronto, Ottawa and Waterloo are located in Ontario. By introducing Tech Draw, OINP aimed to meet the growing demand for skilled tech workers. Minimum language proficiency equal to CLB/NCLC level 7 (English or French)
Intention to settle in Ontario.
Residing legally in Canada, if the application is being submitted from inside Canada
Proof of settlement funds

Quebec issues 305 invitations in two recent Arrima draws

In the two recent Arrima Expression of Interest draws, a total of 305 Quebec Skilled Worker Program candidates were invited to apply for a Quebec Selection Certificate (CSQ). The two draws were held on December 12 and 17 in which 85 and 220 invites were issued respectively. The frequent Arrima draws indicate that in 2020 too, the Quebec Expression of Interest system will remain highly active.

In the December 12 Arrima draw, Quebec invited candidates who are either those who have a job offer or those who are already in Quebec as a diplomatic agent, consular officer, representative or a duly accredited official of a foreign country or of the United Nations.

At the same time, the candidates invited in the December 17 draw:

Had submitted their applications to Quebec Skilled Worker Program under the old system, which were terminated following the governing Coalition Avenir Quebec’s Bill 9.
Submitted an Expression of Interest through the Arrima system before December 17, 2019
Had submitted the terminated application according to section 5.01 of the Regulation related selecting foreign nationals

Had been residing in Quebec on June 16, 2019 with a study or work permit.

The candidates invited in the two recent draws may submit the complete application for the Quebec Selection Certificate within 60 days. In the nine draws held since July 2019, Quebec has issued a total of 2072 invitations so far.

Arrima Expression of Interest

The steps involved in applying for a Quebec Selection Certificate through the Arrima Expression of Interest system are:

The Expression of Interest profiles are ranked on the basis of various eligibility factors. The profile remains valid for 12 months.
In periodic Arrima draws, Quebec invites those with the highest ranks to apply for CSQ.
4. The invited candidates can submit the complete application for CSQ within 60 days.
Those who receive a nomination certificate from Quebec may apply for permanent residence in Canada.

308 invitations issued in January 9 Saskatchewan Expression of Interest draw!

In its first Saskatchewan Expression of Interest draw of the year 2020, the Saskatchewan Immigrant Nominee Program (SINP) invited 308 candidates to apply for provincial nomination. The candidates invited in the January 9 draw belonged to either the Express Entry or the Occupations In-Demand sub-category of SINP. While 142 invitations went to candidates belonging to the Express Entry sub-category, the remaining 166 invitations were issued to Occupations In-Demand candidates. The candidates of both the sub-categories had to score at least 69 on the Points Assessment Grid of Saskatchewan to be invited.

Candidates in 82 occupations received invitations in the January 9 draw. These occupations included managers in agriculture, electronic service technicians and administrative officers. Though a job offer is not necessary to be invited in the Saskatchewan Expression of Interest draw, the candidates must have submitted an Expression of Interest to the SINP. Further, they must also have at least one year of work experience in an eligible skilled occupation, related to their field of study.

Saskatchewan Expression of Interest

To be considered for provincial nomination through either the Express Entry sub-category or the Occupations In-Demand sub-category, an immigration candidate must first submit an Expression of Interest to the SINP. Each EoI profile submitted in this manner is assessed on the basis of a number of eligibility factors such as work experience, education, language proficiency, age etc. and awarded a score out of 100. The highest scoring candidates are invited to apply for provincial nomination.

Saskatchewan Express Entry sub-category

The Express Entry sub-category of SINP, aligned to the federal Express Entry pool, allows the province to select eligible candidates to nominate for Canada PR from the federal Express Entry pool. Those who are nominated by the province are awarded an additional 600 Comprehensive Ranking System (CRS) score points. In the subsequent federal Express Entry draw, they receive an Invitation to Apply for Permanent Residence in Canada.

Occupations In-demand sub-category

Those without an Express Entry profile may receive provincial nomination from Saskatchewan through Occupations In-Demand sub category. Saskatchewan uses an Excluded Occupations List in order to select candidates instead of an In-demand Occupations List. 242 French-Speaking Skilled Worker Stream candidates invited in latest OINP draw

In the first Express Entry-linked draw of Ontario Immigrant Nominee Program(OINP) in 2020, the province invited 242 candidates belonging to the French-Speaking Skilled Worker Stream to apply for provincial nomination. French-Speaking Skilled Worker Stream is one of the three immigration pathways under OINP that are aligned to the federal Express Entry system. The candidates invited in the latest draw had CRS score ranging between 433 and 472. The highest score in this score range in one point lower compared to the CRS cut-off score for candidates invited in the recent federal Express Entry draw held on January 8.

The French-Speaking Skilled Worker Stream candidates invited in the latest OINP draw may submit the complete application for provincial nomination within 45 calendar days. Upon receiving the provincial nomination, they will have 600 additional CRS score points added to their total CRS score. It ensures them an Invitation to Apply for permanent residence in Canada in the subsequent Express Entry draw.

Ontario French-speaking Skilled Worker Stream

Through the Express Entry-aligned French-speaking Skilled Worker Stream,Ontario selects eligible candidates from the federal Express Entry pool to nominate for permanent residence in Canada. To receive invitation through the Stream, the candidate must have demonstrate proficiency in French language at a level equal to Canadian Language Benchmark (CLB) 7 or higher in all the four abilities-reading, writing, speaking, listening. They must also demonstrate proficiency in English at a level equal to CLB level 6 in all the four abilities.

3400 ITAs issued in the first Express Entry draw of 2020 held on January 8

In the latest Express Entry draw held on January 8, the first draw to be held in 2020, the Immigration, Refugees and Citizenship Canada invited 3400 candidates to apply for permanent residence. It shows an increase by 200 more ITAs compared to the previous draw held on December 19, 2019, where only 3200 ITAs were issued. The Comprehensive Ranking System (CRS) cut-off score in the latest draw was 473 points.

Tie-break rule was applied in the draw and the time stamp given was December 27, 2019 at 13:35:09 UTC. It means only those candidates with the minimum CRS cut-off score and who had submitted their Express Entry profiles before the said date and time, were considered to be invited in the draw.

It is true that compared to the previous draw, the CRS cut-off score has increased by a few points. However, Canada immigration experts think that the score may come down in the future with candidates having CRS score as low as 450s standing a chance to receive Invitations to Apply. In January 2019, candidates with a minimum CRS score of 438 received invitations in an all-program Express Entry draw. Canada has set a higher immigration target through Express Entry program for 2020-2021 and it is highly likely that the CRS cut-off score would come down in the future draws.

ccording to the updated Canada Immigration Levels Plan for 2019-2021 announced on October 31, 2018, nearly 256,000 immigration candidates will be admitted to Canada through Express Entry during these three years. 186 LAAs issued in latest Manitoba Expression of Interest draw

Manitoba Provincial Nominee Program (MPNP) invited 186 candidates to apply for provincial nomination in the first Manitoba Expression of Interest draw of 2020 held on January 2. The Letters of Advice to Apply(LAAs) were issued to candidates belonging to Skilled Workers in Manitoba; Skilled Workers Overseas; and the International Education Streams.

The distribution of LAAs issued in the January 2 Expression of Interest draw is as follows:

Skilled Workers Overseas: 42
International Education: 22

The January 2 draw is the 80th EoI draw to be held after the program came into existence in April 2014.

Manitoba Expression of Interest: Express Entry

Among the total 186 candidates who received LAAs in the latest Manitoba Expression of Interest draw, 24 were candidates who had their profiles in the federal Express Entry system.

To receive an LAA in a Manitoba Expression of Interest draw, a candidate must submit a separate Expression of Interest profile to MPNP. They must also have eligible work experience in one of Manitoba’s in-demand occupations and meet other requirements.

Manitoba Expression of Interest

A candidate belonging to either Skilled Worker in Manitoba or Skilled Worker Overseas category must submit an Expression of Interest to the MPNP to receive an LAA. Each submitted EoI profile is assessed on the basis of a number of eligibility factors such as education, work experience, previous connections to the province and proficiency in either English or French. Based on this assessment, each profile is awarded a score out of 1000 and the highest scoring candidates are issued Letters of Interest to apply for provincial nomination from Manitoba.

In the January 2 Manitoba Expression of Interest draw, the minimum required score for Skilled Worker in Manitoba Stream candidates was 534 and for Skilled Worker Overseas Stream candidates, the minimum score was 708.
