Quebec to Continue Processing Skilled Worker Program Applications

Following the order of a Quebec Judge on Monday, the province is to continue processing skilled worker program applications. This is after the request made by the AQAADI (Quebec Immigration Lawyers Association) who stated that the sudden plan to terminate 18,000 skilled worker applications will put the applicants in a devastating situation.

The Government of Quebec earlier this February announced that it is about to terminate the backlog of 18,000 Skilled Worker Program Applications. All applications submitted prior to 2nd August 2018 will not be considered anymore was the decision. The government stated that all individuals whose applications are being terminated should apply under the newly introduced Quebec Expression of Interest System.

This decision made by the Coalition Avenir Quebec Government was not welcomed by the applicants and the Quebec Immigration Lawyers Association made an injunction request in the name of Seeun Park, a nurse from South Korea who was affected by the decision made by the government, which led to the 10-day temporary injunction by Justice Frédéric Bachand.

AQAADI referred to the situation as urgent and stated that terminating 18,000 applications would affect the lives of thousands & thousands of dependants and not to mention the wide criticism the decision has gained by the applicants and it should be noted that some of the individuals were already living & working in Quebec.

This decision has brought a bit of relief among the people who currently reside in Quebec either on a temporary work visa or a student visa. It is expected that Quebec will be issuing a selection certificate to those in the pool in the near future.

Reports Say that Ontario Has Nominated 6,850 Applicants to Obtain a Canadian PR

Recent reports stated that Ontario during the year 2018 has issued 6,850 invitations to candidates to apply for a Canadian permanent residence and it should be noted that almost half of them belonged to the Canadian Express Entry Pool and a quarter of them were high-tech workers.

The Ontario Immigrant Nominee Program is one of the most popular Provincial Nominee programs which has played a very good role in welcoming immigrants to the province. Like every provincial nominee program that is in existence, the Ontario Immigrant Nominee Program also nominates a certain number of economic immigrants to obtain a Canadian permanent residence.

The report published on February 22nd stated that the issued 6,850 nominations will eventually become 13,571 new immigrants within the country when taking into account the spouse & the dependants that accompany the main immigrant.

Nominations from the Express Entry Pool

Reports state that almost half of Ontario’s nomination went to the Express Entry System’s candidates, which is responsible for handling Canada’s three most important immigration programs – the Federal Skilled Worker Class Program, the Federal Skilled Trades Class Program and the Canadian Experience Class Program.

The Ontario Immigrant Nominee Program has the immigration streams that work with the Express Entry System which are the Human Capital Priorities Stream, the French-Speaking Skilled Worker Stream and the Skilled Trades Stream.

Candidates in the Express Entry Pool who have the potential & meet the eligibility criteria of OINP are invited to apply for a provincial nomination. Under the Human Capital Priorities Stream, a total of 2,190 invitations were issued during 2018 and 648 nominations were issued through the Skilled Trades Stream and another 387 through the French-Speaking Skilled Worker Stream.

Applicants willing to apply for Ontario’s immigration streams should have first created an Express Entry Profile and entered the Express Entry Pool.

Software Engineers, Interactive Media Developers, Designers and other IT related occupational specialists received a quarter of the nominations during the year 2018 and the reports have also stated that out of the total invitations issued, 2,651 of them were issued to Indians which is 39 per cent of the total.

It is expected that the government of Ontario is about to take in more immigrants this year and has already issued 2,053 invitations to apply for a provincial nomination. 3350 candidates invited in February 20 Express Entry draw

In a draw held on February 20, the Government of Canada issued 3,350 invitations to apply for Canadian permanent residence to Express Entry candidates. With the latest draw, the total number of invitations issued by the Immigration, Refugees and Citizenship Canada (IRCC) so far in 2019 has reached 14,500. This makes 2019 the year to have the biggest start ever since the Express Entry system came into existence in 2015.

The minimum Comprehensive Ranking System score requirement for the February 20 draw was 457. This is 19 points higher compared to the minimum CRS requirement in the previous draw held on January 30. The hike in the CRS draw requirement can be attributed to the three-week gap between the latest and the previous draw. Compared to this, the time gap between the previous two draws held on January 30 and January 23 was only one week and presumably because of this the minimum CRS requirement for January 30 draw was 438.

As in the previous draws, the tie-break rule was applied in the February 20 draw as well, the time stamp used is December 6, 2018, at 12:38:11 UTC. It means all candidates who had submitted their profiles before the said date and time were invited to apply for permanent residence.

Canada is planning to admit more Express Entry candidates in the next few years. The updated Immigration Levels Plan of Canada for 2019-2021 says that a total of 256,000 new permanent residents will be admitted to Canada through the Express Entry program during the three-year plan period. Another 200,000 or so new permanent residents will be admitted through the Provincial Nominee Programs (PNPs). The Express Entry candidates who receive provincial nomination will obtain 600 additional CRS score points that would guarantee an Invitation to Apply for permanent residence in Canada in the subsequent Express Entry draws.

Manitoba’s Third Expression of Interest Draw Issues 444 Invitations for a Provincial Nomination

Manitoba, one of the Canadian provinces which are active in taking immigrants has issued 444 Invitations to candidates to apply for a provincial nomination in its February 15th Expression of Interest Draw. The invitations were issued to eligible skilled workers & international students who had already expressed their interest to immigrate to Manitoba.

Manitoba, this year has conducted three Expression of Interest Draws, pushing the total count to 1,526 Invitations issued till date. All candidates who have received an invitation to apply for a provincial nomination get the chances to become a Canadian Permanent Resident.

It should be noted that the majority of Manitoba’s economic immigration streams are being operated on an Expression of Interest basis and the first step to doing this is to create an Expression of Interest Profile. Skilled Worker Overseas Candidates

During the draw held on the 15th of February, Manitoba issued invitations to two groups of candidates in the Skilled Worker Overseas Stream. The number of invitations issued was 268 and the lowest ranking candidate within had a score of 570.

Candidates from the first group were individuals who were in the Express Entry Pool and had registered an expression of interest profile with Manitoba’s Provincial Nominee Program. Candidates receiving a Letter of Advice to apply for the provincial nomination were required to have an Express Entry ID which is valid, a job seeker validation code and a minimum of recent six months of work experience in Manitoba’s in-demand occupation list.

The second group of candidates were the one with the following conditions being met:

  • When there is a close relative residing in Manitoba or the individual has past work experience or educational experiences in Manitoba.
  • The individual should be having at least six months of recent work experience in the province’s most demanded occupations.
  • The individual should be having the minimum required language proficiency.

Skilled Workers in Manitoba and International Education Stream

A total of 154 invitations were issued to candidates who were eligible temporary foreign workers and graduates from Manitoba post-secondary institutions having required skills by the province’s employers. The split up of the 154 invitations issued were 34 to International Education Stream Candidates and 120 to Skilled Workers in Manitoba.

2019 January Witnessed 67,000 New Canadian Jobs Being Added

309 Skills Immigrants and Express Entry Candidates Were Invited by BC to the Province

British Columbia, one of the unique Canadian provinces seems to be extremely active in filling the labour market shortages of the province. In its draw held on the 12th of February, a huge 309 Invitations to apply to candidates were issued under various categories of the Skills Immigration and Express Entry BC Candidates.

Candidates to whom the invitations were issued were the Skills Immigration, Express Entry British Columbia Streams, Entry Level candidates in the Skills Immigration Streams and Semi-Skilled Category.

Candidates who have a profile in the Canadian Express Entry System are welcomed by the Express Entry British Columbian Streams. The Federal Express Entry Stream is responsible for managing immigrants under Canada’s three most important economic immigration programs namely the Federal Skilled Trades Program, the Federal Skilled Worker Program and the Canadian Experience Class Program.

Candidates who have received a provincial nomination from British Columbia will be receiving 600 additional CRS points. Canada Drops Valid Study Permit Requirement for Post – Graduation Work Permit

British Columbia Issues 32 New Tech Pilot Invitations to Candidates

British Columbia has been more active in inviting immigrants this year. On its Tech Pilot Draw held on the 5th of February, British Columbia invited 32 Skills Immigration and Express Entry candidates. All candidates who have received an invitation will get to apply for a provincial nomination for permanent residence.

British Columbia’s Tech Pilot Program was created in the year 2017 in order to meet the rising labour shortage demands in the province. This program helped the province to bring in skilled immigrants to occupations which were unable to meet its needs.

It should be noted that the Tech Pilot Program has been issuing weekly invitations to foreign workers who are eligible and have a valid employment offer in one of the 29 occupations that are considered to be the in-demand occupations of the province.

The streams through which the invitations were sent to candidates were the Express Entry BC (EEBC) and the Skills Immigration Streams. Candidates were required to have a minimum score of 85 for the Skilled Worker Candidates and for International Graduates, it was a slightly higher 95. The Express Entry British Columbia Candidates will be considered eligible only on registering under both British Columbia’s Skills Immigration Registration System and the Canadian Federal Express Entry System.

Candidates selected under the Tech Pilot Program need not have to have full-time employment offer requirements, however, he/she be showing a job offer with at least a minimum of one-year duration and having 120 remaining days when applying for a provincial nomination.

French-Speaking Express Entry Candidates Received New Invitations from Ontario

Ontario, through its Ontario Immigrant Nominee Program, issued 189 Invitation to candidates who speak French and are a Skilled Worker under the Express Entry Pool. During draw held on the 7th of February, a total of 61 invitations were issued under the French-Speaking Skilled Worker Immigration Stream.

The Ontario Immigrant Nominee Program is for eligible foreign workers who wish to immigrate to Ontario. The French-Speaking Skilled Worker Immigration Stream allows the OINP to select candidates from the Express Entry streams like the Canadian Experience Class or the Federal Skilled Worker Class. Individuals are expected to have strong language proficiency and skilled work experience. It should also be noted that the Express Entry System is playing a primary role in helping the Canadian Government in meeting its set immigration goals.

Candidates who wish to immigrate to Canada should first create an Express Entry Profile and make their way into the Express Entry Pool. On entering the pool, every individual will be assessed and given CRS points based on his/her educational qualification, work experience, age & more., Candidates with highest CRS scores are issued invitations to apply during the express entry draws.

The Ontario Immigrant Nominee Program offers two key advantages to Express Entry Candidates which are being mentioned below:

  • The candidate does not need to have a job offer from one of the employers in Ontario.
  • The candidate does not need to have any minimum CRS score requirement to be considered eligible.

Apart from the above-mentioned, candidates should also be having a strong language proficiency in French & English and should have secured a CLB of 7 in French and a CLB of 6 in English. The February 7th draw was followed by the February 1st draw where 29 invitations were issued to candidates.
