September Ends With New All-Program Express Entry Draws Issuing 3,750 ITAs For Canada PR 

Immigration, Refugees, and Citizenship Canada (IRCC) held an all-program Express Entry draw on September 28. Canada increased the number of invitations to apply (ITA) to 3,750 with a slight decline in the qualifying Comprehensive Ranking System (CRS) of 504 points.

September 14 draw is the seventh all-program Express Entry  draws  since July 06, as it resumes after a gap of nearly 18 months. 

A common trend among all the draws since resuming is a consistent increase in draw size and a decline in qualifying scores to accommodate more profiles. This has led to a decrease in the Canadian immigration application backlog.  

Canada invited registered Express Entry candidates to apply for permanent residency who qualified under Federal Skilled Worker Program (FSWP), Canada Experience Class (CEC), Federal Skills Trades Program (FSTP), or with successful provincial nominations in this draw.

Current status of Express Entry Inventory 

IRCC reported nearly 51,616 persons in the Express Entry inventory in late July. The number reduced to 40,180 as of August 31 in approximately six weeks. 

Over half the applications currently in the Express Entry inventory are from applicants in the PNPs. This is notable because several PNPs are aligned with Express Entry programs, known as enhanced nominations. 

Upcoming changes to Express Entry system in 2023

So far in 2022, Canada has issued invitations to 28,039 immigrants under FSWP, CEC & FSTP programs.

IRCC is planning to close labor force gaps by introducing some changes to Express Entry draws. The department is expected to issue ITAs to individuals with specific work experience, education, or language ability. The occupation group choice would depend on Canada’s prevailing market demand.

Immigration Minister Sean Fraser confidently announced that Canada would break its current record of 405,330 new immigrants in a year and is on track to meet its current annual target of over 432,000 new immigrants.

Latest Ontario PNP Draw Invites 363 Express Entry-Linked French-Speaking Skilled Workers 

The Canadian province of Ontario held a new nomination draw on September 23 and invites French-Speaking Skilled Workers.

A total of 363 notification of interest (NOIs) were issued to candidates with proficiency in both English and French who received a Notification of Interest (NOIs) in this draw and also had to have created an Express Entry profile between September 23, 2021 – September 23, 2022.

More specifically, all the selected candidates qualified under Ontario’s Express Entry French-Speaking Skilled Workers (FSSW) stream.

The FSSW is a type of ‘enhanced’ provincial stream which is aligned with the federal Express Entry system. The qualifying Comprehensive Ranking System score for this draw ranged between 326 and above.

Provincial nomination leading to Canada’s PR

All NOIs to 363 eligible Express Entry candidates will lead to successful provincial nominations in the next 45 days.

Express Entry candidates who receive a provincial nomination are effectively guaranteed to get an Invitation to Apply for Canadian permanent residence in a subsequent draw at the federal level. With a provincial nomination in hand, these candidates get an additional reward of 600 CRS points.

How to qualify under Ontario FSSW provincial stream

Receiving an invitation to apply will not guarantee your nomination. One may have to demonstrate the following eligibility requirements:

  • Qualify for the Canadian Experience Class or the Federal Skilled Worker Program. These federal immigration programs require applicants to have adequate work experience in any skilled occupation.
  • A minimum Canadian Language Benchmark (CLB) of at least 7 in French and 6 in English is also required.
  • Adequate proof of finance and enough funds to cover settlement costs in Ontario.

Coming October 1, Canada Will Remove All COVID-19 Related Travel Restrictions 

Marking the new post-pandemic era, the Government of Canada has announced removing the vaccine requirements, undergoing pre- or on-arrival tests, monitoring and reporting of COVID-19 symptoms upon arrival, or carrying out COVID-19-related quarantine or isolation, for all travellers arriving in Canada.

Face masks are no longer mandatory on flights or trains within Canada. 

The announcement came from the Public Health Agency of Canada (PHAC) and would be effective October 1, 2022, for all travellers, regardless of their citizenship. 

The use of the ArriveCAN app or website to submit public health information such as quarantine & isolation plans and other pandemic-related travel documents will be made optional. 

However, the government still strongly recommends travellers monitor their health closely.

We expect COVID-19 and other respiratory viruses will continue to circulate over the cold months, so I encourage everyone to stay up-to-date with their COVID-19 vaccination, including booster doses, and exercise individual public health measures,” informed Health Minister Jean-Yves Duclos.

Quebec PNP Held Largest Arrima Draws For Canada Permanent Residency In 2022 

Quebec immigration Arrima draws held on September 08 issued 1,202 invitations to eligible foreign skilled workers to apply for Canada permanent residency. Skilled workers including Nurses, Computer Engineers, Technicians, Designers, and Educators are eligible to qualify for Quebec Selection Certificate (CSQ) under Quebec Arrima draws.

All the invited candidates had already submitted their Expression of Interest (EOI) under the Quebec Skilled Worker Program. They are required to have profiles in the Arrima system for Quebec immigration with scores of at least 620 points to qualify for this draw.

How To Qualify Under Quebec EOI Draw?

  • Candidates submit an online expression of interest profile via Arrima.
  • Profiles enter into an Expression of Interest pool, where they are ranked against each other using a points system and are valid for 12 months.
  • The highest-ranking candidates are invited to apply for a Quebec Certificate of Selection (CSQ) under the Quebec Skilled Worker Program via periodic draws.
  • They have about 60 days to submit a full application.
  • Candidates with a CSQ may then apply to IRCC for Canadian permanent residence.

Canada Permanent Residency via Quebec Immigration

Arrima system is a dedicated online portal to submit EOI for Quebec immigration under the Skilled Worker Program. It is modeled after the federal Express Entry system

Under the new EOI system for Quebec immigration, Quebec invites nurses or any other eligible skilled worker to create a profile in Arrima. Equivalent to the Comprehensive Ranking System (CRS) in the federal Express Entry system, candidates are ranked in Arrima based on score which is dependent on factors such as their age, education, proficiency in French, area of training, and work experience. 

Technically, an EOI is not regarded as an application but is only a way for interested candidates to notify the Government of Quebec that they would like to be considered for the Quebec Selection Certificate (Certificat de sélection du Québec, or CSQ). 

Eligible candidates are invited to apply for a CSQ based on either their scores or other factors such as labor shortages in the province’s outlying regions. Those who apply for and receive a CSQ are required to apply for Canadian permanent residency through the federal Immigration Ministry which verifies medical and criminal admissibility.

Job vacancies in Canada reach high another time.

According to Statistics Canada, the rate of unfilled positions is 5.7% for the second quarter of 2022.

Results of the Job Vacancy and Wage Survey report for the second quarter of 2022 have been made public by Statistics Canada. The overall rate of Job vacancies increased from the first quarter of 2022 by 4.7%, which is 42.3% higher than that of 2021’s second quarter.

Overall, there are around one million openings in Canada, which is an all-time high rate of 5.7%. The number of openings that correspond to the overall labor demand is used to calculate vacancies. The present record-high number of vacancies is the result of the rise in labor demand since the first quarter of 2020.

Provinces with high job vacancies

There are six provinces in which the job vacancies rose from the first and second quarters of 2022. The highest rise was in Ontario, where job openings increased by 6.6% to 379,700 overall. Nova Scotia has also gone through the same rise of 6%. There were increases in British Columbia, Manitoba, Alberta, and Quebec ranging from 5.6% to 2.4%

New Brunswick was the only province where job openings fell, with a 6.1% summing up to 15,200 openings. The remaining provinces and territories did not experience any significant change.

Healthcare and social assistance

The highest job vacancy rate in this healthcare sector is in Manitoba at 6.7%

The change in the number of job vacancies in the healthcare and social assistance sector from the first and the second quarter this year is almost 6% which is 135,000 to 136,000. Moreover, from the second half of 2021, it’s up 29%. Some hospitals reduced their services by temporarily closing the emergency rooms because of the shortage of staff.

Accommodation and food services

There was a significant rise in job vacancies in this sector which is up to 12.7%, which is 149,600 job vacancies. This happens to be the highest job vacancy sector among all the sectors and is seen in the Kootenay region of British Columbia.

Professional, scientific, and technical services

Nearly 74,600 job vacancies, up to an 8 % hike in this sector, and a 79% of hike in vacancies was in the first quarter of 2020. Mostly the vacancies in these sectors are seen in Toronto, Montreal, and Vancouver.

Jobs in the scientific and applied sciences saw the biggest increase, of 13.3%. The percentage of tech jobs in the natural and applied sciences increased this quarter by a significant amount to 9.6%.

Canadian Permanent & Temporary Residency Backlogs Decreases To Just Below Two Million

Canadian immigration is still going strong even as the pandemic ushered in major reforms worldwide. Canada is now on track to achieve its annual immigration target of over 430,000 new immigrants by the end of 2022. And it will continue to rise immigration targets as also evident from the decreasing application backlogs. The public can visit this official webpage to track the inventory. 

Canada’s immigration backlog decreases slightly to 2.6 million. Of those, just about 50% were within service standards and the other half of applications were in the backlog.

Canada has even publicly declared its intention to increase the mass immigration of skilled workers, and international students in 2022 & beyond to settle there permanently. 

Note: There is a discrepancy in the application backlog data from the media department compared to data reported on the government website. But the crux of the matter is that IRCC is working to decrease the overall backlogs to accommodate more newcomers in the near future. 

How much are Express Entry & PNP Inventories? 

The inventory of the three Express Entry programs has improved over the past month. It stands at 40,180 persons compared to 51,616 at the end of April.

The Canadian Experience Class (CEC) inventory is 5,214 persons, compared to 6,088 persons on June 06.

The Federal Skilled Worker Program (FSWP) inventory is 11,669 persons compared to 25,081 persons.

IRCC may soon go back to its pre-pandemic service standard of processing most Express Entry applications within six months.

The inventory of Quebec skilled workers has declined to 23,559 persons compared to 27,146 in early June.

The Provincial Nominee Program (PNP) inventory not linked to the Express Entry stream has also declined to 41,832 persons compared to 68,221 persons. In fact, Canada is prioritizing more PNP candidates applying for permanent residency.

The overall inventory of family class applicants has increased to 125,746 persons from 112,837 persons in June. 

The Spouses, Partners, and Children Program is declined compared to June. It stands at 61,073 persons compared to 67,929 persons.

The Parents and Grandparents Program (PGP) shows a drastic increase and is now at 53,029 persons compared to 41,802 persons. 

Effective July 4, IRCC is implementing reforms that will allow certain parents and grandparents to remain in Canada for up to seven years per entry under the Super Visa.

Recent PNP draw of Manitoba and British Columbia.

Candidates are invited through a variety of programs in the provinces of British Columbia and Manitoba.

About PNP, it is one of the immigration programs of Canada launched in 1998. It nearly welcomes 80,000 immigrants per year. All Canadian provinces and territories process their own PNP programs except Quebec and Nunavut. The federal and provincial governments of Canada see PNP as a major tool for the economic development of the country. It’s the reason why we witness the rise in PNP admissions.

Though PNP is not the direct solution to getting a permanent residence, it can be the first step towards increasing the CRS score to easily obtain permanent resident status.

For instance, PNP applicants with Express Entry profiles who receive a nomination get extra 600 points added to their score. Additionally, they become qualified to apply for a round of invitations specific to the PNP.

Manitoba

Manitoba conducted the PNP draw on September 14 under the Special Immigration Measure, the Ukraine program. It has invited 9 Ukrainian candidates to apply.

The program is created in response to the ongoing catastrophe in Ukraine and IRCC’s special immigration measures for those who are affected with the partnership of the Canada Ukraine Authorization for emergency Travel (CUAET). Not every candidate can be eligible for this program, it is for people who are affected by ongoing events in Ukraine and also one who fulfills all the eligibility criteria of MPNP.

Eligibility for this program 

  • The candidate should be a citizen of Ukraine
  • A minimum score of CLB 4 in every language band
  • Candidate must have a strong connection to Manitoba like having close relatives, friends, or community, or already done studies or employment there.
  • A score of at least 60 points should be attained in the MPNP assessment criteria.

British Columbia

On September 13, British Columbia invited more than 290 applicants to apply for provincial nomination under the British Columbia Provincial Nominee Program (BC PNP).   A total of 227 applicants were selected via a general draw that also included workers in the tech industry.

International graduates and Skilled workers categories as well as Express Entry candidates have all received the invitations. Entry Level and Semi-Skilled candidates were also included in the draw. SIRS ranged from 78 and 120.

Like the Express Entry Comprehensive Ranking System (CRS), Skills Immigration Registration System (SIRS) only applies to the PNP of British Columbia.

There was a round of invitations targeted only at the candidates working in the following occupations:

  • 27 early childhood educators and assistants (NOC 4214) with scores of at least 60 points.
  • 12 Healthcare workers with scores of at least 60 points.
  • Healthcare worker: Healthcare assistants with scores of at least 60 points
  • Other priority occupations with scores of at least 60 points.

Minister Plans For More Temporary Residents To Become Canadian Permanent Residents

Canadian immigration minister Sean Fraser submitted a strategy plan that expands pathways to permanent residence for international students and temporary foreign workers.

Minister is responding to Motion 44 put forth by Randeep Sarai, the Liberal member of parliament for Surrey, British Columbia, through this strategic plan. The motion asks Fraser to fulfill his commitment toward temporary residents (including international students) as mentioned in his mandate letter when he assumed public office.

The strategy plan proposes a five-pillar approach that Immigration, Refugees, and Citizenship Canada (IRCC) will follow to expand Canadian permanent residency pathways:

Pillar 1: Canada is expected to welcome 431,645 newcomers this year. The plan says it would include temporary residents in the pursuit of accomplishing this target. It would mean nomination draws will give more priority to immigrants with Canadian experience. We can expect the new 2023-2025 Immigration Levels Plan before November 1.

Pillar 2: Major reforms are proposed to reform the Express Entry system. IRCC would be able to invite candidates based on an economic goal, ie. candidates with specific occupation skills may be prioritized to apply for Canada PR, likely from early 2023.

Pillar 3: IRCC is planning to adopt the National Occupational Classification (NOC) 2021 on November 16. The government also aims to improve newcomers’ access to information to ensure that they meet the necessary qualifications and connect them to federal and provincial or territorial immigration programs.

Latest Prince Edward Island PNP Draws Invites 147 Including Express Entry For Provincial Nominations

 Canada is expected to admit over 80,000 new immigrants annually through Provincial Nominee Program (PNPs). Following this is a new nomination draw held by the Prince Edward Island Provincial Nominee Program (PEI PNP) on September 15.

The monthly provincial nomination draws from Prince Edward Island issued 142 invitations to apply (ITAs) for a provincial nomination under either one of the three streams: Express Entry, Labour Impact, and Business Impact. 

Over 142 invitations were issued to Express Entry and Labour Impact candidates and the remaining 05 invitations went to Business Impact candidates.

Qualify for Canada PR Under PEI PNP

Provincial Nominee Programs (PNPs) are designed to accommodate the specific and specialized labor market demand of Canada’s provinces and territories. A successful provincial nomination will act in favor of reducing the time taken to obtain permanent residency at a later stage. 

In order to be considered for nominations under PEI PNP provincial draws, candidates must create an Expression Of Interest (EOI) profile with the province. EOI profiles are given points based on the province’s unique points grid. The highest-scoring candidates are then invited to apply through monthly draws.

PEI PNP Express Entry & Labout Impact category

If a candidate is already registered in the federal Express Entry pool, they could qualify for provincial nomination under the PEI PNP Express Entry category. 

Foreigners like Skilled Workers, Critical Workers, and International Graduates with a valid job offer in PEI, and having support from their employer may qualify under the Labour Impact category. 

PEI PNP Business Impact category

Prince Edward Island also favors the immigration of foreign entrepreneurs to boost its economy. Such candidates are issued invitations under the Work Permit Stream, which is for foreign entrepreneurs who want to own and operate a business in PEI. 

They require a provincial score of above 80 points in order to receive nominations. 

Further, eligible candidates with a successful provincial nomination can apply to the Immigration, Refugees, and Citizenship Canada (IRCC) for permanent residency.

Manitoba PNP Invites 278 Profiles Including Express Entry For Canada PR In The Latest Draws

The Manitoba Provincial Nominee Program (MPNP) held a new set of Canadian immigration draws on September 08. The latest Expression of Interest (EOI) Manitoba PNP draws led to 278 new Letters of Advice to Apply (LAA) for provincial nominations. 

An Expression of Interest or simply EOI is another fancy word for your online profile. MPNP maintains a pool of eligible candidates who are willing to receive provincial nominations and qualify for Canada PR

Results from the latest draw

The prairie province of Canada invited a mixed pool of on-shore as well as off-shore immigration candidates. Most in-demand occupations in Manitoba include Health, Business, Finance, Sales, and Administration jobs.  

They qualified for various Manitoba PNP immigration streams while some were also registered under the Canada Express Entry pool to apply for provincial nominations. 

  • Skilled Workers in Manitoba – 217 invitations with a minimum EOI score of 616;
  • Skilled Workers Overseas – 20 invitations with a minimum EOI score of 703; and
  • International Education Stream – 41 invitations with no EOI score requirement.
  • Additionally, about 79 invitations went to candidates registered in the federal Express Entry pool.

How to Qualify for Upcoming Manitoba PNP Draws? 

An EOI profile must not be mistaken to be an application for Canadian immigration itself. The profile is evaluated and assessed for 1,000 points based on core human capital, mainly work experience, education, and language proficiency.  

The validity of the EOI profile registered for nominations under any Manitoba PNP draws is one year. Any eligible skilled worker, either on-shore or off-shore, may expect LAAs for provincial nominations

In order to qualify for upcoming Manitoba PNP draws, interested applicants must first register their Expression of Interest (EOI) with the province. 

Depending on their profile assessment score, they may qualify for receiving LAAs through the Skilled Workers in Manitoba, Skilled Workers Overseas streams, or International Education Stream.

British Columbia Issues Over 369 Inviting Tech Workers, Health Professionals & Educators 

The British Columbia Provincial Nominee Program (BC PNP) held its scheduled weekly draws. It resulted in inviting tech workers, healthcare professionals, early childhood educators, and skilled workers or international graduates from other targeted occupations to apply for provincial nominations under two separate rounds of invitation draws.

Latest BC PNP Draws Highlight

September 7 British Columbia Provincial Nominee Program (BC PNP) draws required the minimum Skills and Immigration Registration System (SIRS) score range from 71 for Entry Level and Semi-Skilled workers, to 95 for candidates in the Skilled Worker with Express Entry (EEBC) category.

SIRS is similar to the Express Entry Comprehensive Ranking System (CRS), however, applied only to British Columbia PNP nomination draws. 

The regional draw targeted profiles with tech occupations & job offers outside Metro Vancouver Regional District. Other criteria for receiving invites include:

  • Education – level and field of education and where it was completed
  • Language skills
  • Occupation
  • Duration and skill level of work experience
  • Wage and/or skill level of job offer
  • Intent to live, work and settle in a specific region
  • Strategic priorities – factors that address specific labor market needs in B.C. or support government pilot projects and initiatives

BC PNP also held occupation-specific draws to target selected profiles under in-demand occupations:

  • 8 early childhood educators and assistants (NOC 4214) with scores of at least 60 points.
  • Healthcare workers with scores of at least 60 points.
