Provincial Nominee Program can be your gateway to Canada

One way for skilled workers to move to Canada and get permanent resident status is the Provincial Nominee Program (PNP). The program’s goal is to accept qualified workers to boost the economy of the provinces and territories and disperse the advantages of immigration across Canada. What is a Provincial Nominee Program?

It is a Canadian immigration program that is designed especially for skilled workers who have the skills, education, and work experience. PNP allows Canadian provinces and territories to nominate people who wish to immigrate to Canada and who are interested in settling in a particular province.

There are more than 80 provincial immigration programs for workers, graduates, and businesspeople. Each program is created to address the demands of the province’s labor force. Except for Nunavut and Quebec, all provinces are included in this program.

In PNP there are two ways to get permanent residents: the “base” programs and the “enhanced” programs.

The “base” programs

This is the first option where the candidates can directly apply to the PNP stream. Following that, the province will make sure the application satisfies all requirements for that stream. If all requirements are satisfied, the province will give a letter of nomination to the applicant, who may subsequently apply for permanent residence to Immigration, Refugees, and Citizenship Canada.

The “enhanced” programs

This is the second option where the programs are coordinated with the federal Express Entry management system. Here the applicants can be eligible for Express Entry managed programs like Federal Skilled Workers Program (FSWP) and Federal Skilled Trades Program (FSTP) and can increase the chance of getting an Invitation to Apply (ITA) by a provincial nomination.

The provincial government decides whether a candidate will be a suitable fit for the province by looking at the information provided in their online Express Entry profile. If this is the case, the province will send the candidate an interest notification, inviting the candidate to apply for provincial nomination.

The candidate can then apply to the province. Immediately, they will receive 600 points in the Comprehensive Ranking System (CRS) and receive a letter of nomination if they meet the requirements, which considerably improves their chance of obtaining permanent residency.

September Begins With New All-Program Express Entry Draws Issuing 3,250 ITAs For Canada PR 

Immigration, Refugees, and Citizenship Canada (IRCC) held an all-program Express Entry draw on September 14. Canada issued 2,750 invitations to apply (ITA) with a lower qualifying Comprehensive Ranking System (CRS) of 516 points.

September 14 draw is the sixth all-program Express Entry since July 06, as it resumes after a gap of nearly 18 months. A common trend among all the draws since resuming is a consistent rise in draw size and declining qualifying scores to accommodate more profiles. 

Canada invites registered Express Entry candidates to apply for permanent residency who qualifies for Federal Skilled Worker Program (FSWP), Canada Experience Class (CEC), Federal Skills Trades Program (FSTP), or with successful provincial nominations.

Upcoming Changes to Express Entry System in 2023

IRCC is planning to close labor force gaps by introducing some changes to Express Entry draws. Immigration Minister Sean Fraser confidently announced that Canada will break its current record of 405,330 new immigrants in a year and is on track to meet its current annual target of over 432,000 new immigrants. 

As of the end of June, Canada has already welcomed over 300,000 new permanent residents in 2022.

Ontario Immigration To Align With The New National Occupation Classification (NOC) 2021 

The dedicated provincial program from Ontario is expected to align its intake eligibility with the new National Occupation Classification (NOC) 2021. Public consultations to assess the proposed implementation of NOC 2021 will remain open till October 21, 2022. 

Statistics Canada explains the rationale behind the new TEER system: 

  1. Focus on the education and experience required to work in a given occupation. 
  2. Accurately capture the skills required in each occupation.

The new TEER system classifies all occupations into six categories: 0, 1, 2, 3, 4, 5 and is equivalent to present Skill level 0, A, B, B, C, and D respectively. This also means that job or work experience required in NOC (2016) skill types under Ontario Immigration Nominee Program (OINP) currently, will instead fall within TEER 0, 1, 2, or 3.

Coming November 2022, the new NOC system will be implemented by Immigration, Refugees and Citizenship Canada (IRCC) for its Express Entry programs. The change in Express Entry-eligible occupations will consequently impact eligibility for Ontario’s Express Entry-aligned PNPs.

Other Proposed Changes to OINP Employer Job Offer Streams

Ontario has also proposed changes in language and education criteria for certain Employer Job Offer streams.  

Ontario is proposing to require Employer Job Offer Foreign Worker stream applicants to have a Canadian Language Benchmark (CLB) 5 Level or above. This will enable candidates to have better language proficiency and thus offer easy integration as well as avoid immigration fraud due to language barriers. 

Ontario also wants people who are applying with a certificate of at least one year to meet the criteria of the Ontario College Graduate Certificate as defined under the Ontario Qualifications Framework. This will offer clarity and reduce burdens for International Student stream applicants applying with one-year certificates.

Impact of NOC 2021 on Canada Express Entry Eligibility & OINP

Let’s look at the implications of the new Canada NOC 2021 on Canada Express Entry eligibility: 

CRS implications: All registered profiles in the federal pool are evaluated using the Comprehensive Ranking System (CRS) that factors in age, education, work experience, and language proficiency among others. 

With the new Canada NOC 2021 coming into force, the points you get for arranged employment will follow the Skill Type/Level update chart.

For example, if you would have received 50 points for arranged employment in Skill Type/Level 0, A, or B, you will still get those points if your NOC is in TEER 0, 1, 2, or 3.

Selection factor points for Federal Skilled Worker Program: The points you get based on the selection factors for the Federal Skilled Worker Program (FSWP) will follow the Skill Type/Level update chart.

This means that if you would have received 10 points for arranged employment in Skill Type/Level 0, A, or B, you will still get those points for arranged employment in TEER 0, 1, 2, or 3.

Saskatchewan Held Two EOI Draws Inviting over 1700 Profiles For Provincial Nominations 

Saskatchewan Immigrant Nominee Program (SINP) released the nomination results of two recent weekly EOI draws held on September 6 and September 7. The provincial draws invited 1,700 immigration candidates to apply for a provincial nomination for Canadian permanent residence (PR).

The invited candidates have work experience as managers or executives in IT, Healthcare, Agriculture, or Service industries. 

Both the SINP draws invited eligible profiles registered under Express Entry and Occupation-In-Demand candidates. EOI draw requires interested candidates to get their profile assessed on a score out of 100 according to the International Skilled Worker Points Assessment Grid. 

The province favors candidates with bilingual capability in both English and French. The highest-scoring candidates are then issued an invitation to apply for a provincial nomination from Saskatchewan.

September 6 EOI draw invited 760 candidates to apply for provincial nominations under Express Entry and Occupations-In-Demand categories with qualifying scores between 61 to 69. 

While September 7 EOI draw invited 521 candidates through Express Entry and 422 through the Occupations-In-Demand stream, totaling 943 candidates under the same categories with minimum scores of 70.

Canada sets a groundbreaking record in job vacancies since June. 

Job vacancies in Canada are hiking even more and it reached 1,000,000 in May this year. It has increased 3.2% from the months May to June with 32,000 jobs still available all over the country. This means the number of job vacancies has exceeded 1 million in three consecutive months.

We see that there is a significant increase compared to last year’s June and this June’s job vacancy. The greater proportion of labour demand is why still there are so many unfulfilled jobs in Canada.

 

High job vacancy sectors in Canada

  • Healthcare and social assistance sectors in which job vacancies are up 40.8% compared to the last year. Precisely, these sectors had 149,700 unfilled jobs in June and a 6.3% of job vacancy rate.
  • The accommodation and food sector had 171,700 job vacancies in June, i.e., an increase of 6.6% compared to last year. The cumulative job vacancy in these sectors is now 12.2 %.
  • Job vacancies in the retail sector have gone up 22.5 % since June 2021 and currently, 114,400 vacancies are open and available in this sector.
  • Manufacturing: 82,800 job vacancies
  • Professional, scientific, and technical services: 72,200 job vacancies
  • Transportation and warehousing: 49,000 vacancies
  • Finance and insurance: 41,200 job vacancies.

Summing up

According to Canada’s latest report on job vacancies, “ the unemployment-to-job-vacancy ratio reached a record low of 1:0 in June, meaning that there was one unemployed person for each vacant job.”

Even though this ratio applies to the entire country, it is noteworthy that four provinces had an unemployment-to-job-vacancy ratio of less than one (1:0) in June. These were Manitoba (0:9), Saskatchewan (0:8), British Columbia (0:7), and Quebec (0:6). Newfoundland and Labrador, on the other hand, had the highest ratio of any province during this reporting period, 2:7.

Unemployment in Canada continues to decrease while job vacancy rises all over the country. Canada looks at immigration as one of the methods to solve this problem by inviting a large number of prospective permanent residents between now and 2024.

Immigration Is Changing Canada’s Demography & Looks To Make It Ethnocultural By 2041

Canada is set to exceed its annual target of 431,000 new permanent residents in 2022. Following this, Statistics Canada released its projection for Canada’s demographic makeup in the year 2041.

These projections are based on 2016 population census and notes that immigration will continue being one of Canada’s primary population drivers over the coming decades.

If Canada continues to maintain immigration friendly policies, the number of immigrants and their Canadian-born children in Canada could be somewhere between 23.7 and 25.9 million, i.e. more than half the the projected Canadian population of 47.7 million in 2041.

Further, forecasts suggest that 1 in 4 Canadians will be born in either Asia or Africa by the year 2041.

Half of the Canadian Population will be Immigrants and their Canadian-Born Children

In line with the expected increase in Canada’s immigrant population, it is anticipated that, by 2041, “immigrants and their Canadian-born children” could account for 52.4% of the country’s total population based on the reference scenario used by StatsCan. 

The above percentage (52.4%) may be just in the middle range of possible outcomes. In fact, it is suggested that the actual number could be as high as 54.3% (with the low-end figure coming in at 49.8%).

Between 9.9 and 13.9 million African or Asian-born people are estimated to be a part of Canada’s total population in 2041.

IRCC Data Suggests Canada May Exceed Annual Target 4,31,000 New Permanent Residents

Canada has targeted about 250,000 new permanent residents between January to June 2022. The yearly data is from the Immigration, Refugees, and Citizenship Canada (IRCC) open data portal that reported new immigrants under all of Canada’s immigration classes: economic, family, refugee, and other until June 2022.

Canada is expected to have added some 68,000 permanent residents over the course of July and August 2022, crossing the 300,000 mark in an entire year already. The country has welcomed nearly 300,000 immigrants in an entire year only six times: in the years 1911 to 1913 and then in 2018, 2019, and 2021. 

If this rate keeps up for the remaining four months of the year, Canada could set a new record for itself by even exceeding its annual target of 431,000 new immigrants in 2022.

Most immigrants favored Ontario followed by British Columbia, Quebec, and Alberta as their preferred choice provinces in Canada. 

A total of 101,155 newcomers have immigrated to Ontario between January-July 2022, nearly triple that of the second place contender, British Columbia. Quebec welcomed 31,880 immigrants while Alberta came in fourth with 26,920 newcomers.

More PNP immigrants admitted in 2022 

Canada has not witnessed more immigrants under its Provincial Nominee Program (PNP) than in its Express Entry-managed programs since 2015. 

IRCC data shows that 40,785 immigrants got admitted through Express Entry programs and 40,835 through the PNP. Among Express Entry programs, more skilled immigrants qualified for permanent residency under the Canadian Experience Class (CEC) while Federal Skilled Worker Program (FSWP) immigrants make up a smaller portion. 

Breaking down provincial results further, Ontario welcomed the most in all of Canada’s immigration classes: economic, family, refugee, and other. Alberta welcomed the second most number of refugees. 

British Columbia came second in welcoming the most economic- and family-class immigrants. while Alberta targeted the third most family-class immigrants. 

Canada wants to push for more skilled immigration

Canada wants skilled immigration to fill gaps in its labor market. 

The latest data from Statistics Canada shows over one million job vacancies and an unemployment rate of only 4.9%, a historic low. As a result, the country is facing a labor shortage in several sectors, opening up greater opportunities for foreign-trained Nurses, and IT professionals to migrate to Canada. 

Earlier, Immigration Minister Sean Fraser promised improved efforts to make the application process easier and more streamlined for applicants. Australia Increases Permanent Immigration Intake To Address Skills & Labor Shortage

Australia has made an encouraging announcement about increasing the annual permanent residency intake numbers to 195,000 from the previous target of 160,000. The Australian government added another 35,000 places to the previous annual permanent residency intake targets in a bid to address the growing skills & labor shortage in the country.

Home Affairs Minister Clare O’Neil acknowledged the fact that Australia is losing more talented foreigners to countries like Canada, and the UK. 

Australia was one of the few countries that imposed strict international travel restrictions early in the pandemic and gradually reopened to skilled workers only from December 2021. 

The impact of travel restrictions aggravated the skills & labor shortage crisis in Australian industries. The country is currently facing skill shortages in Manufacturing, Retail, Tourism, Tech industry & Healthcare. An increase in the migrant cap will most likely benefit these industries. 

Minister commented on the complex nature of the Australian immigration program with about 70 unique visa programs for foreign immigrants. She has promised to rebuild the immigration program to streamline the immigration process in near future.

Minister Clare O’Neil announced the increase in permanent residency intake for the year ending June 30, 2023, during a two-day summit of 140 representatives of governments, trade unions, businesses, and industry.

The Australian Bureau of Statistics noted about 480,100 job vacancies in Australia as of May 2022. This is nearly a 100 percent increase from February 2020.

Ontario PNP Invites 680 Masters Graduates to Apply for Provincial Nominations

The Canadian province of Ontario held a new provincial draw under its ‘base’ masters graduates provincial stream on August 30. 

PNP NewsThe ‘base’ masters graduates provincial stream allows recent International student graduates holding a master’s degree from an eligible Ontario institution to register for immigration. 

All the 680 invited candidates under Masters Graduate stream required their Expression of Interest (EOI) score to be above 37 in order to secure their invitation for a provincial nomination. Additionally, 101 candidates were invited through the PhD Graduate Stream as part of the Ontario Immigrant Nominee Program (OINP). PhD Graduate Stream candidates who applied over the same period had minimum scores of 26 and above.

A provincial nomination is no less than a guarantee to obtain a Canadian permanent residence (PR) visa.

Invited candidates now have about 14 days to complete the application process and pay the application fee of $1,500. 

About Ontario Masters Graduate Stream

Canada’s vibrant labour market continues to attract more global students to immigrate to Canada for work & study. Data from Statistics Canada reveals that three out of every 10 international students transition to permanent residency in Canada within just 10 years of first receiving their study permit.

Any aspirants willing to be considered for the Masters Graduate stream will have to sign up with Ontario’s e-Filing Portal and register their expression of interest (EOI). 

All EOI profiles are ranked based on age, education, work experience, and language proficiency among others. The province may also allocate 10 points at its discretion to respond to labour market needs.

Aspirants need not have a job offer to apply, however, they need to apply for the nomination within two years of graduating.

This latest Saskatchewan draw draw issued invitations only for two popular categories of International Skilled Worker (ISW), Express Entry, and Occupation in Demand. 312 candidates are invited from the Express Entry and 629 candidates from the Occupation in Demand category. The minimum score points of both categories are 61.

NOC codes that are invited

  • 2263 – Inspectors in public and environmental health and occupational health and safety
  • 3143 – Occupational therapists
  • 3211 – Medical laboratory technologists
  • 3212 – Medical laboratory technicians and pathologists’ assistants
  • 3214 – Respiratory therapists, clinical perfusionists, and cardiopulmonary technologists
  • 3215 – Medical radiation technologists
  • 3216 – Medical sonographers
  • 3219 – Other medical technologists and technicians (except dental health)
  • 3234 – Paramedical occupations
  • 4151 – Psychologists

It’s good news for anyone looking to immigrate to Saskatchewan since, over the past few months, the province of Saskatchewan has routinely invited a high number of applicants through its SINP invitation rounds.

What is Expression of Interest (EOI)?

It’s an online pre-application form that allows the applicants to fill out to show their interest in applying to any Provincial Nominee Program and disclose their qualifications along.

The applicant’s eligibility is determined using the information they have submitted. The applicants with the demanding skills of the particular province’s job market get selected from the EOI system. Those candidates receive the Invitation to Apply.

Increase of ITAs issued in the recent Express Entry Draws.

Express Entry draw has been paused for almost 18 months from December 2020 and the draw resumed recently on July 6. It was the fifth all-program Express Entry draw that held with no specific program. Both Canadian Experience Class (CEC) and Federal Skilled Worker Program (FSWP) were eligible to be invited.

During the pause of the Express Entry draw in 2020, CEC and other Provincial Nominee Programs (PNP) conducted their draws. On September 2021, CEC draws were also paused. The covid spread around the globe was ferocious during the time and it’s why the IRCC planned to pause the immigration programs and imposed strict travel regulations.

There was a notable increase of ITAs on the recent draws issued by Immigration, Refugees, and Citizenship Canada (IRCC). 2750 ITAs were issued with the minimum CRS cut-off of 516.

It is noticed that since all-program draws resumed, the number of invitations issued has been growing rapidly. Exactly 250 invitations are being increased every draw. For instance, the first July draw invited 1500 candidates, and on the second draw, it was 1750.

 

Express Entry

Express Entry is one of Canada’s main immigration pathways for experienced, skilled newcomers. It’s the main managing system for other immigration programs like Federal Skilled Trades Program (FSTP), Federal Skilled Worker Program (FSWP), Provincial, Nominee Program (PNP), and the Canadian Experience Class (CEC).  Candidates eligible in the Express Entry pool will be issued invitations to apply for any one program.

 

What is the Invitation to Apply (ITA)

The ITA is an automatically generated letter sent to Express Entry applicants via their online account. ITAs are given to applicants who place first in a round of invitations based on their Comprehensive Ranking System score (CRS).

Once they receive the invitation, the candidate can apply for permanent residency. IRCC officer will decide on the approval of permanent residence after conducting all the necessary procedures.

IRCC is expecting to make a change in 2023 to give Express Entry the authority to issue invitations to the individuals that target with specific work experience, language ability, or education believing that it gives major labor force and economic support. So, in the future, the CRS score could become less vital. Also, Canadian immigration minister Sean Fraser proposed a statement at the collision during a technology conference, “If we can project skills that are needed over the next 20 to 30 years, we can bring people who can hit the ground running and make a major economic impact.” This proves that Canada is open to a huge number of immigrants.
