Canadian Citizenship Targets for 2022-23 Revealed, More Reasons To Plan Your Immigration

Canada is targeting to welcome about 300,000 people to apply for citizenship for the 2022-2023 fiscal year. 

A memo accessed by CIC News recommended that IRCC process a total of 285,000 decisions and 300,000 new citizens by March 31, 2023. A decision is a review of an application that is then approved, denied, or marked as incomplete. 

The memo also recommended that IRCC continue with its current system of first-in-first-out for all citizenship applications. It meant focusing on older, paper applications while also emphasizing newer digital applications to avoid accumulation and backlog growth.  

According to the latest immigration data, Canada has already welcomed 116,000 new citizens in the 2022-2023 fiscal year that ends on 31 March. Over the same period in 2021, Canada had only sworn in 35,000 people. 

How to Qualify for Canadian Citizenship? 

Once you have decided to immigrate to Canada, here is how you can qualify for Canadian citizenship:

Canadian Permanent Residency vs Becoming a Canadian Citizen

Holding permanent residency in Canada is as prestigious as obtaining Canadian citizenship. While Canada PR holders enjoy the same rights and constitutional protections that exist for citizens, they are barred from – 

  • casting their right to vote or contest in any government elections within Canada

Canadian Permanent Residence Canadian Citizenship 
An individual holding Canada PR is a citizen of another country but a permanent resident of Canada.  Canadian citizenship allows its holders to become citizens of another country. 
Any foreign individual applying to immigrate to Canada through Express Entry Programs, Provincial Nominee Programs, or Entrepreneur programs may qualify for permanent residency status. A foreign individual can obtain Canadian citizenship by naturalization and by the virtue of holding Canada PR.

Australia Census Data Shows Tech & Healthcare Industries More Dependent On Immigration

The Australian Bureau of Statistics (ABS) released new 2021 Australia Census data on October 12. Fortunately, it shows the rise in work and study opportunities in emerging fields of science and technology, and healthcare is aiding more immigration.

The new 2021 Australia Census data shows Migration to Australia is helping close the skills gap in the tech workforce. Two-thirds of Software and Applications Programmers were born overseas. Software and Applications Programmers are the third most common occupation for recent overseas arrivals, with 24,000 arriving since 2016.

Additionally, the data reveals that in the decade to August 2021, the health and community services workforce grew by 50 percent – almost 600,000 extra employees. Interestingly, more than four in 10 nurses and carers were born overseas.

  1. Australian Government increases permanent residency intakes to 195,000

The Australian government added another 35,000 places to the previous annual permanent residency intake targets in a bid to address the growing skills & labor shortage in the country. These targets will be valid for the year ending June 30, 2023.

The Australian Bureau of Statistics noted about 480,100 job vacancies in Australia as of May 2022. This is nearly a 100 percent increase from February 2020.

Quebec PNP Holds Twelfth Arrima Draws For Canada Permanent Residency In 2022

Quebec immigration Arrima draws held on September 29 issued 1,195 invitations to eligible foreign skilled workers to apply for Canada permanent residency. Surprisingly, this is the third nomination draw in September 2022.

Usually, Quebec does not hold as many draws in a single month and releases draw results until one to two weeks after draws occur.

All the invited candidates had already submitted their Expression of Interest (EOI) under the Quebec Skilled Worker Program. Nurses, Computer Engineers, Technicians, Designers, and Educators are regularly included under the skilled worker category. 

This draw required all the invited candidates to have profiles in the Arrima system for Quebec immigration with scores of at least 597 points to qualify for this draw. The qualifying score is lower than the previous draw that took place on September 15 with a score of 620 points. 

Quebec has returned to the target of welcoming over 50,000 immigrants in 2022 after four years of reducing immigration intake.

How To Qualify Under Quebec EOI Draw?

  • Candidates submit an online expression of interest profile via Arrima.
  • Profiles enter into an Expression of Interest pool, where they are ranked against each other using a points system and are valid for 12 months.
  • The highest-ranking candidates are invited to apply for a Quebec Certificate of Selection (CSQ) under the Quebec Skilled Worker Program via periodic draws.
  • They have about 60 days to submit a full application.
  • Candidates with a CSQ may then apply to IRCC for Canadian permanent residence.

Apply for Quebec Immigration with CanApprove

Arrima system is a dedicated online portal to submit EOI for Quebec immigration under the Skilled Worker Program. It is modeled after the federal Express Entry system. 

Equivalent to the Comprehensive Ranking System (CRS) in the federal Express Entry system, candidates are ranked in Arrima based on score which is dependent on factors such as their age, education, proficiency in French, area of training, and work experience. 

Technically, an EOI is not regarded as an application but is only a way for interested candidates to notify the Government of Quebec that they would like to be considered for the Quebec Selection Certificate (Certificat de sélection du Québec, or CSQ). 

Eligible candidates are invited to apply for a CSQ based on either their scores or other factors such as labor shortages in the province’s outlying regions. Those who apply for and receive a CSQ are required to apply for Canadian permanent residency through the federal Immigration Ministry which verifies medical and criminal admissibility.

Huge Skills Gap in Canada’s Workforce

More than half (56.1%) of Canadian businesses in 2021 reported that their overall workforce was not fully proficient to perform their job at the required level. 

 

For instance, 78.8% of employers reported skills gaps in the accommodation and food services sector. Even in the industry with the lowest reported skills gap (professional, scientific, and technical services) over a third (34.3%) of businesses reported a skills gap.

IRCC Records Increasing Express Entry Draw Size And Decreasing CRS Score In October 2022

Immigration, Refugees, and Citizenship Canada (IRCC) held a new all-program Express Entry draw on October 12. The number of invitations to apply (ITA) increased to 4,250 with a slight decrease in the qualifying Comprehensive Ranking System (CRS) of 500 points.

Canada invited registered Express Entry candidates to apply for permanent residency who qualified under Federal Skilled Worker Program (FSWP), Canada Experience Class (CEC), Federal Skills Trades Program (FSTP), or with successful provincial nominations in this draw. 

Anybody with work experience in popular in-demand occupations like Health, Business, Finance, Sales, or Engineering/IT has a good chance of qualifying for Canada PR

October 12 draw is the eighth all-program Express Entry since July 06, after Canada resumed it after a gap of nearly 18 months.

Upcoming Changes to the Express Entry System in 2023

So far in 2022, Canada has issued invitations to over 30,000 immigrants under FSWP, CEC & FSTP programs.

IRCC is planning to close labor force gaps by introducing some changes to Express Entry draws. The department is expected to issue ITAs to individuals with specific work experience, education, or language ability. The occupation group choice would depend on Canada’s prevailing market demand. 

This will have an impact on the relevance of CRS scores in some instances and they may become less vital in some future draws.

Self-Employed Physicians Can Apply Under Express Entry for PR

Until now, physicians or doctors who practice in Canada could not qualify for Express Entry programs since they were considered self-employed. 

Being self-employed in Canada for the purpose of gaining work experience did not make them eligible for most economic immigration pathways, including Express Entry. 

Immigration Minister Sean Fraser recently announced new measures to enable physicians to apply under Express Entry and directly qualify for Canadian permanent residency. 

However, if you’re self-employed with at least one year of work experience in your home country, you can still apply for permanent residency through the Express Entry program.

How to Qualify for Canada PR via Express Entry? 

Immigration in Canada means obtaining permanent residency. 

After registration of profiles online, the profiles are assessed and ranked based on the CRS score. 

Such profiles are evaluated on a total of 1200 points. The human capital criteria like 

  • age, 
  • education, 
  • work experience outside Canada, 
  • language proficiency in English/French, 
  • spouse adaptability, 
  • Canadian study experience, etc. are considered for evaluation purposes. 

Those invited for permanent residence have 60 days to submit their applications to IRCC. IRCC aims to process most applications within 6 months or less.

Canada Announces Application Intake Process For Parents And Grandparents Program 2022

Canada has announced the intake process under the much-awaited Parents and Grandparents Program (PGP) for 2022. Immigration Refugees and Citizenship Canada (IRCC) will yet again hold a lottery to add eligible applications to the sponsor pool.

Canada is set to issue invitations to apply over the next two weeks to 23,100 interested potential sponsors. IRCC expects the intake target will accomplish its goal of accepting up to 15,000 complete applications for sponsorship under the PGP 2022. 

Invitations will begin later this week.

IRCC will invite eligible applications who are already expressed their interest in sponsoring their parents and grandparents in autumn 2020. Data reveals some 155,000 potential sponsors remain in the pool. 

Canada Family Sponsorship Visa 2022 – About the Parents and Grandparents Program  

Canadian citizens and permanent residents can sponsor their parents and grandparents to immigrate to Canada. Parents and grandparents who are approved under this program may obtain permanent residency. 

Further, doors to apply for Canadian citizenship will also open. 

Sponsor applications for PGP 2022 must fulfill the following conditions:

  • be 18 years of age or older, 
  • be Canadian citizens, permanent residents, or status First Nations, and 
  • have the means to support the family member they are sponsoring.

IRCC will process PGP applications in between 20-24 months, even in 2022.

Additionally, IRCC will assess a Sponsor’s Minimum Necessary Income (MNI) to ascertain that they have sufficient income to support all family members for whom they will be financially responsible, including themselves, once they become sponsors. 

A signed undertaking for a period of upto 20 years will be required from interested sponsors. This undertaking sets out how long the sponsor will be financially responsible for the family members they are sponsoring from the time they become permanent residents of Canada.

Criteria for becoming a successful sponsor may slightly vary in Quebec.

Previous Parents and Grandparents Program Draws

During the pandemic, IRCC held Canada family sponsorship lotteries in the autumn of 2020 and 2021. In recent years, sponsors were randomly selected sponsors who submitted an expression of interest forms on the IRCC website. 

Prior to the pandemic, IRCC was exploring other ways to manage the PGP. as the demand to sponsor parents and grandparents far exceeds the number of spots. 

For 2020 and 2021, IRCC received some 200,000 expressions of interest forms for family sponsorship and the department processed 40,000 application intakes under the PGP 2020 and 2021.

British Columbia Invites Over 220 Tech, Healthcare Workers & Educators For Provincial Nominations

The British Columbia Provincial Nominee Program (BC PNP) held its scheduled weekly draws. It resulted in inviting tech workers, healthcare professionals, and early childhood educators to apply for provincial nominations under two separate rounds of invitation draws.

October 4 provincial tech draws nominated over 184 profiles with tech occupations to apply for provincial nominations and eventually qualify for Canada permanent residency

The invitations were issued to candidates in the Skilled Worker and International Graduates categories and included Express Entry candidates.

All the invited candidates had minimum qualifying SIRS scores between 82 and 120. 

BC PNP also held occupation-specific draws to target selected profiles under in-demand occupations.

Another occupation-specific provincial draw invites about 45 more candidates: 

  • 2 early childhood educators and assistants (NOC 4214) with scores of at least 60 points; and
  • 13 Healthcare workers from the Skilled Worker, International Graduate, Entry Level, and Semi-Skilled (includes EEBC option) with scores of at least 60 points
  • Healthcare assistants from the Entry Level and Semi-Skilled category with minimum scores of 60 and;
  • Other priority occupations with minimum scores of 60

Qualify for Upcoming BC PNP Draws 

Interested candidates must register with SIRS and have their profiles assessed and evaluated based on age, education, work experience, language proficiency, and others. 

SIRS is similar to the Express Entry Comprehensive Ranking System (CRS), however, applied only to British Columbia PNP nomination draws. 

Generally, the Provincial Nominee Program requires eligible candidates to have work experience and a valid job offer. BC PNP Tech program requires immigration candidates to have work experience in one of 29 eligible occupations. 

Some in-demand tech occupations include: 

  • Web designers & developers, 
  • Graphic designers, illustrators, 
  • Software engineers and designers, 
  • Civil Engineers, 
  • Mechanical Engineers, 
  • Chemical Engineers, 
  • Software Engineers, 
  • Tech Managers, 
  • Media technicians, 
  • Writers/Editors etc.

Invited candidates will need to submit a complete application within the next 30 days. The province processes most tech applications within two to three months.

BC PNP to pause draws from October 12 and November 16

Last week, CanApprove reported that BC PNP is aligning its intake with the new National Occupation Classification (NOC) that will come into force on November 16. 

Until then, BC PNP will pause nomination draws between October 12 and November 16, 2022. The new intakes classified under the new NOC will categorize immigration applicants based on their transferable work skills and abilities rather than their occupational experience.

Canada Permanent Residency via Provincial Nominee Program

Canada is expecting to admit over 800,000 new immigrants over the next three years through economic-class programs like Express Entry, Provincial Nominee Programs, or the Quebec programs. 

Since the launch of Express Entry in 2015, all the Provincial Nominee Programs have had at least one dedicated stream that selects eligible candidates directly from the federal pool.

A successful provincial nomination will guarantee an invitation to apply for Canada permanent residency in subsequent federal nomination draws. It is because 600 points get added to the Comprehensive Ranking System (CRS) score linked to your Express Entry profile.

Ontario Immigration Nominee Program (OINP) recently held two separate nomination draws to invite eligible candidates to apply for provincial nomination. Together, it resulted in 2,519 notifications of interest (NOI) inviting tech workers and candidates qualifying under Express Entry skilled trade occupations.

Quick Highlights on September 28 Ontario Skilled Trades Draw

Ontario’s Express Entry-linked Skilled Trades Stream offers an alternate pathway to Canada permanent residency for Federal Skilled Worker Program and Canadian Experience Class candidates. 

OINP invited 1,340 candidates with CRS scores of 266 and above. 

Major requirements under this pathway are: 

  • Candidates need to be living in Ontario with a valid work permit. 
  • They also need to have a minimum of one year of full-time work experience or the equivalent of part-time work. 
  • They must have completed this work experience in the province in a skilled trade listed in Minor Group 633 or Major Group 72, 73, or 82 under Canada’s National Occupational Classification (NOC).

The Ontario Immigrant Nominee Program (OINP) issued targeted Notifications of Interest (NOIs) under its Express Entry Human Capital Priorities (HCP) stream.

#1 Qualifying Score: As candidates having only registered Express Entry profiles were considered, the qualifying score was based on their Comprehensive Ranking System (CRS). A CRS score is given to candidates based on their human capital factors like age, language proficiency, work experience, and educational qualification. The score is given out of 1200 points. 

The qualifying CRS score for the October 15 draw varied between 496 and above. 

#2 Occupation of invited candidates: All the 1,179 candidates had a mandatory one year or more of work experience in one of the following occupations:

NOC 0213 Computer and information systems managers
NOC 2147 Computer engineers
NOC 2172 Database analysts and data administrators
NOC 2173 Software engineers and designers
NOC 2174 Computer programmer and interactive media developers
NOC 2175 Web designers and developers

Qualify for Canada PR through Ontario PNP 

OINP is designed to address labor market needs by providing pathways to permanent residency to foreign workers who are willing to study, work and settle in Ontario. 

Under the enhanced PNP streams, OINP can nominate interested candidates directly from the federal Express Entry pool. Upon successful provincial nomination, the eligible candidates receive 600 additional CRS points which effectively guarantees an invitation to apply for permanent residency. 

Additionally, there are base programs such as Tech Pilot draw and Skilled Trade stream which nominate desirable candidates outside the Express Entry fold. These candidates are required to have established provincial ties such as familial ties, graduation from any institute in Ontario, or a full-time work experience in Ontario. 

Upon receiving a provincial nomination, candidates a just one step away from receiving an invitation to apply for permanent residence in Canada under Canada Experience Class.

Canada Proves To Be The Best Study Destination Again

Studying abroad in Canada is becoming more lucrative with the latest announcement from Immigration Minister Sean Fraser. Canada is now extending off-campus work authorization for international students to work more than 20 hours per week while class is in session.

However, this is a temporary measure from November 15, 2022, till December 31, 2022, to meet labor demands augment the labor shortage in Canada. 

Minister clarified that the new temporary measure will apply to international students who are in Canada as well as foreign nationals who have already submitted a study permit application as of October 7, 2022. 

The new measure comes at a time when Canada is facing severe labor shortages in major industries and allows employers to utilize the skills of international students to meet labor demand temporarily until more immigration of skilled workers is facilitated. 

Canada has already processed 452,000 study permits this year

Minister also noted that Canada has already processed more than 452,000 study permit applications between January and August of 2022 and will most likely end up creating a historic record for the highest annual intake of international students. 

This is a 23 percent increase compared to the 367,000 processed over the same period in 2021. Additionally, IRCC reported a 56% increase in study permit applications since the pandemic

Upcoming Developments That Will Shape Canadian Immigration In The Near Future

Canada is expected to release several end-of-year developments in October that will shape Canadian immigration targets and trends for the next year and beyond.

Immigration, Refugees and Citizenship Canada (IRCC) will announce the process for the PGP 2022 in late October and the Immigration Levels Plan 2023-2025 will be announced by November 1. It is also likely to lower the minimum Comprehensive Ranking System (CRS) score for the newly resumed all-program Express Entry draws. 

Additionally, Statistics Canada will soon publish census data on immigration in 2021 which will give us an outlook on the success of Canadian immigration for the first time in five years.

Express Entry CRS score may drop below 500

Since July 06, IRCC has held seven all-program Express Entry draws after a gap of 18 months. 

The fortnightly nomination draws for permanent residency have invited eligible candidates under the Federal Skilled Worker Program (FSWP), Canada Experience Class (CEC, and the Federal Skilled Trades Program (FSTP), alongside candidates with prior provincial nominations. 

We have observed a common trend among all seven draws – draw size is increasing by 250-500 invitations to apply (ITAs) and the qualifying CRS score is decreasing by 6-9 points. While the latest draw had a CRS qualifying CRS score of 504, pre-pandemic Express Entry draws had CRS scores between 450 and 500 points.

If this trend continues, the score could soon dip below 500 for an all-program draw and the draw size would range between 3,400-4,500 ITAs, much similar to pre-pandemic levels. 

Parents and Grandparents Program 2022

Application intakes will be available in the coming weeks for the Parents and Grandparents Program (PGP). 

PGP allows parents or grandparents of permanent residents or citizens to stay in Canada for 20 years (or 10 years in Quebec). The applicants are sponsors who are over 18 years old and able to demonstrate that they exceed the minimum necessary income to support their parents or grandparents. 

Last year, IRCC held a lottery for the PGP that invited 30,000 Canadians to submit their applications to sponsor. We are expecting more applications to receive invitations even this year. 

Immigration Levels Plan 2023-2025

Each year IRCC issues an Immigration Levels Plan that acts as the guideline for the number of immigrants. It includes the breakdown of immigrants from economic class, family class, and humanitarian class programs over the next three years.

As Canada is on track to achieve its 2022 immigration intake target of nearly 431,000 new permanent residents, we are expecting more record-breaking targets in the upcoming levels plan. 

Immigration Minister Sean Fraser even earlier hinted about rising the targets to 500,000 new intakes. Given Canada’s current labor shortage and the high number of job vacancies, record-breaking intake levels could be possible. 

The new Immigration levels plan 2023-2025 may be tabled for Parliament’s approval a few days before November 1.
