Canada Allows Self-Employed Physicians To Apply For Permanent Residency Through Express Entry

Physicians who are already in Canada as temporary residents will now be able to obtain permanent residency through Express Entry programs

Immigration, Refugees, and Citizenship Canada (IRCC) are aiming to attract and retain physicians and other healthcare workers with the latest measure.

Canada-immigration-news
Until now, physicians who practice in Canada could not qualify for Express Entry programs since their nature of work is different from the traditional employee-employer relationship. On paper, this means many physicians or doctors who are currently in Canada as temporary residents are considered self-employed.

Being self-employed in Canada for the purpose of gaining work experience did not make them eligible for most economic immigration pathways, including Express Entry. Immigration Minister Sean Fraser says removing this barrier will act as a signal to physicians that they are welcome to stay in Canada.

However, it is important to note that being self-employed with at least one year of work experience abroad does not stop the candidates to apply for permanent residency through the Express Entry program.

Healthcare Workers in Canada

As of June 2022, approximately 4,300 permanent residents were admitted under the health care streams of the time-limited Temporary Residence to Permanent Residence pathway.

Further, one in every four healthcare professionals in Canada is an immigrant. We find that 23% of registered nurses and 36% of physicians in Canada are immigrants. Other healthcare occupations in Canada also make up a substantial percentage of immigrants:

  • 54% of dental technologists and related occupations
  • 39% of dentists
  • 37% of pharmacists
  • 35% of nurse aides and related occupations

Canada Immigration Through Express Entry

The new changes that are expected to take place from 2023 will allow IRCC to target Express Entry candidates who have specific work experience, education, or language abilities, rather than issuing invitations to apply to a wider range of candidates based solely on their CRS scores, as is currently the norm.

Express Entry is an immigrant application management system that is based on a points-based system, the Comprehensive Ranking System (CRS), to invite eligible candidates from a pool.

The database manages applications for Federal Skilled Worker Program, the Federal Skilled Trades Program, and the Canadian Experience Class. The top-scoring candidates receive an Invitation to Apply (ITA) and can then apply for permanent residence.

IRCC has a processing standard of six months for new Express Entry applications.

British Columbia PNP To Align With The New National Occupation Classification (NOC) 2021

British Columbia Provincial Nominee Program (BC PNP) which held nomination draws once every week will now be paused between October 12 and November 16, 2022. Earlier, CanApprove reported that Canada is making the first major National Occupation Classification (NOC) update since 2016. A new NOC system will come into force on November 16 and will categorize immigration applicants based on their transferable work skills and abilities rather than their occupational experience.
Canada-immigration-news
This would mean more young immigrants with good academic records and work skills can qualify to apply for permanent residence.

Following this, BC PNP is expected to align its intake eligibility with the new National Occupation Classification (NOC) 2021.

The new TEER system classifies all occupations into six categories: 0, 1, 2, 3, 4, 5 and is equivalent to present Skill level 0, A, B, B, C, and D respectively. This also means that job or work experience required in NOC (2016) skill types under Ontario Immigration Nominee Program (OINP) currently, will instead fall within TEER 0, 1, 2, or 3.

Coming November 2022, the new NOC system will be implemented by Immigration, Refugees and Citizenship Canada (IRCC) for its Express Entry programs. The change in Express Entry-eligible occupations will consequently impact eligibility for Ontario’s Express Entry-aligned PNPs.

Express Entry-aligned PNPs recorded a huge intake of immigration applicants to apply for provincial nominations and subsequently obtain Canadian permanent residency (PR) post-pandemic. The addition of 600 CRS points to their Express Entry profiles after receiving the provincial nomination effectively guarantees PR status.

Existing BC PNP candidates have to resubmit their applications

BC PNP candidates who have applications in the pool after October 12 will be removed. They will need to resubmit their applications when the system re-opens again in November. The application processing times are anticipated to remain within the service standard of 3 months for 80% of BC PNP applications.

Impact of NOC 2021 on Canada Immigration Eligibility

Canada’s National Occupational Classification (NOC) system acts as a major component of evaluating candidates who wish to come to Canada under an economic class program, such as Express Entry or a Provincial Nominee Program.

Let’s look at the implications of the new Canada NOC 2021 on Express Entry-linked BC PNP streams:

CRS implications: All registered profiles in the federal pool are evaluated using the Comprehensive Ranking System (CRS) that factors in age, education, work experience, and language proficiency among others.

With the new Canada NOC 2021 coming into force, the points you get for arranged employment will follow the Skill Type/Level update chart.

For example, if you would have received 50 points for arranged employment in Skill Type/Level 0, A, or B, you will still get those points if your NOC is in TEER 0, 1, 2, or 3.

Selection factor points for Federal Skilled Worker Program: The points you get based on the selection factors for the Federal Skilled Worker Program (FSWP) will follow the Skill Type/Level update chart.

This means that if you would have received 10 points for arranged employment in Skill Type/Level 0, A, or B, you will still get those points for arranged employment in TEER 0, 1, 2, or 3.

If you’re planning to immigrate to Canada, now is the right time to begin planning. You should begin by visiting a licensed consultant who could help you determine your eligibility, and best options & support you with the necessary documentation.

You may consider CanApprove, a certified consultant with the College of Immigration and Citizenship Consultants (CICC) and authorized to offer Canadian immigration services to interested candidates. We will analyze your work experience and academic profile to determine your best chances.

September 2022 Recorded the Highest With 19 PNP Draws For Canadian Immigration

Canada immigration registered yet another historic record with the highest number of 19 pnp draws held in a month.

Together, it also resulted in 11,548 invitations to apply (ITAs) or notification of interest (NOIs) or expression of interest (EOIs) to apply for provincial nominations and eventually qualify for Canadian permanent residency

Canada PNP draws held in September 2022 are summarized as

  • Five Canadian provinces were active in September – British Columbia, Manitoba, Ontario, PEI, and Saskatchewan.
  • Ontario and Saskatchewan dominated with the highest number of invites for provincial nominations.
  • Various categories of skilled workers, recent graduates, and even entrepreneurs were targeted through these provincial draws.

Why Provincial Nominee Program for Canada Immigration?

Since its launch in 1998, the Provincial Nominee Programs have become the second main route to permanent residence in Canada.

The unique arrangement between the federal and provincial/territorial governments in Canada, except in Quebec & Nunavut, allows the nomination of foreign candidates separately based on the unique labor demand of each province.

By 2024, more than 93,000 immigrants per year are expected to be admitted as permanent residents through various Provincial Nominee Programs.

However, in the present scenario, Canada is expected to favor more intakes for permanent residency with prior provincial nominations as top Express Entry programs like Federal Skilled Worker Program (FSWP) have only recently resumed after a gap of nearly 18 months.

Candidates under FSWP usually have no Canadian work experience, job offer, or academic exposure in Canada. They directly qualify for PR based on their work experience, and language proficiency or academic proficiency.

On the other hand, candidates with an active Express Entry and a provincial nomination give an additional 600 points towards their overall CRS score. This would effectively guarantee them an ITA for Canada PR in a subsequent Express Entry draw.

Immigration-Led Canada’s Population Growth In Q2 2022: Statistics Canada

A recent report published by Statistics Canada (StatsCan) reveals how immigration contributed to the high growth of Canada’s population during the period of April-June (Q2) 2022.
Canada-immigration-news

Canada’s population grew 0.7% from the Q1 figure to an estimated 38,929,902 people on July 1. An astonishing 94.5% of the growth in Canada’s population in Q2 was contributed by immigration.

International migration accounted for adding 118,114 people to Canada’s population in Q2 2022. Previously, the record number of immigration-led population growth was witnessed in Q3 of 2019 when the country added 175,907 new members.

The report also noted that work and study permit holders made the most contribution to the Q2 immigration-led population growth.

Canada Immigration Annual Plan

Canada is targeting over 430,000 new permanent residents per year, about 60% of which will be coming from economic class programs like Express Entry, and the Provincial Nominee Program.

Immigration Minister will table a new Immigration Levels Plan for 2023 through 2025 by November 1, 2022. Experts believe the new plan will align with the same intent to invite more skilled workers into Canada.

September Ends With New All-Program Express Entry Draws Issuing 3,750 ITAs For Canada PR

Immigration, Refugees, and Citizenship Canada (IRCC) held an all-program Express Entry draw on September 28. Canada increased the number of invitations to apply (ITA) to 3,750 with a slight decline in the qualifying Comprehensive Ranking System (CRS) of 504 points.

Canada-immigration-news
September 14 draw is the seventh all-program Express Entry  draws  since July 06, as it resumes after a gap of nearly 18 months.

A common trend among all the draws since resuming is a consistent increase in draw size and a decline in qualifying scores to accommodate more profiles. This has led to a decrease in the Canadian immigration application backlog.

Canada invited registered Express Entry candidates to apply for permanent residency who qualified under Federal Skilled Worker Program (FSWP), Canada Experience Class (CEC), Federal Skills Trades Program (FSTP), or with successful provincial nominations in this draw.

Current status of Express Entry Inventory

IRCC reported nearly 51,616 persons in the Express Entry inventory in late July. The number reduced to 40,180 as of August 31 in approximately six weeks.

Over half the applications currently in the Express Entry inventory are from applicants in the PNPs. This is notable because several PNPs are aligned with Express Entry programs, known as enhanced nominations.

Upcoming changes to Express Entry system in 2023

So far in 2022, Canada has issued invitations to 28,039 immigrants under FSWP, CEC & FSTP programs.

IRCC is planning to close labor force gaps by introducing some changes to Express Entry draws. The department is expected to issue ITAs to individuals with specific work experience, education, or language ability. The occupation group choice would depend on Canada’s prevailing market demand.

This will have an impact on the relevance of CRS scores in some instances and they may become less vital in some future draws.

Canada on track to meet the annual immigration target of 432,000 new PRs

Immigration Minister Sean Fraser confidently announced that Canada would break its current record of 405,330 new immigrants in a year and is on track to meet its current annual target of over 432,000 new immigrants.

Canada is also showing continued dependence on immigration as it has over 1,000,000 job vacancies in various industries including Healthcare and social assistance, Construction,

Manufacturing, Professional, scientific, and technical services, Finance, and insurance: 41,200 job vacancies.

Provincial nomination leading to Canada’s PR

Coming October 1, Canada Will Remove All COVID-19 Related Travel Restrictions

Marking the new post-pandemic era, the Government of Canada has announced removing the vaccine requirements, undergoing pre- or on-arrival tests, monitoring and reporting of COVID-19 symptoms upon arrival, or carrying out COVID-19-related quarantine or isolation, for all travellers arriving in Canada.

Canada-immigration-news
Face masks are no longer mandatory on flights or trains within Canada.

The announcement came from the Public Health Agency of Canada (PHAC) and would be effective October 1, 2022, for all travellers, regardless of their citizenship.

The use of the ArriveCAN app or website to submit public health information such as quarantine & isolation plans and other pandemic-related travel documents will be made optional.

However, the government still strongly recommends travellers monitor their health closely.

We expect COVID-19 and other respiratory viruses will continue to circulate over the cold months, so I encourage everyone to stay up-to-date with their COVID-19 vaccination, including booster doses, and exercise individual public health measures,” informed Health Minister Jean-Yves Duclos.

What Does the Latest Travel Relaxation Mean for Canadian Immigration?

In 2022 alone, Canada is expected to target about 56 percent of the total target under the economic class pathways like Express Entry, the Provincial Nominee Program, Quebec Immigration, and more.

Immigration, Refugees and Citizenship Canada (IRCC) is said to let Canada Provincial Nominee Programs (PNP) take the center stage in inviting more immigrants to apply for Canada visas in 2022. It is targeting to land about 90,000 newcomers via the PNP next year.

Canada is also targeting about 24 percent of admissions (about 80,000) through the family class programs like the Spouses, Partners, and Children Program, and another 25,000 under the Parents and Grandparents Program (PGP).

Together, Canada is said to welcome over 400,000 new permanent residents every year in the near future.

The country had a good run last year even with much stricter travel restrictions. The latest relaxation in Canadian travel requirements will only boost the projected targets to apply for a Canadian visa.

How To Qualify Under Quebec EOI Draw?

  • Candidates submit an online expression of interest profile via Arrima.
  • Profiles enter into an Expression of Interest pool, where they are ranked against each other using a points system and are valid for 12 months.
  • The highest-ranking candidates are invited to apply for a Quebec Certificate of Selection (CSQ) under the Quebec Skilled Worker Program via periodic draws.
  • They have about 60 days to submit a full application.
  • Candidates with a CSQ may then apply to IRCC for Canadian permanent residence.

Canada Permanent Residency via Quebec Immigration

Arrima system is a dedicated online portal to submit EOI for Quebec immigration under the Skilled Worker Program. It is modeled after the federal Express Entry system

Under the new EOI system for Quebec immigration, Quebec invites nurses or any other eligible skilled worker to create a profile in Arrima. Equivalent to the Comprehensive Ranking System (CRS) in the federal Express Entry system, candidates are ranked in Arrima based on score which is dependent on factors such as their age, education, proficiency in French, area of training, and work experience.

Technically, an EOI is not regarded as an application but is only a way for interested candidates to notify the Government of Quebec that they would like to be considered for the Quebec Selection Certificate (Certificat de sélection du Québec, or CSQ).

Eligible candidates are invited to apply for a CSQ based on either their scores or other factors such as labor shortages in the province’s outlying regions. Those who apply for and receive a CSQ are required to apply for Canadian permanent residency through the federal Immigration Ministry which verifies medical and criminal admissibility.

Job vacancies in Canada reach high another time.

According to Statistics Canada, the rate of unfilled positions is 5.7% for the second quarter of 2022.

Results of the Job Vacancy and Wage Survey report for the second quarter of 2022 have been made public by Statistics Canada. The overall rate of Job vacancies increased from the first quarter of 2022 by 4.7%, which is 42.3% higher than that of 2021’s second quarter.
Canada-immigration-news

Overall, there are around one million openings in Canada, which is an all-time high rate of 5.7%. The number of openings that correspond to the overall labor demand is used to calculate vacancies. The present record-high number of vacancies is the result of the rise in labor demand since the first quarter of 2020.

Provinces with high job vacancies

There are six provinces in which the job vacancies rose from the first and second quarters of 2022. The highest rise was in Ontario, where job openings increased by 6.6% to 379,700 overall. Nova Scotia has also gone through the same rise of 6%. There were increases in British Columbia, Manitoba, Alberta, and Quebec ranging from 5.6% to 2.4%

New Brunswick was the only province where job openings fell, with a 6.1% summing up to 15,200 openings. The remaining provinces and territories did not experience any significant change.

Vacancies in different sectors

Healthcare and social assistance

The highest job vacancy rate in this healthcare sector is in Manitoba at 6.7%

The change in the number of job vacancies in the healthcare and social assistance sector from the first and the second quarter this year is almost 6% which is 135,000 to 136,000. Moreover, from the second half of 2021, it’s up 29%. Some hospitals reduced their services by temporarily closing the emergency rooms because of the shortage of staff.

Accommodation and food services

There was a significant rise in job vacancies in this sector which is up to 12.7%, which is 149,600 job vacancies. This happens to be the highest job vacancy sector among all the sectors and is seen in the Kootenay region of British Columbia.

Professional, scientific, and technical services

Nearly 74,600 job vacancies, up to an 8 % hike in this sector, and a 79% of hike in vacancies was in the first quarter of 2020. Mostly the vacancies in these sectors are seen in Toronto, Montreal, and Vancouver.

Jobs in the scientific and applied sciences saw the biggest increase, of 13.3%. The percentage of tech jobs in the natural and applied sciences increased this quarter by a significant amount to 9.6%.

Canadian Permanent & Temporary Residency Backlogs Decreases To Just Below Two Million

Canadian immigration is still going strong even as the pandemic ushered in major reforms worldwide. Canada was quick to reinvent itself temporarily to specifically target immigration aspirants with prior Canadian work/study experience. About 42 percent of invitations in 2020 went to candidates who had Canadian education, up from 28% in 2019.
Canada-immigration-news

Canada is now on track to achieve its annual immigration target of over 430,000 new immigrants by the end of 2022. And it will continue to rise immigration targets as also evident from the decreasing application backlogs. The public can visit this official webpage to track the inventory.

Canada’s immigration backlog decreases slightly to 2.6 million. Of those, just about 50% were within service standards and the other half of applications were in the backlog.

Canada has even publicly declared its intention to increase the mass immigration of skilled workers, and international students in 2022 & beyond to settle there permanently.

Note: There is a discrepancy in the application backlog data from the media department compared to data reported on the government website. But the crux of the matter is that IRCC is working to decrease the overall backlogs to accommodate more newcomers in the near future.

How much are Express Entry & PNP Inventories?

The inventory of the three Express Entry programs has improved over the past month. It stands at 40,180 persons compared to 51,616 at the end of April.

Express Entry Inventory – Persons as of August 31
Federal Skilled Workers (EE) 11,669
