Recent PNP draw of Manitoba and British Columbia.

Candidates are invited through a variety of programs in the provinces of British Columbia and Manitoba.

About PNP, it is one of the immigration programs of Canada launched in 1998. It nearly welcomes 80,000 immigrants per year. All Canadian provinces and territories process their own PNP programs except Quebec and Nunavut. The federal and provincial governments of Canada see PNP as a major tool for the economic development of the country. It’s the reason why we witness the rise in PNP admissions.

Though PNP is not the direct solution to getting a permanent residence, it can be the first step towards increasing the CRS score to easily obtain permanent resident status.

For instance, PNP applicants with Express Entry profiles who receive a nomination get extra 600 points added to their score. Additionally, they become qualified to apply for a round of invitations specific to the PNP.

Here are the PNP results of Manitoba and British Columbia, September 9-16

Manitoba

Manitoba conducted the PNP draw on September 14 under the Special Immigration Measure, the Ukraine program. It has invited 9 Ukrainian candidates to apply.

The program is created in response to the ongoing catastrophe in Ukraine and IRCC’s special immigration measures for those who are affected with the partnership of the Canada Ukraine Authorization for emergency Travel (CUAET). Not every candidate can be eligible for this program, it is for people who are affected by ongoing events in Ukraine and also one who fulfills all the eligibility criteria of MPNP.

Eligibility for this program

  • The candidate should be a citizen of Ukraine
  • A minimum score of CLB 4 in every language band
  • Candidate must have a strong connection to Manitoba like having close relatives, friends, or community, or already done studies or employment there.
  • A score of at least 60 points should be attained in the MPNP assessment criteria.

British Columbia

On September 13, British Columbia invited more than 290 applicants to apply for provincial nomination under the British Columbia Provincial Nominee Program (BC PNP).   A total of 227 applicants were selected via a general draw that also included workers in the tech industry.

International graduates and Skilled workers categories as well as Express Entry candidates have all received the invitations. Entry Level and Semi-Skilled candidates were also included in the draw. SIRS ranged from 78 and 120.

Like the Express Entry Comprehensive Ranking System (CRS), Skills Immigration Registration System (SIRS) only applies to the PNP of British Columbia.

There was a round of invitations targeted only at the candidates working in the following occupations:

  • 27 early childhood educators and assistants (NOC 4214) with scores of at least 60 points.
  • 12 Healthcare workers with scores of at least 60 points.
  • Healthcare worker: Healthcare assistants with scores of at least 60 points
  • Other priority occupations with scores of at least 60 points.

Minister Plans For More Temporary Residents To Become Canadian Permanent Residents

Canadian immigration minister Sean Fraser submitted a strategy plan that expands pathways to permanent residence for international students and temporary foreign workers.

Canada-immigration-news
Minister is responding to Motion 44 put forth by Randeep Sarai, the Liberal member of parliament for Surrey, British Columbia, through this strategic plan. The motion asks Fraser to fulfill his commitment toward temporary residents (including international students) as mentioned in his mandate letter when he assumed public office.

Canada is historically built on the success of immigrants in the country. With advancements in education standards and infrastructure in the country, Canada is able to attract & retain international students to benefit from their relatively young age, their Canadian credentials, their proficiency in English or French, and in some cases, their Canadian work experience.

Permanent Residence Options to Stay in Canada After PGWP visas expire:

  • Express Entry
  • Provincial Nominee Program
  • Atlantic Immigration Pilot
  • Quebec Immigration
  • Family Sponsorship

Temporary Residence Options to Stay in Canada After PWGP visas expire:

  • Work permits: LMIAs and trade agreements

The strategy plan proposes a five-pillar approach that Immigration, Refugees, and Citizenship Canada (IRCC) will follow to expand Canadian permanent residency pathways:

Pillar 1: Canada is expected to welcome 431,645 newcomers this year. The plan says it would include temporary residents in the pursuit of accomplishing this target. It would mean nomination draws will give more priority to immigrants with Canadian experience. We can expect the new 2023-2025 Immigration Levels Plan before November 1.

Pillar 2: Major reforms are proposed to reform the Express Entry system. IRCC would be able to invite candidates based on an economic goal, ie. candidates with specific occupation skills may be prioritized to apply for Canada PR, likely from early 2023.

Pillar 3: IRCC is planning to adopt the National Occupational Classification (NOC) 2021 on November 16. The government also aims to improve newcomers’ access to information to ensure that they meet the necessary qualifications and connect them to federal and provincial or territorial immigration programs.

Pillar 4: IRCC is pushing for more French immigration outside Quebec and adding a new Municipal Nominee Program. It would be done mostly in coordination with specific Provincial Nominee Programs (PNP). Educate yourself about Provincial Nominee Program by clicking here

Pillar 5: IRCC is increasing processing capacity, improving client experience, and modernizing the immigration system through technological improvements. Canada is trying to get back to standard processing times pre-pandemic and allow more newcomers to become Canadian “as soon as possible.”

The above pillar approach outlines the bright future of IRCC in welcoming skilled immigrants in near future. Reports are even claiming a long-term positive impact of increasing immigration to Canada and it is more likely that the country will continue its liberal approach toward immigration.

Immigrants In Canadian Construction, Professional, Retail & Health Care Industries Have Increased

Canada is the only western country to be inviting more immigrants post-pandemic. The country is already on track to welcome nearly 432,000 new permanent residents by the end of 2022.

PNP News
Immigration plays a significant role in supporting the Canadian economy, maintaining Canada’s labor force, and supporting its aging demography. In fact, the 2016 census finds one in four healthcare workers is an immigrant in Canada.

Breaking down further, we find that 23% of registered nurses and 36% of physicians in Canada are immigrants. Other healthcare occupations in Canada also make up a substantial percentage:

  • 54% of dental technologists and related occupations
  • 39% of dentists
  • 37% of pharmacists
  • 35% of nurse aides and related occupations
Canada boosts about 85% retention rate of permanent residents in Canada. Meaning that newcomers to Canada like international students or those on work permits have higher chances of obtaining permanent residency.

Not only immigrants are employed but also get opportunities to start their own businesses. Over 33% of immigrants are business owners in industries such as construction, professional services, health care, and retail trade. There are more than 600,000 self-employed immigrants across Canada, of which over 260,000 have paid employees.

Most Newcomers are Skilled Immigrants

Immigration levels plan 2022-2024 targets to invite new immigrants amounting to 1.14% of the Canadian population in the next three years. More than 60% of its target will be met by skilled immigrants from the economic class through Express Entry & Provincial Nominee Programs

Most immigrants earn about the same as a natural-born Canadian within 12 years of arrival.

Most skilled workers who arrive in Canada through the Express Entry program take even lesser time to earn more than their native counterparts.

Nearly 138,000 of all new immigrants so far in 2022 have been targeted under economic class programs. Canada is preferring more such candidates in recent times to counter the financial burden of aging demography in income tax reduces while public expenses increase in infrastructure, pensions, and healthcare systems.

Targeting younger economic immigrants in Canada including international students, and experienced professionals can help sustain businesses as well as increase public revenue by means of taxes.

Latest Prince Edward Island PNP Draws Invites 147 Including Express Entry For Provincial Nominations

Canada is expected to admit over 80,000 new immigrants annually through Provincial Nominee Program (PNPs). Following this is a new nomination draw held by the Prince Edward Island Provincial Nominee Program (PEI PNP) on September 15.

PNP News
The monthly provincial nomination draws from Prince Edward Island issued 142 invitations to apply (ITAs) for a provincial nomination under either one of the three streams: Express Entry, Labour Impact, and Business Impact.

Over 142 invitations were issued to Express Entry and Labour Impact candidates and the remaining 05 invitations went to Business Impact candidates.

Did you know?

Prince Edward Island is Canada’s smallest province yet has the country’s highest population growth rate. As a result, it enjoys Canada’s highest per capita intake of newcomers.

Population growth is seen as important to sustaining the economic growth in Atlantic Canada. Recognizing this, the four Atlantic provinces – Newfoundland and Labrador, Prince Edward Island, Nova Scotia, and New Brunswick – are making significant efforts to welcome and retain more immigrants.

Other active PNP includes that from British Columbia, Ontario, Saskatchewan, Alberta, Manitoba, and Nova Scotia. More details here

Qualify for Canada PR Under PEI PNP

Provincial Nominee Programs (PNPs) are designed to accommodate the specific and specialized labor market demand of Canada’s provinces and territories. A successful provincial nomination will act in favor of reducing the time taken to obtain permanent residency at a later stage.

In order to be considered for nominations under PEI PNP provincial draws, candidates must create an Expression Of Interest (EOI) profile with the province. EOI profiles are given points based on the province’s unique points grid. The highest-scoring candidates are then invited to apply through monthly draws.

PEI PNP Express Entry & Labout Impact category

If a candidate is already registered in the federal Express Entry pool, they could qualify for provincial nomination under the PEI PNP Express Entry category.

Foreigners like Skilled Workers, Critical Workers, and International Graduates with a valid job offer in PEI, and having support from their employer may qualify under the Labour Impact category.

PEI PNP Business Impact category

Prince Edward Island also favors the immigration of foreign entrepreneurs to boost its economy. Such candidates are issued invitations under the Work Permit Stream, which is for foreign entrepreneurs who want to own and operate a business in PEI.

They require a provincial score of above 80 points in order to receive nominations.

Further, eligible candidates with a successful provincial nomination can apply to the Immigration, Refugees, and Citizenship Canada (IRCC) for permanent residency.

Latest BC PNP Draws Highlight

September 7 British Columbia Provincial Nominee Program (BC PNP) draws required the minimum Skills and Immigration Registration System (SIRS) score range from 71 for Entry Level and Semi-Skilled workers, to 95 for candidates in the Skilled Worker with Express Entry (EEBC) category.

SIRS is similar to the Express Entry Comprehensive Ranking System (CRS), however, applied only to British Columbia PNP nomination draws.

The regional draw targeted profiles with tech occupations & job offers outside Metro Vancouver Regional District. Other criteria for receiving invites include:

  • Education – level and field of education and where it was completed
  • Language skills
  • Occupation
  • Duration and skill level of work experience
  • Wage and/or skill level of job offer
  • Intent to live, work and settle in a specific region
  • Strategic priorities – factors that address specific labor market needs in B.C. or support government pilot projects and initiatives

BC PNP also held occupation-specific draws to target selected profiles under in-demand occupations:

  • 8 early childhood educators and assistants (NOC 4214) with scores of at least 60 points.
  • Healthcare workers with scores of at least 60 points.

Invited candidates will need to submit a complete application within the next 30 days. The province processes most tech applications within two to three months.

Provincial Nominee Program can be your gateway to Canada

PNP turns out to be one of the popular options for skilled workers to immigrate to Canada.

One way for skilled workers to move to Canada and get permanent resident status is the Provincial Nominee Program (PNP). The program’s goal is to accept qualified workers to boost the economy of the provinces and territories and disperse the advantages of immigration across Canada. It has been a successful strategy for luring skilled workers to provinces like the prairies and the Atlantic provinces, which previously had low immigration numbers.

PNP News

What is a Provincial Nominee Program?

It is a Canadian immigration program that is designed especially for skilled workers who have the skills, education, and work experience. PNP allows Canadian provinces and territories to nominate people who wish to immigrate to Canada and who are interested in settling in a particular province.

There are more than 80 provincial immigration programs for workers, graduates, and businesspeople. Each program is created to address the demands of the province’s labor force. Except for Nunavut and Quebec, all provinces are included in this program.

In PNP there are two ways to get permanent residents: the “base” programs and the “enhanced” programs.

The “base” programs

This is the first option where the candidates can directly apply to the PNP stream. Following that, the province will make sure the application satisfies all requirements for that stream. If all requirements are satisfied, the province will give a letter of nomination to the applicant, who may subsequently apply for permanent residence to Immigration, Refugees, and Citizenship Canada.

The “enhanced” programs

This is the second option where the programs are coordinated with the federal Express Entry management system. Here the applicants can be eligible for Express Entry managed programs like Federal Skilled Workers Program (FSWP) and Federal Skilled Trades Program (FSTP) and can increase the chance of getting an Invitation to Apply (ITA) by a provincial nomination.

The provincial government decides whether a candidate will be a suitable fit for the province by looking at the information provided in their online Express Entry profile. If this is the case, the province will send the candidate an interest notification, inviting the candidate to apply for provincial nomination.

The candidate can then apply to the province. Immediately, they will receive 600 points in the Comprehensive Ranking System (CRS) and receive a letter of nomination if they meet the requirements, which considerably improves their chance of obtaining permanent residency.

If you’re a skilled worker with the needed experience and education, PNP would be the best immigration program for you. If you’re confused about which province is suitable for you then we are here to help you out. Contact CanApprove! Immigration, Refugees, and Citizenship Canada (IRCC) held an all-program Express Entry draw on September 14. Canada issued 2,750 invitations to apply (ITA) with a lower qualifying Comprehensive Ranking System (CRS) of 516 points.

Canada-immigration-news
September 14 draw is the sixth all-program Express Entry since July 06, as it resumes after a gap of nearly 18 months. A common trend among all the draws since resuming is a consistent rise in draw size and declining qualifying scores to accommodate more profiles.

Canada invites registered Express Entry candidates to apply for permanent residency who qualifies for Federal Skilled Worker Program (FSWP), Canada Experience Class (CEC), Federal Skills Trades Program (FSTP), or with successful provincial nominations.

Upcoming Changes to Express Entry System in 2023

IRCC is planning to close labor force gaps by introducing some changes to Express Entry draws. The department is expected to issue ITAs to individuals with specific work experience, education, or language ability. The choice of occupation group would depend on the prevailing market demand in Canada.

This will have an impact on the relevance of CRS scores in some instances and they may become less vital in some future draws. You can get in touch with our expert consultants to know your chances of qualifying.

Additionally, most Canadian Immigration applications are going 100% digital from September 23. Read the full story here

Canada Will Meet Annual Immigration Target of 432,000 New PRs

Manufacturing, Professional, scientific, and technical services, Finance, and insurance: 41,200 job vacancies

Ontario Immigration To Align With The New National Occupation Classification (NOC) 2021

The dedicated provincial program from Ontario is expected to align its intake eligibility with the new National Occupation Classification (NOC) 2021. Public consultations to assess the proposed implementation of NOC 2021 will remain open till October 21, 2022.

Statistics Canada explains the rationale behind the new TEER system:

  1. Focus on the education and experience required to work in a given occupation.
  2. Accurately capture the skills required in each occupation.

The new TEER system classifies all occupations into six categories: 0, 1, 2, 3, 4, 5 and is equivalent to present Skill level 0, A, B, B, C, and D respectively. This also means that job or work experience required in NOC (2016) skill types under Ontario Immigration Nominee Program (OINP) currently, will instead fall within TEER 0, 1, 2, or 3.
Canada-immigration-news
Coming November 2022, the new NOC system will be implemented by Immigration, Refugees and Citizenship Canada (IRCC) for its Express Entry programs. The change in Express Entry-eligible occupations will consequently impact eligibility for Ontario’s Express Entry-aligned PNPs.

Express Entry-aligned PNPs recorded a huge intake of immigration applicants to apply for provincial nominations and subsequently obtain Canadian permanent residency (PR) post-pandemic. The addition of 600 CRS points to their Express Entry profiles after receiving the provincial nomination effectively guarantees PR status.

Take this free assessment online to determine your eligibility.

Other Proposed Changes to OINP Employer Job Offer Streams

Ontario has also proposed changes in language and education criteria for certain Employer Job Offer streams.

Ontario is proposing to require Employer Job Offer Foreign Worker stream applicants to have a Canadian Language Benchmark (CLB) 5 Level or above. This will enable candidates to have better language proficiency and thus offer easy integration as well as avoid immigration fraud due to language barriers.

Ontario also wants people who are applying with a certificate of at least one year to meet the criteria of the Ontario College Graduate Certificate as defined under the Ontario Qualifications Framework. This will offer clarity and reduce burdens for International Student stream applicants applying with one-year certificates.

Impact of NOC 2021 on Canada Express Entry Eligibility & OINP

Let’s look at the implications of the new Canada NOC 2021 on Canada Express Entry eligibility:

CRS implications: All registered profiles in the federal pool are evaluated using the Comprehensive Ranking System (CRS) that factors in age, education, work experience, and language proficiency among others.

With the new Canada NOC 2021 coming into force, the points you get for arranged employment will follow the Skill Type/Level update chart.

For example, if you would have received 50 points for arranged employment in Skill Type/Level 0, A, or B, you will still get those points if your NOC is in TEER 0, 1, 2, or 3.

Selection factor points for Federal Skilled Worker Program: The points you get based on the selection factors for the Federal Skilled Worker Program (FSWP) will follow the Skill Type/Level update chart.

This means that if you would have received 10 points for arranged employment in Skill Type/Level 0, A, or B, you will still get those points for arranged employment in TEER 0, 1, 2, or 3.

If you’re planning to immigrate to Canada, now is the right time to begin planning. You should begin by visiting a licensed consultant who could help you determine your eligibility, and best options & support you with the necessary documentation.

Saskatchewan Held Two EOI Draws Inviting over 1700 Profiles For Provincial Nominations

Saskatchewan Immigrant Nominee Program (SINP) released the nomination results of two recent weekly EOI draws held on September 6 and September 7. The provincial draws invited 1,700 immigration candidates to apply for a provincial nomination for Canadian permanent residence (PR).

PNP News
The invited candidates have work experience as managers or executives in IT, Healthcare, Agriculture, or Service industries.

Both the SINP draws invited eligible profiles registered under Express Entry and Occupation-In-Demand candidates. EOI draw requires interested candidates to get their profile assessed on a score out of 100 according to the International Skilled Worker Points Assessment Grid.

The province favors candidates with bilingual capability in both English and French. The highest-scoring candidates are then issued an invitation to apply for a provincial nomination from Saskatchewan.

September 6 EOI draw invited 760 candidates to apply for provincial nominations under Express Entry and Occupations-In-Demand categories with qualifying scores between 61 to 69.

While September 7 EOI draw invited 521 candidates through Express Entry and 422 through the Occupations-In-Demand stream, totaling 943 candidates under the same categories with minimum scores of 70.
