Economic Report: For Canada’s New Immigrants, The West Is Best 

The largest Canadian financial service cooperative, Desjardins released an economic report reaffirming Canada’s high immigration targets and its positive impact on provincial economies, particularly in the western provinces – British Columbia, Alberta, Saskatchewan, and Manitoba.

Immigrants have consistently outpaced Canadian-born workers resulting in 70% of employment gains since 2015. By 2019, nearly every province in Canada recorded higher employment rates for Canada’s new immigrants than for Canadian-born workers.

In fact, there was a surge of employment among Canada’s new immigrants even during the COVID-19 pandemic recovery. The current unemployment rate of new immigrants and Canadian-born workers stands at 5.3% vs 5%, in 2022.

Canada had earlier announced to target more than 1.4 million new immigrants across economic-class programs, family-class programs, and temporary residence programs over the next three years.

Prince Edward Island Admits the Most Immigrants per Population

The report shows that, if current immigration trends remain consistent, the biggest immigration-related economic gain from higher national immigration targets will occur in provinces will occur in British Columbia, the Prairie Provinces (Alberta, Saskatchewan, and Manitoba), and Prince Edward Island (PEI).

PEI admits the highest number of immigrants per capita of any Canadian province.

The report also noted that immigration will only strengthen the provincial economy if newcomers settle into a community long-term and contribute to the local economy by participating in day-to-day spending.

Canada To Make Permanent Residency Easier For Caregivers From May 2023

Canada is reducing the amount of work experience required for a caregiver to qualify for permanent residence from 24 to 12 months. The change will take effect as of April 30, 2023, and is retrospective for caregivers who have already applied.

“… By reducing the work experience required in Canada to one year, more caregivers and their families will become eligible to transition to permanent residence sooner, meaning that they can settle down and start the next chapter of their lives here in Canada,” said the Honourable Sean Fraser, Minister of Immigration, Refugees and Citizenship in a news release. 

Canada needs more caregivers to support the needs of the population both now and in the near future. The most recent labor force survey shows that over 7,000 immigrants were hired in January 2023 but there were still 131,800 job vacancies as of November 2022.

Candidates willing to qualify for immigration through caregiver programs must be able to demonstrate:

  • Work experience that falls under National Occupational Classification (NOC) codes 44100 or 44101, and minimum 30 hours of paid work per week 
  • Language test results showing a Canadian Language Benchmark (CLB) of 5;
  • One year of Canadian post-secondary education or the foreign equivalent; and
  • Pass an admissibility check (health, criminality, and security).

IRCC established a cap of 2750 visas per year for each of the two categories for a total of 5500 Canadian immigration caregiver visas annually.

Employment In Canada Rises: 150,000 New Jobs With Surging Demand For Foreign Skilled Workers

Statistics Canada reported employment gains of 150,000 jobs in January 2023, mostly in full-time work. The recent job gains in Canada are 10 times more than the expected projections among economists in a Bloomberg survey and are further expected to increase the demand for foreign skilled workers.

Canada is witnessing rapid population growth because of an open policy on immigration, and the survey data confirms that non-permanent residents – including students and temporary workers – are seeing outsized job gains.

Five Canadian provinces including Ontario, Quebec, and Alberta created more jobs during the period. Employment in the goods-producing sector grew by a net 25,400 jobs, largely in construction. The services sector was up by a net 124,700 job positions, mostly in wholesale and retail trade, as well as health care and social assistance. 

The labor force report held the unemployment rate in Canada steady at 5.0%.

Latest Manitoba PNP Draws Invites 308 Skilled Candidates Including Express Entry For Canada PR 

Latest Manitoba Draw held its 168th provincial nominee program (PNP) draw on February 09 to invite 308 skilled candidates from a pool of immigration candidates qualifying for provincial streams – international graduate, skilled workers in Manitoba, skilled workers overseas and federal Express Entry.

The prairie province of Canada invited a mixed pool of on-shore as well as off-shore immigration candidates in this draw. The latest Expression of Interest (EOI) Manitoba PNP draws led to 275 new Letters of Advice to Apply (LAA) for provincial nominations under 

  • Skilled Workers in Manitoba: 221 LAAs to those with a minimum score of 720
  • Skilled Workers Overseas: 32 LAAs to those with a minimum score of 709
  • International Graduates: 55 LAAs with no minimum score requirement. 

Additionally, 33 LAAs went to candidates with a valid Express Entry profile and a code for job seeker validation

Manitoba Funds New Settlement Services For Canadian Immigrants 

Manitoba will make new investments in settlement services for Canadian immigrants with an infusion of another $4 million to fund programs for newcomers. This is nearly double the amount it spent last year on the Newcomer Community Integration Support program. 

Manitoba records a five-year immigrant retention rate of 67.7 percent for immigrants who came to the province in 2015. This is much lower compared to Ontario’s 92 percent but conveniently higher than Prince Edward Island’s retention rate of 28 percent for the same year.

“Expanding the settlement services available to newcomers empowers them to more fully and successfully integrate into their new communities sooner, which has been shown to bolster immigrant retention rates,” believed Manitoba Immigration Minister Jon Reyes.

In total, the Manitoba government is providing $7.1 million to Newcomer Community Integration Support Program (NCIS) program in the upcoming fiscal year including $3 million for Manitoba Start, $120,000 for Recognition Counts, and increased funding for Newcomer Community Connections Stream.

British Columbia PNP Draws Invites 245 Skilled Immigration Profiles For Canada PR 

British Columbia held its sixth weekly provincial nomination draws on February 07 inviting 245 eligible candidates under the Skilled Immigration and International Graduate and Post-graduate categories, including those registered in the Express Entry pool.

The general draws invited about 207 candidates targeting tech occupations, while the following skilled-based draw targeted the remaining 25 candidates under Early childhood educators and assistants (NOC 42202) and 13 candidates under Healthcare occupations. 

All applicants were invited with varying cut-offs ranging from 60 (for skilled-based draws) and 82-105 (for general draws) to apply for provincial nominations. 

Invited candidates will need to submit a complete application within the next 45 days.

The British Columbia Provincial Nominee Program (BC PNP) had already issued over 1000 provincial invitations under general draws and skill-based targeted nomination draws throughout January 2023.

Canada expands online application tracker to new economic-class immigration categories to increase transparency and provide direct access to information more efficiently than if they contacted IRCC through another channel.

Immigration Refugees and Citizenship Canada (IRCC) announced new application status trackers for Express Entry candidates in the Federal Skilled Workers Program (FSWP), the Canadian Experience Class (CEC), and the Federal Skilled Trades Program (FSTP). It will also apply to candidates in Provincial Nominee Programs (PNPs).

However, the following discretions apply to the information provided through the trackers: 

  • Before IRCC reaches a final judgment on your application, the information provided through the tracker is subject to change at any moment.
  • There may also be delays or discrepancies between the information displayed in the tracker and the actual progress on your application.

Canada is already offering an online tracker portal to benefit applicants for spousal, common-law, and dependent child sponsorship. The new online immigration tracker portal for Canada family sponsorship visas is also available to representatives.

How to Use Canada Immigration Application Status Tracker?

The extension of the application status tracker comes at a time when Canada is targeting over 190,000 new candidates in 2023 under Express Entry and PNP.

Ontario’s Latest Targeted Draws Targets 1902 Express Entry Profiles

The Ontario Immigrant Nominee Program (OINP) issued a total of 1902 targeted notifications of interest to candidates who may qualify for Ontario’s Express Entry Human Capital Priorities stream on February 02.

All the invited candidates were chosen from the federal Express Entry database and created and registered their profiles between February 2, 2022 – February 2, 2023. They are now eligible to apply for a provincial nomination and could eventually qualify for permanent residence in Canada.

Quick Highlights on February 02 OINP Targeted Draw

OINP issued targeted Notifications of Interest (NOIs) under its Express Entry Human Capital Priorities (HCP) stream to candidates in two targeted occupations: Healthcare and Tech. Invited candidates have 45 days to submit a full application for their provincial nomination. 

#1 Qualifying Score: As candidates having only registered Express Entry profiles were considered, the qualifying score was based on their Comprehensive Ranking System (CRS). 

A CRS score is given to candidates based on their human capital factors like age, language proficiency, work experience, and education qualification. The score is given out of 1200 points. 

The qualifying CRS score for candidates in tech occupations varied between 481 and 489 while it varied for candidates in healthcare occupations varied between 476 and 489

#2 Occupation of invited candidates: 1,127 candidates had a mandatory one year or more of work experience in one of the following tech occupations:

  • NOC 20012 – Computer and information systems managers
  • NOC 21211 – Data Scientists
  • NOC 21223 – Database analysts and data administrators
  • NOC 21230 – Computer systems developers and programmers
  • NOC 21231 – Software engineers and designers
  • NOC 21232 – Software developers and programmers
  • NOC 21233 – Web designers
  • NOC 21234 – Web developers and programmers

Ontario’s Employer Job Offer: Foreign Worker Stream Draws

The Ontario Immigration Nominee Program (OINP) issued 611 invitations to apply to candidates on January 31 in the Employer Job Offer: Foreign Worker stream. The draw was targeted toward healthcare and tech occupations. Candidates required a minimum score of 53 to receive an invitation.

Foreign workers who are abroad and have a job offer from an Ontario employer may qualify under this stream. The job must fall under NOC codes 0, A, or B and you must be able to demonstrate an appropriate license (where needed) or a cumulation of two years’ work experience in the same occupation.

Interested candidates must create a profile on the OINP e-Filing Portal, and register their Expression of Interest (EOI) to receive invitations to apply for provincial nominations.

British Columbia held a targeted draw for tech occupations on January 31. The latest provincial draw targeted over 243 profiles having the minimum Skills and Immigration Registration System (SIRS) score of 85 points. 

The invitations were issued to candidates in the Skilled Worker and International Graduates categories and included Express Entry candidates.

The province also held rounds of invitations for candidates working in the following occupations:

  • 18 early childhood educators and assistants (NOC 4214) with scores of at least 60 points, and
  • 18 healthcare workers from the Skilled Worker, International Graduate, including Express Entry category, with scores of at least 60 points 
  • Other in-demand occupations with scores of at least 60 points

Some in-demand tech occupations in British Columbia include 

  • Web designers & developers, 
  • Graphic designers, illustrators, 
  • Software engineers and designers, 
  • Civil Engineers, 
  • Mechanical Engineers, 
  • Chemical Engineers, 
  • Software Engineers, 
  • Tech Managers, 
  • Media technicians, 
  • Writers/Editors, etc.
