Canada Immigration Levels Plan 2023-2025: 465,000 New Immigrants Will Be Welcomed in 2023

Canada has released a new three-year projection on immigration intake which the departments are expected to achieve in a phased manner.

  • Canada will target 465,00 new immigrants in 2023.
  • 485,000 new immigrants will be targeted annually in 2024.
  • The annual intake level will rise to over 500,000 new immigrants in 2025.

Canada will welcome about 1.5 million new immigrants in the next three years from 2023 to 2025. The revised Immigration Levels Plan will widen the scope for many immigrant aspirants to apply for Canada visas in 2023-2025.

Canada is ranked No.1 among top immigration destinations ahead of Australia at No 4 and the US at No. 6.

Direct Permanent Residency pathway, favorable immigration policies, and embracing multiculturalism still remain to be go-to marketing words for Canadian immigration.

New Immigration Levels Plan 2023-2025

The Immigration Levels Plan only sets a guideline and the actual number of immigrant landings in Canada depends on the prevailing government policy and department efficiency to issue visas on time.

For instance, Canada created an all-time immigration record by welcoming over 405,000 immigrants in 2021 and is expected to close nearly 432,000 immigrants this year.

IMMIGRATION LEVELS PLAN  2023 2024 2025
Projected admissions-Targets 465,000 485,000 500,000
Federal economic, provincial/territorial nominees  266,210 281,135 301,250
Family Reunification ( Spousal visa/PGP)  106,500 114,000 118,000
  1. Express Entry & PNP targets will rise

Canada will target nearly 60 percent of the total target under the economic class pathways like Express Entry, the Provincial Nominee Program, Atlantic Immigration Pilot Program, and Federal Business programs.

The 2023-2025 annual targets for Express Entry landings (principal applicants, spouses, and dependents)

  • 82,880 in 2023
  • 109,020 in 2024
  • 114,000 in 2025

Immigration, Refugees and Citizenship Canada (IRCC) is expected to create another record-breaking promise by targeting over 100,000 annual intakes through Canada Provincial Nominee Programs (PNP) alone.

The PNP targets for 2023-2025 are as follows:

  • 105,500  in 2023
  • 110,000 in 2024
  • 117,500 in 2025
  1. Family Immigration programs boosted

About 24% of the total target is reserved for family class sponsorship programs alone. In fact, it is the second largest permanent residence class set out by the Immigration Levels Plan.

About 78,000 are set to arrive under the Spouses, Partners, and Children Program, and another 28,500 are set to arrive under the Parents and Grandparents Program (PGP) in 2023.

Subsequently, 80,000 and 82,000 new immigrants will be targeted under the Spouses, Partners, and Children Program in 2024 and 2025 respectively. The annual targets in 2024 and 2025 under the PGP would be increased to 34,000 and 36,000 respectively.

Simplify Canada Immigration with CanApprove

During the pandemic, Canada converted more on-shore candidates or those on temporary residence visas to permanent residence visas to meet its annual target.

This time around, Immigration Minister Sean Fraser hopes to invite more off-shore skilled candidates who could contribute to Canada’s economy and tackle the labor skill gap.

This will more likely open up more chances for aspirants with at least three years of work experience outside Canada to qualify for direct Canada PR or academic qualification to study in Canada to obtain a student visa and eventually qualify for Canada PR.

Many apply for Canadian immigration using program guides, online form submissions, timely online updates, etc., on government websites. However, availing of immigration services from a certified immigration consultant can improve your chances of qualifying, especially if you have a low qualifying score or have rejection in the past.
