What is an Expression of Interest system? 

As for the previous system in Ontario, the “first come, first served” approach has faced much criticism on the grounds that it provides differential access to the less privileged. The criticism is also based on the receipt of applications. It more so often happens that program categories like Employer’s job offer: International student stream, Foreign Worker stream reach its registration limit just hours after opening.

The new EOI system is expected to overcome the present challenges. As a first step, interested applicants will now be placed in a pool. Following this, the individuals will be asked to provide personal and other labor market and human capital information. 

Based on the above information will the candidates be evaluated, scored, and ranked. OINP will review the scores and select profiles above a uniquely determined cut-off score in each EOI draw. 

This shall form the basis of Invitation to Apply (ITA) for permanent residence. 

 

The proposed changes draw much of its similarity from the federal Express Entry system. Not only that but several other provinces use the same EOI system.  

In the official press release, Ontario meant for “more strategically managing the intake, increase the OINP’s labor market responsiveness, and better respond to regional labor market needs.” through the introduction of a new EOI system. 

The proposed changes are undergoing a 45-day public consultation period that ends October 23, 2020. Only then will the proposed changes effectively take place.

Canada’s Economic Recovery Continues to Strengthen Immigration

The August Labour Force Survey is out and Canada saw an addition of over 246,000 new jobs last month. It meant that employment in Canada saw a steady increase in employment levels despite the economic shutdown following the imposed travel restrictions

The unemployment rate in Canada stood at 10.2% in the month of August. It is around 7 points lower than the previous month. Employment in the month of August also favoured more women as a total of 150,000 women got placement in the month. Even men enjoyed a healthy rise of nearly 96,000 new jobs during the same month.

Ontario being the most populous province in Canada added the largest number of jobs. With 142,000 new jobs in August, the province regained 93.6% employment of its pre-pandemic levels. British Columbia reported the highest increase in jobs among the western provinces. It reached 94.1% of the pre-pandemic levels. Followed by Nova Scotia in the Atlantic region with an addition of 7,200 jobs.

Few active Provincial Nominee Programs

Canadian provinces of Manitoba, British Columbia & Ontario were seen active during the past week. Ontario held a unique nomination draw under is Entrepreneur stream while British Columbia issued 430 provincial nominations to eligible skilled workers, international graduates, and entrepreneurs. 

Manitoba PNP crossed the landmark 3000 ITAs for Canada PR in 2020. It extended over 213 nominations to eligible foreign skilled workers and international graduates to apply for permanent residence in Canada.

 

 

 

Travel Restriction in Canada extended till September 30

Canada extended its travel restrictions on incoming foreign travelers and mandatory quarantine requirements on the exempted category until September 30. It was announced in the view of slowing down the contraction of infection and averting a threat to public health. 

The exempted category is allowed to travel to Canada but such individuals are required to observe a mandatory self-isolation period of 14 days.  

According to Immigration, Refugees, and Citizenship Canada (IRCC), the exempted category includes: 

  • Canadian citizens;
  • Permanent residents;
  • Immediate family members of Canadian citizens and Permanent Residents.
  • Newly approved Canadian permanent residence, temporary foreign workers, International Students only on case-basis.

246,000 jobs added in August 

The results of the August Labor Force Survey released last week saw the economic recovery in Canada in full-swing. The country has added another 246,000 jobs in the month of August. Most jobs were concentrated in the services sector (+1.5%) as opposed to the goods-producing sector which is equally beneficial for immigrants.

Reflecting on 2020 Canada Family reunification programs

We are all familiar with how well Canada runs its immigration programs. The focussed attention that Canada has given to the economic-class immigrants including skilled workers, business entrepreneurs, international students have sustained its economy and overcome demographic shocks. 

However, the ongoing pandemic has affected the immigration numbers. Family sponsorship programs saw a decline of about 78% during the same period as compared to last year while economic-class immigration went down upto 52%. In view of this, a recent survey revealed that Canadians now want to see family reunification to be given priority on par with economic-class immigration.

The Association of Canadian Studies who conducted this survey saw a rise of 6% in the respondents over the 2016 results who wanted the family members of people already in Canada to be given priority for immigration. There remained a steady percentage of support for economic-class immigration between 2016 and 2020. 

It is clear that COVID-19 has not impacted Canada’s need for immigration and there is a good chance of rise in immigration levels next year. This survey is also seen as the precursor for the upcoming 2021-2023 Immigration Levels Plan which is to be released by November 2020. Currently, family class immigration is locked at 91,000 new immigrants annually while economic-class immigration is pegged at increasing constantly every year.

Over 61% of Canadians believes immigration is vital for economic recovery 

The survey also released province-wise sentiments towards immigration. The Canadian regions of Alberta, Atlantic Canada, Ontario, Manitoba and Saskatchewan were reportedly more receptive to family class immigration and wanted it to be treated on par with economic class immigration.

Canada commits high immigration levels as Express Entry issues 4200 ITAs for Canada PR

The month of September began on a positive note with the Immigration, Refugee and Citizenship Canada (IRCC) conducting its all-program Express Entry draw for issuing permanent residence to foreign skilled workers. . 

An all-program draw takes into account the entire pool of candidates registered under the federal Express Entry system. It includes various profiles qualifying for any one of the three federal immigration programs – Federal Skilled Workers Program (FSWP), Canadian Experience Class (CEC), Federal Skilled Trades Program (FSTP), apart from the candidates with a provincial nomination.

Ever since the lockdown was imposed from March 18, IRCC had held specific Express Entry draws targeting candidates either with provincial nominations or canadian work experience.  The 162nd Express Entry draw is also noteworthy because it considered candidates belonging to the FSWP category. 

September 02nd draw is only the third draw since March that considered foreign skilled workers who had not previously lived or worked in Canada, i.e. FSWP category, to apply for permanent residence

Increase in Overall Draw Size

IRCC issued 4,200 invitations to apply (ITAs) for Canadian permanent residence in the latest Express Entry draw. This shows an increase of humble 300 ITAs over previous Express Entry draws in 2020. 

Earlier in the month of February, IRCC had conducted the largest ever Express Entry draw with 4500 ITAs for Canada PR. 

Decrease in qualifying CRS by 1 point

Any profile to be registered in the Express Entry pool is assessed and ranked on a Comprehensive Ranking System (CRS) that considers core human capital factors like age, work experience, education and skills in English or French. 

Following the declining trend in the CRS cut-off score, the latest draw required candidates to have their CRS scores above 475 for selection. This is a decrease of 1 point from the previously held all-program draw

Often there arises a situation where candidates end up having the same CRS score. Here is where IRCC uses its tie-break rule to rank a particular candidate higher. The timestamp used in the latest draw was September 2, 2020, at 14:17:32  UTC. 

This meant that all candidates with a CRS score above 475 before the selected date and time were eligible to receive an ITA in this invitation round.

Manitoba crosses the landmark 3000 ITAs for Canada PR in 2020 with its latest PNP draw

Affirming to the resolution of the Canada Immigration system to sustain a higher immigration level, Manitoba Provincial Nominee Program (MPNP) invited 213 skilled workers and international graduates to apply for provincial nominations. 

Getting a provincial nomination effectively provides a direct means of obtaining a permanent residence via Express Entry. The latest draw held August 28 issued invitations, also known as Letters of Advice to Apply (LAAs) under three immigration streams- Skilled Workers in Manitoba, Skilled Workers Overseas, and International Education Stream apart from Express Entry pool.

About Manitoba EOI system

Candidates wanting to apply under the Skilled Workers in Manitoba and Skilled Workers Overseas streams need to register an Expression of Interest with the MPNP. Such profiles are scored and ranked out of 1,000 points based on factors like English or French language proficiency, education, work experience, provincial connections. 

August 28 draw required selected candidates to have a minimum Expression of Interest (EOI) score as follows:

About Manitoba Provincial Nominee Program

Skilled workers living overseas need to establish a prior connection to Manitoba to qualify for Skilled Workers Overseas Category. Such a connection could be demonstrated through close family ties or friends in the province, previous experience in Manitoba, or an invitation under one of the MPNP’s Strategic Recruitment Initiatives. 

Whereas skilled workers already in Manitoba can also receive provincial nominations for Canada PR provided they have a full-time permanent job offer from a local employer. 

Third popular category is for International students. Such candidates are recent graduates from any Manitoba institution and are seeking provincial nominations. 

23 candidates registered in the federal Express Entry pool were also included among the 213 LAAs issued for Canada PR. The federal pool consists of profiles based on a Comprehensive Ranking System (CRS) that considers core human capital factors like age, education, work experience, and language proficiency. 

These 23 candidates who received provincial nominations are awarded an additional 600 CRS points and scored on the basis of maximum 1200 points. Additionally, Manitoba issues Express Entry ID and provides a job seeker validation code for these candidates. This will effectively guarantee a permanent residence in Canada.

Manitoba held its 97th draw since its launch in 2014. With it, Manitoba reached a landmark issuance of 3,299 LAAs for Canada PR in 2020 alone. This is to suggest the growing popularity of PNP nominations among future immigrants to Canada.

August Week-in-Review: Canada Immigration Highlights between 24 August – 29 August

Here is a quick overview of how well the scenes at Canadian Immigration went by in the last one week. From the new Provincial Nominee Program draws to Immigration sentiment survey, your prospect of a pathway to permanent residency is bright.   

Provincial Nomination Program draws

It seemed like Ontario’s week as the province held back-to-back nomination draws for skilled workers and entrepreneurs. Each draw conducted under Human Capital Priorities Stream and Entrepreneur Stream issued a total of 724 Invitations to Apply (ITAs) for permanent residence.

All candidates require to be evaluated under the province’s Expression of Interest system. A total of 21 candidates qualified for entrepreneur stream had EOI scores ranging between 144 and 200 whereas 703 Express Entry candidates had a varying EOI score from 466 to 475. Foreign skilled workers with occupation in Finance, Health and Business Management secure the latest provincial nominations. 

Foreign Tech Workers are experiencing increased demands in Canada and British Columbia is fulfilling its demand through its Tech Pilot program by conducting four draws in August alone. It resulted in inviting 863 candidates to apply for a provincial nomination. In order for skilled workers and international graduates to get provincial nominations under the BC PNP Tech Pilot, they are required to have a valid job offer of at least 12 months in one of the Tech Pilot’s eligible occupations. 

The latest Tech pilot from BC PNP issued 72 nominations for those candidates with job offers and within 29 eligible occupations. The selected candidates under Express Entry and Skills Immigration streams had a minimum provincial score of 80. 

Saskatchewan Immigrant Nominee Program (SINP) issued 570 invitations to foreign skilled workers qualifying for one of 50 occupations and an EOI score 68 including those without a federal Express Entry profile. In 2020 alone, the SINP has nominated 3,256 immigration candidates for Canada PR. 

Meanwhile, Prince Edward Island held its largest PNP draw ever last week. It invited 305 candidates under all streams- Express Entry, Labour Impact, and Business Impact. 

 

Interest in immigration increased during pandemic 

An interesting finding from the recent survey conducted by the World Education Services (WES) revealed that many respondents are actively seeking to immigrate to Canada amidst the pandemic. They believe that economic opportunities in Canada are more sustainable than in their home countries. 

Following this popular belief, the Immigration, Refugee and the Citizenship (IRCC) have maintained regular conduct of nomination draws to apply for Canada PR. In fact, more number of ITAs were issued through Express Entry nominations now than any other period. Canada is accepting immigrants amid the extension of travel restrictions

The ongoing travel restrictions on incoming foreign travellers and mandatory quarantine requirements on the exempted category have been extended for another 30 days. It was announced in the view of slowing down the spread of coronavirus infection and averting a threat to public health. 

Extending it until September 30, this is Canada’s third extension of the travel ban that was originally put in place from March 18 to June 30. The exempted category are allowed to travel to Canada but such individuals are required to observe a mandatory self-isolation period of 14 days.

According to Immigration, Refugees and Citizenship Canada (IRCC), the exempted category includes: 

  • Canadian citizens;
  • Permanent residents;
  • Immediate family members of Canadian citizens and Permanent Residents.
  • Newly approved Canadian permanent residence, temporary foreign workers, International Students only on case-basis.

Interest in moving to Canada increases amid pandemic

Express Entry & PNP draws create a new record during travel restrictions

Canada remained active even during the travel restrictions by accepting, processing, inviting immigration candidates to take the next steps towards permanent residence. For instance, Express Entry pathway has issued an increased number of Invitations to Apply (ITAs) for Canada PRs to foreign skilled workers in 2020 alone. 

IRCC held regular nomination draws even during the ongoing restrictions. In the month of August alone, four Express Entry draws were held. Candidates qualifying from every federal program like the Federal Skilled Worker Program, the Federal Skilled Trades Program, and the Canadian Experience Class were invited to apply for permanent residence

 

Regular conduct of individual Provincial Nominee Programs (PNPs) by the provinces of Ontario, British Columbia, Saskatchewan, Prince Edward Island, Manitoba kept the Canadian immigration scene active. In fact, Prince Edward Island held its largest nomination draw ever this month. Ontario & British Columbia also held Tech-specific draws.
