Occupations In-Demand in New Brunswick For Provincial Nominations Under Express Entry NB

New Brunswick is accepting Express Entry applications from selected occupations for Canada PR. This is an Express Entry NB Pathway with Occupations in-demand in New Brunswick.

The Atlantic province may invite eligible candidates directly from the federal Express Entry pool. Candidates selected in this manner will receive a Notification or Letter of Interest (LOI) from the New Brunswick Provincial Nominee Program via their Federal Express Entry account.

Currently, New Brunswick accepting following occupations in response to provincial labor-market needs:

  • 1111 – Financial auditors and accountants
  • 1112 – Financial and investment analysts
  • 1121 – Human resources professionals
  • 1122 – Professional occupations in business management consulting
  • 1221 – Administrative officers
  • 1311 – Accounting technicians and bookkeepers
  • 1312 – Insurance adjusters and claims examiners

All candidates invited in this manner must meet the regular eligibility requirements. Candidates need to submit a complete application to be considered for provincial nomination.

Qualify for Canada PR under Express Entry NB Provincial Nominee Program Stream

Express Entry NB stream accepts Expressions of Interest (EOIs) via the INB portal from individuals who meet all of the following criteria:

  • The applicant has a valid Federal Express Entry Profile Number and Job Seeker Validation Code.
  • The applicant is working for a New Brunswick employer or enrolled in a PGWP-eligible program at a federally-designated post-secondary institution.
Starting April 1st, 2022 Post Graduate Work Permit Holders (PGWP) who have completed their studies outside of New Brunswick are eligible to apply for the Express Entry NB Stream. However, eligible applicants must receive a job offer in a NOC that is related to their field of study.

While a provincial nomination is not the same as a permanent residence, it can increase one’s chances of obtaining Canada permanent residency status.

Provincial nominees with active Express Entry profiles are awarded 600 points over and above their usual CRS score. Otherwise, this score is based on age, proficiency in English or French, work experience, education qualification, and more.

Further, they also qualify to be invited to apply for a PNP-specific round of invitations. For instance, in the latest Express Entry draw, Canada invited 924 PNP candidates to apply with CRS scores of at least 754.

Latest Provincial Nominee Program Draws for Canada Permanent Residency

The new Immigration Levels Plan 2022-2024 is already set in motion. Immigration, Refugees, and Citizenship Canada (IRCC) will allow Canada Provincial Nominee Programs (PNP) to take the center stage throughout the period. Canada is targeting about 83,500 eligible immigrants to be invited to apply for Canada permanent residency in 2022 through various PNP.

Last week, between March 14 to March 18, three different Canadian provinces held their respective Provincial Nominee Program (PNP) draws. All the invited candidates were now eligible to apply for provincial nominations and take the next step toward permanent residence.

Factors that increase the likelihood of being nominated by a particular PNP include:

  • having work experience or a Canadian education; or a job offer in that province; or
  • having a family member already living in that province, such as a sibling, or parent.

Alberta Immigration Nominee Program (AINP)

The newly renamed Alberta Advantage Immigration Program (AAIP) held an Express-Entry linked provincial nomination draw on March 8.

A total of 350 Express Entry candidates with a CRS score of at least 318 received invitations to apply for provincial nominations under the Alberta Express Entry stream.

In order to qualify for the Alberta Express Entry stream, candidates need to have work experience in an eligible occupation.

British Columbia Provincial Nominee Program (BC PNP)

It was a busy week for BC PNP and its provincial streams.

First up, 175 BC immigration candidates received invitations to apply for a provincial nomination on March 14. They were candidates from the Skilled Worker and International Graduate subcategories and needed a minimum provincial score of 85.

About 123 of these candidates were invited through a BC Tech draw. Candidates under Express Entry BC and Skills immigration categories and managed through the Skills and Immigration Registration System (SIRS) qualify for BC Tech draws.

Second up, BC PNP held three other draws for candidates in targeted occupations including early childhood educators, and healthcare professionals.

Prince Edward Island Provincial Nominee Program (PEI PNP)

PEI held its scheduled draw on March 17.

The Prince Edward Island Provincial Nominee Program (PEI PNP) invited a total of 141 immigration candidates.

Breaking down the results, Express Entry and Labour Impact candidates received a combined total of 130. The remaining 11 invitations went to Business Impact candidates who had provincial scores of at least 62 points.

Canada opens the door to Ukrainian refugees through a special residence program

Ukrainians can now arrive in Canada as temporary residents. This comes after the launch of the Canada-Ukraine authorization for emergency travel (CUAET) – a temporary residence pathway.

Amidst the crisis, Canada extends a helping hand for Ukrainians who wish to settle in Canada temporarily. The CUAET applicants can apply for ‘fee-exempt’ visitor visas and open work permits for up to 3 years.

Ukrainians can apply for a visitor visa online and provide biometrics even outside Ukraine. Applicants can apply with any of the documents:

  • Valid Ukrainian passport
  • Any other National identity document

Applicants can also apply without a passport or national identity document; however, the visa officer’s decision is based on the applicant’s temporary resident permit eligibility.

Refugees need not take the immigration medical exam and arrive in Canada even if they’re unvaccinated or got a vaccine that Canada does not recognize. All Ukrainians arriving in Canada are exempt from Covid-19 vaccination entry requirements but will have to go through the quarantine and testing once they reach Canada.

This fast-track pathway for Ukrainians includes benefits for visitors, workers, students, and immediate family members. Owing to the emergency, the Immigration, Refugees, Citizenship Canada (IRCC) has formulated regulations for Ukrainians such as:

  • Apply for a fee-exempt visitor visa & open work permit, and student permit after arriving in Canada
  • Elementary and high school students can join school once they arrive in Canada
  • Apply for a visitor visa even without a valid passport (under case-by-case basis)
  • For Ukrainians already in Canada, they can apply for extending their visitor visa or work permit validity

UCAET applicants can also apply for an open work permit and a visitor visa for up to 3 years which is all set to benefit Ukrainians who wish to work under a Canadian employer. Underpinning this, the Canadian Job Bank’s web portal has dedicated a ‘Jobs for Ukraine’ web page. Canadian employers who wish to offer employment will register job offers on the page.

Immediate family members of Ukrainians of any nationality living outside Canada can also obtain a visitor visa. In addition, a family reunification program will be in place very soon to reunite family members who are Canadian citizens or PR holders.

Furthermore, the Canadian government is closely working with provinces, territories, business communities, settlement organizations, and Ukrainian-Canadian communities to pave ways for supporting Ukrainians in all possible ways. Due to the Ukraine-Russia crisis, these immigration processes are funded by $117 million. It is to be noted 9000 migrants from Ukraine have already arrived in Canada since January this year.

Canada Express Entry: Resuming Express Entry Draws For FSWP & CEC Candidates in 2022

The uncertainty over the near-term future of Canada Express Entry is addressed by a new internal memo from Immigration, Refugees and Citizenship Canada (IRCC). The memo discussed resuming Express Entry draws targeting Federal Skilled Worker Program and Canada Experience Class candidates “later in 2022.”

IRCC’s internal memo dated January 21, 2022, and recently made public discussed the following issues concerning the Canada Express Entry system. 

  • Invitation to apply rounds for Federal Skilled Worker Program, Canadian Experience Class, and Federal Skilled Trades Program (FSTP) candidates will resume later in 2022.
  • Temporary pause on invitations to FSWP, CEC, and FSTP candidates will continue until March 31st while continuing Provincial Nominee Program (PNP) invitations.
  • IRCC will re-assess the situation in March with a plan on the future of Express Entry invitations to determine what timeline and volume will align with the Immigration Levels Plan 2022-2024
  • IRCC will have to reduce the Express Entry backlog by more than half in order to achieve the 6-month service standard for new applicants.

Canada Express Entry System Projections for 2022

As of March 15, 2022, there were about 41,300 people in the FSWP inventory. Meanwhile, there are just over 10,000 people left in the CEC backlog. 

Going by the current state of Canada Express Entry draws and processing rates, IRCC could bring down the CEC & FSWP backlog to zero by the summer or by the end of the year respectively.

Latest Canada Travel Requirements End Pre-Arrival COVID-19 Test for Vaccinated Travellers

Further relaxing the Canada travel requirements, the government has now decided to allow fully vaccinated travellers to enter the country without pre-arrival COVID-19 test. Starting April 1, all vaccinated travelers entering Canada need not carry pre-arrival COVID-19 test results to travel to Canada.

The opening of the land border & gradually easing of travel requirements come in the background of the ambitious
Immigration Levels Plan 2022-24. It aims to increase permanent resident targets to 432,000 landings in 2022 alone.    

However, the new requirement may still continue random testing of vaccinated visa holders entering Canada upon their arrival. Further, they will not need to quarantine while waiting on their result. 

In order to be considered fully vaccinated, the Canadian government requires skilled worker visa holders to have the full recommended dose of an approved vaccine. A booster shot is optional. The final dose must have been taken within 14 days of arrival to Canada. All travel documents and mandatory information must be communicated through the ArriveCAN app.

Canada Express Entry: 924 Provincial Nominees with CRS Score 754 Invited to Apply for Canada PR

Immigration, Refugees, and Citizenship Canada (IRCC) held a new Canada Express Entry draws on March 16. The federal department issued another record-breaking 924 invitations to provincial nominees or PNP candidates to apply for Canada PR. Express Entry Draws 218 targeted domestic temporary workers or skilled workers who are provincial nominees.

The increased Express Entry draw size resulted in a lower qualifying CRS score of 754. Candidates in the Express Entry pool successfully obtaining provincial nominations are eligible for a bonus of 600 CRS points, effectively getting invited to apply for permanent residence.

Tie-break rule applied? IRCC applies the tie-break rule to avoid disputes in the rankings under the express entry system. This is particularly helpful in cases where two or more candidates end up with the same CRS score.

Canada Express Entry Draws in 2022

Express Entry draws for Canada PR reinvented itself right after the pandemic. IRCC is focussing on inviting temporary residents like skilled workers under Canadian experience class, those who are provincial nominees, or international student graduates to apply for Canada PR.

A departure from the previous Canada Express Entry draws is noticed. IRCC says 42% of invitations in 2020 went to candidates who had Canadian education, up from 28% in 2019.

Over 35,000 New Immigrants Landed in January with Canada Permanent Residency Visa

Canada landed an overwhelming 35,260 new immigrants in January, confirmed the new data released by the Immigration, Refugees, Citizenship Canada (IRCC). A successful “landing in Canada” means that the foreign national in Canada has now obtained Canada permanent residency visa.

Getting a Canada PR visa is not limited to individuals already physically staying in Canada on temporary visas. It is equally applicable for eligible immigration aspirants without Canadian experience yet good work experience in any skilled occupation. However, the pandemic forced IRCC to favour more temporary residents in Canada for permanent residency.

During the month of January 2021, the vast majority of those who have “landed” during the pandemic are existing temporary residents of Canada. However, the case was different before the pandemic, as most new permanent resident landings came to Canada directly from abroad.

Nearly 65 per cent of new permanent resident landings came under the economic class and another 20 per cent landed under the family class.

Among the economic class programs, most candidates received Canada permanent residency under Canada Experience Class, followed by Provincial Nominee Program and Federal Skilled Worker Program.

Present State of Canada Immigration in 2022

Unlike the prosperous, small developed countries like Singapore and UAE where tiered-visa systems limit the growth of foreign immigrants to temporary workers, Canada offers great scope for permanent residency.

In fact, Canada remains to be the only G7 country to offer a direct permanent residence pathway to eligible skilled foreign workers. Interested individuals must come good in human capital factors like work experience, language proficiency, age, and education qualification.

IRCC appears to have processed more FSWP applications in recent months between December and February.

In an interview, last month, the new Canadian immigration minister, Sean Fraser, opened up on the opportunities and challenges of Canada immigration in 2022 & beyond.

The minister is confident and prepared to increase Canada’s immigration levels if it is necessary to address labor shortages. The country is experiencing significant skilled worker shortages in large part due to fewer immigrants arriving from overseas amid the pandemic.

In fact, the new mandate letter written by Prime Minister Justin Trudeau to Minister Sean outlines priorities for Canadian immigration in 2022 & beyond. It includes:

  • Creating more permanent residence pathways via Express Entry for international students and temporary foreign workers.
  • Reducing application processing times, including addressing delays that have been impacted by COVID-19.
  • Implementing a program to provide temporary residence to spouses and children abroad while they await the processing of their permanent residence applications.
  • Introducing electronic applications for family reunification and much more.

What Next After Studying in Canada: More PGWP Visas Issued and Increase in Earnings

A new study by Statistics Canada throws light into the success of retaining international student graduates through PGWP visas. A Post Graduate Work Permit (PGWP) promptly addresses the concerns of international student graduates about what next after studying in Canada.

PGWP allows Canada to retain international talent in return for the possibility of obtaining an open work permit to stay and work in Canada. This open work permit could end up in permanent residence status in a matter of years’ time. Those with college and master’s level programs had the highest success rate in becoming permanent residents.

It is statistically observed that close to three-quarters of all PGWP holders transitioned to permanent residence within five years of obtaining their PGWP.

According to the study, the number of PGWP holders who reported income in this time grew more than 13 times in size from 10,300 in 2008 to 135,100 in 2018.

The new study highlighted that the median annual earnings received by PGWP holders in this period have increased from $14,500 in 2008 to $26,800 in 2018, adjusted to reflect the difference in dollar value over the decade.

From 2008 to 2018, growth in earnings was highest among PGWP visas employed in Newfoundland and Labrador, followed by Quebec, and New Brunswick. Earnings were highest for PGWP visas employed in mining and oil and gas extraction, utilities, accommodation and food services, retail trade, real estate and rental and leasing, as well as educational services.

Current State of Canada Express Entry: Backlogs Decreased By 24,000 Since December

As per February 28 data released by IRCC, the current state of Canada Express Entry backlog is improving. The total number of Express Entry candidates waiting on decisions for their applications has decreased more among all economic class pathways to qualify for Canadian immigration. Canada Express Entry application backlog is decreased by 23,748 since December.

Canada Express Entry is an application management system to award permanent residency to suitable candidates. It manages applications under three federal programs namely Federal Skilled Worker Program, Canada Experience Class Program and Federal Skilled Trades Program. Additionally, Canada Provincial Nominee Program are free nominate interested Express Entry candidates to apply for provincial nominations.

Any foreigner with enough work experience in skilled occupations can directly qualify for Canada PR under Federal Skilled Worker Program. No prior requirement of work experience inside Canada is needed. Whereas CEC Program allows foreigners like international student graduates having at least one year of work experience inside Canada to obtain Canada PR.

Immigration Minister Sean Fraser recently indicated Canada Express Entry draws for skilled workers will resume in the “near future.”

Major Progress on Canada Experience Class Program and Canada Federal Skilled Worker Program Application Backlogs

Latest reports indicate that the backlogs under the Canadian Experience Class fell by 3,051 applications while the Canada Federal Skilled Worker Program backlogs fell by 4,314 persons, in February 2022 alone.

Going by the current state of Canada Express Entry draws and processing rates, IRCC could bring down the CEC & FSWP backlog to zero by the summer or by the end of the year respectively.

The total number of applications, between December 15, 2021, and February 28, 2022, waiting on their decision to qualify for Canadian immigration, has decreased by 12,587 for Canadian Experience Class (CEC) and another 9,092 for Canada Federal Skilled Worker Program.

Even though IRCC slowed down FSWP processing last year, the federal department processed more FSWP applicants than it did in all of 2021 in the last two and a half months. IRCC had prioritized Canadian immigration applicants already present in Canada on various temporary resident visas to accommodate themselves for Canada permanent residency. In fact, it helped Canada achieve a record-breaking annual target of landing over 400,000 immigrants in 2021.

Economic Class Backlogs for Canada Permanent Residency Down

Canada boost of hosting 100+ economic class pathways for various categories of eligible candidates to qualify for Canadian immigration. Since October 2021, the data shows a decline in backlogs by 24,400 applicants.

New Canadian Border Measures To Travel to Canada Kicks-In As Of February 28

The new Canadian border measures are in place effective from February 28. Anyone can now travel to Canada and enter the country with a simple pre-arrival antigen test. However, the test cannot be taken at home. It must be done by a laboratory, healthcare entity, or telehealth service, and be authorized by the country in which it was purchased.

The earlier requirement to have a molecular test, such as a PCR test, taken within 72 hours before arrival is still accepted. The newest Canadian border measures are related to the removal of the PCR test requirement and relaxing the mandatory 14-day isolation rule for unvaccinated children. All international flights would resume at all Canadian airports.

Unvaccinated & Vaccinated Individuals Planning Their Travel to Canada in 2022

New Canadian border measures have allowed partially vaccinated and unvaccinated travelers but will need to quarantine in a suitable place for 14-days after landing. A mandatory COVID-19 test on arrival will be followed by another test on day 8.

There may be no quarantine requirement upon arrival for fully-vaccinated travelers. However, they are required to meet the following criteria to travel to Canada:

  • submit all required COVID-19 information to ArriveCAN and present their ArriveCAN receipt, pre-departure test results, and paper or digital
  • proof of vaccination documents before they board their flight to Canada;
  • have a suitable quarantine plan in case they don’t qualify for the exemption.

Travelers Who Recovered from COVID-19 

If you have just recovered from COVID-19 and looking to travel to Canada, you need to provide a positive COVID-19 molecular test on a specimen collected at least 10 days and no more than 180 days before entering Canada as part of the pre-arrival test requirements.

Quarantine Requirements for Children Aged 12

Children under 12 years of age who are not fully vaccinated are exempted from quarantine. They no longer need to wait 14 days before attending school, camp, or daycare.

Saskatchewan PNP New Tech Program: 11 Eligible Occupations

The new Saskatchewan Tech Talent Pathway is open to candidates with job offers in one of the following eleven occupations, listed below by their National Occupation Classification (NOC) code.

  • NOC 0213 – Computer and information systems managers
  • 2133 – Electrical and electronics engineers
  • 2147 – Computer engineers (except software engineers and designers)
  • 2171 – Information System analysts and consultants
  • 2172 – Database analysts and data administrators
  • 2173 – Software engineers and designers
  • 2174 – Computer programmers and interactive media developers
  • 2175 – Web designers and developers
  • 2281 – Computer network technicians
  • 2282 – User support technicians
  • 2283 – Information system testing technicians

Saskatchewan licensing may be required to be eligible if any of the occupations require it. Computer engineers, Software engineers (but not designers), and electrical and electronics engineers will be required to:

  • Provide a letter from the Association of Professional Engineers and Geoscientists of Saskatchewan (APEGS) showing that an application for registration as an Engineer-in-Training has been approved; or
  • Provide a letter from APEGS indicating that they have been assigned Confirmatory Exams.

Canada Express Entry Candidates Are Eligible 

Those registered in the Canada Express Entry pool may also be eligible for provincial nomination through this stream. Express Entry applications receive priority processing by Immigration, Refugees, Citizenship, and Canada (IRCC) for Canada permanent residency. 

Tech workers who need to enter the Canada Express Entry pool may usually qualify for the Federal Skilled Worker Program or the Canadian Experience Class. Whereas the third Express Entry managed program, the Federal Skilled Trades Program is primarily for tech workers who are not eligible for either of the other two.

Those who choose to apply through the Saskatchewan Tech Talent Pathway stream as IRCC Express Entry candidates have different requirements. But as a candidate in IRCC’s Express Entry pool, the general eligibility requirement for Saskatchewan PNP new tech program if you:  

  • have a valid Express Entry Profile Number and Job Seeker Code,
  • have a language test result in English or French, or
  • live outside Canada or have proof of legal status in Canada.
The processing standard of Canada Express Entry is six months or less. Even though IRCC is currently dealing with an immigration backlog, Minister Sean Fraser hints at regularising Express Entry draws in the coming months.

Skilled Workers Invited for Canada Permanent Residency in new Quebec Arrima Draws

Quebec immigration Arrima draws held on February 24 issued 306 invitations to eligible foreign skilled workers to apply for Canada permanent residency. Skilled workers including Nurses, Computer Engineers, Technicians, Designers, and Educators are eligible to qualify for Quebec Selection Certificate (CSQ) under Quebec Arrima draws.

All the invited candidates had already submitted their Expression of Interest (EOI) under the Quebec Skilled Worker Program. They are required to have profiles in the Arrima system for Quebec immigration with scores of at least 630 points to qualify for this draw. The overall qualifying score increased in this Quebec Arrima draws by about 38 points from the previous draws.

Quebec has returned to the target of welcoming over 50,000 immigrants in 2022 after four years of cutting immigration by 20 per cent. About 65 percent will arrive through economic-class immigration programs.

Canada Permanent Residency via Quebec Immigration

Arrima system is a dedicated online portal to submit EOI for Quebec immigration under the Skilled Worker Program. It is modelled after the federal Express Entry system.

Under the new EOI system for Quebec immigration, Quebec invites nurses or any other eligible skilled worker to create a profile in Arrima. Equivalent to the Comprehensive Ranking System (CRS) in the federal Express Entry system, candidates are ranked in Arrima based on score which is dependent on factors such as their age, education, proficiency in French, area of training, and work experience.

Technically, an EOI is not regarded as an application but is only a way for interested candidates to notify the Government of Quebec that they would like to be considered for the Quebec Selection Certificate (Certificat de sélection du Québec, or CSQ).

Eligible candidates are invited to apply for a CSQ based on either their scores or other factors such as labor shortages in the province’s outlying regions. Those who apply for and receive a CSQ are required to apply for Canada permanent residency through the federal Immigration Ministry that verifies medical and criminal admissibility.
