Weekly British Columbia PNP Draw Issues 137 Invitations to Apply for Canadian Immigration

British Columbia PNP draw held the latest round of nominations on May 24 resulting in over 137 new invitations to apply for Canadian immigration. The westernmost province invited a majority of profiles through the Tech stream and the remaining through two occupation-specific draws supporting the health and education sector.

All invited profiles either had prior skilled work experience or international graduates with study experience in Canada and were already registered in one of the BC immigration streams to receive the provincial nominations.

British Columbia PNP Tech stream

The first British Columbia PNP tech draw issued a total of 115 invitations to apply for provincial nominations that could lead to Canadian permanent residency. All the invited profiles had a qualifying score of 85 points.

The British Columbia PNP tech draw is a fast-track, employer-driven immigration stream for the immigration of talented candidates with work experience in one of the in-demand tech occupations.

Some in-demand tech occupations in the British Columbia include

  • Graphic designers, and illustrators
  • Software engineers and designers
  • Civil Engineers
  • Mechanical Engineers

All the invited profiles through BC’s Tech draws must meet the requirements of one of British Columbia’s Express Entry BC and Skills immigration categories.

It would mean that the candidates under the Skills Immigration categories must have a job offer or a current job to qualify, except for international graduates. Whereas profiles invited through the Express Entry British Columbia Stream need not have a job offer in the province.

British Columbia PNP draws: occupation-specific draws

The second occupation-specific British Columbia PNP draw targeted two specific occupations:

  • 11 early childhood educators (NOC 4214) with scores of at least 60;
  • 11 healthcare professionals including managers, nurses, practitioners to therapists with scores of at least 60;

All the invited profiles qualified for any of the sub-categories – Skilled Worker and International Graduate.

It would mean that candidates required work experience and a job offer in the province to qualify. Additionally, if you had studied at any institution in British Columbia, you could be invited through the Graduate category without a job offer.

Apply for Canadian Immigration via Provincial Nominee Program

Canadian immigration means a pathway to obtaining permanent residency.

The provincial nominee program’s Skills Immigration Registration System (SIRS) manages applications under the two skilled immigration programs. Registration and profile assessment based on education, work experience, and language skills form the core selection criteria.

Eligible candidates may qualify for a temporary resident visa and gain work experience in Canada. Based on their Canadian work experience, they may apply for permanent residence either through the provincial nominee program or Canada Experience Class (CEC).

Recent statistics show that the share of those admitted within the provincial nominee program is at 46% and the share of those landing via CEC increased from 8% to 19%, in 2015.

The British Columbia PNP draws nominations are valid for approximately six months from the date of confirmation.

During this time period, you can apply with IRCC under the Provincial Nominee Class and receive an invitation to apply for permanent residence through fortnightly Express Entry nomination draws. You may receive an additional 600 points under the Comprehensive Ranking System (CRS) of the Express Entry system.

In fact, the recent Express Entry draws targeted 589 candidates with prior provincial nominations. All the invites had a minimum CRS score of 741. It meant that they required only 141 points to score on CRS to qualify! The remaining 600 points were to be added automatically for receiving provincial nominations.

New NOC 2021 Will Affect Canada Express Entry Eligibility

Following new changes in occupation-based immigration in Canada, 16 new occupations will be added as a part of Canada Express Entry eligibility. Presently, all occupational eligibility under Canadian temporary and permanent residency programs is done as per NOC 2016. It classifies occupations using skill levels. However, Immigration, Refugees, and Citizenship Canada (IRCC) are mandated to switch to the new Canada NOC 2021 which is based on academic and work experience.

Following the change in classifying occupations under the NOC system, any immigration aspirant with work experience in the following can also enter the Express Entry pool and stand a chance to obtain Canadian permanent residency.

  • Payroll administrators;
  • Dental assistants and dental laboratory assistants;
  • Nurse aides, orderlies and patient service associates;
  • Pharmacy technical assistants and pharmacy assistants;
  • Elementary and secondary school teacher assistants;
  • Sheriffs and bailiffs;
  • Correctional service officers;
  • By-law enforcement and other regulatory officers;
  • Estheticians, electrologists and related occupations;
  • Residential and commercial installers and servicers;
  • Pest controllers and fumigators;
  • Other repairers and services;
  • Transport truck drivers;
  • Bus drivers, subway operators and other transit operators;
  • Heavy equipment operators; and
  • Aircraft assemblers and aircraft assembly inspectors.

About the New Canada NOC 2021

Canada will introduce the new occupation classification in November 2022.

Immigration, Refugees, Citizenship Canada (IRCC) is expected to align the new NOC rollout with the department of Employment and Social Development Canada (ESDC) to ensure consistency of Labour Market Impact Assessment (LMIA) applications for work permits.

This ensures that foreign immigrants who specialize in emerging fields like data science, cyber security, and others get adequate opportunities to work & settle in Canada.

TEER system to replace NOC skill levels by November 2022

Presently, Canada uses NOC skills levels updated last in 2016. It classifies all occupations in Canada into four categories:

  • NOC 0: Skill type 0 jobs are usually managerial in nature;
  • NOC A: Skill type A jobs are professional in nature and usually require a university degree; or
  • NOC B: Skill type B jobs are skilled trades occupations that usually require a college diploma or training as an apprentice.
  • NOC C & D: Jobs include semi- and low-skilled workers in the trades, primary and manufacturing industries, sales and services, as well as certain clerical and assistant categories

Canada NOC 2021 introduces a new system of skill classification which will be based on the Training, Education, Experience and Responsibilities (TEER) system.

Statistics Canada explains the rationale behind the new TEER system:

  1. Focus on the education and experience required to work in a given occupation.
  2. Accurately capture the skills required in each occupation.

The new TEER system classifies all occupations into six categories: 0, 1, 2, 3, 4, 5

TEER 0
  • Management occupations.
TEER 1
  • Completion of a university degree (bachelor’s, master’s, or doctorate); or
  • Several years of experience in a specific occupation from TEER category 2 (when applicable).
TEER 2
  • Completion of a post-secondary education program of two to three years at community college, institute of technology, or CÉGEP; or
  • Completion of an apprenticeship training program of two to five years; or
  • Occupations with supervisory or significant safety (police officers and firefighters) responsibilities; or
  • Several years of experience in a specific occupation from TEER category 3 (when applicable).
TEER 3
  • Completion of a post-secondary education program of fewer than two years at community college, institute of technology, or CÉGEP; or
  • Apprenticeship training of fewer than 2 years; or
  • More than six months of on-the-job training, training courses, or specific work experience with some secondary school education; or
  • Several years of experience in a specific occupation from TEER category 4 (when applicable).
TEER 4
  • Completion of secondary school; or
  • Several weeks of on-the-job training with some secondary school education; or
  • Several years of experience in a specific occupation from TEER category 5 (when applicable).
TEER 5
  • Short work demonstration and no formal educational requirements.

Latest Alberta PNP Draws Nominated 100 Express Entry Profiles For Canadian Permanent Residency

Immigration candidates registered in the federal Express Entry pool were targeted in the latest Alberta Provincial Nominee Program (PNP) draws held on May 19.

The Alberta Immigrant Nominee Program (AINP) issued a new round of invitations to 100 eligible Express Entry candidates to apply for provincial nominations.

The latest Alberta PNP draws targeted profiles registered in the federal Express Entry pool with a Comprehensive Ranking System (CRS) score above 382 points. The previous draw held on April 14 had a qualifying score of 356.

All the invited candidates are now one step closer to applying for permanent residence in Canada through the federal Express Entry system.

Alberta Express Entry Stream for Provincial Nominations

If you do not have a job offer in Canada yet and wish to immigrate for a better career and lifestyle, consider Alberta Express Entry Stream. This stream allows the province to search for and nominate foreign skilled workers who have submitted a profile using the federal Express Entry pool. A job offer is therefore not required.

To be eligible for the Alberta Express Entry Stream you will need to:

Canada PR Through Latest Alberta PNP Draws

The federal Express Entry system is an application management database to streamline federal immigration programs to issue Canadian permanent residency. It manages applicants under three federal programs – the Federal Skilled Worker Program (FSWP),  the Canadian Experience Class (CEC), and the Federal Skilled Trades Program (FSTP).

Additionally, most PNPs have a dedicated stream to select desirable candidates for provincial nominations directly from the federal Express Entry pool.

The province is attracting Chemical Engineers, Metallurgical & Material Engineers, and Petroleum Engineers for Canada PR through the latest Alberta PNP draws.

Express Entry Latest Draws Invites 589 Provincial Nominees to Apply for Canada PR

Immigration, Refugees, and Citizenship Canada (IRCC) held a new Canada Express Entry draws on May 25. The federal department issued 589 invitations to provincial nominees or PNP candidates to apply for Canada PR. The Express Entry latest draws targeted domestic temporary workers or skilled workers in the federal pool who already received provincial nominations.

The draw size in the Express Entry latest draws was reduced significantly along with lower qualifying CRS score of 741. A tie-breaking rule was also applied in the latest Express Entry draw.

Anybody with work experience in popular in-demand occupations like Health, Business, Finance, Sales, or Engineering/IT has a good chance of qualifying for Canda PR.

Candidates in the Express Entry pool with provincial nominations are eligible for a bonus of 600 CRS points, effectively getting invited to apply for permanent residence in nominations draws like these.

When would be the next Express Entry Draw?

Since September last year, IRCC has only held Canada Express Entry draws for PNP candidates. This means that most Express Entry latest draws have ignored Federal Skilled Worker, Federal Skilled Trades, and Canada Experience Class candidates.

IRCC conducts an Express Entry draw approximately once every 15 days. Going by the historic and recent draw dates, we can expect the next draw by 10th June 2022.

The federal immigration department is also expected will resume Express Entry Draws for FSWP & CEC in July 2022.

Is There a Possibility of Express Entry CRS Score Going Down?

In absolute terms, Canada made about 156,000 permanent residence decisions between January 1st and March 31, 2022. In addition, IRCC processed over 100,000 work permit applications in the first quarter of 2022, about 50 per cent more than the same period last year.

Canada is pursuing one of the most ambitious immigration levels in its history. The country is targeting to welcome 411,000 in 2022, and 421,000 in 2023. This is most likely possible to achieve with a decrease in CRS scores.

IRCC has a history of surprises with dropping the CRS score to mere 75 points and inviting up to 27,332 candidates to apply for Canada PR on 13th February 2021.

All the registered profiles are then assessed and ranked based on a Comprehensive Ranking System (CRS).

Such profiles are evaluated on a total of 1200 points. The human capital criteria like

Canada Express Entry Rounds May Target Occupation-Specific Candidates

The Canadian government is regularly bringing in new changes to its immigration system to target the most eligible candidates to work & settle in the country. The latest change proposes to enhance the Canada Express Entry system. The country could target eligible profiles based on occupation, language or education in the future Express Entry rounds. 

Presently, the Immigration, Refugees, and Citizenship Canada (IRCC) do not have the ability to invite candidates from the Express Entry pool who have a particular work experience, educational credential, or language skills. The new amendments are proposed to division 23 of Bill C-19 which is currently being discussed in the Canadian parliament. 

The official spokesperson from the office of the Immigration Minister was quoted saying, “Through our growing pool of candidates seeking to become permanent residents, this will allow IRCC to conduct targeted draws aimed at selecting those in the queue that have certain language skills or health care qualifications to name a few examples. This will be essential in addressing Canada’s labor shortages.

Statistics Canada reported over 800,000 job vacancies and Canadian employers are keen on addressing the talent shortage with the immigration of foreign skilled workers. 

Canada Express Entry will continue to play a prominent role in the country’s immigration system and economy. Now that Express Entry is promising normalcy and most new applications will be processed within six months, employers will have better access to more foreign talent. 

The parliamentary discussion on the proposed changes to Express Entry will be followed by clause-by-class consideration of the bill, which is scheduled to start on Monday, May 30 at 11 a.m.

Scheduled PEI PNP Draws Nominate 153 Profiles To Apply For Canadian Immigration

The maritime province of Canada, Prince Edward Island (PEI) held its scheduled Provincial Nomination Program (PNP) draw on May 20. This is the first PEI PNP of 2022 and resulted in 153 invitations to apply (ITA) for provincial nominations. All the invitees were targeted under all three provincial streams: Express Entry, Labour Impact, and Business Impact.

PEI has been one of the most consistent provinces in 2021 after British Columbia & Manitoba is holding their provincial nomination draws. In fact, PEI is the only maritime province in Eastern Canada that releases its draw schedule for the rest of the year in advance.

Apart from provincial streams, federal programs can also help you settle in the province. Prince Edward Island is a part of the federal Atlantic immigration program and the federal government is looking to invite over 6,000 candidates every year to apply for Canadian immigration through the program.

May 20 PEI PNP Draw: Highlights

Since the launch of the federal Express Entry system in 2015, all the immigration streams under Canada PNP are categorized into two: ‘enhanced’ provincial streams and ‘base’ nomination streams.

A total of 137 invitations went to Express Entry and Labour Impact categories.

In order to be considered for a provincial nomination from PEI, candidates must create an Expression Of Interest (EOI) profile with the PEI PNP. EOI profiles are given points based on the province’s unique points grid. The highest-scoring candidates are then invited to apply through monthly draws.

If a candidate is already registered in the federal Express Entry pool, they could qualify for provincial nomination under the PEI PNP Express Entry category.

Foreigners like Skilled Workers, Critical Workers, and International Graduates with a valid job offer in PEI, and having support from their employer may qualify under the Labour Impact category.

The remaining 16 invitations went to applicants under the Business Impact category.

Such candidates are issued invitations under the Work Permit Stream, which is for foreign entrepreneurs who want to own and operate a business in PEI. They required a provincial score of above 62 points in order to receive nominations.

Most previous draws this year had a qualifying score of above 80 points.

The Provincial Nominee Program pathway is considered the second-best alternative to Express Entry to obtain permanent residence.

Provincial Nominee Programs are designed to accommodate the specific and specialized labor market demand of Canada’s provinces and territories. A successful provincial nomination will improve the scope to obtain permanent residence in a quick time.

Currently, top in-demand jobs in Prince Edward Island include:

  • Registered nurses and registered psychiatric nurses (NOC 3012);
  • Dental hygienists and dental therapists (NOC 3222);
  • Licensed practical nurses (NOC 3233);
  • Information systems analysts and consultants (NOC 2171);
  • Computer programmers and interactive media developers (NOC 2174);
  • User support technicians (NOC 2282)
  • Homebuilding and renovation managers (NOC 0712)
  • Managers in agriculture (NOC 0821)

Further, fulfilling the predetermined residence requirement in Canada, eligible candidates can apply with the Immigration, Refugees, and Citizenship Canada (IRCC) for permanent residency.

The next PEI PNP draw is expected for June 16, 2022.

Proposed Bill Could Improve Canada Super Visa for Parents & Grandparents to Stay Longer

The member of Canadian parliament Kyle Seeback is proposing a new bill to improve the way immigrant parents & grandparents come to Canada. The proposed bill C-242 could bring positive changes to Canada Super Visa.

Canada Super Visa allows parents and grandparents of permanent residents or newly acquired Canadian citizens to visit without having to renew their status. The visas permit multiple entries to Canada over the course of time, presently 10 years.

Much like other Canadian family sponsorship visa programs, Canadians are required to meet minimum income criteria. The parents & grandparents are required to have medical insurance issued by a Canadian company.

Three Changes Proposed to Canada Super Visa

If passed, the bill may allow parents and grandparents to stay for five consecutive years without having to renew their visas, instead of two years presently. The mandatory requirement of purchasing medical insurance from a Canadian insurer could be done away with.

This would allow Canada Super Visa applicants to purchase insurance from other countries, saving them thousands of dollars in insurance costs per year. It could be possible as Canada has a framework for determining which international doctors can give medical clearance certificates. A similar kind of framework could ensure foreign insurers cover the medical costs of their insurees.

As of today, the proposed bill has passed its first and second readings and is now being studied by the Standing Committee on Citizenship and Immigration. The committee conducts studies and makes recommendations to guide immigration policy.

“The view of bringing a parent or a grandparent to stay with you is an economic burden is wrong,” Seeback said, “What I actually found… is that when a parent or grandparent comes it enhances the economic well-being of that family… It can be that they’re providing some reduction of daycare costs because the parent or grandparent is there to help with the family.

IRCC Yet to Invite Applications for the Parents & Grandparent Program (PGP) 2022

Immigration, Refugees, and Citizenship Canada (IRCC) are yet to decide on opening the application process this year for the Canada family sponsorship visa. Canada is aiming to welcome 25,000 immigrant applications for PGP 2022. Additionally, 60,000 immigrants under the Parents and Grandparents Program will be targeted over the next two years.

About the Parents and Grandparents Program – Canada Family Sponsorship Visa 2022

Canadian citizens and permanent residents can sponsor their parents and grandparents to immigrate to Canada. Parents and grandparents who are approved under this program may obtain permanent residency.

Doors are open to qualifying for Canadian citizenship as well.

Applications for PGP 2022 must fulfil the following conditions:

  • be 18 years of age or older,
  • be Canadian citizens, permanent residents, or status First Nations, and
  • have the means to support the family member they are sponsoring.

Criteria for becoming a successful sponsor may slightly vary in Quebec.

IRCC will process PGP applications in between 20-24 months, even in 2022.

IRCC Confirms New Canada Express Entry Applications Processing In 6 Months

Immigration, Refugees, and Citizenship Canada (IRCC) is looking to welcome over 110,000 immigrants to Canada every year through the Express Entry route for permanent residency. Quoting The Times, a record number of 43,200 UK student visas were approved for Nigerians in 2022. This is a staggering 415 per cent rise in study visas in the UK post-Brexit.

The African country saw the highest increase followed by Pakistan with a 255.9% rise and India with a 164.1% increase in approved UK student visas post-Brexit. Reports suggest that only five per cent of approved study visas in the UK post-Brexit went to students from EU countries.

The High Potential Individual Visa will last for two years for bachelor’s and master’s grads, and three years for PhD holders. It is expected to enhance the country’s skill base.

New Points-Based UK Immigration System

Post-Brexit, the UK switched to a points-based immigration system to attract migrant workers to move and settle in the country. Such skilled workers will have to qualify for 70 points under the new system.

Having a job offer from an approved employer in the UK for a skilled job and being able to speak English will give 50 points.

They can also gain extra points for having better qualifications (10 points for a relevant PhD, or 20 points for a PhD in science, technology, engineering, or maths) or an offer of a job in which the UK has a shortage (20 points).

Certain jobs in health or education still merit 20 points even if the salary is less than £25,600. The applicant must be paid at least £20,480, and in line with set amounts for particular jobs in the UK’s four nations.
