Australia’s Federal Budget 2022-23 Supports Increased Permanent Skilled Migration

The Morrison Government tabled Australia’s federal budget for 2022-23 on March 29, 2022. Among many other announcements for the recovery post-pandemic, Australian immigration programs will invite more applicants under permanent skilled migration. The Australian government has fixed the 2022-23 permanent migration program ceiling at 160,000 places.

It’s been a month since Australia
opened its borders to all valid visa holders. The government is keen to return to a pre-pandemic composition of roughly two-thirds/one-third across the Skill and Family streams.          

Australian Immigration – Skilled Worker Stream          

Australia’s federal budget 2022-23 has increased the overall intake levels through the Skills stream to 109,900, more than 30,000 places above 2021-22 planning levels.

The Skill stream includes the following categories:  

  • Employer-sponsored programs
  • Skilled independent programs
  • State & Territory nominated programs
  • Regional visas
  • Business Innovation and Investment 
  • Global Talent 
  • Distinguished Talent 

The increase in skilled migration to Australia levels under the first four programs is offset by a decrease in intake applications under the last three programs. Experts have backed this decision to increase skilled worker visas. Migrants selected through the first four programs are highly skilled, and typically earn higher incomes than Australians of similar ages.

The official Treasury estimates primary holders of permanent employer-sponsored visas pay $557,000 more in taxes than they receive in public services and benefits over their lifetimes. Primary holders of Skilled Independent visas pay $386,000 more in taxes than they can expect to receive in return.

A proposal to review and update the occupation lists in early 2022-23 is certain to reflect the changes in the Australian labor market. The updated list will dictate what jobs are eligible for skilled migration to Australia visa.

For 2022-23, Australia increases its intake to 50,000 applicants to support family reunions. The Partner and Child visa categories are estimated to deliver 40,500 and 3,000 visas respectively; while 6,000 places will be available for Parent visas; and 500 places for Other Family visas.

Canada Express Entry: 919 Provincial Nominees with CRS Score 785 Invited to Apply for Canada PR

Immigration, Refugees, and Citizenship Canada (IRCC) held a new Canada Express Entry draws on March 30. The federal department issued another record-breaking 924 invitations to provincial nominees or PNP candidates to apply for Canada PR. Express Entry Draw 219 targeted domestic temporary workers or skilled workers who are provincial nominees.

The increased Express Entry draw size resulted in a lower qualifying CRS score of 785. Candidates in the Express Entry pool successfully obtaining provincial nominations are eligible for a bonus of 600 CRS points, effectively getting invited to apply for permanent residence.

Lower Express Entry Cut-off The minimum CRS score required was 785.

Automatic addition of 600 points to their base human capital score, candidates effectively required only 185 points to qualify.

Tie-break rule applied? IRCC applies the tie-break rule to avoid disputes in the rankings under the express entry system. This is particularly helpful in cases where two or more candidates end up with the same CRS score.

No tie-break rule was applied.

Since September last year, IRCC has only held Canada Express Entry draws for PNP candidates, ignoring Federal Skilled Worker, Federal Skilled Trades, and Canada Experience Class candidates. However, IRCC may resume Express Entry Draws for FSWP & CEC anytime in the spring of 2022.

Apply for Canada PR as Provincial Nominees

Immigration aspirants choose Canada because of its direct permanent residence pathway. A PR invitation through the provincial nomination route is not a direct pathway, however, is very effective to secure your chances of applying for Canada PR.

Canada has decided to cut Express Entry admissions in half for 2022 mainly due to increasing backlogs in the FSWP & CEC applications in the pool.

Canada will return to normal Express Entry admissions levels by 2024 when it targets the arrival of 111,5000 Express Entry immigrants then.

Latest Provincial Nominee Program Draws for Canadian Permanent Residency

The new Immigration Levels Plan 2022-2024 is already set in motion. Immigration, Refugees, and Citizenship Canada (IRCC) will allow Canada Provincial Nominee Programs (PNP) to take the center stage throughout the period. Canada is targeting about 83,500 eligible immigrants to be invited to apply for Canadian permanent residency in 2022 through various PNP.

Last week, between March 21 to March 25, four different Canadian provinces held their respective Provincial Nominee Program (PNP) draws. All the invited candidates were now eligible to apply for provincial nominations and take the next step toward permanent residence.

Factors that increase the likelihood of being nominated by a particular PNP include:

  • having work experience or a Canadian education; a job offer in that province; or
  • having a family member already living in that province, such as a sibling, or parent.

Ontario Immigrant Nominee Program (OINP)

It was a great week for Express Entry candidates who had given their consent to be nominated for provincial nominations.

The Ontario Immigrant Nominee Program (OINP) invited 471 candidates who may be eligible for the Ontario Express Entry Skilled Trades Stream. Ontario’s Express Entry-linked Skilled Trades Stream offers a pathway to permanent residency for Federal Skilled Worker Program and Canadian Experience Class candidates.

These candidates needed to have a profile in the Express Entry System with a Comprehensive Ranking System (CRS) score of at least 350. Ontario invited candidates who had created an Express Entry profile between the dates of March 24, 2021, and March 24, 2022.

British Columbia Provincial Nominee Program (BC PNP)

It was a usual week for BC PNP and its provincial streams.

First up, 204 immigration candidates received invitations to apply for a provincial nomination on March 22. A total of 132 of these candidates were invited under one of British Columbia’s Express Entry BC or Skills Immigration categories, which are managed through the Skills and Immigration Registration System (SIRS).

The remaining candidates received candidates from the Skilled Worker and International Graduate subcategories and needed a minimum provincial score of 77 and 128.

BC PNP also held four draws for candidates in targeted occupations:

  • 47 early childhood educators with scores of at least 78;
  • 11 healthcare workers with scores of at least 78;
  • less than five healthcare assistants with scores of at least 63; and
  • nine animal health technologists and veterinarians with scores of at least 78.

Manitoba Provincial Nominee Program (MPNP)

Manitoba held a provincial draw on March 24, resulting in 191 nominations to apply across three immigration streams:

  • Skilled Workers in Manitoba – 102 invitations with a minimum score of 769;
  • Skilled Workers Overseas – 64 invitations with a minimum score of 712; and
  • International Education Stream – 25 invitations with no score requirement.

Out of all who were invited to apply, 43 had profiles in the Express Entry system.

Interested applicants need to register an Expression of Interest with the MPNP to get nominated. Manitoba then ranks candidates out of 1,000 points for their human capital factors, as well as their connections to the province. The MPNP then issues invitations to eligible candidates who may apply for a provincial nomination.

Quebec Arrima Draws

Quebec invites nurses regularly and attracts Engineers, Designers, Educators, and international students who are in search of better career opportunities. Arrima system is a dedicated online portal to submit EOI for Quebec immigration under the Skilled Worker Program. It is modelled after the federal Express Entry system.

Quebec has returned to the target of welcoming over 50,000 immigrants in 2022 after four years of cutting immigration by 20 per cent. About 65 per cent will arrive through economic-class immigration programs.

Quebec held its fifth draw of 2022 on March 10. It resulted in inviting up to 506 candidates to apply for permanent selection. The latest invitations sent out through Arrima for Quebec Immigration targeted candidates with a valid job offer outside the Montréal Metropolitan area and who work in occupations that are currently in high demand in Quebec.

Apply for Canadian Immigration via PNP & Secure Canada PR

Most Canadian provinces and territories (except for Quebec and Nunavut) have special arrangements with the federal government to operate their own immigration programs. Such provincial nominee programs give these regions autonomy to nominate skilled workers to fulfil their local labor demands.

While a provincial nomination is not the same as a permanent residence, it can increase one’s chances of obtaining Canadian permanent residency status.

Provincial nominees with active Express Entry profiles are awarded 600 points over and above their usual Comprehensive Ranking System (CRS) score. Otherwise, this score is based on core human capital like age, proficiency in English or French, work experience, education qualification, and more.

Further, they also qualify to be invited to apply for a PNP-specific round of invitations. For instance, in the latest Express Entry draw, Canada invited 924 PNP candidates to apply with CRS scores of at least 754. It could take months before you can get hold of an invitation to apply for provincial nomination and further additional months to receive a Canada PR invite.

While the government of Canada does not discriminate between the immigration applications applied through a certified consultant or self, keeping track of program requirements and subsequent program documentation can be overwhelming. Canada Spousal Sponsorship Processing Time Returns to 12-month Standard

Travel restrictions imposed in March 2020 resulted in a screeching halt to the bulging economic class and family immigration numbers to Canada. Since then, Canadian immigration numbers have recovered well. The latest improvement in Canada’s spousal sponsorship processing time to its 12-month standard for new applicants is a major step forward.

According to the official media release, efforts to modernize the Canadian immigration system have allowed Immigration, Refugees, and Citizenship Canada (IRCC) to get back on track. The 12-month spousal sponsorship processing time includes.

  • the time required for applicants to give biometrics, 
  • for IRCC to assess the sponsor and the person being sponsored, and
  • the time needed to ensure applicants meet eligibility requirements.
Applicants will submit two applications together: 

One is for spousal sponsorship and the other is a permanent residence application.

Step 1: Get an application package from IRCC or ask a certified immigration consultant to do it on your behalf. 

Step 2: Pay the standard application fees to IRCC. It covers processing fees, a right of permanent residence fee, and a biometrics fee. Additional fees may be charged by the immigration consultants depending on the case basis. 

Step 3: Mail the completed application to IRCC & wait for it to process within 12 months. Meanwhile, ask certified immigration consultants for documentation, job, or language training assistance. 

IRCC also launched a portal where spousal and child sponsorship applicants can track their immigration applications online.

Sponsor your Family to Immigrate to Canada from the UAE

About 100,000 immigrants to Canada each year come through family sponsorship programs. IRCC welcomes about 80 per cent of these immigrants under the Spouses, Partners, and Children Sponsorship Program. The remaining 20 per cent is under the Parents and Grandparents Program

Here is how you can sponsor your family to immigrate to Canada, especially your spouse to come and settle with you. 

Eligibility for Spousal Sponsorship to Canada

To be eligible to sponsor your spouse to Canada from the UAE including any dependent children, you need to be: 

  • over the age of 18, 
  • a Canadian citizen or permanent resident, and 
  • be able to financially support you and your family. 
  • cannot be receiving social assistance for reasons other than a disability.

It is possible for Canadian citizens to live in the UAE throughout the spousal immigration from the UAE process. However, Permanent residents can only apply for spousal sponsorship from inside Canada. 

Your spouse may be eligible for an Open Work Permit in Canada while applying for spousal immigration from the UAE. 

There is no minimum income cut off for spousal immigration from the UAE. The threshold on minimum income is decided on a case-by-case basis. 

When Are You Ineligible to Sponsor Your Spouse to Canada? 

Beyond violent criminal offences, sponsors may be inadmissible for non-criminal reasons like loan default, or if you sponsored a previous spouse within three years of your application. 

You cannot sponsor a new spouse within five years of your landing if you were a sponsored spouse and now turned Canadian permanent resident.

The immigration officer in charge of your application for spousal immigration to Canada from the UAE will be keen to determine the genuineness of your relationship. 

Do not get married for the sole purpose of getting Canadian permanent residency status. Canada has reportedly identified many such immigration frauds in the recent past and has already these applicants from applying for Canadian immigration in the future.

Apply for Spousal Sponsorship through a Certified Immigration Consultant 

The documents required for foreign nationals will depend on residency status, where they are applying from, and maybe even your travel history. 

Presently, you are asked to fill out the travel history form, called the IMM 5562. There you report all of the trips you have taken out of the UAE over the past 10 years. Additionally, a military service form, known as the IMM 5546, is applicable for anyone in your application who has ever served in the military, army, defence, or police unit. 

Also, if you were ever divorced in the UAE, IRCC asks for the original “Final irrevocable divorce” or “Final divorce judgment” document.

IRCC is Yet to Invite Applications for Parents & Grandparent Program (PGP) 2022

Immigration, Refugees, and Citizenship Canada (IRCC) is yet to decide on opening the application process this year for the Canada family sponsorship visa. Canada is aiming to welcome 25,000 immigrant applications for PGP 2022. Additionally, 60,000 immigrants under the Parents and Grandparents Program will be targeted over the next two years.

PGP in Canada is a family immigration program to reunite parents or grandparents of foreign-born permanent residents or acquired Canadian citizens.

Under the new Immigration Levels Plan 2022-2024, IRCC is aiming to welcome 25,000 immigrants under the PGP in 2022, and this will rise to 28,500 immigrants in 2023, and 32,000 immigrants in 2024.

About the Parents and Grandparents Program – Canada Family Sponsorship Visa 2022

Canadian citizens and permanent residents can sponsor their parents and grandparents to immigrate to Canada. Parents and grandparents who are approved under this program may obtain permanent residency. Further, doors to apply for Canadian citizenship will also open.

Applications for PGP 2022 must fulfil the following conditions:

  • be 18 years of age or older,
  • be Canadian citizens, permanent residents, or status First Nations, and
  • have the means to support the family member they are sponsoring.
IRCC will process PGP applications in between 20-24 months, even in 2022.

Additionally, IRCC will assess a Sponsor’s Minimum Necessary Income (MNI) to ascertain that they have sufficient income to support all family members for whom they will be financially responsible, including themselves, once they become sponsors.

A signed undertaking for the period of upto 20 years will be required from interested sponsors. This undertaking sets out how long the sponsor will be financially responsible for the family members they are sponsoring from the time they become permanent residents of Canada.

Criteria for becoming a successful sponsor may slightly vary in Quebec.

Other Canada Family Sponsorship Visa Options

The Super Visa is another significant option to consider for family reunification in Canada. The Super Visa allows your parents and grandparents to enter Canada multiple times over a 10 year period.

Previous Parents and Grandparents Program Draws

During the pandemic, IRCC held Canada family sponsorship lotteries in the autumns of 2020 and 2021. In recent years, sponsors were randomly selected sponsors who submitted expression of interest forms on the IRCC website.

Prior to the pandemic, IRCC was exploring other ways to manage the PGP. as the demand to sponsor parents and grandparents far exceeds the number of spots.

For 2020 and 2021, IRCC received some 200,000 expressions of interest forms for family sponsorship and the department processed 40,000 application intakes under the PGP 2020 and 2021.

It remains to be seen when IRCC will open applications for PGP 2022 and announce its intake format.

Studying in Canada: Canada International Student Population All-Time High in 2021

Studying in Canada is becoming the latest trend. The official data shows the number of approved student visa holders resulted in a record rise in Canada’s international student population amid the pandemic.

Canada welcomed 450,000 new international students in 2021 after the figure fell to just over 255,000 in 2020. The record spike in Canada student visa levels was due to two reasons: those who wanted to come to Canada in 2020 but could not due to the pandemic, as well as those who intended to begin their studies in Canada in 2021. New students arriving in Canada, as well as foreign nationals already living in Canada, were eligible to receive Canada student visa throughout 2021.

IRCC Will Resume Express Entry Draws for FSWP & CEC in the Spring of 2022

Not a while ago, we reported about an internal memo of Immigration, Refugee, and Citizenship Canada (IRCC) discussing all-program Express Entry draws. We have just come to learn that Immigration Minister Sean Fraser may push to resume Express Entry draws for nominating candidates under the Federal High Skilled category “sometime this spring”. Spring months in Canada last till May 31.

The Federal High Skilled category includes immigrant prospects who are eligible for the Federal Skilled Worker Program (FSWP), the Canadian Experience Class (CEC), as well as the Federal Skilled Trades Program (FSTP).

Since December 2020, IRCC had paused Express Entry draws for FSWP candidates. Such registered candidates in the express entry pool required no Canadian experience. They qualify on the basis of their work experience, language proficiency, education and age. The travel restrictions imposed due to the pandemic meant a severe blow to their chances of moving to Canada.

While Canada continued to welcome more immigration even during the travel restrictions, IRCC transitioned more temporary residents into permanent residency to achieve its 2021 annual target of over 400,000 new permanent residents.

However, since September 2021, IRCC also suspended Canada Express Entry draws for nominating CEC candidates. Such registered candidates in the express entry pool already have at least one year of Canadian experience. They are usually recent international graduates and Canada is known to have a high retention rate of PGWP holders.

Minister Fraser in a virtual interview took questions relating to the issues concerning international students in Canada & Federal High Skilled candidates. Minister Fraser is also keen on creating additional pathways to Canada permanent residency for international students and temporary foreign workers.

Current State of Canada Express Entry Draws

While a provincial nomination is not the same as a permanent residence, it can increase one’s chances of obtaining Canada permanent residency status.

Travel restrictions also resulted in the inventory of FSWP candidates & CEC candidates grew to the point that IRCC could not meet the processing standard.

Currently, the processing time for CEC is about seven months and the expected FSWP processing time may rise to 36 months in 2022.

Canada Express Entry draws have only relied on provincial nominees since September last year. Such provincial nominees already registered in the Express Entry pool receive invitations to apply for Canada permanent residency in PNP-specific draws. For instance, in the latest Express Entry draws, Canada invited 924 PNP candidates to apply with CRS scores of at least 754.

New Brunswick is accepting Express Entry applications from selected occupations for Canada PR. This is an Express Entry NB Pathway with Occupations in-demand in New Brunswick.

PNP News

The Atlantic province may invite eligible candidates directly from the federal Express Entry pool. Candidates selected in this manner will receive a Notification or Letter of Interest (LOI) from the New Brunswick Provincial Nominee Program via their Federal Express Entry account.

Currently, New Brunswick accepting following occupations in response to provincial labor-market needs:

  • 1111 – Financial auditors and accountants
  • 1112 – Financial and investment analysts
  • 1121 – Human resources professionals
  • 1122 – Professional occupations in business management consulting
  • 1221 – Administrative officers
  • 1311 – Accounting technicians and bookkeepers
  • 1312 – Insurance adjusters and claims examiners

All candidates invited in this manner must meet the regular eligibility requirements. Candidates need to submit a complete application to be considered for provincial nomination.

Qualify for Canada PR under Express Entry NB Provincial Nominee Program Stream

Express Entry NB stream accepts Expressions of Interest (EOIs) via the INB portal from individuals who meet all of the following criteria:

  • The applicant has a valid Federal Express Entry Profile Number and Job Seeker Validation Code.
  • The applicant is working for a New Brunswick employer or enrolled in a PGWP-eligible program at a federally-designated post-secondary institution.
Starting April 1st, 2022 Post Graduate Work Permit Holders (PGWP) who have completed their studies outside of New Brunswick are eligible to apply for the Express Entry NB Stream. However, eligible applicants must receive a job offer in a NOC that is related to their field of study.

While a provincial nomination is not the same as a permanent residence, it can increase one’s chances of obtaining Canada permanent residency status.

Latest Provincial Nominee Program Draws for Canada Permanent Residency

The new Immigration Levels Plan 2022-2024 is already set in motion. Immigration, Refugees, and Citizenship Canada (IRCC) will allow Canada Provincial Nominee Programs (PNP) to take the center stage throughout the period. Canada is targeting about 83,500 eligible immigrants to be invited to apply for Canada permanent residency in 2022 through various PNP.

Last week, between March 14 to March 18, three different Canadian provinces held their respective Provincial Nominee Program (PNP) draws. All the invited candidates were now eligible to apply for provincial nominations and take the next step toward permanent residence.

Factors that increase the likelihood of being nominated by a particular PNP include:

  • having work experience or a Canadian education; or a job offer in that province; or
  • having a family member already living in that province, such as a sibling, or parent.

Alberta Immigration Nominee Program (AINP)

The newly renamed Alberta Advantage Immigration Program (AAIP) held an Express-Entry linked provincial nomination draw on March 8.

A total of 350 Express Entry candidates with a CRS score of at least 318 received invitations to apply for provincial nominations under the Alberta Express Entry stream.

In order to qualify for the Alberta Express Entry stream, candidates need to have work experience in an eligible occupation.

British Columbia Provincial Nominee Program (BC PNP)

It was a busy week for BC PNP and its provincial streams.

First up, 175 BC immigration candidates received invitations to apply for a provincial nomination on March 14. They were candidates from the Skilled Worker and International Graduate subcategories and needed a minimum provincial score of 85.

About 123 of these candidates were invited through a BC Tech draw. Candidates under Express Entry BC and Skills immigration categories and managed through the Skills and Immigration Registration System (SIRS) qualify for BC Tech draws.

Second up, BC PNP held three other draws for candidates in targeted occupations including early childhood educators, and healthcare professionals.

Prince Edward Island Provincial Nominee Program (PEI PNP)

PEI held its scheduled draw on March 17.

The Prince Edward Island Provincial Nominee Program (PEI PNP) invited a total of 141 immigration candidates.

Breaking down the results, Express Entry and Labour Impact candidates received a combined total of 130. The remaining 11 invitations went to Business Impact candidates who had provincial scores of at least 62 points.

Canada opens the door to Ukrainian refugees through a special residence program

Ukrainians can now arrive in Canada as temporary residents. This comes after the launch of the Canada-Ukraine authorization for emergency travel (CUAET) – a temporary residence pathway.

Amidst the crisis, Canada extends a helping hand for Ukrainians who wish to settle in Canada temporarily. The CUAET applicants can apply for ‘fee-exempt’ visitor visas and open work permits for up to 3 years.

Ukrainians can apply for a visitor visa online and provide biometrics even outside Ukraine. Applicants can apply with any of the documents:

  • Valid Ukrainian passport
  • Any other National identity document

Applicants can also apply without a passport or national identity document; however, the visa officer’s decision is based on the applicant’s temporary resident permit eligibility.

Refugees need not take the immigration medical exam and arrive in Canada even if they’re unvaccinated or got a vaccine that Canada does not recognize. All Ukrainians arriving in Canada are exempt from Covid-19 vaccination entry requirements but will have to go through the quarantine and testing once they reach Canada.

This fast-track pathway for Ukrainians includes benefits for visitors, workers, students, and immediate family members. Owing to the emergency, the Immigration, Refugees, Citizenship Canada (IRCC) has formulated regulations for Ukrainians such as:

  • Apply for a fee-exempt visitor visa & open work permit, and student permit after arriving in Canada
  • Elementary and high school students can join school once they arrive in Canada
  • Apply for a visitor visa even without a valid passport (under case-by-case basis)
  • For Ukrainians already in Canada, they can apply for extending their visitor visa or work permit validity

UCAET applicants can also apply for an open work permit and a visitor visa for up to 3 years which is all set to benefit Ukrainians who wish to work under a Canadian employer. Underpinning this, the Canadian Job Bank’s web portal has dedicated a ‘Jobs for Ukraine’ web page. Canadian employers who wish to offer employment will register job offers on the page.

Immediate family members of Ukrainians of any nationality living outside Canada can also obtain a visitor visa. In addition, a family reunification program will be in place very soon to reunite family members who are Canadian citizens or PR holders.

Furthermore, the Canadian government is closely working with provinces, territories, business communities, settlement organizations, and Ukrainian-Canadian communities to pave ways for supporting Ukrainians in all possible ways. Due to the Ukraine-Russia crisis, these immigration processes are funded by $117 million. It is to be noted 9000 migrants from Ukraine have already arrived in Canada since January this year.

Canada Express Entry: Resuming Express Entry Draws For FSWP & CEC Candidates in 2022

The uncertainty over the near-term future of Canada Express Entry is addressed by a new internal memo from Immigration, Refugees and Citizenship Canada (IRCC). The memo discussed resuming Express Entry draws targeting Federal Skilled Worker Program and Canada Experience Class candidates “later in 2022.”

IRCC’s internal memo dated January 21, 2022, and recently made public discussed the following issues concerning the Canada Express Entry system. 

  • Invitation to apply rounds for Federal Skilled Worker Program, Canadian Experience Class, and Federal Skilled Trades Program (FSTP) candidates will resume later in 2022.
  • Temporary pause on invitations to FSWP, CEC, and FSTP candidates will continue until March 31st while continuing Provincial Nominee Program (PNP) invitations.
  • IRCC will re-assess the situation in March with a plan on the future of Express Entry invitations to determine what timeline and volume will align with the Immigration Levels Plan 2022-2024
  • IRCC will have to reduce the Express Entry backlog by more than half in order to achieve the 6-month service standard for new applicants.

Canada Express Entry System Projections for 2022

As of March 15, 2022, there were about 41,300 people in the FSWP inventory. Meanwhile, there are just over 10,000 people left in the CEC backlog. 

Going by the current state of Canada Express Entry draws and processing rates, IRCC could bring down the CEC & FSWP backlog to zero by the summer or by the end of the year respectively.

Latest Canada Travel Requirements End Pre-Arrival COVID-19 Test for Vaccinated Travellers

Further relaxing the Canada travel requirements, the government has now decided to allow fully vaccinated travellers to enter the country without pre-arrival COVID-19 test. Starting April 1, all vaccinated travelers entering Canada need not carry pre-arrival COVID-19 test results to travel to Canada.

Immigration Levels Plan 2022-24. It aims to increase permanent resident targets to 432,000 landings in 2022 alone.    

However, the new requirement may still continue random testing of vaccinated visa holders entering Canada upon their arrival. Further, they will not need to quarantine while waiting on their result. 

In order to be considered fully vaccinated, the Canadian government requires skilled worker visa holders to have the full recommended dose of an approved vaccine. A booster shot is optional. The final dose must have been taken within 14 days of arrival to Canada. All travel documents and mandatory information must be communicated through the ArriveCAN app.
