Latest British Columbia PNP Draw Issues 175 Invitations to Apply for Canadian Immigration

The latest round of British Columbia PNP draw held on April 19 resulted in about 175 new invitations to apply for Canadian immigration. The westernmost province simultaneously held three separate provincial draws in addition to the general provincial nominee program draw to apply for Canadian immigration.

The eligible candidates included foreign workers and international students who were already registered under the Skills Immigration (SI) and Express Entry BC (EEBC) provincial nominee program streams.

The first general British Columbia PNP draw issued a total of 147 invitations to apply for provincial nominations that could eventually result in Canada permanent residency. Candidates with the minimum provincial scores between 77 and 125 points only received invitations. They include Skilled Workers, recent International Graduates or Entry Levels, and Semi-Skilled workers.

Active profiles in the federal Express Entry pool also received invitations to apply for Canadian immigration under this Provincial Nominee Program draws.

The second occupation-specific British Columbia PNP draw targeted three specific occupations:

  • 20 early childhood educators (NOC 4214) with scores of at least 70;
  • 07 healthcare professionals with scores of at least 70;
  • about five animal health technologists and veterinarians (NOC 3114 and NOC 3213) with scores ranging between 70- 78.

The provincial nominee program’s Skills Immigration Registration System (SIRS) manages applications under the two skilled immigration programs. Registration and profile assessment based on education, work experience, and language skills form the core selection criteria.

Permanent Residency in Canada via Provincial Nominee Program

The “two-step migration” process is now the most preferable pathway for economic-class immigrants to apply for Canadian immigration.

Eligible candidates may qualify for a temporary resident visa and gain work experience in Canada. Based on their Canadian work experience, they may apply for permanent residence either through the provincial nominee program or Canada Experience Class (CEC).

Recent statistics show that the share of those admitted within the provincial nominee program is at 46% and the share of those landing via CEC increased from 8% to 19%, in 2015.

The provincial nomination from British Columbia is valid for approximately six months from the date of confirmation.

During this time period, you can apply with IRCC under the Provincial Nominee Class and receive an invitation to apply for permanent residence through fortnightly Express Entry nomination draws. You may receive an additional 600 points under the Comprehensive Ranking System (CRS) of the Express Entry system.

In fact, the recent Express Entry draws targeted a record-breaking 787 candidates with prior provincial nominations. All the invites had a minimum CRS score of 782. It meant that they required only 185 points to score on CRS to qualify! The remaining 600 points were to be added automatically for receiving provincial nominations.

With the latest immigration levels plan for 2022, Canada PNPs are targeting to land about 83,500 newcomers this year. Improve your chances of qualifying for Canada immigration with a certified consultant like CanApprove.

IRCC Plans to Restart FSWP Express Entry Draws by “Early July”

Minister Sean Fraser held a media conference announcing more certainty for Canadian immigration candidates. Among major announcements relating to immigration, FSWP Express Entry draws are expected to resume by July.

Federal Skilled Worker Program (FSWP) offers a direct pathway to Canada permanent residency without prior work experience or education in Canada. Any skilled professional with enough hours of work experience and Canadian equivalent education can apply. Canada favors the entry of skilled professionals like Nurses, Software Engineers, Civil Engineers, Web Developers, Accountants, Data Analysts, or Financial Planners to qualify under FSWP Express Entry draws.

Additionally, Immigration, Refugees, and Citizenship Canada (IRCC) will issue open work permits to the immediate family members included in a principal applicant’s permanent residence application who are outside of Canada.

Canada is also keen on retaining more international student graduates to offer them permanent residency. Immigration, Refugees and Citizenship Canada (IRCC) will extend open work permit for up to 18 months to all Post-Graduation Work Permit (PGWP) holders whose visa expires between January and December 2022.

IRCC Processed More Immigration Applications

IRCC cut Express Entry backlogs by more than half since September 2021. It was then, that IRCC stopped inviting CEC profiles to apply for Canada permanent residency. From nearly 112,000 people in September 2021 to 48,000 in March 2022, the number of permanent resident decisions has doubled in the first quarter of 2022 compared to the same period in 2021.

In absolute terms, Canada made about 156,000 permanent residence decisions between January 1st and March 31, 2022. In addition, IRCC has processed over 100,000 work permit applications in the first quarter of 2022, about 50 per cent more than the same period last year.

Canada Express Entry Draws During the Pandemic

While a provincial nomination is not the same as a permanent residence, it can increase one’s chances of obtaining Canada permanent residency status.

FSWP was the main source of foreign skilled immigrants to Canada until recently when IRCC decided to focus on inviting and processing CEC & PNP candidates. IRCC had not held even a single FSWP Express Entry draws in 2021. Canada Express Entry draws have relied on Provincial Nominee Programs (PNP) only since September last year.

All the recent Express Entry nominees had a successful provincial nomination and were already registered in the Express Entry pool. For instance, in the latest Express Entry draws, Canada invited 787 PNP candidates to apply with CRS scores of at least 782.

Provincial nominees with active Express Entry profiles are awarded 600 points over and above their usual Comprehensive Ranking System (CRS) score. This may guarantee an invitation to apply for Canada permanent residency in upcoming PNP-specific Express Entry draws.

Apply for Permanent Residence via Certified Immigration Consultant

Immigration aspirants choose Canada because of its direct permanent residence pathway. Any prospective candidate who seeks to obtain permanent residence in Canada must register on Canada Express Entry online portal. All the registered profiles are then assessed and ranked based on a Comprehensive Ranking System (CRS).

Such profiles are evaluated on a total of 1200 points. The human capital criteria like

  • age,
  • education,
  • work experience outside Canada,
  • language proficiency in English/French,
  • spouse adaptability,
  • Canadian study experience, etc. are considered for evaluation purposes.
IRCC is looking to land only 55,000 Express Entry permanent residents in 2022. However, Express Entry landings are set to increase over the next two years with IRCC seeking to welcome more than 110,000 newcomers through Express Entry by 2024.

You are sure to get overwhelmed by the amount of documentation and other requirements to fulfil before you could receive a confirmation of permanent residence (CoPR). Therefore, the official immigration policy of Canada recognizes privately-run and certified immigration consultants across the globe to help prospective Canadian immigration aspirants.

Job Vacancies in Quebec to Boost Immigration of Qualified Professionals in Coming Months

The Eastern Canadian province has begun 2022 with one of the lowest unemployment rates in years and a record number of job vacancies in Quebec. While this serves as a healthy indicator of the labor market in Quebec, the French-speaking province has a limited supply of skilled workers to support its thriving economy.

The report titled Bilan 2021 de l’emploi au Québec: Transformations sectorielles et déficit de compétences en vue poses key questions to the present approach of human resources management in the province. This indicates businesses, unions, schools, and governments to embrace more Quebec immigration of skilled professionals in the coming months.

Interestingly, Quebec has returned to the target of welcoming about 52,500 immigrants in 2022 after four years of cutting immigration by 20 percent. About 65 percent will arrive through economic-class immigration programs including the Quebec Skilled Worker Program (QSWP) and the Québec Experience Program (PEQ).

Increased Job Vacancies in Quebec

The pandemic has had a long-lasting effect on the Canadian labor market, resulting in increased job vacancies in Quebec. In addition to it, Quebec’s ageing population will continue to result in a lean labor supply.

On the other hand, the provincial government is taking measures to address labor shortages by increasing Quebec immigration levels. Additionally, the eastern province is making it easier for employers to hire more temporary foreign workers. Given the retention rate in Canada, these temporary foreign workers may qualify for Canadian permanent residency in a couple of years.

The need for qualified workers in Quebec will continue to grow, especially in health care, social assistance, educational services, information technology, and construction industries.

Canadian Permanent Residency via Quebec Immigration

Arrima system is a dedicated online portal to submit EOI for Quebec immigration under the Skilled Worker Program. It is modeled after the federal Express Entry system.

Under the new Expression of Interest (EOI) system for Quebec immigration, Quebec invites nurses or any other eligible skilled worker to create a profile in Arrima. Equivalent to the Comprehensive Ranking System (CRS) in the federal Express Entry system, candidates are ranked in Arrima based on score which is dependent on factors such as their age, education, proficiency in French, area of training, and work experience.

Eligible candidates are invited to apply for a Quebec Selection Certificate (Certificat de sélection du Québec, or CSQ) based on either their scores or other factors such as labor shortages in the province’s outlying regions. Those who apply for and receive a CSQ are required to apply for Canadian permanent residency through the federal Immigration Ministry which verifies medical and criminal admissibility.

New Brunswick’s pilot project employs 80 Internationally Educated Nurses and plans for large recruitment ahead!

80 Internationally Educated Nurse (IEN) have been recruited through a recruitment program in New Brunswick, Canada. And 150 more nurses are all set to migrate and work through this program in the next 12 months. Furthermore, the federal government is actively planning to bring in more IENs to increase their workforce and develop the healthcare system.

New Brunswick’s Health minister Dorothy Shephard has made it clear that this move will increase the workforce to suffice the shortages of nurses. Adding to it, she stresses the need for developing healthcare owing to the aging population. This program will be a dual-edge approach to increase population through migration and grow the healthcare system of New Brunswick.

Where did the 80 IENs get employed?

55 Internationally educated nurses were employed at the Horizon Health Network, 12 by Vitalité Health Network, and 13 have been offered careers at Nursing homes across the province.

How’s the Recruitment Program working?

This program works with a coalition of provincial departments such as Health and Post-Secondary Education, Training and Labour, and New Brunswick’s Department of Employment and Social Development of Canada. The program is considered successful, with many internationally educated nurses interested in New Brunswick’s recruitment program.

This program supports nurses with immigration, employment, and eligibility requirements. Post-Secondary Education, Training, and Labour Minister Trevor Holder expressed delight and said it was encouraging to see many new nurses hired through the program.

Big opportunity for Internationally Educated Nurses (IEN)

150 Internationally educated nurses are already ready to get employed across New Brunswick (NB) in 12 months.  Minister Trevor Holder has thrown light on investment by the federal government to grow and refine the pilot program. This statement by Holder highlights the expansion of the workforce to make it a full-staffed healthcare system in the year ahead. New Brunswick’s investment is a ray of hope for internationally educated nurses willing to migrate to Canada.

New Brunswick’s Vision

Changes in the working hours for the nurses, an increase in the hours has come into effect. This move by NB will open more opportunities and interest from IENs to serve the people of New Brunswick.

The special service named Internationally Educated Nurses Navigation Services is helping IENs by providing

  • Customized and self-centred service
  • No Cost Services
  • Bridging program to match qualification
  • The National Nursing Assessment Services (NNAS)

Who are Registered Nurses?

Internationally educated nurses from other countries can apply to become Registered Nurses or Licensed Practical Nurses to work in New Brunswick and other provinces. IENs can become professional nurses in Canada who come under any of the three groups:

  • Registered Nurses (RN) – NOC Code: 3012
  • Licensed Practical Nurses (LPN) – NOC Code: 3233
  • Registered Psychiatric Nurse (RPN) – NOC Code: 3012

With the necessary eligibility requirements set by the Association of New Brunswick, IENs can apply, practice nursing, and settle in Canada. With the help of the IEN navigation service, it can take between 12 to 24 months to become Registered nurses in New Brunswick.

What can IENs expect?

IENs can expect an enormous opportunity ahead owing to the investment and fast-track move by the New Brunswick (NB) government. NB has been known for its PNP, or PNP-aligned Express Entry draws, inviting more nursing professionals every year.

Ms. Tina Iype, Ms. Desy Mathew, and Ms. Jindiya Chris, all professional nurses, were invited to apply for PR through the New Brunswick Provincial Nomination Program (NBPNP) with the service of CanApprove.

All the invited candidates in this Express Entry draw were domestic temporary workers or skilled workers who already had a provincial nominee certification.

OVERVIEW OF 220th EXPRESS ENTRY DRAWS

Record-breaking Draw Size 787 invitations to apply for Canada PR.
Lower Express Entry Cut-off  The minimum CRS score required was 782.

Automatic addition of 600 points to their base human capital score, candidates effectively required only 182 points to qualify.

Tie-break rule applied?  IRCC applies the tie-break rule to avoid disputes in the rankings under the express entry system. This is particularly helpful in cases where two or more candidates end up with the same CRS score.

No tie-break rule was applied.

Express Entry draw size declined even though the qualifying CRS score was reduced to 782, reduced by 3 points compared to the previous draw. The interesting thing to note here is that provincial nominees in the Express Entry pool receive an additional 600 CRS points. This guarantees them an invitation to apply for permanent residence in Canada.

Since September last year, IRCC has only held Canada Express Entry draws for Provincial Nominee Program (PNP) candidates. Highly-skilled worker candidates under Federal Skilled Worker, and Canada Experience Class candidates are being ignored for Canada PR nominations. All we know is that Minister Sean Fraser has hinted at resuming Express Entry Draws for FSWP & CEC anytime in the spring of 2022.

Apply for Canada PR as Provincial Nominees

Immigration aspirants choose Canada because of its direct permanent residence pathway. A PR invitation through the provincial nomination route is not a direct pathway, however, is very effective to secure your chances of applying for Canada PR.

Canada has decided to cut Express Entry admissions in half for 2022 mainly due to increasing backlogs in the FSWP & CEC applications in the pool.

Canada will return to normal Express Entry admissions levels by 2024 when it targets the arrival of 111,5000 Express Entry immigrants then.

CanApprove is glad to have processed a good number of PNP-applications that received invitations to apply for Canada PR in recent Express Entry draws

Any prospective candidate who seeks to obtain permanent residence in Canada must register on Canada Express Entry online portal. All the registered profiles are then assessed and ranked based on a Comprehensive Ranking System (CRS).

  • age,
  • education,
  • work experience outside Canada,
  • language proficiency in English/French,
  • spouse adaptability,
  • Canadian study experience, etc.

Additional 600 points are added to eligible candidates in the Express Entry pool by virtue of receiving a provincial nomination. Low Unemployment Rates Among Canadian Immigrants Make Finding a Job in Canada Simple

Canada showcased historic low unemployment rates among Canadian immigrants in the latest official release. The new Labour Force Survey by Statistics Canada also revealed that employment is growing faster than Canada’s population, thereby opening avenues for off-shore immigrants to find a job in Canada easily.

The survey measures the unemployment rate among Canadian immigrants as a measure of the number of unemployed to the percentage of the labour force in Canada. The unemployment rate for core-aged immigrants who landed within the past five years was 8.3%, the lowest since 2006. Overall, Canada’s unemployment fell is now at 5.3%, the lowest rate on record since 1976.

Canada’s employment levels made a full recovery as labor market performance peaked last in February 2022. Further, the country added about 73,000 jobs in March, pushing unemployment rates among Canadian immigrants to a record low.

Statistics Canada noted employment gains across all provinces, with the largest increases in immigration-friendly regions of Ontario, Alberta, British Columbia, and Quebec. The recovery is evident in hard-hit industries like retail trade, accommodation and food services, information, culture, and recreation services.

A shrinking pool of available workers is making it difficult for businesses to hire across industries…” wrote Nathan Janzen, an economist at RBC. “Given the pressing need to address labor scarcity, it is important that the government works to increase immigrant landings from outside Canada.

Budget 2022 Outlines Canadian Immigration Priorities. Here’s What You Should Know

The Trudeau government tabled the federal budget for 2022-23 on April 07, 2022. Among many other announcements for the recovery post-pandemic, the Canada budget 2022 proposes increased economic allocations and policy innovations for various Canadian immigration programs that the government is planning to pursue.

Poland work permit

Unveiled by Finance Minister, Chrystia Freeland, this is also the first budget since the September 2021 federal election. The exclusive immigration proposals in the budget 2022 related to the Express Entry system, the Temporary Foreign Worker Program, and improving the working of Immigration, Refugees, and Citizenship Canada (IRCC).

What Will Canada Budget 2022 Mean for Canadian Immigration?

Here’s what you should know about budget 2022 and the proposed Canadian immigration priorities.

Canada Express Entry System: The federal government proposes to amend the Immigration and Refugee Protection Act (IRPA). It will provide more authority to the immigration minister to use Ministerial Instructions to help select candidates who best meet Canada’s labor market needs.

Temporary Foreign Worker Program (TFWP): Canada budget 2022 proposes to invest $29.3 million over three years to create a Trusted Employer Model to cut red tape for the TFWP. This would mean increased hiring of foreign workers in the coming years. In addition, it wants to commit $64.6 million over three years to increase its capacity to process employer applications within established service standards.

Modernization of IRCC: Canada budget 2022 proposes to spend $187.3 million over five years and $37.2 million ongoing to improve IRCC’s response to the increasing number of inquiries. IRCC can also invest in the technology and tools to enable automated and machine-assisted processing. It will ensure the safe and secure collection and use of biometrics to accommodate higher levels of citizenship applications.

Additionally, the federal budget of 2022 commits $2.1 billion over five years to settle more than 400,000 new PRs each year. This will aid the current immigration levels plans 2022-2024.

Current State of Canadian Immigration & Your Chances of Qualifying

Among various economic-class programs for skilled immigration, IRCC will let Canada Provincial Nominee Programs (PNP) take the center stage. More than 83,500 immigrants are expected to apply for Canadian immigration in 2022. Further, one can easily obtain Canada permanent residency with a successful provincial nomination.

Meanwhile, the Express Entry admissions target is reduced to half in 2022 mainly due to increasing backlogs in the Federal Skilled Worker Program (FSWP) & Canada Economic Class (CEC) applications in the pool. Current State of Canada Immigration 2022

The revised Immigration Levels Plan for 2022-2024 will welcome about 1.7 million newcomers over the next three years including economic, family, and refugee class immigrants. IRCC will let Canada Provincial Nominee Programs (PNP) take the center stage in inviting more than 83,500 immigrants to apply for Canada immigration in 2022. Further, one can easily obtain Canada permanent residency with a successful provincial nomination.

Meanwhile, Canada has cut Express Entry admissions in half for 2022 mainly due to increasing backlogs in the FSWP & CEC applications in the pool. However, IRCC will return to normal Express Entry admissions levels by 2024 when it targets the arrival of 111,5000 Express Entry immigrants then.

After four years of reducing immigration targets, Quebec has returned to the target of welcoming over 50,000 immigrants in 2022. It is encouraging to note that about 65 per cent will arrive through its economic-class immigration programs. This increases the scope for engineers, doctors, IT specialists, Web designers, etc. to plan their Canadian immigration.

The study in Canada campaign is attracting a lot of international students to pursue their higher education in the top universities and colleges of the country. According to the official statistics, over the period 2008 to 2018, the annual number of new Post-Graduation Work Permit (PGWP) holders increased six-fold, from 10,300 to 64,700. Close to three-quarters of all PGWP holders transitioned to permanent residence within five years.

Your Spouse Can Qualify for Canada Permanent Residency With Spousal Open Work Permit

About 100,000 immigrants to Canada each year come through family sponsorship programs. Immigration, Refugees, and Citizenship Canada (IRCC) welcome about 80 percent of these immigrants under the Spouses, Partners, and Children Sponsorship Program, simply known as spousal sponsorship. Under this, Canada offers a Spousal Open Work Permit (SOWP) to foreign nationals who are waiting for their spousal sponsorship application to get approved.

The remaining 20 percent is under the Parents and Grandparents Program.

Canada Spousal Sponsorship Processing Time Returns to 12-month Standard

The latest improvement in Canada’s spousal sponsorship processing time to its 12-month standard for new applicants is a major step forward in post-pandemic recovery. The 12-month spousal sponsorship processing time includes.

  • the time required for applicants to give biometrics,
  • for IRCC to assess the sponsor and the person being sponsored, and
  • the time needed to ensure applicants meet eligibility requirements.

Take this free assessment online to determine your chances of immigrating to Canada with family.

Canada Permanent Residency Through Spousal Open Work Permit

One of the major benefits of obtaining a spousal open work permit is that it can lead to Canada permanent residency.

As IRCC takes upto 12 months to process the spousal sponsorship application, foreign nationals can utilize this time and work in Canada. Unlike other close work permits options in Canada, open work permits allow holders to work in any occupation for any employer in Canada. The employer is also relieved of the mandatory Labour Market Impact Assessment (LMIA) before hiring a SOWP holder.

This gives a lot of time for spousal open work permit holders to gain at least one year of Canadian work experience. This is a necessary condition to qualify for Canada Experience Class under the Express Entry system for Canada PR.

Eligibility for Spousal Sponsorship

To sponsor your spouse to Canada from Dubai (UAE) including any dependent children, you need to be:

  • over the age of 18,
  • a Canadian citizen or permanent resident, and
  • be able to financially support you and your family.
  • cannot be receiving social assistance for reasons other than a disability.

It is possible for Canadian citizens to live in the UAE throughout the spousal immigration from Dubai process. However, Permanent residents can only apply for spousal sponsorship from inside Canada.

There is no minimum income cut off for spousal immigration from Dubai. The threshold for minimum income is decided on a case-by-case basis.

Where to Begin?

The documents required by foreign nationals for spousal sponsorship will depend on residency status, where they are applying from, and maybe even your travel history.

Presently, you are asked to fill out the travel history form, called the IMM 5562. There you report all of the trips you have taken out of the UAE over the past 10 years. Also, if you were ever divorced in the UAE, IRCC asks for the original “Final irrevocable divorce” or “Final divorce judgment” document.

The above requirements can be overwhelming to follow and there are more to come. Visiting a certified immigration consultant can help you understand the documentation process better, if not have them do it on your behalf.
