Survey: International Students Prefer Canada For Convenience Of Obtaining Permanent Residency

2021 annual international student survey is out and the findings are interesting to note. International students are known to choose Canada more for its reputation of being a safe and inclusive country for foreigners. Further, 40% of the students chose Canada in the hope of becoming permanent residents after graduation.

Canada-immigration-news
Over 41,000 students from 67 Canadian educational institutions participated in the survey conducted by the Canadian Board of International Education (CBIE).

The survey asked them about why they decided to study in Canada, their experiences while studying and their post-graduation plans. The students provided input on their experiences with all aspects of studying in Canada.

Canada shows a high rate of acceptance for international students

Most students reported a positive experience of living and studying in Canada.

This survey is significant because for the first time the criteria of safety outranked educational reputation as the deciding factor for students choosing to study in Canada.

  • An overwhelming 80% of respondents chose Canada for the safety over the reputation of educational institutions in Canada.
  • Nearly 70% of student respondents preferred Canada for its world-class reputation.
  • Additionally, over half of respondents said Canada’s tolerance, diversity, and inclusivity made it attractive as a place to study.

On being asked about their arrival in coming to Canada, the majority of respondents described coming to Canada as relatively easy.

Interestingly, where 39% of the respondents cited difficulty in obtaining a study visa, ‘getting a letter of acceptance from an educational institution’ criteria ranked as the easiest part of coming to Canada in the survey findings.

Some respondents reported accommodation listings as the biggest difficulty.

The survey asked students about their post-graduation plans to which many respondents indicated their interest in qualifying for Canadian permanent residency.

Remaining respondents expressed their interest in gaining international work experience in Canada before returning to their home countries.

Overall, international students are well-retained by Canada after graduation.

Options for international students in Canada after graduation

If you’re planning to pursue your study abroad in Canada & qualify for Canadian permanent residency, you may consider the following programs:

  1. Post Graduation Work Permit

The  survey found that over 70% of students wish to stay in Canada on a Post-Graduation Work Permit (PGWP) and gain full-time work experience.

Getting a PGWP allows you to gain valuable Canadian work experience that can count toward an application for permanent residence.

A PGWP is an open work permit issued based on how long your graduation program was, up to a maximum of three years.

Schedule a Free Counselling Appointment with study abroad experts at CanApprove.

  1. Canadian Experience Class

Graduates with atleast one year of work experience on a PGWP qualifies under the Canadian Experience Class (CEC) for Canadian permanent residency.

Graduates need one year of working in Canada and meet a minimum Canadian Language Benchmark (CLB) of 7 for jobs with NOC 0 or A.

CEC is one of the most preferred programs under the Express Entry system.

  1. Provincial Nominee Programs

Most provinces have programs designed specifically for recently graduated international students, each with unique eligibility criteria. They act similar to CEC but at regional level.

On successful provincial nominations, candidates may qualify for Express Entry to obtain permanent residency.

  1. Quebec Experience Program

The Quebec Experience Program (PEQ) is for international students who completed their studies in Quebec. You may be eligible for this program, if you have a high proficiency in the French language, are 18 or older and you intend to live and work in Quebec.

Further more, Canada has over 100 economic class pathways that international students may be eligible to apply for. Certified immigration consultants like CanApprove will assess your academic profile and work experience to suggest the most suitable immigration program.

Following the development, the Australian Border Force took tweeted, “COVID-19 border restrictions have changed. Travelers don’t need to complete a Digital Passenger Declaration or Maritime Travel Declaration and all visa holders can travel to Australia without a travel exemption.

However, wearing face masks and social distancing norms continue to exist. Airlines like Qantas & Virgin Australia are still reportedly asking for proof of vaccination.

Unrestricted Entry to Australia Open Since July 06, 2022

Australia has finally removed all its remaining COVID-19 entry rules making it easier for travelers and visa holders to plan their immigration.

In fact, Australia was the only country that had implemented the strictest border restrictions following the onset of the pandemic in 2020. But from July 06, the nation removed all of its mandatory rules such as proof of vaccination or negative test report to enter.

The unrestricted border entry to Australia comes at a crucial time when the county is expecting to expedite Australian student visa processing times & other skilled worker programs.

Australian Prime Minister Anthony Albanese announced his government’s intent to give top priority to address the visa backlog, which is affecting the country’s skill shortages.

The State of Australian Immigration 2022

The beginning of the new financial year on 1 July means reshaping and readjusting targets under skilled immigration to Australia programs and opening up new opportunities for people from overseas. Here are some major highlights,

  • The Australian government has fixed the 2022-23 permanent migration program ceiling at 160,000 places.
  • The government has increased places in almost all Australian visa subclasses, making pathways for permanent residence accessible to many.
  • Subclass 485 visa applications in the Graduate Work stream will no longer require nominating a skilled occupation and obtaining an assessment.
  • Visa application fees to increase by 3 percent from 1 July.
  • Job Ready Program (JRP) for international students will move from a four-step to a three-step program. This will save time and money for many international students.

The Right Time To Apply For Canadian Immigration

Canadian businesses are dependent heavily on skilled immigration to fulfill increasing job vacancies across indsutries.

As a matter of fact, two-thirds of Canadian businesses surveyed by the Business Council of Canada (BCC) are already hiring talent from abroad.

Canadian immigration programs support the immigration of economic-class candidates with good work experience, educational qualifications, and language proficiency in English or French.

The country favors more immigrants in the age group of 25-32 years to apply for Canada PR.

Demand for immigrants in the Canadian labor market

Canada is facing a labor shortage that is bound to increase into 2030 as a consequence of aging demography. Labor shortages are particularly pronounced in Ontario, Quebec, and British Columbia. These are also the Canadian provinces with the highest density of immigrant population.

Canada’s tech sector has been hit hardest by labor shortages. Now more professions such as computer science, engineering, and information tech are in high demand in these regions.

Our experts at CanApprove predict more scope for such professionals to receive invitations to apply for permanent residency.

Canada’s Immigration Levels Plan 2022-2024 looks to welcome over 450,000 new permanent residents per year by 2024. Canada offers a multitude of work permits and economic class immigration pathways.

Employer-sponsored Canada immigration options

Popular immigration programs like Global Talent Stream, the Federal Skilled Worker Program (FSWP), and the Canadian Experience Class (CEC) cater to the needs of employers to hire foreign talent easily.

Express Entry Programs

Express Entry is the most preferred pathway for skilled immigrants to obtain Canadian permanent residency.

Over the years, more candidates with tech backgrounds are seen qualifying for permanent residence under Express Entry.

The most popular among other Express Entry option is the Federal Skilled Worker Program (FSWP) & Canadian Experience Class.

  • Federal Skilled Worker Program: This program is for those with at least one year of work experience (outside Canada) that falls under National Occupational Codes (NOC) 0, A or B, as most tech sector jobs do.
  • Canadian Experience Class: Those with one year of Canadian work experience completed in the past five years, as well as meet minimum language requirements may apply. Usually, international students qualify under this program.

Temporary Work Permits

The Global Talent Stream (GTS) is a temporary work permit that falls under the Temporary Foreign Worker Program (TFWP). It is exclusively for candidates with work experience in tech occupations and meant to meet the urgent demands of the rapidly growing tech sector.

Business must complete a Labour Market Impact Assessment (LMIA) before hiring candidates under this program. LMIA is an assessment to determine no local talent is available for the said job vacancy.

The candidate that businesses intend to hire must submit their work permit application to Immigrants, Refugees and Citizenship Canada (IRCC).

How to get Nominated in Future Saskatchewan PNP Draws?

In order to be considered for nominations under the upcoming Saskatchewan Immigration Nominee Program (SINP) draws, candidates must register their Expression of Interest (EOI) profile with the provincial authority.

Candidates need to demonstrate their commitment to meaningfully settling in Saskatchewan by demonstrating their work experience, education, language ability, age, and connections to the province.

Saskatchewan gives candidates a score out of 100 according to the International Skilled Worker Points Assessment Grid. The province favors candidates with bilingual capability in both English and French. The highest-scoring candidates are then issued an invitation to apply for a provincial nomination from Saskatchewan.

Regardless of the provincial category, all invited candidates need an EOI score of at least 71 in order to be invited. It is also to be noted that the points requirement is that all the invited candidates must have valid Educational Credential Assessments.

Additionally, candidates already in the federal Express Entry pool need to register another EOI and choose Saskatchewan.

On successfully receiving an invitation to apply (ITA) for a provincial nomination, candidates are awarded an additional 600 points toward their Comprehensive Ranking System (CRS) score. It will effectively guarantee an ITA for Canada PR in the subsequent Express Entry draw conducted by IRCC.

We could see Canada inviting over 80,000 new permanent residents through various PNP streams. This would include business entrepreneurs, international students graduates in that province, foreign skilled workers, specifically skilled tech workers, critical workers, etc.

Moreover, IRCC conducts regular Express Entry draws which prioritizes candidates with provincial nominations to apply for Canada PR.

The return of all-program draws is significant for multiple reasons

Since December 2020, IRCC has not conducted invited FSWP candidates due to border restrictions. Further, CEC candidates were not entertained after September 2021. Canada fulfilled its immigration obligations by inviting candidates with provincial nominations to apply for permanent residency.

Any willing foreign skilled workers with/without a job offer or without any work experience in Canada before being eligible to apply for permanent residence through the Express Entry pathway.

Alternatively, a temporary resident or international student in Canada may also qualify for Canada PR after gaining at least 1 year of Canadian work experience.

All-program Express Entry draws occur when IRCC considers all candidates in the Express Entry pool and issues invitations to apply (ITA) for permanent residence only on the basis of their Comprehensive Ranking System (CRS) score.

By 2024, Canada will welcome over 110,000 Express Entry immigrants per year.

How to qualify for Canada PR via Express Entry?

Immigration in Canada means obtaining permanent residency.

Qualifying for PR via Express Entry is a two-step process.

  • Step1: Here the interested candidates confirm their eligibility for at least one of the three Express Entry programs – Federal Skilled Worker Program (FSWP), Canadian Experience Class (CEC), and Federal Skilled Trades Program (FSTP)
  • Step2: Candidates can upload their Express Entry profile onto IRCC’s website.

All the registered profiles are then assessed and ranked based on the CRS score.

Such profiles are evaluated on a total of 1200 points. The human capital criteria like

  • age,
  • education,
  • work experience outside Canada,
  • language proficiency in English/French,
  • spouse adaptability,
  • Canadian study experience, etc. are considered for evaluation purposes.

Those invited for permanent residence have 60 days to submit their applications to IRCC. IRCC aims to process most applications within 6 months or less.

Increased Canadian Immigration Opportunities Are Linked To High Job Vacancy Rate

Job vacancies in Canada are more than 80% higher than in the pre-pandemic phase. Interestingly, the unemployment rate in Canada is at a record low of 5.1%. This opens up a huge job opportunities for foreign workers to try their chances in the Canadian labor market.

Canada is facing a dual demographic shock with a rapidly aging population and a low birth rate among the locals. More than one in five working age Canadians are approaching retirement age. This impact is compounded by Canada’s low birth rate of only 1.4 children per woman.

It further strengthens the need for Canada to push immigration targets higher.

Canada recognizes offers over 100 economic immigration pathways. Express Entry is the leading federal pathway to permanent residence. The Provincial Nominee Programs (PNP) form an excellent alternative to regional immigration to Canada and later qualify for Canada PR.

Additionally, there has been a marked increase in international students obtaining permanent resident status within 10 years of arriving in Canada. Many choose to obtain a post-graduation work permit (PGWP) as a first step once they complete their studies.
