What Next After Studying in Canada: More PGWP Visas Issued and Increase in Earnings

A new study by Statistics Canada throws light into the success of retaining international student graduates through PGWP visas. A Post Graduate Work Permit (PGWP) promptly addresses the concerns of international student graduates about what next after studying in Canada.

PGWP allows Canada to retain international talent in return for the possibility of obtaining an open work permit to stay and work in Canada. This open work permit could end up in permanent residence status in a matter of years’ time. Those with college and master’s level programs had the highest success rate in becoming permanent residents.

It is statistically observed that close to three-quarters of all PGWP holders transitioned to permanent residence within five years of obtaining their PGWP.

According to the study, the number of PGWP holders who reported income in this time grew more than 13 times in size from 10,300 in 2008 to 135,100 in 2018.

The new study highlighted that the median annual earnings received by PGWP holders in this period have increased from $14,500 in 2008 to $26,800 in 2018, adjusted to reflect the difference in dollar value over the decade.

From 2008 to 2018, growth in earnings was highest among PGWP visas employed in Newfoundland and Labrador, followed by Quebec, and New Brunswick. Earnings were highest for PGWP visas employed in mining and oil and gas extraction, utilities, accommodation and food services, retail trade, real estate and rental and leasing, as well as educational services.

Current State of Canada Express Entry: Backlogs Decreased By 24,000 Since December

As per February 28 data released by IRCC, the current state of Canada Express Entry backlog is improving. The total number of Express Entry candidates waiting on decisions for their applications has decreased more among all economic class pathways to qualify for Canadian immigration. Canada Express Entry application backlog is decreased by 23,748 since December.

Canada Express Entry is an application management system to award permanent residency to suitable candidates. It manages applications under three federal programs namely Federal Skilled Worker Program, Canada Experience Class Program and Federal Skilled Trades Program. Additionally, Canada Provincial Nominee Program are free nominate interested Express Entry candidates to apply for provincial nominations.

Any foreigner with enough work experience in skilled occupations can directly qualify for Canada PR under Federal Skilled Worker Program. No prior requirement of work experience inside Canada is needed. Whereas CEC Program allows foreigners like international student graduates having at least one year of work experience inside Canada to obtain Canada PR.

Immigration Minister Sean Fraser recently indicated Canada Express Entry draws for skilled workers will resume in the “near future.”

Major Progress on Canada Experience Class Program and Canada Federal Skilled Worker Program Application Backlogs

Latest reports indicate that the backlogs under the Canadian Experience Class fell by 3,051 applications while the Canada Federal Skilled Worker Program backlogs fell by 4,314 persons, in February 2022 alone.

Going by the current state of Canada Express Entry draws and processing rates, IRCC could bring down the CEC & FSWP backlog to zero by the summer or by the end of the year respectively.

The total number of applications, between December 15, 2021, and February 28, 2022, waiting on their decision to qualify for Canadian immigration, has decreased by 12,587 for Canadian Experience Class (CEC) and another 9,092 for Canada Federal Skilled Worker Program.

Even though IRCC slowed down FSWP processing last year, the federal department processed more FSWP applicants than it did in all of 2021 in the last two and a half months. IRCC had prioritized Canadian immigration applicants already present in Canada on various temporary resident visas to accommodate themselves for Canada permanent residency. In fact, it helped Canada achieve a record-breaking annual target of landing over 400,000 immigrants in 2021.

Economic Class Backlogs for Canada Permanent Residency Down

Canada boost of hosting 100+ economic class pathways for various categories of eligible candidates to qualify for Canadian immigration. Since October 2021, the data shows a decline in backlogs by 24,400 applicants.

New Canadian Border Measures To Travel to Canada Kicks-In As Of February 28

The new Canadian border measures are in place effective from February 28. Anyone can now travel to Canada and enter the country with a simple pre-arrival antigen test. However, the test cannot be taken at home. It must be done by a laboratory, healthcare entity, or telehealth service, and be authorized by the country in which it was purchased.

The earlier requirement to have a molecular test, such as a PCR test, taken within 72 hours before arrival is still accepted. The newest Canadian border measures are related to the removal of the PCR test requirement and relaxing the mandatory 14-day isolation rule for unvaccinated children. All international flights would resume at all Canadian airports.

Unvaccinated & Vaccinated Individuals Planning Their Travel to Canada in 2022

New Canadian border measures have allowed partially vaccinated and unvaccinated travelers but will need to quarantine in a suitable place for 14-days after landing. A mandatory COVID-19 test on arrival will be followed by another test on day 8.

There may be no quarantine requirement upon arrival for fully-vaccinated travelers. However, they are required to meet the following criteria to travel to Canada:

  • submit all required COVID-19 information to ArriveCAN and present their ArriveCAN receipt, pre-departure test results, and paper or digital
  • proof of vaccination documents before they board their flight to Canada;
  • have a suitable quarantine plan in case they don’t qualify for the exemption.

Travelers Who Recovered from COVID-19 

If you have just recovered from COVID-19 and looking to travel to Canada, you need to provide a positive COVID-19 molecular test on a specimen collected at least 10 days and no more than 180 days before entering Canada as part of the pre-arrival test requirements.

Quarantine Requirements for Children Aged 12

Children under 12 years of age who are not fully vaccinated are exempted from quarantine. They no longer need to wait 14 days before attending school, camp, or daycare.

Saskatchewan PNP New Tech Program: 11 Eligible Occupations

The new Saskatchewan Tech Talent Pathway is open to candidates with job offers in one of the following eleven occupations, listed below by their National Occupation Classification (NOC) code.

  • NOC 0213 – Computer and information systems managers
  • 2133 – Electrical and electronics engineers
  • 2147 – Computer engineers (except software engineers and designers)
  • 2171 – Information System analysts and consultants
  • 2172 – Database analysts and data administrators
  • 2173 – Software engineers and designers
  • 2174 – Computer programmers and interactive media developers
  • 2175 – Web designers and developers
  • 2281 – Computer network technicians
  • 2282 – User support technicians
  • 2283 – Information system testing technicians

Saskatchewan licensing may be required to be eligible if any of the occupations require it. Computer engineers, Software engineers (but not designers), and electrical and electronics engineers will be required to:

  • Provide a letter from the Association of Professional Engineers and Geoscientists of Saskatchewan (APEGS) showing that an application for registration as an Engineer-in-Training has been approved; or
  • Provide a letter from APEGS indicating that they have been assigned Confirmatory Exams.

Canada Express Entry Candidates Are Eligible 

Those registered in the Canada Express Entry pool may also be eligible for provincial nomination through this stream. Express Entry applications receive priority processing by Immigration, Refugees, Citizenship, and Canada (IRCC) for Canada permanent residency. 

Tech workers who need to enter the Canada Express Entry pool may usually qualify for the Federal Skilled Worker Program or the Canadian Experience Class. Whereas the third Express Entry managed program, the Federal Skilled Trades Program is primarily for tech workers who are not eligible for either of the other two.

Those who choose to apply through the Saskatchewan Tech Talent Pathway stream as IRCC Express Entry candidates have different requirements. But as a candidate in IRCC’s Express Entry pool, the general eligibility requirement for Saskatchewan PNP new tech program if you:  

  • have a valid Express Entry Profile Number and Job Seeker Code,
  • have a language test result in English or French, or
  • live outside Canada or have proof of legal status in Canada.
The processing standard of Canada Express Entry is six months or less. Even though IRCC is currently dealing with an immigration backlog, Minister Sean Fraser hints at regularising Express Entry draws in the coming months.

Skilled Workers Invited for Canada Permanent Residency in new Quebec Arrima Draws

Quebec immigration Arrima draws held on February 24 issued 306 invitations to eligible foreign skilled workers to apply for Canada permanent residency. Skilled workers including Nurses, Computer Engineers, Technicians, Designers, and Educators are eligible to qualify for Quebec Selection Certificate (CSQ) under Quebec Arrima draws.

All the invited candidates had already submitted their Expression of Interest (EOI) under the Quebec Skilled Worker Program. They are required to have profiles in the Arrima system for Quebec immigration with scores of at least 630 points to qualify for this draw. The overall qualifying score increased in this Quebec Arrima draws by about 38 points from the previous draws.

Quebec has returned to the target of welcoming over 50,000 immigrants in 2022 after four years of cutting immigration by 20 per cent. About 65 percent will arrive through economic-class immigration programs.

Canada Permanent Residency via Quebec Immigration

Arrima system is a dedicated online portal to submit EOI for Quebec immigration under the Skilled Worker Program. It is modelled after the federal Express Entry system.

Under the new EOI system for Quebec immigration, Quebec invites nurses or any other eligible skilled worker to create a profile in Arrima. Equivalent to the Comprehensive Ranking System (CRS) in the federal Express Entry system, candidates are ranked in Arrima based on score which is dependent on factors such as their age, education, proficiency in French, area of training, and work experience.

Technically, an EOI is not regarded as an application but is only a way for interested candidates to notify the Government of Quebec that they would like to be considered for the Quebec Selection Certificate (Certificat de sélection du Québec, or CSQ).

Eligible candidates are invited to apply for a CSQ based on either their scores or other factors such as labor shortages in the province’s outlying regions. Those who apply for and receive a CSQ are required to apply for Canada permanent residency through the federal Immigration Ministry that verifies medical and criminal admissibility.

British Columbia Provincial Nominee Program Issued 136 Invitations Under New Tech Draws

The British Columbia Provincial Nominee Program (BC PNP) held its scheduled tech draw of 2022. It resulted in invitations to apply for provincial nominations under its new permanent Tech stream.  British Columbia Provincial Nominee Program Tech draw is a fast-track, employer-driven immigration program. It targets international students and in-demand tech workers including engineers to apply for provincial nominations.

March 01 BC PNP Tech draws nominated 136 such tech workers to eventually qualify for Canada permanent residency.

The invited candidates must meet the requirements of either Express Entry or Skills Immigration provincial categories to qualify. Both these categories are managed by the Skills & Immigration Registration System (SIRS). Eligible profiles are assessed and evaluated on SIRS based on criteria like age, education, work experience, language proficiency, and others.

Invited candidates were required to have a higher provincial score of 85 points and above in the latest BC PNP tech draws. The average qualifying score witnessed in previous draws was 75 points.

The Provincial Nominee Program gives interested aspirants to live and work in British Columbia and a path to Canada permanent residency in a few years.

Qualify for Upcoming BC PNP Tech Program 

Generally, the Provincial Nominee Program requires eligible candidates to have work experience and a valid job offer. BC PNP Tech program requires immigration candidates to have work experience in one of 29 eligible occupations.

Some in-demand tech occupations include:

  • Web designers & developers,
  • Graphic designers, and illustrators,
  • Software engineers and designers,
  • Civil Engineers,
  • Mechanical Engineers,
  • Chemical Engineers,
  • Software Engineers,
  • Tech Managers,
  • Media technicians,
  • Writers/Editors etc.

Invited candidates will need to submit a complete application within the next 30 days. The province processes most tech applications within two to three months.

Last year, British Columbia upgraded its pilot Tech program into a permanent residence program. It was expected to boost the immigration of in-demand tech workers and international students in the province.

So far in 2022, British Columbia has issued 1,500 invitations to apply for provincial nomination.

Apply for Canada Permanent Residency

Canada is expecting to admit over 800,000 new immigrants over the next three years through economic-class programs like Express Entry, Provincial Nominee Programs, or the Quebec programs.

Since the launch of Express Entry in 2015, all the Provincial Nominee Programs have had at least one dedicated stream that selects eligible candidates directly from the federal pool. A successful provincial nomination will guarantee an invitation to apply for Canada permanent residency in subsequent federal nomination draws. It is because 600 points will be add to the Comprehensive Ranking System (CRS) score linked to your Express Entry profile.

In a recent interview, Minister Sean Fraser also hinted at resuming Express Entry draws for Canada permanent residency to skilled workers qualifying under FSWP and CEC programs.

Canada Express Entry: 1047 PNP Candidates with Cut-Off Score 761 Invited to Apply for Canada PR

Immigration, Refugees and Citizenship Canada (IRCC) held a record-breaking Canada Express Entry draw on March 2. The federal department issued another record-breaking 1,047 invitations to PNP candidates to apply for Canada PR. This Express Entry draw 217 targeted domestic temporary workers or skilled foreign workers with prior provincial nominations.

The increased draw size resulted in an increased qualifying score of 761. Registered candidates with provincial nominations are eligible for the automatic addition of 600 CRS points, effectively guaranteeing them an invite to apply for permanent residence in Canada.

Canada Express Entry Draws in 2022

Express Entry draws for Canada PR reinvented itself right after the pandemic. IRCC is focussing on inviting temporary residents to apply for Canada PR. Such candidates either qualified under Canada Experience Class or under any one of the Provincial Nominee Programs.

A departure from the previous Canada Express Entry draws is noticed. IRCC says 42% of invitations in 2020 went to candidates who had Canadian education, up from 28% in 2019.

Since September last year, IRCC has only been holding PNP-only Canada Express Entry draws, ignoring Federal Skilled Worker and Canada Experience Class program candidates. All the invited candidates in Canada Express Entry PNP-draw have demonstrated their connection to a province or territory. It is through familial ties, work experience, or study experience in that province or territory.

Experts are of the view that the immigration levels in Canada will only increase in the coming years. In fact, Canada is aiming to admit more than 800,000 economic-class immigrants through the likes of Express Entry, the Provincial Nominee Programs, Quebec immigration, among other pathways over the next three years.

Apply for Canada PR with Provincial Nomination

Immigration aspirants choose Canada because of its direct permanent residence pathway. A PR invitation through the provincial nomination route is not a direct pathway, however, is very effective to secure your chances of applying for Canada PR.

Canada has decided to cut Express Entry admissions in half for 2022 mainly due to increasing backlogs in the FSWP & CEC applications in the pool.

Canada will return to normal Express Entry admissions levels by 2024 when it targets the arrival of 111,5000 Express Entry immigrants then.

Ontario Issues Provincial Nominations for International Students to Qualify for Canada Permanent Residency

The Canadian province of Ontario released details of five consecutive Provincial Nominee Program draws held on February 28 and March 1, 2022. The inclusion of additional 600 CRS points makes the entire process of applying for Canada PR through Canada Express Entry even simpler.

Usually, Ontario PNP draws specify a CRS range between which eligible candidates are invited to apply for provincial nominations. Post the February 22 provincial draw, the Provincial Nominee Program of Ontario allow Express Entry candidates whose CRS score are above the maximum range to apply for the nomination.

Manitoba PNP Invites 278 Candidates including Express Entry to Apply for Canada Immigration

The Manitoba Provincial Nominee Program held a new set of immigration draws on February 24, the details of which were released recently. The Manitoba PNP invites issued 278 new Letters of Advice to Apply (LAA) for Canada immigration.

The prairie province of Canada, Manitoba invited a mixed pool of on-shore as well as off-shore candidates qualifying across various Manitoba PNP streams and some registered under the Canada Express Entry pool to apply for provincial nominations. All the invited Canadian immigration applicants are now one step closer to obtaining permanent residency from Immigration, Refugees, and Citizenship Canada (IRCC). 

Here are the results from the latest draw:

  • Skilled Workers in Manitoba – 206 invitations with a minimum EOI score of 612;
  • Skilled Workers Overseas – 39 invitations with a minimum EOI score of 685; and
  • International Education Stream – 33 invitations with no EOI score requirement.
  • Additionally, about 66 invitations went to candidates registered in the federal Express Entry pool.

Interested applicants are required to register their Expression of Interest (EOI) with the province. Priority is given to Immigrant Applicants with close family connections, or language proficiency, training, and experience to find jobs quickly 
  1. a) Manitoba Express Entry Pathway: For international candidates who have an active Canada Express Entry profile & wish to qualify for provincial nomination. However, having a successful provincial nomination will guarantee an invitation to apply for Canada immigration by virtue of 600 additional CRS points.
  1. b) Human Capital Pathway: For international skilled workers with skills, training, and experience in one of Manitoba’s In-Demand Occupations. 

Skilled Worker in Manitoba Stream for On-shore Candidates

The Skilled Worker in Manitoba Stream (SWM) is based on the specific needs of Manitoba employers. 

  1. a) Manitoba Work Experience Pathway: For applicants currently working in Manitoba on temporary work permits, through the Temporary Foreign Worker Program, or as international graduates from any province. 
  1. b) Employer Direct Recruitment Pathway: For applicants from overseas with job offers from approved Manitoba employers.

Qualify for Provincial Nominations if You Studied in Manitoba 

The International Education Stream (IES) is dedicated to international graduates from Manitoba colleges and universities. The criteria to work for at least six months in their field before applying for an MPNP nomination no longer apply here. 

It has three pathways:

  1. a) Career Employment Pathway: Completed a one-year or longer course from an eligible post-secondary Manitoba institution and have a full-time job offer in a Manitoba In-Demand occupation related to the completed degree. 
  1. b) Graduate Internship Pathway: Masters and Doctoral degree holders who have completed Mitacs Accelerate or Elevate internships can apply for nomination through internships even without a job offer in the province.
  1. c) Student Entrepreneur Pathway: Completed a two-year or longer course from an eligible post-secondary Manitoba institution and have six months of business operation experience in Manitoba. The best part is no specific minimum personal net worth requirement is mandated.

Ontario provincial nominee program held its newest Express Entry Skilled Trades draw on February 24. For the second time in two days, Ontario removes the CRS cap resulting in 818 invitations to eligible candidates registered in the Express Entry pool to apply for provincial nominations.

An Express Entry candidate without a provincial nomination is allotted a maximum CRS of 600 points based on their core human capital like age, work experience, language proficiency, education among others. Usually, Ontario PNP draws specify a CRS range between which eligible candidates are invited to apply for provincial nominations. Post the
February 22 provincial draw, the Provincial Nominee Program of Ontario allow eligible candidates whose CRS score are above the maximum range to apply for the nomination. 

For the second time in two days, Ontario removes the CRS cap inviting Express Entry candidates with work experience in Skilled Trades sectors like Construction, Transportation, Manufacturing, or Service. They required a Comprehensive Ranking System (CRS) score of at least 359. All Express Entry profiles between the dates of February 24, 2021, and February 24, 2022, were considered for this provincial draw.

All the invited candidates now have 45 calendar days to submit their application to receive a provincial nomination and eventually qualify for Canada permanent residency. 

Canada Permanent Residency via Provincial Nominee Program

Express Entry Skilled Trades Stream Opens PR Pathways for CEC Candidates

Ontario’s Express Entry-linked Skilled Trades Stream offers an alternate pathway to Canada permanent residency for Federal Skilled Worker Program and Canadian Experience Class candidates. 

Major requirements under this pathway are: 

  • Candidates need to be living in Ontario with a valid work permit. 
  • They also need to have a minimum of one year of full-time work experience or the equivalent of part-time work. 
  • They must have completed this work experience in the province in a skilled trade listed in Minor Group 633 or Major Group 72, 73, or 82 under Canada’s National Occupational Classification (NOC).
