New Tech Draw from British Columbia Provincial Nominee Program Invites 71 Candidates

The British Columbia Provincial Nominee Program (BC PNP) held a new tech draw on December 14, issuing invitations to apply for provincial nominations.

The new Tech draw by British Columbia Provincial Nominee Program is an employer-driven, fast-track immigration program. It mainly targets international students and in-demand tech workers.

December 14 BC PNP Tech draw nominated 71 such tech workers.

The invited candidates qualify for either Express Entry or Skills Immigration provincial categories. The Skills & Immigration Registration System (SIRS) manages both categories. Eligible profiles are assessed and evaluated based on human capital criteria like age, education, work experience, language proficiency, and others.

Invited candidates had a provincial score of 80 points and above in this draw. This is five points higher than the previous qualifying score of 75 points.

Qualify for Upcoming British Columbia PNP Tech Program

Earlier this year, British Columbia upgraded this pilot Tech program into a permanent residence program. It will boost the immigration of in-demand tech workers and international students in the province.

Generally, the Provincial Nominee Program requires eligible candidates to have work experience and a valid job offer. BC PNP Tech program requires immigration candidates to have work experience in one of 29 eligible occupations.

Some in-demand tech occupations include:

  • Web designers & developers,
  • Graphic designers, and illustrators,
  • Software engineers and designers,
  • Civil Engineers,
  • Mechanical Engineers,
  • Chemical Engineers,
  • Software Engineers,
  • Tech Managers,

Invited candidates will need to submit a complete application within the next 30 days. The province processed most tech applications within two to three months.

Apply for Canada Permanent Residency

After receiving a nomination confirmation from the province, you can apply for permanent residence. You can create an Express Entry profile and qualify under the Provincial Nominee Program Class.

A successful provincial nomination will guarantee an invitation to apply for permanent residence in subsequent federal nomination draws. It is because 600 points get added to your Comprehensive Ranking System (CRS) score linked to your Express Entry profile.

Canada held its largest PNP-only Express Entry draws inviting up to 1,032 ITAs for PR.

British Columbia now becomes the only Provincial Nominee Program to issue around 12,000 invitations for a provincial nomination in 2021. The Manitoba Provincial Nominee Program follows next with just over 10,000 invitations this year.

Canada Express Entry 2020 Annual Report Released

Immigration, Refugees, and Citizenship Canada (IRCC) released the Canada Express Entry Yead-End Report 2020 on December 13. The Annual report on Express Entry determines who got to immigrate to Canada through Express Entry. It gives information about the type of occupation, destination, and source of residence of newly obtained permanent residents (PR).

The 2020 Year-End Report also includes the analysis of the pandemic on Canada’s major economic-class immigration application system. Usually, IRCC releases Canada Express Entry annual reports in the months of summer. The delay in releasing the report is understood as the department is still mitigating the effects of the pandemic.

A departure from the previous Canada Express Entry draws is noticed. IRCC says 42% of invitations in 2020 went to candidates who had Canadian education, up from 28% in 2019. So, should you plan your higher studies in Canada to easily qualify for Canada PR?

U.A.E. Among Top Countries of Residence For Canada Express Entry Invitations

IRCC innovated the process of Canada Express Entry PR invitees by targeting only those candidates who were eligible for the Canadian Experience Class (CEC) and Provincial Nominee Program (PNP). It is because such candidates are more likely to be physically located in Canada. Also because they are less likely to be impacted by public health measures.

As a direct result, the proportion of Express Entry candidates invited to apply from inside Canada grew from 47% overall in 2019 to 63% overall in 2020.

The top six countries of residence for invitations remained the same as previous years:

  • Canada,
  • India,
  • U.S.,
  • Nigeria,
  • U.A.E., and
  • Pakistan.

Lebanon made the top 10 list for the first time since the Canada Express Entry system was created in 2015.

About 51% Canada Express Entry Applications Completed Within 6 Months

Canada issued a record number of invitations to Express Entry candidates in 2020. In 2020, IRCC issued more than 107,000 Invitations to Apply (ITAs), compared to 2019 when IRCC issued 85,300 ITAs for Canada PR.

But the irony is that the actual number of new PRs brought in through Canada Express Entry dropped to a three-year low. Out of the ITAs issued in 2020, only 63,923 Express Entry applicants and their family members got permanent residence.

In normal circumstances, Canada ends up admitting more PRs than the total ITAs. This is because one Canada Express Entry application can contain the principal applicant and their family members. This explains why 109,601 new permanent residents got admitted in 2019.

IRCC did not meet the processing standard of finalizing 80% of Express Entry applications within six months. The average processing time was nine months, which is one month slower than in 2019.

IRCC adds that about 51% of applications in 2020 were completed within the six-month standard.

More Canada Express Entry Invitees in Tech Occupations 

Following the trend, occupations in Information Technology, and Business and Financial Services continues to dominate the Canada Express Entry invitees. However, 2020 Express Entry draws also invited more Food Service Supervisors and Administrative Assistants to apply for Canada PR.

Canada is also reshaping its immigration policies to bring in gender equality. Both genders applied most often under the CEC. The difference between men and women applicants was more pronounced under the FSTP and least pronounced under the Federal Skilled Worker Program (FSWP).

Statistically, the proportion of women in the Express Entry pool grew to 43% in 2020 compared to 41% in 2019. However, a slightly higher proportion of men than women submitted applications as principal applicants in 2020.

What We Know So Far About Canada Family Sponsorship Visa in 2022

Immigration, Refugees, and Citizenship Canada (IRCC) are yet to furnish complete details about the Canada family sponsorship visa. However, sources have confirmed that Canada is looking to welcome some 23,500 immigrants under the PGP in 2022.

PGP in Canada is a family immigration program to reunite parents or grandparents of foreign-born permanent residents or acquired Canadian citizens.

During the pandemic, IRCC held Canada family sponsorship lotteries in the autumns of 2020 and 2021. In recent years, IRCC has stuck to a lottery system whereby it has randomly selected sponsors. Such sponsors submitted the expression of interest forms on the IRCC website.

Prior to the pandemic, IRCC was exploring other ways to manage the PGP. as the demand to sponsor parents and grandparents far exceeds the number of spots.

For 2020 and 2021, IRCC received some 200,000 expressions of interest forms for family sponsorship. The department is now processing 40,000 applications under the 2020 and 2021 PGP intakes.

It remains to be seen when IRCC will announce the launch of the PGP 2022 and its intake format.

About the Parents and Grandparents Program (PGP) Canada Family Sponsorship Visa 2022

Canadian citizens and permanent residents can sponsor their parents and grandparents to immigrate to Canada. Parents and grandparents who are approved under this program may obtain permanent residency. Further, doors to apply for Canadian citizenship will also open.

To become a sponsor under PGP, applicants must fulfil the following conditions:

  • be 18 years of age or older,
  • be Canadian citizens, permanent residents, or status First Nations, and
  • have the means to support the family member they are sponsoring.

IRCC will process PGP applications in between 20-24 months, even in 2022.

Additionally, IRCC will assess a Sponsor’s Minimum Necessary Income (MNI) to ascertain that they have sufficient income to support all family members for whom they will be financially responsible, including themselves, once they become sponsors.

A signed undertaking for the period of up to 20 years will be required from interested sponsors. This undertaking sets out how long the sponsor will be financially responsible for the family members they are sponsoring from the time they become permanent residents of Canada.

Criteria for becoming a successful sponsor may slightly vary in Quebec.

Canada Express Entry: Biggest PNP Draw Ever for PR

Yet another Canada Express Entry draw targets PNP-only immigration candidates to apply for Canada PR. Immigration, Refugees, and Citizenship Canada (IRCC) held its seventh PNP-specific Canada Express Entry draw on December 10. It targeted only domestic temporary workers or skilled foreign workers with prior provincial nominations.

The 24th PNP-specific Canada Express Entry draw this year resulted in 1,032 invitations to apply for Canada PR. IRCC also lowered the Express Entry cut-off score to less than 700 points, only the second time this year.

Canada Express Entry draws have already resulted in 113,685 invitations to apply for Canada PR in 2021.

Express Entry draws for Canada PR reinvented itself right after the pandemic. IRCC is focussing on inviting temporary residents to apply for Canada PR. Such candidates either qualified under Canada Experience Class or under any one of the Provincial Nominee Programs.

All the invited candidates in Canada Express Entry PNP-draw have demonstrated their connection to a province or territory. It is through familial ties, work experience, or study experience in that province or territory. In order to qualify for the CEC program, temporary skilled workers or recent international graduates must have had at least one year of work experience in Canada.

History of Canada Express Entry Draws

Canada Express Entry has held only 38 PNP-only draws since its launch in 2015.

Generally, the draw size is limited to less than a thousand invitations to apply for Canada PR. However, this draw became an exception.

OVERVIEW OF 211th EXPRESS ENTRY DRAWS

Biggest Draw Size 1,032 invitations to apply for Canada PR. This is the biggest draw in the history of Canada Express Entry PNP-only draws.
Lower Express Entry Cut-off The minimum CRS score required was 698.

Adding 600 points to their base human capital score, candidates effectively required only 98 points to qualify.

Tie-break rule applied? IRCC applies the tie-break rule to avoid disputes in the rankings. This is particularly helpful in cases where two or more candidates end up with the same CRS score.

No tie-break rule was applied.

Off-late, IRCC is giving undue preference to PNP candidates. It is aiming to support and realize the immigration goals of the provinces and territories that otherwise would have failed.

Immigration aspirants choose Canada because of its direct permanent residence pathway. A PR invitation through the provincial nomination route is not a direct pathway, however, will secure your chances of Canada PR. It is through the addition of 600 points for provincial nomination towards their Express Entry profile CRS score.

Apply for Canada PR with Provincial Nomination

Any prospective candidate who seeks to obtain permanent residence in Canada must register on Canada Express Entry online portal.

All the registered profiles are then assessed and ranked based on a Comprehensive Ranking System (CRS).

Such profiles are evaluated on a total of 1200 points. Their human capital like

  • age,
  • education,
  • work experience outside Canada,
  • language proficiency in English/French,
  • spouse adaptability,
  • Canadian study experience, etc. are the metrics for evaluation purposes.
Pavithra is a working health professional with more than 6 years of experience. She entered the Express Entry pool with a CRS score of just 150 points. She had also submitted her profile to the Canadian province of Manitoba. 

Also, Pavithra never worked or studied in Canada. 

Pavithra was soon invited to apply for a provincial nomination. This made her CRS score rise to 750. This is sufficient to receive ITA in this Express Entry draw. 

It is also being discussed that IRCC is looking to clear previous Express Entry backlogs. This is being expedited to include fresh Canada PR applications under FSWP and CEC programs.

However, experts are of the view that the immigration levels in Canada will only increase in the coming years. Canada is aiming to admit more than 110,500 Express Entry candidates in 2022.

Latest British Columbia PNP Draw Issues 318 Invitations to Apply for Canada Immigration

The British Columbia Provincial Nominee Program held a new set of provincial nomination draws on December 07. As a result, 318 new invitations to apply for Canada immigration were issued.

The eligible candidates include foreign workers and international students. They are already registered under the Skills Immigration (SI) and Express Entry BC (EEBC) provincial nominee program streams.

The first general draw issued a total of 267 invitations to apply for Canada immigration.  Candidates with the minimum provincial scores between 71 and 100 points only received invitations. They include Skilled Workers, recent International Graduates or Entry Level and Semi-Skilled workers.

Active profiles in the federal Express Entry pool also received invitations to apply for Canada immigration under this Provincial Nominee Program draw.

The second specialist provincial draws targeted two in-demand occupations:

  • retail and wholesale trade managers (NOC 0621), and
  • restaurant and food service managers (NOC 0631)

About 51 invitees are eligible to apply for Canada immigration with scores of 103 and above.

The provincial nominee program’s Skills Immigration Registration System (SIRS) manages applications under the two skilled immigration programs. Registration and profile assessment based on education, work experience, and language skills form the core selection criteria.

Permanent Residency in Canada through Provincial Nominee Program

The “two-step migration” process is now the most preferable pathway for economic-class immigrants to apply for Canada immigration.

Eligible candidates may qualify for a temporary resident visa and gain work experience in Canada. Based on their Canadian work experience, they may apply for permanent residence either through the provincial nominee program or Canada Experience Class (CEC).

Recent statistics show that the share of those admitted within the provincial nominee program is at 46% and the share of those landing via CEC increased from 8% to 19%, since 2015.

The provincial nomination from British Columbia is valid for approximately six months from the date of confirmation.

During this time period, you can apply with IRCC under the Provincial Nominee Class and receive an invitation to apply for permanent residence through fortnightly Express Entry nomination draws. You may receive an additional 600 points under the Comprehensive Ranking System (CRS) of the Express Entry system.

In fact, the recent Express Entry draws targeted about 613 candidates with prior provincial nominations. All the invites had a minimum CRS score of 737. It meant that they required only 137 points to score on CRS to qualify. The remaining 600 points will be added automatically for receiving provincial nominations.

British Columbia has issued over 11,000 invitations to apply for Canada immigration. The province is only expectingto increase its intake levels next year.

The following must be included in your work experience:

  • In the last five years, you have worked for at least one year (1,560 hours total / 30 hours per week) full-time or an equal length of time part-time (1560 hours over 24 months) in your primary profession or a related sector (the job you want to pursue in New Brunswick).
  • Paid work (Volunteer work and unpaid internships do not count).
