Express Entry: 635 PNP-only Candidates with HIgher CRS 764 Receive ITAs for Canada PR

Canada held yet another program-specific Express Entry targeting more domestic temporary workers or skilled foreign workers with prior provincial nominations.

Immigration, Refugees, and Citizenship Canada (IRCC) in its 17th PNP-specific Express Entry draw in 2021 invited 635 candidates to apply for permanent residence in Canada. IRCC picked all the invitees from the federal pool who already had a provincial nomination.

All the invited candidates have already demonstrated their connection to a province or territory and experience to succeed in the labour market by securing a provincial nomination. Further, they may qualify to receive invitations for permanent residency through the Federal Skilled Worker Program, Federal Skilled Trades Program, or Canadian Experience Class.

Any prospective candidates that seek to register their profile for consideration under the Express Entry system shall be assessed and ranked based on a Comprehensive Ranking System (CRS).

Such profiles are evaluated on a total of 1200 points and considers human capital factors like age, education, work experience outside Canada, language proficiency in English/French, spouse adaptability, Canadian study experience, etc.

Increased Draw Size 635 ITAs for permanent residence which is about 172 ITAs more than the previous PNP-only draws.
HIgher CRS Score Invited candidates had a minimum CRS of 764 points which is 13 points higher than the previous qualifying score of 751 points.
Tie-break rule applied? IRCC applies the tie-break rule to avoid disputes in the rankings in case of two or more candidates in the pool end up with the same CRS score.

Express Entry profile which had the minimum score and was submitted before April 12, 2021, at 12:21:45 UTC were only considered for this draw.

A provincial nomination is a certificate to immigrate to a certain Canadian province to fulfil its labour shortage demand. The invited candidates are required to reside in places as determined by the province, however, with a permanent residence visa, individuals can now reside anywhere in Canada as per their choice.

Many immigration aspirants are known to choose Canada because of its direct permanent residence pathway. A PR invitation through the provincial nomination route is not a direct pathway, however, can guarantee your permanent residency through the addition of 600 points towards their Express Entry profile CRS score.

Applicants are asked to submit their biometrics or attend an interview or submit more supporting documents after receiving an iTA for Canada PR. Upon completion, IRCC issues a Confirmation of Permanent Residence (COPR).

Applicants with COPR can now plan their travel to Canada.

Ansa Mathews is in her early 30s. She holds a bachelor’s degree in Information Technology and has been working as a software developer for more than 10 years in her native country. She has a good IELTS score.

Without any study experience or work experience in Canada, she registered her profile in the Express Entry pool last year in November 2020.

Based on her credentials, Ansa got a provincial nomination from Saskatchewan. With this provincial nomination, her CRS score jumped above the minimum CRS required in this PNP-only Express Entry draws. She qualifies to receive Express Entry invites in this round of nominations.

Express Entry Draws in 2021 – double than 2020 levels

The practice of holding alternate CEC-only & PNP-only nomination draws has yielded better results for Canada as it recorded over 100,000 invitations to apply for a permanent residency last year, despite the pandemic.

Even in 2021, Canada has so far issued nearly 106, 414 ITAs for PR and is already close to achieving its annual target of 108,500 Canada PR invitations through Express Entry.

Canada regularly held fortnightly Express Entry draws in 2021, however, did not favour immigration aspirants who qualified under the Federal Skilled Worker Program (FSWP)  & the Federal Skills Trades Program (FSTP).

FSWP candidates are mostly foreign skilled workers who do not have work experience inside Canada and do not hold a job offer in Canada. However, they may qualify for direct permanent residency based on their age, language proficiency, education, and relevant work experience abroad.

Federal Elections Canada 2021: All Major Political Parties Routing for Immigration

The current minority government at the federal level headed by Justin Trudeau has called for fresh federal elections on September 20, two years ahead of the legally mandated time.

Unlike other developed countries in the west, the election campaigning in Canada is not centered on whether the country should accept immigrants, but how Canada can best welcome them. Canada already has set an ambitious immigration levels plan to target over 1.2 million immigrants over the next three years.

Conservation Party Promises To Speed Up Application Processing

The Conservation Party is identified as politically centre-right and currently the main opposition party at the federal level. Erin O’Toole is the leader of the party who has won elections in immigrant-rich regions in the past.

The Conservatives realise the importance of immigration to build & sustain the economy and demography. They call for speeding up the overall application process time by reducing red tape, streamlining applications, and using resources to their full potential. They would also look to scrap the lottery system for the Parents and Grandparents Program (PGP), and replace it with a first-come, first-served model if voted to power.

Conservatives would allow foreign family members of Canadians to live in Canada for up to five years without permanent status. Family members would be able to renew their stay for additional time as long as they purchase health insurance.

New Democratic Party Promises to Improve Settlement Services

The New Democratic Party is a left-leaning party on the political spectrum. In their election campaigning, the party identifies gaps in the Parents & Grandparents Program (PGP) and promises to improve it. They call for improving foreign credential recognition services. They also promise to work closely with the employers in Canada to prioritize pay equity and end wage discrimination among immigrant women.

The party has also raised concerns about unscrupulous immigration consultants and has taken a call to regulate the industry if given a chance at the federal level.

New Brunswick To Hold Information Session for Nurses & Their Family to Immigrate This Fall 2021

New Brunswick is one of four Atlantic provinces of Canada, the others being Nova Scotia, Newfoundland and Labrador, and Prince Edward Island.

Registered Nurses (NOC 3012), Licensed Practical Nurses (NOC 3233) and personal support workers are usually in great demand in New Brunswick. The Canadian province attracts a high number of foreign healthcare professionals as well as their families with attractive employment opportunities in either official language (English or French).

The Canadian province of New Brunswick is planning to host virtual immigration information sessions to benefit thousands of immigration aspirants from Asian countries.

The information sessions serve as a platform for Nursing professionals and their family members to know in detail about the requirements of qualifying for various economic immigration programs of the province, as well as the professional immigration pathways that will be open this Fall 2021, i.e. September-December.

Other Ways To Qualify For Canadian Immigration for Nurses

Healthcare professionals can qualify to receive a direct permanent residency (PR) in Canada through Express Entry under two immigration programs: the Federal Skilled Worker Program (FSWP) and the Canada Experience Class (CEC). 

If not a job offer in Canada, Nursing professionals will be required to demonstrate enough work experience outside Canada or within Canada and also score at least CLB 7 in English or NCLC 7 in French on all four language competencies: reading, writing, speaking and listening.

Applying for Canada PR through a successful provincial nomination is also a popular pathway for immigration. It can open the doors for receiving permanent residence in Canada and eventually Canadian citizenship in due course of time. 

Canada Provincial Nominee Programs (PNPs) are unique to every province and align with the federal Express Entry as ‘enhanced’ or ‘base’ nomination streams. 

‘Enhanced’ streams are linked to the Express Entry system and this allows provinces to directly nominate an eligible candidate who is registered in the federal pool. The advantage for Express Entry candidates to get the provincial nomination through such ‘enhanced’ streams is that they gain 600 points on their CRS score, effectively ensuring their ITA for Canada PR.

‘Base’ streams are those that are not linked to the Express Entry system. They include New Brunswick Internationally Educated Nurses (IEN), British Columbia’s Healthcare Professional (Skills Immigration pathway), Quebec’s Regular Skilled Worker Program, and the Quebec Experience Program are all avenues that nurses can pursue.

The process for an internationally educated nurse (IEN) to become licensed to practice as a licensed practical nurse (LPN) or a registered nurse (RN) in New Brunswick can take between 12 and 24 months.

Additionally, Atlantic Immigration Pilot Program (AIP) provides an alternative pathway to work & settle in New Brunswick. Further, it was only recently reported that AIP has been successful in improving the short-term outcomes for immigrants.

New Tech Draw from British Columbia Invites 74 Immigration Candidates

British Columbia Provincial Nominee Program (BC PNP) held a new Tech draw on August 24 to invite immigration candidates working in key tech occupations to apply for provincial nominations.

74 Immigration candidates having work experience and a valid job offer in one of 29 eligible occupations including Web designers & developers, Engineers, Audio technicians, etc. were invited to this draw. They required a minimum provincial score of 80 points.

All the invited candidates met the requirements of either Express Entry or Skills Immigration categories, managed by the Skills & Immigration Registration System (SIRS). 

Qualify for BC PNP Tech Program 

British Columbia had recently made this pilot Tech program into a permanent residence program. This is expected to boost the immigration for in-demand tech workers and international students in the province. 

Since the start of 2021, the province had issued 7,601 invitations to apply for provincial nominations. A successful provincial nomination will guarantee an invitation to apply for permanent residence in subsequent draws. 

In order to qualify for the program, candidates need to be registered in one of B.C.’s existing provincial immigration streams and have a valid job offer of at least 12 months in one of 29 eligible occupations to qualify for this stream. 

Candidates who are invited to apply for a provincial nomination will need to submit a complete application. Once this is done, most tech applications will be processed within two to three months. After receiving a nomination confirmation from the province, they can apply for permanent residence from Immigration, Refugees, and  Citizenship Canada (IRCC) under the Provincial Nominee Program Class.

Ontario PNP Invites 329 Masters Graduate to Apply for Provincial Nominations

The Canadian province of Ontario held a new provincial draw under its ‘base’ masters graduates provincial stream on August 25.

The ‘base’ masters graduates provincial stream allows recent International student graduates holding a master’s degree from an eligible Ontario institution to register for immigration. 

All the 329 invited candidates required their Expression of Interest (EOI) score to be above 37 in order to secure their invitation for a provincial nomination. A provincial nomination is no less than a guarantee to obtain a Canadian permanent residence (PR) visa.

Invited candidates now have about 14 days to complete the application process and pay the application fee of $1,500. 

About Ontario Masters Graduate Stream

Canada’s vibrant labour market continues to attract more global students to immigrate to Canada for work & study. Data from Statistics Canada reveals that three out of every 10 international students transition to permanent residency in Canada within just 10 years of first receiving their study permit.

Ontario Masters Graduate stream was launched earlier this month to retain more international students. August 25 PNP draw was the second draw extending invitations for provincial nominations to masters graduates. 

Any aspirants willing to be considered for the Master’s Graduate stream will have to sign up with Ontario’s e-Filing Portal and register their expression of interest (EOI). All EOI profiles are ranked based on age, education, work experience, language proficiency among others. The province may also allocate 10 points at its discretion to respond to labour market needs.

Aspirants need not have a job offer to apply, however, they need to apply for the nomination within two years of graduating. Currently, Ontario recognises only recent graduates from the following universities eligible for nomination:

Reality Check: How is Travel Relaxations Helping Immigration to Canada?

“As of June 21, 2021, you’re exempt from travel restrictions, no matter what date we issued your COPR, if you’re, travelling to Canada with a valid COPR and coming to live and settle permanently”, reads the official instructions from the Government of Canada. Canada is also in the process of allowing fully-vaccinated tourists on discretionary travel to the country from September 7, 2021.

The travel relaxations introduced by the government in view of the decline in COVID-19 cases will help Canada fulfil its immigration levels plan of welcoming over 401,000 new immigrants annually till 2023. 

In fact, Canada recorded its strongest month for new Permanent Resident (PR) arrivals, as per the data entries by the immigration, Refugees, and Citizenship Canada (IRCC). Canada has admitted some 184,000 newcomers so far in 2021 and the regular conduct of nomination draws is helping significantly towards the cause. 

We’re ahead of where we expected to be at this point in the year, and we are going to continue to accelerate the pace of landing new permanent residents,” Immigration Minister Mendicino said. 

The concern about expired COPR-holders still remains as several Permanent residency applicants, who were approved on or after March 18, 2020, are still waiting to hear from IRCC for answers as to when they will be re-issued travel documents and be able to start their new lives in Canada.

IRCC took 10 months to contact nearly 10,000 individuals who received their COPR before March 18, 2021. Individuals with expired COPRs issued after March 18, 2020, can expect to receive instructions from IRCC in the coming months for the re-issue of travel documents. 

Confirmation of Permanent Residence (COPR) is Different from Approved Permanent Residents

Approved permanent residents hold a Confirmation of Permanent Residence (COPR), which means they passed the “entire permanent residency process” including medical exams, federal government security, safety checks and were approved by IRCC. All they have to do is physically enter Canada and officially become permanent residents.

Due to public health concerns, Canada imposed travel restrictions on March 18, 2020, with certain exemptions. However, between March 18, 2020, and June 21, 2021, approved permanent residents were not allowed to come to Canada. 

Foreigners holding a COPR are not allowed into the country if their documents were issued after Canada closed its border. They must be exempt under some other condition, like coming to reunite with family, or they must be residents of the U.S.

Each client’s situation is unique and needs to be reviewed on a case-by-case basis to ensure that they have valid visas for travel. In order to minimize the chance that they will encounter issues when they seek admission as permanent residents at the border, a broad extension for expired COPRs is not feasible,” IRCC media relations said.

IRCC has asked the expired COPR-holders to not contact them and wait for IRCC to send an email asking expired COPR holders if they still want to travel. IRCC will give them 10 days to respond. Eventually, IRCC will ask them for medicals and passports, if required. IRCC will issue their renewed documents only upon a positive response from the applicants. 

Family Class Applicants Will Be Prioritized 

In a media release, IRCC asserted that Family class applicants will be prioritized. Only then individual clients will be contacted based on the date they applied for permanent residence.

According to an IRCC spokesperson, as of July 11, 2021, all pre-March-18 COPR holders who were eligible for an extension have been contacted. 

In a time when many expired COPR holders are left to their faith as they cannot make concrete plans for their future in their home country, nor in Canada, even after getting approval for permanent residency, CanApprove sees a bright future for you in Canada.

The new Saskatchewan draw targeted 452 candidates with work experience in one of 65 occupations.
August 19, 2021 496 immigration candidates were invited to apply for a provincial nomination under the Express Entry and Occupations In-Demand sub-categories.

Additionally, The federal minister was joined by Newfoundland and Labrador Premier Andrew Furey in an announcement that sought a one-year extension to the federal government’s immigration agreement with Newfoundland & Labrador (N&L) until July 31, 2022. N&L could have welcome 5,100 new immigrants annually by 2026.

Best Alternative Pathway for Canada PR

Canada PNP is the best alternative to federal Express Entry programs. Upon successful provincial nominations, Express Entry candidates are effectively guaranteed an invitation to apply for permanent residency by an addition of 600 CRS points.

Furthermore, some of the mentioned PNP categories like Express Entry & Occupation In-demand subcategories under Saskatchewan do not require a job offer or even a work experience in Canada to apply.

Australia Issues Third SkillSelect Draw Inviting Engineers, Accountants

Australia held its first SkillSelect round of nomination draws on July 26 during the program year 2021-22.

The latest Australia SkillSelect draw resulted in a total of 750 invitations given to eligible candidates. Among the invited were 250 under the Skilled Independent visa(subclass 189) candidates and 500 under the Skilled Work Regional(Provisional) visa (subclass 491) Family-Sponsored candidates. 

Subclass 189 visa allows foreign workers with specific skills in demand to work and settle permanently anywhere in Australia. Successful applicants are eligible to apply for Australian citizenship in due course of time. A restricted version is the subclass 491 visa. It allows up to 5 years of life, work and study in a designated regional area of Australia. One can apply for permanent residence after 3 years.

July 26 draw required Subclass 189 candidates to get a minimum score of 80, and Subclass 491 candidates required a minimum score of 65 to qualify for invitations.

It is expected that invitation rounds for Skilled Independent (Subclass 189) visa and Skilled Work Regional(Provisional) visa(Subclass 491) will continue to be held every quarter. 

Australia is Yet to Allow Foreign Travellers

Even though South Australia opened nominations for Business & Skilled Immigration Programs, Australia has yet to open up to foreign travellers fully. The government has said Australia would not re-open until at least 80% of its population is vaccinated, likely to be sometime next year. The current total is 19%. More than half of Australia’s 26 million people are currently in lockdown, mostly Sydney, Melbourne, and Brisbane.

Minimum CRS Drops To 403 in Latest CEC-only Express Entry Draws For Canada PR

Immigration, Refugees, and Citizenship Canada (IRCC) continue to hold back-to-back program-specific Express Entry nomination draw on August 19, even as Canada enters its next phase of border relaxations.

The practice of holding alternate CEC-only & PNP-only nomination draws has yielded better results for Canada as it recorded over 100,000 invitations to apply for a permanent residency last year, despite the pandemic. It is even more interesting to note that IRCC is already close to achieving its annual target of 108,000 Canada PR invitations through Express Entry in 2021 only by holding alternate draws. 

While the last time, IRCC managed to invite 463 PNP-only candidates, the August 19 draw invited a new batch of candidates from the federal pool with prior work experience inside Canada to apply for permanent residency (PR).      

August 19 Express Entry is historic for the fact that this is the 202nd draw since the Express Entry system was launched in 2015 to manage three federal immigration programs for Canada PR: the Federal Skilled Worker Program (FSWP), the Canadian Experience Class (CEC), and the Federal Skills Trades Program (FSTP). 

Overview of latest CEC-only Express Entry Draws

  1. Draw Size Shrinks: Canada maintained a lower draw size of 3,000 candidates, unlike the previous CEC-only draw. However, earlier CEC-only Express Entry draws in 2021 have invited up to 6,000 candidates to apply for permanent residency in a single draw. 

All the invited candidates have already demonstrated their work experience of at least one year inside Canada. International students, temporary skilled workers are known to be the largest beneficiary under the CEC program.

  1. Decreased Qualifying Score: Any prospective candidates that seek to register their profile for consideration under the Express Entry system shall be assessed and ranked based on a Comprehensive Ranking System (CRS). 

Such profiles are evaluated on a total of 1200 points and considers human capital factors like age, education, work experience outside Canada, language proficiency in English/French, spouse adaptability, Canadian study experience, etc. Those who receive provincial nominations through ‘enhanced’ PNP streams will get an additional 600 points towards their CRS score. 

August 19 draw selected candidates having a minimum CRS score of 403 which is known to be the second-lowest qualifying score in the history of Express Entry draws since 2015. 

Previously, Express Entry qualifying CRS fell down to mere 75 points and opened up invitations for nearly 27332 CEC-only candidates to apply for Canada PR. 

  1. Tie-Break Rule: IRCC applies a tie-break rule to avoid disputes in the rankings in the case where two or more candidates are awarded the same CRS score. This draw invited candidates who had a minimum score of 357 and only if they submitted their Express Entry profile before August 01, 2021, at 10:13:57 UTC.

She scored well in English proficiency. On entering the Express Entry pool, she obtained a score of 456 which is sufficiently higher to qualify for Canada PR in this draw. 

Why Program-specific Express Entry Draws? 

IRCC has regularly held Express Entry draws in 2021. Only program-specific draws linked to either Provincial Nominee Program (PNP) or Canada Experience Class (CEC) have been held so far, thereby ignoring the candidates who qualified under the Federal Skilled Worker Program (FSWP). This may be largely due to the COVID-related travel restrictions internationally. 

FSWP candidates are mostly foreign skilled workers who do not have work experience inside Canada and do not hold a job offer in Canada. However, they may qualify for permanent residency based on their age, language proficiency, education, and relevant work experience abroad. 

Canada is set to welcome 108,500 new immigrants through Express Entry-managed programs in 2021 alone. So far, IRCC has already issued over 105,779 ITAs for Canada PR.

While the last time, IRCC invited 3,000 CEC-only candidates, the August 18 draw invited a new batch of candidates from the federal pool with prior provincial nominations to apply for permanent residency (PR).      

Overview of PNP-only Express Entry Draws

The latest Express Entry round of invitations is the 201st draws since its introduction in 2015. A brief summary of the nomination draw is as below: 

  1. Bigger Draw Size: Canada issues 463 invitations to apply (ITAs) for permanent residency (PR) exclusively to those candidates in the federal pool who had already received provincial nominations. The previous PNP-only draw held two weeks ago issued 512 ITAs for Canada PR. 

A provincial nomination is a certificate to immigrate to a certain Canadian province to fulfil its labour shortage demand. It is mainly issued by the concerned provincial government to fast-track one’s application to permanent residency in Canada which remains under the exclusive jurisdiction of the federal government. 

All the invited candidates have already demonstrated their connection to a province or territory and experience to succeed in the labour market by securing a provincial nomination. Further, they may qualify to receive invitations for permanent residency through the Federal Skilled Worker Program, Federal Skilled Trades Program, or Canadian Experience Class

The 201st Express Entry draw required candidates to have a lower qualifying CRS score of 751 points than the previous 760. However, when compared to qualifying scores in CEC-only draws, candidates would only be required to score 151 points in actual terms. Additional 600 points get automatically added to their overall CRS score upon receiving a successful provincial nomination.  

  1. Tie-Break Rule: IRCC applies a tie-break rule to avoid disputes in the rankings in the case where two or more candidates are awarded the same CRS score. This draw invited candidates who had a minimum score of 734 and only if they submitted their Express Entry profile before April 13th, 2021 at 16:29:29 UTC.
Mohammed Rusul is in his mid-30s and holds a master’s degree in Computer Science. He scored well in the IELTS English proficiency tests. Without any study experience or work experience in Canada, he had registered his profile in the Express Entry pool last year around September 2020. 

Based on his credentials, Rusul received a provincial nomination from British Columbia. With this provincial nomination, his CRS score jumped above the minimum CRS required in this PNP-only Express Entry draws. 

Canada Issued 16 PNP-only Draws in 2021

Only program-specific draws linked to either Provincial Nominee Program (PNP) or Canada Experience Class (CEC) have been held so far. This led to neglecting of candidates who qualified under the Federal Skilled Worker Program (FSWP). This is largely due to public health restrictions & related travel restrictions internationally. 

FSWP candidates are mostly foreign skilled workers who do not have work experience inside Canada and do not hold a job offer in Canada. However, they may qualify for permanent residency based on their age, language proficiency, education, and relevant work experience abroad.
