Canada Remains on Track to Welcome 401,000 New Permanent Residents in 2021

Canada recorded yet another strongest month for new permanent resident (PR) arrivals by welcoming nearly 40,000 immigrants in July 2021.

Marco Mendicino, the Immigration Minister of Canada made this announcement in a telephonic interview with Reuters.  the federal government revealed that Canada welcomed about 39,500 new immigrants in July, even more than the 35,700 admitted in June.

“We’re ahead of where we expected to be at this point in the year, and we are going to continue to accelerate the pace of landing new permanent residents,” Mendicino said. He further asserted, “We are going to deliver on that goal.”

Canada is pursuing its most ambitious immigration plan in Canadian history as it intends to welcome over 1.2 million new immigrants by the end of 2023. It seeks to welcome more newcomers to support Canada’s post-COVID economic recovery as well as support the ageing demography. 

So far, Canada has admitted some 184,000 newcomers this year. Regular conduct of nomination draws has helped significantly towards the cause. 

What does it mean for Canadian Immigration?

The levels welcomed in July and June are higher than usual. Reports claim it to be among the highest monthly totals in Canadian history. 

Experts now think that Immigration, Refugees, and Citizenship Canada (IRCC) will play catch-up to achieve its target of 401,000 new immigrants this year. The last time Canada achieved this feat was in 1913 when it admitted 401,000 new immigrants into the country. 

IRCC will need to land an additional 217,000 newcomers in the remaining five months of 2021, which is an average of 43,400 per month.

Ever since the imposition of public health restrictions last year, Canada has been favouring a domestic pool of temporary workers and international skilled graduates to nominate for permanent residency. 

The opening of Canadian borders to fully vaccinated tourists has raised hopes among the overseas immigration aspirants to be considered for PR nominations through the in-famous Federal Skilled Worker Program (FSWP) & the Federal Skill Trades Program (FSTP). 

The minority government led by Trudeau is expected to seek a September 20 election – two years ahead of schedule yet is not expected to have any significant impact on immigration. Canada continues to welcome more international students to graduate and work in the country. With a Canadian work experience of at least one year, they are eligible to apply for Canada PR.

Canada’s Extension of Agreement with N&L To Boost Foreign Immigration in Atlantic Canada

The Canadian government is at the helm of affairs to steer foreign immigration to the country at an all-time high. Following a series of measures to boost immigration post-pandemic, Immigration Minister Marco Mendicino made a significant announcement, earlier on August 12, to strengthen the Newfoundland & Labrador Provincial Nominee Program (NLPNP).

The federal minister was joined by Newfoundland and Labrador Premier Andrew Furey in an announcement that sought a one-year extension to the federal government’s immigration agreement with Newfoundland & Labrador (N&L) until July 31, 2022. 

We want more newcomers to choose Newfoundland and Labrador to work and settle in our increasingly welcoming and diverse communities,” Gerry Byrne, N&L’s Minister of Immigration, says in an IRCC press release.

It is standard practice for all Canadian provinces to have such agreements with Immigration, Refugees and Citizenship Canada (IRCC). These agreements ensure that immigration policies respond to help meet federal and provincial objectives, for instance, fill vacant positions in the job market that cannot be filled with available local talent.

Byrne also mentioned, “This extension of the existing Canada-Newfoundland and Labrador Immigration Agreement allows us time to negotiate a new agreement, one that will accelerate our work with federal partners to achieve this province’s ambitious goal for immigration by welcoming 5,100 newcomers annually by 2026.”

While the federal government has the final say on who gets to immigrate to Canada, provinces are more in tune with the economic and population needs of their own regions. Canadian provinces enjoy the power to issue provincial nominations to desirable immigrants to work & settle in the province. These provincial nominations will effectively guarantee an invitation to apply for Canadian permanent residency in a quick time.

Qualify for Provincial Nomination Under N&L PNP

N&L will continue to work with the federal government on the old terms to deliver initiatives that have already been started. 

Newfoundland and Labrador are among the four Atlantic provinces that have historically experienced lower immigration levels. With the following immigration categories, the NLPNP is looking to accept more immigrant applications:

  • Newfoundland & Labrador Express Entry Skilled Worker
  • Skilled Worker Category
  • International Graduate Category
  • International Entrepreneur Category 
  • International Graduate Entrepreneur Category 
  • Atlantic Immigration Pilot Program (federal program)
Through both the AIP and the NLPNP, Newfoundland and Labrador have gained about 275 new employees and 300 family members so far this year. Also, the province invited nearly 400 people in the health care sector to apply for permanent residency as part of the Priority Skills Newfoundland pathway. 

In the coming weeks, Newfoundland will extend invitations to professionals in the tech and aquaculture sectors.

Like many other Canada PNP, N&L also offers ‘enhanced’ & ‘base’ provincial streams.

The ‘base’ streams select candidates who apply directly to the province seeking a nomination. Upcoming Canadian Federal Elections Unlikely To Impact Immigration

The current minority government formed by the Liberals and headed by Justin Trudeau has called for fresh federal elections on September 20.

The government is not required to call for an election until 2023. However, polls suggest that support for the Liberals is high and it could be the right moment for the Liberals to win a majority that they had lost in the 2019 federal elections. 

The seat share among the 338 seats of the Canadian Parliament from the 2019 election is as follows:

  • Liberals won 157 seats
  • Conservatives won 121 seats
  • Bloc Québécois won 32 seats
  • New Democratic Party (NDP) won 24 seats
  • Green Party won 3 seats
  • An Independent candidate won 1 seat

Current State of Canadian Immigration

With the improvement in the COVID-19 pandemic situation in Canada, the country has announced to allow full-vaccinated travellers to enter without any quarantine requirements. Travellers must have the recommended dosage of a vaccine approved for use in Canada. Alberta Nominates 148 Express Entry Candidates With CRS 300 for Canada PR

The Alberta Immigrant Nominee Program (AINP) held an Express Entry nomination draw on July 27, keeping the spirits of welcoming foreign immigration high.

The provincial program extended 148 invitations to apply (ITA) for a provincial nomination. All these invitations were issued to candidates having an active Express Entry profile. They are now one step closer to applying for permanent residence (PR) in Canada.

The federal Express Entry system is an application management database to streamline federal immigration programs that offers direct permanent residency to foreign applicants. It manages applicants under three federal programs – the Federal Skilled Worker Program (FSWP), the Federal Skilled Trades Program (FSTP), and the Canadian Experience Class (CEC).

CanApprove has observed several Canadian immigration aspirants apply for study in Canada and gain work experience through Post Graduate Work Permit (PGWP). After gaining full-time work experience of at least one year in Canada, they qualify under CEC for Canada PR.

Alternatively, immigration aspirants look to receive provincial nominations based on their education and work credentials obtained in Canada.

All the registered profiles receive a score based on the Comprehensive Ranking System (CRS). Candidates get points for factors including their age, education, work experience, language ability in English or French, and others. The varying scores will help the government determine a prospective immigrant to succeed in Canada’s labour market.

There are two significant advantages of receiving a provincial nomination under AlNP:

  • Qualifying CRS score remains as low as 300, unlike any other provincial draws,
  • Those who receive the provincial nomination will automatically get 600 CRS points added to their overall score.

It means that candidates are effectively guaranteed an invitation to apply for permanent residence in the upcoming federal Express Entry draw. As a matter of fact, the previous Express Entry draw targeted 512 candidates with prior provincial nominations to apply for permanent residency.

Direct Immigration to Canada Through AINP Express Entry Stream

Issuing a permanent residency certificate is the exclusive domain of the federal government.

However, provincial governments provide an alternate pathway for obtaining Canada PR through Canada PNP; one particular case is Alberta Express Entry Stream.

Alberta Express Entry stream is classified as enhanced PNP under the AINP. It is exclusively for Express Entry candidates who had already submitted their Expression of Interest (EOI) to Alberta.

Major requirements to receive provincial nominations under this stream include strong ties to Alberta. It includes family ties or graduation from any University or College in Alberta or those who can support the government’s economic development and diversification priorities.

Candidates are also required to have adequate work experience in an eligible occupation. The AINP only provides a list of occupations that are ineligible for the stream’s requirements.

Canada’s Economy Added 94,000 Jobs in July, Approaches Pre-Pandemic Levels

Canada’s economy is recovering and immigration levels in the labour job market are reaching pre-pandemic levels. Coupled with Canada’s favourable immigration policies to support its ageing demography, Canada is welcoming a high rate of foreign immigrants to study, work and settle permanently in the country.

The latest Labour Force Survey for July released by Statistics Canada examined Canada’s labour market conditions during the week of July 11 to 17 as public health restrictions across Canada were significantly reduced due to low case counts and high rates of vaccination. 

Thanks to boosting the private sector, Canada was able to add nearly 94,000 jobs in July. The provinces of Ontario, Manitoba, Nova Scotia and Prince Edward Island witnessed an increase in employment. The current employment is 1.3 per cent under February 2020 levels.

The report finds that the number of very recent immigrants participating in the labour force has returned to 2019 levels, making up almost 4 per cent of the total labour force between January and July. The report refers to immigrants who have landed within the past five years as “very recent” immigrants.

Canada Eases Restrictions for International Travellers

Here’s a quick summary of new travel relaxations in Canada provided the COVID situation remains under control:

  • Fully vaccinated U.S. tourists can enter Canada started August 9
  • The hotel quarantine policy ended August 9
  • Fully vaccinated children of Canadians, and other exempt travellers to have amended quarantine started August 9
  • Fully vaccinated tourists from all countries can enter September 7
  • More airports accepting international flights. 

Full-vaccinated travellers are those who have been injected with the recommended dosage of a vaccine approved for use in Canada. Currently, Canada accepts the following vaccine manufacturers: Astra Zeneca, Pfizer, Moderna, and Janssen (Johnson & Johnson). 

Further, such individuals are required to submit their proof of vaccination and travel documents to government officials through the ArriveCAN application, before arriving in Canada. These documents must be in French or English, otherwise, a certified translation copy is also accepted.

Canada even recorded its strongest month for new permanent resident arrivals. The data recorded by Immigration, Refugees, and Citizenship Canada (IRCC) analyzed the immigration trends in the month of June 2021 and found over 35,000 new entries in one month.

These include “the authority for vigorous oversight, investigations and the means to root out fraudulent immigration and citizenship consultants and hold them accountable for their actions,” explained the press release. 

The College will ensure that immigration and citizenship consultants operate in a professional and ethical manner. It will have the authority to enter the premises of a consultant for investigation when any wrongdoing is suspected and the ability to request court injunctions against unauthorized consultants. The Government is also planning to entrust the College with: 

  • implementing mandatory and robust training courses for those wishing to obtain immigration and citizenship consulting license; 
  • introducing transparency on fees; 
  • establishing a better system for people to make formal complaints, and 
  • creating a victims compensation fund.

New Saskatchewan PNP Draws Targeted 452 Candidates with Work Experience

Saskatchewan held a nomination PNP draw on August 5, inviting eligible immigration candidates to apply for a provincial nomination for Canadian permanent residence (PR).

All the candidates have been invited under the ‘enhanced’ Express Entry & ‘base’ Occupations In-Demand Saskatchewan PNP streams.  

‘Enhanced’ Express Entry Stream: Out of the total 452 invitations, 171 invitations went to candidates who already had their profiles in the federal Express Entry pool. Currently, the province has a list of 65 in-demand occupations

The federal Express Entry pool is a database of interested applicants willing to obtain permanent residence in Canada. Originally, the federal pool of candidates manages three of Canada’s main economic-class immigration programs: the Federal Skilled Worker Program, the Federal Skilled Trades Program, and the Canadian Experience Class. 

However, certain streams under the Provincial Nominee Programs (PNPs) can select candidates from the pool. 

‘Base’ Occupations In-Demand Stream: Out of the total 452 invitations, 281 invitations went to candidates who have specific work skills that are in demand in Saskatchewan. 

Those candidates who barely qualify to register a federal Express Entry profile may be nominated under the Occupations In-Demand sub-category.

How To Get Nominated In Future Saskatchewan PNP Draws? 

In order to be considered for nominations under the upcoming Saskatchewan Immigration Nominee Program (SINP) draws, candidates must register their Expression of Interest (EOI) profile with the provincial authority. 

Candidates need to demonstrate their commitment to meaningfully settle in Saskatchewan by demonstrating their work experience, education, language ability, age, and connections to the province.

Saskatchewan gives candidates a score out of 100 according to the International Skilled Worker Points Assessment Grid. The province favours candidates with bilingual capability in both English and French. The highest-scoring candidates are then issued an invitation to apply for a provincial nomination from Saskatchewan.

Regardless of the provincial category, all invited candidates need an EOI score of at least 80 in order to be invited. It is also to be noted that the points requirement is that all the invited candidates must have valid Educational Credential Assessments.

Additionally, candidates already in the federal Express Entry pool need to register another EOI and choose Saskatchewan. 

On successfully receiving an invitation to apply (ITA) for a provincial nomination, candidates are awarded an additional 600 points toward their Comprehensive Ranking System (CRS) score. It will effectively guarantee an ITA for Canada PR in the subsequent Express Entry draw conducted by IRCC.  

The province had already invited a total of 4,637 immigrants in 2021 to submit their applications for provincial nominations. We could see Canada inviting over 80,000 new permanent residents through various PNP streams. This would include business entrepreneurs, international students graduates in that province, foreign skilled workers, specifically skilled tech workers, critical workers, etc. Moreover, throughout 2021 so far, IRCC has been inviting only those candidates for permanent residency who had a prior provincial nomination or work experience in Canada.

Masters and Ph.D. International Student Graduates Can Now Apply Through EOI System for an Ontario PNP

In recent years, Canada has emerged as the most sought-after destination for international students to migrate and study in Canada. Canadian laws are liberal to offer work permits and eventually permanent residency to recent graduates.

In one such instance, Ontario Immigrant Nominee Program (OINP) has now extended its new Expression of Interest (EOI) system to its other base provincial streams – Masters Graduate and Ph.D. Graduate streams. 

Ontario graduates with job offers in the province can now register for a chance to get a provincial nomination through two more immigration programs.

Last year, OINP introduced an EOI system to its Employer Job offer Category: In-Demand Skills, International Student, and Foreign Worker streams. 

The latest announcement by OINP is expected to benefit Masters Graduate and Ph.D. Graduate candidate in the province to try out their chance at provincial nomination. They can now enter their profile & interest for nominations in the Ontario system. These profiles are further assessed and ranked on a scoring matrix on factors like education, work experience, and intended destination in Ontario. The highly ranked candidates are nominated in subsequent PNP draws to apply for provincial nominations. 

Profiles are valid in Ontario’s EOI pool for 12 months. 

In the official press release, Ontario meant for “more strategically managing the intake, increase the OINP’s labour market responsiveness, and better respond to regional labour market needs.” through the introduction of a new EOI system. 

What is an Expression of Interest system? 

As for the previous system in Ontario, the “first come, first served” approach has faced much criticism on the grounds that it provides differential access to the less privileged. The criticism is also based on the receipt of applications. It more so often happens that program categories like Employer’s job offer: International student stream, Foreign Worker stream reach its registration limit just hours after opening.

The new EOI system is expected to overcome the present challenges. As a first step, interested applicants will now be placed in a pool. Following this, the individuals will be asked to provide personal and other labour market and human capital information. 

Based on the above information will the candidates be evaluated, scored, and ranked. OINP will review the scores and select profiles above a uniquely determined cut-off score in each EOI draw. 

This shall form the basis of Invitation to Apply (ITA) for permanent residence.

South Australia Open Nominations for Business & Skilled Immigration Programs

As per recent updates by the South Australian government on immigration, offshore, onshore applicants can apply for RoI (Registration of Interest) for state nominations in South Australia.  

  • Offshore applicants: Skilled Work Regional (Provisional) visa Subclass 491
  • Onshore applicants: Visa Subclass 491 and the Skilled Nominated Visa Subclass 190
  • Australia business visa subclass 188

South Australia covers some of the aridest parts of the continent. The state’s capital is Adelaide and is the most populated region as well as concentrated with high-skilled immigrants and foreign business investors.

Under the 2021-22 Migration Program planning levels, South Australia got a total of 6,200 visa spaces for state nomination.

  • For Skilled Work Regional [subclass 491] visa: 2,600 visa spaces
  • For Skilled Nominated [subclass 190] Visa: 2,600 visa spaces
  • For Business Innovation and Investment Program [BIIP]: 1,000 visa spaces

Skilled Migration Program 2021-2022

The skilled migrants in South Australia (SA) include immigrants under the Talent & Innovators program, International Graduate of South Australia, or those currently working in South Australia (including long-term residents in SA). 

Such applicants, especially offshore applicants are required to have a Certificate for proficiency in English and 2-8 years of work experience (based on priority) related to the occupation, in order to be considered for state nominations by SA. International graduates meeting all the state’s study requirements of South Australia will receive additional points when applying for any of two visa subclasses.

Relaxations Made in Business Innovation & Investment Visa 

For the new 2021-2022 program year, the government of South Australia has removed 2 steps from the application process that had been used in the previous 2020-2021 program year. 

The government has done away with a mandatory requirement of arranging an exploratory visit to South Australia and also remove the requirement for submitting an Intention to Apply [ITA] form.

Applicants under BIIP (subclass 188) visa will be assessed in 4 quarterly periods: 

  • Round 1 Assessments: From August 2, 2021, to September 24, 2021
  • Round 2 Assessments: From October 25, 2021, to December 17, 2021
  • Round 3 Assessments: From January 31, 2022, to March 25, 2022
  • Round 4 Assessments: From May 2, 2022, to June 24, 2022

New PNP Draws Push British Columbia To Issue Over 7000 Provincial Nominations in 2021

British Columbia Provincial Nominee Program (BC PNP) held a new nomination draw on August 03 to invite 374 immigration candidates to apply for provincial nominations.

The province conducted two back-to-back draws, a trend that began in February 2021. In the first general draw, British Columbia invited a major portion of the total draw size – 361 candidates with the minimum provincial scores between 74 and 91 points. It was held under Skills Immigration (SI) and Express Entry British Columbia (EEBC) categories. 

The second specialist draw resulted in targeted nominations. Eligible candidates under SI and EEBC categories and whose occupation falls under retail and wholesale trade managers (NOC 0621) as well as restaurant and foodservice managers (NOC 0631) were invited. The draw resulted in 13 invitations to apply for provincial nominations with scores of 107.

British Columbia had justified the need to hold a second occupation draw in the past. According to information released by the province, this second draw is due to a high number of people registered in the BC PNP Skills Immigration Registration System (SIRS) with these two occupations. The second draw is expected to balance the needs in all sectors of the provincial labor market.

7041 Invitations were Issued Through Various BC PNP Streams

A mix of candidates belonging to Skilled Worker, International Graduate as well as Entry Level and Semi-Skilled sub-categories of SI and EEBC streams were nominated in these draws. 

SIRS manages the two skilled immigration programs of the province. Any aspirants willing to get nominations must first register an account and get their profile assessed on factors such as education, work experience, and language skills.

Earlier last month, British Columbia had announced to temporarily pause registrations for entrepreneur applicants. The suspension would only apply to registrations under the Base category only. Individuals who have already submitted a registration or application will not be affected by the suspension.

The Entrepreneur Immigration (EI) – Base Category is for those who want to immigrate to British Columbia and are willing to invest in and actively manage a valid business in the province. 

The ‘enhanced’ provincial streams like the EI – Regional Pilot, Strategic Projects, and all Skills immigration categories are still open. It is expected that British Columbia would resume the EI-base category nominations in 2022.
