3,000 CEC-only Candidates Invited In 200th Express Entry Draws For Canada PR

Immigration, Refugees, and Citizenship Canada (IRCC) continue to hold back-to-back program-specific Express Entry nomination draw on August 05, even as Canada enters its next phase of border relaxations

The practice of holding alternate CEC-only & PNP-only nomination draws has yielded better results for Canada as it recorded over 100,000 invitations to apply for a permanent residency last year, despite the pandemic. It is even more interesting to note that IRCC is already close to achieving its annual target of 108,000 Canada PR invitations through Express Entry in 2021 only by holding alternate draws. 

While the last time, IRCC managed to invite 512 PNP-only candidates, the August 05 draw invited a new batch of candidates from the federal pool with prior work experience inside Canada to apply for permanent residency (PR).     

August 05 Express Entry is historic for the fact that this is the 200th draw since the Express Entry system was launched in 2015 to manage three federal immigration programs for Canada PR: the Federal Skilled Worker Program (FSWP), the Canadian Experience Class (CEC), and the Federal Skills Trades Program (FSTP). 

Overview of latest CEC-only Express Entry Draws

  1. Draw Size Shrinks: Canada maintained a lower draw size of 3,000 candidates, unlike the previous CEC-only draw. However, earlier CEC-only Express Entry draws in 2021 have invited up to 6,000 candidates to apply for permanent residency in a single draw. 

All the invited candidates have already demonstrated their work experience of at least one year inside Canada. International students, temporary skilled workers are known to be the largest beneficiary under the CEC program.

  1. Increased Qualifying Score: Any prospective candidates that seek to register their profile for consideration under the Express Entry system shall be assessed and ranked based on a Comprehensive Ranking System (CRS). 

Such profiles are evaluated on a total of 1200 points and considers human capital factors like age, education, work experience outside Canada, language proficiency in English/French, spouse adaptability, Canadian study experience, etc. Those who receive provincial nominations through ‘enhanced’ PNP streams will get an additional 600 points towards their CRS score. 

August 05 draw selected candidates having a minimum CRS score of 404 which is known to be the second-lowest qualifying score in the history of Express Entry draws since 2015. 

Previously, Express Entry qualifying CRS fell down to mere 75 points and opened up invitations for nearly 27332 CEC-only candidates to apply for Canada PR. 

  1. Tie-Break Rule: IRCC applies a tie-break rule to avoid disputes in the rankings in the case where two or more candidates are awarded the same CRS score. This draw invited candidates who had a minimum score of 357 and only if they submitted their Express Entry profile before August 3rd, 2021 at 05:39:26 UTC.  
Nushrat is in her early-30s and holds a master’s degree. She has Canadian work experience of just over one year as a Nutritionist expert. Her overall work experience is about 6 years. She scored well in English proficiency. On entering the Express Entry pool, she obtained a score of 456 which is sufficiently higher to qualify for Canada PR in this draw. 

Express Entry Draws Prefered Local Candidates in 2021

IRCC has regularly held Express Entry draws in 2021. Only program-specific draws linked to either Provincial Nominee Program (PNP) or Canada Experience Class (CEC) have been held so far, thereby ignoring the candidates who qualified under the Federal Skilled Worker Program (FSWP). This may be largely due to the COVID-related travel restrictions internationally. 

FSWP candidates are mostly foreign skilled workers who do not have work experience inside Canada and do not hold a job offer in Canada. However, they may qualify for permanent residency based on their age, language proficiency, education, and relevant work experience abroad. 

Canada is set to welcome 108,500 new immigrants through Express Entry-managed programs in 2021 alone. So far, IRCC has already issued over 100,000 ITAs for Canada PR.

While the last time, IRCC managed to invite 4,500 CEC-only candidates, the August 04 draw invited a new batch of candidates from the federal pool with prior provincial nominations to apply for permanent residency (PR).      

Overview of PNP-only Express Entry Draws

The latest Express Entry round of invitations is the 199th draws since its introduction in 2015. A brief summary of the nomination draw is as below: 

  1. Bigger Draw Size: Canada issues 512 invitations to apply (ITAs) for permanent residency (PR) exclusively to those candidates in the federal pool who had already received provincial nominations. The previous PNP-only draw held two weeks ago issued 462 ITAs for Canada PR. 

A provincial nomination is a certificate to immigrate to a certain Canadian province to fulfil its labour shortage demand. It is mainly issued by the concerned provincial government to fast-track one’s application to permanent residency in Canada which remains under the exclusive jurisdiction of the federal government. 

All the invited candidates have already demonstrated their connection to a province or territory and experience to succeed in the labour market by securing a provincial nomination. Further, they may qualify to receive invitations for permanent residency through the Federal Skilled Worker Program, Federal Skilled Trades Program, or Canadian Experience Class

  1. Higher Qualifying Score: Any prospective candidates that seek to register their profile for consideration under the Express Entry system shall be assessed and ranked based on a Comprehensive Ranking System (CRS). 

Such profiles are evaluated on a total of 1200 points and considers human capital factors like age, education, work experience outside Canada, language proficiency in English/French, spouse adaptability, Canadian study experience, etc. Those who receive provincial nominations through ‘enhanced’ PNP streams will get an additional 600 points towards their CRS score. 

The 199th Express Entry draw required candidates to have a much higher qualifying CRS score of 760 points than the previous 734. However, when compared to qualifying scores in CEC-only draws, candidates would only be required to score 160 points in actual terms. Additional 600 points get automatically added to their overall CRS score upon receiving a successful provincial nomination 

  1. Tie-Break Rule: IRCC applies a tie-break rule to avoid disputes in the rankings in the case where two or more candidates are awarded the same CRS score. This draw invited candidates who had a minimum score of 734 and only if they submitted their Express Entry profile before March 5, 2021, at 22:38:31 UTC.
Mushin & Khalid are a married couple in their mid-30s. Both hold a bachelor’s degree and scores well on their IELTS tests. Without any study experience or work experience in Canada, both registered their profiles in the Express Entry pool as a married couple last year in July 2020. 

Based on their credentials, Anna, the principal applicant got a provincial nomination from the Prince Edward Island Express Entry impact category. With this provincial nomination, their CRS score jumped before the minimum CRS required in this PNP-only Express Entry draws.

Immigration Candidates Already in Canada Prefered

Statistics Canada See Increased Job Vacancies in Healthcare and Accommodation and Food Services

In a newly published report by Statistics Canada, the accommodation, food services, retail trade, and healthcare sectors in Canada are found to post the highest number of open positions in recent months.

As Canada is
opening up its border to international travellers, the report observed that the employers in Canada were actively recruiting for an estimated 671,100 positions in May. The health care sector posted the highest number of job openings in Canada at 107,300 positions. It was followed by Accommodation and food services with some 78,000 open positions, followed by retail trade which had 73,800 job vacancies. Even the Labour Force Survey saw employment in accommodation and food services grew nearly 12 per cent from May to June in Canada.

The pandemic-related economic restrictions lead the number of retirements and people quitting their jobs due to dissatisfaction drop significantly, writes Economist Andrew Agopsowicz. Now that the Canadian economy is showing positive signs of recovery, the number of job quitters and retirements are returning to pre-pandemic levels which are said to exacerbate labour shortages throughout the summer and fall. 

Another finding from the RBC report stresses more emphasis on increasing the immigration levels in Canada to meet the ongoing labour shortages. In fact, the local employers in Atlantic Canada are already favouring more immigration to fulfil the vacancies as well as boost the population in the region. 

The term number of vacancies is interchangeably used to estimate the number of open positions. 

Current Rate of Immigration Levels in Canada

Canada did not hesitate to release an ambitious immigration levels plan during the early phases of pandemic-related restrictions. The country looks forward to welcoming nearly 401,000 new immigrants each year till 2023. It is even more encouraging to note that Canada welcomed over 35,000 new permanent residents in June alone, the first time since the pandemic. 

Despite the record-breaking efforts, Canada is still lagging behind the annual immigration targets. Canada has admitted newcomers at a slower rate in the first few months of the year and only if it picks up pace in the next half of 2021 will it be able to achieve the historic immigration levels.

Canada Recorded Its Strongest Month for New Permanent Resident Arrivals, Notes IRCC

Immigration, Refugees, and Citizenship Canada (IRCC) analyzed the immigration trends in the month of June 2021 and found over 35,000 new entries in the country.

The data is encouraging to note because it is the first time since the ongoing pandemic that over 25,000 new permanent residents have landed in Canada in a month. 

The Immigration Minister in a recent news daily opinion published on Globe and Mail says, “We are going to make good on our commitment to land 401,000 new permanent residents.” IRCC seems confident of achieving the annual target by welcoming an average of 43,000 newcomers per month from now on between July and December. 

Prior to the pandemic, Canada had set the annual immigration target for the next three years at 341,000 newcomers. With the ongoing pandemic and its unintended consequences on the economy and society, Canada has decided to increase its immigration levels target to 401,000 annually. 

The preliminary figures from IRCC show Canada welcomed 35,700 immigrants last month. 

Canada Opening Up its Borders To International Travellers

Canada is committing to reopen its borders to fully vaccinated tourists from August 9. Earlier in the first phase of travel relaxations, Canada allowed fully vaccinated travellers to skip mandatory quarantine on entry. 

Altogether Canada has welcomed some 143,000 new permanent residents through the first six months of 2021 which remains well short of the pace it needs to welcome 401,000 newcomers by the end of this year.

Currently, Canada is favouring a domestic pool of temporary workers and international graduates to nominate for permanent residency. IRCC has already nominated over 90,000 eligible domestic candidates to apply for permanent residency through PNP-specific or CEC-specific Express Entry draws. Additionally, IRCC informed that it processed nearly 45,100 permanent residence applications in June which were the highest ever. 

IRCC is also seeking to correspond with thousands of expired Confirmation Of Permanent Residency (CoPR) holders to arrange their landing in Canada. This is a time-consuming process as IRCC needs to individually contact each COPR holder to ensure they have all the necessary documents to complete the immigration process.

However, opening up the borders makes it more likely for Canada to achieve the all-time high immigration levels. The overseas arrivals will only contribute to the increasing in-Canada applicants for Canada PR.

Manitoba Held a Historic Draw Inviting 1,140 Express Entry Candidates for Provincial Nomination

Manitoba Provincial Nominee Program (MPNP) held an unusually large nomination draw on July 27. It is historic as 1,140 candidates having profiles in the federal Express Entry pool were invited at one go to apply for provincial nominations.

It is encouraging to note that a similar draw was previously held only a month back on June 28 which resulted in 1,017 provincial nominations by MPNP. 

This draw invited eligible candidates under MPNP’s ‘enhanced’ provincial stream- Skilled Overseas Workers and scored a minimum ranking score of 557. This score is based on Manitoba’s Expression of Interest (EOI) scoring matrix and is not related to the federal Comprehensive Ranking System (CRS) for Express Entry. In fact, the invited candidates did not require any CRS requirement for this draw.

Here’s a major update for international students travelling to Canada ahead of the coming fall semester. 

Canada Permanent Residency a Step Away

Canadian provinces do not have the authority to issue permanent residency status, however, they can quicken the overall time taken to obtain Canada PR through provincial nominations. 

Upon successfully receiving a provincial nomination, Express Entry candidates will automatically get 600 points added to their score. This will effectively guarantee one’s chances of receiving an invitation to apply for permanent residency in upcoming Express Entry draws.

Other MPNP Immigration Programs

The Manitoba Provincial Nominee Program (MPNP) has other popular immigration streams under which foreign skilled workers, international graduates, business entrepreneurs may apply to get a provincial nomination. 

You do not need to be living in Manitoba at the time of your application to be eligible. 

Any interested candidate must first register their Expression of Interest with the province. Upon submitting their EOI, the province assesses their profile on human capital factors such as age, education, work experience, language proficiency in English or French, as well as their connections to the province. It includes:

  • Demonstrating close family ties, 
  • previous experience in the province, or 
  • an invitation through one of Manitoba’s Strategic Recruitment Initiatives.

All profiles are ranked out of 1,000 points. Upon assessment, this puts you in a position to receive a Letter of Advice to Apply (LAA) through the Skilled Workers in Manitoba and Skilled Workers Overseas streams.

The Skilled Workers Overseas Category and Skilled Workers in Manitoba streams are designed to allow the province to identify candidates who meet its labor market needs. International graduates who complete education in Manitoba can receive an invitation under the International Education Stream if they can demonstrate that they have in-demand skills.

With Canada opening up its borders to full-vaccinated tourists, a lot more can be expected on the immigration front with more new applicants getting processed quickly.

Dependence on Immigration Increases in Atlantic Canada, Finds Study

The sparingly populated region of Canada- the Atlantic consists of four Canadian provinces, New Brunswick, Nova Scotia, Prince Edward Island, Newfoundland and Labrador.

According to a report titled ‘Employer Attitudes Towards Hiring Newcomers and International Students in the Atlantic Provinces’ by The Harris Centre at Memorial University in Newfoundland, employers across Atlantic Canada are favouring the immigration of high skilled workers to the region to fulfil the labour market demand. 

More than half of employers in Atlantic Canada who received applications from immigrants and international students ended up hiring an immigrant or international student.

The governments, employers and learning institutions have been developing strategies to attract and retain more immigrants, international students and temporary workers to the region. However, many immigrants to Canada tend to choose larger cities such as Toronto, Vancouver or Montreal over Atlantic Canada.

More favourable measures like spousal employment, children’s education, affordable housing, accessible healthcare as well as increased social connection activities in Atlantic Canada are on the cards as Canada opens up its borders for full-vaccinated travellers. 

Improved Retention Rates In Atlantic Canada

Canada invites any foreigner with adequate work experience and language proficiency to gain “Canadian experience” by qualifying for temporary visa options like AIP and qualify for Canada PR within 3 years. The “Canadian experience” would typically include work experience in any province, family ties in any province, or study/graduation from any provincial institution. 

Atlantic Canada consists of provinces such as New Brunswick, Nova Scotia, Prince Edward Island, Newfoundland and Labrador. The region is dependent on the Provincial Nominee Program (PNP) to fuel its rising immigration levels. In addition to it, the Atlantic immigration Program (AIP) is projected to make significant gains in the coming years.

The AIP is mainly an employer-driven program that allows foreign talents to immigrate to the four Atlantic provinces without having to get the expensive Labour Market Impact Assessment (LIMA). A recent study reviewed the performance of AIP from its launch in March 2017 to the end of the 2019-2020 fiscal year and found positive short-term outcomes of immigrants who moved to Atlantic Canada under the AIP.

The study found that immigrants retained themselves in Atlantic Canada, even after two years of their stay because,

  • they liked their community, 
  • the cost of living was affordable, and 
  • they liked their job. 

About one-third of respondents also stayed with their family or friends in the province.

The report also read, “Retention rates in Atlantic Canada were slightly higher among female principal applicants (92%) compared to male principal applicants (89%).

The representation above depicts the retention rates for immigrants in Atlantic Canada under various categories. While immigrants under “base” and “enhanced” Provincial Nominee Program (PNP) streams have shown above-average retention rates, the AIP proved to be significant in improving the positive short-term outcomes for immigrants.

Ontario PNP Invited 1,031 Express Entry Candidates To Apply For Provincial Nominations

The Ontario Immigrant Nominee Program (OINP) issued a new nomination draw on July 27, resulting in 1,031 invitations to apply for provincial nominations.

All the invitations were issued to eligible Express Entry candidates with work experience in selected 18 occupations. These candidates are now eligible to apply for provincial nominations under the Express Entry Human Capital Priorities Stream (HCP). It gives foreign workers an easy opportunity to make Ontario their new home. 

Express Entry is an application management system for three federal skilled programs: the Federal Skilled Worker Program (FSWP), the Federal Skilled Trades Program (FSTP), and the Canadian Experience Class (CEC). Upon registration, the applicants are assessed based on the Comprehensive Ranking System (CRS). It is determined by their age, work experience, education, language ability in English or French. 

The highest scoring candidate will be invited to apply in the Express Entry draw. This draw invited candidates with a CRS score ranging between 458 and 467. 

Throughout the pandemic, Canada innovated the Express Entry draws for Canada PR by inviting candidates with prior provincial nominations. These candidates will get an additional 600 CRS points if they successfully received provincial nominations, guaranteeing an invitation to apply for permanent residence in Canada. 

Healthcare Workers & Managers Among the Invitees for Provincial Nominations

A provincial nomination can improve your chances of obtaining permanent residence (PR) in Canada. At best, it will act as a certificate of assurance to immigration officers that you have attained enough Canadian work experience and inculcated Canadian culture to be eligible to become a permanent resident in Canada.

Major Update for International Students to Canada Ahead of Fall Semester

Canada is slowly opening up its borders to international students, temporary skilled workers and newly nominated permanent residents to enter the country.

Starting August 9, fully vaccinated travellers will no longer be quarantined on arrival for two weeks. A major condition to be considered “fully vaccinated” is if it has been 14 days since you got the final dose of a vaccine that has been approved by Health Canada. Additionally, the proof of vaccination must be in English or French. A certified translation copy of the same may be admissible. The list of vaccines approved by Canada to date includes Pfizer, Moderna, Astra Zeneca, and Janssen. 

However, International students travelling to Canada for the upcoming fall semester are advised to be prepared with a quarantine plan in case the border officer determines you do not meet the exemption. The plan should manage the quarantine period for international students as part of its COVID-19 readiness plan. The plan should allow you access to food and medicine during your quarantined stay. It is advised to develop a quarantine plan by staying in touch with your institution of admission. Use of ArriveCAN is mandatory for officer-traveller communications.

British Columbia Invites 383 Immigration Candidates For Provincial Nominations

British Columbia Provincial Nominee Program (BC PNP) conducted a nomination draw on July 20 to invite 383 immigration candidates to apply for provincial nominations.

The province continued the trend of holding two draws: one general draw and another occupation-specific draw simultaneously. In the first draw held on July 20, the province invited a total of 323 candidates with the minimum provincial scores between 75 and 91 points. It was held under Skills Immigration (SI) and Express Entry British Columbia (EEBC) categories. A mix of candidates belonging to Skilled Worker, International Graduate as well as Entry Level and Semi-Skilled sub-categories of SI and EEBC streams were nominated. 

The second specialist draw was also conducted under SI and EEBC categories and targeted candidates whose occupation falls under retail and wholesale trade managers (NOC 0621) as well as restaurant and food service managers (NOC 0631). The draw resulted in 60 invitations to apply for provincial nominations with scores of 107.

British Columbia’s Skills Immigration Registration System (SIRS) manages the two skilled immigration programs of the province. Any aspirants willing to get nominations must first register an account and get their profile assessed on factors such as education, work experience, and language skills

Applicants for Entrepreneur Immigration Temporarily Suspended

Before this nomination draws, British Columbia had announced to temporarily pause registrations for entrepreneur applicants. However, the suspension would only apply to registrations under the Base category. But individuals who have already submitted a registration or application will not be affected by the suspension.

The Entrepreneur Immigration (EI) – Base Category is for those who want to immigrate to British Columbia and are willing to invest in and actively manage a valid business in the province. 

“Given the impact of the COVID-19 pandemic on B.C.’s economy, the temporary pause allows us to review the EI – Base category to ensure it continues to meet its objectives to support government priorities and economic recovery, and prepare prospective applicants for the greatest chance of success,” said a release issued by the province.

The ‘enhanced’ provincial streams like the EI – Regional Pilot, Strategic Projects, and all Skills immigration categories are still open. It is expected that British Columbia would resume the EI-base category nominations in 2022.

Prince Edward Island Invites 127 Candidates To Apply For Provincial Nominations

One of the consistent Provincial Nomination Programs (PNP) in 2021 is from the Canadian province of the Prince Edward Islands (PEI).

On July 15, PEI PNP held its pre-scheduled draw for the month of July 2021. 

The province issued 127 invitations to apply for a provincial nomination under either one of the three streams: Express Entry, Labour Impact, and Business Impact. 

Provincial Nominee Programs (PNPs) are designed to accommodate the specific and specialized labour market demand of Canada’s provinces and territories. A successful provincial nomination will improve the scope to obtain permanent residence in a quick time.

Since the launch of the federal Express Entry system in 2015, all the immigration streams under Canada PNP are categorized into two: ‘enhanced’ provincial streams and ‘base’ nomination streams. 

A total of 118 invitations went to Express Entry and Labour Impact categories. 

In order to be considered for a provincial nomination from PEI, candidates must create an Expression Of Interest (EOI) profile with the PEI PNP. EOI profiles are given points based on the province’s unique points grid. The highest-scoring candidates are then invited to apply through monthly draws.

If a candidate is already registered in the federal Express Entry pool, they could qualify for provincial nomination under the PEI PNP Express Entry category. 

Foreigners like Skilled Workers, Critical Workers, and International Graduates with a valid job offer in PEI, and having support from their employer may qualify under the Labour Impact category. 

The remaining 9 invitations went to applicants under the Business Impact category. Such candidates are issued invitations under the Work Permit Stream, which is for foreign entrepreneurs who want to own and operate a business in PEI. They required a provincial score of above 60 points in order to receive nominations. All other previous draws had a qualifying score of above 80 points. 

Further, fulfilling the pre-determined residence requirement in Canada, eligible candidates can apply with the Immigration, Refugees, and Citizenship Canada (IRCC) for permanent residency.
