CRS Dropped to 357 in the Latest CEC-only Express Entry Draws

Immigration, Refugees, and Citizenship Canada (IRCC) registered yet another historic Express Entry Draw on July 22 with the minimum CRS score matching the second-lowest ever.

All the invited candidates were required to have prior work experience in Canada and must have registered in the federal pool with a minimum qualifying score of 357 and above. 

This 198th draw soon followed the PNP-only nomination draws held a day before and were to candidates in the Express Entry pool with provincial nominations. 

Overview of latest CEC-only Express Entry Draws

  1. Large Draw Size: Canada maintained the same draw size of 4,500 candidates like that in the previous CEC-only draw. However, previous CEC-only Express Entry draws in 2021 invited up to 6,000 candidates to apply for permanent residency in a single draw. 

All the invited candidates have already demonstrated their work experience of at least one year inside Canada. International students, temporary skilled workers are known to be the largest beneficiary under the CEC program.

  1. Lowest Qualifying Score: Any prospective candidates that seek to register their profile for consideration under the Express Entry system shall be assessed and ranked based on a Comprehensive Ranking System (CRS). 

Such profiles are evaluated on a total of 1200 points and considers human capital factors like age, education, work experience outside Canada, language proficiency in English/French, spouse adaptability, Canadian study experience, etc. Those who receive provincial nominations through ‘enhanced’ PNP streams will get an additional 600 points towards their CRS score. 

July 22 draw selected candidates having a minimum CRS score of 357 which is known to be the second-lowest qualifying score in the history of Express Entry draws since 2015. 

Previously, Express Entry qualifying CRS fell down to mere 75 points and opened up invitations for nearly 27332 CEC-only candidates to apply for Canada PR. 

  1. Tie-Break Rule: IRCC applies a tie-break rule to avoid disputes in the rankings in the case where two or more candidates are awarded the same CRS score. This draw invited candidates who had a minimum score of 357 and only if they submitted their Express Entry profile before February 14, 2021, at 09:04:15 UTC.  
Shannon is in her mid-30s and holds a bachelor’s degree. She even has Canadian work experience of just over one year as a database analyst. Her overall work experience is about 6 years. She scored well in English proficiency. On entering the Express Entry pool, she obtained a score of 456 which is sufficiently higher to qualify for Canada PR in this draw. 

Express Entry in 2021

IRCC has regularly held Express Entry draws in 2021. Only program-specific draws linked to either Provincial Nominee Program (PNP) or Canada Experience Class (CEC) have been held so far, thereby ignoring the candidates who qualified under the Federal Skilled Worker Program (FSWP). This may be largely due to the COVID-related travel restrictions internationally. 

FSWP candidates are mostly foreign skilled workers who do not have work experience inside Canada and do not hold a job offer in Canada. However, they may qualify for permanent residency based on their age, language proficiency, education, and relevant work experience abroad. 

Canada is set to welcome 108,500 new immigrants through Express Entry-managed programs in 2021 alone. So far, about 88 per cent of the target which is nearly 98,804 ITAs have been issued. With the next phase of border relaxations allowing fully vaccinated tourists to travel to Canada, IRCC may hold all-program Express Entry soon.

462 PNP-only Express Entry Candidates with CRS 734 Receive ITAs for Canada PR

Even though Canada has announced its next phase of border relaxations, opening up to fully vaccinated tourists to travel to Canada, IRCC held another program-specific Express Entry nomination draw on July 21.

The trend of holding alternate CEC-only & PNP-only nomination draws continued with the previous nomination draws dedicated to inviting 4,500 candidates who already had work experience in Canada.

This time, the Immigration, Refugees, and Citizenship Canada (IRCC) invited a new batch of candidates from the federal pool with prior provincial nominations to apply for permanent residency (PR).      

Overview of PNP-only Express Entry Draws

The latest Express Entry round of invitations is the 197th draws since its introduction in 2015. A brief summary of the nomination draw is as below: 

  1. Biggest Draw Size: Canada issues 462 invitations to apply (ITAs) for permanent residency (PR) exclusively to those candidates in the federal pool who had already received provincial nominations. The previous PNP-only draw held two weeks ago issued 627 ITAs for Canada PR. 

A provincial nomination is a certificate to immigrate to a certain Canadian province to fulfil its labour shortage demand. It is mainly issued by the concerned provincial government to fast-track one’s application to permanent residency in Canada which remains under the exclusive jurisdiction of the federal government. 

All the invited candidates have already demonstrated their connection to a province or territory and experience to succeed in the labour market by securing a provincial nomination. Further, they may qualify to receive invitations for permanent residency through the Federal Skilled Worker Program, Federal Skilled Trades Program, or Canadian Experience Class

  1. Higher Qualifying Score: Any prospective candidates that seek to register their profile for consideration under the Express Entry system shall be assessed and ranked based on a Comprehensive Ranking System (CRS). 

Such profiles are evaluated on a total of 1200 points and considers human capital factors like age, education, work experience outside Canada, language proficiency in English/French, spouse adaptability, Canadian study experience, etc. Those who receive provincial nominations through ‘enhanced’ PNP streams will get an additional 600 points towards their CRS score. 

The 197th Express Entry draw required candidates to have a relatively higher qualifying CRS score of 734 points than the previous 742. However, when compared to qualifying scores in CEC-only draws, candidates would only be required to score 134 points in actual terms. Additional 600 points get automatically added to their overall CRS score upon receiving a successful provincial nomination. 

 Tie-Break Rule: IRCC applies a tie-break rule to avoid disputes in the rankings in the case where two or more candidates are awarded the same CRS score. This draw invited candidates who had a minimum score of 734 and only if they submitted their Express Entry profile before April 11, 2021, at 10:56:32 UTC.

Salma & Yunus are a married couple in their early-30s. Both hold a bachelor’s degree and scores well on their IELTS tests. Without any study experience or work experience in Canada, both registered their profiles in the Express Entry pool as a married couple last year in July 2020. 

Based on their credentials, Anna, the principal applicant got a provincial nomination from the Prince Edward Island Express Entry impact category. With this provincial nomination, their CRS score jumped before the minimum CRS required in this PNP-only Express Entry draws.

Immigration Candidates Already in Canada Prefered 

IRCC has regularly held Express Entry draws in 2021. 30,000 Sponsors Will Be Invited for Parents and Grandparents To Migrate To Canada

Immigration, Refugees, and Citizenship Canada (IRCC) announced the details of the Parents and Grandparents Program (PGP) for 2021. It was released during a press conference presided over by Immigration Minister Marco Mendicino in Surrey British Columbia on July 20.

PGP 2021 will feature a lottery system for nominating nearly 30,000 sponsors to invite their parents or grandparents to immigrate to Canada. All those who expressed an interest to sponsor in 2020, but were not invited to apply, may be considered in the upcoming PGP 2021 lottery draw. IRCC will most likely draw candidates who submitted an interest to sponsor form between October and November 2020 during last year’s PGP intake window.

About the Parents and Grandparents Program 2021

Canadian citizens and permanent residents can sponsor their parents and grandparents to immigrate to Canada. Parents and grandparents who are approved under this program may obtain permanent residency. Further, doors to apply for Canadian citizenship will also open. 

To become a sponsor under PGP, applicants must fulfil the following conditions:

  • be 18 years of age or older, 
  • be Canadian citizens, permanent residents, or status First Nations, and 
  • have the means to support the family member they are sponsoring.

IRCC will assess a Sponsor’s Minimum Necessary Income (MNI) to ascertain that they have sufficient income to support all family members for whom they will be financially responsible, including themselves, once they become sponsors. 

IRCC has invoked the coronavirus pandemic relaxations in assessing MNI. It will now assess MNI only for the 2020 tax year and not for 2019, 2018 tax year. Also, the usual MNI plus 30 per cent will not be considered now. Applicants can count Employment Insurance (EI) benefits and the Canada Emergency Response Benefit (CERB) towards their MNI for the 2020 tax year.

A signed undertaking for the period of up to 20 years will be required from interested sponsors. This undertaking sets out how long the sponsor will be financially responsible for the family members they are sponsoring from the time they become permanent residents of Canada.

Canada Will Reopen To Fully Vaccinated Tourists This Summer

Since the Canadian borders were first sealed in March 2020 to curb the spread of the virus, non-essential travel to Canada from outside borders is completely restricted.

In major policy decisions later last week, Canada is committing to reopen its borders to fully vaccinated tourists this summer. Earlier in the first phase of travel relaxations, Canada allowed fully vaccinated travellers to skip mandatory quarantine on entry. 

The plan from Canada is to start accepting U.S. citizens and permanent residents coming from the U.S. as soon as August 9. It may soon be extended to fully vaccinated travellers from all countries on September 7. 

Here’s a quick summary of new travel relaxations in Canada provided the COVID situation remains under control:

  • Fully vaccinated U.S. tourists can enter Canada starting August 9
  • Hotel quarantine policy ending August 9
  • Fully vaccinated children of Canadians, and other exempt travellers to have amended quarantine starting August 9
  • Fully vaccinated tourists from all countries can enter September 7
  • More airports accepting international flights

Throughout the pandemic, airports in Vancouver, Calgary, Toronto, and Montreal were the only airports accepting international arrivals. With the next phase of relaxations soon to kick in, airports in Halifax, Quebec City, Ottawa, Winnipeg, and Edmonton will now be open to international air arrivals. However, all flights from India continue to face an entry ban and are extended to August 21.

Who are Full-Vaccinated Travellers? 

Travellers must have the recommended dosage of a vaccine approved for use in Canada. Currently, Canada accepts the following vaccine manufacturers: Astra Zeneca, Pfizer, Moderna, and Janssen (Johnson & Johnson). The country in which travellers got their vaccination will not be taken into the consideration. However, to be considered “fully vaccinated,” the final injection must have been received at least 14 days prior to entry. 

All the required proof of vaccination and travel documents must be made available to government officials through the ArriveCAN application, before travelling to Canada. All the documents must be in French or English, otherwise, a certified translation copy is also accepted.

What are the Restrictions for Unvaccinated Travellers? 

There are no changes to mandatory testing requirements for unvaccinated travellers. Unvaccinated travellers will still have to undergo on-arrival and day-eight testing.

Starting August 9, unvaccinated dependents (children aged under 12) of fully vaccinated travellers will no longer have to complete the full 14-day quarantine. Instead, they will have to follow public health measures for that amount of time. All entry and testing requirements, including on-arrival and day eight testing, are still applicable. 

While there is no list of activities that children can and cannot do at this time, but children will have to avoid group settings such as school and daycare in the two weeks following their arrival to Canada.

New Tech Draw from British Columbia Invites 56 Immigration Candidates

British Columbia Provincial Nominee Program (BC PNP) held a new Tech draw on July 13 to invite immigration candidates working in key tech occupations to apply for provincial nominations.

56 Immigration candidates having work experience and a valid job offer in one of
29 eligible occupations including Web designers & developers, Engineers, Audio technicians, etc. were invited to this draw. All the invited candidates met the requirements of either Express Entry or Skills Immigration categories, managed by the Skills & Immigration Registration System (SIRS). 

Qualify for BC PNP Tech Program 

British Columbia had recently made the pilot Tech program into a permanent residence program. This is expected to boost the immigration for in-demand tech workers and international students in the province. 

In order to qualify for the program, candidates need to be registered in one of B.C.’s existing provincial immigration streams and have a valid job offer of at least 12 months in one of 29 eligible occupations to qualify for this stream. 

Candidates who are invited to apply for a provincial nomination will need to submit a complete application. Once this is done, most tech applications will be processed within two to three months. After receiving a nomination confirmation from the province, they can apply for permanent residence from Immigration, Refugees and  Citizenship Canada (IRCC) under the Provincial Nominee Program Class.

Ontario Held its First EOI In-Demand Skills Stream Draw

The Canadian province of Ontario held yet another draw to invite a new group of immigration candidates for the first time since its shift to Expression of Interest (EOI) system.

Among the invited candidates were those with work experience in health, manufacturing, and agriculture. A total of 54 such immigration candidates were invited. 

Such candidates now have 14 calendar days to apply for a nomination from Ontario’s Provincial Nominee Program (PNP). Besides the general draws, OINP also held a Regional Immigration Pilot that invited one immigration candidate and no EOI score requirement. 

Ontario introduced an in-demand skills stream to the new EOI system, last month. 

Qualify for In-demand Skills Stream

Foreign workers with a minimum of nine months of cumulative work experience in Ontario in the last three years can apply. Part-time work may be eligible if the candidate completed the required number of work hours equal to either 1,200 hours of paid employment in one job over the course of 18 months. Or, for those who had more than one job, it would mean working for at least 30 hours per week for nine months totalling 1,200 hours.

Candidates are also required to have a language score of at least 4 in all proficiencies. Proof of sufficient settlement funds is also required to be disclosed. 

The OINP scoring system is different depending on which stream you apply for. Typically, registered candidates are required to maintain an EOI profile based on a number of human capital factors like age, education, skills level, work experience, and language proficiency. The province also allocates 10 points at its discretion to respond to labour market needs.

The detailed occupations under the National Occupation Classification (NOC) that were invited in this PNP draw:

Excellent Opportunity for International Students to Become a Canadian Immigrant

Canada’s vibrant labour market continues to attract more global students to immigrate to Canada for work & study.

The latest data from Immigration, Refugees, and Citizenship Canada (IRCC) saw six times rise in study permit holders in Canada in the past two decades. In absolute numbers, study permit holders increased from 122,700 to 642,500 between 2000 and 2019. Furthermore, data from Statistics Canada reveals that three out of every 10 international students transition to permanent residency in Canada within just 10 years of first receiving their study permit. 

The significant factors that contribute to the tremendous success rate in retaining international students immigrants are Canadian work experience and higher-paying jobs right after graduation. 

International student graduates who worked during their period of study or after graduation were more likely (60 percent) to become permanent residents. For those who got their first study permit between 2005 and 2009, and who had an annual salary of $50,000 or more, 87 per cent transitioned to becoming permanent residents.

Canada is Prioritizing the Immigration of International Students 

Canada is historically built on the success of immigrants in the country. With advancements in education standards and infrastructure in the country, Canada is able to attract & retain International students to benefits out of their relatively young age, their Canadian credentials, their proficiency in English or French, and in some cases, their Canadian work experience. 

During the period of their study course, student immigrants would have integrated well into their local communities and built social networks for themselves. This becomes an excellent ground to consider granting them permanent residency as well. 

How to Immigrate to Canada as an International Student? 

International students may have an advantage over permanent residents coming from abroad with foreign credentials and work experience.

An open work permit option like Post Graduation Work Permit (PGWP) is available for international students right after their graduation to earn valuable work experience in Canada. This is an open work permit that allows graduates of a designated learning institution (DLI) to work for any employer in Canada and gain invaluable Canadian work experience. 

Soon after gaining at least one year of full-time work experience in Canada and successfully demonstrating language proficiency in English or French, they can qualify for permanent residence through the Canadian Experience Class (CEC) under the Express Entry system. 

However, historic data shows that some international student graduates, particularly those with master’s and doctoral degrees and who have foreign experience, may opt to apply directly for permanent residence after graduating, rather than take the PGWP route.

PNP Draws: Manitoba Invites Another 277 Canadian Immigration Candidates

The Canadian province of Manitoba held another provincial draw on July 09 resulting in the issuance of 277 invitations to apply for provincial nominations.

All the invited Canadian Immigration candidates are one step closer to obtain permanent residency from Immigration, Refugees, and Citizenship Canada (IRCC).

Following the previous trends, Manitoba invited hopeful immigrants to apply through one of the following three Provincial Nominee Program (PNP) streams: Skilled Workers in Manitoba, International Education Stream, and Skilled Workers Overseas. 

Here are the results from the latest draw:

  • Skilled Workers in Manitoba – 201 invitations with a minimum EOI score of 445;
  • Skilled Workers Overseas – 53 invitations with a minimum EOI score of 703; and
  • International Education Stream – 23 invitations with no EOI score requirement.
  • Additionally, about 48 invitations went to Express Entry candidates.

Manitoba has so far invited nearly 4,999 candidates in 2021 to apply for provincial nominations. With an annual target of about 80,000 invitations across all PNPs and an overall target of 1.2 million new immigrants in the next three years, the time is ripe to start your Canadian immigration process. 

Qualify For Upcoming Manitoba PNP Draws

The provincial government in agreement with the federal government manages the immigration of foreign talent into the province through the MPNP. Although Canadian provinces do not have the authority to issue permanent residency status, they can help the applicant by issuing provincial nominations.

Interested applicants are required to register their Expression of Interest (EOI) with the province. Further, the registered profile is evaluated and ranked out of 1,000 points for their human capital factors such as age, education, work experience, language proficiency, as well as their connections to the province. 

This will potentially qualify them for receiving a Letter of Advice to Apply (LAA), other invitations, through the Skilled Workers in Manitoba and Skilled Workers Overseas streams. 

In order to be considered under the Skilled Workers Overseas stream, candidates must demonstrate their connections to Manitoba such as close family ties, previous experience in the province, or an invitation through one of Manitoba’s Strategic Recruitment Initiatives. The major requirement for Skilled Worker in the Manitoba stream is a full-time job offer from any employer situated in the province. International students who graduated from any institute in Manitoba can apply for provincial nomination under MPNP’s International Education Stream.

Express Entry is a direct entry program to obtain permanent residence without the need for provincial nominations. However, having a successful provincial nomination will guarantee an invitation to apply for Canada PR by virtue of 600 additional CRS points. 

What Travellers to Canada Can Expect After July 21

The Canadian government will make a decision on whether or not to extend its travel restrictions, before the end of July 21. The country is currently closed to non-essential travel. The quarantine measures are still in place unless the travellers can submit proof of their full vaccination.

Largest Ontario PNP Draws: 1,685 International Students and Temporary Foreign Workers Invited

Ontario Immigrant Nominee Program (OINP) held three consecutive PNP draws on July 13 inviting eligible candidates under its Employer Job Offer stream.

Eligible immigration candidates include those who had already submitted their Expression of Interest (EOI) to the province. It resulted in nominations under foreign workers, international students, and candidates with a job offer in rural communities streams. 

Three nomination draws from OINP resulted in a total of 1,685 invitations to apply for provincial nominations. A quick review of July 13 PNP draws is as follows: 

  • 1,211 invitations went to candidates who may be eligible for the Foreign Worker Stream. All the invited candidates had a score of at least 33. No specific occupation was targeted in these draws. 
  • Another 431 invitations were given to applications qualifying for the International Student Stream. All the invited candidates needed an EOI score of at least 62 in order to be invited.
  • Rest 43 invitations went to immigration candidates who were registered for the Regional Immigration Pilot. They may qualify for the same two Employer Job Offer streams as above. 

How To Get Nominated under Employer Job Offer Category? 

There are three Employer Job Offer streams:

  • Foreign Worker Stream, for workers with a skilled job offer in Ontario. Applicants have to be eligible to accumulate the equivalent of two years of work experience in a skilled occupation. Further, they are required to have an eligible job offer in Ontario and intend to immigrate to the province, among other criteria.
  • International Student Stream, for international students with skilled job offers. Applicants must complete a program at a Canadian Designated Learning Institution and have an eligible job offer in Ontario and intend to immigrate to the province in order to qualify. 
  • In-Demand Skills Stream, for workers in occupations that have labour shortages in Ontario.

New Instructions to Submit a Complete PNP Applications 

The province had also released fresh instructions for Express Entry candidates as well as those who submitted profiles to Ontario’s Expression of Interest system to apply for provincial nominations. Here are the latest instructions regarding PNP applications: 

  • Mandatory Educational Credential Assessment (ECA) for applications under the Express Entry stream. The province has specifically asked applicants to authorize World Education Services (WES) to share a copy of their ECA with the Ontario Immigrant Nominee Program. You may take the help of other organizations approved by the federal government for you to consider. 
  • For those applying under an Employer Job Offer stream, you have to submit a PDF copy of the Attestation Form. It should be printed, signed in ink by the applicant, and uploaded to the “Other” tab under Supporting Documents.

New Saskatchewan PNP Draws Invites 295 Immigration Candidates For Canada PR

Saskatchewan held a nomination PNP draw on July 8, inviting eligible immigration candidates to apply for a provincial nomination for Canadian permanent residence (PR).

All the candidates have been invited under the ‘enhanced’ Express Entry & ‘base’ Occupations In-Demand Saskatchewan PNP streams.  

‘Enhanced’ Express Entry Stream: Out of the total 295 invitations, 99 invitations went to candidates who already had their profiles in the federal Express Entry pool. Currently, the province has a list of 62 in-demand occupations

The federal Express Entry pool is a database of interested applicants willing to obtain permanent residence in Canada. Originally, the federal pool of candidates manages three of Canada’s main economic-class immigration programs: the Federal Skilled Worker Program, the Federal Skilled Trades Program, and the Canadian Experience Class. 

However, certain streams under the Provincial Nominee Programs (PNPs) can select candidates from the pool. 

‘Base’ Occupations In-Demand Stream: Out of the total 295 invitations, 196 invitations went to candidates who have specific work skills that are in demand in Saskatchewan. 

Those candidates who barely qualify to register a federal Express Entry profile may be nominated under the Occupations In-Demand sub-category.

How To Get Nominated In Future Saskatchewan PNP Draws? 

In order to be considered for nominations under the upcoming Saskatchewan Immigration Nominee Program (SINP) draws, candidates must register their Expression of Interest (EOI) profile with the provincial authority. 

Candidates need to demonstrate their commitment to meaningfully settle in Saskatchewan by demonstrating their work experience, education, language ability, age, and connections to the province.

Saskatchewan gives candidates a score out of 100 according to the International Skilled Worker Points Assessment Grid. The province favours candidates with bilingual capability in both English and French. The highest-scoring candidates are then issued an invitation to apply for a provincial nomination from Saskatchewan.

Regardless of the provincial category, all invited candidates need an EOI score of at least 80 in order to be invited. It is also to be noted that the points requirement is that all the invited candidates must have valid Educational Credential Assessments.

Additionally, candidates already in the federal Express Entry pool need to register another EOI and choose Saskatchewan. 

On successfully receiving an invitation to apply (ITA) for a provincial nomination, candidates are awarded an additional 600 points toward their Comprehensive Ranking System (CRS) score. It will effectively guarantee an ITA for Canada PR in the subsequent Express Entry draw conducted by IRCC.  

The province had already invited a total of 4,185 immigrants in 2021 to submit their applications for provincial nominations. We could see Canada inviting over 80,000 new permanent residents through various PNP streams. This would include business entrepreneurs, international students graduates in that province, foreign skilled workers, specifically skilled tech workers, critical workers, etc. Moreover, throughout 2021 so far, IRCC has been inviting only those candidates for permanent residency who had a prior provincial nomination or work experience in Canada.
