Canada Introduces Online Citizenship Test

After eight months of cancelling the offline citizenship test due to forcible lockdowns, Canada will soon conduct the test online.

According to data from the IRCC, close to 85,000 eligible candidates are awaiting to take the test, as on September 7. Candidates who had their citizenship tests cancelled owing to the pandemic as well as those who are on the waiting list will be given preference.

The proposal for the online citizenship test is being implemented on an experimental basis. Only after proofing its efficacy will Canada look to offer the online services to more citizenship applicants.

Pnp-finder-1

Canada Citizenship Test Format

The candidates need to confirm their identity through submission of personal information. Once done, the applicants have at least 21 days to complete the test at a convenient time. The system will monitor the response of candidates using a webcam throughout the duration of the test.

Eligible candidates can take the Canada Citizenship test online in any of the two official languages: English or French. Just like the offline exam pattern, the online Canada Citizenship test will have 20 choice-based questions, which need to be answered within 30 minutes.

A total of 75% marks are needed to qualify for the test, i.e., the candidates must answer at least 15 questions correctly out of the total of 20 questions. All the questions are expected out of topics like the history of Canada, Politics, Economy, Geography, Laws, rights, and responsibilities of a Canadian citizen.

Note: There is no test for English or French proficiency to obtain Citizenship.

Contact our immigration consultants to know more about the test.

All candidates waiting to take the citizenship test shall be notified by email. Those who did not receive invitations for the test will have to wait until the offline, in-person test is resumed at an unknown date.

Five Steps To Canadian Citizenship – Anyone Can Apply!

A candidate holding a Canadian permanent residence is certainly not the same as that of an individual having Canadian citizenship.

There are primarily two things that an individual holding a Canada PR status cannot compete against an individual with Canadian citizenship. They cannot cast their right to vote or contest in the elections nor hold a high-level government post.

Canadian Permanent Residence Canadian Citizenship
An individual holding Canada PR is a citizen of another country but a permanent residence of Canada.  Canadian citizenship allows its holders to become citizens of another country.
Any foreign individual applying to immigrate to Canada through Express Entry Programs, Provincial Nominee Programs, Atlantic Immigration Pilot, Entrepreneur programs are eligible to get permanent residence status. A foreign individual can obtain Canadian citizenship by naturalization or by the virtue of holding Canada PR.

A new study named Canada as the most preferred destination for immigration. Once you have decided to migrate to Canada, all you have to do is follow the below steps to obtain citizenship:

  • Fulfill the criteria for citizenship for naturalization which is 1,095 days out of the 5 years on a Canada PR visa. Once the foundation is laid, apply for the Canadian citizenship test and get a chance to attend a citizenship ceremony.

The introduction of the online testing system is part of Canada’s initiative to modernize the citizenship program. Canada has many such plans to welcome foreign skilled workers, entrepreneurs, students to apply for Canada PR in 2021 and beyond.

Canada Becomes The Most Popular Immigration Destination: Remitly Study

The recent lockdowns gave most of us the time to re-think our career goals in life. This was accompanied by a surge in online searches for the term “how to immigrate to…”

Following which, Remitly analyzed the online search volume of phrases related to moving abroad and immigration in over 100 countries and in different languages. The report – “Where the World Wants to Work: the most popular countries for moving abroad” released by Remitly named Canada as the most popular immigration destination.

Pnp-finder-1

Canada boasts of having over 100 immigration programs for economic-class immigrants including skilled workers, entrepreneurs, students, as well as their dependents through family-class programs. The country also has low unemployment rates and provides free universal healthcare. The country is even ranked sixth in the Global Peace Index.

Canada topped the Remitly report list with citizens from 29 countries wanting to move to the North American nation. Canada is seen as the clear choice as Japan held second place with citizens from just 13 countries willing to immigrate to the Asian country.

Other western developed countries that rank top include Australia at fifth place and the United States at ninth.

We hate speculating but the fact of the matter remains the same – now is the best time to immigrate to Canada! The following trends made us think so and may convince you as well:

  • The unveiling of new Immigration Levels Plan for 2021-2023 which targets 400,000 new immigrants to be welcomed each year until 2023. Over 60% of the target would be nominated for Canada PR through economic-class programs like Express Entry, Provincial Nominee Programs, Entrepreneur programs.
  • French-speaking or bilingual candidates are more favored for permanent residence. Canada aims to increase its population by 4.4% outside the Quebec region.
  • New Entrepreneur Immigration program like British Columbia Regional Pilot is an attractive option to settle and start a business in Canada. Canada PR can be obtained with five years.
  • The federal Express Entry will issue over 100,000 invitations to apply (ITAs) for Canada PR in a single year as against the 2020 target of 91,870 ITAs. In the coming years, the target is expected to increase and actual invitations to exceed.

Provincial Nominee Programs Now The Second-Largest Pathway For Canada PR

Canada is looking forward to admitting over 80,000 new permanent residents every year through Provincial Nominee Programs (PNPs). These programs have come a long way since its inception in 1995, issuing just 200 nominations annually.

Now, with more than 80 PNP streams in 11 Canadian provinces and territories, Canada PNP is the second-largest economic-class immigration program for Canada PR. The federal Express Entry pathway holds the No.1 spot.

Pnp-finder

The unveiling of the new Immigration Levels Plan for 2021-2023 has further expanded the scope of economic-class immigration programs. Each provincial stream is designed to target immigrants who meet the specific labor market and economic needs of those regions.

Here are some of the recent changes in such provincial streams:

Bilingual Speakers Will Be Given Extra-Provincial Points

The Canadian province of Saskatchewan introduced a new change under its provincial nominee program. Those who are proficient in both English and French will now receive additional provincial points. Eligible candidates under the International Skilled Worker-Express Entry category would receive an additional 10 points, depending on the language proficiency of the candidate.

The change came into effect on November 24 and will be considered in subsequent draws.

Earlier in October PNP, Canada made similar changes in the evaluation of the Comprehensive Ranking System (CRS) to favor bilingual Express Entry candidates to obtain permanent residence.

Preference For Express Entry Profiles

The federal Express Entry pool consists of profiles ranked based on their age, education, work experience, language proficiency among other skills. “Enhanced” Canada PNP are ones that select candidates from the federal Express Entry pool for a provincial nomination. Further, such candidates are awarded an additional 600 points toward their CRS score, thereby, guaranteeing an invitation to apply for permanent residence in subsequent Express Entry draws.

PNPs run by provinces like British Columbia, Manitoba, Saskatchewan, Ontario, Nova Scotia have regularly made use of the federal pool in fulfilling their labor demands.

Entrepreneur Immigration

Any entrepreneur who is willing to migrate to Canada and start or take over a new business is welcomed with open arms. Usually, provincial programs encourage more entrepreneurs to invest in their provinces. One such newly launched program is BC Entrepreneur Immigration Regional Pilot. It offers easy immigration and valid eligibility for permanent residency in less than 5 years. Other programs from Ontario, Nova Scotia, Saskatchewan, Manitoba, Newfoundland & Labrador, Prince Edward Island actively nominated eligible foreign entrepreneurs to settle in Canada.

Canada Continues To Restricts Non-Essential Foreign Travel

Even as the Canadian Immigration System is recovering exceedingly well from the backlash of the pandemic, Canada’s border will remain closed to foreign nationals who are coming for a non-optional, non-discretionary reason – recreation, tourism, or entertainment.

Canada decided to extend the travel restriction until January 21, 2021.

Canada Immigration Options Still Open!

Despite the economic impact of the coronavirus, Canada still has a rapidly aging population and low birth rate. And welcoming more foreign skilled workers, entrepreneurs who are willing to settle and contribute to Canada’s economy is seen as the best solution.

Canada’s immigration minister Marco Mendicino made several public announcements stressing the need to continue to increase its immigration levels. Following which:

Top Canadian Immigration Highlights – Week 4: November 2020

With 2021 around the horizon, Canada Immigration is showing a recovery in terms of nominating more new immigrants to apply for permanent residency. Take a quick look at the top 5 events concerning Canada Immigration in the month of December.

Meanwhile, here are top weekly highlights to keep you updated with the changes in Canadian Immigration:

Canada Pnp-finder

Express Entry Issues 92,350 ITAs for Canada PR

The Immigration, Refugees, and Citizenship Canada (IRCC) are spearheading to reach 100,000 milestones in issuing Express Entry invitations for Canada PR. In a week-span, IRCC held its 168th Express Entry draw earlier last week issuing 5,000 invitations to apply (ITAs) for permanent residence.

All the registered profiles in the federal Express Entry pool are evaluated based on a Comprehensive Ranking System (CRS). This system takes into account: Age, Education, Work Experience & Language Proficiency in English or French. (A recent update in CRS calculation gives more preference to candidates with french-speaking ability. Click here to read more)

A candidate is assessed out of a maximum of 1200 points. November 25 draw saw a decrease in qualifying CRS to 469 from the previous high at 472 for selection.

Why do we think IRCC will continue to increase Express Entry draw sizes in near future?

  • The exuberant target of welcoming over 200,000 new immigrants every year until 2023 through economic-class programs
  • Those who receive invitations now will be able to enter Canada only in 2021. It takes upto six months or beyond to process the application
  • The reduced refugees intake temporarily is replaced with more number of immigrants intakes under the economic class immigration

Canada PNP Updates

Newfoundland & Labrador announced a new immigration pathway to attract skilled and experienced newcomers to settle in the province for Canada PR. A newcomer is one who has already established residential ties and is present in the province.

Significant industries in the province include financial services, healthcare, mining, fishing, oil production, and manufacturing. Contact our immigration team to know your job prospects and immigration eligibility.

British Columbia continued with its weekly provincial nominations draws. November 25 BC PNP draw issued 360 invitations to apply for a provincial nomination for Canada PR. What to look out in Canadian Immigration before the end of 2020?

The immigration system in Canada is closing in 2020 with a busy schedule of its own. Here are five major immigration stories left to follow before the end of this year.

First: Express Entry May Surpass 100,000 ITAs

Despite the negative effect on immigration due to the coronavirus pandemic, Express Entry is said to have emerged as a show-stopper for Canadian Immigration in 2020. Canada has already invited 92,350 eligible foreign skilled workers to apply for permanent residents as against its annual allocation of 91, 000 ITAs.

With two more Express Entry draws anticipated in December, Express Entry could be creating a record by crossing 100,000 invitations to apply for Canada PR in a single year.

Table1: ITAs for Canada PR issued between January 2020 – November 2020.

Since its launch in 2015, Express Entry has been the most successful pathway for foreign skilled workers without prior work experience in Canada to obtain a permanent residence.

Second: PNP Draws to Continue Throughout the Holiday Season

For a long time now, Canada PNP has been touted as the best alternate pathway for Canada PR. And rightly so, the Canadian provinces are expected to conduct PNP draws throughout the holiday season.

The following provinces have scheduled their nomination draws for the month of December:

  • Prince Edward Island is likely to invite candidates through the Labour Impact, Express Entry, and Business impact streams.
  • British Columbia is expected to invite candidates with tech occupations through its Tech Pilot.
  • Ontario has about 386 nominations left to meet its annual allocation demands.
  • Manitoba, Saskatchewan, and Nova Scotia may also hold draws in December.

Any foreign skilled worker, entrepreneur willing to move to Canada permanently can judge the level of commitment that these federal/provincial immigration programs showcase.

Get your Free Canadian Immigration Assessment today!

Third: More PR pathways to Temporary Residents

Following recent comments made by Mendicino in an interview with Bloomberg, Canada may look into more ways to allow temporary residents to become permanent residents soon.

Such a move is suggested to cover up for the lost time in welcoming new immigrants in Canada due to the coronavirus pandemic.

In order to do so, the federal government has several options at their disposal, say bring about changes in CRS points, hold more Canadian Experience Class-specific draws, increase PNP allocations, etc.

While all these things are possible, CanApprove advises all the aspiring candidates to work on their skill-set before any official announcements are made.

Fourth: Parents and Grandparents Program Draw

Canada opened the Parents and Grandparents Program interest to sponsor in October. Now it will likely hold a draw in the month of December, inviting eligible sponsors to financially support the selected candidates to move to Canada.

While Canada has a target of inviting 10,000 sponsors in 2020, the same is expected to jump up to 30,000 sponsors.

Fifth: New Mandate Letter for Minister Marco Mendicino

Issuing mandate letters is a convention to outline the policy objectives that each minister in the cabinet will work to accomplish. In this unprecedented situation in which the pandemic has altered our social, economic, political choices, Canada’s prime minister Justin Trudeau is set to issue new mandate letters to his ministers before the holiday season begins.

As an aspirant who is willing to migrate to Canada permanently should be eagerly waiting for the new mandate letter as it will guide the efforts of all the immigration stakeholders –  IRCC, provinces, and territories – as they work to bring the immigration system back on track.

BC PNP Draw Issues 360 Nominations For Canada PR

British Columbia Provincial Nominee Program (BC PNP) held its usual weekly draw on November 25. The results of the same were encouraging as 360 foreign skilled workers received an invitation to apply for a provincial nomination for Canada PR.

All the invited candidates belonged to its Express Entry (EEBC) and Skills Immigration (SI) streams.

Express Entry BC and Skills Immigration Streams

EEBC is aligned with the federal Express Entry immigration selection system. It enables the province to nominate eligible candidates from the federal Express Entry pool, thereby significantly reducing application processing times.

canada Pnp finder

SI program is composed of a number of categories including Skilled Worker, Healthcare Professions, International Graduate, each with their own unique eligibility requirements.

For any candidate to receive a provincial nomination from British Columbia, registration under the Skills Immigration Registration System (SIRS) is mandatory.

SIRS is a provincial database of interested people willing to migrate to British Columbia for permanent residence in Canada. All the applicants’ profiles are evaluated and ranked based on the level of education, work experience, proficiency in English, and location of employment. The evaluation is scored out of 200 points.

November 25 issued nominations under the following subcategories:

Skilled Worker, International Graduate, and Entry-Level and Semi-Skilled subcategories.

Below tabulated is the qualifying score required for receiving an invitation to apply for a provincial nomination.

Minimum Required Score – October 27 BC PNP draws
Skills Immigration: Skilled Worker 93 points
Skills Immigration: International Graduate 94 points
Skills Immigration Entry-Level and Semi-Skilled 75 points
Express Entry BC: Skilled Worker 92 points
Express Entry BC: International Graduate 93 points

On receiving a successful provincial nomination, one can apply for permanent residence with Immigration, Refugees, and Citizenship (IRCC) under the Provincial Nominee Program (PNP). Applying under the Express Entry-linked PNP stream is the fastest way to get permanent residence in Canada as an additional 600 points get added to candidates’ Express Entry profile.

B.C. Tech Pilot

Since 2017, BC PNP has been attracting foreign talent to meet the workforce demands of its growing BC’s tech sector. The pilot nominates skilled workers for 29 occupations. Candidates need to have a valid job offer in one of 29 eligible occupations to qualify for B.C. Tech Pilot. Click here to know all the 29 eligible occupations and their NOC code.

The Tech pilot is open until June 2021 and may extend beyond.

B.C. Entrepreneur Regional Pilot

Any entrepreneur who is willing to migrate to Canada and start a new business is welcomed with open arms to British Columbia. It’s newly launched BC Entrepreneur Immigration Regional Pilot offers easy immigration and valid eligibility for permanent residency in less than 5 years.

How is Canada PNP the Best Alternate Pathway for Canada PR?

With the announcement of Canada’s historic Immigration Levels Plans for 2021-23, Canada PNP will see a boost in its annual targets to invite more eligible candidates.

Upto 60% of new migrants will come under economic-class programs – Federal programs for Skilled Workers, Business, Caregivers, and Provincial Nominee Programs.

The success of Canada PNP in welcoming more immigrants in 2019 was highlighted in the Annual Report on Immigration submitted to the Canadian Parliament last month. Ontario, Manitoba, Saskatchewan, Alberta, and British Columbia as it attracted a good number of immigrants to apply for provincial nominations through PNP. As per the conventions, a provincial nomination is a guaranteed ticket to obtain permanent residence in Canada.

The same is expected to follow despite the coronavirus scare on immigration trends. In fact, to support our argument here is another report by WES noting the rise in interest for Canada Immigration post-pandemic.

The public confidence in welcoming more immigrants in Canada is at an all-time high. Multiple global surveys, immigration opinion polls reaffirm the fact: Canada is ranked No.1 in the best immigration destination with Australia in fourth place and the United States in sixth place.

Latest Express Entry Draw Pulls Qualifying CRS To 469

The Immigration, Refugees, and Citizenship Canada (IRCC) held yet another record-breaking 168th Express Entry draws on November 25, only a week after the previous draw. Back-to-back Express Entry draws came at the backdrop of the newly announced Immigration Levels Plan for 2021-2023

Any willing foreign skilled workers with/without a job offer or without any work experience in Canada before is eligible to apply for permanent residence through the Express Entry pathway.

CRS Calculator

Quick Highlights on 168th Express Entry Draw

#1 Draw Size Remained The Same: Continuing the draw size from its previous Express Entry draws, IRCC issued 5,000 invitations to apply (ITAs) for permanent residence in Canada.

This is the fifth instance in 2020 where IRCC issued over 4,500 ITAs in a single draw.

We are anticipating the draw sizes to remain more or less the same in near future since:

  • The exuberant target of welcoming over 200,000 new immigrants each year through economic-class programs.
  • The reduced refugees intake temporarily is replaced with more number of immigrants intakes under the economic class immigration
  • With Provincial Nominee Programs falling short of its demand, Express Entry nominations may remain high.

#2 Minimum CRS decreases: Express Entry is merely an application management system for federal immigration programs and specific provincial nominee programs.

Every registered profile in the Express Entry pool is evaluated using a Comprehensive Ranking System (CRS). This ranking system factors in the core human capital like age, work experience, education, and skills in English or French.

The profiles are scored upon a maximum of 1200 points.

November 25 draw saw a 3-point decline in qualifying CRS to 469 from the previous high at 472 for selection.

Following an update in the Comprehensive Ranking System (CRS) evaluation: French-speaking candidates are now eligible for additional CRS points over their English-only speaking counterparts.

canada Express Entry Draw

#3 Tie-break rule: Often there arises a situation where candidates end up having the same CRS score. Here is where IRCC uses its tie-break rule to rank a particular candidate higher.

The timestamp used in the latest draw was October 15, 2020, at 08:50:10 UTC

This meant that all candidates with a CRS score above 469 before the selected date and time were eligible to receive an ITA in this invitation round. The previous draw had a timestamp before October 27 at 06:18:11 UTC. It meant candidates who failed to get invitations earlier had a good chance of getting invited in the November 25 draw.

Express Entry Draws in 2020

Canada has now issued a total of 97, 350 ITAs for permanent residence so far in 2020. It is en route to surpassing the 100,000 ITAs milestone as against the 2020 annual allocation target of 91,800 ITAs.

Despite the negative consequence of pandemic on immigration levels, WES Canada noted a rise in interest for Canadian immigration. Economic-class programs like Express Entry have served it well with record-breaking nominations for a permanent residence this year.

Table1: ITAs for Canada PR issued between March 2020 – November 2020.

CEC- Canadian Experience Class; PNP- Provincial Nominee Program; FSTP- Federal Skills Trades Program

After initial lockdowns in March, IRCC innovated with the regular fortnightly Express Entry to prioritize foreign skilled workers already present in the country. Thereby, program-specific draws were conducted to invite candidates under the Canadian Experience Class or Provincial Nominee Program, or Federal Skilled Trades Program to apply for permanent residence in Canada.

However, since June 2020, when Federal Skilled Worker Program assumed its significance, any foreign skilled worker who did not work in Canada before was eligible for Canada PR.

WES Report Notes Interest In Canadian Immigration Increased Despite The Pandemic

World Education Services (WES) released its recent survey report on how the coronavirus pandemic has changed intentions to immigrate. Evidently, most respondents showed interest in immigrating to Canada

WES conducted surveys in April, June, and August 2020 with applicants for a WES academic credential evaluation for immigration purposes. An educational credential assessment (ECA) is to verify your foreign degree, diploma, or certificate is valid against the Canadian standards.

Canada PNP Finder

The survey reported 3 key findings as summarised below:

  • interest in immigration to Canada increased between April and August among prospective immigrants;
  • the number of respondents planning to delay immigration dropped considerably; and
  • prospective immigrants expect economic conditions in their home country to be worse than in Canada.

Take this free assessment online to determine your eligibility for Canada Immigration.

Prospective immigrants more interested in moving to Canada: The proportion of respondents who are more interested in immigrating to Canada increased to 46% in August from 38% in April. The amount who reported being less interested remained the same at 6%.

Decrease of jobs in immigrant occupations not a deterrent for more than half: About 42% of respondents said a decrease in the number of jobs in their home country would make them more interested in immigrating to Canada. Such respondents worked in finance, professional, scientific, and technical services.

Fewer respondents consider delaying immigration to Canada: The number of respondents who reported they were unlikely to delay immigration increased from 35% in April to 62% in August and would increase further.

The expectation of recession in Canada not a deterrent for most: Nearly 48% of the respondents said that an economic recession in Canada would have no impact on their immigration plans.

Why Now Is A Good Time To Move To Canada?

Canada has wide acceptance for offering permanent residence to foreign skilled workers even without working in Canada prior to applying. Aspirants with occupation as Computer Engineers, Software Developers, IT Experts, Electronics, Mechanical, Civil Engineers, Database Analysts, Graphics Designers, Audio & Video Recording Technicians, Finance Managers, Accountants, etc. have an excellent scope of work-life in Canada.

The Immigration Levels Plan for 2021-2023 raised hopes among millions of aspirants willing to move to Canada permanently. The annual target has been set to welcome over 400,000 new immigrants in which over 80% would qualify under economic-class & family immigration programs.

Canada’s popular economic-class programs include Provincial Nominee Programs (PNPs), Canadian Experience Class (CEC), Federal Skilled Worker Program (FSWP), Federal Skills Trades Program (FSTP). With the Express Entry system, any foreign skilled worker with adequate work experience and no Canadian experience can apply for permanent residence under these programs in quick time.
