New PNP Draw Under Ontario’s French-Speaking Skilled Worker Stream

The Canadian province of Ontario held a new nomination draw on May 4. 

A total of 102 candidates with proficiency in both English and French received a Notification of Interest (NOIs) in this draw and also had to have created an Express Entry profile between May 4, 2020 – May 4, 2021.

More specifically, all the selected candidates qualified under Ontario’s Express Entry French-Speaking Skilled Worker (FSSW) stream. 

The FSSW is a type of ‘enhanced’ provincial stream which is aligned with the federal Express Entry system. A total of 102 candidates with proficiency in both English and French received a Notification of Interest in this draw and also had to have created an Express Entry profile between May 4, 2020 – May 4, 2021. Additionally, the qualifying Comprehensive Ranking System score for this draw ranged between 458 and 467.

This is the third such provincial draw in 2021 and it brings the total NOIs issued through this stream to 374.

Having a Provincial Nomination is Beneficial

All NOIs to 102 eligible Express Entry candidates will lead to successful provincial nominations in the next 45 days. 

Express Entry candidates who receive a provincial nomination are effectively guaranteed to get an Invitation to Apply for Canadian permanent residence in a subsequent draw at the federal level. With a provincial nomination in hand, these candidates get an additional reward of 600 CRS points.

Eligibility Criteria for FSSW Provincial Stream

Receiving an invitation to apply will not guarantee your nomination. One may have to demonstrate the following eligibility requirements: 

  • Qualify for the Canadian Experience Class or the Federal Skilled Worker Program. These federal immigration programs require applicants to have adequate work experience in any skilled occupation. 
  • Minimum Canadian Language Benchmark (CLB) of at least 7 in French and 6 in English is also required. 
  • Adequate proof of finance enough funds to cover settlement costs in Ontario.

Latest BC Tech Pilot Pushes Total Nominations To 3,977 ITAs in 2021

British Columbia Provincial Nominee Program (BC PNP) held a Tech Pilot nomination draw on May 4. 

A total of 84 immigration candidates with work experience in selected occupations were invited to apply (ITA) for a provincial nomination. This has pushed the total ITAs in 2021 to 3,977. All the invited candidates are qualified to obtain permanent residency to settle in Canada.

The province issued invitations to eligible candidates under its Express Entry BC (EEBC) and Skills Immigration (SI) categories. All the invited candidates were from Skilled Worker & International Graduate sub-categories who required a minimum provincial score of 80 to qualify. 

Express Entry Candidates Take Advantage of Provincial Stream

The BC PNP Tech Pilot is a fast-track Provincial Nominee Program (PNP) for in-demand tech workers and international students. 

The mandatory criteria for qualification under Tech Pilot include: 

  • Registration through Skills Immigration Registration System (SIRS) in one of B.C.’s existing provincial immigration streams, EEBC or SI; 
  • A valid job offer of at least 12 months in one of the Tech Pilot’s 29 eligible occupations. 

All the registered applicants are evaluated and given a score which is based on the level of education, years of direct work experience and having a B.C. job offer.

Express Entry candidates are in an advantageous position as they gain additional 600 points toward their Express Entry Comprehensive Ranking System (CRS) score on receiving a successful provincial nomination. This will effectively guarantee an Invitation To Apply (ITA) in a future federal Express Entry draw.

Express Entry: CEC-only Candidates With CRS 400 Receive ITAs for Canada PR

Immigration, Refugees, and Citizenship Canada (IRCC) held back-to-back program-specific Express Entry draws on April 29. 

The 185th Express Entry draws resulted in 6,000 invites to CEC-only candidates who already have work experience in Canada. Typically, recent foreign graduates, temporary foreign skilled workers qualify for the permanent residence (PR) under Canada Experience Class (CEC) program.

The CEC was created in 2008 to help more temporary workers and international student graduates to transition to PR. The CRS requirement for qualification in the new invitation round was 17 points lower than the previous CEC-only draw.

With this, Canada has already issued over 60,000 invitations in 2021 to eligible Express Entry candidates to apply for PR.  

Since the start of 2021, IRCC has been following a distinct trend of conducting only alternative program-specific nomination draws which either include Provincial Nominee Program (PNP) and Canadian Experience Class (CEC). This further led to the exclusion of candidates who qualify under the Federal Skilled Worker Program (FSWP). 

FSWP is one of the largest immigration programs in Canada which attracts talented skilled workers who have had no work experience in Canada yet can qualify for PR based on factors like age, education, language proficiency, and relevant work experience in their home country.

  1. Qualifying CRS score

Any profile that is registered in the federal Express Entry pool will be evaluated and ranked out of a total of 1200 points based on a Comprehensive Ranking System (CRS). It considers human capital factors like age, education, work experience outside Canada, language proficiency in English/French, spouse adaptability, Canadian study experience, etc. 

Candidates who receive provincial nominations through ‘enhanced’ PNP streams will get an additional 600 points towards their CRS score. 

April 28 draw selected candidates having a minimum CRS score of 400 which is 17 points lower than the previous PNP-specific draw held on April 16.  

  1. Tie-break rule

Usually, IRCC applies a tie-break rule to avoid confusion in the rankings due to the same CRS score awarded to two or more candidates. This draw invited candidates who had a minimum score of 717 and only if they submitted their Express Entry profile before April 24, 2021, at 15:24:49 UTC.  

Canada is expected to welcome over 401,000 new immigrants in 2021. About 80,000 invitations will be sent out to eligible candidates through PNP and over 108,800 ITAs for Canada PR through Express Entry programs.

Express Entry: 381 PNP-only Candidates Receive ITAs for Canada PR

Immigration, Refugees, and Citizenship Canada (IRCC) pulled off yet another PNP-specific Express Entry draws on April 28.

The 184th Express Entry draws invited 381 candidates who already had a provincial nomination and were registered in the federal pool to receive permanent residency (PR). The CRS requirement for qualification in the new invitation round was 36 points lower than the previous PNP-only draw.

With this, Canada has already issued 55,771 invitations in 2021 to eligible Express Entry candidates to apply for PR.

CRS Requirement Drops To 301 In Latest Alberta PNP Draw

An exclusive provincial draw was held by the Alberta Immigrant Nominee Program (AINP) on April 20.

It resulted in a total of 200 invitations for a provincial nomination to eligible Express Entry candidates registered in the federal pool. These candidates are now one step closer to obtaining permanent residence (PR) in Canada. 

The major advantage of receiving provincial nomination under AINP draws on April 20 include: 

  • The qualifying score remains as low as 301 CRS points which are based on core human capital factors like age, education, work experience, and language proficiency in English or French, 
  • Those Express Entry candidates who receive nominations from AINP will automatically add 600 points to their overall CRS score. This will effectively guarantee them an invitation to apply for permanent residence in upcoming Express Entry draws held fortnightly by IRCC. 

‘Enhanced’ Alberta Express Entry Stream

The Express Entry system is a database of all eligible candidates who qualify for federal programs like the Federal Skilled Worker Program, the Federal Skilled Trades Program, and the Canadian Experience Class.

These registered profiles are assessed and ranked based on the Comprehensive Ranking System (CRS). Candidates receive points for factors including their age, education, work experience, language ability in English or French. The varying degree of scores will help the government determine a prospective immigrant to succeed in Canada’s labor market. 

Ever since the launch of the Express Entry system in 2015, all provincial streams are aligned with it for selecting eligible candidates. All immigration streams under Canada Provincial Nominee Program (PNP) are classified into two: ‘enhanced’ provincial streams & ‘base’ provincial streams. 

Alberta Express Entry comes under the ‘enhanced’ provincial stream, which means AINP can directly nominate eligible candidates from the federal Express Entry pool. 

Additional requirements to receive provincial nominations under the Alberta Express Entry stream include: 

  • Strong provincial ties which can be family ties or graduation from any University or College in Alberta, or those who can support the government’s economic development and diversification priorities.

Canada is keen on achieving its immigration target of 1.2 new immigrants by 2023. It has planned to achieve more than 60% of the said target through various economic-class programs including Express Entry, Provincial Nominee Programs, Business Immigration.

Saskatchewan Held New Provincial Draws Giving 269 Invites For Canada PR

Saskatchewan Immigrant Nominee Program (SINP) invited 269 eligible immigration candidates through a new PNP draw on April 22.

All the invited candidates received an invitation to apply for provincial nominations for permanent residence in Canada under SINP’s International Skilled Worker category. 

Further, the results were divided as: 

  • 130 invites to the SINP’s Express Entry subcategory, and 
  • 139 through the Occupations In-Demand sub-category.

The April 22 SINP draw invited candidates with an Expression of Interest (EOI) score of at least 70 out of 100 points. All the 269 candidates were even required to submit Educational Credential Assessments to demonstrate their foreign education was comparable to the Canadian standard.

Qualify for Upcoming SINP draws

Granting permanent residency certificates comes under the exclusive jurisdiction of Immigration, Refugees, and Citizenship Canada (IRCC). Canadian provinces can only fasten the process by issuing provincial nominations to desirable candidates through any of its PNP streams. 

Canada PNP streams are further aligned with the federal Expres Entry system. They are classified into the ‘enhanced’ provincial category and ‘base’ provincial stream. 

‘Enhanced’ Express Entry sub-category

The Express Entry sub-category is an enhanced PNP under the scheme of SINP. 

As the stream is linked to the federal Express Entry system, it can directly pick eligible candidates to invite them to apply for provincial nominations. 

The federal Express Entry manages the pool of candidates for three of Canada’s main economic-class immigration programs: Federal Skilled Worker Program, Federal Skilled Trades Program, and Canadian Experience Class. A separate Expression of Interest (EOI) must be submitted by candidates willing to be considered for a provincial nomination by SINP. 

Any profile registered in the pool is evaluated and ranked according to the Comprehensive Ranking System (CRS). The scoring criteria involve the consideration of candidates’ age, education, work experience, language proficiency in English or French, 

Additionally, those who receive a provincial nomination are awarded an additional 600 CRS points at the federal level. This is sufficient to receive an invitation to apply for Canadian permanent residence in the subsequent Express Entry draws

‘Base’ Occupation In-Demand sub-category

Under it is a ‘base’ provincial stream, the Occupations In-Demand sub-category is open to immigration candidates who do not have an Express Entry profile.

Usually, highly skilled workers with experience and without a job offer in the province, in occupations like utility managers, medical laboratory technicians, and miners, among 61 in-demand occupations qualify under this sub-category. 

Any eligible candidates must create an EOI profile through the SINP’s online application system to be considered for provincial nomination. Candidates will be assessed on how their work experience, education, language ability, age, and connections to the province demonstrate their ability to settle in Saskatchewan. They receive a score out of 100 and the highest-scoring individuals may receive an invitation to apply for a provincial nomination for Canadian permanent residence.

Saskatchewan had a great run since the PNP draws resumed after the initial travel restrictions imposed due to curb the spread of pandemics. The province has regularly conducted its provincial draws inviting eligible foreign workers to come a step closer to permanent residency.

Canada to Invest $1 Million in Northern Ontario to Boost Immigration & Tourism

Canada is taking all possible steps to revive its regional economy after the onslaught caused by the pandemic.

The federal government will now focus on attracting new immigrants as well as boost tourism under its new $1 million investment plan in Northern Ontario. 

The million-dollar funding will go into boosting municipalities and indigenous communities to create well-paying jobs for newcomers. A newcomer in Canada can be anyone who has recently immigrated to Canada as an International student, temporary worker, skilled professional, experienced entrepreneur, and more. They may soon qualify to obtain permanent residency in Canada. 

The government is expected to first focus on the Thunder Bay-Superior North region by matching skilled workers to what employers need, revealed Patty Hajdu and Marcus Powlowski, who are Members of Parliament for the Thunder Bay area, while announcing the initiative on April 7.

They went on to say, “Our government’s focus on economic diversification and immigration will support a strong economic recovery that is inclusive, sustainable, and creates good jobs for families throughout Thunder Bay-Superior North.

Rural & Northern Immigration Pilot (RNIP)

Canada is investing about $490,500 in the Thunder Bay Community Economic Development Commission to support Canada’s Rural and Northern Immigration Pilot (RNIP). 

The RNIP is a community-driven immigration program. It takes help from the participating municipalities that attract and retain foreign workers. 

Thunder Bay is one of 11 participating communities, which also include:

  • North Bay, Ontario;
  • Sudbury, Ontario;
  • Timmins, Ontario;
  • Sault Ste. Marie, Ontario;
  • Brandon, Manitoba;
  • Altona/Rhineland, Manitoba;
  • Moose Jaw, Saskatchewan;
  • Claresholm, Alberta;
  • Vernon, British Columbia; and
  • West Kootenay, British Columba.

According to a report funded by the federal government of Canada, Northern Ontario needs 162,000 new immigrants to support its economy. Individuals with specific professions and trades under Health & Medical, Skilled Trades, Engineering, ICT, Mining can easily find a prospective job opportunity in the region. 

Candidates willing to apply for immigration under RNIP will be required to have a recommendation from one of these communities. The recommendation can be obtained by demonstrating at least one year of work experience or a post-secondary credential from a local institution. Adequate language requirements and enough financial stability to support yourself and your family will also be required. 

With the recent announcement, the government is aiming at helping employers in the region better understand the immigration pathways and also promote jobs to newcomers, and provide employer diversity training.

Additionally, Canada is set to fulfil its annual obligation to welcome more than 401,000 newcomers through various economic-class programs and family programs. This is under a larger scheme of things to welcome over 1.2 million new permanent residents by 2023

Attracting Immigration To Regional Australia

Australian businesses are feeling acute labor shortages in areas historically filled by temporary visa holders that have been restricted from entry due to border closures. Shortages have been more pronounced in agriculture, tourism, and hospitality sectors,and especially in regional Australia. 

The shortages are being reported even after opening Priority Migration Skilled Occupation List, which identifies 18 occupations that fill critical skills needs to support Australia’s economic recovery from COVID-19.

The Skilled Work Regional (Provisional) visa (subclass 491) permits state or territory-sponsored overseas workers to reside and work in a designated regional location for a period of five years. 

Further, the holders of this visa can apply for permanent residency after living and working in a designated regional location for at least three years. 

In near future, we expect the Australian government to relax Labour Market Testing for the employer-sponsored streams and lower English language requirements in regional areas temporarily to welcome more and more workers for economic recovery.

The Federal 2020-21 Budget committed nearly $29.8 million over two years for a Global Business and Talent Attraction Taskforce. This will enhance Australia’s ability to attract and retain highly skilled workers in key growth sectors.

Five Canadian Provinces Invite Express Entry Candidates For Canada PR

Issuing permanent residency (PR) certificates in Canada is under the exclusive authority of the federal government. Provincial Nominee Programs (PNPs) in Canada issue provincial nominations to eligible candidates who can apply for Canada PR with the Immigration, Refugees, and Citizenship Canada (IRCC).

Following the process, last week was crucial for immigration aspirants as five Canada PNP invited eligible Express Entry candidates to apply for provincial nominations. 

British Columbia Holds Tech Pilot Draw

British Columbia held its popular Tech Pilot on April 20. It resulted in inviting 90 immigration candidates to apply for provincial nomination. All the invited candidates belonged to Express Entry BC and Skills Immigration category.  

Further, all these candidates required a minimum provincial score of 80, calculated under its Skills Immigration Registration System (SIRS). 

BC PNP started a weekly Tech Pilot draw in 2017 to attract foreign talent in the growing BC’s tech sector. The pilot is now available to nominate skilled workers for 29 occupations. The Tech pilot is open until June 2021 and may extend beyond. 

Manitoba Holds Unusual Draws

The Manitoba Provincial Nominee Program (MPNP) invited 399 candidates who may be eligible for the Skilled Workers Overseas stream on April 19. 

Usually, MPNP conducts three draws for each of its PNP streams – Skilled Worker in Manitoba, Skilled Workers Overseas, and International Education Stream along with ‘enhanced’ Express Entry stream. However, the April 19 MPNP draw invited provincial nominations only under Skilled Workers Overseas and Express Entry streams. 

The results of the new MPNP draw are as follows:

  • 30 candidates invited under a strategic recruitment initiative with an EOI score of at least 703; and
  • 369 candidates were invited under a strategic recruitment initiative with an EOI score of at least 708.

Ontario Holds Tech Pilot Draw

Ontario invited 528 Express Entry candidates with work experience in one of six tech occupations to apply for a provincial nomination on April 13. It includes: 

  • Software engineers and designers (NOC 2173)
  • Database analysts and data administrators (NOC 2172)
  • Computer programmers and interactive media developers (NOC 2174)
  • Computer and information systems managers (NOC 0213)
  • Web designers and developers (NOC 2175)
  • Computer engineers (NOC 2147)

All the invited candidates needed to have a profile in the Express Entry System with a Comprehensive Ranking System score between 456 and 467. 

Prince Edward Island Invites 156 Candidates

Prince Edward Island has released the details of its scheduled April 15 draw. Most of the invitations, 140, went to Express Entry and Labour Impact candidates. The remaining 16 invitations went to Business Impact candidates who had a minimum point threshold of 75.

Alberta Invites Candidates With Low CRS of 302

In a nomination draw held on April 06, Alberta invited up to 200 Express Entry candidates with a CRS score as low as 302. However, it is one point higher than the previous two draws

Qualify For Canada PR With Express Entry

Express Entry is the main way through which Canada manages skilled worker applications for permanent residency. Although, one can skip the PNP process and receive permanent residency directly, having a provincial nomination effectively guarantees that IRCC will invite you immediately, subject to qualification. 

Express Entry is an application management system for three federal immigration programs. Any profile submitted in the system is ranked based on the Comprehensive Ranking System (CRS), which considers factors like your age, work experience, education, and language skills. 

The highest-scoring candidates receive invitations to apply for permanent residence through regular Express Entry draws. 

Additionally, candidates with provincial nominations gain an additional 600 CRS points and this is enough to score above the required minimum CRS points which are determined in each Express Entry draw.
