Minister urges applicants to choose Canada immigration consultants wisely

Marco Mendicino, Minister of Immigration, Refugees and Citizenship Canada (IRCC), in a recent statement, has urged those who wish to migrate to Canada to choose their immigration representatives wisely. The statement from the Minister was issued in the context of the fraud prevention month being observed by Canada in March. The Minister said the immigration aspirants must make sure that the representative they choose is authorized to do business with the government.

The Minister’s statement also reiterated Canada’s commitment to prevent immigration scams and immigration aspirants falling prey to fraud consultants. “The vast majority of these applicants are genuine and wish to come to Canada in good faith. Unfortunately, there are some dishonest people who prey on these individuals, and the Government of Canada is committed to preventing applicants from becoming victims of fraud,” said Minister Mendicino in the statement.

Toronto, Vancouver emerge most favourite destinations for immigrants

Toronto and Vancouver are attracting more immigrants compared to other popular cities among new immigrants in North America that include New York, Miami, Los Angeles and Washington DC. The record-breaking immigration growth in these two cities can be partially attributed to the fact that Canada welcomed a significantly high number of immigrants in 2019. Another major reason was Quebec reducing its immigration levels by 20 percent. Because of this, the number of immigrants who would have otherwise chosen the Quebec city of Montreal chose either Toronto or Vancouver.  Yet another reason for the increase in immigration to Toronto and Vancouver was the US tightening its immigration rules.

Though Canada is big and vast, most of the new immigrants prefer to settle in big cities of the country. While 16 out of 20 immigrants who moved to British Columbia in 2019 chose to settle in Metro Vancouver, only 1 in 20 immigrants settled in Greater Victoria region. According to Jack Jedwab, president of Metropolis Canada, Metro Vancouver is projected to be the fifth highest immigrant-receiving city in North America, despite the city having a relatively smaller population size of 2.2 million.

The number of new immigrants who moved to Greater Toronto in 2019 was a record 117,000 and it resulted in the country’s population growing by 1.9 per cent. At the same time, Metro Vancouver’s population grew by 1.6 percent, as 40,020 new immigrants moved to the city last year.

The temporary work permit and study permit holders have not been included in determining the immigration growth rate of Toronto and Vancouver.

In 2019, a total of 341,000 new permanent residents moved to Canada. This is an incredible rise compared to the number of new permanent residents moved to Canada in the year 2015, which was only 271,000.

The proportion of immigrants from India has also doubled since 2016 and one in four of all new immigrants who arrived in Canada in 2019 was Indian.

Canada could withstand the global slowdown that affected major economies in 2019 thanks to immigration, a Live Mint news report has observed. The gains in the labour force helped the Canadian economy retain a solid pace of growth during the period of economic slowdown, the report said.

According to the data from OECD, the labour force of Canada grew two percent last year. It marks a faster growth compared to the US and Japan. This increase in labour force is attributed to the population growth in Canada, 80 percent of which comes from immigration.

The population growth has increased consumer spending, which led to sales and prices remaining high. As a result, Canada could successfully tide over the global slowdown in trade and investment as well as the sluggish growth of the global economy.

3900 candidates receive ITAs in March 4 Express Entry draw

The Immigration, Refugees and Citizenship Canada (IRCC) invited 3900 candidates to apply for permanent residence in Canada in the Express Entry draw held on March 4. The invited candidates had a minimum Comprehensive Ranking System (CRS) score of 471. In the previous Express Entry draw held on February 19, the minimum cut-off score was 470 and invitations were issued to 4500 candidates.

Tie-break rule was applied in the March 4 Express Entry draw as in the previous draws. The time stamp given was February 24, 2020 at 06:02:57 UTC. It means not all candidates with a CRS score of 471 received ITAs in the latest draw, but only those who had submitted their Express Entry profiles before the said date and time.

Tie-break rule was applied in the March 4 Express Entry draw as in the previous draws. The time stamp given was February 24, 2020 at 06:02:57 UTC. It means not all candidates with a CRS score of 471 received ITAs in the latest draw, but only those who had

submitted their Express Entry profiles before the said date and time.

By 2021, Canada is planning to increase the immigration levels up to 350,000. Among the total number of immigrants to be admitted during this period, around 90000 candidates will be admitted through Express Entry. According to immigration experts, the high immigration target set by Canada is likely to prevent CRS cut-off score shooting up any further in the near future. So, candidates with CRS score in the current range can expect receive an ITA soon.

The Express Entry draw held on March 4 is the 5th draw to have held in 2020 so far and in all these draws, IRCC has issued a total of 18,700 invitations. Canada plans to issue a total of ITAs 85,800 this year through Express Entry and a high number of ITAs is being issued in successive draws with an aim to meet this target.

Canada migration through Express Entry

The first step for a candidate to migrate to Canada through Express Entry is to create an Express Entry profile. Each of these profiles are assessed on the basis of various eligibility factors such as age, education, work experience, language proficiency etc. and awarded a Comprehensive Ranking System(CRS) score out of 1200.  The highest scoring candidates are invited to apply for permanent residence in Canada by the IRCC, in the federal Express Entry draws which are usually conducted in every two weeks.

To enter the Express Entry pool, the candidate must prove their eligibility under one of the three federal economic immigration programs, which are Federal Skilled Worker Class, Canadian Experience Class, or Federal Skilled Trades Class. The Express Entry candidates, who have received provincial nomination through one of the streams/categories aligned to the federal Express Entry system, will have 600 additional CRS score points added to their total score. So they surely receive an invitation from IRCC to apply for Canada PR in the subsequent Express Entry draw.

Future of Canada depends on immigration, says immigration minister

The future of Canada depends on immigration, said Marco Mendicino, the Immigration Minister of Canada in his “Vision” speech. He said this in the context of the demographic realities of the country. Canada has low birthrate, longer lifespan for people and fewer children to maintain the size of the population.  The lack of population growth is putting pressure on the country’s economy as the number of workers on whom the government can rely for raising funds for government expenses such as healthcare is really low. As the population is aging faster, the demand for healthcare is also going to increase in the future. Currently, 85 percent of Canada’s population growth can be attributed to immigration. It is predicted that Canada’s dependence on immigration for population growth will reach 100 percent by 2030s.

Marco Mendicino, in his speech, has informed that Canada would be welcoming over one million immigrants over the next three years. The 2020-2022 Immigration Levels Plan of Canada will be formally released in March, said the Minister.

He said 95 per cent of immigrants who came to Canada through Express Entry are employed and 85 per cent of them are working in their respective fields of specialization. Immigration programs such as the Global Talent Stream and Atlantic Immigration Pilot are also playing a key role in supporting the country’s economy, according to the Minister.

The Minister also highlighted the need to promote economic immigration to smaller communities. It is with this aim the Rural and Northern Immigration Pilot was introduced in 2019, said the Minister.

Canada will also be launching Municipal Nominee Program (MNP) in order to promote economic growth across the country. The Canada government is conducting pre-consultations regarding the program, said the Minister and he invited the stakeholders to provide feedback on how to shape the MNP.

OECD has lauded the Canadian immigration system as the international standard on how to effectively manage an immigration system, the Minister said. Canada is built on the strength of immigration. Welcoming the immigrants will help Canada to grow the labour market, support businesses and remain the best country in the world, said Mendicino, concluding his speech.

A total of 576 Express Entry and Occupations In-Demand candidates received invitations to apply for a provincial nomination in the Saskatchewan Expression of Interest draw held on February 27. The selected candidates in both categories had a minimum score of 69.

Saskatchewan’s Expression of Interest system enables the province to select immigration applicants capable of economically establishing themselves in the province and nominate them for permanent residence in Canada. The first step in obtaining provincial nomination through the Saskatchewan Expression of Interest system is submitting an Expression of Interest to the Saskatchewan Immigrant Nominee Program(SINP). Each of the Expression of Interest profiles submitted to the SINP is assessed and awarded a score out of 100 based on various eligibility factors such as age, education qualification, language proficiency etc. The highest-scoring candidates receive an invitation to apply for a provincial nomination from Saskatchewan in the Expression of Interest draws. Though it is not mandatory for a candidate to have a job offer, they must have at least one year of work experience in a skilled occupation that is related to their field of study.

The latest Saskatchewan Expression of Interest draw issued 301 invitations to candidates belonging to the Express Entry sub-category. Those who receive a provincial nomination from Saskatchewan will have 600 Comprehensive Ranking System score points added to their total CRS score. In the subsequent federal Express Entry draw, they would also receive an invitation to apply for permanent residence in Canada.

  • Legal residential status in the country from where the candidate is applying
  • Language proficiency equal to at least Canadian Language Benchmark (CLB)4 in English or French
  • Education qualification equal to post-secondary level education or training
  • At least one year’s work experience acquired during the past 10 years in a highly skilled occupation (classified under NOC 0, A or B) related to the candidate’s field of study.
  • Required professional licenses
  • Settlement funds enough to start a new life in Quebec
  • Score of at least 60 out of 100 in the unique points grid system of Quebec.

Nova Scotia Nominee Program

Nova Scotia Nominee Program (NSNP) gives an opportunity to candidates without a job offer to migrate to Canada, provided they meet the following requirements:

  • The candidate’s age must be between 18 and 49
  • They must meet the minimum language requirements
  • They must have work experience of at least one year in the designated field
  • Education qualification must be equal to Canadian diploma or certification
