A world report on Best Global Universities by US News has named the University of Toronto, the University of British Columbia, & McGill University among the top 100 global universities.

World’s Best Cities Report Puts Canadian Cities Among The Top Urban Destinations

Toronto & four other Canadian cities feature in the World’s Best Cities report 2022. The report is prepared by Resonance Consultancy, a marketing consultant specializing in areas like tourism and real estate.

Toronto’s top 25 finish this year is powered by diversity and education, with its eponymous university, University of Toronto, ranking #9 globally and its residents finishing #20 for the planet’s most educated,” read a statement from Resonance Consultancy.

The report analyzed urban destinations across 195 countries and included Canadian cities of Toronto, Montreal, Calgary, Vancouver, and Ottawa among the top 100 urban destinations in the world. 

Canadian Cities Provide Better International Education & Business Opportunities

Toronto is placed at 24 ahead of Sydney in Australia which is at 25th, Lisbon in Portugal at 37, and Athens in Greece at 53.

Other Canadian cities like Montreal are ranked at 57, Calgary at 65, Vancouver at 69, and Ottawa at 96th are among the top 100 world’s Best Cities. 

Montreal made its place in the top 100 cities due to its response during and after the pandemic. The culture of the city has been ranked high at 22. McGill University in the city got 27th rank while Université de Montréal was ranked 57.

Vancouver is ranked 69 in the global ranking due to its universities, culture, and beauty. 

Ottawa, the capital city of Canada has been ranked 96. The residents of the country have been ranked at 15 due to education. 

There are 1,800 businesses in the cities related to life sciences, technology, software, digital media, software, and aerospace. Thousands of jobs are available in the city and the cost of living is also very low in comparison to other cities in the country.

According to Statistics Canada, Calgary had welcomed nearly 46% of total immigrants moving to Alberta. Statistics Canada Notes Increased Job Vacancies Across All Sectors

Statistics Canada in its payroll employment, earnings and hours, and job vacancies report for September 2022 noted 994,800 vacant payroll employment positions in Canada.

The report found a 3.8% hike in job vacancies within Canada across all major sectors – Healthcare and Social Assistance, Accommodation, and Food Services, Retail Trade, Professional Scientific and Technical Services, Manufacturing – compared to the previous August report. 

Payroll employment increased nationally by 0.5% in September, with the largest gains in Quebec, British Columbia, and Alberta. Additionally, two immigration-friendly provinces, Ontario and Saskatchewan added the highest number of 400,000 new jobs during the period. 

Payroll employment in Canada does not include self-employed, professional practices, or owners and partners of unincorporated businesses. Therefore, it indicates more hiring of eligible candidates and it is coinciding with increased economic-class immigration targets for 2023 in Canada. 

New Canada Immigration Levels Plan 2023-25

Canada did not hesitate to release an ambitious immigration levels plan yet again. The country looks forward to welcoming nearly 266,210 new immigrants annually in 2023 through Express Entry/PNP streams. The targets for 2024 and 2025 are nearly 300,000 new immigrants each.

Sector-Wise Job Vacancies in Canada

  • Healthcare and social assistance: The healthcare sector posted the highest number of job openings in Canada at 159,500 positions. It is similar to the high demand for self-employed professionals including doctors, nurses, physicians, surgeons, etc. 
  • Professional Scientific and Technical Services: The services sector encompasses legal services, accounting, architectural and engineering, computer systems design, management consulting, advertising, public relations, and more, posted 61,900 job openings in Canada.  
  • Accommodation and Food services: The accommodation and food services posted 152,400 job openings in Canada.
  • Retail Trade: The retail trade sector including field managers and strategists saw about 117,300 vacant positions in September.

Express Entry Draws: November Ends With Lower CRS Score And 4,750 ITAs For Canada PR 

Immigration, Refugees, and Citizenship Canada (IRCC) held its second all-program Express Entry draws in November.

The latest draw on November 23 maintained the same number of invitations to apply (ITA) at 4,750 but lowered the qualifying Comprehensive Ranking System (CRS) score to 491 points, three points drop from the previous November 3 Express Entry draws.

Is the Tie-break rule applied?  Profiles registered on or before October 13, 2022, 11:22:17 UTC were invited. 

This is particularly helpful in cases where two or more candidates end up with the same CRS score. 

This is the eleventh consecutive all-program Express Entry draw since July 06 as Canada resumed PR nominations for Federal Skilled Worker Program after a gap of nearly 18 months. 

Federal Skilled Worker Program allows direct PR pathways for foreign skilled workers based on their work experience. Receiving a provincial nomination can boost the Express Entry CRS score by additional 600 points. 

A common trend among all the draws since resuming is a consistent increase in draw size and a decline in qualifying scores to accommodate more profiles. This has led to a decrease in the Canadian immigration application backlog.  

Official data reveals that IRCC invited over 30,000 candidates through Express Entry since then.

Proposed Changes to the Express Entry System in 2023

The 2023-2025 annual targets for Express Entry landings (principal applicants, spouses, and dependents) are projected at 

  • 82,880 ITAs in 2023
  • 109,020 ITAs in 2024
  • 114,000 ITAs in 2025

IRCC is expected to issue ITAs for Canada PR to eligible candidates with specific work experience, education, or language ability. The occupation group choice would depend on Canada’s prevailing market demand. 

This will impact the relevance of CRS scores in some instances and may become less vital in future draws.

Self-employed physicians can apply under Express Entry for PR

Immigration Minister Sean Fraser recently announced new measures to enable physicians to apply under Express Entry and directly qualify for Canadian permanent residency. 

Until now, physicians or doctors who practice in Canada could not qualify for Express Entry 

programs since they were considered self-employed. Being self-employed in Canada for the purpose of gaining work experience did not make them eligible for most economic immigration pathways, including Express Entry. 

However, if you’re self-employed with at least one year of work experience in your home country, you can still apply for permanent residence through the Express Entry program.

November PNP Draws From Prince Edward Island Issues 188 Invites For Canada PR

Prince Edward Island held two nomination draws within a gap of two weeks in November. Together, 188 invitations to apply (ITAs) for provincial nominations were issued under either one of the three streams: Express Entry, Labour, and Business streams.

It is unusual for Prince Edward Island Provincial Nominee Program (PEI PNP) to hold two draws in a month. The provincial draw held on November 3 issued 39 candidates through the Labour and Express Entry stream, while November 17 PEI PNP draw invited 142 candidates through the Labour and Express Entry streams. 

Additionally, eight candidates received invitations to apply for provincial nomination through the Business Work Permit Entrepreneur streams. 

The qualifying threshold for business invitations was reduced to 62 (ten points lower than the previous October month draw) under the unique provincial points grid.

Qualify for Canada PR Under PEI PNP

In order to be considered for nominations under PEI PNP provincial draws, candidates must create an Expression Of Interest (EOI) profile with the province. 

EOI profiles are given points based on the province’s unique points grid. The highest-scoring candidates are then invited to apply through monthly draws.

PEI PNP Express Entry & Labout Impact category

If a candidate is already registered in the federal Express Entry pool, they could qualify for provincial nomination under the PEI PNP Express Entry category. 

Foreigners like Skilled Workers, Critical Workers, and International Graduates with a valid job offer in PEI, and having support from their employer may qualify under the Labour Impact category. 

PEI PNP Business Impact category

Prince Edward Island also favors the immigration of foreign entrepreneurs to boost its economy. Such candidates are issued invitations under the Work Permit Stream, which is for foreign entrepreneurs who want to own and operate a business in PEI. 

Further, eligible candidates with a successful provincial nomination can apply to the Immigration, Refugees, and Citizenship Canada (IRCC) for permanent residency. 

Future of PEI PNP Draws

The division between provincial invitations issued over the last 12 months (Dec 16, 2021, to November 17, 2022): 

  • Business Invitations over the last 12 months – 8% (129) 
  • Labour Invitations including Express Entry over the last 12 months – 92% (1647)

Prince Edward Island is among the four Atlantic provinces in Canada which is dependent on immigration for their population growth and sustaining the economy. The other three provinces Newfoundland and Labrador, Nova Scotia, and New Brunswick are also making significant efforts to welcome and retain more immigrants.

Latest Manitoba PNP Draws Nominates 518 Profiles Including Express Entry For Canada PR 

The Manitoba Provincial Nominee Program (MPNP) held a new set of Canadian immigration draws on November 17. The latest Expression of Interest (EOI) Manitoba PNP draws led to 518 new Letters of Advice to Apply (LAA) for provincial nominations

An Expression of Interest (EOI) profile is not an application for Canadian immigration but an immigration profile that is evaluated and assessed for 1,000 points based on core human capital, mainly work experience, education, and language proficiency.  

The prairie province of Canada invited a mixed pool of on-shore as well as off-shore immigration candidates. They qualified for various Manitoba PNP immigration streams while some were also registered under the Canada Express Entry pool to apply for provincial nominations. 

Breakdown of November 17 MPNP draw: 

  • About 125 invitations went to candidates registered in the federal Express Entry pool. 
  • 143 invitations with a minimum EOI score of 703 under Skilled Workers Overseas; 
  • 177 invitations with a minimum EOI score of 616 under Skilled Workers in Manitoba; and
  • 198 invitations with no EOI score requirement under International Education Stream.

Expressions of Interest from Skilled Workers Overseas candidates have only been considered if they:

  • were directly invited by the MPNP under a Strategic Recruitment Initiative, or
  • have a valid Express Entry profile number and Job Seeker validation code.

Manitoba PNP on new NOC 2021

Immigration, Refugees and Citizenship Canada (IRCC) switched to a new classification for economic-class immigrants earlier this month. 

Each year some 15,000 people from countries all over the world move to Manitoba in search of better career opportunities and a standard of life.

The Manitoba Provincial Nominee Program (MPNP) has aligned its provincial intake in November 17 draw with the 2021 version of the National Occupational Classification (NOC). 

However, if your MPNP application was submitted before November 16, 2022, the MPNP nomination and subsequent permanent residence application will be assessed using NOC 2016.

British Columbia PNP Changes Points System To Modify Point Allocations For Immigration Applicants

Soon as National Occupation Classification (NOC) 2021 came into force earlier this month, British Columbia PNP (BC PNP) modified its points system to reflect new NOC changes in inviting eligible candidates for provincial nominations.

No points will be awarded to candidates’ skill levels instead human capital factors will now be assessed based on a TEER classification.

New NOC 2021 will affect the BC PNP intake of economic-class immigrants in the following way: 

  • The number of points assigned to human capital (skills, experience education, and competencies of the individual) and economic factors (job offer, income, district of employment) of applicants has increased
  • Additional points have been added for professional designations and language proficiency in both English and French;
  • Points have been added for previous experience working or studying outside of metropolitan Vancouver.

The total points available in the new BC PNP system is 220 (previous 200) and divided between human capital factors and economic factors.

How can Aspiring Candidates Qualify for BC PNP under Revised Points Allocation?

  1. Dual language proficiency recognized: A maximum score for language ability (30 points) can now be achieved with a Canadian Language Benchmark (CLB) of 9 in French or English as opposed to the previous 10. 

Candidates proficient in both English and French may receive an additional 10 points.

  1. Higher the income, the higher your points: A candidate with an annual salary of $145,000 would guarantee an applicant the maximum number of points in this category.

Aged aspirants are given preference under the new points allocation system. Additional 5 points are added for applicants aged 55 (previously 50).

  1. Get employed in the region outside Vancouver with specific skill: British Columbia wants to decongest the Vancouver area and offers a tiered number of points under the current scoring criteria 
  • 0 points for employment in the metro Vancouver district;
  • 5 points for employment in the Squamish, Abbotsford, Agassiz, Mission, and Chilliwack districts; and
  • 15 points, for any area in B.C. not already mentioned.

Candidates may now receive 10 additional points for specific regional education or work experience whereas unlike one year of any Canadian experience in the previous allocation.

Apply for Canada PR through BC PNP

The “two-step migration” process is now the preferable pathway for economic-class immigrants. 

Under this process, eligible candidates are required to apply for a temporary resident visa and gain work experience in Canada. Based on their Canadian experience, the federal government invites them to apply for permanent residence. 

Over the past decade, nearly 50 percent of the economic class immigrants receiving permanent residence in Canada came under provincial programs (PNPs and Quebec admissions) or the federal Canada Experience Class program. 

The provincial nomination from British Columbia is valid for approximately six months from the confirmation date. 

During this time period, you can apply with IRCC under the Provincial Nominee Class and receive an invitation to apply for permanent residence through fortnightly Express Entry nomination draws. 

As a provincial nominee, you may receive an additional 600 points under the Comprehensive Ranking System (CRS) of the Express Entry system. The high score will effectively guarantee an Invitation to Apply (ITA) during a subsequent federal Express Entry draw.

Nova Scotia Plans To Target More French-Speaking Immigrants For Issuing Provincial Nominations

Canadian province of Nova Scotia made its new francophone immigration action plan public. The Atlantic Canada province provided its population strategy to increase francophone immigration in the new report titled Growing Nova Scotia’s Francophone Population – An Action Plan for Success (2022-25).

Francophone immigration in Canada means inviting more French-speaking immigrants to qualify for Canadian permanent residency. 

Quebec is the largest french-speaking province in Canada while the 2021 census reported more than 30,000 people in Nova Scotia speaking French as their first language.

Nova Scotia used to have a well-established community of French speakers since the Acadians settled in the 1600s. Later they were forcibly removed from the province by the British and sent to the southern United States. 

Now the overall federal target for French-speaking immigrants outside of Quebec is 4.4% by the end of 2023 and Nova Scotia will be taking the lead through its provincial nomination program. 

Qualifying for Provincial Nominations from Nova Scotia

Any eligible foreigner can get nominated to qualify for Canadian permanent residency through Nova Scotia in two ways: 

  • the Atlantic Immigration Program (AIP), and
  • the Nova Scotia Provincial Nominee Program. 

Immigration to Canada through Nova Scotia Provincial Nominee Program

‘Enhanced’ stream offer registered candidates in the federal pool to be considered for provincial nominations. This guarantees permanent residency in Canada as additional 600 points are added to their overall qualifying score. 

Eight different immigration streams under Nova Scotia Provincial Nominee Program include: 

‘Enhanced’ PNP streams – 

  1. Nova Scotia Experience: for candidates with their profiles registered in the federal Express Entry pool and work experience in Nova Scotia for at least one year;
  2. Nova Scotia Labour Market Priorities: for candidates with their profiles registered in the federal Express Entry pool and who meet specific labor market needs;
  3. Nova Scotia Labour Market Priorities for Physicians: for candidates with their profiles registered in the federal Express Entry pool and who have a job offer as a family physician or specialist physician;

‘Base’ stream targets candidates from a separate pool and delinked from federal Express Entry. It targets candidates with specific skills and experience for temporary residence in Canada.

  1. Physician Stream: for physicians who have a job offer in Nova Scotia and are not in the Express Entry system;
  2. Skilled Worker Stream: for skilled workers who have received a job offer in the province;
  3. Occupation In-Demand Stream: for workers with a job offer in an occupation that is deemed “in-demand;”
  4. Entrepreneur Stream: for individuals who wish to start a business in the province; and

Atlantic Immigration Program (AIP) is now a permanent federal immigration to Canada program. It will open doors for additional 6,000 eligible candidates to apply for Canada Visa annually. 

Atlantic Canada is comprised of four provinces: Nova Scotia, New Brunswick, Prince Edward Island, Newfoundland, and Labrador.

To apply under the AIP, candidates must have a job offer from a designated employer. They must have also had an individualized settlement plan.

Summary Of How Canada Is Improving Processing Times For Immigration

Canada had laid out the full implementation of its digital program modernization plan:

  • Phase 1: Stabilize (December 2020 to November 2021)
  • IRCC would stabilize the legacy Global Case Management System (GCMS) until a new platform is developed in phase three 
  • Phase 2: Standardize (December 2021 to March 2023)
  • IRCC is currently establishing foundational cloud elements to support capabilities that will be delivered in phase three
  • Phase 3: Enhance (April 2023 to December 2026)
  • IRCC will deliver a new digital operating platform, fast-tracking processing times and improving immigration to Canada

Canada’s Efforts to Modernize Immigration Application System

IRCC is improving its application management systems throughout Canadian immigration to meet increasing immigration targets in a quick time and deliver communication for clients. 

Here’s a recap of ongoing modernizing efforts to improve Canadian immigration: 

  • As part of the 2021 budget, Canada invested $428.9 million over 5 years, with $398.5 million in remaining amortization “to develop and deliver an enterprise-wide digital platform that would gradually replace IRCC’s legacy Global Case Management System (GCMS)”
  • Specific to spousal sponsorship applicants, application processing has returned to the service standard of 12 months for new applications
  • Introduction of the Permanent Residence Application Tracker
  • Online testing and an application tracker/submission system were introduced for citizenship applicants 
  • Even virtual citizenship ceremonies were conducted, allowing interested candidates to self-administer their oath by signed attestation and celebrate their citizenship afterward

In near future, IRCC is planning to: 

  • Update the online processing times tool and begin publishing estimates of application processing times
  • Make certain applicants exempt from requiring a medical examination for immigration
  • Conduct more telephone and video interviews for some programs, including expanding the availability of virtual interviews at our overseas offices and even some visa application centers

Canada Shifts To New TEER System To Improve Economic-Class Immigration Intakes

Canada is shifting to a new National Occupation Classification (NOC) 2021 to include more skills and occupations and boost economic-class immigration intakes, including Express Entry and PNPs

With an ambitious annual intake of over 465,000 new immigrants in 2023, the new NOC 2021 will allow IRCC to invite more deserving skilled immigrants under 100+ economic-class programs.  

Canada NOC 2021 attempts to determine work experience eligibility on the basis of the new Training, Education, Experience, and Responsibilities (TEER) system. 

The previous NOC 2016 classified occupations using skill levels for all Canadian temporary and permanent residency programs. The new Canada NOC 2021 will allow Immigration, Refugees, Citizenship Canada (IRCC) to target profiles based on academic and work experience. 

This may enable foreign immigrants who specialize in emerging fields like data science, cyber security, and others can get adequate opportunities to work & settle in Canada.

What Should Canada Express Entry Aspirants Do?

New NOC 2021 opens the Express Entry doorway for 16 new occupations: 

  • Payroll administrators;
  • Dental assistants and dental laboratory assistants;
  • Nurse aides, orderlies, and patient service associates;
  • Pharmacy technical assistants and pharmacy assistants;
  • Elementary and secondary school teacher assistants;
  • Sheriffs and bailiffs;
  • Correctional service officers;
  • By-law enforcement and other regulatory officers;
  • Estheticians, electrologists and related occupations;
  • Residential and commercial installers and servicers;
  • Pest controllers and fumigators;
  • Other repairers and servicers;
  • Transport truck drivers;

About the New Canada NOC 2021 

NOC 2016 classified all occupations under four skills levels: 

  • NOC 0: Skill type 0 jobs are usually managerial in nature;
  • NOC A: Skill type A jobs are professional in nature and usually require a university degree; or
  • NOC B: Skill type B jobs are skilled trades occupations that usually require a college diploma or training as an apprentice.
  • NOC C & D: Jobs include semi- and low-skilled workers in the trades, primary and manufacturing industries, sales and services, as well as certain clerical and assistant categories

The new TEER system classifies all occupations into six categories: 0, 1, 2, 3, 4, 5

TEER 0
  • Management occupations.
TEER 1
  • Completion of a university degree (bachelor’s, master’s, or doctorate); or
  • Several years of experience in a specific occupation from TEER category 2 (when applicable).

  • Completion of a post-secondary education program of two to three years at a community college, institute of technology, or CÉGEP; or
  • Completion of an apprenticeship training program of two to five years; or
  • Occupations with supervisory or significant safety (police officers and firefighters) responsibilities; or
  • Several years of experience in a specific occupation from TEER category 3 (when applicable).
TEER 3
  • Completion of a post-secondary education program of fewer than two years at community college, institute of technology, or CÉGEP; or
  • Apprenticeship training of fewer than 2 years; or
  • More than six months of on-the-job training, training courses, or specific work experience with some secondary school education; or
  • Several years of experience in a specific occupation from TEER category 4 (when applicable).
TEER 4
  • Completion of secondary school; or
  • Several weeks of on-the-job training with some secondary school education; or
  • Several years of experience in a specific occupation from TEER category 5 (when applicable).
TEER 5
  • Short work demonstration and no formal educational requirements.

Trends Surrounding Canadian Citizenship For Immigrants: Analysis By Statistics Canada 

“A portrait of citizenship in Canada from the 2021 census” report from Statistics Canada got released recently. The report throws light on trends surrounding Canadian citizenship for immigrants based on the latest 2021 census data.

Citizenship in Canada is acquired by birth or by naturalization which is the path for immigrants. 

The majority population (91.2%) were citizens, either by birth or by naturalization. The remaining 8.8% of the population were either permanent residents or temporary residents, and categorized as non-Canadians. 

Some encouraging trends for immigrants in Canada are observed here. 

Since 1991, the proportion of the Canadian population who are citizens by birth has decreased, while the proportion of naturalized Canadian citizens have increased. 

Additionally, the number of immigrant population in Canada has increased over the last three decades to a current Canada population level of 23% and is expected to reach 34% by 2041

More and More Immigrants Qualify for Citizenship as Time Passes

The naturalization rate which was 87.8% in 2011 has dropped down to 80% in 2021. 

While the last ten years have seen a decline in the rate of naturalization, more non-Canadians end up obtaining citizens if they increased the time spent in the country.

For example, nearly 94% had obtained Canadian citizenship by 2021 who landed in Canada before 2001. While just about 50% qualified for citizenship who landed from 2011-2015. 

Further, the report is optimistic about Asia being the key source region of not just immigrants, but also future Canadian citizens.

Latest Canada PNP Draw Results: Express Entry Candidates Receive ITAs For Nominations

Canada provincial nomination programs (PNP) from Saskatchewan and Nova Scotia actively invited skilled workers including Express Entry for provincial nominations on November 8.

In total, PNPs across Canadian provinces were expected to target about 80,000 PR admissions to Canada in 2022. The target is increased to over 105,000 profiles in 2023. Canada PNP in 2023 will target more immigrants than Express Entry for permanent residency. Read the full blog here

Latest Saskatchewan PNP Draws

35 invitations to apply were issued to eligible candidates through the Saskatchewan Immigrant Nominee Program (SINP) on November 8.

SINP draw breakdown includes 21 candidates from the Express Entry category and 10 from the Occupations-In-Demand category. The minimum Expression of Interest score in both categories was 69. 

All candidates invited had Educational Credential Assessments (ECA). It is necessary to assess the education qualification of foreign candidates matches that of Canadian standards. 

In order to be considered for nominations under the upcoming Saskatchewan Immigration Nominee Program (SINP) draws, candidates must register their Expression of Interest (EOI) profile with the provincial authority. 

Candidates must demonstrate their commitment to meaningfully settling in Saskatchewan by demonstrating their work experience, education, language ability, age, and connections to the province.

Additionally, candidates already in the federal Express Entry pool need to register another EOI and choose Saskatchewan. 

Nova Scotia PNP ‘Base’ Stream Draws 

Nova Scotia activated its Labour Market Priorities base stream for the first time since February. On November 8, the provincial draw from Nova Scotia issued letters of interest to candidates.  

‘Base’ stream targets candidates from a separate pool and delinked from federal Express Entry. It targets candidates with specific skills and experience for temporary residence in Canada. 

‘Base’ PNP streams –

  1. Physician Stream: for physicians who have a job offer in Nova Scotia and are not in the Express Entry system;
  2. Skilled Worker Stream: for skilled workers who have received a job offer in the province;
  3. Occupation In-Demand Stream: for workers with a job offer in an occupation that is deemed “in-demand;”
  4. Entrepreneur Stream: for individuals who wish to start a business in the province; and
  5. International Graduate Entrepreneur Stream: for international graduates who wish to start a business in the province.
