Canada’s Armed Forces Will Recruit PR In Addition To Skilled Military Foreign Application Program 

Canada’s armed forces (CAF) announced the entry of permanent residents into the military through their social media handle on Instagram. However, the Department of National Defence (DND) is yet to make a formal announcement regarding the change in the recruitment policy.

Currently, permanent residents in Canada who is already trained pilot or doctor or have other unique skill sets could join CAF under the Skilled Military Foreign Applicant (SMFA) program. 

But the recent announcement allows any permanent resident to join the forces and get trained, as the military struggles with low recruitment levels.

CAF had earlier resisted the entry of permanent residents due to security clearances. But Canada’s regular force troops are only about 12,000 short of its “full strength” of 100,000 regular force members.

Additionally, Census 2021 on Canada immigration noted the immigrant population to rise from the current 23% to 34% by the end of 2041. 

Therefore, the military is now more dependent on immigrants as they land in Canada during their younger working-age years and are more likely to be physically active.

Earlier In March, defense minister Anita Anand considered the need for Canada’s military needs to grow, particularly in the context of the Russian invasion of Ukraine and NATO’s resistance. 

Countries such as France use military service as either a pathway to citizenship or an accelerated pathway to citizenship; but since Canadian citizenship is relatively easy for permanent residents to obtain, it’s not clear that (new recruitment policy) would offer a major incentive in the Canadian case,” said Christian Leuprecht, a professor at the Royal Military College of Canada. 

Current Ways to Join Canadian Armed Forces 

Until now, permanent residents in Canada could join the armed forces only through the Skilled Military Foreign Applicant (SMFA) program. 

Only candidates with unique skill sets, such as pilots or doctors, were chosen under the program. This reduced the burden of training costs and focussed on filling a special need in the CAF. 

Here are a few key ways to join CAF:

  • Paid education – eligible candidates can enroll themselves in a number of paid education programs offered by CAF that will simulate training to join the armed forces. 
  • Reserve force (Part-Time) – eligible candidates may serve part-time in the Canadian Armed Forces for operations at home and overseas.
  • Regular force (Full-Time) – eligible candidates joining the Regular Force usually work full-time with NATO and the US to defend its sovereignty. 

Eligibility for Joining the Canadian Armed Forces 

Breaking away from recruiting foreigners through SMFA alone, Canada has now opened CAF to other PR categories. The official website of CAF mentions the following eligibility: 

  • Be a Canadian citizen or Permanent Resident
  • Be at least 18 years old (17 years old with parental consent), except:
  • For the Paid Education programs – you may be 16 years old (with parental consent)
  • For the Regular Forces – you may be 16 years old (with parental consent) and must be enrolled as a full-time student
  • Must have completed grade 12 education to enlist as an officer in CAF

Canada will Invite Over 465,000 new Permanent Residents in 2023

Immigration Queue in Canada Decreases for Some Categories as of November 03, 2022

Decrease in current immigration backlogs to just over 2.4 million applications is a positive step towards fulfilling the ambitious Immigration Levels Plan 2023-25

Immigration, Refugees, and Citizenship Canada (IRCC) record application backlogs for Canadian immigration – Permanent residence, Temporary residence, and Citizenship – in the inventory. 

The public tracker of Canada’s immigration inventory was updated only till September 30, 2022, at the time of our reporting. However, the updated inventory count as of November 03, 2022, was provided by IRCC to CIC News via email. 

2,411,388 people are waiting for decisions relating to their status for Canadian immigration, as of November 3. 

Further, the immigration category-wise breakdown is as follows: 

  • The inventory as of November 3 for permanent residence applicants stands at 506,421, a slight increase over October 3 standings at 505,562.
  • The temporary residence inventory as of November 3 showed a significant decline at 1,537,566 people, compared to 1,651,649 persons as of October 3.
  • The citizenship inventory stands at 331,401 applicants as of October 31, compared to 351,964 on October 3.

IRCC is working to decrease the overall backlog to accommodate more newcomers, for example over 465,000 new immigrants by the end of 2023.

How much are Express Entry & PNP Application Backlogs? 

There are 39,589 Express Entry applications waiting in the queue as of November 03, 2022. 

The PNP has an inventory of 62,073 applications, both base, and enhanced provincial programs combined.

IRCC held 10 all-program Express Entry draws for Canada PR since July, after limiting its scope due to the public health emergency during the pandemic.  

Canada held program-specific draws inviting only those with prior provincial nominations or Canadian work experience, most likely already present in the country to qualify for permanent residency. 

IRCC may soon go back to its pre-pandemic service standard of processing most Express Entry applications within six months.

Family-Class & Temporary Residence Programs Application Backlogs

The overall backlog under family-class immigration programs has increased to 128,112, compared to October 3 when it was 125,488.

The Spouses and Partners program is bulging 61,118 applicants, while 55,653 persons are waiting for decisions under the Parents and Grandparents Program (PGP) 

Effective July 4, IRCC is implementing reforms that will allow certain parents and grandparents to remain in Canada for up to seven years per entry under the Super Visa.

The inventory across all lines of business has progressed as follows since July 2021:

  • November 3, 2022: 2,411,388 persons
  • September 30, 2022: 2,600,000 persons (figure rounded by IRCC)

November Express Entry Draws: ITAs For Canada PR Remained Same With Dipping CRS Score 

Immigration, Refugees, and Citizenship Canada (IRCC) held a new all-program Express Entry draw on November 09.

The number of invitations to apply (ITA) remained the same at 4,750, witnessing a decline in the qualifying Comprehensive Ranking System (CRS) of 494 points, two points lower than the previous draws.

This is the tenth consecutive all-program Express Entry draw since July 06, after a gap of nearly 18 months. 

Official data reveals that IRCC invited 26,250 candidates through Express Entry since then. 

Anybody who qualified under Federal Skilled Worker Program (FSWP), Canada Experience Class (CEC), or prior provincial nomination and had work experience in popular in-demand occupations like Health, Business, Finance, Sales, or Engineering/IT had a better chance of qualifying for Canada PR.

Breakdown of Express Entry Draws Since July 06

A common trend among all the draws since resuming is a consistent increase in draw size and a decline in qualifying scores to accommodate more profiles. This has led to a decrease in the Canadian immigration application backlog.  

The majority of invitations to apply for Canada PR went to about 13,774 candidates under the CEC. 

Canada Experience Class requires qualifying candidates to have at least one year of living or working in Canada within 36 months of their application date and have a Canadian Language Benchmark (CLB) score of 5 for NOC B jobs or CLB 7 for NOC skill level 0 or A jobs.

Nearly 6,154 candidates qualified under FSWP and 6,322 candidates with prior provincial nominations got invited to apply for Canada PR. 

Federal Skilled Worker Program allows direct PR pathways for foreign skilled workers based on their work experience. Receiving a provincial nomination can boost the Express Entry CRS score by additional 600 points. 

Upcoming Changes to the Express Entry System in 2023

The 2023-2025 annual targets for Express Entry landings (principal applicants, spouses, and dependents) are projected at 

  • 82,880 ITAs in 2023
  • 109,020 ITAs in 2024
  • 114,000 ITAs in 2025

IRCC is expected to issue ITAs for Canada PR to eligible candidates with specific work experience, education, or language ability. The occupation group choice would depend on Canada’s prevailing market demand. 

This will impact the relevance of CRS scores in some instances and may become less vital in future draws.

Self-employed physicians can apply under Express Entry for PR

Immigration Minister Sean Fraser recently announced new measures to enable physicians to apply under Express Entry and directly qualify for Canadian permanent residency. 

Until now, physicians or doctors who practice in Canada could not qualify for Express Entry 

programs since they were considered self-employed. Being self-employed in Canada for the purpose of gaining work experience did not make them eligible for most economic immigration pathways, including Express Entry. 

However, if you’re self-employed with at least one year of work experience in your home country, you can still apply for permanent residence through the Express Entry program.

Saskatchewan Premier Scott Moe Suggests To Increase In Immigration Levels In The Province

We are not short of jobs. We are short of people”, said Premier Scott Moe of Saskatchewan, Canada in his recent address during the event Luncheon with Moe, hosted by the Saskatchewan Chambers of Commerce.

The address called on the business community in the province to hire more immigrants. Saskatchewan is planning to create new 100,000 jobs by 2030 and invite more immigrants to grow its population to 1.4 million from the current 1.1 million. 

However, this would be possible only if SINP had more control over the intake of applicants. The Premier proposed a partnership with the federal government of Canada to increase provincial intake targets to over 13,000 new permanent residents annually. 

He envisioned a provincial deal with the federal government much similar to Quebec, providing more autonomy to Saskatchewan Immigration Nominee Program (SINP) to invite more foreign skilled people to address their local demand. 

Apart from the control of economic-class immigrants under SINP, the new deal could also give more control for family-class immigration, said Premier Moe.

More PNP intakes than Express Entry in 2023

Saskatchewan has expectations to meet and exceed the cap of 6,000 under the Saskatchewan Immigration Nominee Program. The province expects that international recruitment may be delayed without the increase of the federal cap.

But with the new immigration levels plan 2023-25 making Canada PNP the leading economic-class intake program, we could expect a rise in the SINP’s intake cap.

Additionally, candidates already in the federal Express Entry pool need to register another EOI and choose Saskatchewan.

On successfully receiving an invitation to apply (ITA) for a provincial nomination, candidates are awarded an additional 600 points toward their Comprehensive Ranking System (CRS) score. It will effectively guarantee an ITA for Canada PR in the subsequent Express Entry draw conducted by IRCC.

October Report Shows Immigrants Have A High Rate Of Employment In Canada

Labour Force Survey data for October 2022 indicates rising levels of employment in Canada. 

Statistics Canada report noted the biggest gains in employment, particularly in manufacturing, construction and accommodation, and food services. Employment gains in Canada occurred mainly in the core working age group of 25-54 years old

 Most new employment occurred in Ontario, Quebec, Prince Edward Island, Newfoundland and Labrador, Saskatchewan, and Manitoba.

The private sector in Canada recruited more individuals in October 2022, seeing an increase in employment for the first time since March 2022.

The report showed wage raises by 25% over the last year for every six in ten employees who had been with their employer for at least 12 months. 53.6% of those employed in healthcare and social services received a raise. 

Immigration-led employment gains

23% of Canada’s population is an immigrant confirmed 2021 census data on immigration which was recently released. These immigrants are people who are or have ever been landed immigrants or permanent residents in Canada. 

The survey also found immigrants who arrived in Canada over the past five years had an employment rate of 70.7%. We know for a fact that a quarter of registered nurses and 36% of physicians in Canada are not Canadian-born

Businesses in Canada fill more full-time positions

The employment gain in October 2022 saw a 3% rise in the rate of full-time employment over October 2021. In absolute figures, about 119,000 full-time positions were filled across private-sector businesses in Canada. 

Additionally, men of core working age gained somewhat more full-time work between September and October in 2022. Young women aged 15-24 have seen a decrease in their rate of employment, resulting in a total unemployment rate of 10.5%.

However, the rate of women with part-time employment has risen by 5% since last October.

Province-wise employment gains in Canada

Quebec showed significant growth with 28,000 positions filled for employment. Overall gains were mainly full-time and within construction, finance, insurance, real estate, rental, and leasing. The province has an unemployment rate of 4.1%.

Ontario filled about 43,000 positions, mainly in part-time work. The biggest gains were within the accommodation and food sectors as well as the professional, scientific, and technical services sectors. The unemployment rate stood at 5.9%.

Prince Edward Island saw employment increase by 4,300 positions in October 2022.

Australia To Cap Work Hours For Foreign Students From July 2023

Unrestricted work rights applicable for student visa holders will end on 30 June 2022. 

Last year’s policy from the federal government of Australia allowed ongoing students including new student arrivals to be able to work more than 40 hours a fortnight in any sector of the economy. Statistics Canada See Increased Job Vacancies in Healthcare and Social Assistance Sectors

Statistics Canada released payroll employment, earnings and hours, and job vacancies report for August 2022 that noted 958,500 vacant payroll employment positions in Canada.

The healthcare and social assistance sectors in Canada are found to have the highest number of open positions in recent months. 

The healthcare sector posted the highest number of job openings in Canada at 152,000 positions. This is an increase of 0.4% over the June and July data for a total of 6.4%.

Payroll employment in Canada does not include self-employed, professional practices, or owners and partners of unincorporated businesses. 

Canada relies on immigration to fill the vacancies

A quarter of registered nurses and 36% of physicians in Canada are not Canadian-born.

Canada Immigration Levels Plan 2023-2025: 465,000 New Immigrants Will Be Welcomed in 2023

 Canada has released a new three-year projection on immigration intake which the departments are expected to achieve in a phased manner. 

  • Canada will target 465,00 new immigrants in 2023.
  • 485,000 new immigrants will be targeted annually in 2024.
  • The annual intake level will rise to over 500,000 new immigrants in 2025.

New Immigration Levels Plan 2023-2025 

The Immigration Levels Plan only sets a guideline and the actual number of immigrant landings in Canada depends on the prevailing government policy and department efficiency to issue visas on time. 

For instance, Canada created an all-time immigration record by welcoming over 405,000 immigrants in 2021 and is expected to close nearly 432,000 immigrants this year.

Canada will target nearly 60 percent of the total target under the economic class pathways like Express Entry, the Provincial Nominee Program, Atlantic Immigration Pilot Program, and Federal Business programs.

Immigration, Refugees and Citizenship Canada (IRCC) is expected to create another record-breaking promise by targeting over 100,000 annual intakes through Canada Provincial Nominee Programs (PNP) alone. 

The PNP targets for 2023-2025 are as follows: 

  • 105,500  in 2023
  • 110,000 in 2024
  • 117,500 in 2025

About 24% of the total target is reserved for family class sponsorship programs alone. In fact, it is the second largest permanent residence class set out by the Immigration Levels Plan.

About 78,000 are set to arrive under the Spouses, Partners, and Children Program, and another 28,500 are set to arrive under the Parents and Grandparents Program (PGP) in 2023. 

Subsequently, 80,000 and 82,000 new immigrants will be targeted under the Spouses, Partners, and Children Program in 2024 and 2025 respectively. The annual targets in 2024 and 2025 under the PGP would be increased to 34,000 and 36,000 respectively.

Survey Report: Canada’s Opinion On Immigration Is Largely Supportive Than Ever

A recently released survey report on Canadian immigration shows that the local population is more supportive of welcoming more immigrants than ever. Nearly 70% of Canadians were found to disagree or strongly disagree when asked if Canada’s immigration levels were too high.

The survey report from the Environics Institute of Canada, in partnership with the Century Initiative came at the right time when the 2021 census data projects the total immigrant population in Canada will increase from the current 23% to 34% by 2041.

The sample size of the telephonic survey was 2,000 Canadians. It further reveals that the overall support for elevated levels of immigration has increased among supporters of the various political parties since 2021: federal Liberal Party (up 4%), NDP (up 4%), and Green Party (up 19%).

Latest Prince Edward Island PNP Draws Invites 204 Including Express Entry For Provincial Nominations 

Prince Edward Island held a new provincial nomination draw on October 20 resulting in 204 142 invitations to apply (ITAs) for a provincial nomination under either one of the three streams: Express Entry, Labour, and Business streams. 

Over 194 invitations were issued to Express Entry and Labour Impact candidates and the remaining 10 invitations went to candidates under the Business Work Permit Entrepreneur streams.

Qualify for Canada PR Under PEI PNP

Provincial Nominee Programs (PNPs) are designed to accommodate the specific and specialized labor market demand of Canada’s provinces and territories. A successful provincial nomination will act in favor of reducing the time taken to obtain permanent residency at a later stage. 

In order to be considered for nominations under PEI PNP provincial draws, candidates must create an Expression Of Interest (EOI) profile with the province. EOI profiles are given points based on the province’s unique points grid. The highest-scoring candidates are then invited to apply through monthly draws.

PEI PNP Express Entry & Labout Impact category

If a candidate is already registered in the federal Express Entry pool, they could qualify for provincial nomination under the PEI PNP Express Entry category. 

Foreigners like Skilled Workers, Critical Workers, and International Graduates with a valid job offer in PEI, and having support from their employer may qualify under the Labour Impact category. 

PEI PNP Business Impact category

Growing Number Of Canadians Are Foreign Born: Statistics Canada 2021 Census Report

Statistics Canada released its latest census report on the immigrant population in Canada. The report is titled “Portrait of Immigration to Canada” and reveals that 23% of Canada’s population is, or has been, a landed immigrant or permanent resident of the country.

Canada accounts for 8.3 million immigrants in 2021 and the report forecasts the immigrant population in Canada to go as high as 34% by 2041. 

The report is a period five-year exercise and the results are based on surveys and mandatory forms sent out to every household in the country and analyzing data about people in Canada. 

This is the largest update on Canada’s immigrant population since Census 2016 results that came out in October 2017.

Major findings in the 2021 census report

The vast majority of newcomers are between 25 to 54 years old

Immigration in Canada is seen as a means to support the aging demography and lower birth rates among the native population. 

As a result, the 2021 census finds that 10.9% of the new immigrants that arrived in Canada between 2016 and 2021 were adults aged 15 to 24. The vast majority among them were core-aged workers who were between 25 to 54 years old. 

Immigrants prefer settling outside of Toronto, Montreal, and Vancouver

92.2% of Canada’s recent immigrants in 2021 still lived in one of the top Canada census metropolitan areas (CMAs) among 41 other urban centers – Toronto (29.5%), Montreal (12.2%), and Vancouver (11.7%). 

However, the share of recent immigrants settling in these three Canadian cities continues to fall as other CMAs across Canada like the national capital region of Ottawa-Gatineau or Kitchener-Cambridge-Waterloo are seeing a rise in immigrant settlements. Other urban centers preferred by newcomers in Canada are Calgary, Abbotsford–Mission, Edmonton, Hamilton, Winnipeg, and Windsor.  

Additionally, close to 10,000 new immigrants arrived in the Atlantic Provinces (New Brunswick, Nova Scotia, Prince Edward Island, Newfoundland, and Labrador) under the Atlantic Immigration Program, designed to fill urgent job vacancies in the region. The majority of them chose to stay in Atlantic Canada after one year. 

More immigrants from Middle East & Asia

Asian countries (including the Middle East) are the top source region of newcomers to Canada and contributes some 62% of the recent immigrant arrivals. 

The leading source country of Canada’s newcomers are India, (18.6%), The Philippines (11.4%), followed by China (8.9% of newcomers). 

The report also noted the share of newcomers from Africa has also increased.

IRCC Records Drop In Express Entry CRS Below 500 In Latest Draw For Canada PR

Immigration, Refugees, and Citizenship Canada (IRCC) held a new all-program Express Entry draw on October 26. The number of invitations to apply (ITA) increased to 4,750 with a drop in the qualifying Comprehensive Ranking System (CRS) of 496 points, for the first time since December 2020.

Canada invited registered Express Entry candidates to apply for permanent residency who qualified under Federal Skilled Worker Program (FSWP), Canada Experience Class (CEC), Federal Skills Trades Program (FSTP), or with successful provincial nominations in this draw. 

Anybody with work experience in popular in-demand occupations like Health, Business, Finance, Sales, or Engineering/IT has a good chance of qualifying for Canada PR. 

October 26 draw is the ninth all-program Express Entry since July 06, after Canada resumed it after a gap of nearly 18 months.

Upcoming Changes to the Express Entry System in 2023

Canada has issued invitations to over 30,000 immigrants in 2022 under FSWP, CEC & FSTP programs.

IRCC is planning to close labor force gaps by introducing some changes to Express Entry draws. The department is expected to issue ITAs to individuals with specific work experience, education, or language ability. The occupation group choice would depend on Canada’s prevailing market demand. 

This will have an impact on the relevance of CRS scores in some instances and they may become less vital in some future draws.

Self-Employed Physicians Can Apply Under Express Entry for PR

Until now, physicians or doctors who practice in Canada could not qualify for Express Entry programs since they were considered self-employed. 

Being self-employed in Canada for the purpose of gaining work experience did not make them eligible for most economic immigration pathways, including Express Entry. 

Immigration Minister Sean Fraser recently announced new measures to enable physicians to apply under Express Entry and directly qualify for Canadian permanent residency. 

However, if you’re self-employed with at least one year of work experience in your home country, you can still apply for permanent residency through the Express Entry program.

How to Qualify for Canada PR via Express Entry? 

Immigration in Canada means obtaining permanent residency. 

After registration of profiles online, the profiles are assessed and ranked based on the CRS score. 

Such profiles are evaluated on a total of 1200 points. The human capital criteria like 

  • age, 
  • education, 
  • work experience outside Canada, 
  • language proficiency in English/French, 
  • spouse adaptability, 
  • Canadian study experience, etc. are considered for evaluation purposes. 

Those invited for permanent residence have 60 days to submit their applications to IRCC. IRCC aims to process most applications within 6 months or less.
