New Policy Introduced To Help International Students For Canada PR

Canada has come to the rescue of former International Students having an expired or expiring Post-Graduation Work Permit (PGWP). The new policy gives them another chance to gain work experience and qualify for Canada PR.

Pnp-finder-1

The policy dated January 8, 2021, allows former international students or holders of PGWP to apply for a new open work permit. IRCC affirmed in a press release that the new policy will help “more graduates fill pressing needs in areas like health care, technology, and more.”

Canadian research shows that former international students are able to integrate more freely into the Canadian labor market upon gaining permanent residence. The latest figures from IRCC notes about half of 61,000 PGWP holders between January and December 2020 obtained permanent residence in Canada

Following this, the new open work permits will be valid for 18 months. It will enable former international students to stay in Canada and continue to look for work.

Foreign nationals can work now for any employer of their choice, unlike a closed work permit.

Express Entry: Alternative CEC & PNP Draws For Canada PR

Canada may be returning to the period where it held back-to-back Express Entry draws with alternative nominations for Provincial Nominee Program (PNP) candidates and those qualifying only under Canada Experience Class (CEC).

Pnp-finder-1

Within a day after the first Express Entry draw of 2021, IRCC held another program-specific draw by inviting candidates from the federal pool to apply for permanent residence in Canada.

This year, Canada is targeting to welcome over 108,500 new permanent residents. Any foreign skilled worker, business entrepreneur even with no prior work experience inside Canada may stand eligible for obtaining permanent residence and eventually citizenship in quick time.

Quick Highlights of January 7 Express Entry Draws

IRCC invited only CEC-candidates contrary to the regular all-program draw that typically includes candidates from the Federal Skills Worker Program (FSWP), the Federal Skills Trades Program (FSTP), Canada Experience Class (CEC), in addition to those with a prior provincial nomination.

January 7 Express Entry draw included:

1.Nomination Draw Size: Unlike the previous PNP-specific draw where only 250 candidates were invited, the CEC-specific draw usually invites a large number of candidates. IRCC posted an exuberant draw size of 4,750 invitations to apply (ITAs) for Canada PR in this draw.

Any foreign skilled workers, preferably graduating in Canada, and with at least one year of work experience inside Canada may qualify for CEC-specific draw.

2.Qualifying CRS points: Any profile that is registered in the federal Express Entry pool will be ranked and evaluated out of a total of 1200 points based on a Comprehensive Ranking System (CRS). It considered human capital factors like age, education, work experience outside Canada, language proficiency in English/French, spouse adaptability, Canadian study experience, etc.

Candidates who receive provincial nominations through ‘enhanced’ PNP streams will get an additional 600 points towards their CRS score.

January 7 draw selected candidates having a minimum CRS score of 461 which is similar to last year’s program-specific qualifying score.

3.Tie-break Rule: It is quite often that we may see two or more candidates getting the same CRS points. To avoid confusion in the rankings, IRCC uses a tie-break rule that is unique to every draw.

In the latest draw, those who received a CRS score of 461 or more and submitted their Express Entry profile before September 12, 2020, at 20:46:32 UTC were considered to receive an ITA for Canada PR.

CRS Calculator

All the selected candidates will receive a Confirmation of Permanent Residence (COPR) if their application for Canada PR is successful. Hereon, candidates need to plan for their travel to Canada and later, apply for their PR card. Further, they can even think of securing citizenship after 3 years of stay in Canada.

Recently, IRCC reported that about 50% of new permanent residents who came to Canada between 2005 and 2015  (2.8 million) were able to secure their citizenship by December 31, 2018.

With Canada’s target to invite about 110,000 new immigrants through Express Entry draws in 2021, now is a good time to contact CanApprove to determine your eligibility and plan for the best possible option to immigrate to Canada

2020 Parents and Grandparents Program Lottery Held After Initial Delay

The lottery draw for the Parents and Grandparents Program (PGP) that was supposed to be held in December 2020, now took place on January 5, 2021.

Pnp-finder-1

The Parents and Grandparents Program (PGP) immigration lottery for 2020 will be inviting 10,000 applications for sponsorship. The PGP program in Canada allows Canadian citizens or permanent residents to sponsor their parents or grandparents to immigrate to Canada, thereby boosting family immigration for a settled social life.

Earlier between the months of October 13, 2020 – November 03, 2020, the Immigration, Refugees, and Citizenship Canada (IRCC) received requests for sponsoring aged dependents.

All the selected sponsors have upto 60 days to submit a completed sponsorship application to IRCC. However, the COVID-related extensions have been provided and now the applications have upto a maximum of 90 days. Based on the applications, IRCC will select 10,000 sponsors. It will gradually invite those drawn from the lottery within the next 10 days.

Parents & Grandparents Program 2021

We could soon expect the date for the 2021 Parents and Grandparents Program lottery. While 2020 PGP will be accepting 10,000 applications, IRCC has already announced to accept over 30,000 applications in 2021.

All eligible sponsors should meet the necessary income level and sign a sponsorship undertaking agreement to successfully bring their parents or grandparents to Canada.   Under this agreement, sponsors and their co-signers are obliged to repay any social assistance paid to their sponsored relatives.

250 PNP Candidates Nominated For Canada PR

After an outstanding year for Express Entry in 2020, the Immigration, Refugees, and the Citizenship Canada (IRCC) held its first draw of 2021.

1.Nomination Draw Size: Rather unusual but only 250 invitations to apply (ITAs) for Canada PR in contrary to the usual draw size of above 4,000 ITAs, as seen in 2020 & 2019. This is because only candidates with a prior provincial nomination were made available for the draw.

2.Qualifying CRS points: Any profile that is registered in the federal Express Entry pool will be ranked and evaluated out of a total of 1200 points based on a Comprehensive Ranking System (CRS). British Columbia Nominates 168 Candidates To Apply For Canada PR

British Columbia (BC) held the first Provincial Nominee Program (PNP) draw of 2021 that resulted in 168 provincial nominations for permanent residence (PR) in Canada.

Pnp-finder-1

BC PNP draws held on January 5 issued invitations through both its ‘enhanced’ & ‘base’ immigration streams. The following sub-categories of candidates were eligible to receive the invitation to apply (ITA): Skilled Worker, International Graduate, and Entry-Level, Semi-Skilled.

Certain sectors and businesses in British Columbia continue to be under the impact of the ongoing coronavirus pandemic. And for this reason, BC PNP has also excluded some occupations for consideration in January 5 draw.

BC PNP ‘Enhanced’ & ‘Base’ Provincial Streams

Canada has over 100+ immigration streams where each stream targets a specific group of people.

Since the launch of the Express Entry system in 2015, all provincial streams are classified with respect to the new federal system. This led to the emergence of ‘enhanced’ provincial streams that can nominate desirable candidates from the federal Express Entry pool.

This allowed Canada PNP to have access to highly qualified foreign skilled workers and at the same time provided an additional pathway for foreigners to immigrate to Canada.

January 5 BC PNP draws nominated some candidates through its Express Entry BC (EEBC) ‘enhanced’ stream and some candidates through its Skills Immigration ‘base’ stream.

The Skills Immigration ‘base’ stream is targeted at international workers or graduates who have the qualifications, education, and work experience to fill certain positions in British Columbia but do not have an Express Entry profile.

For any interested party to apply for provincial nomination under any one of the two BC PNP streams, prior registration on its Skills Immigration Registration System (SIRS) is made compulsory.

SIRS evaluates the registered profile and issues a score out of 200: 120 points are dedicated to the economic factor and the remaining 80 are allocated to the core human capital factor. These factors include job location, level of education, work experience, proficiency in English, and salary.

The qualifying score required to receive an invitation in the January 5 BC PNP draw:

  • Express Entry BC: Skilled Worker: 99
  • Express Entry BC: International Graduate: 99
  • Skills Immigration: Skilled Worker: 95
  • Skills Immigration: International Graduate: 95
  • Skills Immigration Entry-Level and Semi-Skilled: 77

Canada Immigration In 2021: Will It Be Any Better?

The year 2020 will forever be remembered for lockdowns and travel restrictions imposed to curb the spread of the coronavirus pandemic.

Pnp finder

It had a significant impact on immigration levels. Canada witnessed the slowest population growth since 1946 during the period. The country experienced a negative net international migration. Even though the pandemic has still not subsided, it has only magnified the need for immigration to Canada in the coming years.

The approval of vaccines will lead the way for the Canadian immigration system to return to normalcy. The country is set to vaccinate its entire population against COVID-19 by September 2021. We could see Canada making a decision to admit only those who are vaccinated against COVID-19 in the near future.

Some temporary measures taken by the government to keep the immigration system active even during the pandemic may spillover to most part of 2021. These include compulsory use of the ArriveCAN app while traveling to Canada, submission of the 14-days quarantine plan before traveling to Canada, negative testing for COVID-19 three days before boarding the flight.

However, Canada has stayed committed to welcome new permanent immigrants, temporary foreign workers, and international students throughout the pandemic. All nomination draws including Express Entry, Provincial Nominee Programs performed exceptionally well.

The unveiling of the new immigration levels plan for 2021-2023 has promised to welcome 400,000 new. Immigrants. Nearly 60% of the overall target will be met by economic-class immigration programs that are target groups like temporary foreign workers, business entrepreneurs, international students, and permanent residents.

This is expected to the highest immigration level in the history of Canada.

Canada’s Prime Minister Justin Trudeau is yet to issue mandate letters to his cabinet members to set the official tone of post-pandemic recovery. In this aspect, the letter to Immigration Minister Marco Mendicino will be crucial in outlining the priorities of the Immigration, Refugees, and Citizenship Canada (IRCC) for the year 2021.

Additionally, Canada is holding regular federal and provincial nomination draws. Therefore, if the travel restrictions are not lifted completely by 2021, Canada would have provided the necessary approvals to eligible immigrants to travel at a later date.

Canada looks up to new immigrants to contribute to its post-pandemic recovery. The country is expecting the immigrants to play the role of skilled workers, taxpayers, entrepreneur-job creators.

Pandemic And Slow Population Growth Warrants Increased Immigration To Canada

Canada welcomed a total of 40,069 new immigrants in the third quarter of 2020. The intake in Q3 is more than the second quarter where only 34,271 immigrants were welcomed.

Pnp-finder-1

Despite all these, Canada’s population growth rate stood still in the Q3 of 2020. The country saw a negative net international migration on the account of the pandemic since March 2020. This meant more people left Canada than those who moved to Canada.

The largest impact on Canada’s population growth was the sharp drop in the net number of non-permanent resident migration. International students typically form the largest proportion of non-permanent resident migration in Canada.

Statistics Canada noted a drop in population in eight provinces and territories: Newfoundland and Labrador, Nova Scotia, New Brunswick, Ontario, Saskatchewan, British Columbia, the Northwest Territories, and Nunavut.

However, the slow growth means that Canada will depend on immigration, now more than ever, for its post-pandemic economic recovery.

Canada Immigration In 2021

The COVID-19 pandemic and the slow population rate merely magnified the need for increased immigration.

During the same period, Statistics Canada witnessed a rise in population in five provinces and territories – Prince Edward Island, Quebec, Manitoba, Alberta, and Yukon.

Recent measures are taken by the federal government to boost immigration in the upcoming decade:

  • The revised Immigration Levels Plans for 2021-2023 target 400,000 new immigrants to be welcomed each year until 2023. Out of which over 60% would be nominated for permanent residency under economic immigration programs like Federal Skilled Worker Program, Canadian Experience Class, Federal Skills Trades Program, Provincial Nominee Programs, Entrepreneur programs.

  • Provincial Nominee Programs are innovating by launching new pilots that attract various classes of economic immigrants. New Entrepreneur Immigration program like British Columbia Regional Pilot is an attractive option to settle and start a business in British Columbia. Canada PR can be obtained with five years.

  • Canada PNP had an excellent year of nominations in 2020. Canada is targeting invite over 80,000 new permanent residents through it in 2021.

  • Canada is favoring bilingual candidates to apply for permanent residence. It is in line with its target to increase the french-speaking population by 4.4% outside the Quebec region.

  • Family immigration programs are targeting 10,000 sponsors in 2020 for the Parents & Grandparents Program and the same is expected to jump up to 30,000 sponsors.

Apart from the government initiatives, public confidence in welcoming more immigrants to Canada has increased and is now at an all-time high.

CRS Calculator

It gives additional incentive for policymakers to focus on simplifying immigration laws to attract more foreign skilled workers, entrepreneurs, international graduates.

Canada may have recorded the slowest growth rate since 1946, but the COVID-19 pandemic and slow population growth has merely magnified the need for increased immigration. There are plenty of opportunities for skilled workers, international students to work & settle in Canada. The provinces are equally attracting business entrepreneurs to invest in the economy and settle permanently in the country.

Travelers To Canada Now Required To Obtain A Negative COVID-19 Test Report

In compliance with the mandatory use of the ArriveCAN mobile app to furnish personal information and a 14-day quarantine plan, travelers will now need to submit a negative COVID-19 test report before entering Canada.

Pnp-finder-1

The negative COVID-19 test will have to be taken three days before arriving in Canada. The nature of the test must be PCR, which is currently the widely used test for coronavirus. Further details are still being finalized and more information will be available next week.

Speaking at a press release, the public health minister Bill Blair also stated that the test requirement will not replace the 14-day quarantine requirement.

All the travelers are required by law to be quarantined for 14 days from the date of their arrival in Canada. They are required to submit a detailed plan for their quarantine – mentioning how they reach their place of quarantine, how will they obtain groceries, food, medicine, etc.

There is a penal award of upto six months in prison or up to CAD $750,000 in fines for not adhering to the quarantine plan.

Immigration Becomes Even More Attractive As Canada Approves COVID-19 Vaccine

Canada gave its first approval for a coronavirus vaccine on December 9, 2020. According to this vaccine tracker, just over 70,000 Pfizer vaccinations have been administered across Canada. Meanwhile, the Moderna vaccine has also started making its way into Canada.

Despite the lockdowns and travel restrictions worldwide, Canada continued to keep its immigration system active. Even during the early phase of worldwide lockdown, between April-June, Canada conducted regular Express Entry nomination draws and a few Provincial Nominee Program draws. Together, these draws resulted in inviting thousands of foreign immigrants outside Canada to apply for permanent residence.

Canada equally focused on Business immigration of young entrepreneurs, innovators as well as investors to start a business in any of the suitable provinces. British Columbia went ahead with introducing a new regional pilot program for Business Immigration for candidates with lower net worth and language proficiency criteria.

Ask our Senior Business Development consultant for more details.

Further, Canada secured the interest of international students who form a major part of the country’s forex income as well as the potential labor force. Statistics Canada had earlier noticed that over 50% of international students who completed their post-graduation course in Canada ended up obtaining permanent residence.

Canada has even made it easier for foreigners to obtain citizenship in quick time.

With the new Immigration levels plans, Canada is expected to target more than 200,000 economic-class immigrants annually till 2023. In addition to it, it has increased the annual allocations for family reunification programs for the same time period.

Your Path To Canada Citizenship May Get Easy

The Immigration, Refugees, and Citizenship Canada (IRCC) in its November report noted in the report that out of the more than 2.8 million permanent residents who came to Canada between 2005 and 2015, about 50% of them got citizenship by December 31, 2018.

Pnp-finder-1

While the statistics put forth by the report is encouraging for young & aspiring Canada PR applicants, more recent immigrants are seeing a slower citizenship rate. This is to suggest that people are taking longer to become citizens. The report also gave recommendations on how to address certain issues in the current citizenship program.

How Can A Foreigner Apply For Canadian Citizenship?

Most foreigners take the permanent residency (PR) route to become citizens of Canada. It is a two-step process in which interested applicant fulfills certain human capital requirements like:

  • Young, working-age (25-33 years preferred);
  • Education qualification (a graduation degree preferred);
  • Work experience (at least one year of relevant experience in Canada or more than 3 years of work experience outside Canada preferred);
  • Language proficiency in English or French (bilingual candidates are given additional points)

Once the applicant comes good on the above factors, they are nominated to apply for Canada PR through economic-class pathways like Express Entry, Provincial Nominee Program, or other pathways through Business Immigration, spousal privilege, graduate visas, etc.

How Would Citizenship Process Change In Future?

Following the findings and recommendations from IRCC’s report, we may see some changes in the citizenship process in the upcoming year:

  • Improvement in the language verification process: The present tools in place for assessing language proficiency is found to be subjective. IRCC recommended creating a strategy to equip officers to validate language evidence and provide better support to assess language proficiency.

(Note: The present language assessment will remain in place. Any further changes shall be duly communicated by us. Until then, keep following our regular updates on Canada Immigration or contact our senior advisors.)

  • A new approach for knowledge requirement: The present knowledge test and study guide for the citizenship test is found to be complicated. IRCC will soon streamline the process to match the actual testing standards.

  • Also, the 2019 pre-poll promise of the currently elected Liberal Party to axe the Citizenship Fee is yet to be taken. It will encourage many immigrants to apply for citizenship.

  • Promote active engagement in Canadian communities: It has been generally understood that immigrants who become citizens have positive integration outcomes – well-developed economic, social connections, and a sense of belonging to Canada. However, IRCC has limited mechanisms in place to influence these outcomes. We could see changes in this aspect in the future.

How Will Australia Immigration Be Like in 2021?

Australia Immigration has suffered immensely from the unprecedented impact of COVID-19. From lockdown to border closure and travel ban, Australian Immigration has undergone a lot of changes in 2020.

As the battle against the pandemic is still on, Australia Immigration is showing signs of returning back to normalcy, giving focus to international student migration, business/investor programs, skilled migration as well as family reunification programs.

Australia immigration

Let’s take a brief look at what is planned for 2021 in Australian Immigration.

Economic Recovery Through Immigration

Australia has maintained the immigration program level for the year 2021 at 160,000.

Whilst the quota remained the same as in 2020, the distribution of the quota will change. Economic-class immigration programs like Employer-Sponsored, Global Talent, Business Innovation, and Investment Program visas will be given priority. Family immigration programs will see an increase from 47,732 places to 77,300 in annual allocations.

Parallelly, regional migration from Australia to cities like Adelaide, Perth, Gold Coast, Sun Shine Coast, Canberra Newcastle, etc. will be focussed by prioritizing onshore visa applicants (who already in Australia) and partner visa applicants.

Global Skilled Migration (GSM)

The major visa types under this workstream permanent visa program are Skilled Independent visa (subclass 189), Skilled Nominated visa (subclass 190), Skilled Regional (Provisional) visa (subclass 489).

GSM program has been the most popular pathway for foreigners to apply for Australia PR. Come 2021, occupations in the health care, construction, and IT sectors will be prioritized over others for sake of economic recovery through the immigration of foreign skilled workers. There is also a possibility to see a decline in qualifying points which may benefit candidates with lesser human capital scores for immigration. The human capital comprises of age, education, work experience, language proficiency in English.

Business Innovation & Investment Program

The Business Innovation and Investment Program (BIIP) will be simplified from nine to four streams namely Business Innovation, Entrepreneur, Investor, Significant Investor.

To boost the economy, the number of places available in the BIIP is doubled to 13,500 places for the upcoming year.

In addition to it, changes to eligibility requirements include Business Innovation visa holders to hold business and personal assets of $1.25 million (up from $800,000) and have an annual turnover of $750,000 (up from $500,000) to prove their business acumen.

Canada Looks Up To Newcomers & International Students For Economic Recovery

Canada is no exception to the way pandemic has restricted travel worldwide. Despite this, the Immigration, Refugees, and Citizenship Canada (IRCC) held the Canada Immigration spirits high by conducting regular nomination draws for Canada PR as well as process new applications for permanent residence.

Pnp-finder-1

Canada welcomed about 160,000 new immigrants since March 2020, the month when it first imposed international travel restrictions. This shows a greater need for Canada to attract eligible skilled workers, entrepreneurs, international students who are willing to work and settle in the country permanently.

Since the relaxations in travel to Canada with mandatory application of COVID-19 travel guidelines, new students applying for study permits, and new applications for permanent residence, entrepreneur immigration are welcome.

Canada realizes the importance of international students in migrating to Canada. Here are our top trends showing why International students thrive in Canada. Here is also a study by Remitly showing why Canada is the most preferred destination among the immigrants.

Pandemic Amplified The Need For New Talent In Canada

Canada managed to welcome over 341,000 new immigrants in 2019. The new Immigration Levels Plan is targeting 400,000 new immigrants every year till 2023.

The country has been undergoing a demographic transition phase where the aging population and the low birth rate are effectively countered by incentivizing both economic and family immigration programs. The pandemic only amplified the need for new talent.

Canada Immigration Options

The Canadian Federation of Independent Business (CFIB) notes the majority of labor shortages in occupations that require at least a college diploma or an apprenticeship.

Further, over the next three years, Canada will target over 60% annual intakes through economic programs – Federal Skilled Worker Program, Canada Experience Class, Federal Skills Trades Program, Provincial Nominee Program, Entrepreneur Immigration.
Canada CRS point

Express Entry and Provincial Nominee Programs form the two most important pathways for skilled immigration to Canada. Any eligible candidates can create an online profile for the Express Entry system or submit an Expression of Interest (EOI) profile to the respective provincial program.

These profiles are ranked against each other based on human capital factors like age, education, work experience, language proficiency in English or French. In order to receive a provincial nomination, provincial ties need to be demonstrated.

Provincial ties could be any relatives living in the province, prior work experience in the province or graduated from any institution within the province, etc.

Canada Brings Changes To ECA Requirements

One of the most important documents for skilled immigration in Canada is Educational Credential Assessment (ECA).

This document is used to verify that the foreign degrees, diplomas, and certificates have a valid Canadian equivalent and the applicant is thus qualified for immigration. ECAs are not needed if the applicant already has Canadian credentials in education.

Pnp-finder-1

World Education Society (WES) who is authorized by the Immigration, Refugees and Citizenship Canada (IRCC) has introduced minor changes in mandatory submission of ECA.

As of November 2020, those who have a PhD do not need to submit a bachelor’s degree or master’s degree to be assessed. The same goes for those who have a master’s degree, or a bachelor’s degree.

The instructions are a little different for those who went to school in a francophone country, and there may be some outliers who will have to send in additional credentials.

Translations are not required for documents submitted in French. Most documents submitted in other languages will have to be translated, however there may be some exceptions depending on which documents WES requires.

Will It Affect Express Entry?

Express Entry has been the most preferred choice for foreign skilled immigration since its inception in 2015.

Express Entry is a database for managing applications under three immigration programs: the Federal Skilled Workers Program, the Canada Experience Class, and the Federal Skills Trades Program.

All the profiles registered in the Express Entry pool are ranked against each other under the Comprehensive Ranking System (CRS) based on human capital factors like age, work experience, language proficiency in English or French & education.

Canada CRS point

People who apply for Canadian immigration through the Express Entry system may need an ECA if they had graduated from a foreign country for two important reasons:

  • To qualify for the Federal Skilled Workers Program, or
  • To earn Comprehensive Ranking System points for foreign education.

Additional points may be awarded to Express Entry candidates who are applying with a spouse or common-law partner if their partner also gets an ECA for their foreign credentials.

The validity of ECAs obtained for immigration purposes will remain active for not more than five years.
