British Columbia Provincial Nominee Program Issued 140 Invitations Under New Tech Draws

The British Columbia Provincial Nominee Program (BC PNP) held its fourth tech draw of 2022. It resulted in invitations to apply for provincial nominations under its new permanent Tech stream.

British Columbia Provincial Nominee Program Tech draw is a fast-track, employer-driven immigration program. It targets international students and in-demand tech workers including engineers to apply for provincial nominations.

February 15 BC PNP Tech draws nominated 140 such tech workers to eventually qualify for Canada permanent residency.

The invited candidates must meet the requirements of either Express Entry or Skills Immigration provincial categories to qualify. Both these categories are managed by the Skills & Immigration Registration System (SIRS). Eligible profiles are assessed and evaluated on SIRS based on criteria like age, education, work experience, language proficiency, and others.

Invited candidates were required to have a higher provincial score of 85 points and above in this BC PNP draw. The average qualifying score witnessed in previous draws was 75 points.

The Provincial Nominee Program gives interested aspirants to live and work in British Columbia and a path to Canada permanent residency in a few years.

Qualify for Upcoming BC PNP Tech Program

Generally, the Provincial Nominee Program requires eligible candidates to have work experience and a valid job offer. BC PNP Tech program requires immigration candidates to have work experience in one of 29 eligible occupations.

Some in-demand tech occupations include:

  • Web designers & developers,
  • Graphic designers, and illustrators,
  • Software engineers and designers,
  • Civil Engineers,
  • Mechanical Engineers,
  • Chemical Engineers,
  • Software Engineers,
  • Tech Managers,
  • Media technicians,
  • Writers/Editors etc.

Invited candidates will need to submit a complete application within the next 30 days. The province processes most tech applications within two to three months.

Last year, British Columbia upgraded its pilot Tech program into a permanent residence program. It was expected to boost the immigration of in-demand tech workers and international students in the province.

So far in 2022, British Columbia has issued 840 invitations to apply for provincial nomination.

Alberta Provincial Nominee Program Renamed, Added Programs, Held PNP Draws for Immigration

Canada is making strides in improving the immigration levels via Provincial Nominee Program to boost the local economy as well as support its dual demographic shock – an ageing population and low birth rate. In regard to this, the western province of Canada, Alberta renamed the existing & successful Alberta Immigrant Nominee Program. The Alberta PNP new name is now the Alberta Advantage Immigration Program (AAIP).

Furthermore, two new provincial streams: Rural Renewal Stream and the Rural Entrepreneur Stream, added to AAIP aims to boost the immigration of foreigners to rural areas of the province. Alberta Premier Jason Kenney also announced the change of name of three existing entrepreneur streams under the Alberta PNP new name – Alberta Advantage Immigration Program: 

  • The International Graduate Entrepreneur Immigration Stream is now the Graduate Entrepreneur Stream.
  • The Foreign Graduate Start-Up Visa Stream is now the Foreign Graduate Entrepreneur Stream.
  • The Self-Employed Farmer Stream is now the Farm Stream.

The media release briefly explained the new name is intended “to help promote Alberta’s reputation and benefits as an attractive place when choosing where to work and raise a family.

Alberta Immigration for Canada PR – Express Entry Stream 

The federal Express Entry system is an application management database to streamline federal immigration programs for permanent residency to foriegn applicants. It manages applicants under four federal programs – the Federal Skilled Worker Program (FSWP),  the Canadian Experience Class (CEC), the Provincial Nominee Program (PNP), and the Federal Skilled Trades Program (FSTP).

Alberta is attracting Chemical Engineers, Metallurgical & Material Engineers, Petroleum Engineers for Canada PR through Canada PNP. 

There are two significant advantages of receiving a provincial nomination under AlNP: 

  • Qualifying CRS score remains as low as 300, unlike any other provincial draws, 
  • Those who receive the provincial nomination will automatically get an additional 600 CRS points added to their overall score. 

All the registered profiles receive a score based on the Comprehensive Ranking System (CRS). Candidates get points for factors including their age, education, work experience, language ability in English or French, and others. The varying degree of scores will help the government determine a prospective immigrant to succeed in Canada’s labor market.  

It means that candidates are effectively guaranteed an invitation to apply for permanent residence in the upcoming federal Express Entry draw. 

In fact, Alberta released details of its provincial draws held on February 01. The Provincial Nominee Program draw targeted 400 eligible immigration applicants registered in the Canada Express Entry pool. The western province targeted Express Entry candidates having a Comprehensive Ranking System (CRS) score of 346 points. As a matter of fact, the latest Express Entry draw invited a record 1,082 candidates with prior provincial nominations to apply for permanent residency.

Interview: Immigration Minister Hints Resuming Canada Express Entry Draws for Skilled Workers

Here are a few highlights from a discussion on Canadian immigration between the Federal Minister Sean Fraser and the president and CEO of the Business Council of Canada, Goldy Hyder. The spotlight of this discussion was the hint at resuming Canada Express Entry draws for candidates qualifying under Canada Experience Class Program candidate “in the near term”. The federal department is looking into how to make the Express Entry system more flexible.

“We do need to resume, in the near future, draws for federal skilled workers,” remarked Minister Sean Fraser. The recently released immigration levels plan for 2022-24 restores the balance of Canada Express Entry draws by promising a record intake number of federal skilled workers, including through the Canadian Experience Class, to apply for Canada permanent residency over the next three years.

Canada Express Entry Draws in Recent Times

Since its introduction in 2015, Canada Express Entry draws have remained the No.1 pathway for permanent residency. Several foreign skilled workers with no study or work experience in Canada can qualify for Canada PR through the Express Entry system. 

Even though the pandemic significantly affected the intake levels, Canada Express Entry draws reinvented itself to target over 110,000 in 2021 for Canada PR. IRCC went about targeting temporary residents who either qualified under Canada Experience Class or under any one of the Provincial Nominee Programs for Canada permanent residency via Express Entry. 

A departure from the previous Canada Express Entry draws is noticed. IRCC says 42% of invitations in 2020 went to candidates who had Canadian education, up from 28% in 2019.

Since September last year, IRCC has only been holding PNP-only Canada Express Entry draws, ignoring Federal Skilled Worker and Canada Experience Class program candidates. All the invited candidates in Canada Express Entry PNP-draw have demonstrated their connection to a province or territory. It is through familial ties, work experience, or study experience in that province or territory. 

As of February 1, about 64,890 FSWP and CEC candidates are waiting for decisions on their immigration applications.

Experts are of the view that the immigration levels in Canada will only increase in the coming years. In fact, Canada is aiming to admit more than 800,000 economic-class immigrants through the likes of Express Entry, the Provincial Nominee Programs, Quebec immigration, among other pathways over the next three years.  

Proposed Changes in Canada Express Entry System

Minister is looking to add more flexibility to the Express Entry system. He proposed solutions that the Express Entry system could solve like: 

  • short-term needs including welcoming people into smaller communities, 
  • sectors in high demand, and 
  • “people who are coming from a particular region that has the kind of educational institutions that will train the workers we need in strategically important sectors.”

Fraser had previously hinted that occupation-specific Express Entry draws. It is still under consultation. Expanding pathways to permanent residence for international students and temporary foreign workers through Express Entry is at the top of the list of priorities prescribed by the new mandate letter.

Immigration, Refugees and Citizenship Canada (IRCC) held a record-breaking Canada Express Entry draw on February 16. A record-breaking 1,082 invitations went to PNP candidates to apply for Canada PR. This Canada Express Entry draw targeted domestic temporary workers or skilled foreign workers with prior provincial nominations.

The increased draw size resulted in a lower qualifying score of 710. Registered candidates with provincial nominations are eligible for the automatic addition of 600 CRS points, effectively guaranteeing them an invite to apply for permanent residence in Canada.

Latest British Columbia PNP Draw Issues 198 Invitations to Apply for Canada Immigration

The British Columbia Provincial Nominee Program held a new set of provincial nomination draws on February 08. A total of 198 new invitations got issued to apply for Canada immigration.

The eligible candidates include foreign workers and international students. They are already registered under the Skills Immigration (SI) and Express Entry BC (EEBC) provincial nominee program streams. 

The provincial nominee program of British Columbia held two draws simultaneously on February 08: one general draw and another occupation-specific draw. This has been in practice since February this year. 

The first general draw issued a total of 188 invitations to apply for Canada immigration.  Candidates with the minimum provincial scores between 77 and 120 points only received invitations. They include Skilled Workers, recent International Graduates or Entry Levels, and Semi-Skilled workers. 

Active profiles in the federal Express Entry pool also received invitations to apply for Canada immigration under this Provincial Nominee Program draws.  

The second specialist provincial draws targeted two in-demand occupations: 

  • retail and wholesale trade managers (NOC 0621), and
  • restaurant and food service managers (NOC 0631) 

Just about 10 invitees are eligible to apply for Canada immigration with higher scores of 120.

The provincial nominee program’s Skills Immigration Registration System (SIRS) manages applications under the two skilled immigration programs. Registration and profile assessment based on education, work experience, and language skills form the core selection criteria.

Permanent Residency in Canada through Provincial Nominee Program

The “two-step migration” process is now the most preferable pathway for economic-class immigrants to apply for Canada immigration. 

Eligible candidates may qualify for a temporary resident visa and gain work experience in Canada. Based on their Canadian work experience, they may apply for permanent residence either through the provincial nominee program or Canada Experience Class (CEC). 

Recent statistics show that the share of those admitted within the provincial nominee program is at 46% and the share of those landing via CEC increased from 8% to 19%, since 2015. 

The provincial nomination from British Columbia is valid for approximately six months from the date of confirmation. 

During this time period, you can apply with IRCC under the Provincial Nominee Class and receive an invitation to apply for permanent residence through fortnightly Express Entry nomination draws. You may receive an additional 600 points under the Comprehensive Ranking System (CRS) of the Express Entry system. 

In fact, the recent Express Entry draws targeted a record-breaking 1,070 candidates with prior provincial nominations. All the invites had a minimum CRS score of 674. It meant that they required only 74 points to score on CRS to qualify! The remaining 600 points were to be added automatically for receiving provincial nominations.   

British Columbia has issued over 11,000 invitations to apply for Canada immigration in 2021. With the latest immigration levels plan for 2022, Canada PNPs are targeting to land about 83,500 newcomers this year.

Latest Canada Travel Requirements Makes it Easier for Travelers to Apply for Canada Visa

Further relaxing the Canada travel requirements, the government has made a decision to allow fully vaccinated travellers and unvaccinated travellers to now enter the country. International flights to all Canadian airports will resume starting February 28, easing the chances to successfully apply for a Canada visa.

The easing of COVID-19 test requirements for travellers come after Canada announced its
Immigration Levels Plan 2022-24 as it increases Canada permanent residency targets to 432,000 landings in 2022 alone.    

  • Pre-arrival requirement: Rapid antigen test at home is not sufficient. Antigen tests must be administered by a healthcare entity no more than 24 hours before arrival. However, PCR tests are valid if taken within 72 hours before arrival.
  • Fully vaccinated travellers: those selected for a random on-arrival test will no longer be required to quarantine while waiting on results.
  • Unvaccinated children travelling to Canada: No requirement of quarantine.
  • Unvaccinated travellers: Mandatory test on arrival and day eight of their 14 days quarantine.
  • There were no changes to the previous guidelines on molecular tests.
  • Use of ArriveCAN application is mandated to submit all required COVID-19 information before crossing the border.

Health Minister Jean-Yves Duclos made the announcement on February 15 in Ottawa as he was joined by the ministers of transport, public safety, tourism, and intergovernmental affairs. Ministers assure of further easing the restrictions if hospitalization rates decline in the near future.

  • Pfizer-BioNTech (Comirnaty, Tozinameran, BNT162b2)
  • Sinopharm BIBP (BBIBP-CorV)
  • Sinovac (CoronaVac, PiCoVacc)

All unvaccinated travellers will be tested on arrival and required to undergo a mandatory 14-day quarantine period.  

The country had a good run last year even with much stricter travel restrictions. The latest relaxation in Canada travel requirements will only boost the projected targets to apply for a Canada visa.

Canada Increases Intake Levels for 2022-24, Widening the Scope to Apply for Canada Visa

The Canadian government is raising its immigration level for the next three years to welcome about 1.7 million immigrants to the country. The revised Immigration Levels Plan will widen the scope for many immigrant aspirants to apply for Canada visa in 2022-2024.

Over the period of three years, Canada will target the following number of immigrant landings to apply for Canada visa:

  • 2022: 431,645 immigrants for Canada permanent residence. 
  • 2023: 447,055 immigrants for Canada permanent residence.
  • 2024: 451,000 immigrants for Canada permanent residence.

A successful landing in Canada for immigrants would effectively mean the conversion of your legal status from temporary residence to permanent residence. Any foreign skilled worker without prior work experience in the country or without a job offer can apply for permanent residence in Canada.

During the pandemic, Canada converted more on-shore candidates or those on temporary residence visas to permanent residence visas to meet its annual target. Immigration Minister Sean Fraser hopes to invite more off-shore candidates around this time.

IRCC has increased its PGP admissions target slightly, by 1,500 additional spots, compared with its previous plan.

Manitoba PNP Invites 273 Candidates including Express Entry to Apply for Canada Immigration

The Manitoba Provincial Nominee Program held a new set of immigration draws on February 10, the details of which were released recently. The province issued 273 new Letters of Advice to Apply (LAA) for Canada immigration. The prairie province of Canada, Manitoba invited a mixed pool of on-shore as well as off-shore candidates qualifying across various Manitoba PNP streams and some registered under the Canada Express Entry pool to apply for provincial nominations.

All the invited Canadian immigration applicants are now one step closer to obtaining permanent residency from Immigration, Refugees, and Citizenship Canada (IRCC). 

Here are the results from the latest draw:

  • Skilled Workers in Manitoba – 202 invitations with a minimum EOI score of 615;
  • Skilled Workers Overseas – 31 invitations with a minimum EOI score of 705; and
  • International Education Stream – 40 invitations with no EOI score requirement.
  • Additionally, about 68 invitations went to candidates registered in the federal Express Entry pool.

Qualify for Apply for Canada Immigration through Provincial Nominee Program

Interested applicants are required to register their Expression of Interest (EOI) with the province. Further, the registered profile is evaluated and ranked out of 1,000 points for their human capital factors. Age, education, work experience, language proficiency, as well as their connections to the province.

This will potentially qualify them for receiving LAAs through the Skilled Workers in Manitoba, Skilled Workers Overseas streams, or International Education Stream. 

Skilled Worker Overseas Stream for Off-Shore Candidates

The Skilled Worker Overseas Stream (SWO) includes both a dedicated Canada Express Entry Pathway and a direct provincial pathway.

Priority is given to Immigrant Applicants with close family connections, or language proficiency, training, and experience to find jobs quickly 
  1. a) Manitoba Express Entry Pathway: For international candidates who have an active Canada Express Entry profile & wish to qualify for provincial nomination. However, having a successful provincial nomination will guarantee an ITA for Canada immigration by virtue of 600 additional CRS points.
  1. b) Human Capital Pathway: For international skilled workers with skills, training, and experience in one of Manitoba’s In-Demand Occupations. 

Skilled Worker in Manitoba Stream for On-shore Candidates

The Skilled Worker in Manitoba Stream (SWM) is based on the specific needs of Manitoba employers. 

  1. a) Manitoba Work Experience Pathway: For applicants currently working in Manitoba on temporary work permits, through the Temporary Foreign Worker Program, or as international graduates from any province. 
  1. b) Employer Direct Recruitment Pathway: For applicants from overseas with job offers from approved Manitoba employers.

Qualify for Provincial Nominations if You Studied in Manitoba 

The International Education Stream (IES) is dedicated to international graduates from Manitoba colleges and universities. The criteria to work for at least six months in their field before applying for a Manitoba PNP nomination no longer apply here. 

It has three pathways:

  1. a) Career Employment Pathway: Completed a one-year or longer course from an eligible post-secondary Manitoba institution and have a full-time job offer in a Manitoba In-Demand occupation related to the completed degree. 
  1. b) Graduate Internship Pathway: Masters and Doctoral degree holders who have completed Mitacs Accelerate or Elevate internships can apply for nomination through internships even without a job offer in the province.
  1. c) Student Entrepreneur Pathway: Completed a two-year or longer course from an eligible post-secondary Manitoba institution and have six months of business operation experience in Manitoba. The best part is no specific minimum personal net worth requirement is mandated.

Ontario Targets 828 Express Entry Candidates with Work Experience in Six Tech Occupations

Ontario provincial nominee program held two draws on February 08 to invite 828 eligible candidates to apply for provincial nominations. All the invited candidates already had an active Express Entry profile. Among the invitees included Tech workers like Computer Engineers, Data Analysts, Web Designers, and French speakers.

All the invited candidates now have 45 calendar days to submit their application for Ontario’s Provincial Nominee Program (PNP).

February 08 Provincial Nominee Program Draw – First Draw

The first draw invited nearly 622 candidates who may be eligible for Ontario’s Express Entry Human Capital Priorities Stream. Such Express Entry candidates had qualifying Comprehensive Ranking System (CRS) scores varying between 463 and 467.

A CRS score is given to candidates based on their human capital factors like age, language proficiency, work experience, and education qualification. The score is given out of 1200 points.

All the 622 invited Canada Express Entry candidates had work experience of one year or more in any one of the following six tech occupations:

  • NOC 0213 Computer and information systems managers
  • NOC 2147 Computer engineers
  • NOC 2172 Database analysts and data administrators
  • NOC 2173 Software engineers and designers
  • NOC 2174 Computer programmer and interactive media developers
  • NOC 2175 Web designers and developers

February 08 Provincial Nominee Program Draw – Second Draw

The remaining 206 candidates out of the total 828 Express Entry candidates were invited to apply for provincial nominations under the French-Speaking Skilled Worker (FSSW) stream. The qualifying CRS scores varied between 463 and 467, even in this draw.

The invited candidates under the FSSW required a minimum Canadian Language Benchmark (CLB) of at least 7 in French and 6 in English. Among other eligibility criteria, the OINP will also want to see that candidates have enough funds to cover settlement costs in Ontario.

Canada Permanent Residency with Provincial Nominee Program

Issuing invitations for permanent residency is the exclusive domain of the federal government. A provincial nomination may, however, fast-track the total time taken to receive an invitation to apply for Canada Permanent Residency.

Ontario Immigration Nominee Program (OINP) issues provincial nominations to eligible skilled workers under its famous Human Capital Priorities stream. The province also invites candidates already registered in the federal pool under its Tech draw.

Those with provincial nominations like the one from Express Entry Human Capital Priorities (HCP) stream or Ontario Tech Draw or any other stream will get preferential treatment to obtain Canada permanent residency.

Canada Immigration for Nurses Prioritized in Latest Provincial Nominee Program Draws from Nova Scotia

Provincial Nominee Program from Nova Scotia released the details of its Labour Market Priorities Stream nomination draws held in February 08. The province seemed to prioritize Canada immigration for Nurses in its new provincial draws.

Nova Scotia Nominee Program (NSNP) issued 278 Letters of Interest to Canada Express Entry candidates having at least 3 years of professional work experience as registered nurses or registered psychiatric nurses. They are expected to fulfil the criteria under the National Occupational Classification (NOC) 3012 to get provincial nominations.

These foreign-trained nurses were expected to have a qualifying Canadian Language Benchmark (CLB) score of 9 in all English or French abilities (reading, writing, listening, and speaking).

The invited candidates have 60 calendar days to submit a complete application along with proof of claimed proficiencies to NSNP for successfully getting their provincial nomination certificate.

Nova Scotia Provincial Nominee Program Targets 25,000 Newcomers Each Year

The Atlantic province attracts foreign talent with specialized skills or occupations that match identified labor shortages. The province also seeks to retain international students after they graduate from any institution in the province.

The Atlantic province now aims to attract 25,000 newcomers per year. With the province’s current immigration retention rate at 71 per cent, the ambitious target seems achievable.

British Columbia Provincial Nominee Program Issued 126 Invitations Under New Tech Draws

The British Columbia Provincial Nominee Program (BC PNP) held its third tech draw of 2022. It resulted in invitations to apply for provincial nominations under its new permanent Tech stream.

British Columbia Provincial Nominee Program Tech draw is a fast-track, employer-driven immigration program. It targets international students and in-demand tech workers including engineers to apply for provincial nominations. 

February 01 BC PNP Tech draws nominated 126 such tech workers to eventually qualify for Canada permanent residency. 

The invited candidates must meet the requirements of either Express Entry or Skills Immigration provincial categories to qualify. Both these categories are managed by the Skills & Immigration Registration System (SIRS). Eligible profiles are assessed and evaluated on SIRS based on criteria like age, education, work experience, language proficiency, and others. 

Invited candidates had a provincial score of 80 points and above in this draw. The average qualifying score witnessed in previous draws was 75 points. 

The Provincial Nominee Program gives interested aspirants to live and work in British Columbia and a path to Canada permanent residency in a few years.

Qualify for Upcoming British Columbia PNP Tech Program 

Generally, the Provincial Nominee Program requires eligible candidates to have work experience and a valid job offer. BC PNP Tech program requires immigration candidates to have work experience in one of 29 eligible occupations. 

Some in-demand tech occupations include: 

  • Web designers & developers, 
  • Graphic designers, and illustrators, 
  • Software engineers and designers, 
  • Civil Engineers, 
  • Mechanical Engineers, 
  • Chemical Engineers, 
  • Software Engineers, 
  • Tech Managers, 
  • Media technicians, 
  • Writers/Editors etc.

Invited candidates will need to submit a complete application within the next 30 days. The province processes most tech applications within two to three months.

Last year, British Columbia upgraded its pilot Tech program into a permanent residence program. It was expected to boost the immigration of in-demand tech workers and international students in the province. 

So far in 2022, British Columbia has issued 840 invitations to apply for provincial nomination.

In 2022, Canada is expecting to admit over 241,500 new immigrants through economic-class programs like Express Entry, Provincial Nominee Programs, or the Quebec programs. 

Since the launch of Express Entry in 2015, all the Provincial Nominee Programs have had at least one dedicated stream that selects eligible candidates directly from the federal pool. 

A successful provincial nomination will guarantee an invitation to apply for Canada permanent residency in subsequent federal nomination draws. It is because 600 points get added to the Comprehensive Ranking System (CRS) score linked to your Express Entry profile. In fact, Canada has favoured candidates with prior provincial nominations for permanent residency in the last two years
