Business Groups in Australia Demand for Doubling the Intakes Under Australia Skilled Migration Program

The Australian Chamber of Commerce and Industry (ACCI) wants the government to set an increased immigration target to address “severe” skill shortages in the post-pandemic recovery.

The business groups have urged the Australian government to nearly double the existing skilled migration program annual target. They are battling to increase skilled migration in the wake of the COVID-19 pandemic, pushing for the annual program to be expanded to 200,000 people.

“Better Australia” Strategy by ACCI

The ACCI released its “Better Australia” strategy outlining 10 goals aimed at improving the nation’s economic performance by 2050 featuring increased migration of foreign skilled workers as one of the top goals.

Australia would normally invite around 120,000-150,000 skilled migrants in a year. “A figure of around 200,000 skilled migrants a year is quite conceivable,” ACCI chief executive Andrew McKellar said in an interview. “This is something that will actually help promote a stronger economy and boost jobs growth overall.

Even the federal government has seemed to acknowledge the skills shortage in Australia’s labour market. The government’s advisory body on infrastructure has suggested a foreign migration boost to address skilled labour shortfalls.

The government’s Intergenerational Report suggested net overseas migration is forecast to reach levels of 235,000 people per year by 2024-25.

Skilled Migration Program in Australia

The Australia Skilled Migration program has been heavily dependent on the Global Talent Independent Visa (GTI).

The most appealing benefit of GTI is a Permanent Residency visa. It is expected to have a processing time of a few weeks as opposed to other Skilled Migration visas which can take months to progress.

For a candidate to be granted a visa under the GTI Program, a candidate will need to be highly skilled in one of the ten target sectors:

Prince Edward Island Invites 204 Candidates, Holds Its Second Biggest PNP Draw in 2021

The maritime province of Canada, Prince Edward Island (PEI) held its scheduled Provincial Nomination Program (PNP) draw on October 21.

The latest PEI PNP draw resulted in 204 invitations to apply (ITA) for provincial nominations under all three streams: Express Entry, Labour Impact, and Business Impact.

PEI has been one of the most consistent provinces in 2021 after British Columbia in holding its provincial nomination draws. The October 21 draw is the tenth draw of the year held by the province, bringing the total number of invitations to 1,541 in 2021.

Highlights On October 21 PEI PNP Draw

Since the launch of the federal Express Entry system in 2015, all the immigration streams under Canada PNP are categorized into two: ‘enhanced’ provincial streams and ‘base’ nomination streams.

A total of 195 invitations went to Express Entry and Labour Impact categories.

In order to be considered for a provincial nomination from PEI, candidates must create an Expression Of Interest (EOI) profile with the PEI PNP. EOI profiles are given points based on the province’s unique points grid. The highest-scoring candidates are then invited to apply through monthly draws.

If a candidate is already registered in the federal Express Entry pool, they could qualify for provincial nomination under the PEI PNP Express Entry category.

Foreigners like Skilled Workers, Critical Workers, and International Graduates with a valid job offer in PEI, and having support from their employer may qualify under the Labour Impact category.

The remaining 9 invitations went to applicants under the Business Impact category.

Such candidates are issued invitations under the Work Permit Stream, which is for foreign entrepreneurs who want to own and operate a business in PEI. They required a provincial score of above 72 points in order to receive nominations.

Most previous draws this year had a qualifying score of above 80 points.

Further, fulfilling the predetermined residence requirement in Canada, eligible candidates can apply with the Immigration, Refugees, and Citizenship Canada (IRCC) for permanent residency.

The next PEI PNP draw is expected for November 18, 2021.

Provincial Nominee Programs (PNPs) are designed to accommodate the specific and specialized labour market demand of Canada’s provinces and territories. A successful provincial nomination will improve the scope to obtain permanent residence in a quick time.

Canadian Immigration: Q3 2021 invited more in-Canada Express Entry candidates for PR

An internal briefing by Immigration, Refugees, and Citizenship Canada, as reported by CIC news, showed the immigration department preferred more Express Entry candidates who were already in Canada to issue permanent residence (PR).

Q3 2021 that ranged from July, August, and September saw a slow down in Express Entry invitations for Canada PR since Q4 of 2019. IRCC issued a total of 20,981 invitations for Express Entry candidates to apply for permanent residence.

Fortunately, IRCC has already surpassed its annual target for 2021. As of the last Express Entry draw on October 13, IRCC has issued 110,377 invitations with three more months left in the year.

Nature of Q3 Express Entry Draws

IRCC held alternative program-specific Express Entry draws throughout Q3 2021. Candidates qualifying for Provincial Nominee Program (PNP) or Canadian Experience Class (CEC) stood a good chance of receiving invitations for permanent residence.

Out of 12 draws last quarter, seven were specifically for PNP candidates (prior provincial nominations), and five draws for CEC candidates (at least one year of work experience in Canada). About 81 per cent of all invitations went to CEC candidates.

Canada is yet to issue an all-program draw which remains to be the most popular immigration pathway among foreign skilled workers without work experience or job offers in Canada. Such draws included candidates from the Federal Skilled Worker Program (FSWP), and the Federal Skilled Trades Program (FSTP).

As reported by CIC news, CEC will be the main source for immigration admissions in 2021. However earlier this July, IRCC updated the proof of funds requirements for candidates in FSWP & FSTP programs.

Currently, IRCC has an inventory of more than 58,000 FSWP applicants who are unable to enter Canada in June. This does not necessarily mean there will not be any FSWP draws before the end of the year, but it does mean those who have applied may expect delays in processing.

Canada’s economy gained 157,000 jobs in September, bringing the employment rate to almost pre-pandemic levels. The latest Labour Force Survey for September released by Statistics Canada examined Canada’s labour market conditions during the week of September 12 to 18 as non-essentials avenues like gyms, restaurants are open to the public. 

Canada is witnessing growth in White collar sectors while blue-collar lags behind. Jobs in professional, scientific, and technical services, as well as finance, insurance, real estate, rental and leasing, are increasing. Manufacturing and natural resources saw some employment growth in September.

The report refers to immigrants who have landed within the past five years as “very recent” immigrants. The very recent immigrants in Canada continue to be favoured by the Canadian labour market. The employment trends returned to 2019 levels, reaching up to 71 per cent last month. 

The decline in the unemployment rate in Canada is gradual and fell to 6.9 per cent, the lowest rate since the onset of the pandemic.

The Canadian province of Ontario is known to accept foreign skilled immigrants, international students who wish to study, work & settle in Canada permanently. Ontario Immigration Nominee Program: Immigration Options

  • Have an active Express Entry profile;
  • Meet the eligibility requirements for one of the Federal Skilled Worker Program (FSWP) or Canadian Experience Class (CEC);
  • Meet the stream’s work experience requirements;
  • Have a Canadian Bachelor’s, Master’s, or Ph.D. degree or an equivalent foreign education credential;
  • Demonstrate a language proficiency level of 7 or higher of the Canadian Language Benchmark;
  • Intend to reside in Ontario;
  • Have sufficient funds to cover settlement costs in Ontario.

Alberta now invited 5,617 Express Entry candidates with the latest PNP draws

Express Entry candidates were targeted in another round of invitations from Alberta PNP. Alberta Immigrant Nominee Program (AINP) issued a new round of invitations to nominate eligible Express Entry candidates for provincial nominations.

The province held the first round on September 30, targeting 275 immigration candidates registered in the federal pool with an Expression of Interest already submitted to AINP.  Invited candidates needed a score of at least 300 in the Express Entry system in order to be eligible for an invitation.

Alberta has been allocated 6,250 nomination certificates in the 2021  federal government. With the latest provincial draws, the province has invited 5,617 Express Entry candidates.

All the invited candidates are now one step closer to applying for permanent residence (PR) in Canada through the federal Express Entry system.

The federal Express Entry system is an application management database to streamline federal immigration programs that offers direct permanent residency to foreign applicants. It manages applicants under three federal programs – the Federal Skilled Worker Program (FSWP), the Federal Skilled Trades Program (FSTP), and the Canadian Experience Class (CEC).

EXPERT TIP: Canadian immigration aspirants who apply for study in Canada may gain work experience through Post Graduate Work Permit (PGWP). After one year of full-time work experience of at least one year in Canada, they become eligible to apply under the experience class Express Entry program for Canada PR.

Alternatively, immigration aspirants look to receive provincial nominations based on their education and work credentials obtained in Canada.

Canada PR Through AINP Express Entry Stream

Alberta is attracting Chemical Engineers, Metallurgical & Material Engineers, Petroleum Engineers for Canada PR through Canada PNP.

There are two significant advantages of receiving a provincial nomination under AlNP:

  • Qualifying CRS score remains as low as 300, unlike any other provincial draws,
  • Those who receive the provincial nomination will automatically get an additional 600 CRS points added to their overall score.

All the registered profiles receive a score based on the Comprehensive Ranking System (CRS). Candidates get points for factors including their age, education, work experience, language ability in English or French, and others. The varying degree of scores will help the government determines a prospective immigrant to succeed in Canada’s labour market.

It means that candidates are effectively guaranteed an invitation to apply for permanent residence in the upcoming federal Express Entry draw. As a matter of fact, the previous Express Entry draw targeted 681 candidates with prior provincial nominations to apply for permanent residency.

Major requirements to receive provincial nominations under this stream include strong ties to Alberta. It includes family ties or graduation from any University or College in Alberta, or those who can support the government’s economic development and diversification priorities.

Candidates are also required to have adequate work experience in an eligible occupation. The AINP only provides a list of occupations that are ineligible for the stream’s requirements.

British Columbia now issued about 10,000 ITAs for a Provincial Nomination since 2021

British Columbia Provincial Nominee Program (BC PNP) held a new set of nomination draw on October 12, resulting in 400 fresh invitations to eligible immigration candidates to apply for provincial nominations.

The Canadian province has been holding two draws: one general draw and another occupation-specific draw simultaneously, since the beginning of February this year.

In the first draw, the province invited a total of 308 candidates with the minimum provincial scores between 69 and 91 points. A mix of candidates belonging to Skilled Worker, International Graduate as well as Entry Level and Semi-Skilled sub-categories of Skills Immigration and Express Entry British Columbia streams were nominated.

The second specialist draw was also conducted under SI and EEBC categories and targeted candidates whose occupation falls under retail and wholesale trade managers (NOC 0621) as well as restaurant and foodservice managers (NOC 0631).

The second draw resulted in 101 invitations to apply for provincial nominations with scores of 104.

Additionally, the province also sent out 10 invitations to Entrepreneur Immigration (EI) candidates in the EI-base category and less than 5 in the EI-regional pilot category.

British Columbia’s Skills Immigration Registration System (SIRS) manages the two skilled immigration programs of the province. Any aspirants willing to get nominations must first register an account and get their profile assessed on factors such as education, work experience, and language skills.

Permanent Residency in Canada through BC PNP

Upon successful completion of BC PNP provincial nomination in about two to three months of time, you become eligible to apply to Immigration, Refugee and Citizenship Canada (IRCC) for permanent resident status.

The provincial nomination is valid for approximately six months from the date of confirmation. During this time period, you can apply with IRCC under the Provincial Nominee Class and receive an invitation to apply for permanent residence through fortnightly Express Entry nomination draws.

As a provincial nominee, you may receive an additional 600 points under the Comprehensive Ranking System (CRS) of the Express Entry system. The high score will effectively guarantee an Invitation to Apply (ITA) during a subsequent federal Express Entry draw.

In its recent Express Entry draw, IRCC invited about 681 candidates with prior provincial nominations. All the invites had a minimum CRS score of 720, ie. they required only 164 points to score on CRS and the rest 600 points were to be added automatically.

Express Entry: 681 Candidates Nominated in Third consecutive PNP draw for Canada PR

Canada held its third PNP-specific Express Entry draw in a row targeting domestic temporary workers or skilled foreign workers with prior provincial nominations.

The 20th PNP-only Express Entry draws in 2021 resulted in a total of 681 Invitations to Apply (ITAs) for Canadian Permanent Residence (PR).

Canada has been holding PNP-only Express Entry draws alongside CEC-only draws that targets temporary skilled workers or recent international graduates with a minimum of one year of work experience in Canada.

OVERVIEW OF 207th EXPRESS ENTRY DRAWS
Decreased Draw Size 681 ITAs for permanent residence which is about 80 ITAs less than the previous PNP-only draws.
Lowest CRS Qualifying Score Invited candidates had a minimum CRS of 720 points which is 41 points lower than the previous qualifying score of 761 points.
Tie-break rule applied? IRCC applies the tie-break rule to avoid disputes in the rankings in case two or more candidates in the pool end up with the same CRS score.

 

Details on the tie-break rule for this draw was not released.

All the invited candidates in the 207th Express Entry draw have already demonstrated their connection to a province or territory and experience to succeed in the labour market by securing a provincial nomination. They may qualify to receive invitations for permanent residency through the Federal Skilled Worker Program, Federal Skilled Trades Program, or Canadian Experience Class.

Any prospective candidates that seek to register their profile for consideration under the Express Entry system shall be assessed and ranked based on a Comprehensive Ranking System (CRS).

Such profiles are evaluated on a total of 1200 points and consider human capital factors like age, education, work experience outside Canada, language proficiency in English/French, spouse adaptability, Canadian study experience, etc.

Sujata & Ajay are a married couple in their mid-30s. They both hold bachelor and IELTS scores of above 7 in all categories. They both have good work experience in different skilled professions and have never studied or worked in Canada. They entered the Express Entry pool with Sujata as the principal applicant and a CRS score of 421. This was sufficient to apply for a provincial nomination through the Ontario Immigrant Nominee Program (OINP). Upon a provincial nomination, their CRS rose to 1021, which is sufficient to receive ITA in this Express Entry draw. 

A provincial nomination is a certificate to immigrate to a certain Canadian province to fulfil its labour shortage demand. The invited candidates are required to reside in places as determined by the province, however, with a permanent residence visa, individuals can now reside anywhere in Canada as per their choice.

Many immigration aspirants are known to choose Canada because of its direct permanent residence pathway. A PR invitation through the provincial nomination route is not a direct pathway, however, can guarantee your permanent residency through the addition of 600 points towards their Express Entry profile CRS score.

Applicants are asked to submit their biometrics or attend an interview or submit more supporting documents after receiving an ITA for Canada PR. Express Entry candidates invited today now have 60 days to apply for permanent residence.

Upon completion, IRCC issues a Confirmation of Permanent Residence (COPR). Applicants with COPR can now plan their travel to Canada.

426 PNP Candidates Invited to Apply for Manitoba Provincial Nominations

Manitoba held a major provincial draw on October 07. The provincial nomination draw resulted in a total of 426 Letters of Advice to Apply (LAAs) to eligible candidates.

All the invited immigration applicants are now one step closer to obtain permanent residency from Immigration, Refugees, and Citizenship Canada (IRCC).

Here are the results from the latest draw:

  • Skilled Workers in Manitoba – 350 invitations with a minimum EOI score of 446;
  • Skilled Workers Overseas – 21 invitations with a minimum EOI score of 729; and
  • International Education Stream – 55 invitations with no EOI score requirement.
  • Additionally, about 84 invitations went to Express Entry candidates.

Manitoba invited eligible immigrants to apply through one of the following three Provincial Nominee Program (PNP) streams: Skilled Workers in Manitoba, International Education Stream, and Skilled Workers Overseas.

The province also picked eligible candidates directly from the federal pool.

Manitoba has now issued 8,691 candidates in 2021 to apply for provincial nominations. With an annual target of about 401,000 new immigrants for the next three years, the time is now ripe to start your Canadian immigration process.

Labour Market in Manitoba & How to Immigrate

Manitoba is one of the western provinces of Canada that is booming with new economic activities. The demography of the province is ageing and the workforce is now more dependent on foreign skilled immigration due to a lack of native talents.

Manitoba is expected to see a rising demand for Civil Engineers (NOC 2131) in the coming years. The province is equally open for other skilled occupations and entry of foreign immigrants with families.

Although Canadian provinces do not have the authority to issue permanent residency status, they help immigration aspirants by issuing provincial nominations.

Interested applicants are required to register their Expression of Interest (EOI) with the province. Further, the registered profile is evaluated and ranked out of 1,000 points for their human capital factors such as age, education, work experience, language proficiency, as well as their connections to the province.

This will potentially qualify them for receiving LAAs through the Skilled Workers in Manitoba and Skilled Workers Overseas streams.

In order to be considered under the Skilled Workers Overseas stream, candidates must demonstrate their connections to Manitoba such as close family ties, previous experience in the province, or an invitation through one of Manitoba’s Strategic Recruitment Initiatives. A full-time job offer from any employer situated in the province is mandatory.

International students who graduated from any institute in Manitoba can apply for provincial nomination under MPNP’s International Education Stream.

Express Entry is a direct entry program to obtain permanent residence without the need for provincial nominations. However, having a successful provincial nomination will guarantee an invitation to apply for Canada PR by virtue of 600 additional CRS points.
