Nova Scotia Invites Express Entry Candidates To Apply For Provincial Nominations

Nova Scotia Nominee Program (NSNP) released the details of its Labour Market Priorities Stream nomination draws held on October 07.

The province issued Letters of Interest to Express Entry candidates with prior skilled work experience. These candidates were expected to have a qualifying Canadian Language Benchmark (CLB) score of 5 in all English language abilities (reading, writing, listening, and speaking).

Nova Scotia held two separate draws inviting 286 Express Entry candidates with an additional one year worth of work experience in a skilled occupation. The remaining 44 candidates with carpenters and had at least two years of skilled trades experience.

Both the draws only targeted applications that were submitted no later than 11:59 p.m., November 6, 2021.

The invited candidates have 60 calendar days to submit a complete application along with proof of claimed proficiencies to NSNP for successfully getting their provincial nomination certificate.

NSNP has held 16 such ‘enhanced’ draws since its launch in 2018. The most targeted professions/occupations include:

  • Early Childhood Education Workers,
  • Financial Auditors,
  • Accountants,
  • Social Workers and Nurses,
  • Programmers,
  • Carpenters among other Professionals.​

‘Enhanced’ Nova Scotia Nomination Program

Ever since the launch of the Express Entry system in 2015, the scope of obtaining permanent residency for foreign skilled workers, entrepreneurs have significantly widened, by virtue of provincial immigration streams aligning into ‘base’ and ‘enhanced’ streams.

The ‘enhanced’ immigration streams are aligned with the Express Entry pool. Now, Nova Scotia under its Labor Market Priorities stream can search the federal pool for eligible candidates who match the province’s labour demand.

The express entry system is an application database management system for three federal immigration programs: Federal Skilled Worker Program (FSWP), Federal Skilled Trades Program (FSTP); and Canadian Experience Class (CEC).

Registered candidates in the Express Entry system are assessed based on multiple factors such as their age, education, work experience, and official language ability. Further, they are given a ranking score according to the Comprehensive Ranking System (CRS).

All the nominated candidates get to apply for a provincial nomination issued by NSNP. After successfully receiving a provincial nomination certificate, such candidates may receive an additional 600 points towards their CRS score. This is sufficient to guarantee them an invitation to apply for permanent residence in the upcoming federal Express Entry draws.

Qualify For Canada PR Through PEI PNP

Come 2021, the province seems to focus on attracting foreign talent with specialized skills or occupations that match identified labour shortages. Further, the province seeks to retain international students after they graduate from any institution in the province.

Any eligible foreigner can apply for receiving a provincial nomination from Prince Edward Island in two ways: the Atlantic Immigration Program (AIP), and the Prince Edward Island Provincial Nominee Program (PEI PNP).

‘Enhanced’ PNP streams –

  • Express Entry stream: for candidates with their profiles registered in the federal Express Entry pool and work/study experience in Prince Edward Island

‘Base’ PNP streams –

  • Labour Impact Category

·        Those who have a job offer in a skilled occupation and who have a valid work permit in Canada can apply through the Skilled Worker Stream.

·        If you are a graduate with a Post-Graduation Work Permit, have worked for an employer for at least six months, and have a valid job offer from the same employer, you may be eligible to apply through the International Graduate Stream.

To apply under the AIP, candidates must have a job offer from a designated employer and must have an individualized settlement plan. Atlantic Canada consists of four provinces: Nova Scotia, New Brunswick, Newfoundland and Labrador, and Prince Edward Island.

Ontario Targets 486 Express Entry Candidates Including Nurses, Managers, HR Professionals

Ontario held a new nomination draw on October 6 targeting about 18 high-priority, skilled occupations for provincial nominations. Among the invited candidates were nurses, managers in the production, financial sectors, HR professionals who are already registered in the federal Express Entry pool.

Quick Highlights on October 6 Ontario PNP Draw

The Ontario Immigrant Nominee Program (OINP) issued targeted invitations to apply for provincial nomination under its Express Entry Human Capital Priorities (HCP) stream. 

#1 Qualifying Score: As candidates having only registered Express Entry profiles were considered, the qualifying score was based on their Comprehensive Ranking System (CRS). A CRS score is given to candidates based on their human capital factors like age, language proficiency, work experience, and education qualification. The score is given out of 1200 points. 

The qualifying CRS score for the October 15 draw varied between 463 and 467

#2 Occupation of invited candidates: All the 486 invited candidates were required to have a mandatory work experience of one year or more in any one of the following occupations:

NOC 0114 Other administrative services managers
NOC 0122 Banking, credit and other investment managers
NOC 0124 Advertising, marketing and public relations managers
NOC 0125 Other business services managers
NOC 0211 Engineering managers
NOC 0311  Managers in health care

Ontario has invited 4,851 immigration candidates under this stream in 2021. All these invited candidates have at least one year of work experience in one of the targeted occupations. 

Qualifying for Canada PR with Ontario Provincial Nomination

Receiving an invitation to apply for permanent residency remains under the exclusive jurisdiction of the federal government. A provincial nomination will, however, fast-track the total time taken to receive an invitation to apply. 

Ontario Immigration Nominee Program (OINP) issues provincial nominations to eligible skilled workers under its famous Human Capital Priorities stream. The province also invites candidates already registered in the federal pool under its Tech draw.

Those with provincial nominations like the one from Express Entry Human Capital Priorities (HCP) stream or Ontario Tech Draw or any other stream will get preferential treatment to obtain permanent residence. The inclusion of additional 600 CRS points makes the entire process of applying for Canada PR through Express Entry even simpler. 

Since the start of 2021, Canada has been holding program-specific Express Entry draws where it invites candidates either with provincial nominations or prior work experience in Canada. Canada has already exceeded its initial target of issuing 108,500 new ITAs for Canada PR in 2021 and expects to invite more candidates further.

Latest Quebec Arrima Draws Extend Invitations to 536 Health workers, Educators

In the latest draw held, Quebec invited 536 foreign workers to apply for Quebec Selection Certificate (CSQ) which would enable them to settle in Quebec province.

The candidates under the Quebec Skilled Worker Program with an Expression of Interest (EOI) were targeted in the latest draw. These candidates submitted their EOIs with their personal information through Arrima system in order to be considered for the program.

The latest invitations sent out through Arrima targeted candidates with a valid job offer outside the Montréal Metropolitan area and who work in occupations that are currently in high demand in Quebec. Following is the list of targeted occupations in this draw:

  • Registered nurses and registered psychiatric nurses (NOC 0312);
  • Licensed practical nurses (NOC 3233);
  • Nurse aides, orderlies and patient service associates (NOC 3413);
  • Secondary school teachers (NOC 4031);
  • Elementary school and kindergarten teachers (NOC 4032);
  • Early childhood educators and assistants (NOC 4214);

Quebec’s immigration programs are distinct from federal & other provincial immigration programs. However, they attract the same group of skilled workers and international students who are in search of better career opportunities.

The September 30 draw is Quebec’s tenth of the year. The province ended up inviting about 3,200 candidates in 2021 to apply for permanent selection.

What is Quebec Arrima Draws? 

Modelled after the federal Express Entry system, Arrima system was introduced in 2018 as a dedicated online portal to submit EOI to immigrate to Quebec under the Skilled Worker Program.

Under the new EOI system for Quebec immigration, interested candidates create a profile in Arrima. Equivalent to the Comprehensive Ranking System (CRS) in the federal Express Entry system, candidates are ranked in Arrima based on score which is dependent on factors such as their age, education, proficiency in French, area of training, and work experience.

Technically, an EOI is not regarded as an application but is only a way for interested candidates to notify the Government of Quebec that they would like to be considered for a Quebec Selection Certificate (Certificat de sélection du Québec, or CSQ).

Eligible candidates are invited to apply for a CSQ based on either their scores or other factors such as labour shortages in the province’s outlying regions. Those who apply for and receive a CSQ are required to apply for permanent residence through Canada’s federal Immigration Ministry that verifies medical and criminal admissibility.

Latest B.C. Tech Draw Issues 108 ITAs for Provincial Nominations

The Canadian province of British Columbia held a new provincial nomination draw on October 5 to invite immigration candidates working in key tech occupations.

The new Tech draw held by British Columbia Provincial Nominee Program (BC PNP) is an employer-driven, fast-track immigration program that targets in-demand tech workers and international students to apply for provincial nominations. October 5 PNP Tech draw nominated 108 tech workers. 

British Columbia had recently made this pilot Tech program into a permanent residence program. This is expected to boost the immigration for in-demand tech workers and international students in the province. 

All the invited immigration candidates have work experience and a valid job offer in one of 29 eligible occupations including Web designers & developers, Graphic designers and illustrators, Software engineers and designers, Civil Engineers, Mechanical Engineers, Chemical Engineers, Audio technicians, etc. 

The invited candidates were required to qualify for either Express Entry or Skills Immigration categories, managed by the Skills & Immigration Registration System (SIRS). They were required to have a provincial score of 80 points to qualify in this draw.

Qualify for Upcoming BC PNP Tech Program 

British Columbia had now issued over 9,000 invitations to apply (ITAs) for provincial nominations, so far in 2021. A successful provincial nomination will guarantee an ITA for permanent residence in subsequent federal nomination draws. 

This is the highest by any Canadian provincial program which only explains Canada’s overall commitment to welcome skilled foreign workers, recent graduates to settle permanently in the country. 

In order to qualify for the program, candidates need to be registered in one of B.C.’s existing provincial immigration streams and have a valid job offer of at least 12 months in one of 29 eligible occupations to qualify for this stream.

Candidates who are invited to apply for a provincial nomination will need to submit a complete application within the next 30 days. Once this is done, most tech applications will be processed within two to three months.

After receiving a nomination confirmation from the province, they can apply for permanent residence from Immigration, Refugees, and  Citizenship Canada (IRCC) under the Provincial Nominee Program Class.

On successful registration of your Express Entry profile, you are given a Comprehensive Ranking System score. Every fortnightly, the Immigration, Refugees, and Citizenship Canada (IRCC) conducts a nomination draw in which the highest-scoring candidates are invited to apply for permanent residence.

Other Federal Immigration Programs

In order to address regional and occupational needs, IRCC operates programs like Atlantic Immigration Pilot and Agri-Food Immigration Pilot.

Immigration to four Atlantic provinces of Canada, i.e. Newfoundland and Labrador, Prince Edward Island, New Brunswick, or Nova Scotia is made easy with the Atlantic Immigration Pilot. IRCC looks to welcome over 6,000 immigrants per year through it.

The Agri-Food Immigration Pilot find skilled workers who can help meet the labour market needs of Canada’s multi-billion dollar agriculture and agri-food industry. About 2,750 applications per year are welcomed.

Provincial Nominee Programs for economic-class immigration

The unique federal-provincial-territorial arrangement in Canada allows 10 provinces and 3 territories of Canada to nominate economic-class immigrants including skilled workers, international students, business investors or entrepreneurs independently.

Tech workers, recent graduates are finding newer and better opportunities in Canada in view of visa curbs by the US.

Canadian provinces like British  Columbia, Ontario have dedicated immigration streams for Tech workers. Other provinces like Saskatchewan, Manitoba, News Brunswick, Prince Edward Islands are actively inviting economic-class immigrants.

Quebec Immigration

Quebec is a french-speaking dominant region and acquired a special status among other Canadian provinces. It handles its own immigration through Arrima system.

Although the process is a little slow, Quebec seeks to welcome over 25,000 economic class immigrants each year.

Between January and August, IRCC landed 222,000 new immigrants in Canada. It is seen as a good sign of recovery yet Canada is still short of its annual target of 401,000 new immigrants.

However, Canada can still achieve higher immigration levels for the following reasons:

  • IRCC held an unexpected and the largest Express Entry draw in its history on February 2021, resulting in 27,332 invitations to apply for permanent residence. We may see a repeat of history.
  • In May, IRCC launched six temporary immigration streams that will allow some 90,000 candidates currently living in Canada to transition to permanent residence. Such programs may re-open in near future.

Nonetheless, Canada still has the ability to compensate by increasing overall intakes in 2022 and 2023. By all means, Canada is open to the immigration of more foreign skilled workers and other economic-class candidates in near future.

British Columbia PNP Draws Now Issued Over 9,000 Invites for Provincial Nominations in 2021

British Columbia held a nomination draw on September 28, resulting in 422 invitations to eligible immigration candidates to apply for provincial nominations.

With this new provincial draw, British Columbia had already invited a total of 9,083 invitations through various British Columbia Provincial Nominee Program (BC PNP) streams, including streams that target candidates working in the technology sector. 

The Canadian province continued holding two rounds of provincial nomination draws simultaneously: one general draw and another occupation-specific draw. 

In the first draw, the province invited 386 candidates under Skills Immigration (SI) and Express Entry British Columbia (EEBC) categories. A mix of candidates belonging to Skilled Worker, International Graduate, and Entry Level and Semi-Skilled sub-categories of SI and EEBC streams were nominated. 

The minimum required score for candidates varied by category. The cut-off scores for EEBC & SI subcategories draw ranged from 69 and 90. 

The second specialist draw was also conducted under SI and EEBC categories and targeted candidates whose occupation falls under retail and wholesale trade managers (NOC 0621) and restaurant and food service managers (NOC 0631). The draw resulted in 36 invitations to apply for provincial nominations with scores of 105.

Qualify for Upcoming BC PNP Draws

To apply for a provincial nomination from British Columbia, immigration aspirants must register themselves on the Skills Immigration Registration System (SIRS). All the registered profiles are assessed and ranked on education, work experience, and language skills. 

Skills Immigration (SI) category under BC PNP allows eligible foreign workers who usually already have a job offer in B.C. to apply for provincial nomination. However, some sub-categories are aligned with the federal Express Entry pool who may not have a job offer in the province:  

  • Skilled Worker Category – for people who have a job offer and several years of experience in a skilled occupation;
  • Healthcare Professional Category – physicians, nurses, psychiatric nurses, or allied health professionals with job offers in one of 11 eligible occupations may apply for this category;
  • International Graduate Category – for workers who have graduated from an eligible Canadian university or college in the last three years;
  • International Post-Graduate Category – Master’s or PhD graduates from eligible B.C. post-secondaries in the natural, applied, or health sciences may apply for this category without a job offer; 

There is a separate pathway for entry-level or semi-skilled workers with jobs in tourism, hospitality, food processing, or long-haul trucking. This is the only SI category that does not apply to candidates in the Express Entry system.

Upon receiving a successful provincial nomination, candidates can apply for permanent residence in Canada, issued by the Immigration, Refugees, and Citizenship Canada (IRCC).

New Saskatchewan PNP Draws Invites 391 Immigration Candidates

Saskatchewan held a new round of nomination draws on September 27, resulting in 391 invitations to apply for a provincial nomination for Canadian permanent residence (PR).

All the candidates have been invited under the ‘enhanced’ Express Entry & ‘base’ Occupations In-Demand Saskatchewan PNP streams. The selected occupation list includes Managers in Healthcare, Manufacturing, Medical Administrators, Aircraft/Avionics technicians, and more.

‘Enhanced’ Express Entry Stream: Out of the total 391 invitations, 152 invitations went to candidates who already had their profiles in the federal Express Entry pool. Currently, the province has a list of 61 in-demand occupations and targets, eligible candidates, with in-demand skills at that particular time.

The federal Express Entry pool is a database of interested applicants willing to obtain permanent residence in Canada. Originally, the federal pool of candidates manages three of Canada’s main economic-class immigration programs: the Federal Skilled Worker Program, the Federal Skilled Trades Program, and the Canadian Experience Class.

However, certain streams under the Provincial Nominee Programs (PNPs) can select candidates from the pool.

‘Base’ Occupations In-Demand Stream: Out of the total 528 invitations, 239 invitations went to candidates who have specific work skills that are in demand in Saskatchewan.

Those candidates who barely qualify to register a federal Express Entry profile may be nominated under the Occupations In-Demand sub-category.

Qualify for Upcoming Saskatchewan PNP Draws

In order to be considered for nominations under the upcoming Saskatchewan Immigration Nominee Program (SINP) draws, candidates must register their Expression of Interest (EOI) profile with the province which will be valid for one year.

Candidates need to demonstrate their commitment to meaningfully settle in Saskatchewan by demonstrating their work experience, education, language ability, age, and connections to the province.

Saskatchewan gives candidates a score out of 100 according to the International Skilled Worker Points Assessment Grid. The province favours candidates with bilingual capability in both English and French. The highest-scoring candidates are then issued an invitation to apply for a provincial nomination from Saskatchewan.

Regardless of the provincial category, all invited candidates need an EOI score of at least 71 in order to be invited. It is also to be noted that the points requirement is that all the invited candidates must have valid Educational Credential Assessments.

Additionally, candidates already in the federal Express Entry pool need to register another EOI and choose Saskatchewan.

On successfully receiving an invitation to apply (ITA) for a provincial nomination, candidates are awarded an additional 600 points toward their Comprehensive Ranking System (CRS) score. It will effectively guarantee an ITA for Canada PR in the subsequent Express Entry draw conducted by IRCC.

The province had already invited over 5,000 immigrants in 2021 to submit their applications for provincial nominations. Another advantage is that IRCC has been inviting only those candidates for permanent residency who had a prior provincial nomination or work experience in Canada through Express Entry draws.

Express Entry: 761 PNP Candidates with Qualifying Score 742 Nominated for Canada PR

Yet another program-specific Express Entry draw was held by the Immigration, Refugees, and Citizenship Canada (IRCC) on September 29.

Canada targeted domestic temporary workers or skilled foreign workers who already had successful provincial nominations to apply for permanent residence (PR).

The 19th PNP-only Express Entry draws in 2021 resulted in a total of 761 Invitations to Apply (ITAs) for Canada PR. IRCC has been holding PNP-only Express Entry draws alongside CEC-only draws that targets temporary skilled workers or recent international graduates with a minimum of one year of work experience in Canada.

With the forming of a minority government led by the Liberal party for the second consecutive term, immigration priorities will remain the same or more likely be boosted up to favour more skilled foreign workers and international students.

Increased Draw Size 761 ITAs for permanent residence which is about 240 ITAs more than the previous PNP-only draws.
Increased CRS Qualifying Score Invited candidates had a minimum CRS of 742 points which is 10 points higher than the previous low qualifying score of 732 points.
Tie-break rule applied? IRCC applies the tie-break rule to avoid disputes in the rankings in case two or more candidates in the pool end up with the same CRS score.

Details on the tie-break rule for this draw were not released.

A provincial nomination is a certificate to immigrate to a certain Canadian province to fulfil its labour shortage demand. The invited candidates are required to reside in places as determined by the province, however, with a permanent residence visa, individuals can now reside anywhere in Canada as per their choice.

Many immigration aspirants are known to choose Canada because of its direct permanent residence pathway. A PR invitation through the provincial nomination route is not a direct pathway, however, can guarantee your permanent residency through the addition of 600 points towards their Express Entry profile Comprehensive Ranking System (CRS) score.

Applicants are asked to submit their biometrics or attend an interview or submit more supporting documents after receiving an ITA for Canada PR. Express Entry candidates invited today now have 60 days to apply for permanent residence.

Upon completion, IRCC issues a Confirmation of Permanent Residence (COPR). Applicants with COPR can now plan their travel to Canada.

Sheharzaad is 40 and holds a bachelors’ degree in IT. She has a work experience of 10 years as an Information System Manager. Her English Proficiency is above par. She has never worked or studied in Canada, and managed to enter the federal Express Entry pool with a CRS of 386. Alberta PNP nominated her which increased her CRS score to 986 and now she is eligible to receive ITA in this Express Entry draw for Canada PR. 

All the invited candidates in this draw have already demonstrated their connection to a province or territory and experience to succeed in the labour market by securing a provincial nomination. They may qualify to receive invitations for permanent residency through the Federal Skilled Worker Program, Federal Skilled Trades Program, or Canadian Experience Class.

Any prospective candidates that seek to register their profile for consideration under the Express Entry system shall be assessed and ranked based on CRS.

Such profiles are evaluated on a total of 1200 points and considers human capital factors like age, education, work experience outside Canada, language proficiency in English/French, spouse adaptability, Canadian study experience, etc.

FSWP Candidates Ignored Throughout Express Entry Draws 2021

The practice of holding alternate CEC-only & PNP-only nomination draws has yielded better results for Canada as it recorded over 109,696 invitations to apply for a permanent residency, surpassing its annual target of 108,500 ITAs.

Canada regularly held fortnightly Express Entry draws in 2021, however, did not favour immigration aspirants who qualified under the Federal Skilled Worker Program (FSWP)  & the Federal Skills Trades Program (FSTP).

FSWP candidates are mostly foreign skilled workers who do not have work experience inside Canada and do not hold a job offer in Canada. However, they may qualify for direct permanent residency based on their age, language proficiency, education, and relevant work experience abroad.
