Fall in Unemployment for the Fifth Consecutive Month in Canada

Canada witnessed a fall in unemployment rates for the fifth consecutive month this year. The economy added a total of 31,000 jobs this past October, keeping the employment rate steady in Canada.

The latest Labour Force Survey for October released by Statistics Canada examined Canada’s labour market conditions during the week of October 10 to 16 as public health restrictions across Canada were significantly reduced due to low case counts and high rates of vaccination.

Unemployment in Canada fell down to 6.7 per cent in October. Although it was the lowest in the last 20 months, it is not quite down to the pre-pandemic rate of 5.7 per cent in February 2020.

Very Recent Immigrants Continues to Enjoy High Employment Rate 

“Very recent immigrants” are defined by Statistics Canada as those who have lived in Canada for five years or less.

By October, the employment rate among very recent immigrants stood at 71 per cent, which is nearly six percentage points higher than in October 2019.

The number of very recent immigrants participating in the labour force has returned to 2019 levels, making up almost 4 per cent of the total labour force between January and July.

The employment rate for Immigrants who had been in Canada for more than five years stood at nearly 60 per cent in October. The Canadian-born population had an employment rate of 61 per cent.

The report refers to immigrants who have landed within the past five years as “very recent” immigrants.

Latest Manitoba PNP Issues 421 New Invites for Provincial Nominations

The Canadian province of Manitoba held a new round of nomination draw on November 01.

The provincial nomination draw resulted in a total of 421 Letters of Advice to Apply (LAAs) to eligible candidates.

All the invited immigration applicants are now one step closer to obtaining permanent residency from Immigration, Refugees, and Citizenship Canada (IRCC).

Here are the results from the latest draw:

  • Skilled Workers in Manitoba – 350 invitations with a minimum EOI score of 460;
  • Skilled Workers Overseas – 38 invitations with a minimum EOI score of 713; and
  • International Education Stream – 33 invitations with no EOI score requirement.
  • Additionally, about 75 invitations went to Express Entry candidates.

Manitoba invited eligible immigrants to apply through one of the following three Provincial Nominee Program (PNP) streams: Skilled Workers in Manitoba, International Education Stream, and Skilled Workers Overseas.

The province also picked eligible candidates directly from the federal pool.

Manitoba has now issued 9,571 candidates in 2021 to apply for provincial nominations. With an annual target of about 401,000 new immigrants for the next three years, the time is now ripe to start your Canadian immigration process.

Labour Market in Manitoba & How to Immigrate

Express Entry is a direct entry program to obtain permanent residence without the need for provincial nominations. However, having a successful provincial nomination will guarantee an invitation to apply for Canada PR by virtue of 600 additional CRS points.

B.C. Issues Over 10,000 Invitations for Provincial Nominations With The Latest Tech Draw

The Canadian province of British Columbia held a new provincial nomination draw (BC PNP) on November 02 to invite immigration candidates working in key tech occupations.

The new Tech draw held by British Columbia Provincial Nominee Program (BC PNP) is an employer-driven, fast-track immigration program that targets in-demand tech workers and international students to apply for provincial nominations.

November 02 PNP Tech draw nominated 77 tech workers.

British Columbia upgraded this pilot Tech program into a permanent residence program earlier this year.  This was done in-line to boost the immigration for in-demand tech workers and international students in the province.

All the invited immigration candidates have work experience and a valid job offer in one of 29 eligible occupations including Web designers & developers, Graphic designers, and illustrators, Software engineers and designers, Civil Engineers, Mechanical Engineers, Chemical Engineers, Audio technicians, etc.

The invited candidates were required to qualify for either Express Entry or Skills Immigration categories, managed by the Skills & Immigration Registration System (SIRS). They were required to have a provincial score of 80 points to qualify in this draw.

Qualify for Upcoming BC PNP Tech Program

British Columbia had now issued over 10,000 invitations to apply (ITAs) for provincial nominations, so far in 2021. A successful provincial nomination will guarantee an ITA for permanent residence in subsequent federal nomination draws.

This is the highest by any Canadian provincial program which only explains Canada’s overall commitment to welcome skilled foreign workers, recent graduates to settle permanently in the country.

In order to qualify for the program, candidates need to be registered in one of B.C.’s existing provincial immigration streams and have a valid job offer of at least 12 months in one of 29 eligible occupations to qualify for this stream.

Candidates who are invited to apply for a provincial nomination will need to submit a complete application within the next 30 days. Once this is done, most tech applications will be processed within two to three months.

After receiving a nomination confirmation from the province, they can apply for permanent residence from Immigration, Refugees, and  Citizenship Canada (IRCC) under the Provincial Nominee Program Class.

Immigration, Refugees, and Citizenship Canada (IRCC) have achieved historic immigration levels in a single month. The new September figure speaks volumes for itself about the Canadian immigration system that has been struggling to process applications during the pandemic.

A successful landing in Canada is said to occur when a foreign national see their legal status in Canada converted to permanent residence. However, this is not limited to individuals entering Canada from overseas but also applied to the temporary residents living in Canada transitioning to permanent residence.

The federal government has already implemented suitable measures to achieve its annual immigration target of 401,000 continuing till 2023. Canada got off to a strong start to the year before losing momentum. Beginning in June, however, Canada started to pick up the pace with the landing of 35,000 immigrants.

The Current State of Canadian Immigration

No matter what impact the travel restrictions had on Canadian immigration, the local authorities are still processing applications and even issuing new permanent residence invitations to successful applicants.

Canada has now landed 267,000 immigrants this year. It will need to land 134,000 more immigrants between October and December to achieve its 401,000 newcomers’ annual target. This works out to about 45,000 new permanent residents per month.

Canada Opens 8 More Airports To Welcome International Flights

In a bid to welcome more foreign travellers in the post-pandemic era, Canada is opening eight more airports for international flights. The selected regional airports will resume normal operations to international flights from November 30.

The eight airports that are reopening include:

  • St. John’s International
  • John C. Munro Hamilton International
  • Region of Waterloo International
  • Regina International
  • Saskatoon John G. Diefenbaker International
  • Kelowna International
  • Abbotsford International
  • Victoria International

Some major airports in Canada are already open for international travel since the first phase of travel relaxations.

This measure will help ensure that travellers are able to access more regional airports for their international travels this winter while continuing to support the Government of Canada’s measured approach to re-opening our border,” said Transport Minister Omar Alghabra in a recent media release.

Things to Note Before Travelling to Canada

Canada is allowing fully vaccinated tourists from all over the world to travel to the country. As of November 3, 2021, Canada is open to fully vaccinated international travellers.

Fully vaccinated travellers are those who need to have received two doses of either the Pfizer vaccine, the Moderna vaccine or the AstraZeneca vaccine, or one dose of the Janssen vaccine. Currently, Canada has not approved any other vaccine that may have been in use elsewhere in the world.

Prospective travellers to Canada may still need to follow certain guidelines before they could land in Canada.

Foremost, Travellers coming to Canada are required to be fully vaccinated at least 14 days prior to their landing in Canada. All the required personal & travel documents must be submitted through the ArriveCAN mobile or web application.

Travellers are exempted from quarantine, however, may still be expected to prepare a quarantine plan, if selected at random by the border patrol. Unvaccinated individuals under 12 years old will be allowed to enter Canada without needing to quarantine if their parent or guardian is fully vaccinated and is accompanying them.

Quebec To Invite Upto 52,500 New Immigrants in 2022

Quebec released its new immigration levels plan for 2022 on October 28.

It is said that the province will invite up to 52,500 new immigrants in 2022. Additionally, 18,000 admissions will be considered that were left out by the federal government in 2020 due to the COVID-19 pandemic. In actuality, Quebec could admit more than 70,000 newcomers in 2022.

Quebec is the only Canadian province to set its own admission levels target, following a special immigration agreement signed between the federal government and the province in 1991.

The new immigration levels plan presented by the Quebec Immigration Department indicated the number of new permanent residents the province intends to admit, as well as the categories in which it will admit them.

Quebec has returned to the target of welcoming over 50,000 immigrants in 2022 after four years of cutting immigration by 20 per cent.

The province’s current governing party, the Coalition Avenir Québec (CAQ) has kept its promise of increasing the immigration target. It is also focusing on the integration and francization of new permanent residents.

About 65 per cent will Arrive through Economic Immigration Program

Quebec had also announced that most of the new admissions in 2022 will come through the province’s economic immigration programs, including the Quebec Skilled Worker Program (QSWP) and the Québec experience program (PEQ).

About 65 per cent of the total target, which is about 33,900, would represent the economic category of immigrants. In this category, the province expects to welcome up to:

  • 28,800 skilled workers and
  • 4,300 business immigrants, including investors, entrepreneurs, and the self-employed.

The rest of the remaining 18,600 new permanent residents are expected to arrive through family reunification and other immigration programs.

Statistics Canada notes that Quebec is seeing among the highest increases in job vacancies in the country. With an increased annual immigration target in 2022, now can be a good time to plan for your Canadian immigration.

358 Candidates Invited for Provincial Nomination in the Latest British Columbia PNP draws

The British Columbia Provincial Nominee Program (BC PNP) held a new set of nomination draws on October 26, resulting in 358 new invitations to eligible immigration candidates to apply for provincial nominations.

The eligible candidates included foreign workers and international students who already registered under the Skills Immigration (SI) and Express Entry BC (EEBC) streams of BC PNP.

British Columbia continued its practice of holding two draws simultaneously: one general draw and another occupation-specific draw, which first began in the month of February this year.

In the first draw, the province invited a total of 306 candidates with the minimum provincial scores between 68 and 91 points. A mix of candidates belonging to Skilled Worker, International Graduate as well as Entry Level and Semi-Skilled sub-categories of Skills Immigration and Express Entry British Columbia streams were nominated.

The second specialist draw was also conducted under SI and EEBC categories and targeted candidates whose occupation falls under retail and wholesale trade managers (NOC 0621) as well as restaurant and foodservice managers (NOC 0631). The draw resulted in 52 invitations to apply for provincial nominations with scores of 104.

British Columbia’s Skills Immigration Registration System (SIRS) manages the two skilled immigration programs of the province. Any aspirants willing to get nominations must first register an account and get their profile assessed on factors such as education, work experience, and language skills.

Permanent Residency in Canada through BC PNP

Upon successful completion of BC PNP provincial nomination in about two to three months of time, you become eligible to apply to Immigration, Refugee and Citizenship Canada (IRCC) for permanent resident status.

The provincial nomination is valid for approximately six months from the date of confirmation. During this time period, you can apply with IRCC under the Provincial Nominee Class and receive an invitation to apply for permanent residence through fortnightly Express Entry nomination draws.

As a provincial nominee, you may receive an additional 600 points under the Comprehensive Ranking System (CRS) of the Express Entry system. The high score will effectively guarantee an Invitation to Apply (ITA) during a subsequent federal Express Entry draw.

In its recent Express Entry draw, IRCC invited about 888 candidates with prior provincial nominations. All the invites had a minimum CRS score of 744, ie. they required only 144 points to score on CRS and the remaining 600 points were to be added automatically.

Ontario Targets 1,406 Express Entry Candidates with Work Experience in Six Tech Occupations

Ontario held its third-biggest provincial nomination draw in 2021 on October 27 targeting Express Entry candidates in high-priority, skilled occupations with professional experience in tech background.

Among the invited candidates included software engineers, computer programmers, interactive media developers and others under Ontario Human Capital Priorities Stream.

Quick Highlights on October 27 Ontario PNP Draw

The Ontario Immigrant Nominee Program (OINP) issued targeted invitations to apply for provincial nomination under its Express Entry Human Capital Priorities (HCP) stream.

#1 Qualifying Score: As candidates having only registered Express Entry profiles were considered, the qualifying score was based on their Comprehensive Ranking System (CRS). A CRS score is given to candidates based on their human capital factors like age, language proficiency, work experience, and education qualification. The score is given out of 1200 points.

The qualifying CRS score for the October 15 draw varied between 455 and 467.

#2 Occupation of invited candidates: All the 1,406 invited candidates were required to have a mandatory work experience of one year or more in any one of the following occupations:

  • Computer and information systems managers (NOC 0213);
  • Computer engineers (NOC 2147);
  • Database analysts and data administrators (NOC 2172);
  • Software engineers and designers (NOC 2173);
  • Computer programmer and interactive media developers (NOC 2174);
  • Web designers and developers (NOC 2175).

Qualifying for Canada PR with Ontario Provincial Nomination

Receiving an invitation to apply for permanent residency remains under the exclusive jurisdiction of the federal government. A provincial nomination will, however, fast-track the total time taken to receive an invitation to apply.

Ontario Immigration Nominee Program (OINP) issues provincial nominations to eligible skilled workers under its famous Human Capital Priorities stream. The province also invites candidates already registered in the federal pool under its Tech draw.

Those with provincial nominations like the one from Express Entry Human Capital Priorities (HCP) stream or Ontario Tech Draw or any other stream will get preferential treatment to obtain permanent residence. The inclusion of additional 600 CRS points makes the entire process of applying for Canada PR through Express Entry even simpler.

Since the start of 2021, Canada has been holding program-specific Express Entry draws where it invites candidates either with provincial nominations or prior work experience in Canada.

Canada has already exceeded its initial target of issuing 108,500 new ITAs for Canada PR in 2021 and is expected to continue its good run next year.

Express Entry: Third Largest PNP Draw in 2021 Held for Canada PR

Canada held its fourth consecutive PNP-specific Express Entry draw targeting domestic temporary workers or skilled foreign workers with prior provincial nominations.

The 21st PNP-only Express Entry draws in 2021 resulted in a total of 888 Invitations to Apply (ITAs) for Canadian Permanent Residence (PR). 

Since the start of 2021, Canada has been inviting PNP-only Express Entry candidates alongside CEC-only candidates that target temporary skilled workers or recent international graduates with a minimum of one year of work experience in Canada.  

IRCC held the largest PNP-only Express Entry candidates on June 23, inviting 1,002 candidates and the second-largest with 940 invitations on June 9.

OVERVIEW OF 208th EXPRESS ENTRY DRAWS
Increased Draw Size 888 ITAs for permanent residence which is about 80 ITAs less than the previous PNP-only draws
Lower CRS Qualifying Score Invited candidates had a minimum CRS of 744 points which is 24 points higher than the previous qualifying score of 720 points.  
Tie-break rule applied?  IRCC applies the tie-break rule to avoid disputes in the rankings in case two or more candidates in the pool end up with the same CRS score. 

Details on the tie-break rule for this draw were not released. 

All the invited candidates in the 208th Express Entry draw have already demonstrated their connection to a province or territory and experience to succeed in the labour market by securing a provincial nomination. They may qualify to receive invitations for permanent residency through the Federal Skilled Worker Program, Federal Skilled Trades Program, or Canadian Experience Class

Any prospective candidate who seeks to register their profile for consideration under the Express Entry system shall be assessed and ranked based on a Comprehensive Ranking System (CRS). 

Such profiles are evaluated on a total of 1200 points and consider human capital factors like age, education, work experience outside Canada, language proficiency in English/French, spouse adaptability, Canadian study experience, etc. 

Qualify for Canada PR with Provincial Nomination

Pavithra is a working health professional with more than 10 years of experience. She entered the Express Entry pool with a CRS score of 360 and also submitted a profile to the Canadian province of Manitoba. She has never worked or studied in Canada. 

Pavithra was soon invited for provincial nominations, raising her CRS score to 960. 

This is sufficient to receive ITA in this Express Entry draw. 

A provincial nomination is a certificate to immigrate to a certain Canadian province to fulfil its labour shortage demand. The invited candidates are required to reside in places as determined by the province, however, with a permanent residence visa, individuals can now reside anywhere in Canada as per their choice. 

Many immigration aspirants are known to choose Canada because of its direct permanent residence pathway. A PR invitation through the provincial nomination route is not a direct pathway, however, can guarantee your permanent residency through the addition of 600 points towards their Express Entry profile CRS score. 

Applicants are asked to submit their biometrics or attend an interview or submit more supporting documents after receiving an ITA for Canada PR. Express Entry candidates invited today now have 60 days to apply for permanent residence

Upon completion, IRCC issues a Confirmation of Permanent Residence (COPR). Applicants with COPR can now plan their travel to Canada. 

Canada’s new immigration minister, Fraser will have an important task to restore and steer Canadian immigration to pre-pandemic levels. For instance, Express Entry draws are yet to consider candidates from the Federal Skilled Workers Program (FSWP) that were the leading recipients of Express Entry invitations before the pandemic.

International students who graduated from any institute in Manitoba can apply for provincial nomination under MPNP’s International Education Stream.

Express Entry is a direct entry program to obtain permanent residence without the need for provincial nominations. However, having a successful provincial nomination will guarantee an invitation to apply for Canada PR by virtue of 600 additional CRS points.
