Parents and Grandparents Program To Reopen From October 13 To November 3

Diverting its attention to the family immigration program, the Immigration, Refugees and Citizenship Canada (IRCC) will start receiving requests for sponsoring aged dependents under the Parents and Grandparents (PGP) from October 13 which will go on till November 3.

The PGP program in Canada allows Canadian citizens or permanent residents to sponsor their parents or grandparents to immigrate to Canada, thereby boosting family immigration for a settled social life.

Canada Pnp-finder

Only interest for sponsoring will be received between October 13 to November 3. IRCC will further scrutiny to select potential sponsors and invite them to formally apply for sponsoring their parents and grandparents to migrate to Canada. The application has to be submitted within 60 days from the date of receiving invitation.

The eligibility requirements to become a sponsor under Parents and Grandparents Program:

  • The person must be a Canadian citizen or permanent resident
  • Financial stability to support sponsored family members for at least 20 years after they become permanent residents.

Easing Income Requirement for Family-class Immigration

Giving relief to certain sections of immigrants- Parents and Grandparents, as well as other family-class immigration sponsors – in the wake of the coronavirus pandemic, IRCC had already eliminated the requirement to meet all the regular income requirements for the 2020. Which means sponsors are not required to meet the necessary income plus 30 percent yet sponsor their parents or grandparents or other dependents to migrate to Canada.

Canada’s immigration policy overwhelmingly supports family immigration.

The Minister for Immigration, Marco Medicino earlier tweed, “Now, more than ever, family reunification is an important component of Canada’s immigration system. It plays a key role in attracting, retaining and integrating the best and the brightest from around the world.”

Following the Immigration Levels 2020-2022 plan that was released just a week before the worldwide lockdowns in March, IRCC aimed at 40,000 new immigrants through the parents and grandparents program. Canada will soon release its revised plan for 2021-2023 and it is expected to continue the high immigration levels giving equal importance to economic and family immigration programs.

Canada may open borders to International Students opting to study in Coronavirus-ready Institutions

In a big relief to student communities, Canada will be allowing international students to travel to Canada from October 20, provided their designated-learning institutions are pre-approved for a coronavirus-readiness plan.

A designated-learning institution is a college/university which is approved by the respective provincial or territorial governments to host international students. Additionally, these institutions must now have a coronavirus-readiness plan approved by the health authorities of their respective place of location.

Pnp finder

Such readiness plans will include details on health and travel requirements before arrival and help with quarantine plans including guidance in acquiring necessities like groceries and medicine. The complete list of all the designated-learning institutions can be found here, as and when updated.

Many international students who aspire to study abroad in Canada live in countries with limited access to the internet, and time differences that make for impractical class timings. Moreover, students choose to study abroad for the amount of practical exposure they may gain during the entire study course which cannot be obtained from online classes.

Immediate family members allowed to travel

Canada has also decided to allow immediate family members to accompany students, if necessary. An immediate family member may include spouses and common-law partners, dependents.

In another press release, the Immigration Minister Mendicino claimed over 53,000 study permits were issued in August. His government had earlier liberalized the post-graduation work permit criteria for existing international students.

Here is the official notification from the Immigration, Refugees, and CItizenship Canada (IRCC)

Canada is now ranked third among the top three study destinations for international students. The country welcomed 642,000 foreign students in 2019. Canadian provinces like Ontario, British Columbia, Manitoba, New Brunswick, Prince Edward Island attract the majority of international students.

According to a Canadian Bureau for International Education (CBIE) research, international students choose Canada for being a multicultural and tolerant society, apart from quality education standards. Over 60% of foreign students every year lookup to obtain permanent residence by gaining the required work experience in Canada after their studies.

Express Entry draw

Continuing the all-program nomination streak, Canada held its popular Express Entry draws on September 30 issuing 4,200 invitations to apply for permanent residence. A one point decline to 471 in the overall Comprehensive Ranking System (CRS) score was seen from the previous draw held in the same month.

This is just the 31st draw of 2020 and the overall tally of ITAs issued is nearing the 80,000 mark. The exact number of ITAs issued in 2020 alone stands at 78, 350 which is a new record in itself considering the unprecedented situation worldwide.

New PNP draws

Various nomination program draws from several provinces are seen active every week and most have even almost nearing their annual targets for 2020. This is a record in itself considering the ongoing lockdown situation owing to COVID-19.

Unique programs from provinces like Ontario, British Columbia, Saskatchewan, Manitoba, New Brunswick, Prince Edward Island have helped several categories of foreign skilled workers, recent international graduates, business entrepreneurs get a provincial nomination. These nominations shall effectively guarantee them a permanent residence in Canada at a later date.

British Columbia was particularly active this week to hold its largest-ever nomination draw in 2020. September 29 draw issued 450 invitations to eligible candidates under its prominent Express Entry & Skills Immigration streams.

Canada most accepting country for immigrants, ranks above USA, Australia

A recent global study conducted by a private agency shows Canada to be the world’s most accepting country for migrants.

The survey included over 145 countries and respondents of varying age groups. The outcome was a unanimous choice for Canada as the most preferred destination for immigration in search of better economic and social opportunities.

Australia emerged as the fourth most preferred destination for migration ranking above the USA which came at the sixth position. The results follow the current political line and the countries’ present immigration policy to welcome migrants to strengthen its economy.

Travel Ban Extended

Following a series of travel ban extensions since March 18, Canada maintained the status quo by extending travel restrictions with plausible exemptions for foreign travelers by yet another month.

Certain categories of foreigners those who are exempted are: permanent residents or who have been Canadian permanent residents; certain temporary foreign workers; certain international students; immediate family members of Canadians.

For more details, here is the link to the official notification page

Meanwhile, the Immigration, Refugees, and Citizenship Canada (IRCC) has innovated the conduct of its nominations and expression of interest draws for attracting skilled workers, entrepreneurs and students to apply for permanent residence in Canada.

In a recent press release, the Immigration Minister Mendicino exclaimed over 53,000 study permits during the last month. His government had eased out the study permit requirements to help international students in the upcoming online academic session. This also included liberalizing the post-graduation work permit criteria for existing international students.

The federal Express Entry draws and prominent provincial nomination draws managed to issue over 100,000 Invitations to Apply (ITAs) for permanent residence in Canada so far in 2020.

British Columbia issued 450 permanent residence invitations on September 29

Just before the exuberant Express Entry draws, the province of British Columbia held its largest ever provincial nomination draw of 2020.

Canadian Immigration seems to be picking up steam after the unprecedented travel restrictions since March and its effects on immigration.

September 29 provincial draw issued 450 new invitations to eligible candidates to apply for provincial nominations. A successful provincial nomination may guarantee permanent residence in Canada.

Express Entry & Skills Immigration Category

This British Columbia Provincial Nominee Program (BC PNP) draw invited Skilled Worker and International Graduate candidates registered under the Express Entry BC (EEBC) and Skills Immigration (SI) streams.

Check your eligibility for any immigration program by taking this free online assessment

For candidates to qualify under the EEBC category, they will have to register under the federal Express Entry system. Their profiles are duly evaluated and ranked above one and another using a Comprehensive Ranking System (CRS). A CRS is based on human capital factors like age, education, work experience & language skills in English or French.

Later, to express interest in receiving a nomination from British Columbia will these candidates have to register under the province’s points-based Skills Immigration Registration System (SIRS).

The skilled and semi-skilled workers with specific high-demand occupation in the province can apply under the SI category. For this, candidates need to only register under the SIRS.

Candidates with minimum required provincial scores are only invited to apply for provincial nomination which is subjected to change in every draw.

The minimum score requirements in September 20 BC PNP draws were:

A full-time job offer from an employer in the province will give an added advantage to candidates aspiring to get nominated by British Columbia.

Busy Month of September for BC PNP

September month couldn’t get any better for BC PNP. The province held a total of seven draws and nominated nearly 1500 candidates under various categories and streams to eventually apply for a permanent residency.

Prior to holding its largest-ever nomination draw this year, BC PNP also surpassed 6,000 nominations for Canada PR in 2020 in the month of September.

All the selected applicants will now have up to 30 calendar days from the date of invitation to submit a complete application via the BC PNP Online registration system.

You can contact our consultants to build a profile right from scratch to guarantee your success at BC PNP in subsequent draws. We are always happy to help you!

Canada remains committed with 4,200 Express Entry invitations for Canada PR

September ended on a higher note with the Immigration, Refugee and Citizenship Canada (IRCC) conducting its 164th Express Entry draw.

Express Entry draw is not a visa type but an application management system. Candidates who register their profiles in the system may qualify for nominations. Such nominations for permanent residence in Canada are held under three federal immigration programs- Federal Skilled Workers Program (FSWP), Canadian Experience Class (CEC), Federal Skilled Trades Program (FSTP), subjected to eligibility criteria.

A select group of candidates with prior provincial nominations may also find themselves eligible to apply for Canada PR alongside the nominated candidates.

Pnp finder

Ever since the lockdown was imposed on March 18, IRCC had held specific Express Entry draws targeting only those candidates with provincial nominations or Canadian work experience.  The 164nd Express Entry draw is a departure from usual as it considered candidates belonging to the FSWP category.

September 30th draw is now the fifth draw since March that considered foreign skilled workers who had not previously lived or worked in Canada, i.e. FSWP category, to apply for permanent residence

Draw Size Remains Same

The draw size in the latest draw remains the same with 4,200 invitations to apply (ITAs) for Canadian permanent residence. Although the draw size went up to 4500 ITAs in February 2020, the constant draw size of 4200 for the last three draws shows how well Canada is committed to increasing the immigration levels in 2021 and beyond.

Decrease in qualifying CRS by 1 point

Any profile to be registered in the Express Entry pool is assessed and ranked on a Comprehensive Ranking System (CRS). The said ranking system evaluates the registered profiles based on core human capital factors like age, work experience, education and skills in English or French.

Following the declining trend in the CRS cut-off scores, the latest draw required candidates to have a score above 471 for a successful nomination. The minimum CRS requirement follows a one-point decline from the previously held all-program draw

Often there arises a situation where candidates end up having the same CRS score. Here is where IRCC uses its tie-break rule to rank a particular candidate higher. The timestamp used in the latest draw was March 2, 2020, at 12:37:25 UTC.

This meant that all candidates with a CRS score above 471 before the selected date and time were eligible to receive an ITA in this invitation round.

The pandemic may have accelerated the need for more immigrants in Canada to rebuild its economy. Which is why, in a rare occurrence, the Immigration Minister is expected to announce its revised Immigration Levels Plan for the second time in the same year.

Canada had previously announced its Immigration Levels Plan for 2020-2022 just a week before the travel ban kicked-in due to pandemic.

As a matter of fact, Canada announced its Immigration Levels Plan for 2020-2022 only a week before travel restrictions got imposed in Canada due to pandemic.

New Immigration Mandate Letter

In Canada, the set precedent for the Prime Minister is to outline the responsibilities that the respective cabinet members would pursue while the ruling party manages the government.

Right after the 2019 re-elections, Justin Trudeau provided minister Marco Mendicino with a letter that acted as guidelines for his efforts to lead the operations of Immigration, Refugees and Citizenship Canada (IRCC).

Travel restrictions imposed in the view of COVID-19 impacted Immigration in a huge level. In a rare occurrence, the Prime Minister will issue his second immigration mandate letter within 12 months of his government’s re-election.

According to sources, the new mandate letter would emphasize more on the recovery from coronavirus through immigration. It will also give an overview how the government would process applications moving forward in the wake of the pandemic.

The Current State of Canadian Immigration

Marco Mendicino, the federal Minister for Immigration has stayed committed to his increasing immigration levels even during the travel restrictions. The regular conduct of Express Entry Draws, consistent nominations from Provincial Programs stands testimony to Canada’s commitment to increased immigration.

Due changes were made in study permit requirements for International Students to continue their online studies from the new academic year that began in the month of September. Also, the time spent on online classes will be accounted for in the Post-Graduate Work experience. This will ensure minimum delay in obtaining a work permit…

Back in the month of August, Immigration Ministers from all provinces, territories came together for a virtual conference to discuss the impact on Canadian Immigration. They hoped for the situation to ease down soon and called for strengthening immigration system to rebuild the economy.

Express Entry

Express Entry has been the go-to option for every foeign skilled worker who is looking to obtain a permanent residence with/without a job offer in Canada.

Express Entry is not a visa option but a federally managed application database for three immigration programs: the Federal Skilled Worker Program (FSWP), the Federal Skilled Trades Program (FSTP) & the Canadian Experience Class (CEC). In addition to it, there are several Provincial Nominee Programs (PNPs) that have dedicated immigration streams to choose eligible candidates from the Express Entry pool.

To begin with, Candidates register their profile for free on the website of Immigration, Refugees and Citizenship Canada (IRCC). IRCC evaluates and scores the profiles based on a Comprehensive Ranking System (CRS) which is based on their human capital criteria. These will include the candidate’s age, education, language skills in English or French, and work experience.

Before the imposition of travel restrictions, IRCC held fortnightly nomination draws to select eligible candidates including foreign skilled workers without job offer or work experience in Canada for permanent residence. However, during the pandemic, IRCC held regular draws yet restricted permanent residence to only CEC & PNP candidates. These candidates are required to have a minimum work experience in Canada.

Yet Express Entry issued 70,000 invitations to apply (ITAs) for permanent residence during the year 2020. It is seen as a new record in itself and shows the dependence of Canada on immigration for rebuilding its economy. This opens the doors for tech workers to immigrate to Canada.

Provincial Nominee Program (PNP)

A unique arrangement between provinces, territories and federal governments of Canada allows every Canadian province to nominate foreign talents for immigration that meet their local economic needs.

Any candidate may either apply individually or they can be invited to apply for a provincial nomination through dedicated, Express Entry-linked PNP streams. Either way guarantees an individual a permanent residency in Canada.

Candidates who register an Expression of Interest (EOI) profile with respective Canadian provinces receive a provincial nomination. Later, this nomination certificate can fetch an additional 600 CRS points, thereby ensuring a permanent resident certificate in the subsequent Express Entry draw.

Most active provinces with PNP dedicated to tech workers include Ontario, British Columbia, Saskatchewan, Prince Edward Island. Recently, Saskatchewan held its largest ever draw nominating over 600 candidates with Tech work experience. British Columbia is not lagging behind with weekly Tech Pilot draws. It will soon surpass the 2,000 nominations landmark in 2020. Ontario has issued just three Tech draws in 2020 yet managed to attract a huge number of foreign tech talent into the country.

Start-Up Visa (SUV)

It is a federally managed program dedicated to entrepreneurs who are willing to contribute to the economy and looking for permanent residence in the country.

Famously known as ‘SUV’, it attracts huge tech talent and is showing significant results year-on-year. Apart from basic language criteria, successful candidates need to be endorsed by an angel investor, venture capital firm, or business incubator that has been designated by IRCC.

Get to know more on SUV from our expert consultant. You may schedule a one-on-one appointment here.

Work Permit Options

Work permit visa option is temporary.

The Global Talent Stream gained instant popularity since its launch in 2017. It allows businesses in Canada to hire foreign tech workers and make them travel to Canada for work in just about four weeks time. Nearly 40,000 Tech workers have been benefited by this program so far.

The biggest advantage of getting a work permit option first is that it enables the candidates to fulfil the much needed “work experience in Canada” criteria before they could become eligible for permanent residence. However, there are other pathways for Canada PR which may not require work experience.
